This paper presents a case study of a book reduction project undertaken by an academic library. The project aimed to reduce the size of the library's monograph collection by 61% and maintain a relevant and accessible print collection that best serves the needs of its users. To achieve this goal, the library outsourced technical services work and relied on temporary student workers to assist in the project. The paper discusses the challenges faced in onboarding and training temporary workers, as they had varying levels of experience and lacked knowledge of library terminology. To address these issues, the library provided onboarding and training, regular 1 + 1 meetings, and the effective use of project management software. The use of data analysis provided by LibraryIQ allowed for an objective assessment of which items to retain or remove. While removing materials could have negative implications, the project's emphasis on clear communication and ongoing evaluation of the collection's relevance and accessibility ensured that the library continues to meet the evolving needs of its users. The paper highlights the importance of effective project management, clear communication, and ongoing evaluation in managing library collections. Industrial Internet of Things (IoT) technologies have been widely implemented in today's logistics operations to reduce the handling time and improve service efficiency. This enables a firm to promise a delivery time (PDT) when selling products, which improves customer satisfaction and enhances the firm's brand image. However, the costly PDT logistics service should be seriously evaluated when the market competition is intensified to aggravate the firm's cost concern. In a competitive decentralized framework, this paper investigates the value of IoT-enabled PDT quotation in a brand's logistics outsourcing decisions. We develop three-stage optimization models and show that the brand's production quantity and equilibrium profit exhibit non-monotonic relationships to the competition intensity degree. Given a moderate competition intensity degree, the brand developing IoT and quoting PDT suffers from imbalanced payoffs between PDT cost-saving and sales volume expansion. This distorts the PDT cost and hence, investing in the IoT-enabled logistics system might not be beneficial. This paper contributes to the existing literature by examining the impact of heterogeneous logistics service incorporating the PDT quotation on traditional quantity competition within a dual-channel supply chain. The dominant discourses on the politicisation of social policy in the Global South mainly focus on analysing the effects of clientelism through the lens of voting behaviour or electoral outcomes. This paper goes beyond the dominant voting behaviour lens by arguing that the effects of political clientelism go well beyond the scope of electoral outcomes. Using qualitative data from the Ghana School Feeding Programme (GSFP), the paper shows how the programme is used to reward loyal party supporters through the partisan award of service delivery contracts. Further, the paper demonstrates how this politicisation of the programme ultimately leads to a de facto system of no supervision and monitoring of the activities of frontline service providers, undercutting the goals of the GSFP in the long run. Several approaches for strategic and tactical integration of supply chains considering the demand management process have been proposed in the literature. However, in the context of Industry 4.0, there is a lack of studies related to the scheduling and rescheduling process integrating industries on the operational level. This paper proposes a novel hybrid flow shop rescheduling procedure to address the integration, on the operational level, of a contract manufacturer, who handles production execution and inventory control, and their industrial customers, who are in charge of the delivery planning process. The research question emerged from the empirical problem of connecting a contract manufacturer with its industrial customers. In alignment with the findings in the literature review, based on an updated conceptual model, a real hybrid flow shop was modelled using a multi-method approach that combines discrete event and agent-based simulation. The results show improvements in overall production and delivery performance. One can say that this is the first time that a production rescheduling problem is handled considering industries' integration at the operational level. Even though the primary motivation of this research was to solve a production rescheduling issue in a Contract Manufacturer, the developed approach allows application in any B2B partnership. This paper develops a game model of a closed-loop supply chain consisting of one manufacturer, one remanufacturer and one retailer and investigates the long-term collection strategies of the manufacturer who needs to cooperate with the remanufacturer to develop the remanufacturing technology. The game model is developed from a fully dynamic perspective on the remanufacturing technology development and analyzed using the system dynamics method. We identify the trade-off in the choice of collection strategies: the early entry in the remanufacturing industry versus the complete control in the later stage. The simulation results show that when the entry barrier to the remanufacturing industry is low, the manufacturer can develop the remanufacturing technology in a short time and the direct reverse channel outperforms the indirect reverse channel; when the entry barrier is high, the manufacturer can achieve more profits under the indirect reverse channel by acquiring the remanufacturing technology directly from the remanufacturer. Moreover, the indirect reverse channel is more likely to be superior for low-barrier remanufacturing industry when the cost advantage is high as the early entry in the remanufacturing industry becomes more important than the complete control in the later stage. The financial newspaper, Dagens Industri, published by the Swedish media conglomerate the Bonnier Group, was not only the first successful financial newspaper in Sweden but also one of few newspapers that managed to internationalise. In this paper, it is argued that the survival and success of Dagens Industri could be attributed to the production model that the paper was made to adopt in order to cope with the special technological and labour market-related circumstances that were present at the time of its creation. This includes the outsourcing of composition and printing, something that allowed the paper to stay out of the labour conflicts that rocked the media industry at the time. It is also shown that, because of the differences in the structure of the labour movement, the challenges met, and the solutions used by the Bonnier Group, differed significantly from those of American newspaper companies. My goals in this paper are to elaborate further an approach to civil-military relations going beyond control to include effectiveness; and, to argue that outsourcing by the Department of Defense (DoD) results in opportunity costs making very difficult the implementation of the national security strategy of "great power competition." The current acquisition authority for outsourcing impedes DoD accessing cutting-edge technology generated by "startups." In an earlier era of strategic competition, the main US response was to create the National Aeronautics and Space Agency with a new acquisition authority – "other transaction authority" (OTA). In the National Defense Authorization Act of FY 2018 Congress stipulated that OTAs should be the preference for DoD in science and technology and prototyping, and education in OTAs be provided. This paper examines the impact of channel contracts on pricing strategies and profitability with considering service network effects. Specifically, we model a bundled distribution channel that consists of a product manufacturer and a service operator under two popular channel contracts (the wholesale contract and the agency contract). The optimal pricing policies for the product manufacturer and service operator are derived under both contracts. We compare channel performance under two channel contacts, and we find that the marginal costs of manufacturer play a critical role. When the marginal manufacturing cost is relatively small, the agency bundled channel outperforms the wholesale bundled channel; when the marginal manufacturing cost is sufficiently large, the wholesale bundled channel is better. We further identify two conditions under which the agency contract is preferred over the wholesale contract. For service network externality, we show that it has a remarkable effect on pricing scheme, market demand and total channel performance. The article discusses several of the articles featured in the Special Section of the "Journal of Management Information Systems." The main focus of all the articles was digital economy and information technology (IT) value research. One of the featured papers examines how supply chains that are powered by IT affect a company's organizational abilities to achieve flexibility and competitive costs. Another article focuses on IT strategies in manufacturing and how they affect production process outsourcing to create lower plant costs and higher quality.

In this paper, we argue that the widely used concept of the value-added driven 'smile curve' in the international business literature, which often illustrates a zero-sum game between interdependent nations in the global supply chain, requires revisiting. In particular, the U-shaped smile curve for the distribution of profitability among partners can be inverted if firms from the developing economies manage to obtain high productivity from their workers and have no high entry costs to the midstream industries that specialize in global supply chains. We construct an economic model and find that the theories proposed in the paper are broadly consistent with the empirical evidence. Our findings have some important implications for the current debate on industrialization strategies with particular reference to outsourcing industrialization for developing countries. This paper proposes a method for knowledge-based document assembly. A document assembly system is implemented as a proof of concept with service contracts as a sample document type. In comparison to related research, the method presented in this paper uses an explicit formulation of legal norms that prescribes the content and the form of service contracts to assist in the document assembly process. The assembly system also generates semantic documents, i.e., documents that preserve the meaning of the embedded data. Efficient planning of the section building process is important for European shipyards since delays in this process can disrupt the on-time delivery of a ship. Automatically generating production schedules of the section building process can result in higher quality schedules compared to those created manually. Recently, the production processes of European shipyards have shifted to focus heavily on outsourcing and outfitting, yet existing automatic planning methods for section building fail to sufficiently consider these factors. This paper develops a mathematical model of the section building process which includes the effects of outfitting and outsourcing. The objective of this model is to simultaneously minimise the fluctuations in workload and the number of outsourced man-hours. The mathematical model was solved by implementing the non-dominated sorting generic algorithm-II (NSGA-II) using a custom heuristic as the fitness function. Due to the multi-objective nature of the problem definition and solution approach, a Pareto front of optimal solutions is created instead of a single, best solution. A test case showed that gains in both objectives are achievable compared to the planning developed manually. Implementing the Section Building Planning methodology developed in this paper could potentially improve the efficiency and controllability of the overall shipbuilding process. Global health organisations are increasingly involved in large-scale health interventions in countries in the Global South, partnering with states to implement programmes to strengthen national health systems and promote Universal Health Coverage (UHC). Drawing on an ethnography of a large-scale global health partnership between the Zambian state and the Clinton Foundation, this paper examines the novel configurations of sovereignty that are created by these large-scale global health partnerships. It shows how officials from the Clinton Foundation came to believe that senior Zambian government actors had granted them the authority to implement the programme outside of the formal channels of the government health system. I conceptualise this as an informal mode of 'outsourcing sovereignty' and show how it led Clinton Foundation employees to behave as de facto state actors in rural Zambia. This paper contributes to the broader critical task of describing and analysing new forms of governmental pluralism in contemporary global health and highlights some of the politically troubling consequences when sovereignty is informally outsourced in this way. Contract cheating providers exist as businesses with a single shared intention, to profit on a student's inability to fulfil academic requirements for themselves. For contract cheating providers to make money, the correct market conditions are required. First, providers need to be able to offer the expertise that students request. Second, students need to be financially able to pay for specialist support across a diverse range of different areas. If students are unable to meet the price or require expertise that providers do not offer, the transaction is not going to be completed. Therefore, an examination of the demand-side of the contract cheating process in terms of subject matter expertise and the price of offers is important. The research presented in this paper is based on the analysis of 1579 Twitter messages (tweets) that contract cheating providers engaged with. The study aims to examine price variation and the type of assignments students seek to outsource. For typical requests such as essay writing, students are shown to be willing to pay $33.32 per 1000 words. Some services carry a premium, particularly where a student wishes to hire an impersonator to take an examination for them. The student demand for paid help is seen to be highest in the mathematics field, suggesting that students feel under-equipped and under-supported in this area. paper analyses a case of contract reversal in the market for ambulance services. The paper suggests that the sociology of markets-literature provides insights into market institutions of importance to relations between government and contractors that will benefit contracting out theory. Building on document analysis and interviews with 19 key stakeholders, it is demonstrated how a regional government in Denmark tried to wrestle the service provision from a long-time private provider and create a competitive market, only to discover that the implementation of the new contract was beset by obstacles largely stemming from informal norms in the market and attempts of the existing provider to hamper market entry for challenger firms. The result was a contract reversal: from private provision to government-provided service delivery. The paper contributes to the contracting out literature by providing a more elaborate understanding of the institutional conditions under which contract reversals can take place. Incorporating outsourcing in scheduling is addressed by several researchers recently. However, this scope is not investigated thoroughly, particularly in the job shop environment. In this paper, a new job shop scheduling problem is studied with the option of jobs outsourcing. The problem objective is to minimise a weighted sum of makespan and total outsourcing cost. With the aim of solving this problem optimally, two solution approaches of combinatorial optimisation problems, i.e. mathematical programming and constraint programming are examined. Furthermore, two problem relaxation approaches are developed to obtain strong lower bounds for some large scale problems for which the optimality is not proven by the applied solution techniques. Using extensive numerical experiments, the performance of the solution approaches is evaluated. Moreover, the effect the objectives's weights in the objective function on the performance of the solution approaches is also investigated. It is concluded that constraint programming outperforms mathematical programming significantly in proving solution optimality, as it can solve small and medium size problems optimally. This paper addresses the issue of business model (BM) management and its relationship to the theory of constraints (TOC). Coman and Ronen (Coman, A. and Ronen,B., 2007. Managing strategic and tactical constraints in the hi-tech industry. International Journal of Production Research, 38(7), 1631-1639) have extended TOC methodology to include the alignment of the organisation's competencies with the business arena's strategic constraints. The aim of this paper is to take TOC one step further and to combine it with the business models theory. Business models have become important value creators due to the proliferation of new and innovative business models (i.e. new ways of creating value). New firms with new business models are threatening and replacing established companies and conventional ways of doing business. Among these are the music, publishing, books, retail, airline and many other industries. This paper argues that in the wake of the World Wide Web, contract manufacturing and globalisation it not enough to manage the firms (internal, external or strategic) constraints. Service outsourcing is very common in a commercial supply chain, and in humanitarian relief area, the transportation service is usually outsourced. To practice relief supply more effectively, it seems essential to enlarge outsourcing from shipping to more areas, and private enterprises could play a vital role. This paper examines the optimal pre-disaster order quantity of a certain relief commodity, based on a two-stage coordinated approach. Our findings show that the delay cost, shortage penalty cost, risk of supply shortage, salvage value, expected perishable rate, unit inventory cost and reactive price have significant impacts on the optimal amount of propositioned inventory. Moreover, the outsourcing strategies differ by types of relief commodities. For perishable supplies, proactive or reactive outsourcing would improve the benefits of buyer and supplier simultaneously. As for imperishable supplies, it is better to combine proactive insourcing approach and reactive outsourcing strategy. This paper examines what it takes for a state of knowledge-how to be extended (i.e. partly constituted by entities external to the organism) within an anti-intellectualist approach to knowledge-how. I begin by examining an account of extended knowledge-how developed by Carter, J. Adam, and Boleslaw Czarnecki. 2016 ["Extended Knowledge-How." Erkenntnis 81 (2): 259–273], and argue that it fails to properly distinguish between cognitive outsourcing and extended knowing-how. I then introduce a solution to this problem which rests on the distribution of tasks between agent and non-biological entity. On closer inspection, I show that this solution is ultimately unsatisfactory, though its failure is instructive as it illuminates the important role played by an agent's skilled interaction with an external entity. Drawing on key anti-intellectualist ideas, as well as on insight from cognitive psychology, I propose an account according to which what ultimately matters for extending knowledge-how is whether a hybrid ability is self-regulated. This paper develops and tests a novel extension to traditional supplier selection practice, with a particular focus on the concluding stages of a manufacturing-based field service. Action-based research was used to design and develop a discrete event simulation decision support for a large multinational manufacturing organisation with a significant after-sales service supply chain. The framework has been designed to identify and validate the value attributable to collaborative supplier contracting with built-in costed performance improvement targets. Use of the framework in the case organisation was found to produce greater cost savings over traditional practice, facilitating extended supply chain contracts. The results provide evidence of the high level of savings achievable while also improving customer delivery through targeted service improvements over the contracts life cycle. This framework advances beyond the prevalent practice of cost-focused short-term adversarial supply contracting and is innovative in terms of its continuous improvement simulation based framework design. A service supply chain, which is a system formed by a network of suppliers, service designers, service providers and other service partners, aims to transfer available scarce resources into services and deliver them to satisfy customer needs. It is a known fact that service supply chain management is playing a more and more important role in modern economies. However, the unique features of service supply chains also create new challenges that call for proper management of the respective operations. In particular, how to coordinate a service supply chain with risk considerations is a critical issue. With economic globalisation and the emergence of extended enterprises derived from interrelationships among organisations, there has been a steady increase in offshore outsourcing activities. Subsequently, the strategic importance of offshoring decisions is important. Traditional offshoring decisions mainly emphasise outsourcee (supplier) selection problems, with their focus upon economic factors. Sustainability, which has recently been regarded as a competitive necessity in most industries, rarely enters into the modelling or discussion. Furthermore, additional and integrated facility location factors need to be included into the offshoring decision process. To help integrate these factors and concerns, this paper constructs a model for evaluation and selection of various offshoring alternatives by simultaneously considering facility location factors, supplier selection metrics, and sustainability factors. The model allows for input from a variety of managerial decision-making levels and involves the dynamic perspectives of the competitive environment in its evaluation process. An illustrative case is applied to demonstrate the efficacy of the model. Feedback from practising managers who are responsible for outsourcing/offshoring decisions also support the validity of the model. Over the past few years growing global competition has forced the manufacturing industries to upgrade their old production strategies with the modern day approaches. As a result, recent interest has been developed towards finding an appropriate policy that could enable them to compete with others, and facilitate them to emerge as a market winner. Keeping in mind the abovementioned facts, in this paper the authors have proposed an integrated process planning and scheduling model inheriting the salient features of outsourcing, and leagile principles to compete in the existing market scenario. The paper also proposes a model based on leagile principles, where the integrated planning management has been practiced. In the present work a scheduling problem has been considered and overall minimization of makespan has been aimed. The paper shows the relevance of both the strategies in performance enhancement of the industries, in terms of their reduced makespan. The authors have also proposed a new hybrid Enhanced Swift Converging Simulated Annealing (ESCSA) algorithm, to solve the complex real-time scheduling problems. The proposed algorithm inherits the prominent features of the Genetic Algorithm (GA), Simulated Annealing (SA), and the Fuzzy Logic Controller (FLC). The ESCSA algorithm reduces the makespan significantly in less computational time and number of iterations. The efficacy of the proposed algorithm has been shown by comparing the results with GA, SA, Tabu, and hybrid Tabu-SA optimization methods. [ABSTRACT FROM AUTHOR]

This paper addresses a dynamic capacitated production planning (CPP) problem with consideration of outsourcing. Specifically, the outsourcing problem considered in this paper has the following features: (1) all demands are met by production or outsourcing without postponement or backlog, (2) production, inventory, and outsourcing levels all have a limit, and (3) the cost functions are considered arbitrarily and time-varying. These features come together, leading to a so-called general outsourcing CPP problem. In our previous work, an algorithm with pseudo-polynomial time complexity was developed, which includes a formation of a feasible solution region and then a search procedure using dynamic programming techniques. Due to the computational complexity with such an approach, only small and medium problems can be solved in a practical sense. In this paper, we present a genetic algorithm (GA) approach to the same problem. The novelty of this GA approach is that the idea of the feasible solution region is used as a heuristic to guide the searching process. Our daily activities revolve around various technologies, the smart city technologies and the services they offer have all influenced modern living conditions. The purpose of a smart city is to enhance people's quality of life and provide possibilities to address social and environmental issues. As a developing technology, blockchain is beneficial for enhancing smart city services including food tracking, supply-demand matching, the security of connected cars, and regulatory compliance. We propose a new framework for describing how blockchain technology is used in smart contracts to improve security, dependability, and many other positive outcomes in a smart city environment. We propose smarter and resilient smart contracts using blockchain technology to manage real estate information. We propose a framework with tamperproof functionality to store the data and retrieve the data. Smart contract mathematical computations like overhead rate, execution time, mean computational cost, standard deviation, throughput, and resource utilization are evaluated and the results are compared. This paper focuses on real-world rental file management scenarios to demonstrate the benefits of blockchain technology and how it is used to address the issues that currently exist in developing smart contracts and services while exchanging real land and other properties in a smart city environment. This paper investigates the impact of outsourcing on the variability of corporate performance, based on manually collected outsourcing data of Chinese companies from 2012 to 2020. The results show that outsourcing significantly reduces the variability of corporate performance, and the negative correlation between outsourcing and the variability of corporate performance is more significant in companies with high quality of information disclosure, low degree of asset specificity, and low production efficiency. This paper proposes a real-options model in which a client firm can reversibly choose the mode of supply between outsourcing and in-house production. The state variable of the model is defined as the difference between the current operational cost and the alternative one, and is assumed to evolve according to an arithmetic Brownian motion. The model is simple and flexible, and can encompass different situations. The effect of reversibly choosing the mode of supply (or full sourcing flexibility) is far from negligible: our numerical illustrations suggest that it substantially increases the option values over the situation with partial flexibility (about 15%–20% for a typical parameter configuration); the expected times until shifting also change substantially. Moreover, it is shown that: (i) an increase of volatility has an asymmetrical effect on shifting the supplying mode; (ii) the real-option associated with full sourcing flexibility reduces the impact of the sunk expenditure on firms' decisions, favouring the shift in any supplying mode. The global environment has been hit with a pandemic of cataclysmic proportion. The COVID19 has created havoc on all countries and has claimed the lives of over 3 million individuals and affected over 100 million persons at the time of writing this paper. Countries have been forced to implement measures to safeguard their population. Included in these measures is work from home strategies. The crisis, whilst catastrophic in nature; has created some opportunities for groups such as persons with disabilities through remote employment. The author examines through a case study, the prospects for employment of persons with disabilities using the concept of remote employment. The Business Process Outsourcing sector is the focus of study. The fundamental question to answer in the study is to what extent can the Business Process Outsourcing sector employ more persons with disabilities in the Post-COVID19 era? The article is completed with some recommendations. The COVID-19 pandemic presents challenges and opportunities for persons with disabilities. This article is about the possibilities of working from home by persons with disabilities in the after COVID-19 environment through the use of new technologies. The article is prepared by looking at a fast growing employment sector which showed that there is a big growth in working from home and that the chances are great for the employment of persons with disabilities through this means, with the aid of new technologies. Most of the public facilities across poor and middle-income countries are unfriendly to persons with disabilities and making some of these individuals work from their homes is a very good means of employing some of them in the labour market. This research is therefore important in showing how poor and middle-income countries can add to the employment of persons with disabilities by working from home with the use of new technologies and some recommendations are made on how to achieve this objective. Due to their critical role in development and governance, local governments need adequate financial resources to deliver the many developmental functions. However, such financial resources are either not available or inadequate. One way of rising to this challenge has been scaling up revenue collection from local revenue sources. This is done through either in-house collection or outsourcing revenue collection. Extant research has focused on the benefits and challenges of outsourcing. This paper expands this body of knowledge by studying how local governments manage private collectors to maximise benefits of outsourcing. From interviews conducted with Iringa Municipality officials and staff, the paper shows that revenue collection outsourcing can be an effective tax administration strategy if properly managed. The characteristics of decentralization, diversification, and dynamics of outsourcing resources put forward higher requirements for the supplier selection in manufacturing enterprises. For building materials equipment manufacturing enterprises (BMEM), due to the complex product structure, the demand for outsourcing resources is very large. The traditional method is difficult to meet the needs of current outsourcer evaluation and selection. In order to solve the problem, this paper establishes an outsourcing supplier selection model based on the quality, price, delivery time, reliability, and availability of outsourced suppliers. And then, a hybrid supplier selection algorithm based on Analytic Hierarchy Process (AHP) and Particle Swarm Optimization (PSO) is designed in this paper. Finally, the model and algorithm are verified and analyzed in BMEM. The paper also compares the algorithm with genetic algorithm (GA) and ant colony optimization (ACO). Outsourcing is the contracting of various information systems' sub- functions by user firms to outside information systems vendors. A critical factor in the outsourcing process is the bidding and vendor selection mechanism. This paper describes the process of outsourcing and identifies the various stages involved. Subsequently, considering that cost reduction is a driving force of outsourcing for user-firms, this paper proposes a bidding mechanism to reduce expected outsourcing costs in the final bidding and vendor selection process. The paper studies outsourcing contracts of routine and repetitive activities such as maintenance and operation of telecommunication networks. A realistic scenario is studied, wherein multiple vendors bid for such contracts and where one vendor has cost and expertise advantages over other vendors and as a result tends to inflate bids. A mixed integer programming model is formulated for a multiple vendor scenario. In general, the results suggest a prescription that calls for the use of "carrot and stick" policies by the user firm. Subsidies (the carrot) need to be used as incentives for bidders to announce their most competitive bids. With today's worldwide competition, manufacturing companies are faced with challenges to respond to volatile market demands quickly and flexibly while maintaining a cost-effective level of production. Capacity adjustment is one of the major approaches to cope with such uncertain fluctuations, balance capacity and load and improve the effectiveness of manufacturing control. Instead of flexible staffs, working time and outsourcing, in this paper, we consider a machinery-based capacity adjustment via Reconfigurable Machine Tools (RMTs) to compensate for unpredictable events. To include these tools effectively on the operational and tactical layer, we propose a complementing feedback approach using model predictive control (MPC) to identify the potential of RMTs for a better compliance with logistics objectives and a sustainable demand oriented capacity allocation. To this end, we formulate a reconfiguration rule for the determination of the triggered RMTs and propose three strategies for resolving the integer assignment of RMTs: floor operator, genetic algorithm as well as branch and bound. This paper attempts to propose a solution to the above-said problems by a secure, confidential and Fully Homomorphic Encryption technique with the desired level of access control. The outsourcing of education services has been widely adopted across international contexts as a 'tested solution' or panacea to meet various educational problems including school management, curriculum design, teaching and student discipline. Contracting third-party providers, it is argued, enhances organisational goals such as efficiency, quality and school improvement. However, the outsourcing of education services has also impacted on established notions concerning the boundaries around teachers' work. This paper deploys the framework of discursive institutionalism to offer insight into how the idea of outsourcing has been activated and circulated by discursive communities in three diverse international settings. Despite its problem-solution logic, the institutionalisation of outsourcing creates its own problems, not least the undermining of teacher professionalism, the 'businessification' of schools and a diminishing of their educational mission. Sustainable supply chain management practices can be particularly difficult to implement when the responsibility for sustainable procurement (SP) rests with buyers employed by a contractor, rather than an in-house procurement team. Yet there is no extant research that investigates the effect of outsourcing on SP. To address this research gap, this paper uses multi-case study data to explore the impact of outsourcing versus in-house implementation modes in the pursuit of SP. The findings suggest that each implementation mode has distinctive challenges and facilitators. However, by considering Transaction Cost Economics, results reveal that the advantage of outsourcing to professionals, with well-established SP expertise, brings information asymmetries in developing initial outsourcing contracts, which can lead to poorer sustainability performance than initially expected. Furthermore, when applying Principal Agency Theory, results suggest that sustainable performance can be improved in the long term through the effective design of well-constructed contractual relationships as SP maturity increases. Selection of appropriate suppliers is an important decision task for enterprises. In literature papers, supplier selection is only considered from the view of components or parts, and evaluation of the overall outsourcing cost and supply risk is not considered from the view of product as a whole. In addition, the traditional process of supplier selection usually happens in the stage of production after the product design has been finished. In fact, suppliers of product components can be pre-selected in the product design stage, which can avoid supplier shortage or high component-bidding cost by modifying the product design scheme. In this research, a new supplier pre-selection method for platform-based products is proposed to obtain the minimal overall outsourcing cost and supply risk probability from the perspective of whole product, help engineers evaluate and improve product design scheme in early time of product design and reduce the probability of design change at the stage of product production. Analytic hierarchy process and reliability matrix are applied to evaluate the supply risk of candidate suppliers and non-dominated sorting genetic algorithm (NSGA-II) is adopted to solve the established optimisation model. This paper is a case study of the use of multiple linear regression analysis to quantify a claim for extra payment to a subcontractor for work on a substantial construction earth-moving project. The basis of the claim was that the client and main contractor required the work to be executed in ways other than that originally planned by the subcontractor, reducing efficiency and so increasing costs. The authors of this paper represented the earth-moving subcontractor in a legal arbitration, in which this application of multiple linear regression analysis was fundamental to quantifying the amount claimed in the case. The analysis determined the time required to perform earth-moving tasks, based on a set of explanatory variables, using data sets recorded on-site. The same equation was then applied to the plan of work used for the tender and was used to show that the comparative efficiency between tender and actual was as low as 25 The claim was successful, and the calculations described in this paper were used to quantify a total additional payment of approximately £380 000. The problem of designing offshore manufacturing contract resulting in optimal transfer price is troubling multinational companies over the past few years. This paper proposes designing offshore manufacturing contracts based on the transfer price in the form of bilevel programming problems after considering green tax. In these contract designs, a firm in a developed country sells a single product in its market. The same product is simultaneously being manufactured by another firm in a developing country with lower manufacturing cost. After anticipating the consumer demand, the seller places an order, based on which the manufacturer manufactures the ordered quantity, and offers a transfer price which in turn maximises its net profit after paying green tax to its government. While setting the transfer price, the manufacturer considers the manufacturing cost, the export duty payable to its government and the cost of shipping the product to the developed country. After buying the product from the manufacturer at the transfer price, the seller then sets the retail price which maximises its net profit after paying the import duty to its government; the retail price, however, must not be more than the maximum retail price applicable to the market. Thus, offshore manufacturing contract results in optimal after-tax profits for both the firms. An experimental study has been carried out to discuss the practical aspects of the results developed, where a US firm is offshoring its manufacturing activity to a Chinese firm in order to draw maximum profit. Governments do not exclusively buy from the cheapest bidder and increasingly use public procurement as a policy instrument to achieve wider environmental, innovative and social objectives. Past studies have shown the process of government contracting to be connected to political factors. This paper studies the extent to which politicians' preferences for price and non-price criteria in the contract awarding stage are associated with politicians' ideological reasoning (the Citizen Candidate model), and strategic reasoning (the Downsian approach). Politicians' preferences are analysed through a discrete choice experiment. We find that politicians' preferences for non-price criteria are strongly connected to ideological reasoning and to a limited extent to strategic reasoning. We also observe that, regardless of their political ideology and financial situation of the municipality, politicians are willing to look beyond price, and consider environmental, innovative and social criteria when awarding contracts. This paper investigates beginning BSc Physical Education (PE) students' views and experiences of the outsourcing of PE in the UK. Outsourcing involves the provision of PE by external providers such as sports coaches. PE in the UK (and other neoliberal Western contexts) is a site in which outsourcing has become increasingly normalised. I anticipated that, as first year undergraduates, the participants would have relatively recent experience of outsourcing as pupils/students (i.e. experience of receiving outsourced PE provision). Data were generated through written narratives (n = 16), completed on the participants' first day at university, and follow-up semi-structured interviews (n = 10). Drawing on a Foucaultian theoretical framework, I employed a poststructural type of discourse analysis concerned with analysing patterns in language. Referring to PE, the participants drew heavily on a sport discourse, often conflating PE and sport and emphasising the necessity of teachers having knowledge and experience of sports content and skills, as well as a pedagogical discourse (and, to a lesser extent, a 'healthy lifestyles' discourse). The participants had a range of experiences of outsourcing in PE, particularly at primary level. They were in favour of primary PE being taught by either specialist PE teachers, or sports coaches (rather than generalist teachers alone). They spoke positively about their experiences of external provision at both primary and secondary school. While few critical comments were provided, participants raised concerns about external providers' pedagogical knowledge, and some questioned if teachers might feel devalued by external providers being brought in to teach aspects of their curriculum. In general, while the participants recognised teachers' pedagogical expertise, they also valued external providers' perceived content knowledge and sporting experience. As such, by conflating PE and sport, they considered that PE should be taught by sport 'experts' and that external providers could enhance schools' internal capabilities. [ABSTRACT FROM AUTHOR]

This paper studies the cooperative mechanism for a three-echelon supply chain with remanufacturing outsourcing comparing a supplier, a manufacturer, and a third-party remanufacturer, wherein we take the relative fairness concerns into consideration. The Stackelberg game theory is introduced to analyze the best values for the supply chain and each member. Nash bargaining solution is used as the relative fairness-concerned reference to discuss the corresponding optimal solutions of these models. By determining and comparing the equilibrium solutions across the five models, we discover that given the Nash bargaining fairness-concerned behavior, the system profits in the completely decentralized and three cooperative scenarios are lower than they are for products in the completely centralized decision model. The results show that in the centralized channel, the optimal profit and market demand in the three-echelon supply chain are maximized. Product family architecting (PFA) aims at identification of common modules and selective modules to enable product family configuration for mass customisation. Due to nowadays manufacturers moving more towards assembly-to-order production throughout a distributed supply chain, the common practice of outsourcing of certain modules entails make-or-buy (MOB) decisions that must be taken into account in PFA. While the PFA and MOB decisions are enacted for different concerns of the manufacturer and the suppliers, it is important to deal with joint optimisation of the PFA and MOB problems. The prevailing decision models for joint optimisation are mainly originated from an ‘all-in-one’ approach that assumes both PFA and MOB decisions can be integrated into one single-level optimisation problem. Such an assumption neglects the complex trade-offs underlying two different decision-making problems and fails to reveal the inherent coupling of PFA and MOB decisions. This paper proposes to formulate joint optimisation of the PFA and MOB problems as a Stackelberg game, in which a bilevel decision mechanism model is deployed to reveal the inherent coupling and hierarchical relationships between PFA and MOB decisions. A nonlinear bilevel optimisation model is developed with the PFA problem acting as the leader and each MOB problem performing as a follower. A nested genetic algorithm is developed to solve the bilevel optimisation model. The interdependency of information security risks often induces firms to invest inefficiently in information technology security management. Cyberinsurance has been proposed as a promising solution to help firms optimize security spending. However, cyberinsurance is ineffective in addressing the investment inefficiency caused by risk interdependency. In this paper, we examine two alternative risk management approaches: risk pooling arrangements (RPAs) and managed security services (MSSs). We show that firms can use an RPA as a complement to cyberinsurance to address the overinvestment issue caused by negative externalities of security investments; however, the adoption of an RPA is not incentive-compatible for firms when the security investments generate positive externalities. We then show that the MSS provider serving multiple firms can internalize the externalities of security investments and mitigate the security investment inefficiency. When making sourcing decisions, many firms consider only the direct and most visible supply-chain costs, such as unit production costs and ocean-shipping costs. Often ignored are the hidden direct and indirect costs in long supply chains, and their impact on profitability. As supply chains lengthen, supply-chain disruptions undercut the ability of manufacturers and retailers to satisfy market demands. Supply-chain disruptions add costs by forcing companies to increase inventories, to juggle production and shipping schedules, to incur excessive backordering, and to airfreight or discount the prices of goods that were not in the right place at the right time. The question is, can higher incidence of supply-chain disruptions in intercontinental supply chains justify keeping the domestic suppliers? To address the question, this paper presents a hybrid continuous-review inventory model for dual intercontinental and domestic outsourcing. The conditions for domestic outsourcing only, for intercontinental outsourcing, and for dual outsourcing were established. The problem of minimising the long-run average cost of outsourcing was investigated, and mathematical optimisation was used to illustrate the model. It is shown that if the cost of service failure outweighs the cost differential between domestic and intercontinental outsourcing, keeping domestic suppliers may be a good option. Six problem formulations exist in the multi-criteria decision analysis (MCDA): choice, sorting, ranking, description, elimination and design problems. The analytic hierarchy process (AHP) is a useful and widespread method for solving choice and ranking problems. However, it is not adapted for sorting problems. Moreover, another practical limitation of AHP is that a high number of alternatives implies a large number of comparisons. This paper presents AHPSort, a new variant of AHP, used for the sorting of alternatives into predefined ordered categories. Furthermore, AHPSort requires far less comparisons than AHP, which facilitates decision making within large-scale problems. In this paper, a real case study for supplier selection is used to illustrate our approach. First, the candidates are sorted with AHPSort within two classes: accepted and rejected suppliers. In this paper, I (re)define outsourcing in a way that reflects the nature of the practice in education. While business and management definitions of outsourcing have been generative to this point, they are relatively broad and place wide boundaries on the practice. Moreover, they do not acknowledge the interpretation and enactment of outsourcing in contexts where economic models were never supposed to dominate. To create a bespoke and 'stipulative' definition that is a better fit-for-purpose, I selected one school subject, Health and Physical Education (HPE), and one country, Australia, as an illustrative case. I then analysed three literature corpora to find examples and attributes of outsourcing. I argue that recruiting this new definition will allow scholars within and beyond the field of HPE to construct new arguments and generate different types of rich data on the practice in ways that they might not necessarily have been able to previously.
