As UK cities and towns become increasingly ethnically and culturally diverse, researchers have tuned into how people inhabit multiculturalism. Ethnographic approaches have focused on the kind of togetherness that people generate as they go about their everyday lives, observing the affective textures of interactions and happenings of the here and now in granular detail. Missing from these accounts is what crowdsourced data might add to understandings of how multicultural places are experienced. What is vital about this kind of data is that it is 'big', involving a diversity of voices similarly intent on messaging their experiences, presenting opportunities to scale up the affect of encounters and to quantify what is difficult to qualify. This paper brings Digital Geographies into conversation with research on everyday multiculturalism to examine qualitatively and quantitatively how social media use folds into and expresses various practices of sociality and connection. Our paper involves Twitter, Nando's and the city of Leicester in the UK to challenge and advance ways of understanding everyday multiculturalism in an era of global migration and ethnically complex populations. This paper focuses on the smart urbanism that is being crafted by local authorities in metropolitan Sydney and Melbourne, Australia. Offering an extensive analysis of the Australian context, we chart firstly how engagement with smart is primarily focused on improving quotidian local government functions. Second, our analysis of the diverse mechanisms and policies through which cities are being made smart shows that piecemeal initiatives rather than smart city strategies predominate in the two cities. Physical characterization of waste from commercial activities and services was carried out during two seasons (dry season, summer and rainy season, winter) in 2017. A sample for each activity was selected for waste collection at source, taking into account the division of Annaba municipality into 5 administrative sectors and 315 districts. On average over the two seasons, commercial activities and services in Annaba produce a daily quantity of 9,54 Tons/Day, it is composed mainly of organic matter with 45% of the quantity, paper: 23%, plastic: 18%, 7% metal and 3% glass, as well as minute quantities of fine matter, combustibles, textiles, special waste, composites and non-combustible materials. The quantity and composition of waste vary according to the type of activity, catering, and food trade activities are the most important generators of waste. Variations in the daily quantities and waste composition of certain activities according to sectors and seasons have been observed; these variations could be influenced by several factors, such as the number of inhabitants, the attractiveness of the city center and the attractiveness of tourism. Organic matter, plastic, paper/cardboard, metal, glass, and textiles are considered as waste to be valorized, composting organic waste and paper remains the first solution to be implemented in waste management plans. Nevertheless, recycling for the other components seems just as interesting. This study highlights the sources of waste production and makes local authorities aware of the need to better organize waste management. Implications: A physical characterization of solid waste from commercial and service activities in the municipality of Annaba has made it possible to provide a database on an unknown source of commercial waste, to determine its recovery potential and to identify its source of generation, which should help to overcome data gaps and enable local decision-makers to better assess and anticipate waste management: The aim is to resize collection methods by focusing on selective sorting and to consider new perspectives for waste recovery in order to reduce landfilling. Hyperlocal delivery service is a digital platform business that receives ondemand orders from customers to deliver products from a local offline shop in logistics. Deploying drones/Unmanned Aerial Vehicles (UAVs) on the hyperlocal market is still a relatively unexplored phenomenon and that demands attention on sustainable drone delivery strategies. This paper introduces both non-flexible and flexible drone delivery strategies for the hyperlocal market. Further, drone operational complexities like deciding a precise location for landing and take-off in congested cities, limited flight endurance, incorporating docking stations in drone routes and drone safe-return strategy are investigated. This problem is formulated as the Mixed-Integer Linear Programming (MILP) model, which minimises the drone’s total distance by the optimal energy consumption to complete the scheduled services. For practical feasibility, this paper focuses on heuristic solutions that effectively solve the problem efficiently and near optimally. The approach facilitates the operations manager to decide on an appropriate drone travel capacity based on service distance and the size of on-demand customers in an urban hyper-local logistics environment. The digital economy is gradually emerging as a new driving force and engine for high-quality economic development. In the context of reaching carbon peak and carbon neutrality, can the digital economy empower the development of urban green technology innovation? Based on the panel data of 274 cities in China from 2011 to 2019, this paper measures the development level of digital economy at the city level and employs the two-way fixed effect model to empirically analyze the impact of digital economy on urban green technology innovation. The results indicate that: (1) Digital economy development exert a significant positive impact on urban green technology innovation. This conclusion still holds after a series of robustness tests. (2) Digital economy enhances urban green technology innovation by optimizing human capital structure, enhancing the level of financial and credit investment, and strengthening public environmental concern. (3) Heterogeneity analyses show that the digital economy has a greater positive effect on green technology innovation in the eastern region and non-resource cities. The higher the level of intellectual property protection and the better the development of the factor market, and the lower the intensity of environmental regulation, the greater the positive effect of the digital economy on urban green technology innovation. These findings are not only of great practical significance for accelerating the development of green technology innovation in China, but also serve as a reference for other developing countries to utilize the digital economy to empower the development of green technology innovation. The 'smart city' has received growing attention as a concept that could play an essential role in the sustainability of the Arctic. Today, the idea is associated with information and communication technology (ICT) when used in urban areas to improve quality of life, offer more efficient and effective use of cities' infrastructures, foster social inclusion, and mitigate environmental harm. However, the relationship between smart cities and Arctic sustainability remains ambiguous, especially from perspectives beyond those of techno-optimism. Our aim in this paper is to critically discuss the value of smart city concept for Arctic cities, from an urban dynamic perspective. To this end, this paper reflects on how the sustainability of Arctic cities can be challenged by urban dynamics in metrics for (1) smart city development, (2) politics and bureaucratization, and (3) the role of citizens. The paper has several implications for academia, practitioners, and policymakers: for the former, it advances an alternative debate to explore the complex relations between smart city development and Arctic sustainability; for practitioners and policymakers, it indicates the problematic but often hidden side of smart city development, stressing the need to carefully translate the concept and its promises to fit the unique Arctic context. In the last decades, many scholars have studied competition between cities and entrepreneurial urban policies. Coming from the evolving field of competition research, we are interested in how competition between cities is constructed and, for this purpose, examine the competition imaginary of Vienna, a city known less for its entrepreneurial policies than for its social welfare policies. The paper employs critical discourse analysis of Viennese policy papers from 1985–2015, a period particularly shaped by the process of competitization. A shift from private motorised transport to more active transportation can, among other things, deliver significant health benefits. The main disadvantage of active transport (in particular walking) for most people compared to private motorised transport is the limited range. Public transport (PT) can complement the use of active modes and extend their range. Therefore, there might be potential to increase physical activity through an increase in PT use. This article takes a closer look at how walking relates to the use of PT by examining existing literature on the topic. It aims to study how far people walk to and from PT and what key factors influence this. Scopus, Transport Research International Documentation and Web of Science have been searched systematically for relevant articles, conference papers and books. After screening of titles and abstracts, 41 relevant publications were identified. Studies were included if they quantified the amount of walking (measured as either distance or time) that is directly related to the use of PT. Studies that quantified walking using general measures of daily physical activity or daily walking or that used stated preference designs were excluded. The PT systems considered in this paper are mass transport systems in urban areas, either road- or rail-based, with fixed schedules and stops. Demand responsive transport services, which can offer door-to-door travel, are not considered, as these systems can to a large extent eliminate the need to walk. In the identified publications, a large variety of walking distances and times have been reported, and these seem to be highly context-specific. The paper establishes the evidence for the wide range of factors that influence walking related to PT, which have been categorised as personal, PT-related, environmental, and journey-related. The different methods that have been used are discussed by critically analysing their advantages and limitations. Only a limited number of these methods used allow for an accurate assessment of the walking distances to and from PT. The paper concludes with suggestions for future research, such as a need for more accurate measurement of walking and research in different geographical areas to shed light on underlying influences of culture and climate. Recent geographical analyses of literary texts have broadened the scope of inquiry from descriptive to critical interpretations of literature. Building on these existing insights in this paper I seek to focus on James Joyce's Dublin. Specifically, I wish to address how the navigational matrix presented in his novels provides a means for interpreting the city. This paper focuses on how the Dublin of Joyce intersects with travel accounts about Ireland and the city in particular and how his novels can be used to engage with the complex geographies of the modern city. While global cities like London, Paris and New York have well-established credentials as centres of literary creativity and literary tourism, the fact that Dublin forms the anchor for one of the twentieth century's most experimental writers makes it an interesting case from which to address the geographies of the novel. This is a response to papers by Sebastiano Santostefano and Susan Bodnar. The response argues that the psychoanalytic view of constitutive conflict makes any assimilation of analysis and ecology very problematic. Patients may benefit from being in pleasant surroundings outside urban areas, but this is not psychoanalytic work. Psychoanalysis would entail them coming to understand why they are fueled by desires they do not recognize as their own. This paper investigates the impact of Internet infrastructure construction on enterprise transformation and upgrading and the underlying mechanisms using a progressive double difference model based on a quasi-natural experiment of the Chinese government's "broadband China" policy by matching A-share listed companies and city panel data from 2008–2019 in Shanghai and Shenzhen. The conclusions show that the "broadband China" policy can significantly promote the transformation and upgrading of enterprises in pilot cities. However, its effect shows a diminishing marginal contribution, and the policy is more effective for traditional manufacturing industries during the implementation period. Enhancing human capital and reducing internal transaction costs are two important channels for Internet infrastructure construction to help enterprises transform and upgrade. Combined with the life cycle theory, we find that the "broadband China" policy has the most significant impact on changing and upgrading enterprises in the growth and maturity stages, especially those in the manufacturing industry, but not those in the maturity and decline stages of the service industry. Finally, a series of robustness tests using Monte Carlo simulation, entropy balance method, and instrumental variables method, excluding other factors, show that the findings are still robust. Based on the panel data of 285 cities in China from 2000 to 2019, this paper searches the number of patent applications related to urban artificial intelligence from five dimensions: algorithm, data, computing power, application scenario and related technology. Combining the two perspectives of industrial upgrading and rationalization, we analyze the internal influence theory of the research topic from the theoretical and empirical perspectives. The results show that artificial intelligence is not only conducive to industrial upgrading, but also significantly inhibit the deviation of industrial structure from equilibrium, which is conducive to industrial rationalization. In addition, the conclusion of this paper is still valid after a series of robustness tests, such as eliminating the samples of central cities, winsorize treatment and instrumental variables method. Through the heterogeneity test, it is found that the promoting effect of artificial intelligence on industrial upgrading is more obvious in big cities and cities with high level of industrial upgrading. The internal mechanism test results show that artificial intelligence promotes industrial upgrading by promoting technological innovation. In cities with a high degree of marketization and Internet development, the role of artificial intelligence in promoting industrial upgrading can be strengthened. The research conclusions of this paper will be conducive to accelerating the development of artificial intelligence to promote industrial upgrading, and provide a useful reference for realizing high-quality development. This paper offers a critical analysis of urban displacement and acts as an introduction to the Special Feature: 'Putting urban displacement in its place'. It begins by noting the magnitude and significance of displacement, and summarises its constituent components. Drawing upon the work of Hirsh, Eizenberg and Jabareen [2020. "A New Conceptual Framework for Understanding Displacement: Bridging the Gaps in Displacement Literature between the Global South and the Global North." Journal of Planning Literature 35 (4): 391–407], the paper then outlines four kinds of urban displacement processes which span cities in the Global South and North: development-induced displacement, slum clearance, eviction, and gentrification. Brief consideration is also given to the significance of studentification, touristification, and austerity for driving urban displacement. Next the paper explores three crucial issues regarding the conceptualisation of urban displacement: temporality, vulnerability to displacement, and its emotional impacts. The following section discusses rehousing/resettlement and post-displacement experiences. We then examine the contested relationship between displacement and gentrification. The penultimate section outlines some of the methodological challenges in undertaking research on displacement, and also returns to the theme of placing urban displacement via a discussion of urban politics. This paper reflects upon the aftermath of the eviction of working-class communities from the core locations of Delhi to Narela, over 42 kilometres from Delhi's centre. The evictees were previously residing in 'informal settlements', which are colloquially known as bastis or labelled as 'slums' in policy documents. Drawing on interviews and focused group discussions, the paper examines the impact of displacement as experienced by the basti residents. I highlight the struggles that residents faced while making 'home' in their new area. Familiarity, repetition, networks, and safety are the few aspects I engage with to explain the process of placemaking in the city. I argue that displacement should be understood beyond the idea of physical dislocation. It should be seen through the lens of 'place' and how a place is constructed over a period of time against the larger spatial order that is produced in the cities. The paper contributes to academic understanding of the varying experiences of displacement within the affected communities and the contestations which produce spaces on the margins of cities in the Global South. This article examines economic redevelopment in a small city once dependent on the pulp and paper industry. In the wake of the industry's demise, biomass energy has emerged as the primary new forest-based industry there. I combine Freudenburg's “addictive economies” framework with a focus on place character to explore the relationship between historical patterns of resource control, contemporary forest conditions, and the shape of redevelopment in the study community. I demonstrate the continued applicability of Freudenburg and colleagues’ work on resource-dependent communities for understanding patterns of local change in the early 21st century, and extend his framework to show how addiction can involve not only dependence on a given resource-based industry, but also the changing characteristics of the resource base itself in a historical process of environmental degradation that can leave communities addicted to resources of particular, industrially produced types and conditions. Since the early 2000s, plant closures have been a significant concern in Ontario, Canada. Scholars and policymakers alike aim to investigate the causes of plant closures and determine how to mitigate their impacts. Despite the large body of literature on plant closures, local economic development practitioners' perspectives and experiences have been neglected. To fill this gap, this paper interviewed twenty-two practitioners from various cities in Ontario to understand how practitioners perceive and respond to plant closures. While industry tends towards mass personalisation and instant deliveries, the last mile of urban logistics is being challenged to decrease the number of vehicles in circulation and the distances they travel in city centres. The COVID-19 pandemic helped expose the inefficiency of cities in fulfilling citizens' real-time needs. Moreover, the first aim of this paper is to understand the barriers which policymakers face in providing a personalised response to citizens' needs and the second to ascertain how they can proactively serve their communities. In line with these concerns, empirical evidence was collected through a questionnaire to Portuguese policymakers, and the results were discussed in a focus group with experts. The results suggest a lack of tools to enable real-time visualisation and study of scenarios for implementing and organising means of delivery and storage. Moreover, although policymakers feel confident in their capacity to manage the last mile, they would struggle to operate autonomously. Therefore, this paper conceptualises an initial algorithm based on the dynamic collaboration of stakeholders and sharing of resources to guarantee fulfilment of citizens' necessities. Furthermore, future discussions shall emerge about the relationships and technical standards between stakeholders to provide the necessary logistical means for city management and operations. Asian cities have promoted TOD to increase MRT use and decrease private vehicle use. A crucial factor in achieving this goal is improving the pedestrian environment, which can increase people's willingness to walk to MRT stations. This paper analyses how Asian cities have improved the pedestrian environment around MRT stations and the factors influencing walking willingness by reviewing literature and taking Taipei as the empirical area. The results demonstrated that reducing obstacles in pedestrian space, evening the pavement, using transparent window displays in stores along the pavement, and constructing rain shelters can increase people's willingness to walk. The simulations of improved environments can provide references for countries improving the pedestrian environment. The contribution and innovation are to point out the differences in the motivation and goals of TOD in Asian and Western cities and propose improvements to increase people's willingness to walk to achieve TOD's goals. ABSTRACT The article takes a radical democratic starting point arguing the importance of the rural focus of research as a corrective to excessive emphasis on urbanism. Civil society is weak and autonomous public spheres hardly exist outside urban areas. But the author argues that the social and cultural resources that are present in the Southern African villages are both interesting and promising elements for future change. Based on the panel data of 24 provinces and cities in China from 2009 to 2017, this paper uses panel threshold regression model with regional intellectual property protection intensity as the threshold variable to investigate the effect of R&D investment on regional innovation performance from two perspectives of human resource investment and R&D funding investment with different threshold effects. The results show that human resource investment and R&D investment have a significant contribution to regional innovation performance with a lag of three periods, and there is a significant double threshold effect. The optimal intellectual property protection intensity range of human resource input on regional innovation performance promotion is (0.8698, 0.8712). The optimal intellectual property protection intensity range for R&D investment on regional innovation performance is (0.8698, 0.8781), and R&D investment on regional innovation performance shows an increasing and then decreasing effect. This paper constructs a system of indicators to measure the intensity of intellectual property protection in China based on the "dual-track parallelism" of intellectual property protection management in China. It also measures the intensity of intellectual property protection in each region of China. Since 2010, the Chinese government has developed several batches of low-carbon pilot provinces and cities continuously. And in the backdrop of carbon peak and carbon neutralisation recently, the carbon emission reduction policies and achievements of China have attracted more and more worldwide attention. In the field of human health, this paper investigates whether the Low-carbon Province Pilot Policy of China has positive effects on residents' health based on the micro data of China Family Panel Studies (CFPS) from 2010 to 2016. Using the time-varying difference-in-difference model to solve the endogeneity problem commonly faced in the literature, we find that Low-carbon Province Pilot Policy has a positive impact on public health through air quality improvement and the unemployment level alleviation mainly. And in urban areas, the policy effect is more obvious than that in rural regions. This paper expands the content of national low-carbon governance effects to residents' health further and contribute to China's low-carbon development. Specifically, it reminds us to focus on the dynamic adjustment and effective continuation of the policy, and also the all-round support for 'the disadvantaged' in environmental governance process. Drawing on Pellicer I et al. i ([52]), Ninan I et al. i discuss the ad hoc emergence of innovation, reminding us that many construction innovations emanate from "grassroots" situations and experiences (after Winch [68] and Loosemore [41]). Furthermore, like Ninan I et al. i , the authors note the innovating role of companies in the construction supply chain when they say that "companies need to develop and provide competitive wood products to the market". Researchers around the world are exploring changing construction contexts to address local and global challenges (Jansson I et al. i [33], Hall [27], Aitchison [2], Bygballe and Swärd [10], Pan I et al. i [51], Kedir I et al. i [35]), yet the development and application of new theories has been limited (Schweber [59]). That said, we recognise that some of the contributions in this Special Issue acknowledge the role of these firms and their capabilities; for example, Jones I et al. i , and Ninan I et al. i , who conclude that " I supplier firm-level narratives are critical," i but we would argue that it is incumbent on the research community to include supply side testimony much more robustly in future accounts of innovating and transforming. This Special Feature explores the socio-spatial transformations of cities in the Global South under hybrid neoliberal regimes over the last few decades, which have resulted in significant harm to poor and marginalised groups. Our focus is on identifying the nature of this harm as violence enacted through the very structures – cultural, social, political and institutional – that organise social life. We also aim to illuminate the often contradictory and negotiated responses – ranging from resistance to complicity – of the poor and marginalised populations that disproportionately face such violence. The papers presented offer case studies from four different cities in the Global South and demonstrate the emergence of a state-capitalist nexus around the pursuit of grandiose urban (re)development visions. This nexus is historically and socio-spatially specific but reveals an increased capacity, willingness, and even appetite, for enacting structural violence via diverse mechanisms over long temporalities through interplays between slow and spectacular forms of violence. The strand research of regional branching identifies relatedness as a key driver of new specializations in a region. The purpose of the present paper is to extend the regional branching framework by investigating how a regional knowledge base of information and communication technologies (ICTs) and others (non-ICTs) influences the specialization of financial technology (FinTech) in China at the city level. Accordingly, the empirical analysis focuses on the relationship between relatedness and FinTech diversification using panel data spanning the period 2008–2021 covering 247 China's cities. We obtain that the role of ICTs relatedness is positively relevant in explaining the emergence and development of new FinTech domains. However, non-ICT relatedness is a negative factor in the process of FinTech diversification, which we attribute to the fact that FinTech is less reliant on other knowledge base except ICT sectors. Additionally, the effects of ICTs relatedness are higher in peripheral cities compared to core cities in promoting FinTech diversification. [ABSTRACT FROM AUTHOR]

This paper discusses pedestrianism within the contemporary city. We do so by referring to two empirical studies of walking in the City of Aalborg, Denmark. The approach is a mix of qualitative and quantitative empirical documentation, focusing on what we term the "willingness to walk". Exploring what motivates pedestrians and how car-drivers consider modal shifts to walking, we argue, may be seen as discussion of willingness to walk. This may not be simply understood as instrumental acts of moving from A to B but rather as existentialist expressions of "floating life". To walk under the theoretical auspices of floating life means to be attentive to the mundane, embodied, and multi-sensorial qualities of moving physically by foot in the city. In the paper, we explore pedestrian practices in light of particular routes in the city, as well as in relation to the placement of parking garages in the city's mobility network. The purpose is to discuss how to approach and balance the development of car-free city centers within the conceptual idea of walking lines, framed as diagonals. From the data, we find that the willingness to walk from the car park to the main destination is on average 416 meters. Moreover, our data indicates that people are willing to walk 1.5 times the average distance if parking is appreciably cheaper and a free spot seems guaranteed. [ABSTRACT FROM AUTHOR]

This paper explores an expanding area of policy interest: the networks and collaboration mechanisms between universities and creative industries actors in cities. While much is known about such relationships in Science, Technology, Engineering, and Mathematics (STEM), they remain taken for granted and under researched in the creative industries. We argue that they are pivotal for different domains of research and policy, notably, cultural policy, higher education, innovation systems, and regional development. To that end, this paper aims to open up consideration of these relationships which we argue 1) stimulate innovation and 2) make broader contributions to local communities and economic regeneration via a creative economy approach. Using the Triple Helix framework, we explore university-industry-governemnt relationships and knowledge exchange mechanisms via a comparative analysis of two creative industries case cities: Shenzhen, China and Brisbane, Australia. Despite differences in certain important respects the two cities have both adopted creative industries policy frameworks. We found important differences between the cases in the roles and relative strength of the three sectoral actors. This study also shows a need for strategic incentives to foster collective capacity and governance interventions as a push to broker relationships that were not there before. Focussing on boundary spanning we also argue that cultural policy should have formal mechanisms and informal interactions to build a sustainable innovation ecosystem based on knowledge exchange. Despite the ongoing debate on the interaction between the informal sector and agglomeration economies in cities, little is known about whether informal agglomeration generates the wage premium in cities in developing countries. This paper provides empirical evidence on the impacts of urbanization and localization, separated from formal and informal sources, on the earnings of informal workers and how the concentration of informal workers affects the wages of formal employees in cities in Vietnam. Using data from the 2013-2020 Vietnam Labor Force Surveys, this paper shows higher wages in bigger cities. In addition to workers' skills and local non-human endowment, agglomeration generates the wage premium in cities. Nevertheless, the impacts are different between small and large cities. Our results show that while informal workers benefit from urbanization and localization in large cities, their existence is over-concentrated in small cities and crowds out the formal sector in large cities of Vietnam. This paper presents a service regime perspective on irrigated agricultural practices and their governance in cities of the developing world. Findings of the governance of irrigated urban agriculture and adjacent practices in Arusha (Tanzania) and Khulna (Bangladesh) show how service regimes bridge the gap between (formal) governance institutions and practices around irrigated urban agriculture. They cross-cut the different institutional layers in urban society and boundaries between agricultural and urban water systems. By acknowledging, facilitating and aligning service regimes, scholars and practitioners can strengthen governance arrangements for enhancing irrigated urban agriculture while safeguarding water quality and food safety. This Special Feature explores the negotiated bureaucratic politics shaping urbanization in South Asia. City drafting refers to the flexible and contextual practices, procedures and policies required to haul diverse property regimes into order and provisionally render urban land clear and settled. The drafted city, we argue, is necessarily provisional and uneven, left open to politicised remapping, redrafting and resettlement by a host of institutionally embedded brokers, bureaucrats, clerks and surveyors each wielding their own political and socio-technical vision of land. These drafting practices, not only shape a politics of uneven urbanisation in South Asian cities, but also help to explain the persistent fractal morphology of urban property in South Asia; spanning categories of public, private, non-private, commons, unauthorised, regularised, agrarian, urban and so on. While the South Asian city is commonly understood through the high-resolution imagery of masterplanners, policymakers and investors, city drafting methodologically focuses on the grounded bureaucratic struggles of the map, plot, record and title, through which claims to property rights, exclusions and access are shaped. This paper presents a pedagogy of anachronism where learning occurs through a misfit between theory and practice. It was developed and tested in a class taught from 2016 to 2019, where students repeated Kevin Lynch's original 1960 experiment on cognitive mapping in a location much smaller in scale and with a very different social composition from the cities that Lynch analyzed. The deliberate misfit transformed a method designed to understand user perception into the very problem itself, provoking students to ask important epistemological questions and recognize the situatedness of theory. A pedagogy of anachronism resists the uncritical instrumentalization of canonical ideas and trains students to think deeply about the normative and epistemological basis of design/planning practice. This paper contends that rural communities in the United States and Europe broadly have been mainly studied as a dichotomy to their urban counterparts. The focus on cities and urban centers and an inculcation of myths and assumptions regarding ruralness have led to knowledge gaps, misperceptions, and missed opportunities in public administration and policy studies. This paper interrogates misconceptions about ruralness and refutes them. It identifies a gap in research agendas, knowledge, and scholarship about ruralness; explores issues with the design of policies and, therefore, policy implications concerning rural communities; and describes how the misconceptions, the lack of scholarly knowledge, and policy implications coalesce to drive a feeling of marginalization and exclusion in rural communities, fuelling a "culture war" dynamic. Within urban studies, the emerging post-network approach explores infrastructure transitions towards hybrid mixing of grid and off-grid technologies, resources, services, and actors. However, scholarship addressing off-grid transitions in the global south focuses almost exclusively on the poor as non-networked infrastructure consumers. This paper adopts a landscape perspective to consider broader processes of technological, institutional and behavioural change. Using a case study of Day Zero in Cape Town (South Africa), the paper draws on existing studies to demonstrate how the off-grid infrastructure transitions of non-poor households and businesses have potentially catastrophic (but largely ignored) consequences for cities in terms of environmental sustainability, urban governance and citizenship, network quality, and municipal finance. The paper concludes that broadening the landscape of infrastructure analysis, to consider the off-grid infrastructure transitions of the non-poor in the global south, is crucial to address contemporary global challenges. Three-dimensional (3D) maps are used extensively in a variety of applications, from air and noise pollution modelling to location-based services such as 3D mapping-aided Global Navigation Satellite Systems (GNSS), and positioning and navigation for emergency service personnel, unmanned aerial vehicles and autonomous vehicles. However, the financial cost associated with creating and updating 3D maps using the current state-of-the-art methods such as laser scanning and aerial photogrammetry are prohibitively expensive. To overcome this, researchers have proposed using GNSS signals to create 3D maps. This paper advances that family of methods by proposing and implementing a novel technique that avoids the difficult step of directly classifying GNSS signals into line-of-sight and non-line-of-sight classes by utilising edge detection techniques adapted from computer vision. This prevents classification biases and increases the range of environments in which GNSS-based 3D mapping methods can be accurately deployed. Being based on the patterns of blockage and attenuation of GNSS signals that are freely and globally available to receive by many mobile phones, makes the proposed technique a free, scalable and accessible solution. This paper is a collaborative effort between academic researchers and practitioners to consider the conditions under which global benchmarking may be used as a tool for supporting urban transformation. Reflecting on WWF's One Planet City Challenge and UN-Habitat's Guiding Principles for City Climate Action Planning, the paper suggests that the practice of global benchmarking can be transformative through encouraging organisational learning and reflection, building relationships between cities and global and trans-local organisations, and governing for structurally transformative qualities. However, the practice of benchmarking is not without potential tensions: they may reify existing practices rather than reforming them, be less usable for or accessible to cities in lower income countries, and may neglect issues of climate justice, which are not easily reduced to comparative measures of success or failure. This suggests that a wholesale reliance on benchmarking as a mode of governing climate change might risk marginalising certain issues and amplifying others. We conclude by recommending improved material and technical support for urban data collection and suggest that benchmarking should be combined with a broader suite of performance indicators and reflective practices in order to support urban transformation. Waste is the visible outcome of socioeconomic processes such as urbanisation and industrialisation. Yet the negative impacts of waste mismanagement are often externalised and invisibilised in the metabolism of cities, in which informal waste labourers often assume the heaviest burden. In this paper, we approach cities as sociocultural arenas in which agents work within and around structural constraints to allow transformation to take place. Our paper analyses how grassroots activism, NGO-municipality collaboration, and women's empowerment led to realising transformative potential for both solid waste management and social inclusion in the Indian city of Pune. We analyse the case of SWaCH Pune Seva Sahakari Sanstha (SWaCH), a predominantly-female social cooperative of waste pickers, to show how supporting and enhancing informal labour can produce multiple positive outcomes. Our analysis also examines the role that the women waste pickers themselves played in bringing about change. We consider the structural constraints for achieving deeper and broader impact and assess what these indicate for the long-term success of this initiative. We also illustrate how power structures tend to constrain bottom-up transformation approaches, regardless of their transformative potential. Above all, SWaCH's story shows how working with informality rather than seeking to eradicate it can result favourably in moving towards the legitimisation and gradual institutionalisation of a pro-poor urban solid waste management system in which women's empowerment is expressed not only for their benefit but also for the states, the citizens and the environments. We consider whether the UK government's levelling-up governance model of Combined Authorities and metro-mayors is the most appropriate solution for beyond the metropolis. We draw on case study research from the Mersey Dee area between North East Wales and North West England. The paper addresses three propositions. First, that the underlying distinction between agglomeration-driven and place-based policy centres on assumptions regarding the homogenous and heterogenous character of place. The paper shows how, in the UK context, the city-region concept has evolved as an agglomeration-driven territorial construct with practical limitations. Proposition two focuses on how a distinctive character of place reflects its particular mix of firms and their resulting combined processes of agglomeration. Proposition three suggests that this mix of firms presents choices for the appropriate design of institutions locally and regionally. Finally, the paper illustrates why the present agglomeration-driven framework is a barrier to enabling levelling-up. Progressing 'levelling up' involves recognition that heterogenous local governance contexts are shaped by history, culture, and geography, where the success of place-based policies is not aided by the top-down imposition of governance models. Ireland is beginning to emerge from an extended period of austerity following the global economic collapse of 2008. In this time, private sector investment in historic urban cores all but halted, and state funding for heritage was dramatically cut. However, both the state and civil society have placed a new emphasis on the potential of built heritage to act as a driver of economic recovery, reflected in both local and national policies and strategies relating to the conservation and regeneration of historic urban cores. Through a discourse analysis of local documentary material, and of semi-structured interviews with a range of key factors involved in the management of two historic urban cores in Ireland (Limerick and Waterford), the paper explores how conservation policy has been fashioned to suit its deployment as an instrument of local and national economic recovery within the context of entrenched entrepreneurial urbanism, and how local stakeholders have responded. The paper concludes on the implications for both conservation policy—specifically tensions between traditional conservation approaches and more flexible instruments utilised in heritage-led regeneration. Deprivation, poverty, inequality, forced displacement, psychological harm, lack of public participation in planning and benign neglect are examples of structural violence in cities. In the case of benign neglect, public facilities are deliberately neglected in terms of maintenance and provision of basic facilities—a form of 'slow violence'. Drawing from qualitative data sources that included participant observation, consultations with legal advisors and court hearings, this paper analyses the different forms of structural violence that were used in early 2009 in the city of Durban to try to replace the century old Early Morning Warwick Market which catered for the poor working class, with a mall. The Municipality's participatory and consultative approach to upgrade the Warwick Avenue Triangle in the first democratic decade (1994–2004) is contrasted with the subversion of participatory planning in the second democratic decade (2004–2014), as Durban prepared for FIFA 2010. The mall development would have resulted in the loss of an important part of Durban's history, heritage and culture. A key contention of this paper is that the fatally flawed neoliberal planning fiasco in Warwick Avenue was driven by a top-down process which favoured private corporate interests. The mall project was presented as a public–private partnership. However, in such partnerships local democracy is compromised as the fiscal prospects of local governments become dependent on the business decisions of the private sector. There were serious contradictions evident in the juxtaposition of large-scale public-private partnerships such as the mall, and the threats to displace low-income traders, a process which David Harvey called 'accumulation by dispossession'. The historical and political processes of accumulated and incremental neglect and stigma which encapsulate 'slow violence' contributed to the decay and decline of the Early Morning Market. Attempts to displace traders and replace the market with a mall was basically a political decision, aided and abetted by some senior members in the ruling ANC government hierarchy—a shameful period in Durban's democratic history. The threats to displace the traders in the Early Morning Market was a form of structural violence, which was reminiscent of the apartheid era. The structural violence of apartheid-capitalism continues at the level of outcomes (non-participation and displacement) even under a changed political structure (democracy), as the ANC government pursues a neoliberal agenda. Mass urbanisation in cities of the global South, is causing cities to evolve, with informal settlements being central to this evolution. While local government is the official point of interaction for urban informal settlement dwellers, those interactions are often characterised by a lack of meaningful participation. Engaging with the co-production literature and two case studies of informal settlements in Cape Town, South Africa, this paper examines how they shed light on the shifting and constantly evolving roles and practices of local government and community actors within a co-production engagement. Based on the findings from these cases, the paper argues that co-production as a practice of collaboration between the local state and citizens can allow for the forging of new relationships, built on trust, sharing of resources and a more equal distribution of power where communities can shape the outcomes of service delivery projects to respond to their needs and demands. This paper analyzes strategies that can be successfully pursued to implement measures to reduce car traffic in what has traditionally been a very car-centric planning praxis. Analytically, the paper use path dependency theory to provide an understanding of why certain types of measure are not implemented in cities on as widespread a basis as policy objectives may require, and to understand how transport planning path dependence in urban authorities might be changed. Empirically, the analysis builds on a comparative case study of transport and land use planning in Swedish cities. The most effective strategies do not appear to be radical policies leading to fast implementation of goals about sustainable transport, for example by implementing very car restrictive measures, even in the face of resistance from the public and from within the city administration. The results support an approach that from a strategy making perspective can be understood as an institutionalizing process by which internal organizational and external public support for car restrictive and potentially controversial measures are built. Implementation may be achieved by building new institutions within city administrations, where routines and norms gradually change so that car restraint measures gradually become part of the normal way of doing transport planning. This then starts to lock-in certain patterns of travel and make further car restraint measures more feasible and institutionalized as part of a standard menu of measures that cities use, and not something out of the order. This paper explores how and why the Provisional Irish Republican Army (PIRA) and the Official Irish Republican Army (OIRA) in the Newry-area engaged in a type of violence commonly referred to as 'punishment attacks' during the first half-decade of the Troubles. A rich literature has developed to explain the use of punishment attacks, and their consequences, in Northern Ireland's two largest cities of Belfast and Londonderry/Derry. This paper builds on this work by drawing on the emerging political science literature on rebel governance to develop a resource constraint model and an internal competition model to explain the use of punishment attacks in the rural and semi-rural areas along the border with the Republic of Ireland. The explanatory models are then evaluated against newly collected quantitative data on punishment attacks reported in the Belfast Telegraph from 1974–1975 and qualitative evidence from archival and newspaper sources. The analysis suggests that the resource constraint model provides a better, although imperfect, explanation for PIRA punishment attacks during this period, while the internal competition model provides a better, although imperfect, explanation for OIRA activity. As a new urbanization mode, smart cities provide a way to achieve the mutually beneficial situation of both economic development and environmental protection. As such, the question of whether and how smart-city construction can promote the high-quality development of urban economies is worth considering. By measuring the green total factor productivity (GTFP) of 233 cities in China from 2004–2019, this paper adopts the national pilot smart cities of China as a quasi-experiment and constructs a time-varying DID model to explore the direct, dynamic, and heterogeneity influence of smart-city construction on GTFP. The results indicate the following: (1) Smart-city construction can significantly promote the urban GTFP, which is mainly caused by the progress of green technology, and the effect is robust after a series of robustness tests; (2) smart-city construction can contribute to GTFP improvement primarily through accelerating technological innovation, promoting industrial upgrading, and realizing resource allocation optimization; and (3) smart cities that are larger in scale, have a higher administrative rank, and lie in eastern regions have stronger positive effects on GTFP. Following the removal of various monuments commemorating colonial figures, this paper introduces the Empty Plinth as epitomizing postcolonial Europe's identity crisis. As Europe negotiates new discursive foundations for an increasingly multicultural society, this paper argues for a re-membering of Europe through a materialization of Black narratives in the European memoryscape for their potential to: 1) tackle white ignorance and exclusionary nativism by uncovering Europe's contingency upon other(ed) geographies, 2) contribute to creating/fostering a Black sense of place in European cities, and 3) addressing Europe's identity crisis and lay new conceptual foundations for a hybrid and inclusive "Europe." The contracting of private guards to patrol public spaces has rapidly become a widespread approach to increase public safety and prevent crime in Swedish municipalities. Drawing on interviews and policy materials from three municipalities, this paper examines how private patrolling guards has become a solution to (un)safety in Sweden, and the political implications of this development. The governmentality analysis shows how the rendering of (un)safety as technical and governable depoliticizes safety by detaching it from its social and political connotations. At the same time, in the process of demarcating the space to be 'guarded,' safety is problematized as a matter of order and sameness in public space, which (re) produces racialized boundaries between those to be made safe and those considered threatening safety. The study further demonstrates how the outsourcing of responsibility for public safety to the security industry is bringing about a shift in democratic legitimacy, accountability, and the monopoly on the use of force, largely without political contestation in the studied municipalities. The paper concludes by discussing the underlying rationale of this practice of governing (un)safety as informed by a biopolitical logic of immunization: safeguarding and immunizing some, at the expense of those marked as risky 'others'. This paper delineates the growth of academy trusts in England before exploring government intentions to base the future state-funded school system on 'strong' multi-academy trusts. Academies, directly funded by the central government, first appeared in 2002 as an alternative to local authority-managed provision, with the initial intention of addressing continued underperformance of schools in urban areas. It was not until 2010, however, with an incoming Coalition government that the academisation process was widened, a policy seemingly driven by a desire to limit the influence of local authorities in line with principles of new public management (NPM). The number of academies increased dramatically (for a variety of reasons) to the point where now over half the school population are within them. Individual academies have, since the appointment of Regional School Commissioners in 2014, been encouraged to join formally with other academies as multi-academy trusts (MATs). Whilst by 2022 there were nearly 10,000 academies, most were in MATs with the government signalling its intention through a White Paper to base the future on them. The academisation process has featured several areas of concern, however, not all of which will be resolved by the policy statements contained in this proposal for new legislation.
