There has been an international drive to ensure social work students are research-minded. However, little is known about their experiences of undertaking independent research and even less is known about whether and how they go on to apply research skills in practice. This paper presents the findings of a qualitative study which investigated the experiences of 22 postgraduate students who were studying at a university in the North East of England. Students' written critical reflections and data from semi-structured interviews which were undertaken with four of the 22 students six to twelve months after graduation were analysed thematically. Participants experienced positive and negative emotions during their research journeys. They recounted powerful learning experiences and reported that they had been able to transfer some of their learning into practice. However, they also identified that newly qualified social workers face significant constraints to research-mindedness within the practice environment. The findings confirm the importance of providing students with experiential learning opportunities to allow them to produce as well as consume research. However, in order to fully bridge the research-practice gap there may be a need to facilitate new partnerships between higher education providers and local employers with a view to strengthening research capacity. This paper provides the first quantitative analysis on 'first in family' (FiF) university graduates in the UK. Using a nationally representative dataset that covers a recent cohort in England, we identify the proportion of FiF young people at age 25 as 18%, comprising nearly two-thirds of university graduates. Comparing groups with no parental higher education we find that ethnic minorities and those with higher levels of prior attainment are more likely to become a FiF, while those who are FiF are more likely to study Law, Economics and Management and less likely to study other Social Sciences, Arts and Humanities than students whose parents are graduated. We also find evidence that FiF students are less likely to graduate from elite universities and are at greater risk of dropout in general, even after prior educational attainment and socioeconomic status are taken into account. Currently, in England, there is widespread concern that careers education (information, advice and guidance) is relatively poorly resourced in schools and there is much debate about its current effectiveness. In this paper, we investigate students' views on careers education provision and their satisfaction with this provision. The work draws on data collected via a national survey of over 13,000 Year 11 students aged 15/16 years and in-depth longitudinal interviews conducted with 70 students from this cohort (aged from 10 to 16 years). Our findings show that there is clear student demand for 'more and better' careers education and we conclude that some schools may not be meeting the statutory requirement to provide impartial careers support for all students. Moreover, our quantitative analyses indicate that provision of careers education in England is currently patterned in ways that may be working to promote inequalities relating to gender, ethnicity and social class. Findings from our interview data offer insight into possible influencing factors and suggest that the majority of careers support is provided via a 'self-referral' system, which disadvantages those who, arguably, might benefit most. We conclude by discussing the implications of these patterns and suggest some potential, more equitable, ways forward for schools and teachers. Specifically, we recommend that targeted resourcing is needed for schools and teachers to engage and support disadvantaged students, and suggest greater monitoring of participation (not just provision). This paper investigates the changes in educational policy in England regarding the implementing of the International Baccalaureate Diploma Programme (henceforth IBDP) into post-16 (sixth form) education. The aim is to illustrate the unique trajectory of the IBDP in England: from its adoption in schools and colleges across the country, to its removal, due largely to a combination of specific changes, such as government funding criteria inside state education, and the tariff system for university entry that is deployed for qualifications at 18. This paper explores this combination of changes using interview data with 28 senior leaders from eight schools and colleges that have introduced the IBDP, including state centres that have subsequently had to remove it from their curriculum. Employing the idea of a neo-liberal social imaginary, this paper analyses the resulting level of social exclusion inside the English post-16 curriculum created by the educational policies adopted by successive governments since the 2008 economic recession. The paper argues that the rise and decline of the IBDP in England has resulted in a significant level of socially differentiated take up, largely in independent schools, and in state schools in London and the South-East of the country. This paper concludes that access to the IBDP is restricted with regard to both geographical and social mobility and that current access to the IBDP in England is helping to sustain a ‘globally mobile transnational elite group’, thus reinforcing the connection established between the IBDP’s wider curriculum and global capitalism. In the context of globalising higher education (HE) policies, there is an increasing interest among scholars in detecting patterns of policy change, including the rate and magnitude of policy change and the direction of change (convergence or divergence) This paper adds to that literature by comparing the pattern of policy change and by providing theory-based explanations for HE policy change. The national quality assurance (QA) policies for universities in England and the Netherlands were compared (1985–2005) based on an analytical framework drawing on new institutionalism. Key findings were that both QA systems moved in the direction of an extrinsic QA orientation, but the differences between the two systems were larger in 2005 and in 1985. The degree of policy change in England was more incremental, the Dutch case showing rather radical change in 2002. Much outreach work now focuses on the most educationally disadvantaged localities in England, identified by the government-funded National Collaborative Outreach Programme as target wards. This study explores the underlying reasons why these districts return rates of young higher education participation that are not only comparatively low but lower than expected once prior attainment is taken into account. It does so by gathering the perspectives of careers practitioners, teaching professionals and learners from a sample of target wards in the county of Essex in southeast England. Underpinning the insights of these individuals, the study draws on quantitative evidence that highlights some key differences between these districts and other localities across Essex. Attention then turns to identifying current school-based practices and outreach activities considered by those surveyed to have had a positive impact on the progression outcomes of the young people from these neighbourhoods who do go on to university, as well as new initiatives that have the potential to do the same for others. Whilst adopting a case-study approach, the paper concludes by suggesting that the findings should be of wider interest, including for those seeking to address geographical differentials in higher education participation in other parts of the country. This paper presents findings from a survey of pre-service teacher training institutions in England with regard to the provision of health and well-being education. It examines factors affecting the inclusion of health and well-being, and explores educational implications in light of the changing landscape of pre-service teacher education in England. Provision of health and well-being education is noticeably variable across institutions, and many course leaders are unclear about the coverage in their partner schools. Course leaders regard health and well-being as an important part of the curriculum, but the focus is usually on generic health-related themes such as child protection and behaviour management, which address Government priorities, rather than on specific topics such as education about diet, drugs, alcohol, smoking, sex and relationships and physical activity. In England accountability measures have often been used to steer school behaviour in pursuit of policy goals. In 2010, the English Baccalaureate (EBacc) was introduced to increase uptake of traditional academic subjects at GCSE. These subjects, it was argued, would enhance students' future prospects, in part because they are favoured at A-level by high-ranking universities. However, such prospects are only likely to be accessible for students who achieve at least a grade C in these subjects since it is good grades that act as the primary gatekeepers for entry into higher education and employment. Hence, this paper seeks to problematise this claim using multilevel regression models to investigate the relationship between EBacc uptake and attainment. The findings are used to frame a discussion about the merits of encouraging more students to take the EBacc given the growing tension between the need to achieve good grades and the government-held view that all students should be studying this academic core. A much larger proportion of English 14-year-olds expect to apply to university than ultimately make an application by age 21, but the proportion expecting to apply falls from age 14 onwards. In order to assess the role of socioeconomic status in explaining changes in expectations, this paper applies duration modelling techniques to the Longitudinal Study of Young People in England, analysing transitions in young people’s expectations both from being ‘likely to apply’ to being ‘unlikely to apply’ and vice versa. Young people’s socioeconomic background has a significant association with changes in expectations, even after controlling for prior academic attainment and other potentially confounding factors; in addition, young people’s backgrounds affect their responsiveness to new evidence on academic attainment at age 16. This suggests more could usefully be done to maintain the educational expectations of academically able young people from less advantaged families, especially providing guidance on how to view new academic results. The impact of widening participation policy and how it is enacted institutionally is a central concern to Higher Education. It is not simply about the admission of students from disadvantaged backgrounds, but also ensuring that these students complete their courses successfully. This work therefore goes far beyond those departments tasked with access and outreach and has implications for staff across all academic and support service areas. The way in which national policy is interpreted and translated into local policy can therefore affect the whole institution. To bring a spotlight on these issues, this paper will focus on a case study of a single elite institution in England. Focusing primarily on selection of students, it will examine how selection measures can in fact reproduce inequalities. It will therefore demonstrate how this programme may not improve access to Higher Education but instead focuses on ensuring that students already on a path to Higher Education choose this institution in preference to others. Education reform is increasingly based on emulating the features of ‘world-class’ systems that top international attainment surveys and, in England specifically, East Asia is referenced as the ‘inspiration’ for their education reforms. However, the extent to which the features identified by the UK Government accord with the situation within East Asia is problematic. This paper examines the relationship between the English representation and the ‘reality’ of East Asian education systems, using school autonomy as an illustrative example. We focus on Singapore, Hong Kong and Shanghai, which are cited extensively to legitimate policies providing greater autonomy for schools in England. We argue firstly that the English representation has been largely discursive and inaccurate; has failed to recognise the variations across the region; and has been selected to endorse the Government’s ideological preferences. Secondly, the scope, form and nature of school autonomy vary markedly, and are operationalised in each society in ways reflecting the prevailing sociopolitical priorities. [ABSTRACT FROM PUBLISHER]

This paper explores the role of teacher educators in schools and universities in England and the changes that have arisen within the field of initial teacher training (ITT) as a result of the Coalition Government’s (2010–2015) School Direct initiative. The discussion which follows and the conclusions suggested are live, current and of pivotal interest to all universities with ITT programmes, as well as all schools involved in the delivery of ITT, and to all parties with a policy interest in the supply of effective teacher education. After setting the context, the discussion starts with a critical examination of ITT policy in England over the course of the last 20 years. We then consider troubling binaries inherent in teacher education and go on to explore insights from research: the importance of beliefs; the problem of enactment; and the theory/practice divide. These insights are then used to craft the enabling constraints for third-space activity designed to set in motion a hybridisation process from which a new breed of teacher educator could emerge. We suggest that university and school colleagues working together in collaborative partnership can provide a principled pedagogical path through a changing landscape of education policy. 'Widening participation' and 'fair access' have been contested policy areas in English higher education since at least the early 1990s. They were key facets of the 2003 White Paper - The Future of Higher Education - and the subsequent 2004 Higher Education Act, with stated objectives that the reach of higher education should be wider and fairer. In particular, there has been considerable concern about admissions to 'top universities', which have remained socially as well as academically exclusive. The principal policy tools used by the Act were the introduction of variable tuition fees, expanded student grants, discretionary bursaries and the new Office for Fair Access (OFFA). This paper draws on publicly available statistics to assess whether the changes implemented by the 2004 Act have indeed made access to English higher education wider and fairer in relation to young people progressing from state schools and colleges and from lower socio-economic groups. It concludes that, while there is some evidence for modest improvements, these have been concentrated outside the 'top universities', which have seen slippage relative to the rest of the sector. This article investigates the learning opportunities in school subject departments for student teachers when participating in a postgraduate certificate of education (PGCE) course in England. The paper draws upon data gathered from a year-long ethnographic study to explain why learning opportunities were different for student teachers in separate school departments. Discussion focuses on three identified types of learning (learning by imitation, enculturation and innovation) and analyses how initial teacher education (ITE) resources were used within the school departments in order to work on student teacher learning. The curtain has come down on the first year of the new social work degree in England. This paper presents the findings of a survey of social work educators in academic and practice settings to find out how practice learning in this year has been experienced and the shape of plans for the rest of the new degree. The paper reflects on the enormous diversity of arrangements for practice learning, in terms of patterns of delivery, assessment, funding, and service user and carer involvement. One pattern that is emerging strongly is a more experimental flavour to this first year, with new practice learning sites being developed, and the use of group arrangements to supervise and support students. However, there is also the potential for inconsistency in standards, especially in the ways that students are judged as 'fit for practice learning'. There are concerns that the new partnerships are increasingly driven by universities and colleges, with some agency partners unclear about what is happening and why. There are also indications that the postgraduate programmes will have less room for experimentation than the three-year undergraduate courses and this may become a source of divergence between the two routes. This paper examines the introduction of peer review of teaching in a pre‐1992 university in England. The paper first considers the theoretical dimensions. Peer review of teaching is generally seen as a quality enhancement rather than a quality assurance instrument and a powerful means of encouraging the continuing professional development of individual lecturers. However, the paper identifies that where peer review of teaching is not seen in these terms, but rather as just one of many impositions by external agencies, universities face the major challenge of changing organisational culture and influencing the assumptions, beliefs, values and behaviours of academic staff. The second part of the paper discusses a case study of the implementation and impact of peer review of teaching in a large and very diverse university. This study highlights the theoretical concepts discussed and helps to conceptualise the problems associated with formative peer review of teaching in higher education. [ABSTRACT FROM AUTHOR]

Further education colleges in England offer a wide range of post-school education and training provision. Recently they have undergone major transformations that have resulted in considerable changes to the work of those teaching in them. In this paper we examine how cultures of learning and teaching in colleges are affected and how the nature of professional identity has changed. The paper considers the formation of professional identity amongst a group of trainee lecturers completing a one-year full-time teacher-training course at a university in the English Midlands. Lave and Wenger's work on apprenticeship to communities of practice is used to examine the effect of trainees' teaching placement on the development of professional identity. Rather than identifying effective processes of increasing participation in existing communities of practice, a strong sense of marginalisation and alienation amongst trainees was observed. The paper argues that this is detrimental both to trainees and experienced lecturers if they are to actively engage in building new forms of professionalism for the future. [ABSTRACT FROM AUTHOR]

This paper outlines some current practices in the teaching of choreography in higher education in England and discusses reasons why there appears to be a diversity of practice in the vocational and university sectors. In England there has been little scholarly analysis of choreographic pedagogy in higher education and still less published material to draw on to provide a clear view of current practice. For example, there are few papers which discuss different choreographic teaching methods in higher education, or evaluations of the efficacy of one method over another. This situation may be different in other countries. It is my belief that there should be a sharing of good teaching and learning practice amongst academics and practitioners and that the time is ripe, with the inception of this new journal, for this exchange to begin to take place. Since devolution in the late 1990s, education policy in England has diverged further from that in Scotland and also from policy in Wales and Northern Ireland. In this paper we review the roots and trajectory of the English education reforms over the past two decades. Our focus is the schools sector, though we also touch on adjoining reforms to early years and further and higher education. In so doing, we engage with various themes, including marketisation, institutional autonomy and accountability. Changes in governance arrangements for schools have been a defining feature of education reforms since devolution. This has been set against an evolution in national performance indicators that has put government priorities into ever sharper relief. In theorising the changes, we pay particular attention to the suggestion that the English education system now epitomises the concept of ‘network governance’, which has also been applied to education in a global context. We question the extent to which policies have in practice moved beyond the well-established mechanisms of ‘steering at a distance’ and undermined the very notion of an education system in England. We conclude by considering possible futures for education policy and how they may position England in relation to other parts of the UK and the wider world. [ABSTRACT FROM AUTHOR]

This paper explores how English universities operating in a ‘quasi-market’ are managing the tension between two policy expectations: the first that they should encourage social mobility by widening the social base of their student population; the second that they should compete with other universities to attract students and thereby remain financially viable, within the context of a stratified higher education system. In doing so we draw on widening participation access agreements submitted to the Office for Fair Access (OFFA) and other publicly available material produced by eight universities in one region of England to analyse how universities from different mission groups are responding to these conflicting demands. We explore the extent to which institutional and resource dependency theories offer a framework for analysing universities' responses to such policy uncertainty. We conclude that while institutional and resource dependency theories are a useful tool to understanding both conformity and variation in universities' responses, these responses are difficult to predict without also analysing the specifics of the historical and cultural context of any particular institution. Teacher educators in many countries share similar concerns as they aspire to improve education for learners and stimulate interest in further study and careers. The roles and professional development of school teachers have been researched, but little attention has been given to teacher educators. Using a small-scale, illuminative study in England and South Africa, this paper examines pedagogical implications of progression from classroom teacher to teacher educator-tutor. Systemic issues include attitudes to personal scholarship in moving to high stakes academic environments requiring research. In both countries, there were issues of student teachers’ subject knowledge and their capacity to translate knowledge for learners. South African teacher educators were concerned about student teachers’ lack of appreciation of the integrity of conceptual understanding and sequencing of topic content. Over the last 40 years, teacher education in England has been the focus of a stream of ‘reforms’ with the ultimate aim of placing provision into schools, the justification for such a radical policy being that higher education is alleged to be failing to provide good quality teachers thereby compromising the social and economic development of the country. The process whereby these reforms have been introduced is described and then used as a way of comparing and contrasting the way in which similar reforms can be identified in the international teacher education communities represented in this special issue of theJournal of Education for Teaching(JET). Volunteer trainee teachers (trainee teachers who teach on an unpaid basis and not on a pre-service course) are present in a number of institutions across the lifelong learning sector (LLS) in England, giving the opportunity to gain entry into the teaching profession to those who might otherwise face difficulties in accessing paid teaching. Whilst statistics on volunteer trainee teachers are not collected, it is difficult to determine whether the numbers of such trainees are a constant across the sector or if they are a minority or a substantial proportion of total trainee numbers. However, the backdrop of a severe economic recession and consequent public expenditure cuts to education, resulting in real or perceived threats to employment for teachers in the LLS (IFS 2011), may have increased the numbers of volunteer trainee teachers. The paper explores the introduction of voluntary teaching practice in a large university/college partnership and raises questions about the consequences for the organisation and teacher educators in terms of the profile, motivation and experience of the volunteer trainee teachers and any differing perceptions of their teacher educators. These include tensions around the professionalisation agenda, the equality of access (including those with disabilities) agenda, and whether voluntary teaching opportunities facilitate this. Questionnaires and interviews with volunteer trainee teachers, teacher educators and mentors were undertaken. This study contributes to the discussion about the evolution of professionalism within the context of increased pressures on staff arising from cuts and strains on the present teaching qualification system. This paper examines ways educational leaders engaging with doctoral research have worked for students' participation in education systems. Twenty-four interviews were conducted with educational leaders of schools, colleges, and districts in England and the US doing doctoral research. The findings reveal that the leaders identify US and English education systems produce segregation by age, class, culture, gender, Lesbian, Gay, Bi-sexual, and Transgender (LGBT), race and special educational needs (in alphabetical order) which prevents participation in education systems. The leaders articulate that their evidence informed leadership has been transformational because it has facilitated students' new understandings of their surroundings and how they might participate with education systems and society both culturally and economically. In other words students have come to understand their communities in new ways and begun to imagine alternative futures whilst grasping practical opportunities to realize them. This article examines and reflects upon initial findings from a longitudinal study evaluating the experiences and views of students on professional social work programmes across four higher education institutes in the North West of England, on the BA and the MA routes. The paper focuses on one aspect of this study; the students' experience of assessment. In particular it examines how students experienced the process of learning, assessment, support and feedback, which was found to be in part shaped by previous educational experiences. The range of assessment methods previously experienced by students was diverse, some of which were more helpful than others in preparing them for their professional training. Lack of foundation subject knowledge presented a challenge to students on both courses, in particular for MA students who were being assessed at 'M' level. Unmet expectations of both the amount and type of support created anxiety, frustration and even anger for some. The 'search for certainty' led to anxiety amongst many first year students who believed that academics could facilitate the assessment process by providing 'the answer'. This exploration of assessment reveals, we believe, a growing divide in the expectations of social work students and their educators. [ABSTRACT FROM AUTHOR]

This article examines Asian women's experiences of belonging to communities of practice within higher education in Britain. The research explores the ways in which women engage in friendship and support networks, how they negotiate their identities and their experiences of being marginalised and 'different'. The research argues that Asian women within the university environment are engaged in 'communities of practice', which act as mechanisms through which they are able to find support, mutual engagement and understandings of shared belongings and shared identity. The paper draws on the work of Wenger (1998) to examine the processes of identity construction as experienced by Asian women in higher education. The research is based on 20 case study interviews conducted with Asian women in a university in the South East of England. The interviews were tape-recorded and the data transcribed. Traditionally, supervisors work with students on an individual basis and postgraduate development programmes are run on site. However, with increasing numbers of part-time and international students, supervisory relationships are likely to be conducted at a distance as students study alongside other commitments. Isolation can often be a key feature for many postgraduates, whether based in the same institution as the supervisor and more particularly for international students or those studying at a distance. It can also be an issue for their supervisors. However, in this age of electronic communication, interactions at a distance should be able to be at least as robust as many of those conducted face to face. More broadly, the international research community is something generally cited as the context for research work, supervision, study and publication more generally. Entry firstly into the university academic community, and then into the larger global research community can be enabled, we would argue, by the support of communities of practice from the outset of postgraduate students' and supervisors' interactions. In this context, considerable numbers of international postgraduates at Anglia Ruskin University (UK) and their supervisors are being effectively supported through three innovations which build institutionally related communities of practice: (1) Guardian supervisors work with the students on research development programmes, with accompanying meetings organised during and round programme workshops, which focus throughout on strategies of meta-learning. Subsequently they support students' work at a distance with emails, and webcam correspondence. (2) PhD students are empowered to develop mutual, critically focused support for each other's work through the enhanced use of the cohort in the compulsory research development workshops and through ongoing discussion lists, self-help groups and symposia. (3) Supervisors of international postgraduates are supported as a community of practice through the revision of online supervisory discussion and development. This paper is based on action research carried out with current and graduate students, guardian supervisors and supervisors as collaborators to explore the rationale, problems, practices and the richness of the experience of working with a system which fosters communities of practice, involving guardian supervisors, distance supervisors and postgraduate cohorts. This paper presents some results from a review of evidence on the barriers to participation in further and higher education in England, organised around the life-course of an individual from birth to the decision to participate in FE/HE at the traditional age. It is clear that inequalities between socioeconomic groups appear early in life and remain important in attainment at school, in the range of the options available and selected at age 14 and 16, qualifications at age 18 and in the decision to participate in higher education or not. Overcoming the identified barriers to participation may be an important step for some individuals, but the evidence is that the role of these barriers is marginal. Also marginal, therefore, is the role of institutions in widening participation during the transition at ages 16 and 18. Policy levers to widen participation must be applied elsewhere. This paper explores why an institutional framework for dealing with plagiarism by students is necessary and it outlines the main ingredients of such a framework that has been developed at Lancaster University. It defines plagiarism as a form of academic malpractice and frames it as a breach of academic integrity. The framework places a strong emphasis on prevention and education, backed up by robust and transparent procedures for detecting and punishing plagiarism. It is informed by a number of core pillars, including transparency, ownership, responsibility, academic integrity, compatibility with the institution's academic culture, focus on prevention and deterrence and support for and development of students' skills. This paper discusses Pierre Bourdieu's multi-faceted understanding of the higher education process by considering the evolution of this domain since the end of the 1970s both in France and England. Following a brief review of Bourdieu's main interpretations of higher education, several theoretical shifts in his thought and practice over time are identified that have sought to accommodate the rapid changes that have occurred in the higher education sector in recent years. This theoretical repositioning is used to reflect on ideas of homological reasoning advanced by Bourdieu and others, and their limitations in the cross-national comparative exercise. The article addresses the issue of whether student learning style has an impact on use of a learning technology such as a virtual learning environment (VLE). It is based on material from a broader research project at a UK university (Kingston University) on the use of VLEs in teaching and learning and explores the findings from the analysis of qualitative interviews with 43 first-year undergraduate students, drawn from three faculties and four subject areas. It discusses the features of the VLE that are most valued by students (including their evaluation of more flexible modalities of learning); how students integrate the VLE with other learning and studying activities; and the specific ways in which various learning styles and approaches affect VLE use.
