This article examines the economic possibilities for the Swedish pulp and paper industry in general and the kraft pulp industry in particular of increasing the share of internally generated energy by using readily available production residues such as black liquor. It is suggested that the industry's reliance on fossil fuels and purchased electricity has decreased over time, thereby reducing the impact of external energy prices on energy investments. The results suggest that the use of biomass will only increase to the point where the existing capacity to do so is met unless heavy investment subsidies are made available. [ABSTRACT FROM AUTHOR]

Why did Piero Sraffa (1898–1983), one of the most important economists of the 20th century, undertake such a significant—albeit never published—study of the St. Simonian texts? And to what extent does Sraffa's evident interest underline the continuing relevance of St. Simonism today? This paper seeks to determine the exact parameters of Sraffa's engagement with the St. Simonian school, and then with Saint-Simon himself, through two particular moments: the first comes in a lecture course that Sraffa, an Italian emigrant, gave in Cambridge from 1929 to 1930; the second concerns an apparent project to publish the works of Saint-Simon, which seemed to have consumed a significant part of Sraffa's energies from the end of the 1950s into the 1960s. The paper presents a methodological approach aimed at introducing an integrated maintenance system at a papermaking plant operating in the tissue & towel sector. The described approach led to a complete redesign of plant maintenance operations relying on both technical and managerial actions. The re-engineering of maintenance activities was focused on the continuous paper machine and included a thorough preliminary extraordinary maintenance program, the implementation of a daily schedule of condition monitoring activities, the development of a specific software tool for data analysis, and the introduction of revised maintenance activities based on newly identified critical check points. In particular, the problem of felt management has been addressed which has a significant economic impact on operational costs. Adopting the described paper machine maintenance management plan it has been possible to nearly double the average felt life, passing from 30 to 60 days. Whereas Simon Newcomb formulated the equation of exchange, he rejected the causality and the proportionality postulates of the quantity theory in some cases. To solve this puzzle, this paper relies on the distinction between the classical theory of money and the quantity theory of money and shows that, according to Newcomb, the quantity theory applied only for inconvertible paper money, while metallic money and convertible bank issues were regulated by different mechanisms. Although there is often a difference between the architectural understanding of forms and their social and value-related perception (Malhis, 2008), elements of architectural value are often divided into economic or cultural concerns. Architecture's true value, however, may be found at the resolution of this dichotomy although it can be argued it is not straightforward to isolate and measure the true value of architecture. This discussion paper suggests that whilst many of the concerns highlighted appear in conflict, they are in fact reciprocal in nature with both causes being advanced through the efficiencies of architectural design. One viewpoint is that economic value perhaps should not be a topic of infrequent discussion, but rather it should be raised from time to time within the context of the broader market within which architecture is positioned. Even this viewpoint is subject to conjecture for some. This discussion paper places the focus on the importance and relevance of value from an architectural perspective, which often is a concept rarely discussed in design circles. It is meant to encourage discourse and discussion about the different forms of value and how it is perceived in an architectural sense. As there are numerous classifications and perceptions of value in our society which are in a constant state of change, it is imperative that we regularly re-evaluate the relevance of these ever-changing values to design. Increased awareness, interest and use of assistive technology (AT) presents substantial opportunities for many citizens to become, or continue being, meaningful participants in society. However, there is a significant shortfall between the need for and provision of AT, and this is patterned by a range of social, demographic and structural factors. To seize the opportunity that assistive technology offers, regional, national and sub-national assistive technology policies are urgently required. This paper was developed for and through discussion at the Global Research, Innovation and Education on Assistive Technology (GREAT) Summit; organized under the auspices of the World Health Organization’s Global Collaboration on Assistive Technology (GATE) program. It outlines some of the key principles that AT polices should address and recognizes that AT policy should be tailored to the realities of the contexts and resources available. AT policy should be developed as a part of the evolution of related policy across a number of different sectors and should have clear and direct links to AT as mediators and moderators for achieving the Sustainable Development Goals. The consultation process, development and implementation of policy should be fully inclusive of AT users, and their representative organizations, be across the lifespan, and imbued with a strong systems-thinking ethos. Six barriers are identified which funnel and diminish access to AT and are addressed systematically within this paper. We illustrate an example of good practice through a case study of AT services in Norway, and we note the challenges experienced in less well-resourced settings. A number of economic factors relating to AT and economic arguments for promoting AT use are also discussed. To address policy-development the importance of active citizenship and advocacy, the need to find mechanisms to scale up good community practices to a higher level, and the importance of political engagement for the policy process, are highlighted. Policy should be evidence-informed and allowed for evidence-making; however, it is important to account for other factors within the given context in order for policy to be practical, authentic and actionable. Implications for Rehabilitation: The development of policy in the area of asssitive technology is important to provide an overarching vision and outline resourcing priorities. This paper identifies some of the key themes that should be addressed when developing or revising assistive technology policy. I review evidence from published and unpublished sources on Ricardo's theological ideas. The main focuses of interest are the existence of a natural morality independent of religious confessions, morality as the essence of religion, uselessness of theological speculation, justification of toleration for everybody, including atheists, and the miscarriage of any attempt at a philosophical theodicy. The paper explores also the connection between Ricardo's interest for theodicy and his views on the scope and method of political economy and suggests that his opinion that political economy should be a secular and value-free science close to mathematics depends precisely on theological reasons. The information content of academic citations is a subject to debate. This article views premature death as a tragic ‘natural experiment’, outlining a methodology identifying the ‘citation death tax’ – the impact of the death of productive economists on the patterns of their citations. We rely on a sample of 428 papers written by 16 well-known economists who died well before retirement, during the period 1975 to 1997. The news is mixed: for half of the sample, we identify a large and significant ‘citation death tax’ for the average paper written by these scholars. For these authors, the estimated average missing citations per paper attributed to premature death ranges from 40% to 140% (the overall average is about 90%), and the annual costs of lost citations per paper are in the range 3–14%. Hence, a paper written 10 years before the author's death avoids a citation cost that varies between 30% and 140%. For the other half of the sample, there is no citation death tax; and for two Nobel Prize-calibre scholars in this second group, Black and Tversky, citations took off over time, reflecting the growing recognitions of their seminal works. Street papers are publications produced specifically for sale by the homeless and other vulnerable people in many countries around the world. Their social status is, however, often conspicuously unstable: ‘Get a job!’ has been reported as a common insult addressed to vendors, and street paper organisations have responded with their own rhetoric and strategies that aim at disrupting any analogy with begging. The present analysis frames these rhetorical confrontations as a struggle over economic legitimacy, highlighting some of the ways in which social actors build and sever the normatively loaded associations that position them and others in social space, and how the ‘experimental’ combination of business and social responsibilities tests social actors' abilities to adapt to this practice. The Paper River is a classroom simulation designed to examine a negative externality generated by a productive process that elicits a Coasian solution. Previous experiments designed by Hazlett (1995), Nugent (1993, 1997), and Bergstrom and Miller (1997, 179–99) focus on how pollution emission rights can be efficiently allocated by the market through property rights. Although these experiments touch on property rights in demonstrating how emission rights are a more efficient means of reducing pollution than government imposed limits, they do not address Coase's Theorem directly. Classroom experiments that demonstrate Coase's Theorem include those by Delemeester and Neral (1995, 115–19) and Stodder (1996). In these activities, students imagine they are either the creator or recipient of a hypothetical externality. Although this approach is useful for conveying Coase's Theorem, it does not give students the opportunity to generate and experience the externality directly. In the Paper River, students create and experience an externality first hand and then conceptualize a correction procedure that is consistent with Coase's Theorem. The unique nature of this simulation allows students to be involved directly in the externality. In addition, it simulates an actual environmental problem, which will enable students to identify more easily other examples of externalities that affect our society, such as endangered species, destruction of the rainforests, and preservation of natural habitats. During the last decade, behavioral economics has become an important and pervasive field. Since it draws from both psychology and economics, we tested four databases to compare coverage: EconLit, PsycINFO, Business Source Premier, and Academic Search Premier. We also explored which journals contain most articles on the subject, tracked the dates of those articles, and looked at trends in authorship. Collection management is an important duty of librarians. In the last years journal prices have increased and library decision-makers have been forced to consider cancelling some journal subscriptions as budgets have not increased always by the same ratio. This fact has made it essential to supply reliable and efficient measures about the importance of different journals for in-house users in order to help the decision-makers to cancel subscriptions. Many journal-use studies can be found in the literature providing methods for making these kinds of decisions, but usually they consider only one single and precise decision criterion. Nevertheless, it is common knowledge that any real decision usually considers more than one criterion, and so the problem of choosing a set of journals to cancel is compounded by the existence of conflicting criteria, such as the cost of the journal and demand for the journal. As predicting possible number of users of a certain journal is a complex task, the expert''s judgments could be vital elements. Fuzzy Set theory could be a useful tool in dealing with these kinds of real decisions based on the expert''s knowledge and characterized by some level of subjectivity, in which the decision-maker has imprecise and/or vague data and/or incomplete information. In this paper a fuzzy bicriteria optimisation method is proposed to determine the optimal shape of the printed journal collection in a medical library in a Spanish public hospital. We jointly consider two criteria: maximising a usage function and also an opportunity coefficient of purchase function, both defined for each printed journal. Budget constraints and minimum availability constraints are taken into account. The proposed model is flexible, incorporates expert knowledge and can be easily extended to other hospital libraries. Poverty Reduction Strategy Papers (PRSPs) are a central instrument in international development cooperation and of key importance in guiding donors' policies towards southern recipients. However, many aspects of the PRSP have been criticised by a variety of development stakeholders. A checklist of 85 questions has been developed to analyse the inclusion of aspects of sustainable development in PRSPs and to point to sustainability challenges and opportunities. It thus facilitates targeted advice and quality improvements. The checklist was applied to a selection of 12 PRSPs of developing countries. The results reveal an insufficient integration of the ecosystem services concept, of biodiversity and of climate issues. Property rights, gender issues, water and energy are as a rule well elaborated. PRSPs show significant variation in the integration of environmental sustainability issues. Sustainability assessments can contribute to significant improvements between first and second generation PRSPs provided the assessments are supported by a strong institutional framework and a dedicated political commitment towards sustainability. The causal relationship between economic growth and defence spending has attracted considerable attention and has been the subject of many empirical studies. Hoping to contribute to the existing pool of literature, this paper examines the relationship between military expenditure and growth in the case of Cyprus, a small island economy, for the period 1964-99. For example, John Gaventa's ([12]) early work explains how three dimensions of power operate in the pluralist, power-over system, but then in later works he goes into how I power-within, power-to, i and I power-with i function, particularly in the context of community practice and social change (Gaventa, [13]). The article discusses the author's fascination of the economic thought put forward by Herbert Somerton Foxwell in Great Britain. Through his research, he learned that Foxwell was a great hoarder as described by his daughter Audrey. To satisfy his curiosity, he requested to examine the personal letters of Foxwell from his daughter. When Foxwell's daughter died, he decided to rescue the valuable papers.

Although research on European education policy has aptly focused on the role of supranational and intergovernmental actors, less attention has been devoted to its analysis as a policy arena in which legitimacy can be created and power can be exerted in sophisticated ways. Specifically, the role of non-state actors as agenda-setters for European education and employment policies is still unexplored. By combining a neo-Gramscian approach of political economy with Jochim and May's boundary spanning policy regimes' perspective, which captures activity across policy subsystems that seek to manage 'wicked' policy problems, this paper looks at the role of private and business actors, and specifically the European Round Table of Industrialists (ERT), in European education during the 1980s and 1990s. The findings show how this period can be considered a foundational period for the emergence of a BSPR in education and employment, and in which specific goals and directions were set out in the European education agenda more fine-tuned with employment goals and industry's needs. Moreover, the paper illustrates why private and non-state actors shape boundary policy spanning regimes at the nexus of education and employment, which in this case reflected the economic interests and preferences of European transnational companies. In search of a way to bring back the positive aspects of an internship into the curriculum, TU Delft identified serious games as a potential solution. The literature studied showed that games could increase motivation and understanding, leading to improve knowledge retention. This paper has brought these insights together in a framework identifying the benefits that contribute to knowledge retention but also the requirements and risks for the application of serious games to be addressed. These insights were used to explain the success of a longstanding business game course for advanced students first. Next was the development of a virtual reality practice in a first-year course to replace the lost internship. In this case, knowledge retention was improved significantly, albeit only by 5%. This paper examines the position of Thomas Tooke (1774-1858) on the issues at the centre of the Bullionist controversies, which occurred during the restriction of cash payments by the Bank of England in the period 1797-1821. It shows that Tooke was a strong supporter of resumption and the gold standard, but that from the beginning, his monetary thought significantly differed from that of the Bullionists. The paper shows that Tooke's explanation of price inflation and the depreciation of the paper currency as well as his assessment of the Bank of England largely supported the position of the anti-Bullionists against the Bullionists. Four issues concerning the quality of scientific economics papers are addressed. First, the ex-ante procedure of computing the average impact of economic papers are validated by comparing its results with the ex post values. Second, an estimator of papers normalized impact is calibrated. Third, the ranking variability of journals is computed using a bootstrap procedure. Fourth, the statistical hypothesis that journals' ranking did not change over the time interval between 1980 and 2000 is tested. This paper examines the drivers behind China's economic growth. In particular, it focuses on the channels of knowledge spillovers: human capital and openness to trade and foreign direct investment. The specific features of the study include using the most recent comprehensive panel data consisting of 29 provinces during the period 1994-2006 and performing unit root and cointegration tests in the panel data framework. The paper finds that human capital, trade and FDI are the significant determinants of total factor productivity, but their importance varies with technological levels of provinces. This paper draws its title from a paper written over 35 years ago by Geoffrey H. Moore (1967). Why the need for a reprise? First, there would appear currently to be somewhat diverging views as to what properly constitutes a recession. Second, largely as a result of this, in many countries other than the US, there does not exist a single, widely accepted business cycle chronology for the country in question. This paper will argue that, in addition to output, there are other important aspects to aggregate economic activity that need to be taken into account in determining the business cycle, viz., income, sales and employment. As such, our perspective would seem to be at odds with the apparent position taken by some other recent commentators on this issue who argue that GDP is all that is needed to represent a country's business cycle. In this article, we reconsider the investigation by Moosa (2016) using a much larger data set of almost one million articles listed in Research Papers in Economics. This article provides new insights into the effects of co-authorship on citation counts and the correlation between quality of papers and quality of the publishing journal. Our evidence is partially in contrast to the results reported in Moosa (2016). We find a positive correlation between theh-index of a journal and the quality of papers measured in terms of citations. This correlation becomes almost perfect using a nonlinear model. Results from a regression of citation counts on the number of authors show evidence of a positive and significant effect of co-authorship on the quality of a paper when time effects and large sets of top-cited articles are taken into account. The inclusion of time effects and the large data set, that allows to differentiate between top-cited cohorts, adds further insights to the existing literature. [ABSTRACT FROM PUBLISHER]

Given the steady increase in co-authored papers in economics journals, this paper reports a study of the patterns of co-authorship between US universities and colleges. A majority of institutions produce more co-authored than single-authored papers. Contacts with researchers from the same institution are still an important source of co-authored papers, even though slightly decreasing in frequency. The determinants of co-authorship outside the own institution are tested in a gravity model and it is found that distance and other geographical variables do not matter. However, the quality of co-authors' institutions, measured by rankings of institutions, has a significant impact on the number of co-authored papers in top economics journals. [ABSTRACT FROM AUTHOR]

A case study is presented which examines the introduction of eucalyptus in Thailand through a reforestation program from the country's Royal Forest Department (RFD) and how it reflects politico-economic issues. The history of the paper industry and its reliance on pulp in production is discussed, noting the eventual strategy of using eucalyptus as a source of raw material. The short-term economic benefits of the program and long-term ecological damage are also explored.

Understanding how to make the world a better place requires interdisciplinary knowledge. Public policy analysis helps policymakers arrive at informed policy decisions. The policy analysis process involves public problem definition and data collection, stakeholder identification, a rationale for government involvement, evaluation criteria, identification and analysis of policy alternatives, and a recommendation. Economics informs not only the identification of market failures but also how we think about public problems, evaluate relevant research, identify policy alternatives, weigh objective criteria (costs, benefits, equity), and select optimal solutions. Students of policy analysis gain experience through in-class examples of contemporary topics and an iterative policy paper, where each student selects a public problem, conducts research, and writes an analysis. Between 1862 and 1878, the view of the United States government towards the nation's money was transformed. Early in the Civil War, the government got into the bank note printing business out of necessity, printing and issuing the first-ever federal currency. Over the following years, debates raged whether the national currency should be printed privately or by the government's bank note printer, the United States Bureau of Engraving and Printing (BEP). Matters came to a head in 1878 when Congress debated the future of the BEP. That year, in a radical departure from the past, Congress gave the Bureau of Engraving and Printing a monopoly on the production of currency, forever changing the role of the government in the nation's economy. Money, be it in the form of coin or currency, was now the exclusive province of the government – not private banks or bank note companies. This change was the result of a rare consensus between Democrats and Republicans and between the forces of the antimonopoly tradition, Greenbackism, and hard money. For various reasons, they were unanimous in believing that the government, especially Congress, should be in control of those matters affecting the monetary affairs of the country. Economists largely agree that writing is fundamental to understanding and communicating economics and can serve as an effective way to teach students to "think like economists." However, only a small percentage of programs include writing-intensive courses, a major research paper, or a senior thesis, and even fewer devote class time to the writing process. Background: Data entry at the point of collection using mobile electronic devices may make data-handling processes more efficient and cost-effective, but there is little literature to document and quantify gains, especially for longitudinal surveillance systems. Objective: To examine the potential of mobile electronic devices compared with paper-based tools in health data collection. Methods: Using data from 961 households from the Rufiji Household and Demographic Survey in Tanzania, the quality and costs of data collected on paper forms and electronic devices were compared. We also documented, using qualitative approaches, field workers, whom we called ‘enumerators’, and households’ members on the use of both methods. Existing administrative records were combined with logistics expenditure measured directly from comparison households to approximate annual costs per 1,000 households surveyed. Results: Errors were detected in 17% (166) of households for the paper records and 2% (15) for the electronic records (p < 0.001). There were differences in the types of errors (p = 0.03). Of the errors occurring, a higher proportion were due to accuracy in paper surveys (79%, 95% CI: 72%, 86%) compared with electronic surveys (58%, 95% CI: 29%, 87%). Errors in electronic surveys were more likely to be related to completeness (32%, 95% CI 12%, 56%) than in paper surveys (11%, 95% CI: 7%, 17%).The median duration of the interviews (‘enumeration’), per household was 9.4 minutes (90% central range 6.4, 12.2) for paper and 8.3 (6.1, 12.0) for electronic surveys (p = 0.001). Surveys using electronic tools, compared with paper-based tools, were less costly by 28% for recurrent and 19% for total costs. Although there were technical problems with electronic devices, there was good acceptance of both methods by enumerators and members of the community. The present study reviewed papers published in the Web of Science database from 2014 to 2020 in SSCI indexed journals on learner- and instructor-related challenges for learners' engagement in MOOCs based on the Technology-Based Learning Model. The focus is on research design, instructor-related factors that foster and frustrate learner engagement, learner-related engagement hindering factors, and the foci of investigation. In terms of design, quantitative designs were implemented most, followed by mixed method designs. As for instructor-related factors that foster learners' engagement, focusing on learners' SRL skills, learner-learner interaction, intrinsic motivation, and providing timely feedback were mentioned by most studies. As for instructor-related frustrating factors, poor MOOC designs, which lack learner interaction and motivating strategies, instructors' lack of experience, and time for preparation, were identified in a number of studies. As for the learner-related factors which hinder engagement, lack of SRL skills, lack of adequate background skills, and economic barriers were identified as the hindering factors in a number of studies. As for the foci of investigation, motivation/interest, learning strategies, interactions, and engagement are the most identified foci of the studies. Political measures during the COVID-19 pandemic forced consumers to cancel flights, resulting in significant decreases of their individual greenhouse gas emissions. This paper introduces the concept of imposed flying sufficiency and asks whether this could lead to a flying rebound. Imposed flying sufficiency describes that external factors, such as political measures during the pandemic, force consumers to reduce their flights. The term flying rebound refers to the gap between the emissions that could be potentially saved due to flying sufficiency and the actualized emissions savings due to adjusted flying behavior. A major contribution of this paper is combining the economic mechanisms with moral-psychological aspects of rebound effects in an experimental study. In a 2 (with/without economic hint) × 2 (with/without ecological hint) between-subjects experimental study, this paper analyzes how the awareness of monetary savings and the awareness of ecological consequences affect consumers' flying intentions. The study reveals an interaction effect of these two aspects: While awareness of the monetary savings will increase flying intentions, awareness of the ecological consequences will buffer this effect. Furthermore, the degree to which consumers feel flight shame, strongly moderates the economic and ecological hints' impact. Finally, the paper provides implications for managers and policymakers. There has been increasing interest on the apparent underrepresentation of African-based scholars in economics scholarship on Africa. Much of this debate, however, proceeds with little by way of evidence in demonstrating whether such an underrepresentation actually exists in the first place. In this paper, I look at the patterns of authorship over the period 2005–2015 in 'leading' economics journals that publish regularly on Africa. I find that, on average, only 25 per cent of the journal articles published on Africa had at-least one African-based author over this period. Further, I find that whereas the journals I consider dedicate about 30 per cent of their content on Africa, only 3 per cent of their editorial boards are based on the continent. The Gaza Strip is dependent on external aid to deliver basic services, including water and sanitation. Such services are not sustainable due to the Israeli occupation and the limited financial and technical capacities of service providers and the state. This paper examines the incentives of stakeholders in delivering sanitation services in the Gaza Strip through a qualitative institutional economics analysis of literature supplemented with qualitative key informant interviews. External aid is crucial to deliver basic services in the Gaza Strip. However, this has created a dependency that undermines the sustainability of sanitation services. Donor agencies often prioritise capital expenditure on visible infrastructure, such as wastewater treatment, without addressing its long and short-term operational needs; hence the Gaza Strip's needs are continually addressed as an emergency response. The Palestinian Authority and Hamas de facto governments lack sovereignty over the Gaza Strip and Palestine. Therefore, they also lack the capacity and incentives to create an enabling environment for delivering safely managed sanitation. This paper contributes to development policy literature, the politics of infrastructure and wider politics of settler colonialism and siege basic services such as water and sanitation. Port economics, management and policy have progressively emerged as a distinctive research field, and a core part of maritime economics. This paper provides an analysis of all the 267 port studies published inMaritime Policy & Management(MPM) since its inception in 1973. This paper provides a content analysis for seven interrelated research theme categories including main research topics and methods, authorship distribution and citation counts. It is demonstrated thatMPMplayed, and continues to play, a key role in publishing research on seaports. The published research increasingly applies established analytical frameworks to ports.
