Occasionally (and fortunately), circumstances and timing combine to allow an individual, almost singlehandedly, to generate a paradigm shift in his or her chosen field of inquiry. William R. ('Bill') Evitt (1923-2009) was such a person. During his career as a palaeontologist, Bill Evitt made lasting and profound contributions to the study of both dinoflagellates and trilobites. He had a distinguished, long and varied career, researching first trilobites and techniques in palaeontology before moving on to marine palynomorphs. Bill is undoubtedly best known for his work on dinoflagellates, especially their resting cysts. He worked at three major US universities and spent a highly significant period in the oil industry. Bill's early profound interest in the natural sciences was actively encouraged both by his parents and at school. His alma mater was Johns Hopkins University where, commencing in 1940, he studied chemistry and geology as an undergraduate. He quickly developed a strong vocation in the earth sciences, and became fascinated by the fossiliferous Lower Palaeozoic strata of the northwestern United States. Bill commenced a PhD project on silicified Middle Ordovician trilobites from Virginia in 1943. His doctoral research was interrupted by military service during World War II; Bill served as an aerial photograph interpreter in China in 1944 and 1945, and received the Bronze Star for his excellent work. Upon demobilisation from the US Army Air Force, he resumed work on his PhD and was given significant teaching duties at Johns Hopkins, which he thoroughly enjoyed. He accepted his first professional position, as an instructor in sedimentary geology, at the University of Rochester in late 1948. Here Bill supervised his first two graduate students, and shared a great cameraderie with a highly motivated student body which largely comprised World War II veterans. At Rochester, Bill continued his trilobite research, and was the editor of the Journal of Paleontology between 1953 and 1956. Seeking a new challenge, he joined the Carter Oil Company in Tulsa, Oklahoma, during 1956. This brought about an irrevocable realignment of his research interests from trilobites to marine palynology. He undertook basic research on aquatic palynomorphs in a very well-resourced laboratory under the direction of one of his most influential mentors, William S. 'Bill' Hoffmeister. Bill Evitt visited the influential European palynologists Georges Deflandre and Alfred Eisenack during late 1959 and, while in Tulsa, first developed several groundbreaking hypotheses. He soon realised that the distinctive morphology of certain fossil dinoflagellates, notably the archaeopyle, meant that they represent the resting cyst stage of the life cycle. The archaeopyle clearly allows the excystment of the cell contents, and comprises one or more plate areas. Bill also concluded that spine-bearing palynomorphs, then called hystrichospheres, could be divided into two groups. The largely Palaeozoic spine-bearing palynomorphs are of uncertain biological affinity, and these were termed acritarchs. Moreover, he determined that unequivocal dinoflagellate cysts are all Mesozoic or younger, and that the fossil record of dinoflagellates is highly selective. Bill was always an academic at heart and he joined Stanford University in 1962, where he remained until retiring in 1988. Bill enjoyed getting back into teaching after his six years in industry. During his 26-year tenure at Stanford, Bill continued to revolutionise our understanding of dinoflagellate cysts. He produced many highly influential papers and two major textbooks. The highlights include defining the acritarchs and comprehensively documenting the archaeopyle, together with highly detailed work on the morphology of Nannoceratopsis and Palaeoperidinium pyrophorum using the scanning electron microscope. Bill supervised 11 graduate students while at Stanford University. He organised the Penrose Conference on Modern and Fossil Dinoflagellates in 1978, which was so successful that similar meetings have been held about every four years since that inaugural symposium. Bill also taught many short courses on dinoflagellate cysts aimed at the professional community. Unlike many eminent geologists, Bill actually retired from actively working in the earth sciences. His full retirement was in 1988; after this he worked on only a small number of dinoflagellate cyst projects, including an extensive paper on the genus Palaeoperidinium. [ABSTRACT FROM AUTHOR]

Through a case study and historical textual analysis, this article explores how small-city newspapers offer a window into urbanism and identity formation in the early twentieth century. These newspapers pursued a content and circulation strategy that combined publishing characteristics associated with the mass circulation dailies and industrial journalism of major metropolitan areas with more community-oriented elements, such as booster content and hyperlocal news items. These newspapers operated as an important part of the early twentieth century American media system and represented a distinct type of publication that embraced the aspirational urbanism of local business interests and civic boosters. Despite flourishing literature on newspapers in twentieth century American society, large, urban areas tend to dominate scholarly analysis, while leaving out the sorts of communities that had a self-conscious experience of industrial modernity. By focusing analysis on the 1920s, this article explores how the Superior (Wisconsin) Telegram embraced this aspirational urbanism. It shows how the Telegram operated as a platform for its readers to navigate the tensions of the decade, articulate the city's urban ambitions, and serve as a symbol of the city's modern and progressive ideals. Throughout the Cold War, Italy was one of the most steadfast NATO allies in hosting American nuclear weapons on its territory. Such a policy could easily be construed as an example of almost automatic confidence in the US nuclear umbrella, yet only on the surface did extended deterrence appease Italian anxieties about the uncertainties of the American nuclear guarantee. The Italian rationale for accepting a large array of US nuclear weapons did as a matter of fact involve a complex mix of reasons, ranging from trying to ensure that the Italian government would be consulted in the event of a major crisis, to willingness to enhance the country’s profile inside any Western multilateral fora. The paper will investigate this policy by looking at how the Italian government behaved at the height of the NATO nuclear sharing debate, between 1957 and 1962, arguably one of the historical moments in the Cold War when the concept of extended deterrence was most intensely discussed. Drawing up on hitherto classified archival sources as well as on some less-known public ones, the paper will show how Italian diplomats, military leaders and policymakers understood the dangers and political implications of US nuclear policies. It will, hopefully, demonstrate that Italy’s persistent search for a multilateral solution to the nuclearisation of NATO strategy shows that Italy never saw extended deterrence as a solution per se, but only as a temporary means to an end. This paper describes the strategies of the French fashion business to authenticate its designs and brands under the challenge of mass-produced ready-to-wear clothing by US manufacturers. It focuses on the 1950s as a pivotal moment in fashion history, as the older model of elite fashion ‘trickling down’ to the lower strata of garment production made way for a multiplicity of trendsetters and a democratisation of fashion. Starting from a situation in which New York-based manufacturers produced low-price copies of Parisian designs, the paper analyses the various strategies of French fashion producers to get control over the exploitation of their designs. As attempts to secure international copyright for fashion designs failed, Parisian designers brought out tie-in products and boutique lines and managed to shift the authenticity of their work from the design to the brand. Objective: This invited paper is intended to give an overview regarding the education and training pathways for the practice of neuropsychology in the United States. It is also meant to describe the types of activities engaged in by neuropsychologists, a description of their work settings and the amounts/ways in which they are compensated for their work.Method: The authors reviewed the literature and relied on their professional and organizational experiences to collect the necessary data.Results: The United States has well-defined pathways for one to follow to gain the experiences and knowledge necessary to practice clinical neuropsychology in a competent way. Compensation varies widely among workplace settings but overall neuropsychologists appear to be well-paid. Challenges now and in the foreseeable future include a need to develop tests that have better ecological validity and that better reflect the demographics of a changing population, and an increasing need for neuropsychologists to identify key roles as members of integrated care teams.Conclusions: The United States has played an important role in the development of the practice and science of neuropsychology. Its continued success will, at least in part, depend on innovations in test development and application, and further demonstration of its relevance to health care and academic settings. The birth of formal citizenship education in the United States emerged in the context of mass immigration, the Progressive Movement, and the First World War. Wartime citizenship education has been chastised for its emphasis on patriotism and loyalty, and while this is a trend, historians have minimised the ways in which the democratic goals of the Progressive Movement at large also shaped citizenship education in its infancy. The paper situates citizenship education within the larger and broader aims of the Progressive Movement, and then looks at two federal agencies, the Bureau of Education and the Bureau of Naturalization, which produced and distributed the first citizenship curricula to the nation’s teachers. Ultimately, analysis of their citizenship textbook and teachers’ manual show that, even during war, it was assumed that through education any person, regardless of nationality or gender, could access citizenship, this being a very democratic mission in a paranoid moment. This paper examines the reasons why, in the first half of the twentieth century, Australian librarians were encouraged to adopt professional work practices and educational standards based on US models of 'democratic' librarianship. The promotion of US models of library education and association occurred both directly through government agencies such as the United States Office of War Information (OWI), and indirectly through the philanthropic agencies and professional associations such as the Carnegie Corporation of New York (CCNY) and the ALA, and was to have a lasting impact on the work of Australian librarians and on their education. This article analyses the evolution of shipping and trade between the United States and France from the end of the American War of Independence to the end of the Napoleonic Wars (1783–1815). It argues that commercial relations followed their own, internal dynamic and had scarce connections to statist commercial policies. These relations were, however, deeply responsive to the international context and to warfare in particular. American shipping to France experienced an extraordinary boom after the outbreak of war between France and Great Britain in 1793. The paper explores the nature of this trade and demonstrates that its full understanding requires a global approach to trade flows in the Atlantic World rather than the bilateral approaches which dominate contemporary as well as most historical analyses. A broader analysis must integrate merchant strategies and networks into the Atlantic history. During the Cold War, the United States deployed nuclear weapons in South Korea continuously for 33 years, from 1958 to 1991. The South Korean-based nuclear arsenal peaked at an all-time high of approximately 950 warheads in 1967. Since the last US nuclear weapons were withdrawn from South Korea in 1991, the United States has protected South Korea and Japan under a “nuclear umbrella” using nuclear bombers and submarines based elsewhere. While defense hawks in Seoul and Washington have, in 2017, called for the United States to redeploy tactical nuclear weapons to South Korea, the authors argue against this idea. Doing so, they say, would provide no resolution of the crisis over North Korea’s nuclear weapons and would likely increase nuclear risks. Redeployment would also have serious implications for broader regional issues because it would likely be seen by China and Russia as further undermining their security. [ABSTRACT FROM PUBLISHER]

This article explores social work in the United States as a refuge for women exiles from Nazi-occupied Europe using the case study of German-born Gisela Konopka. I argue that while many other women exiles were forced back into traditional gender roles, women in social work had a greater chance of maintaining their identities as intellectuals and as emancipated and politically active women dedicated to social reform, albeit with significant modifications. Affiliations on both sides of the Atlantic Ocean and career success in her later years led Konopka to reflect on a career that, to some degree, had benefited from her transnational challenges and opportunities. Notwithstanding the popularity in public administration of empirical, behavioral, and quantitative research, interpretive methodologies similarly help advance scholarship. For the latter, history is probably the most traditional, a research technique long predating public administration as an academic discipline. The article evaluates the status of historiography in the contemporary literature and makes the case of history's ongoing value to public administration. It assesses the pros and cons of traditional primary sources and recommends triangulation of sources to strengthen historical narratives. Some relatively underutilized approaches to reinvigorating historiography include case studies written for classroom use, old textbooks, and counterfactual scenarios. In general, public administration history would benefit from revisionism, studying lost alternatives, and skepticism toward the given narrative and conventional wisdom. [ABSTRACT FROM AUTHOR]

This article contrasts two American Physiological Societies, one founded near the beginning of the nineteenth century in 1837 and the other founded near its end in 1887. The contrast allows a perspective on how much budding neuroscience had developed during the nineteenth century in America. The contrast also emphasizes the complicated structure needed in both medicine and physiology to allow neurophysiology to flourish. The objectives of the American Physiological Society of 1887 were (and are) to promote physiological research and to codify physiology as a discipline. These would be accomplished by making physiology much more inclusive than traditionally accepted by raising research standards, by giving prestige to its members, by providing members a source of professional interchange, by protecting its members from antivivisectionists, and by promoting physiology as fundamental to medicine. The quantity of neuroscientific experiments by its members was striking. The main organizers of the society were Silas Weir Mitchell, John Call Dalton, Henry Pickering Bowditch, and Henry Newell Martin. The objective of the American Physiological Society of 1837 was to disperse knowledge of the “laws of life” and to promote human health and longevity. The primary organizers were William Andrus Alcott and Sylvester Graham with the encouragement of John Benson. Its technique was tousephysiological information, not create it as was the case in 1887. The intersection between journalism and political transitions in contemporary history is a research field which has begun to flourish in recent years. From the “Carnation Revolution” in Portugal in 1974 through to post-apartheid South Africa in the early 1990s and up to the so-called “social media revolutions” of the Arab Spring of 2011, both historical and comparative political studies have considered the international press to play an integral role in these processes of democratic change. In this context of regime change, the Spanish transition to democracy (1975–1978) is often portrayed as the most exemplary case study. This article analyses the role played by the foreign correspondents of the British and American broadsheets and wire services sent to cover events in Spain as well as the contribution made by the Anglo-American press through its editorial stance on key issues and its commitment to the story both in terms of journalistic output and human resources. The article suggests that the role of the international press not only offers a useful connecting route to those charged with making foreign policy decisions and monitoring the state of public opinion in their respective capitals—in this case London and Washington—but can also make an indirect contribution to the sway of political events at a domestic level. This article proposes a framework for the relationship between Latin American countries and the USA in the field of urban and regional culture during a particularly rich period from the mid-1930s to the mid-1970s – a period of maximum global expansion of a North American planning style as well as the emergence of a network of Latin American urban thinking in direct connection with this style and with a number of North and Pan-American institutions. This relationship is thought of as a metaphoric back-and-forth journey between the north and south – a process of movement and transmigration of ideas, people, and institutions that can be seen schematically as a cycle with two phases. The first one of expansion of new forms of Anglo-American urban thinking in the region (through the ideas of modernization and development), went from the late-1930s to the mid-1960s. The second phase, one of retraction, rejection, and pursuit of alternative paradigms in Latin American thought (replacing development with dependency), went from the mid-1960s to the mid-1970s in a process of increasing radicalization. Within this general picture, the article tries to underline the paradoxical character of the relations between the USA and Latin America, and the way in which the field of urban culture can illuminate this in new ways. The manner in which President Karimov's roles were recognized in the global arena affected how Uzbekistan's international relations developed – a perspective that highlights both the form and the content of bilateral relationships. While mutual interests are crucial to beginning a relationship, it is also important to understand how those relations were recognized in public and dealt with in private. If partners managed to recognize Karimov's agenda publicly, or at least act with discretion, this tended to create an atmosphere favouring cooperation. As such, recognition and discretion reveal much about Karimov's concerns with international equality and self-reliance, pointing to the reasons why Uzbekistan's relations fluctuated more with some actors than others. The United States and Germany are ideal examples of that ambivalent situation: Washington often cooperated with Uzbekistan on security matters, but then saw its military personnel excluded from Qarshi-Qanabad after the 2005 Andijan crisis; whereas Berlin witnessed little change in its relationship with Uzbekistan and continued to lease a base in Termez after 2005. St Louis staged the third modern Olympics in 1904, an event most historians have labelled as a less than memorable occasion and some have contended nearly derailed the nascent Olympic movement. Consigned to a regional hamlet rather than a global city, the 1904 St Louis games were supposedly a model of how not to conduct an Olympian spectacle. Taking a different perspective, however, the St Louis games had a profound influence on how the United States has staged Olympics. The Olympics have not been held in established or well-known American metropolises but have consistently gone to up-and-coming cities in border regions eager to make national and global reputations. In addition, the 1904 St Louis games were held in a legally segregated city but permitted the inclusion for the first time of African-American athletes in Olympic competition. Race and region provided foundations for American interpretations of the 1904 Olympics and have remained paramount in national memories of Olympian events ever since. Beginning with the first travelogues of the late 1890s, the film and tourism industries collaborated both directly and indirectly to shape representations of North America’s western landscape and its people. These non-narrative motion pictures intersected with the rise of mass consumerism, modern tourism, the forces of imperialism and colonialism, as well as industrialized forms of transportation. In particular, railroad travel films from the Canadian Pacific Railway Company and the Northern Pacific Railway Company transformed motion-picture goers into armchair tourists, exposing audiences to the scenic wonders of the West. These transcontinental railroads, themselves products of nation-building initiatives, competed against one another to increase passenger traffic by marketing the sublime and often overlapping landscapes of the American and Canadian Wests as potent nationalist and unifying symbols that heralded each country’s uniqueness. The United States is a classic country of immigration that has long defined itself as having been built by successive waves of immigrants. Social scientists often speak of a multicultural or cultural pluralist ‘model of integration’ in the US that recognizes, sometimes even celebrates, diversity at the same time as it assumes and expects immigrants and their children to assimilate and become American. This article complicates the picture. It brings in history to show how national models of integration in the US are not stable but have changed over time. In fact, the very incorporation of earlier waves of immigrants in the past has contributed to these changes. It also considers local-level variation—that is, differences among US cities in policies as well as in widespread understandings about the integration of immigrants. Despite these complications, there are clearly ways that national models of integration matter in the US, which is the theme of the concluding section. [ABSTRACT FROM PUBLISHER]

This article focuses on British attitudes towards US military bases in Iceland, 1945–1951. In the beginning, the British government was willing – for a mixture of idealist and realist reasons – to distance itself from the United States in an attempt to modify its military goals. British faith in the United Nations when it came to post-war security was genuine, even if its interpretation of the mandate of the UN Security Council proved wrong. And it did not want to antagonize the Soviet Union and thus tried to avoid a potential confrontation over bases in the Nordic countries. But the British position was compromised by a desire for joint wartime base rights with the Americans. With the emergence of the Cold War in 1946–1947, it is argued, a shift occurred in British policy. The United Kingdom gave the United States full backing in its quest to integrate Iceland into the North Atlantic Treaty Organization (NATO) in 1949 and to station US military forces on the island in 1951. British cooperation with the Americans in Iceland not only reflected shared opposition to the Soviet Union; it also entailed a willingness to help local Icelandic political elites to battle an internal foe: the Socialist Party. The British, however, were never in a position to shape Iceland's integration into the Western Alliance. This article focuses on Anglo-American relations during, what US Secretary of State Henry Kissinger termed, the ‘Year of Europe’. In particular, Anglo-American interaction leading up to, and during, the Washington Energy Conference (11–13 February 1974) is examined. By doing this, subtle nuances in the foreign policy of Edward Heath, British Prime Minister, 1970–1974, can be better appreciated. Traditionally viewed by commentators as varying between lukewarm and antagonistic towards the Anglo-American ‘special relationship’, this article highlights that Heath was more than capable with working closely with Washington when he believed British interests were best promoted by doing so. Heath showed throughout the Arab oil embargo of 1973–1974 an ability to work in close cooperation with Washington. Indeed, Heath demonstrated that he was prepared to sacrifice his wider European ambitions in order to secure this. This was largely driven by Heath's overriding concern that US support was imperative to prevent the outbreak of ‘beggar thy neighbour’ oil policies that he concluded would result if the European Economic Community approach, predominantly driven by French thinking, was endorsed. In this article, the author discusses the internship program of the Slavic and East European Collection at Yale University Library, which provides semester-long fellowships to library professionals from Eastern and Central Europe and the former Soviet Union. The program began in 1993 and is ongoing. The author details its history, including how it has been funded, and discusses what the program includes and the logistics of running it. Between 1793 and 1822, a series of successive yellow fever outbreaks ravaged the eastern seaboard of the United States. The outbreaks generated not only the biggest public health crisis in that period but also one of the most pressing and contentious disputes in medical theory. Often told as a national story, this article re-examines that controversy by situating it in the context of outbreaks, research, and debates in other parts of the anglophone Atlantic. It argues that American responses to disease were shaped by the young republic's post-imperial relations to both Great Britain and the West Indies. On a broader level, this study challenges current approaches in the formation of American natural knowledge and identity during this period. It looks beyond both national boundaries and relations to former metropolitan centers, locating some of the above developments in a more 'multi-centered' Atlantic world. [ABSTRACT FROM AUTHOR]

This article reprints excerpts from Aaron Trehub's piece about the relationship between Slavic studies and Slavic librarianship in the United States in the immediate aftermath of the end of the Cold War. The author, who at the time was Slavic librarian and bibliographer (and former Soviet affairs analyst), notes that through a curious quirk of history, the collapse of communism coincided with the birth of a powerful new communications medium (the World Wide Web). Together, these geopolitical and technological developments have fundamentally changed librarianship in general and Slavic librarianship in particular. Trehub's discussion of the various day-to-day difficulties experienced by Slavic librarians in the post-Cold War period pays special attention to the challenges that new information technologies create for patrons, as well as the instructional burden that this places on librarians. He suggests that excessive reliance on the Web may erode the capacity to reason critically, but admits that the long-term effects of digitization on education and research are unclear. In effect, Trehub's essay provides the historical background for re-evaluating what competencies constitute Slavic information literacy in the twenty-first century. [ABSTRACT FROM AUTHOR]
