The COVID-19 pandemic created one of the biggest disruptions in human life. We were all confined within the walls of our homes or offices with day-to-day life worldwide seriously affected. In this context, access to and efficient use of technology determined the course of daily life for vast sections of the world's population. However, there was (and still is) a severe pre-existing global divide between the Global North and Global South vis-à-vis digital access. This paper attempts to understand this digital divide and how it has widened during the pandemic in the Global North and Global South with reference to India and the United States (US). This is initiated by analyzing certain factors within each country, namely positional and personal categorical inequalities. Through the cases of the US and India, the authors conclude that the COVID-19 pandemic has exacerbated the global digital divide between the two worlds, affecting core social sectors like education and health. The recruitment and retention of foreign talent are crucial dimensions of the global education and labour markets. This paper examines how entwined migration policies and corporate practices shape the development and flow of international skill. I pair an original dataset of employment histories with 105 interviews with skilled migrants and institutional actors to examine the process of skill and knowledge formation among foreign-born workers in the United States and return migrants in India. The findings show that employer-sponsored visas constrain the development of foreign skill and inefficiencies in the implementation of H-1B visas andgreen cards are contributing to return migration. Return migrants leave the United States with knowledge and skills in STEM and business that they developed while studying and working in the United States. At the same time, multinational employers are increasingly conceptualising migration experience as a skill, giving return migrants an advantage in their home labour markets. The global rise of populism and concomitant polarizations across disenfranchised and marginalized groups has been magnified by so-called echo chambers, and a major public health crisis like the COVID-19 pandemic has only served to fuel these intergroup tensions. Media institutions disseminating information on ways to prevent the propagation of the virus have reactivated a specific discursive phenomenon previously observed in many epidemics: the construction of a defiled 'Other'. With anthropological lenses, discourse on defilement is an interesting path to understand the continuous emergence of pseudo-scientific forms of racism. In this paper, the authors focus on 'borderline racism', that is the use of an institutionally 'impartial' discourse to reaffirm the inferiority of another race. The authors employed inductive thematic analysis of 1200 social media comments reacting to articles and videos published by six media in three different countries (France, United States and India). Results delineate four major themes structuring defilement discourses: food (and the relationship to animals), religion, nationalism and gender. Media articles and videos portrayed Western and Eastern countries through contrasting images and elicited a range of reaction in readers and viewers. The discussion reflects on how borderline racism can be an appropriate concept to understand the appearance of hygienic othering of specific subgroups on social media. Tobacco use is associated with an annual global economic cost of two trillion dollars and mortality of half of its regular users. Tobacco leaf cultivation is the starting point of the tobacco cycle. Tobacco farming employs millions of small-scale tobacco farmers around the globe, most of whom are out growers who rely on the tobacco industry. This paper aims to map the regions of greatest tobacco production globally (i.e., the US, Brazil, China, Indonesia, India, and Zambia) and tobacco use rates in these locations. Smoking rates were higher in those areas, except for India, where important population subgroups reported an upward trend for tobacco smoking. In general, there was a relationship between tobacco farming and tobacco smoking. Tobacco farming may lead to a higher risk of tobacco use and lower adherence to tobacco control policies. Therefore, promoting viable alternative livelihoods for tobacco farmers must have dual benefits. Additionally, specific health prevention policies might be necessary for those populations reporting higher tobacco use and lower perception of tobacco-related health risks. [ABSTRACT FROM AUTHOR]

This paper examines the evolving geopolitical developments in the Indo-Pacific region, especially through the lens of an India–US–China trilateral/tripolar framework. At a time when ‘strategic unease’ has become a defining characteristic of the region and ‘security alignments and strategic hedging’ a prevalent diplomatic tendency, this paper captures an evolving trend of convergence in the strategic visions of the three key Indo-Pacific players – India, China and the US, and rising bilateral strategic/defence cooperation between them. The premise that rural planning is place specific is demonstrated in this paper by tracing the changing emphasis of rural planning in the US and India. Approaches to rural development in the two countries, particularly as pertinent to the agriculture sector, intersected following Indian independence in 1947. Indian planners drew on the experience of the US at inducing changes in agriculture based on scientific experimentation and a government-financed extension system for dissemination and adoption and developed similar systems for India. Salient aspects of rural planning in the two countries are delineated including historical settlement, modern farms, corporate farms, globalization, rural services, poverty alleviation, equity, access, and environmental, economic and social sustainability. Their two trajectories illustrate how the emphasis of rural planning in each country is shaped by the complex specificities of rural places. The current convergence in the US and India on environmental sustainability, communications systems, housing, education, job training, and areas of inequity reflect global trends in rural planning. Current social work education in India reflects globalization priorities and tendencies of neo-colonialism that emulate curriculum priorities and duplicate content developed in countries like the USA. Social work education as implemented by countries like the USA, has limited success in transnational training of social workers and their ability to address emerging social problems and deep rooted structural imbalances within non-USA social contexts. Yet, the concept of the world being an emerging global village is used to justify and reaffirm the colonial goals of universal education and pedagogies within social work and its application to starkly different contexts, such as India. This paper argues against the imperialist nature of social work education through examples from social work syllabi from Indian schools of social work. Secondly, this paper examines the role of academic collaborations and international organizations in addressing the challenges in curriculum development. Finally, through an example from a Curriculum Development Project undertaken in a sub-Saharan African country by one of the authors, the paper demonstrates ways of generating more local content for curricula that would create culturally sensitive social services. This paper examines the grid of sentiment that structures medical travel to India. In contrast to studies that render emotion as ancillary, the paper argues that affect is fundamental to medical travel's ability to ease the linked somatic, emotional, financial, and political injuries of being ill 'back home'. The ethnographic approach follows the scenes of medical travel within the Indian corporate hospital room, based on observations and interviews among foreign patients, caregivers, and hospital staff in Mumbai, New Delhi, Chennai, and Bangalore. Foreign patients conveyed diverse sentiments about their journey to India ranging from betrayal to gratitude, and their expressions of risk, healthcare costs, and cultural difference help sustain India's popularity as a medical travel destination. Slumdog Millionaire's success in the US invites a broader question: have the film's many Bollywood flourishes and references created a wider appetite for its 'ancestors' from Bollywood? In addressing the question of Bombay cinema's penetration into the US mainstream, the paper argues that the germane issue is not the influx of Bombay cinema en masse into America's screens but rather the specific forms from Bombay that have captured the interest of US audiences. This form is such a departure from the internal conventions of Bollywood that it is more properly understood as Bollywood Lite, or Bollylite. Bollylite pillages formal characteristics from Bollywood while shearing much of that cinema's fabled social substance and political edge. Thus lightened, Bollylite travels, though with a remarkably limited commercial and critical half-life. Observing Bollylite's fortunes and the material conditions that produce it, the paper examines Bollylite films that have enjoyed successful distribution in the US market, most notably Karan Johar's 2001 hit, K3G. Literature on international migration from India in the past has focused on the formation and development of 'Indian diasporas'; that is, Indians who have moved to various parts of the world and maintain socio-economic, cultural and political lives in India as well as other countries. However, little attention has been paid toward 'temporary migrants' who have migrated to different countries with a temporary visa and in the course of time extended their visas to become 'permanent residents'. Temporary migration from India has become a common trend over the last two decades, especially since the acceleration of globalisation and the developments in the fields of information and communication technologies. Although it is argued that this type of migration took place in the past - for instance, Indians migrated to British, French, Dutch and Portuguese colonies during the nineteenth and early part of the twentieth centuries as indentured labourers for a period of three to five years and later extended their stays - what is new about the current trend is the new state policies of different host countries and the socio-economic and cultural background of the immigrants. This paper is an exploratory study of this contemporary phenomena of movement from 'temporary migrant' to 'permanent resident', a phenomena which has not been given much attention by academicians and policy makers in India. This paper summarizes the phenomenon of offshore outsourcing and relates it to the history and current state of engineering education and the engineering profession in Europe and the USA. In order to assess the climate affecting employment decisions by and about engineers we have used as sources mostly the serious press, with an emphasis on material dating from 2004 forward. The authors conclude that despite anxiety about the out-migration of engineering and technical jobs to places such as India and China, there is reason to see offshoring as the result of Western investment in capacity building in developing countries and to believe that the creation of new jobs will outpace the rate of job loss in Europe and the USA. The paper should serve as a prod to policy-makers and educators to set about creating an environment in which highly educated engineers and technical employees can continue a pattern of economic revitalization. This paper analyzes the expression of identities of first-generation (FG) immigrants from India in private and public spaces. Focusing on high-skill upwardly mobile professionals living in the Washington metropolitan area, the study found that despite “Indian” being a primary descriptor, these FG immigrants had developed hybrid identities that included Indian and American elements, considered themselves Westernized cosmopolitans prior to their arrival in the USA, and acculturated selectively in private and public spaces. Relatively privileged due to their socioeconomic class and anticipating little prejudice, these immigrants expected to navigate life in the receiving country with dexterity and ease by selectively expressing various aspects of their hybrid identities in different locales. Although not subjected to overt racism, they were surprised and distraught when confronted with slights that spoke of their separation from mainstream America in public and semi-public spaces, particularly when the marginalizing events occurred in spaces where they believed they belonged. Intelligence is a critical component for all counter-proliferation activities. It allows us to assess and determine what makes up the current threat environment in terms of the proliferation of nuclear weapons and technology. When informed with an accurate assessment of the situation, policy-makers are better suited to counter the proliferation threat. However, success and failure hinge upon how well information is managed during the intelligence process. The intelligence process as it relates to estimating nuclear capabilities or intentions is wrought with many challenges and complications. The denial and deception techniques employed by states running covert weapons programs and the dual-use nature of many weapons components create many difficulties for intelligence organizations. Additionally, illicit transnational networks obscure the situation further by serving as a source, for both nation states and non-state actors, for acquiring dual-use commodities and technologies. These challenges can lead to the miscalculation of a state's capabilities or intentions, as witnessed with the case of Iraq in 2003 when western intelligence services grossly overestimated the capabilities of Saddam's regime. This paper presents a comparative analysis of three cases of nuclear proliferation: India's 1998 nuclear tests, the exposure of the A. Q. Khan network and Iran's nuclear program. Faith ethos education has subjective elements in it that are elusive to planners and administrators of national and international systems. This paper looks at how Sikhs, a minority group both in India and in other countries to which they have migrated manage to retain their faith-based education programmes successfully and yet relate to the educational systems and practical needs of the society in which they live and work. The countries studied are India, the UK and the USA. Although recognition has been given to faith-based education in community development by international planners, the factors that link spiritual development and culture in education with social development have been neglected in research on education's contribution to socio-economic development. Critical, or national, information infrastructure protection, referred to as either CIIP or NIIP, has been highlighted as a critical factor in overall national security by the United States, the United Kingdom, India and the European Community. As nations move inexorably towards so-called 'digital economies', critical infrastructure depends on information systems to process, transfer, store and exchange information through the Internet. Electronic attacks such as denial of service attacks on critical information infrastructures challenge the law and raise concerns. A myriad of issues potentially plague the protection of critical information infrastructures owing to the lack of legal regulation aimed at ensuring the protection of critical information infrastructures. This paper will highlight the legal concerns that relate to the denial of service attacks on critical information infrastructures and provide an introductory overview of the law as it relates to CIIP in Australia. Significant developments have occurred in India in the past three to four decades with respect to the state of natural resources and human population, as part of various watershed programs. Much experience has been gained by governmental and non-governmental institutions and by the stakeholders engaged in these endeavors. Although there are many success stories that credit these interventions, much more effort is required to bring the benefits to all regions and remote areas of the country. There have been many management practices and intervention strategies that have evolved from this long learning process, but more pointed research in this regard is required for developing newer technological methods suited for specific situations. Greater research is needed for identifying better institutional strategies applicable to watershed management in different socio-economic conditions and in different physiographic regions of the country. One of the major impediments to the success of most watershed programs is the lack of coordination among the many governmental institutions mandated to run these developmental plans. A sizable amount of about Rs. 1,600 crores is invested annually in improving the conditions of watersheds around the country. Watershed programs can become much more efficient and cost-effective if the roles and responsibilities of all the partners and stakeholders are clearly defined and followed up for ensuring stricter accountability. A countrywide comprehensive and integrated watershed management information system that utilizes the state-of-the-art GIS, database, and web technologies will further consolidate achievements and improve accountability and efficiency of watershed management programs. The paper studies regional (spatial) inequality in the five most populous countries in the world: China, India, the United States of America, Indonesia and Brazil in the period 1980-2000. They are all federations or quasi-federations composed of entities with substantial economic autonomy. Two types of regional inequalities are considered: Concept 1 inequality, which is inequality between mean incomes (GDPs per capita) of states/provinces, and Concept 2 inequality, which is inequality between population-weighted regional mean incomes. The first inequality speaks to the issue of regional convergence, the second, to the issue of overall inequality as perceived by citizens within a nation. All three Asian countries, show rising inequality in terms of both concepts in the decade of the 1990s. Divergence in income outcomes is particularly noticeable for the most populous states/provinces in India and China. The United States, where regional inequality is the least, shows further convergence. Brazil, with the highest level of regional inequality, displays no trend. A regression analysis fails to establish robust association between the usual macro variables and the two types of regional inequality. [ABSTRACT FROM AUTHOR]

Outsourcing of jobs, particularly the growing practice of sending the jobs of U.S. knowledge and communication sector workers to other countries, has become a significant issue in academic, policy and media circles. The paper begins by defining knowledge workers and summarising debates about their significance dating from the 1950s. Next it considers prevailing views about the problem which centre on the fear of massive job loss to low-wage nations like India and China and prevailing solutions offered by labour- stop outsourcing wherever possible, and by business-outsourcing can only be curtailed when business and labour grow smarter. Each of these views conveys an essential truth but each deals only with symptoms of a significant transformation in the international division of labour. Understanding this transformation, and the role of information and communication technologies, leads us to consider key dimensions in the complexity of outsourcing: developed nations like Canada and Ireland have benefited as recipients of outsourced jobs; less developed nations like India are not just recipients of outsourced jobs, they are beginning to lead the process; in spite of "end of geography" promises, place matters and culture counts; and, finally, resistance takes a multiplicity of forms. G. C. Holzworth was the first to suggest a method of determining morning mixing heights over an urban area. This method, when applied to some Indian stations could not yield proper results under all circumstances and at all times. These points are thoroughly discussed in this paper. A modified method, which suits well in all seasons and to all stations in India, has been suggested by the present author. Daily urban morning mixing heights are determined based on the modified method and from that mean monthly and seasonal values are evaluated and discussed. During post-monsoon, winter and summer seasons the heights are very shallow, while they are fairly large during the southwest monsoon season The coastal regions show greater depths than the inland ones. This article presents information on the achievements and activities of the International Water Resources Association (IWRA) of the United States. IWRA has achieved considerable landmarks in the year 2005. The Association has leaped forward despite major water disasters in the world starting with South Asian Tsunami and the major damage of Hurricanes in the United States and the persistent drought in Africa. The Association has also completed the 12th World Water Congress in New Delhi, India. Around 500 participants from 50 countries attended the conference. They presented some 200 papers and key note addresses focusing on the contemporary water issues of the day. In this conference, the members of the Association added several special sessions to highlight specific regional water issues of interest to all the participants. It was a learning experience for all the participants. The occasion was accompanied by an excellent dose of cultural events and surrounded with traditional Indian hospitality. Apart from the New Delhi conference IWRA has sponsored and co-sponsored several events in the United States, Finland, Sweden, Italy, Egypt, China and elsewhere to strengthen the dialogue on water issues across the world.
