Europe accounts for 51% of international tourist arrivals and the tourism industry provides about 10% of workplaces in Europe. Tourism will be impacted by climate change in a diverse number of ways. At the same time, tourism is also a significant contributor of greenhouse gas emissions. The aim of this article is, therefore, to provide an assessment of climate and carbon risks for the European tourism industry based on a systematic literature review. Climate risk is the dominant category with 313 papers (74%), while 110 papers (26%) were on carbon risks. The following gaps were identified: geographical gaps, especially in countries of the former Soviet Union and former Yugoslavia; a lack of coherent studies on national tourism's and its sub-sectors' emissions; research addressing how climate policies might affect tourism demand; assessments of the integrated carbon and climate risks; lack of evidence on the link between tourism climate indicators and tourism demand; lack of climate change and tourism studies addressing policy and institutional tools for adaptation and implementation of adaptation measures in destinations; and research on rising sea levels and coastal erosion and its impacts on tourism destinations and demand. The face of climate action is increasingly young, well informed, and active. But despite the growing rumble of this youth-quake, the New Zealand political system has to date been slow to respond to climate change mitigation. This article will therefore critically explore the apparent paradox between the image of New Zealand as a leading progressive democratic society, and its current response to the climate emergency. In particular, the paper will interrogate this theme from the perspectives of the international critique of New Zealand's current legal and policy response, the dynamic lens of climate change litigation and its potential to influence public policy, and the increasing impact of tikanga Māori as a primary source of New Zealand law and its relational approach to the wellbeing of the environment and the underlying ethic of stewardship. The overall thesis of the paper will be that cumulatively these trends will have the energy to generate an effective response to climate change and mobilise the urgent joined-up action required to reduce greenhouse gas emissions and build adaptive capacity within the closing opportunity of the next two decades. This paper assesses the state of knowledge of climate change and tourism in South and Central America, with a special focus on the characteristics of the tourism sector, the particularities of climate risks of the region and the sectoral GHG contribution. We conducted a scientific literature review (by region and by country) in Spanish, Portuguese and English using publications in the Scopus and Google databases to the end of 2021. In parallel, we performed a search for institutional publications, programs, and strategies on climate change and tourism in South and Central American countries. This analysis identified the main challenges and potentialities between tourism and climate change in the region. Among the main findings is the limited number of studies and lack of primary data to inform policy formulation and tourism planning. Likewise, national, and regional public policies specific to tourism are scarce, while multisectoral climate plans have only recently been developed and, consequently, are difficult to evaluate. A carbon price is considered the most cost-efficient greenhouse gas emissions reduction tool often used as part of a climate policy. However, Russia and the other countries rich in fossil fuels tend to have weak incentives for proactive climate policies including carbon pricing which may lead to falling revenues in emitting industries. Can the carbon price be implemented as part of the development strategy in fossil fuel exporting countries, including Russia? The paper analyzes the variety of existing approaches to applying the carbon price across various energy exporting economies. The paper contributes to the existing literature with the analysis of challenges and opportunities of carbon pricing in these countries and proposes key principles of a viable carbon pricing system in Russia. These principles are (a) balanced emissions coverage and support of vulnerable industries and social groups, (b) fiscal neutrality, (c) gradualness of implementation and (d) use of carbon offsets. Global municipal solid waste (MSW) amounts to approximately 1.3 billion tons per year and is expected to increase to approximately 2.2 billion tons per year by 2025. The greenhouse gas (GHG) emissions from landfills contribute to global climate change. Emissions from this sector contribute around 3% of total net emissions in Australia. Although responsible for a minor portion of Australia's emissions, the sector provides the opportunity for low-cost sources of abatement. This research study aimed to identify new opportunities for reducing GHG emissions from the landfill waste stream in public facilities in Blacktown City in New South Wales, Australia. For this purpose, two public facilities of different types were selected, a library and an aquatic center. The results of the study show that removing organic food waste from the landfill stream at 10 public facilities of the Council could reduce GHG emissions compared with landfilling the food waste by about 0.805 tCO2e/year. However, separately transporting that waste would emit 7.13 tCO2e/year. Therefore, the separated food waste would need to be processed on-site, for example, through worm farms. Removing coffee cups from the landfill waste stream could reduce the associated landfill GHG emissions by around 0.275 tCO2e/y for the 10 public facilities. The study also recommended separating plastic bags from the landfill waste stream of these facilities to reduce 1.10 tonnes of plastic bags from landfill each year. Implications: Potential opportunities for general waste reduction and GHG emission mitigation in public facilities has been studied in this paper. Removing coffee cups and organics food from the waste stream are the main potential opportunities for reducing general waste with possible GHG emission reduction of 0.275 tCO2e/y and 0.161 tCO2/y respectively for 10 public facilities. Removing plastic bags from the waste stream would offer another solution for waste reduction by jointing with the large program running in Australia and creating a collection point for them with 1.1 tonne/y mitigation in general waste at 10 studied public facilities. China has established three rounds of low-carbon pilot city initiatives. However, a gap exists between policy making and successful implementation, and the effects on greenhouse gas (GHG) emission reduction were found to be different among pilots. This paper considers the question of how low-carbon policies in cities can be implemented effectively and how policy combinations are adopted for GHG emissions reduction. It uses a mixed research approach, including Qualitative Comparative Analysis (QCA) and field investigation in Pilot Y (situated in the southwest China). The results show that, first, financial support and monitoring systems are necessary conditions, while political leadership is a sufficient condition. This means that the absence of financial support or monitoring systems could lead to increased GHG emissions, while the presence of political leadership always promotes the reduction of GHG emissions but may not be sufficient on its own to achieve them. Second, the target responsibility system (TRS) – a system used by higher government levels to assess the policy implementation of lower government levels – and human resource mechanisms cannot effectively lead to the promotion of GHG emissions reduction. Finally, in the absence of TRS and human resource mechanisms, environmental information disclosure (EID) was found to effectively promote low-carbon urban development by encouraging public participation. This paper reveals the complexity of the implementation of low-carbon policies in cities, identifies the link between city-level and national action, and enriches the theoretical explanation of governance and low-carbon policy implementation gaps in China. Key policy insights China's low-carbon pilot city project is critical for reducing GHG emissions, however, the effects of the low-carbon pilot city programmes varied greatly. Financial support and monitoring systems are necessary conditions, while political leadership is a sufficient condition to achieve cities' GHG emissions reduction goals. Combating global warming-related climate change demands prompt actions to reduce greenhouse gas emissions, particularly carbon dioxide. Biomass-based biofuels represent a promising alternative fossil energy source. To convert biomass into energy, numerous conversion processes are performed at high pressure and temperature conditions, and the design and dimensioning of such processes requires thermophysical property data, particularly thermal conductivity, which are not always available in the literature. In this paper, we proposed the application of Chemoinformatics methodologies to investigate the prediction of thermal conductivity for hydrocarbons and oxygenated compounds. A compilation of experimental data followed by a careful data curation were performed to establish a database. The support vector machine algorithm has been applied to the database leading to models with good predictive abilities. The support vector regression (SVR) model has then been applied to an external set of compounds, i.e. not considered during the training of models. It showed that our SVR model can be used for the prediction of thermal conductivity values for temperatures and/or compounds that are not covered experimentally in the literature. If there is a dominant global imaginary of climate change in low-lying islands, it is of displacement risk. This paper uses a mobilities perspective to consider anticipated displacement as a contested concept, reporting on emerging anti-displacement mobilities and re-emplacements in a rural, low-lying islet of Tuvalu named Funafala. Anti-displacement mobilities are defined as processes in which ideas, people and/or matter become mobile in order to counter anticipated displacement materially or symbolically, while re-emplacements are the new ideas, people and/or matter which together constitute the remaking of place through anti-displacement mobilities. These hitherto relatively unexplored mobilities and place-making practices are pragmatic and political acts that resist climate displacement, through reclaiming and redefining territory that has been categorised as highly exposed to climate change impacts and potentially unliveable. Grassroots anti-displacement and re-emplacement are interpreted in internal population mobility to Funafala, where Indigenous culture is being revitalised by re-emplacing homes and livelihoods in a remote, rural area. Mobilities are a way to repossess and revitalise place, and reclaim the meaning of habitability in the face of climate risk. Academics have long regarded air travel as vital to pursuing a successful career. Meanwhile, many academics are at the frontline of climate change science and advocate the urgency to reduce greenhouse gas emissions. The conflict between combating global warming and high aeromobility practices traps academics in a loop of hypocrisy. However, COVID-19 presents an opportunity for academics to advance their research and careers with reduced aeromobility. This research investigates how academics have adapted to virtual working experiences during COVID-19 and the implications for establishing changes in aeromobility practices. Informed by the theory of practice change, this paper reports the findings of a comprehensive survey and interview programme in New Zealand. It provides insights into the prospects for reduced aeromobility and the institutional policy frameworks required to embed a new normal, considering the unique circumstances faced by academics working at geographically remote institutions. The findings reveal that instead of being trapped in a loop of hypocrisy, New Zealand academics face a moral quandary in being concerned about climate change and wishing to reduce aeromobility practices, while wanting to avoid compromising career success. The Cuajimalpa campus of the Autonomous Metropolitan University (UAM) is located in the western region of Mexico City. In 2016, its global average population (students, faculty and staff) was around 2750 people. Campus policies include sustainability as one of its main aims. To evaluate and eventually reduce the environmental impact of the campus, its greenhouse gas (GHG) inventory was assessed and the carbon footprint was calculated, using the GHG protocol (GHGP): Scope 1: direct GHG emissions; Scope 2: indirect GHG emissions; and Scope 3: other indirect GHG emissions, on a calendar year basis. Scope 1 includes mobile and stationary sources and leakage of refrigerants; Scope 2 includes electrical energy usage; Scope 3 includes consumption of paper, food, water, gases, cleaning products, solvents, wastewater treatment, municipal and hazardous wastes and academic travel. In 2016, the campus produced around 3000 tons of CO2 equivalent, with Scope 1, 2 and 3 accounting for 4%, 24% and 72%, respectively. Emissions analysis by activity indicated 51% for commuting; 24% for electricity usage; 14% for academic travel; 11% for other activities. Climate engineering with stratospheric sulfate aerosol injections (SSAI) has the potential to reduce risks of injustice related to anthropogenic emissions of greenhouse gases. Relying on evidence from modeling studies, this paper makes the case that SSAI could have the potential to reduce many of the key physical risks of climate change identified by the Intergovernmental Panel on Climate Change. Such risks carry potential injustice because they are often imposed on low-emitters who do not benefit from climate change. Because SSAI has the potential to reduce those risks, it thereby has the potential to reduce the injustice associated with anthropogenic emissions. While acknowledging important caveats, including uncertainty in modeling studies and the potential for SSAI to carry its own risks of injustice, the paper argues that there is a strong case for continued research into SSAI, especially if attention is paid to how it might be used to reduce emissions-driven injustice. This paper examines how female and foreign corporate directors influence their corporation's climate change behaviour. This study found that female directors contribute to the formulation of their company's climate change vision, and foreign directors contribute to the formulation of a climate change mission. Japan has set a long-term goal of reducing greenhouse gas emissions to net zero by 2050, an extremely difficult goal to achieve. Our results suggest that it is important to appoint female and foreign directors to achieve net zero emissions. In this paper, we empirically evaluate the effect of climate change on agricultural technical efficiency, considering the moderating effect of mitigation efforts based on emission reduction in China. In particular, we directly measure the intensity of mitigation efforts using the climate change mitigation index. We then apply the two-stage double bootstrap DEA method to build up the empirical model, effectively avoiding biased estimation using the traditional two-stage DEA method. Our results show that the intensity of mitigation measures moderates the impacts of global warming on efficiency and mild mitigation measures are better than drastic ones. [ABSTRACT FROM AUTHOR]

This paper aims to solve the state's hydropower dependence, build energy security and reduce greenhouse gas emissions through a hybrid renewable energy system and its implementation in Willingdon Island. Hybrid Optimisation of Multiple Energy Resources (HOMER) is used to find the optimal solution for two grid-connected and off-grid scenarios. Of the 19 solutions, an optimal off-grid, an optimal grid-connected, a 100% variable renewable energy, and a diversified energy portfolio option are selected, analyzed, and ranked based on their techno-economic and emissions characteristics. The results suggest the combination of PV/Wind/Grid with a cost of energy of $0.044 as an optimal solution for the Island. Green buildings have gained increasing relevance and market share in recent decades. Also, higher education institutions are progressively incorporating the conceptualisation of sustainable development by greening campuses. Thus, given the construction sector relevance in climate change mitigation and the role universities have to play as models for society, the purpose of the present paper is twofold. First, the authors develop a baseline study to determine the extent to which green buildings' features and certifications are being incorporated in public Chilean higher education institutions, as a first of its kind effort in the higher education sector in Chile. Second, the authors explore the opportunities that can support the advancement of campus greening through green buildings deployment on university campuses in Chile. This study follows a qualitative strategy approach in the form of a survey design based on the UI GreenMetric World University Ranking that was administered through an online questionnaire to representatives who hold the position of Sustainability or Infrastructure Heads in public universities, which are united in the Chilean State Universities Consortium. The main findings suggest a general maturation process of green building features´ incorporation on campuses at Chilean public higher education institutions in early or transitional stages. The leading indicators relate to open space, pedestrian paths, and efficient appliances, whereas the reported performance is lower with respect to sustainability budget, zero emission vehicles, and greenhouse gas emission reduction programmes. In the light of inadequate global emissions mitigation, geoengineering – solar radiation management and carbon dioxide removal – is increasingly being positioned and problematized by some researchers, policymakers, and advocates as a partial solution for avoiding catastrophic levels of warming. However, there are concerns that geoengineering may serve as a rhetorical tactic for delaying emissions reduction. As the news media field is an important space in which storylines surrounding geoengineering are created and circulated, the manner in which media actors discuss these topics is an important factor that can legitimate some policy pathways and close off others. In this paper, we analyze patterns in news media coverage of geoengineering in Australia to identify four dominant storylines: "a symptom of systems failure", "silver buckshot", "the Faustian bargain", and "time for plan B". We consider the implication of these storylines for the role that geoengineering may play in the Australian climate policy regime. We identify a risk geoengineering may be positioned as a rhetorical tactic for delaying emissions reduction. However, we note that the storylines in the public sphere provide a basis for public debate that engages critically with geoengineering, engaging with risks and differentiating solar radiation management from carbon dioxide removal. This paper clarifies the competing discourses of sustainability and climate change and examines the manifestation of these discourses in local government planning. Despite the increasingly significant role of sustainability and climate change response in urban governance, it is unclear whether local governments are constructing different discourses that may result in conflicting approaches to policy-making. Using a governmentality approach, this paper dissects the contents of 15 Canadian local governments' sustainability plans. The findings show that there are synergies and tensions between discourses of sustainability and climate change. Both share discursive space and shape local governance rationalities, though climate change response logics are not necessarily highlighted even where the action could result in greenhouse gas (GHG) emission reductions. In some cases, existing GHG intensive practices are being rebranded as 'sustainable'. Road transport has been one of the largest contributors to global carbon emissions. In the Philippines, one such measure is the introduction of a relatively new public transport mode called the “Premium Point-to-Point (P2P) Bus Service”, which features shorter travel time and lower emission intensity than conventional buses. In light of the significant deficiency in transport emission studies for Philippine cities, this paper presents a scenario-based method for quantifying the potential emission reduction benefits of the P2P bus in Metropolitan Manila. Based on a pro rata mode shift assumption, it is estimated that a 1% mode shift of passengers from existing motor modes to P2P buses would lead to 0.64% reduction of total emissions over selected travel routes in Metro Manila. The analytical method addresses the acute emission data scarcity in the Philippines, and provides early evidence on the aggregate environmental benefits of P2P buses. Extensive sensitivity tests are conducted to verify the simulation results and identify key determinants of emission reduction. The tests confirm the robustness of research findings and further uncover the great potential of increasing vehicle occupancy levels to mitigate vehicle emissions in Metro Manila. How can university scholars and community activists effectively collaborate to produce generative, empowering, and materially impactful knowledge and actions concerning climate change and climate justice? In this paper, we report on a collaborative effort between climate justice non-governmental organizations (NGOs) and university faculty and students to conduct research to produce innovative ideas and insights about just transitions in California and to support social movement campaigns aimed at actually reducing greenhouse gas emissions by keeping fossil fuels in the ground. This collaboration was jointly initiated by faculty and students at a California university alongside leaders of local social movement organizations dedicated to climate justice, as a response to several proposed development projects that would expand oil extraction and fossil fuel use in that state. We argue that these efforts produced a climate justice gestalt that serves to amplify our productivity, power, and impact well beyond what any single partner could do separately or individually with respect to addressing climate injustices in our region. This is our plan for addressing climate change from an anti-authoritarian, participatory approach that will speak to new developments in the scholarship on climate and environmental justice studies and collaborative research methods. This paper explores the promotion of environmentally sustainable travel and the ways in which individual citizens engage with exhortations to adopt environmentally responsible travel modes. In local contexts, the arguments for promoting modal shifts have focused on issues like congestion, noise reduction and the improvement of local environmental quality. However, in recent years, concerns about global climate change have reframed the promotion of sustainable travel around carbon emissions reductions and more fundamental changes to lifestyle choices as a way of combating climate change. Within this context, this paper considers the ways in which individuals frame sustainable travel through using focus group data collected as part of a wider research project on travel behaviour in the UK. The paper will demonstrate that notions of “sustainable” travel are still largely dominated by localised environmental concerns that have resonances with the everyday experiences and practices of individuals, with many of the factors underlying established discourses of travel behaviour being focused on pragmatic issues like convenience and cost. In contrast, the issue of climate change presents a number of challenges for policy-makers seeking to change behaviour because of the contestations surrounding climate science, political leadership and the perceived role of individual consumers in tackling climate change. This paper addresses the contribution of changes in population size and structures to greenhouse gas emissions and to the capacity to adapt to climate change. The paper goes beyond the conventional focus on the changing composition by age and sex. It does so by addressing explicitly the changing composition of the population by level of educational attainment, taking into account new evidence about the effect of educational attainment in reducing significantly the vulnerability of populations to climatic challenges. This evidence, which has inspired a new generation of socio-economic climate change scenarios, is summarized. While the earlier IPCC-SRES (Intergovernmental Panel on Climate Change—Special Report on Emissions Scenarios) scenarios only included alternative trajectories for total population size (treating population essentially as a scaling parameter), the Shared Socio-economic Pathways (SSPs) in the new scenarios were designed to capture the socio-economic challenges to climate change mitigation and adaptation, and include full age, sex, and education details for all countries. Thailand's Nationally Determined Contribution (NDC) submitted to the United Nations Framework Convention on Climate Change (UNFCCC) aims to reduce 20 to 25% of greenhouse gas (GHG) emissions with respect to the projected reference level of NDC in 2030, respectively, in its unconditional and conditional scenarios. The Intergovernmental Panel on Climate Change (IPCC) states that limiting global temperature rise to 1.5°C would require net zero carbon dioxide emissions globally by around 2050. Thailand's current energy system is highly fossil fuel dependent and requires enormous transformations to achieve more stringent GHG emission reduction targets beyond its NDC. This paper seeks to estimate the level and the intensities of Thailand's energy system and their economy-wide effects post-2030 under the business as usual and 16 GHG emission reduction scenarios ranging from 30 to 100% by 2050. A computable general equilibrium analysis using the AIM/Hub model is employed to estimate the macroeconomic impacts of meeting the unconditional and conditional emission reductions of Thailand's NDC in 2030 along with varying GHG emission reductions in 2050. Results show that renewables – constituting solar, wind, biomass and hydro and carbon capture and storage (CCS) technologies account for more than 95% in the power generation mix by 2050, if 100% GHG emission reduction from the 2010 level is to be achieved. Electricity generation based on biomass both with and without CCS will occupy a major share in the investments by 2050 in all the conditional and unconditional NDC scenarios. A rapid increase in carbon sequestration occurs from 2040 onwards through the deployment of CCS and bioenergy with CCS (BECCS) technologies in all the conditional and unconditional NDC scenarios. Carbon prices lie in the range of 3.4–266.2 US$/tCO2eq during 2025–2050 to achieve 100% GHG emission reductions in 2050. Imposition of early stringent mitigation target lowers the carbon prices in the conditional scenarios towards 2050 when compared to the unconditional scenarios. The rapid uptake of CCS, energy efficiency improvements and electrification of the end-use technologies are identified to be the key measures to transform the energy system of Thailand. By 2050, the Thai economy would face a higher fall in both the GDP and household consumption in the unconditional scenarios than those in the conditional scenarios at all levels of GHG emission reduction. Results indicate that early mitigation efforts can be less costly than the delayed ones in the long-term. The cumulative investment needed to achieve decarbonization in Thailand is estimated to exceed 355 billion US$2005 over the period 2010–2050 in the 100% GHG reduction scenarios. The transmission and distribution investments in the power sector need to increase by 30–35% to attain 100% GHG emission reductions during 2010–2050. This paper deals with an application of dynamic games for the design of efficient climate policies involving both adaptation and mitigation elements. More precisely, this paper extends the integrated assessment model Ada-BaHaMa to a game theoretic framework where several world regions define non-cooperatively their energy and climate policies all the while being affected by climate change damages induced by their total greenhouse gas emissions. Human-induced climate change has become a prominent political issue, at both national and international levels, leading to the search for regulatory 'solutions'. Emissions trading has risen in popularity to become the most broadly favoured government strategy. Carbon permits have then quickly been developed as a serious financial instrument in markets turning over billions of dollars a year. In this article, I show how the reality of permit market operation is far removed from the assumptions of economic theory and the promise of saving resources by efficiently allocating emission reductions. The pervasiveness of Greenhouse Gas emissions, strong uncertainty and complexity combine to prevent economists from substantiating their theoretical claims of cost-effectiveness. Corporate power is shown to be a major force affecting emissions market operation and design. The potential for manipulation to achieve financial gain, while showing little regard for environmental or social consequences, is evident as markets have extended internationally and via trading offsets. At the individual level, there is the potential for emissions trading to have undesirable ethical and psychological impacts and to crowd out voluntary actions. This introductory paper discusses tourism's role in relation to climate change mitigation and adaptation, at a time when climate change is at the forefront of many political discussions, including the 2009 Climate Summit in Copenhagen, and many business decisions. The development of tourism research in response to climate change in the past 25 years is outlined and limitations are identified. The paper also argues that while growing engagement with the challenge of climate change is evident across the tourism industry, this is still limited and not widespread. The minor role played by tourism interests in the international climate negotiations in Copenhagen is noted and discussed. Questions are raised around the willingness and ability of both the tourism industry and tourists to significantly reduce global emissions. The papers brought together in this Special Issue (Journal of Sustainable Tourism, 18.3) both highlight key challenges that tourism faces in its attempts to better understand and manage the problem of climate change, and suggest valuable ways forward. Landfills throughout the world are contributing to the global warming problem. This is due to the existence of the most important greenhouse gases (GHG) in landfill gas (LFG); namely, methane (CH4) and carbon dioxide (CO2). The aim of this paper is quantifying the total potential emissions, as well as the variation in production with time of CH4 from a proposed landfill (El Fukhary landfill) in the Gaza Strip, Palestine. Two different methods were adopted in order to quantify the total potential CH4 emissions; the Default methodology based on the intergovernmental panel on climate change (IPCC) 1996 revised guidelines and the Landfill Gas Emissions model (LandGEM V3.02) provided by the United States Environmental Protection Agency (EPA). The second objective of the study has been accomplished using the Triangle gas production model. The results obtained from both Default and LandGEM methods were found to be nearly the same. For 25 years of disposing MSW, El Fukhary landfill expected to have potential CH4 emissions of 1.9542 ± 0.0037 ×109 m3. Triangle model showed that the peak production in term of CH4 would occur in 2043; 28 years beyond the open year. Moreover, the model shows that 50 % of the gas will be produced approximately at the middle of the total duration of gas production. Proper control of Methane emissions from El Fukhary landfill is highly suggested in order to reduce the harmful effects on the environment. Implications: Although, GHG emissions are extensively discussed in the developed countries throughout the world, it has gained little concern in the developing countries because they are forced most of the time to put environmental concerns at the end of their priority list. The paper shows that developing countries have to start recognizing their fault and change their way of dealing with environmental issues especially GHG emissions (mainly Methane and carbon dioxide). In the UK, there now exist hundreds of low-carbon community groups (LCCGs) that aim to decrease collective resource consumption and/or generate renewable energy through diverse social and environmental interventions. These groups have in recent years become the subject of political attention and funding schemes, underpinned by beliefs that LCCGs are key to fostering resilience to climate change and meeting national-level greenhouse gas emission reduction targets. While previous research into LCCGs has focused on drivers, barriers and outcomes of LCCG action, there is now growing policy and academic interest in groups' capacities for, and uses of, monitoring and evaluation (M&E) processes and tools. However, little is known about the experiences, opportunities and potential challenges for LCCGs undertaking M&E. In response, this paper draws on a Knowledge Exchange project that explored M&E processes and tools with a sample of UK LCCGs. It outlines the benefits and drawbacks of groups' attempts to achieve change and to account for their outcomes and/or impacts, individually, and as part of a wider movement. It argues that, while M&E could be one way for groups to “scale up” their impact without losing their grounding in place and community, issues of capacity, resources and utility remain paramount. This paper examines consequence evaluations and moral concerns about climate change across four European countries. Data from nationally representative samples (each n > 1000) were analysed in order to explore the relative importance of consequences versus morality in explaining public support for different climate policies. Most respondents expected climate change to have largely negative consequences for their respective country. Climate change consequences were viewed most negatively in Germany, followed by France, the U.K. and Norway. While the vast majority of respondents expressed at least some degree of moral concern about climate change, a notable minority in each sample stated that they have no such concerns. Moral concerns were highest in France, followed by the U.K. and Norway, and lowest in Germany. It was found that both judgements explain support for policies that aim to mitigate climate change or aim to adapt to the impacts of climate change. However, our results further suggest that moral concern was a stronger predictor of policy support than consequence evaluations. If at all, consequence evaluations were more likely to predict policy support in Germany and Norway than in the U.K. and France. Overall, policies that involved subsidies received the strongest support, whereas policies involving individual costs received the least support. This research broadens our understanding of the intertwining between risk perceptions and public support for climate policies, documenting variability across and within countries. Greenhouse gas (GHG) mitigation policy-making has largely been conducted in isolation of development considerations. An emerging literature, bolstered by the "nationally determined" nature of the Paris Agreement, explores the identification and assessment of the co-impacts of mitigation actions. There is now a recognized need to consider mitigation an integral part of a multi-objective development challenge. However, the literature on how to practically and effectively apply this in policy-making, particularly in developing economies, is limited. This paper explores the potential for using approaches that fall under the umbrella of multi-criteria decision analysis (MCDA) in guiding analyses and policy-making that relate to the climate mitigation–development interface. It categorizes three distinct types of decision problems in the broad area of climate and development policy-making, and presents lessons from three case studies, in India, Chile, and Peru and Colombia taken together, where aspects of MCDA approaches were explored. Based on these reviews, the paper concludes that MCDA approaches, despite certain limitations, can add substantive and procedural credibility to existing toolkits supporting climate and development decision-making. Key contributions of the approach are to structure the analyses, systematically include stakeholder deliberations, and provide tools to rigorously incorporate quantitative and qualitative co-impacts in multiple objective-based decisions. This paper contributes to the literature on urban climate change experiments by analysing ascribed advantages and challenges of organizing climate change experiments at the urban scale, and by examining how local actions translate into effect. We here distinguish between effects of experiments in achieving actual sustainability gains ('goal-oriented objectives') and instigating broader institutional change ('process-oriented objectives'). Empirically, we analyse efforts related to energy supply in two Danish urban climate change experiments: The 'CPH 2025 Climate Plan' in Copenhagen, and 'ProjectZero' in Sønderborg. Our analysis poses considerable question marks over the importance of the advantages ascribed to urban climate change experiments including 'authority advantages' and possibilities of 'engaging and mobilizing stakeholders'. The Paris Climate Agreement is based on pledges from 195 countries to substantially reduce emissions of greenhouse gases (GHG) to prevent dangerous climate change. The tourism sector has likewise pledged to reduce its GHG emissions (−70% by 2050); however, current emission trends would result in a tripling in the same timeframe. In order to understand how the sector understands the decarbonisation challenge, 17 senior tourism leaders were interviewed with regard to their perspectives on the risks and opportunities associated with climate change impacts and action. Respondents affirmed that the climate is already changing, fuelled by human activities, including tourism, and that its impacts on society and tourism will be largely negative and devastating in some regions. Opinion was divided regarding mitigation timelines, the compatibility of continued tourism growth with Paris Climate Agreement decarbonisation goals, and the role of technology and governance in reducing emissions. The paper examines leaders' perspectives in terms of "belief systems" that interpret information in decision-making, as well as forms of agnogenesis; this is, the fabrication of uncertainty to justify non-action. Global climate change governance has changed substantially in the last decade, with a shift in focus from negotiating globally agreed greenhouse gas (GHG) reduction targets to nationally determined contributions, as enshrined in the 2015 Paris Agreement. This paper analyses trends in adoption of national climate legislation and strategies, GHG targets, and renewable and energy efficiency targets in almost all UNFCCC Parties, focusing on the period from 2007 to 2017. The uniqueness and added value of this paper reside in its broad sweep of countries, the more than decade-long coverage and the use of objective metrics rather than normative judgements. Key results show that national climate legislation and strategies witnessed a strong increase in the first half of the assessed decade, likely due to the political lead up to the Copenhagen Climate Conference in 2009, but have somewhat stagnated in recent years, currently covering 70% of global GHG emissions (almost 50% of countries). In comparison, the coverage of GHG targets increased considerably in the run up to adoption of the Paris Agreement and 89% of global GHG emissions are currently covered by such targets. Renewable energy targets saw a steady spread, with 79% of the global GHG emissions covered in 2017 compared to 45% in 2007, with a steep increase in developing countries. Key policy insights The number of countries that have national legislation and strategies in place increased strongly up to 2012, but the increase has levelled off in recent years, now covering 70% of global emissions by 2017 (48% of countries and 76% of global population). Economy-wide GHG reduction targets witnessed a strong increase in the build up to 2015 and are adopted by countries covering 89% of global GHG emissions (76% not counting USA) and 90% of global population (86% not counting USA) in 2017. Renewable energy targets saw a steady increase throughout the last decade with coverage of countries in 2017 comparable to that of GHG targets. This paper provides a detailed analysis of the Tokyo Metropolitan Emissions Trading Scheme (Tokyo ETS), Japan’s first emissions trading scheme with mandatory cap initiated by the government of Tokyo. Unlike trading schemes in other countries, the Tokyo ETS covers indirect emissions from the commercial sector. It is well known that a variety of market barriers impede full realization of energy efficiency opportunities, especially in the commercial sector. Experiences with the Tokyo ETS should therefore provide important lessons for the design of climate change mitigation policies, especially when targeting the commercial sector. The emissions from covered entities have been drastically reduced from those at the scheme’s outset, with an average 14% reduction as of the end of the first commitment period of five years (2010-2014) compared with 2009 levels. This paper shows that the Tokyo ETS alone did not cause these reductions; there were other drivers. Among them, the energy savings triggered by the Great East Japan Earthquake in 2011 were crucial. The contribution of credit trading, in contrast, was limited since most of the covered entities reduced emissions by themselves. Through an investigation of official reports, an assessment of the emissions data from the covered entities compared to those of uncovered entities and in-depth interviews with firms covered by the scheme, this paper confirms that the main drivers of emissions reductions by covered entities were separate from the ETS. In fact, the advisory aspect of the scheme seems to be much more important in encouraging energy-saving actions. Key policy insights Most of the observed emission reductions were not caused by the Tokyo ETS alone. An advisory instrument was crucial to the effectiveness of the Tokyo ETS. The experience of the Tokyo ETS suggests that making full use of the advantages of emissions trading is difficult in the case of the commercial sector. The 2015 UN Paris Agreement reinforced and declared compatible the two goals of avoiding dire climate change and maintaining global economic growth, and it specified that technological innovation is ‘critical’ to this joint achievement. Unfortunately, any confidence that near-term global economic growth is consistent with a stabilized climate is severely undermined by empirical evidence. Despite the rapid increase of alternative energies in recent decades, global GDP growth continues to require burning greater quantities of climate-destabilizing fossil fuels. The dim outlook for sufficiently reducing CO2while maintaining economic growth is underscored by global data and Germany specific data on the decoupling of GDP from CO2. This paper summarizes pertinent climate science, substantiates the dependence of economic growth on fossil fuels, and uses the Kaya identity to demonstrate the unfavorable prospects for reducing CO2while maintaining GDP growth. The dairy industry is receiving considerable attention in relation to both its significant greenhouse gas (GHG) emissions, and its potential for reducing those emissions, contributing towards meeting national targets and driving the industry towards sustainable intensification. However, the extent to which improvements can be made is dependent on the decision-making processes of individual producers, so there has been a proliferation of carbon accounting tools seeking to influence those processes. This paper evaluates the suitability of such tools for driving environmental change by influencing on-farm management decisions. Seven tools suitable for the European dairy industry were identified, their characteristics evaluated, and used to process data relating to six scenario farms, emulating processes undertaken in real farm management situations. As a result of the range of approaches taken by the tools, there was limited agreement between them as to GHG emissions magnitude, and no consistent pattern as to which tools resulted in the highest/lowest results. Despite this it is argued, that as there was agreement as to the farm activities responsible for the greatest emissions, the more complex tools were still capable of performing a ‘decision support’ role, and guiding management decisions, whilst others could merely focus attention on key issues. It is now accepted that tourism is a significant contributor to global climate change, especially through air travel's high greenhouse gas emissions. This paper analyses the dilemmas facing tourism planning in many small island developing states and presents a model approach toward overcoming those dilemmas by adapting carbon neutral tourism policies. It researches the implementation issues facing carbon neutral tourism policies on the Seychelles Islands: tourism to the islands is energy-intensive, and current plans to increase tourist numbers will entail growing emissions of greenhouse gases. This paper analyses tourism's current levels of energy use and emissions, and explores ways to reduce them. Based on a survey of tourists and industry representatives in the Seychelles, it discusses options for tourism-dependent small island developing states to implement and finance carbon neutrality, while outlining the complexities and limitations of such an objective. This paper provides a critical review of the concept of "carbon neutrality" for tourism destinations within the framework of the UNWTO's Davos Declaration, a document ascribing responsibilities to various actors in the tourism industry to engage in greenhouse gas emission reductions. The paper assesses the planning frameworks of countries engaging with the concept, discusses the measures that can be taken to achieve "carbon neutrality", along with an evaluation of some of the theoretical and practical implications. An increasing number of destinations now plan to become "carbon neutral", often as a response strategy to pressure on the tourism industry to reduce its emissions of greenhouse gases. Social means of risk regulation often only arise in response to media attention and public opinion. In contrast, in the case of climate change, the Swedish government proactively launched a public information campaign to promote public awareness and knowledge of the risks associated with climate change, with the explicit objective of promoting acceptance of public means of reducing greenhouse gas emissions. This paper analyses the framing of climate change in the Swedish climate campaign and its communication strategy. What was the message of the campaign narrative? What did it imply concerning the causes, effects, and management of and responsibility for climate change? What means were used to communicate the risks of climate change? The paper analyses the campaign narrative, its references to various affective images of climate change, and the various storytelling techniques it used. It concludes that the Swedish climate campaign relied on a unidirectional view of risk communication and proffered a narrative containing inconsistencies and ambivalence. The analysis demonstrates that despite a thoroughly worked-out strategy, a well-defined message, and the intention to speak clearly, a complex problem such as climate change cannot easily be transformed into a single, coherent story. Urbanisation is truly a global phenomenon. Starting at 39% in 1980, the urbanisation level rose to 52% in 2011. Ongoing rapid urbanisation has led to increase in urban greenhouse gas (GHG) emissions. Urban climate change risks have also increased with increase in climate-induced extreme weather events and more low-income urban dwellers living in climate sensitive locations. Despite increased emissions, including GHGs and heightened climate change vulnerability, climate mitigation and adaptation actions are rare in the cities of developing countries. Cities are overwhelmed with worsening congestion, air pollution, crime, waste management, and unemployment problems. Lack of resources and capacity constraints are other factors that discourage cities from embarking on climate change mitigation and adaptation pathways. Given the multitude of problems faced, there is simply no appetite for stand-alone urban climate change mitigation and adaptation policies and programmes. Urban mitigation and adaptation goals will have to be achieved as co-benefits of interventions targeted at solving pressing urban problems and challenges. The paper identifies administratively simple urban interventions that can help cities solve some of their pressing service delivery and urban environmental problems, while simultaneously mitigating rising urban GHG emissions and vulnerability to climate change. The Tokyo Metropolitan Government has been actively promoting comprehensive policy measures to reduce carbon emissions from non-residential buildings. Among them, the Tokyo Cap-and-Trade Program (TCTP), implemented since 2010, is an important measure to accelerate the building sector’s emission reduction to achieve Tokyo’s greenhouse gas target, 25% reduction by 2020 from a year 2000 baseline level. Under TCTP, all large commercial and industrial facilities are required to achieve the 25% reduction in two compliance periods (FY2010–14 and FY2015–19). An emission-trading scheme was established that allows building owners to purchase carbon credits to compensate for shortfalls and sell excess reductions over the obligations. This paper assesses the effectiveness of TCTP based on extensive data obtained from 1300 facilities covered by the programme and surveys among facility owners from the first compliance phase. Data indicate that TCTP has been working effectively to reduce energy consumption in participating facilities to meet the ambitious emission reduction goals, to introduce new technologies, and to raise awareness and drive behavioural changes for energy demand reduction. TCTP is examined as an alternative policy instrument to building energy codes in a portfolio of sustainable building policies, highlighting its unique capacity for driving deeper and longer-term improvements for more ambitious mitigation targets. Sustained international diplomatic efforts culminated in the signing of the Paris Climate Agreement by 196 countries in December 2015. This paper provides an overview of the key provisions of the agreement that are most relevant to the tourism sector: much strengthened and world-wide participation in greenhouse gas emission reduction ambitions, an enduring framework for increased ambitions over time, improved transparency in emissions reporting and a greater emphasis on climate risk management through adaptation. The declared carbon emission reduction ambitions of the tourism sector and international aviation are found to be broadly compatible with those of the Paris Agreement, however, claims of reduced emission intensity in the tourism sector since 2005 and a roadmap by which emission reduction ambitions for 2020 and 2035 might realistically be achieved both remain equivocal. The need for international tourism leadership to improve sectoral scale emission monitoring capacity to meet the increasing requirements for transparency, convene an assessment of risks from climate change and climate policy, foster greater collaboration on destination climate resilience and accelerate technological, policy and social innovation to put tourism firmly on a pathway to the low-carbon economy are all emphasized, as is the need for dialogue between tourism and tourism researchers. The Canadian province of British Columbia (BC) is taking significant steps towards climate change mitigation, including a carbon tax on fossil fuels and legislation that mandates greenhouse gas (GHG) reductions within public sector organisations and GHG reduction targets for municipalities. This paper carries out a preliminary scan of the GHG emissions of BC communities using the provincially mandated Community Energy and Emissions Inventory reports. We map trends in energy consumption and emissionsper capitawhile uncovering correlations between these variables and land-use planning, geographic, and demographic variables. These data have shown that: (1) energy consumption in BC is an adequate proxy for GHG emissions; (2) transportation, more than buildings, is a strong driver of overall GHG emissions; (3) building emissions are not likely to be strongly influenced by dwelling type, but density of buildings is crucial; (4) geographic location influences emissions; and (5) population size and age do not appear to influenceper capitaemissions. These findings are particularly important as they suggest that the potentially intransigent factors of income and population size need not be barriers to achieving significant GHG reductions. The policy onus thus falls squarely on transportation planning, land-use, energy conservation, and fuel switching. This in turn highlights the importance of deeper underlying sociocultural and political preferences, which shape the behaviours that have a strong bearing on emissions profiles. Most policy instruments to reduce greenhouse gas (GHG) emissions have focused on producers, and on the energy efficiency of buildings, vehicles and other products. Behavioural changes related to climate change also impact 'in-use' emissions, and potentially, emissions both 'upstream' (including from imported goods) and 'downstream' (eg disposal). Consumption-oriented policies may provide avenues to additional and cost-effective emission reductions, but are less prevalent, in part because of political sensitivities around government efforts to shape individual-level mitigation behaviour. In this paper, we explore policy instruments for encouraging low carbon behaviour in the EU context. Drawing on a literature survey and interviews, as part of the EU Carbon-CAP project, we develop a list of 33 potential instruments, present a systematic methodology for assessing their potential impact and feasibility, and apply this to rank instruments of most interest. Most instruments involve a clear trade-off between their potential impact and feasibility; about half feature in the top three scoring categories, many being voluntary approaches, which may be easier to implement, but with limited or highly uncertain impact. However, we identify a handful of top-scoring instruments that deserve far more policy attention. The complexity of consumer and corporate motivations and behaviours suggests that instruments should be trialled and monitored (e.g. in regions / individual States) before widespread introduction. Most would also be most effective when nested within wider policy packages, to address the varied behavioural motivations and stages of supply chains. Key policy insights Influencing consumer behaviour has been little used in climate policy and is politically sensitive and complex, but can address emissions that have largely escaped influence to date. A few instruments stand out as particularly promising, including: technology lists; supply chain procurement by leading retail companies; a carbon-intensive materials consumption charge; and key infrastructure improvements. A common trade-off between potential impact and likely feasibility points to the importance of government-business collaboration to secure support and impact. Improving soil management to enhance soil carbon sequestration (SCS)—a cost-efficient carbon dioxide (CO2) removal approach—can result in co-benefits or trade-offs. Here we address this issue by setting up a modeling framework for Switzerland that combines soil carbon (C) storage, food production and agricultural greenhouse gas (GHG) emissions. The link to food production is crucial because crop types and livestock numbers influence soil organic C (SOC) stocks, through soil C inputs from plants and manure. We estimated SCS rates for the years 2020–2050 for three scenarios, each with two variants for biochar: cover cropping (0.30 t CO2 equivalents [CO2-eq] ha−1 yr−1), biochar addition (0.36–1.8 t CO2-eq ha−1 yr−1) and agroforestry-biochar addition (2.2–2.3 t CO2-eq ha−1 yr−1). Different limiting factors (land and biomass availability, population growth) affected SCS rates and indicated that they cannot be sustained until 2100 under all scenarios (cover cropping: 0.10 t CO2-eq ha−1 yr−1 [2051–2100]; biochar addition: 0.35–1.8 t CO2-eq ha−1 yr−1; agroforestry-biochar addition: 1.0–1.7 t CO2-eq ha−1 yr−1). This information together with the associated GHG emissions is critical for planning net zero strategies and highlights the importance of integrated assessments that capture links between SCS and the food system. In this paper, we examine the ways in which multi-purpose leisure facilities (MPLFs) – being pivotal places for delivering aquatic, exercise, and indoor sport programmes – have responded to the climate change problem. The study was framed by a resource-based view of organisations which theorises that the capacity for effective responses will be dependent upon the breadth and quality of the resources available for strategy formulation and implementation. Using an intensive case study methodology, two distinct MPLFs in Melbourne, Australia, were targeted for the analysis. It was found that while the managers of each facility were aware of the climate change problem, the preparedness to initiate change in response to shifting weather patterns – either through mitigation or adaptation – was more pronounced for the facility that had a strong base of ‘environmental knowledge resources’. This paper presents survey results on tourism operator preferences and motivations for carbon offset options by environmentally certified tourism enterprises in Queensland, Australia. It found that less than a third are involved in carbon offset programmes, whereas just over a third plan to implement offsetting in the near future. Preferred offset projects are regional tree planting or renewable energy. Motivations for offsetting are related to environmental concern, commercial benefits of climate-friendly tourism, and financially supporting offset projects. This study found motivations for offsetting by larger tourism enterprises aligning with the more general business motivations and drivers for adopting corporate social and environmental responsibility practices.
