It is no secret that EU member states cannot come to terms on a unified China-policy. Most studies on EU-China relations come to the conclusion that disagreement exists and that this fragmentation is utilized by Chinese foreign policy in a kind of divide and rule strategy. However, the question as to why the EU members disagree has not been answered satisfactorily. This paper investigates the reasons for this discord from the perspective of the core-periphery theory. We illustrate how the spatial position of nations within Europe–in a geographical and political sense–shapes their outlook on China. As a case study to illustrate the differences in the outlook on China of among EU member countries, we analyse the discourses on Chinese COVID-19 vaccines in the Hungarian and German press from April 2020 until summer 2021. We argue that these differences have their grounds in the spatial-relational positioning at either the core or the semi-periphery of the EU. Based on our findings we suggest that a sustainable EU China-policy has first to address these differences in foreign policy outlook and then find a common ground. [ABSTRACT FROM AUTHOR]

This paper explores the relationship between anti-Japanese popular nationalism and China's approach towards Japan amid Sino-Japanese political tension from 2001 to mid-2006. Among various factors that may affect the relationship, this research focuses on the interaction between the government and the public expressions of anti-Japanese nationalism in China. Throughout most of this period, Sino-Japanese political relations were seriously strained by historical, territorial and other controversial issues, which stirred up anti-Japanese sentiment in China. However, it was only between 2003 and the spring of 2005 that mass anti-Japanese protests were allowed, or at least tolerated, by the Chinese authorities and played a role in Beijing's handling of Japan-related controversies. The paper examines China's domestic political situation during the leadership transition from the third to fourth generation of leaders, which it claims drove the Chinese government's lenient response to popular anti-Japanese protests and enhanced the prospects for popular nationalism to affect the government's approach towards Japan. Latin America is a critical region for analyzing China's economic statecraft. Following the Monroe doctrine, Latin America has long been seen as part of the sphere of U.S. influence. For the purpose of studying the effectiveness of China's economic statecraft I will focus on two countries that stand on opposite extremes: Brazil and Mexico. Both countries happened to be important target states (strategic partners) of China's economic statecraft in the region, albeit for different political and strategic goals. In this paper I will compare the different domestic political and economic conditions, interests and institutions in these two countries to explain why China has made greater progress in projecting its economic power through trade and investment to pursue its political goals with Brazil, but has not succeeded in Mexico. China's new Silk Road policy, titled 'One Belt, One Road,' signals a proactive turn in China's regional policy towards Central and West Asia. The policy has two dimensions: First, China aims to revitalize the old Silk Road exchange of goods, ideas, and people with trade, energy, and transportation projects. Second, armed with these new connections, China aims to redefine the territories the old Silk Road encompasses as a region in the contemporary international system. Turkey, as one of the countries at the westernmost end of the historic Silk Road, and one of the target countries of China's new Silk Road diplomacy, welcomes the increasing economic and technological exchange with China. Establishing better contacts with China fits suitably in Turkey's new foreign policy orientation. While the foreign policies of the two countries seem to be compatible, Turkish domestic political dynamics and public opinion hinder further engagement between the two ends of the Silk Road. The negative public opinion towards China manifests itself in the form of media coverage, protests and lobbying and, at times, it derails bilateral relations. This paper assesses the prospects for bilateral relations in the light of these developments. The paper starts with a historical analysis of Sino-Turkish relations and proceeds with various dimensions of the current relations. Then, it provides an analysis of various public opinion surveys in order to grasp the nature of the Turkish public opinion towards China, and it offers a media framing analysis in order to decipher the specific ways the image of China is constructed in Turkish public opinion. There are different driving forces behind Chinese foreign policy decision-making. Norms, principles, and interests and the subtle combinations of them, I argue in this paper, are the major driving forces on the input side, while the domestic situation of a specific country and international pressure undercut China's policy deliberations. By contrast, the form of government of a specific country under discussion is not an important variable. In this paper, I use China's policy toward Myanmar as a case study. The findings prove that the integration of norms, principle and practical interests has formed the powerful impetus that drives China's policies toward Myanmar. Among these factors, the interests China has identified in general and stability on its 'doorstep' in particular play a dominant role, while the norm of human security and the principle of non-interference are embedded in its policy deliberations. During 2016 China's policies towards North Korea appeared to undergo considerable short-term change, increasingly distancing itself from its neighbour and instead supporting the international community's response. Existing research has focused on long-term policy change and given little importance to short-term changes in policy, or has drawn on realist and constructivist theories which expect consistency and struggle to account for these changes. This article took an identity discourse approach to understanding the 2016 short-term changes in China's North Korea policy. It used quantitative computer assisted text analysis methods to measure changes in the dominance of different identity discourses related to North Korea that are produced on the Chinese Internet. It found that around 2015–2016, a previously more dominant "revolutionary" identity discourse lost dominance to a "stakeholder" identity discourse. The article argues that this change made possible the shift in approach to North Korea at the start of 2016 and indicates ways the short-term policy changes at this time may contribute to longer-term change in China's behaviour. Chinese foreign policy is still an undertheorized domain of international relations studies. One puzzle that preoccupies international observers is the impact of leadership changes on Chinese foreign behavior. Based on an in-depth reading of official statements made by China's new political leaders and their first actions in office this paper analyses continuity and change in China's foreign strategy. Following a combined multidimensional analytical approach the evaluation focuses on the interrelation between indigenous (leadership changes, subsystemic challenges) and exogenous factors (global crises, critical junctures) on the modeling of China's international strategy. My main conclusion is that shifts and role changes in Chinese foreign policy should not be misread as the outcome of the latest leadership transition. Most 'changes' that are now associated with the fifth generation have originally been introduced by their political ancestors. As a context-sensitive, historical-reflectivist analysis shows, China's 'new' approach to world affairs stands for a continuing, incremental adaptation of the PRC to socio-economic evolutions on the domestic and the global level. This paper analyses the Chinese quest for energy resources in Latin America, arguing that the strengthening of relations in this sector can only be explained by a conjunction of interests on both sides. Looking at the presence of Chinese national oil companies in the regional energy sector, we show that China’s incursion has allowed the region to shift its traditional energy partners, introducing a factor of change into economic and political relations with geopolitical implications for the regional arena. This paper argues that China's foreign policy behavior has been influenced by growing energy dependence. As a major importer, China can pursue energy security through strategies that result in conflict; alternatively, energy vulnerability might lead it toward cooperation with rival oil consuming nations through participation in multilateral organizations and other forums. After outlining the argument for the strategic nature of energy, China's increasing energy dependence is assessed, as are Beijing's efforts to shift China's energy balance. China's energy diplomacy with the Middle East, Russia and Central Asia, the Asia-Pacific, Africa and Latin America are examined, and Beijing's efforts toward greater energy security through multilateral organizations are discussed. The evidence supports the liberal hypothesis that economic interdependence promotes international cooperation. The aim of the study is to identify the role of the People's Republic of China in the activities of the organisation, based on the Chinese vision of its role in the Shanghai Cooperation Organisation as one of the ideological and philosophical leaders that determine its focus and ideology. In particular, China implements the principle of polycentrism in Eurasia and interstate partnership and promotes the idea of state-regulated economic globalisation. The methodology of this scientific research is based on the analytical method of studying the issues related to the topic of the scientific research. China proceeds from the concept of ensuring full sovereignty by the member states of the organisation, but against the backdrop of low development rates of national economies (up to 2–2.5%) and lack of awareness by countries of their national interests in the region, Chinese business will strengthen its expansion, relying on both the World Trade Organisation rules and using protectionist measures by absorbing ineffective business entities. China is guided by the principles of non-interference in the internal affairs of other states, while maintaining its socio-political model based on the fusion of the communist ideology and the traditional philosophical doctrines of China and the mentality of the country's population, excluding the democracy export policy, denying the desire for undivided hegemony and to rule the world community. The COVID-19 outbreak has fueled tension between the U.S. and China. Existing literature in international relations rarely focuses on virus outbreaks as factors affecting international relations between superpower countries, nor does research examine an outbreak's potential influence on the public's opinion about their country's foreign policy. To bridge this research gap, this study explores the extent to which the American public may be prone to favor policies that "punish" China via existing U.S.-China disputes, such as the South China Sea dispute and the U.S.-China trade war. I conducted an online survey using Amazon's Mechanical Turk and ran multinomial and ordered logit models to estimate the association between an individual's preferred policies and the country or government an individual blame for the impact of the pandemic. After controlling several essential confounding factors, such as one's levels of nationalism and hawkishness, I found strong evidence that there is a positive association between people's attribution of blame to the Chinese government and the likelihood of supporting aggressive policy options in the two disputes with China. That is to say, U.S. citizens who believe that the Chinese government is solely culpable for the outbreak in the U.S., compared to those who think otherwise, are more likely to support hawkish policy options, such as confrontational military actions, economic sanctions, or higher tariff rates. The research provides a glimpse into where Americans may stand in these disputes with China and the potential development of U.S.-China relations in the post-pandemic era. [ABSTRACT FROM AUTHOR]

Chinese outward foreign direct investment (FDI) has been one of the economic tools China has used to engage South America. Although Colombia has been attracting inward FDI in quantities similar to other key regional states, its macroeconomic and sectoral features and investment attraction policies positively correlate with many of the factors known to attract Chinese outward FDI (OFDI), and both the Colombia and Chinese governments are committed to increasing Chinese OFDI (COFDI) flows to Colombia, COFDI volumes to the Andean nation have yet to live up to expectations. This puzzling case highlights the need for a better understanding of the political-economic factors that drive COFDI. My case study show that Colombia's political and economic traits have been hindering COFDI. Regarding the former, Colombia's local politics regarding extractive activities and bidding on infrastructure projects and its close relations with the United States function to create an adverse environment for increased COFDI. With respect to the latter, the international economic environment, especially regarding commodities' prices, has impaired Chinese investment in Colombia. Conventional wisdom would suggest that middle powers, being hyper-attuned to great power politics, can be expected to bandwagon with their traditional allies. In a unipolar world, Canada and New Zealand could thus be expected to play follow-the-leader with the US. However, the rise of China has a confounding effect on the US-led unipolar order and thus on our traditional expectations of American middle power allies as well. In this article, we probe the apparent variation in what we term "strategic value" for China of New Zealand and Canada. While the two hold a great deal in common, we find that the Canadian case is made considerably more complicated by both the range of strategic considerations present, and the potential payoff for China of one in particular—closeness to the US, China's prime geostrategic rival. These higher stakes in the Canadian case not only make strategic inroads in New Zealand relatively easy for China, but also suggest that Chinese economic policy is selectively sculpted to suit the PRC's higher strategic purposes. The magnitude of China's energy needs and global energy acquisitions, and their recent emergence as key features of the international system, raise many sensitive questions: will China adapt to or reshape the international system as historically defined by the hegemonic West, and what is the role of its energy policy, politics, and resource nationalism in a possible new Great Game? While much of the current literature posits an either/or approach (China adapts to energy market or tries to redefine them as a part of a wider political plan), our hypothesis is that China is essentially a pragmatic actor who reacts to the forces in presence, rather than a revisionist power with a grand plan to realign the world order to suit its needs and satisfy some kind of pre-established grand vision. We posit that China goes beyond conformity with or resistance to the established energy market and the power relations they underpin: While local circumstances may be considered variables, its fixed objective is a stable international order and the pragmatic satisfaction of its energy needs in order to insure continued economic growth and general stability at home. How emerging powers perceive the predominant power in the international system is an important question in international relations and great power politics. This question is particularly important in the context of a rising China and its relations with the United States. While China's perception of the United States can be examined from many angles, this study focuses on Chinese official media perception by analyzing U.S.-related articles in the People's Daily from 2000 to 2010. Our data indicate that the People's Daily's overall attention to the United States declined while the overall image of the United States moved toward the positive direction. When breaking down the overall image by issue areas or dimensions, we find that the United States was primarily perceived negatively in the areas of political-ideological issues, military-strategic issues, and U.S. role in world affairs, whereas in the economic-trade and other issue areas, a favorable image of the United States appeared to be expanded. This article addresses Chinas multilateral diplomacy by identifying four distinct strategies: watching, engaging, circumventing, and shaping. The typology builds on two literatures: power transition theory, and the more recent 'assertiveness' discourse in the West. Drawing from a range of cases in both the economic and security domains, the article argues that China's multilateralism is diverse, and that it cannot be un-problematically characterized as either status-quo or revisionist in nature. However, the general trend appears to be towards engagement, but with an assertive tact as China's interests become further entangled in the business of international institutions. This article examines Chinese nation building in the post-Cold War era from the perspective of foreign policy. It focuses on the role of Japan and the United States as significant 'Others' in Chinese leaders' construction of three major variants of Chinese national identity: as a victim (past), as a developing country (present) and as a great power (future). The article argues that Japan occupies a primary place in the enactment of the past aspect of Chinese identity, while the US plays a major role in its present and, especially, future aspects. While Sino-Japanese relations are quite stable presently, it was as recent as 2004–2005 that the two nations slid into the worst bilateral quagmire in decades. When in 2007 Japan was China’s third largest trading partner and China surpassed the US to become Japan’s largest trading partner, what is eating these two otherwise very pragmatic traders? History, nationalism and face, enabled by recent changes in the strategic environment, are the factors that have been most salient in bringing about the plunge in Sino-Japanese relations in 2004–05 and though Sino-Japanese relations have been much better since, these factors hang like a storm front over Sino-Japanese relations today. Taiwan may be an internal affair but the domestic public opinion is not invited to participate very much in a debate and a decision-making process that have remained confined to the Chinese Communist Party and the military top leadership and, on purpose, involves a very small number of officials and experts. Conservative and nationalist forces do constrain Beijing’s Taiwan policy. And some leaders are tempted to use the Taiwan issue for unrelated domestic or foreign policy purpose. Nevertheless, what is striking is the potential for flexibility in China’s Taiwan policy. While Chinese local governments and companies’ increasing interests in business-as-usual in the Strait and the unbearable cost of any armed conflict tend to narrow the government’s options, concentration of power and the efficiency of the propaganda machine allow it to rather smoothly manage, in particular vis-à-vis the elites’ conservative opinion group as well as its own public opinion, this flexibility.
