The bio-medical model of 'mental health' and 'mental illness' that relates to the relationship between wellbeing and distress informs psychopathology and dominates conceptualisation in many Western Educated Industrialised Rich Democratic (WEIRD) populations. This paper aims to critique the model, questioning the appropriateness of psychopathology as a conceptual framework when working as a Western trained clinician with populations such as in China, Japan, Asia, the Middle-East and Africa. The paper also considers the cultural appropriateness of western notions of psychopathology when working inter-culturally in relation to the Inter-Agency Standing Committee (IASC) Guidelines on Mental Health and Psychosocial Support in Emergency Settings, and the Review of the Implementation of the IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings. This paper attempts to explore the connections between expanding female education and the participation of women in paid employment in Japan, China and India, three of Asia's largest economies. Analysis based on existing data and literature shows that despite the large expansion in educational access in these countries in the last half century, women have lacked egalitarian labour market opportunities. A combination of social discouragement and individual choice largely explains the withdrawal, non-participation or intermittent female presence in the labour force, notwithstanding increased educational access. In taking stock of these issues and debates across these countries, it is argued that the parallel experiences of women in these countries can be traced back to persistent gender norms which, amongst other things, imply the centrality of marriage and non-market unpaid labour for women. The paper argues that there is a need for gender-sensitive public policy in order for increased education to translate to labour market gains for women, leading to sustainable development outcomes. This paper examines the impact of 'the rise of China' on the Asian Development Bank (ADB), and its implications for Japan. Japan has traditionally enjoyed a dominant position in the Bank, as it has enjoyed a dominant position in Asia. However, with the balance of power in the region tipping in China's favour, one might expect that this would be reflected in the ADB as well. This paper argues that despite the worsening Sino-Japanese relationship, the ADB has facilitated the development and maintenance of shared expectations between the two parties over the future direction of development assistance, representing an oasis of liberal institutionalism in a relationship increasingly characterised in realist terms. Over the last decade, essentially since the Asian crisis of 1997-98, the economic integration of Northeast Asia has been marked by three overarching trends. Economic relations have become: 1) more institutionalized; 2) more "Asian;" and 3) more China-centric. These macro-trends are demonstrated and analyzed in the paper. But by way of anticipation, numerous counter-cutting facts need also to be kept in mind. In essence, recent trends, notable as they are, have by no means reversed three counter-realities: 1) economic ties are still largely driven, less by governments and formal arrangements, than by corporations in search of profits and production efficiencies; 2) despite growing economic interdependence across Northeast Asia and between that sub-region and Southeast Asia, Japan, China and South Korea remain heavily linked to global, and particularly US, markets; and 3) though China is an ever important hub in Northeast Asian trade and investment, Japan remains by far the most powerful economic player in the region. The Asia-Pacific region has the highest number of active smokers in the world. Efforts to reduce tobacco use should implement evidence-based measures. The Association of Pacific Rim Universities is a non-profit network of more than 50 universities representing 18 economies. In 2017, it held a virtual global health case competition relating to the use of universities as platforms for tobacco control. This study is a content analysis of tobacco control proposals submitted by 24 teams from 10 economies. Content analysis of the 10-min videos examined (1) general tone and scope of videos; (2) contextual analysis; (3) intervention approaches; (4) theoretical framework; (5) primary versus secondary prevention; (6) individual versus structural approaches. Proposals were not comprehensive; most included some but not all elements recommended by the WHO FCTC. Smoking was often referred to as a 'habit' (instead of an addiction), which likely explains the predominance of individual-level behavior change interventions (smoking cessation) over structural interventions (tobacco ad or sales bans). The most common intervention was the enforcement of current bans on smoking (proposed in 78% of videos), perceived as a major barrier to tobacco control. While most proposals emphasized individual components (e.g. health education and peer support), some also proposed to create more supportive smoke-free environments through billboards, posters and cues to action, such as 'no smoking' reminders and signs with cessation hotline numbers. University faculty, students and campus-wide organizations are well positioned to lead tobacco control efforts. More work is needed to support the establishment of smoke-free campus environments. This study investigates the effects of government spending shocks on various key macro variables in China, Korea, and Japan using structural VAR models. The main empirical findings are as follows. Government spending multipliers of all three countries are far larger than 1 in recent years. The effectiveness of fiscal expansion has not changed markedly in China but substantially increased in Korea (after the Asian financial crisis) and Japan (during zero lower bound period). Increases in the effectiveness of fiscal expansion are associated with changes in the monetary and exchange rate policy regimes and institutions of these countries. Among the three countries, the government spending multiplier is relatively large in China but relatively small in Japan in recent years. Although the effects on exchange rate and trade balance vary across countries and sample periods, real exchange rate tends to depreciate, whereas trade balance tends to improve under flexible exchange rate regimes. The objective of this study aims to provide an overall revelation of the magnitude, frame, flow, and output creation effect of cross-national and cross-sectoral spillover of innovation within Asia. Methodologically, Dietzenbacher's framework for evaluating the innovative spillover effect is modified and extended to a cross-national and cross-sectoral context for accommodating this purpose, accompanied by the utilization of the Asian International I/O (AIO) table for the year 2000. Several results are thus achieved: (1) For the spillover structure, it is understood that the inter-sectoral dependence and vertical specialization in production serves as the nexus for the skeleton of rent spillover. (2) The extent of process innovative spillover is at a level of approximately 90%, while the extent of product innovative spillover is roughly in the 40-50% range. (3) On average, a 1% process innovation would create the total Asian output by a 0.0025-0.1387% margin, and a 1% product innovation would contribute 0.0010-0.0575% of the total output. (4) The United States, Japan, and China rank as the top three countries equipped with the capability of creating the most plentiful innovative spillover effect on the Asian region overall. (5) The United States and Japan still occupy the position of leading flying geese to date, while China might emerge as an industrial innovative leading flying goose in the near future. (6) Under the prerequisite of regional development, this study has tabulated the sector rankings according to the strength of overall spillover effect by country as a reference for tactically reallocating industrial and innovative policy from a regional development perspective. When the subprime-induced financial crisis broke out in the U.S. housing sector in the summer of 2007 and mushroomed into a global financial crisis by September 2008, it was widely believed that the Asian economies, especially the 'big four'-Japan, China, South Korea, and India-would remain largely immune from the worst of the crisis. However, this assumption has proven to be false. All four countries have felt the negative impact of the financial contagion-albeit differently. Whereas China and India have been moderately impacted, Japan and South Korea have experienced heightened financial instability, sharp economic contraction, and a deep recession. What explains the big four's vulnerability to the crisis, and why have Japan and South Korea been affected more negatively than China and India? How have the four countries responded to the crisis, and what can they do to further insulate their economies from the vagaries of the global financial markets? After examining different theoretical expectations of how Japan might respond strategically to the rise of China, this article analyzes the evolution of Japan's policy toward China from 1972 to 2006. It argues that Japan has shifted away from the 'friendship diplomacy' paradigm to a mixed strategy that involves both positive engagement and realistic balancing to hedge against the potential threats that China may pose in the future. Japan is engaged in a vigorous domestic debate about China policy that centers around four options: cooperative engagement with a soft hedge, competitive engagement with a hard hedge, balancing and containment, and strategic accommodation. The current mixed strategy of engagement and hedging is consistent with different theoretical traditions such as offensive realism, defensive realism, and liberalism. Future developments such as Japan-China interactive effects, shifts in the military power balance, and changes in US strategy, however, could steer Japan to make choices that point in a certain theoretical direction as opposed to others. East Asian regionalism is emerging starting with a process of “ASEAN plus three” cooperation and moving to a final East Asian Community. The foundation of East Asian regionalism lies in increasing regional common or shared interests. The significance of East Asian cooperation and integration is its developing process. “10?+?3” framework is not just an economic cooperation process but also has political significance. The process of East Asian cooperation plays a dual role in community building: reconciliation among the countries, and cultivation of each member itself. The major role of regional institutional building is peace making through cooperation under a regional framework. The cooperation between China and Japan is crucial for East Asian Community building. This article provides an international perspective on learning technology developments, with emphasis on the special challenges of designing distance learning technologies (DLT) in the developing countries of Asia. A commentary on the current achievements and problems of DLT designers is provided, based on the authors' recent study tour of distance education (DE) initiatives in 11 Asian countries: Bhutan, Cambodia, Hong Kong, India, Indonesia, Laos, Mongolia, Pakistan, the Philippines, Thailand and Vietnam. The authors compare these initiatives with others they observed in their previous visits to DE institutions in North America and Europe, China and Japan. The prospects for collaboration among DLT projects and research initiatives are discussed and the emergence of a 'Pandora's box' of educational possibilities is described--innovative, economical, and occasionally troubling in the challenges it provides to accepted DE practice. One of the twenty-first century's great challenges will be to fill Asia's security vacuum. The US maintains a heavy military presence and an important set of bilateral security arrangements, and the region's great powers cooperate on an ad hoc basis. But there is no developed security system embraced by Asia- Pacific's leading powers. Meanwhile, the 'Asian way' of consensus-based diplomacy has suffered greatly -- in coherence and prestige -- from the financial crisis which started in 1997. What the region needs is a limited and informal concert, based on the classical principles of European concert diplomacy. Such a framework would satisfy China's quest for enhanced international status, help US efforts to 'engage' China, and address the fear of Japan and Russia being marginalised if the Sino-US relationship develops into a true 'strategic partnership'.
