The traditional definition of retranslation as the second or later rendering of a work into one same language is necessarily transformed when seen from a perspective informed by multimodality and intermediality. While the influence of multimodality on our understanding of translation practices has been variously discussed in the literature, little has been said about the relation between multimodality, intermediality and retranslation. Accordingly, this paper has two goals. Firstly, it seeks to discuss how multimodality and intermediality may have an effect on our theoretical knowledge of retranslation. Secondly, it aims to illustrate these theoretical observations through the analysis of different textualities originating in Bashir Lazhar, a one-character play by Québécois playwright Evelyne de la Chenelière. Of particular interest to build the present case study are the French and Spanish versions of the dramatic text as well as a specific stage performance delivered by French-Mexican actor and translator Boris Schoemann in Mexico City in 2012. In this paper, I examine the emergence of discourses on the indigenous during the postrevolutionary period in México (1920–1940), focusing on the Lake Pátzcuaro region, an iconic national landscape, and an indigenous region in central west México. Understood in terms of practice, this paper uses landscape as a lens to examine questions of identity, discourse, and power, emphasising its relational, constructed nature. It focuses on the set of discursive practices known as indigenismo. The central idea posed in this paper is that although postrevolutionary indigenismo served as a tool for governance, it also provided a language for the indigenous people to articulate their demands, enabling the articulation of indigenous identities. Memorial landscapes are in constant transformation and their values reshape as history is being written. What effect does public opinion have on changes to these spaces? Recently, at an iconic monument in Mexico City a heated debate surrounding gender and the reshaping of the memorial landscape has engaged officials, conservators, protestors, and the public. The preservation of the Column of Independence has been contested from a feminist angle. Re-examining collective memory and heritage preservation in this dynamic space is difficult using traditional theories and practices. This paper reveals the lack of theories and practices available to heritage practitioners to cement new expressions of communicative memory into the cultural memory enshrined in the memorial landscape. The erasure of the contributions of women in the memorial landscape is highlighted. Using a panel data set of the 32 Mexican states and the 10 years from 2008 and 2017, this paper estimates the potential contribution of migration to international trade and foreign direct investment (FDI). In the context of Mexico and the United States, we estimate models with a generalized propensity scores (GPS) methodology in order to account for the endogeneity of the migration decision, in addition to baseline gravity models. We find a generally positive and significant relationship between Mexico-US migration and Mexico-US imports, exports, and inward FDI from the US to Mexico. While mixed evidence is found across the various gravity estimations regarding the relationship between Mexico-US migration and inward FDI from the US to Mexico, the GPS results signal consistency across various estimations. Even when controlling for size of the state population, size of the state economy, distance from the capital city of each state to the Mexico-US border, and the fact that a state is on the Mexico-US border, basic results remain consistent. We conclude that in this context migration complements trade and inward FDI, and point to transnationalism as a central factor that leads to migration's positive contribution. [ABSTRACT FROM AUTHOR]

How were solidarity campaigns transnationally organized and locally performed? To answer this question, this paper examines anti-imperialist solidarity campaigns and their role in the politics of Mexico City in the 1920s. The paper analyzes two political movements: the campaign against the conviction of the Italian-American anarchists Sacco and Vanzetti in the United States and the campaign in solidarity with rebel general Augusto César Sandino who fought against US troops in his native Nicaragua. Transnational solidarity campaigns, it is argued, were an important link between local radical activism and global movements as solidarity had to be performed locally and envisioned globally. Demonstrations, economic boycotts, and public fundraising campaigns were means to perform solidarity in the city, linking local activism to the global anti-imperialist movement. With the example of activism in Mexico City in the post-revolutionary 1920s, this paper analyzes performative and ideological change over time and how the asymmetric potential of localization and globalization affect transnational solidarity campaigns. Heteromeyenia is an important genus of freshwater sponges characterized mainly by the presence of microscleres acanthoxeas. So far, two species are known from Mexico; H. baileyi and H. latitenta. In this paper, we redescribed H. latitenta and described the new species Heteromeyenia riojai sp. nov. from a morphological and molecular perspective. The main morphological characteristic of H. latitenta is the foraminal aperture of the gemmule, which is a prolonged tube, from which flattened cirrous appendages extend laterally; a characteristic absent in H. riojai sp. nov., which bears a short and slightly elevated foramen. The new species is distinguished by having acanthoxeas with fusiform to knobbed tips, gemmuloscleres in a single category, which are radially embedded in the theca of the gemmule. Due to the similarity in the form, size of the spicules, and geographic distribution of H. riojai sp. nov., and H. baileyi sensu Rioja, we considered that the Rioja's records must be assigned to the new species. We also aim to establish the phylogenetic relationships of the genus through nuclear-ribosomal molecular markers ITS2. Tree topology showed the Heteromeyenia species clustered together in a robust clade and closer to Corvomeyenia sp. (family Metaniidae) than to other Spongillidae genera. Our results support the previous molecular hypothesis, which strongly suggests the polyphyly of Spongillidae, even more in genera as Heteromeyenia and Trochospongilla, which displayed a large genetic distance with the other members of Spongillida. This paper explores the configuration of families between humans and companion animals, focusing on the shifting domestic dynamics and the rise of pet families in urban milieus. These configurations represent characteristic ways of living in the context of youth middleclass sectors in the 21st century. At a methodology level, we conducted a survey, 27 in-depth interviews, and a review of 3,000 profiles on social networks and dating apps of youth users from Buenos Aires and Mexico City. Over the past decades, family subjectivation devices have undergone a global transformation. While these changes coexist with classical arrangements, especially in large cities, there is an increasing prevalence of affective bonds, forms of cohabitation, economic agreements, vital commitments, and even decisions regarding having or not having children that overflow the historical meanings of the family. Therefore, the construction of analyses such as "ways of living together" seeks to decenter the family configuration as the sole matrix of analysis by linking these practices with broader transformations that can be contemplated within the realm of "the common." This article explores the circulation of the terms lesbiana and queer (cuir) in Mexico City. More particularly, I discuss how de ambiente and la diversidad sexual, which capture the spirit of queer politics, predominated in the 1990s and early 2000s, to be surpassed by lesbiana in the 2010s, in lesbian communities. While the circulation of lesbiana parallels, permeates, and impregnates cuir genealogies too, I suggest here that its continuity, and stronger resurgence in the 2010s, relates to acute attention to structural violence in the region, particularly in the face of feminicides. At such moment young activists "twist" lesbiana genealogies to give place to new terms such as lesboterrorism. I pay particular attention to lesboterrorismo, a new theoretical formulation young activists developed in the midst of militarization, gore capitalism, and graphic violence against women's bodies. This paper is informed by ethnographic fieldwork I have conducted since 2000, including participant observation, 40 qualitative interviews with women participating in lesbian spaces in Mexico City, and the review of newspapers. In the context of decreasing food security, and as part of the '100 Resilient Cities' group, Mexico City (CDMX) has committed itself to achieving resilience through local food systems, green infrastructure and ecosystem services development. This paper reports on two surveys mapping the distribution of species of edible plants growing in publicly accessible interstitial spaces (e.g. central reservations and pavements) in subtropical, central CDMX. It also reports on an initial assessment of the feasibility of using such spaces for foraging. Rather than improving everyday food supplies, the maintenance of these spaces as areas for emergency foraging would ideally increase urban resilience in the face of extreme food supply shocks. The surveys used a direct species identification approach whilst walking ∼20 km of streets and identified thirty-six species of edible plants including not only fruits and herbs, but also vegetables. The results permitted the satisfactory assessment of three out of five feasibility conditions: (i) suitable growing conditions, (ii) provisioning capability and (iii) the existence of multiple plant dispersal pathways (including both natural processes and deliberate planting, as well as, more speculatively, unintentional human-mediated dispersal). Two other important feasibility conditions for foraging – (iv) usage and (v) a favourable planning environment – were not able to be judged based on the field data. CDMX promotes the planting of fruit trees in avenues, but this paper shows that local socio-ecological systems sustain a greater variety of edibles growing in a wider range of interstitial spaces. The purpose of this paper was to analyse the issues surrounding recent declarations of opening of some documentary collections related to human rights violations and crimes against humanity in Mexico (M68 and CISEN), sheltered by Mexico's General Archive of the Nation (AGN, by its Spanish acronym). The paper focuses on two modalities of epistemic injustices: testimonial injustices and hermeneutical injustices. These terms are contextualized within the nature and the construction of social reality through archival collections, and are identified by the types of injustice involved with the historical processing of these collections. One dimension of the right to information (according to the Mexican rule of law), refers to the prerogative to have access to public records and documents, which is supported by the constitutional right to access plural and timely information. This work presents a social engagement with a group of human rights documents that are a relatively new, potentially unfamiliar, and understudied phenomenon to an archival audience. These documentary collections are important, since they contain information gathered by the authorities of the period known as 'Dirty War', but also testimonies of victims, families, and national and international journalists who lived the facts. Many of the gases released by industrial processes pollute the environment and are largely responsible for climate change. Also, large amounts of low-temperature waste heat are generated by the industrial sector in different production processes. The waste heat can be recovered and reincorporated into the industrial process by means of an Absorption Heat Transformer (AHT), to reduce greenhouse gas emissions, reduce the consumption of fossil fuels, and increase energy savings. Therefore, three important aspects of the AHT are emphasized in this paper: first, the thermodynamics parameters of the AHT that influencing in its performance, second, heat recovery study and third CO2 emissions avoided analysis. For this purpose, a thermodynamic model was implemented for AHT using two working mixtures, namely, LiBr- H2O and Carrol-H2O. Besides, a heat recovery study was carried out considering the Mexican textile industry as a case study, to determine the stages of the textile process in which it is possible to return the recovered heat, as well as the best location to install an AHT. The results show that the Coefficient of Performance values increase when the absorber thermal levels range from 100 to 150°C, source temperatures from 80 to 90°C and condensation temperature from 25 to 30°C. The study of heat recovery in the textile industry describes that it is possible to install an AHT at five states in Mexico, with the potential to recover and return heat in 6 of the 7 stages of the textile process, it was also determined that with the Carrol-water mixture it is possible to obtain higher thermal levels in the absorber and recover more heat than with the water/lithium bromide mixture. The emissions analysis showed that the technology is environmentally sustainable by avoiding up to 119 tonnes of CO2eq per year into the atmosphere. [ABSTRACT FROM AUTHOR]

The Colonia Federal neighborhood in Mexico City presents a striking octagonal urban form. Spread out over 83 hectares adjacent to the international airport, it is home to some 12,000 people. This paper examines the origins of the neighborhood in the city's postrevolutionary zeitgeist, and its development over time amid the vicissitudes of legal battles and infrastructure delays. It further considers changes that have transformed the neighborhood over the past two decades, including upzoning, an aging population, and a growing spate of demolitions to replace single-family homes with apartment buildings. Finally, the paper takes a close look at the subtle navigational affect induced by the neighborhood's diagrammatic form. In the end, despite its extraordinary design, Colonia Federal has developed into a surprisingly ordinary neighborhood, one that began with lofty ambitions for the creation of an instantaneous utopia, but grew through the incremental, adaptive, make-do urban process typical of Mexico City. Some drivers push for a transition towards sustainable and integrated urban water management while involving the community in decision-making. The Transition Management framework has been used to study how to empower experiments and promote sustainable transitions. However, there is no proper recognition of how to involve the community as part of the transition processes, especially in developing countries. This paper analyses the 2007–2012 Magdalena River restoration project in Mexico City to understand community participation in water management transitions, while recognising how different social groups are involved and react to transition experiments. This research points out the difficulties that influence community participation and the necessity of addressing these difficulties while considering the heterogeneous community character. Recent tendencies in the operation of Global Value Chains (GVC) have indicated an increasingly asymmetric distribution of benefits in terms of the participating countries and different layers of workers. This paper employs the World Input–Output Database to calculate the working hours and wages embodied in manufacturing exports between the US and Mexico, by country of origin and skill level, from 1995 to 2008. In purchasing power, the increase in total wages paid in the US, generated by the bilateral trade, was significantly higher than that of wages paid in Mexico, even though the additional number of hours worked in Mexico was seven times higher. For the US, the results ratify the loss of jobs after 2001, but with an upgrade of the skill structure. We conclude that the trend towards replacement of low-skilled labour by more capital-intensive systems occurs within GVC to the detriment of the incomes of low-skilled workers. Museums are platforms that empower us to bring civilization to a higher level; they exist to expand our understanding of human history and preserve the heritage. At the turn of the century, two young Mexican women, Sharon Zaga and Mily Cohen, had the unbelievable dream of building a museum of memory and tolerance in Mexico City. This discussion paper explores how the exhibitions of human intolerance at Museo Memoria y Tolerancia in Mexico City can change societal attitudes toward tolerance and historical memory. As a result, this place became not just a museum, but a place going beyond the idea of a museum and art, telling its visitors about the importance of historical memory, showcasing genocides, and ultimately touching on the importance of tolerance. In this research, the response of high voltage transmission towers under wind load patterns is discussed from the point of view of structural reliability. The paper focuses the attention on the response of two existing tension towers that are part of the 400 kV circuit at the perimeter of Mexico City. Two hundred nonlinear pushover analyses were carried out in detailed models in order to study peak demands in the critical structural elements in tension, compression and in the critical support to establish the vulnerability as a function of the: i) variability of the lateral load pattern and ii) the material overstrength from commercial profiles available in the local market. Based on the results, the global buckling of the elements in the mid-height led to a fragile collapse mechanism, regardless of the applied loading profile. This observation represents a research opportunity in the design practice for the existing towers. The study identifies a dependency between the collapse mechanism and the structure height, which is not currently considered by the specialized codes. [ABSTRACT FROM AUTHOR]

The crucial role of the informal economy in urban environmental management is yet to be acknowledged in policy-making. This paper explores the sustainability discourses that shape urban environmental policies, and how they relate to different conceptualisations of the informal economy. Focusing on Mexico City, this paper analyses the discourses of policy-makers and their reflection in the city's waste management plan. Results show reformist and radical discourses of sustainability are correlated with preferences as to the integration or exclusion of the informal economy in environmental policy. In addressing Mexico City's environmental challenges, policy-makers have embraced a reformist sustainability discourse that focuses on technological fixes to environmental degradation and promotes a techno-managerial mode of governing. This discourse is correlated with a view of the informal economy as a barrier to the sustainability transition, which leads to the exclusion of informal workers from the policy arena and renders invisible their working conditions and their contribution to urban life. The paper concludes that the reformist sustainability discourse obscures and reproduces environmental injustices – repoliticization of the sustainability discourses shaping urban environmental policies is necessary to achieve sustainability transitions that are also socially just. In recent decades, seismic vulnerability studies in residential Historic Districts have increasingly resorted to simplified assessment methods, which, very often, are grounded on idealized models obtained from the analysis of the most recurring material and geometrical features in a specific area. This paper aims to discuss the procedure to get residential building models appropriate for simplified seismic vulnerability studies at Historic Downtown of Mexico City (HDMC). The models are built based on a comprehensive analysis from post-seismic reports, web-based inspections (i.e. 3D buildings in Google Earth and Street View 2017 panoramic), and existing literature in broad research domains – from history to urbanism, architecture, and conservation studies. From that analysis, it was obtained a set of building models organized into nine material classes (i.e. M1-M9), and four geometric categories (i.e. A, B, C, and D), whose matrix combination enables a final classification of 36 typologies. Walking for transportation is a common and accessible means of achieving recommended physical activity levels, while providing important social and environmental co-benefits. Even though walking in rapidly growing urban areas has become especially challenging given the increasing dependence on motorised transportation, walking remains a major mode of transportation in Latin American cities. In this paper we aimed to quantify self-reported walking for transportation in Mexico City, Bogota, Santiago de Chile, Sao Paulo, and Buenos Aires, by identifying both walking trips that are conducted entirely on foot and walking events involved in trips mainly conducted on other means of transportation (e.g. private vehicle, public transit) among individuals ≥5-years old. We show how walking-only trips account for approximately 30% trips in the analysed cities, and we evidence how the pedestrian dimension of mobility is largely underestimated if walking that is incidental to other transportation modes is not accounted for: when considering all walking events, we observed an increase between 73% and 217% in daily walking time. As a result, we estimated that between 19% and 25% of residents in these cities meet the WHO physical activity guidelines solely from walking for transportation. The results of the study also suggest that the promotion of public transportation in large Latin American cities can especially help certain population groups achieve the daily recommended levels of physical activity, while among low-income groups accessibility and safety seem to be the key challenges to be addressed. Propolis tinctures are popular alternative medicines, but mandatory labeling requirements relating to the inorganic content or percentage of ethanol are absent. Knowing the elemental content is useful for quality assurance/quality control of the tinctures between batches, as well as the safety of the products for consumers. Microwave plasma – atomic emission spectrometry (MP-AES) is a relatively low-cost, robust, multielemental technique that can analyze ethanolic extracts of propolis following minimum sample preparation. However, there are no published papers using MP-AES for this application. The technique was evaluated for the determination of sixteen elements in lab-made preparations and in 23 products from markets in Mexico. The matrix effects of the ethanol content of the samples were also evaluated and were found to affect the detection limit of some elements. There was high variability in the elemental composition of the major (K, Fe, Mg, and Na) and minor (Al, Cd, Co, Cr, Cu, Mn, Ni, and Zn) elements among the samples. The median concentrations of cadmium, and lead in the propolis tinctures were below 0.28 µg·L−1 and 2.8 µg·L−1, respectively. [ABSTRACT FROM AUTHOR]

This paper studies Latin American sport from an International Relations perspective. Considering that systemic imperatives are overlooked in most sports studies and that power is not conceived as a comprehensive element that drives state action, the focus here is to study the relationship between the international power structure and sports performance, analysing the correlation between the World Power Index (WPI) and the medal table of the Pan-American Games from the edition of Mexico City 1975 to Lima 2019. The results show that there is a positive and strong correlation in the different periods of time evaluated, but even with that, we do not defend that there is an automatic conversion of national power into the medal tables at the Pan-American Games. In conclusion, this article argues that from International Relations, the International Structure configures the medal plans of countries, namely, where they want to be positioned in the final rankings, which in the end, shapes the medal table of sports competitions. The seismic response of structures to strong ground motions is a complex problem that has been studied for decades. However, current seismic regulations do not assess the potential level of damage that a structure may undergo during a given seismic event. This will happen in spite that the design objectives for any structural system are formulated in terms of acceptable levels of damage. This paper develops simple expressions to estimate plastic energy demands for soft soil sites (particularly, those located in Mexico City) capable of generating long duration narrow-banded ground motions. To overcome the limited scope of previous studies, about 35,000 seismic simulations were performed using two scaling methodologies: linear and seismological. A new simplified relation between plastic hysteretic energy and maximum ductility demands is presented, and also, a discussion offered on how this relation can be used to allow for an energy-based design aimed at controlling structural damage under the explicit consideration of low cycle fatigue. Preventive conservation plans must include the collaboration of all the different departments within an institution to be able to diagnose the situation, provide proper maintenance, and allocate a budget. Preventive conservation entails understanding the collection's needs, organizational culture, institutional priorities, and risk factors. Beyond the intervention of objects, the conservator is the creator of guidelines and the implementer of solutions. In this paper, need-based approaches are provided showcasing how tailor-built preventive conservation plans became merged into the backbone of everyday activities. In the Louis C. Morton Auction House in Mexico City, diagnosis tools were adapted, redefining conservation terms within a business-oriented model to guarantee success. In the National Museum of Art in Mexico, the sustainable preservation plan categorized actions within their realization capability. Tasks were allocated to different departments and suppliers; outsourcing, not the responsibility, but the commitment of continuity with service providers via contracts. At the Israel Museum in Jerusalem, the complex conservation projects have focused on high standard continuity. Motivating people to participate in the steady innovation, an encyclopaedic museum must have not only to conserve its collections, but also to serve as an international example. Mexico recently introduced an accounting–budgeting framework compatible with the International Public Sector Accounting Standards (IPSAS). This article discusses the implementation of this framework, including the harmonization of information for the functional, administrative and economic budget categories for all Mexican states and for Mexico City. The author analysed public accounts and budgets prepared under the framework's information requirements, as well as assessing the harmonization of accounts between the local, state and national levels of government. The results show an increase in both the amount and the harmonization of the public expenditure information being reported. This paper contributes to the literature of harmonization between financial reporting and budgeting processes (Dabbicco, G., & Mattei, G. (2020). Good financial information is necessary for the supervision and accountability of public officials. In developed countries, budget information is considered a protection from wastefulness and corruption. By analysing how budget information at the local, state and national levels in Mexico is presented by the corresponding authorities, and by assessing how harmonized this information is across the Mexican states, this article updates practitioners regarding the quality of governmental financial information and the 'best practices' in the country. The relationship between migration and gender roles has received increased attention in recent decades but most of the literature has focused on transnational migration while the relationships between transnational and internal migration, and gender roles and internal migration have not been widely studied. In this paper, I analyse internal migration as a ‘transborder experience’. I argue that indigenous women from Zegache who engage in internal migration to Mexico City pose greater challenges to ‘traditional’ gender roles in their community because their experience as single young women navigating Mexico’s capital and their reliance on female social networks allow them to obtain social legitimation by claiming migration experience and courageousness. I contrast migration to Mexico City with transnational migration. Although transnational migration challenges, to some extent, existing gender roles, women from Zegache who migrate transnationally often do so as part of couples and within gendered social networks. Information about several papers presented at the 47th Congress of the International Psychoanalytic Association (IPA), Mexico City, from 3 to 6 August, in Mexico city, Mexico, proposed by the Project Committee on Clinical Observation, are given. Panelists included psychoanalysts Ricardo Bernardi and Pablo Cuevas. Papers presented included three level model for observing patient transformations, the conceptualization of the main diagnostic dimensions and importance of diagnosis in clinical work.

Cemeteries could be regarded as non-social spaces due to a believed negligible amount of daily social activity between the living, the dead and the space. At the same time, the spaces of the dead are regarded as spiritually charged, dangerous and even polluted. My paper suggests that the spaces of the dead, such as the cemeteries of Mexico City, are clear examples of dynamically active memory-making spaces in which the dead are daily revered, socialised and memorialised through a combination of secular and religious contemporary funerary practices, the daily interaction between the living, the dead, the ánima and material culture. The paper analyses the phenomenon, socio-cultural and political conditions of the objectification of the dead in the internal and external spaces of the cemetery. The paper includes the investigation of life histories of its workers, mourners and daily visitors in order to explore why various communities in Mexico City have embraced and revered the materialisation and objectification of the dead such as the following of the Santa Muerte. This paper then digs deeper into the array of meanings interwoven into the fabrics of social life and spiritual stability of the living, in which the widespread embrace of material culture plays a dynamic role in the contemporary social rituals dedicated to the dead in the cemeteries of a megalopolis. The purpose of this study is to investigate online purchase intention in emerging markets focusing on the impact of perceived usefulness of online reviews, trust and perceived risk. The results were obtained by an online survey answered by 380 online shoppers in Mexico City. Results from partial least squares structural equation modeling (PLS-SEM) using SmartPLS indicate that perceived usefulness of online reviews influences in trust and online purchase intention. Trust has an inverse relationship with perceived risk and influences positively in online purchase intention. The authors did not find perceived risk to influence directly in online purchase intention. The results suggest that companies should seek to enhance customers to share their positive online opinions in order to improve trust and encourage online purchases. Transportation system and its Urban Transportation Infrastructure (UTI) influence an area´s economic health and quality of life because they provide the background in order the people to perform their everyday activities. Nevertheless, transportation activity generates certain negative externalities like congestion, road accidents, poor air quality that affect the people physically, emotionally and socially. These externalities become severe via the urbanization-metropolisation phenomenon that increase the distances for territorial displacement, generating major mobility demand and car usage. Consequently, an approach to urban planning is required, which would prioritize sustainable mobility. This paper's objective is to help the implementation of Integral Mobility Plans by focusing on the case of Mexico City. This can be achieved through the application of structural analysis method in two steps: first, we facilitate the identification of the interlinks among the essential urban structure's components for sustainable mobility. Second, we evaluate the effectiveness of the public policies-strategies that form part of Mexico City's Integral Mobility Plan and organize them in order of importance. The results show which UTI elements should be considered primarily for sustainable mobility and which public policies-strategies should be prioritized in order to implement the aforementioned plan effectively. Cities are both significant emitters of carbon dioxide and centres of innovations that may contribute to de-carbonizing our societies. More voices claim therefore that local authorities should be included in efforts to mitigate climate change. However, few studies have analysed how local authorities manage carbon and climate in urban areas in middle- and low-income countries. Yet, the institutional settings and governance structures of such cities are different from those prevailing in cities of wealthy countries. This paper aims to fill this gap by exploring: (a) whether and - if so - how local authorities in Mexico City actually 'manage' carbon emissions; (b) how the city's evolving governance structures function and whether they 'fit' with the problem they address; and (c) how institutional capacity constrains authorities' management efforts. The paper suggests that policy networks and research groups have been critical in launching a climate agenda. Nevertheless, this has not been enough to push effective policies. The COVID19 pandemic wreaked havoc on the arts, particularly the performing arts, where live audiences are an important part of the creative process. In spite of the immense roadblocks created by this crisis, artists around the world began to shift their craft online. No where do we see a more rapid shift than in Mexico City, propelled in part by the theater department at the Universidad Nacional Autónoma de México. This paper will look at the ways in which small theater companies were able to move their current productions online in the weeks following the shutdown, and how they evolved over the course of 2020 and into 2021, innovating and creating new digital-theatrical spaces via platforms like Zoom, YouTube, and Facebook live. Building on an ethnography of contemporary art worlds and intellectual life in Mexico City, this paper re-evaluates the dominant concepts that form the so-called ethnographic turn in contemporary art, including the emblematic concept of ethnography. To the ethnographic turn's largely sensorial, historical, people-oriented, cosmopolitan and postcolonial mode of attention, the paper juxtaposes another form of contemporary anthropological inquiry with alternate conceptual constellations and affective modes of research. The proposedcontemporary anthropologyaffirms joyful pedagogies of the concept, cultivates modes of caring for assemblages, designs collaborative researchmise-en-scènes that secede from national, diasporic and cosmopolitan geographies, and welcomes those risky creative acts that harbour untimely and non-organic modes of life. This paper chronicles the implementation of water service privatization to combat severe water shortage in Mexico City, also known as the Distrito Federal (DF), from 1994 to 2011. Initially, the DF's administration successfully employed private actors to provide more extensive and efficient service while retaining public control of infrastructure. Privatization in the DF was unique in its competitive service structure and the support provided it by the city's populist government. However, political manoeuvring stalled progress in contract governance, network extension, and regional coordination, suggesting the need for more robust accountability structures linking municipal and national political outcomes to household service delivery. An improved theoretical understanding of how stakeholders can collectively manage common pool resources in the urban environments of middle-income countries is also essential. [ABSTRACT FROM AUTHOR]

This article reads the works of Mario Bellatin, a writer and artist working in Mexico City, as paradigmatic of new artistic and social forms. It examines a number of spheres of production (performance, pedagogy, novels, the plastic arts) but maintains the centrality of the operation of writing. Bellatin's writing, the article suggests–in a way that is notably distinct from many of contemporaries' resentful attachment to the Spanish American narrative boom–toys with but cannot ultimately be made legible through the modes of national-political allegory that so often determine readings of Latin American texts. History's virtual ‘failure’ to appear legibly in Bellatin's work suggests a new way of understanding allegory—of indeed reading Latin American writing—under what the paper calls interregna1 times. That is, the paper argues that today there is no order or sovereign condition—no social formation, no future project or shared history—that would guarantee the legibility of history's inscription in these texts and this illegibility is precisely the trace of the historicity of the present. For many low-income households in cities of the developing world, 'self-help' or informal housing provides not only their shelter, but also functions as a vital productive asset. The land accessible to the urban poor for informal housing, however, is often remotely located in the urban periphery. While providing access to shelter, such peripheral locations may undermine the potential of shelter to serve as a productive asset, especially for women whose mobility is constrained by their dual roles as care-givers and wage-earners. This research explores how location influences the potential of housing to serve as a productive asset in two informally settled communities in different parts of Mexico City. The paper argues that the 'right to shelter' associated with informal housing needs to be 'scaled-up' to include the 'right to the city' through closer consideration of the linkages among shelter, location, and livelihoods. Such a policy focus necessarily situates housing in a broader socio-spatial context and would serve to complement the prevailing emphasis on community or place-specific upgrading activities in informal or low-income settlements. Latin America's problems of underdevelopment most adversely affect the region's indigenous, black and mulatto citizens. This paper argues that Latin American governments should thus incorporate race and ethnicity in their Millennium Development Goals (MDGs), which seek to reduce social exclusion in the region by 2015. However, most Latin American countries do not collect race and ethnic data or do so inappropriately and thus there is an urgent need for census and national survey systems to begin collecting such data. This paper describes the data that currently exist and proposes how to improve data collection so that equitable development can be properly monitored. This article is based on a 'concept paper' that was prepared in 2004 for the Inter-Interagency Consultation on Race and presented at the World Bank in February 2006. In connection with the democratic transition in Mexico, several autonomous organisms were created by constitutional amendment, in significant public policy areas. However, these same organisms came under increasing criticism over the past years, as technocratic and illegitimate, in the country's national media. Institutional confrontation followed. We discuss this conflict employing our own theoretical proposal on sources of bureaucratic legitimacy. Furthermore, based on key informant interviews, we examine the understanding of senior officials who serve at autonomous organisms about their role in Mexican democracy, and how this understanding informs and orients their work toward strengthening the legitimacy of their own institutions. Language is the most immediate tool of inclusion into a social group and as such is central in creating, understanding and participating in the group. Language policy can serve, establish and organise such groups, and to assure that they are maintained and implemented for posterity. Language policy in education is imperative for a group to build and maintain its past, present and future. This paper discusses the formulation of a language policy in the Jewish Educational Network of Mexico City, following its daily management. More specifically, this paper will address: (1) the discrepancies between the minority's language policy and ideologies and its reality; (2) the status of Hebrew as a burden or a benefit in pacesetting language education in this community; and (3) the outcomes of implementation of a language policy ‘by proxy’ (i.e. a policy created elsewhere to be carried out locally). This paper uses time series and panel cointegration techniques to estimate the effect that fares, income, quality of service and fuel prices have on the demand for the Mexico City metro. Fares and fuel prices are not cointegrated with patronage, income or quality of service. We estimate zero own and cross price elasticities of demand suggesting either that fares are too low relative to incomes or that the vast majority of users are metro-dependent. The results also show that income elasticities are negative and close to unity in the long run while service elasticities have a positive but less than proportional effect on demand. This suggests that, in the interest of promoting sustainable mobility, quality of service will need to improve at higher rates than income. [ABSTRACT FROM AUTHOR]
