The purpose of this paper was to (1) present and critically reflect upon a national sport policy's implementation and monitoring process in a multi-level, multi-sectoral context from an insider's perspective and (2) provide recommendations for future research and policymakers regarding sport policy implementation and monitoring. Based on hundreds of documents (e.g. formal and personal meeting notes, formative and summative evaluation reports) gathered over the policy's lifespan, the paper critically reflects on the second Canadian Sport Policy's (CSP) implementation process between 2012 and 2022, which comprised grassroots, high performance, and sport for development goals, using the multiple governance framework. The reflection highlights key challenges for implementing a soft (national sport) policy in a complex, multi-level, multi-sectoral governance context, such as the normative soft policy seeing a 'policy for all' becoming a 'policy for no one', no stakeholder accountability per se, nor power for the policy intermediary to enforce implementation. This resulted in the CSP 2012's ceremonial attribution of success because any action could be seen as fitting within policy goals. The paper highlights the importance of (1) aligning policy development, implementation, and evaluation between macro and micro levels; (2) a more holistic policy implementation process analysis using in situ methods; (3) understanding the personal experiences, struggles, and tensions found within policy implementation to explain potential outcomes; (4) policy ambiguity and equifinality limiting policy implementation evaluation; (5) resources/dedicated funding as a policy implementation success driver; and (6) potential tools (e.g. use of outside experts, conceptual maps) for soft policy implementers/monitors and researchers. This paper explores the effects of performativity on the culture of a Scottish secondary school, Lochview High School. This is set against a backdrop of the Scottish education policy context which in recent years has been heavily focused on reducing the poverty-related attainment gap, namely through the Scottish Attainment Challenge (SAC). The analysis of the empirical data is supported by a cultural and ecological framework which emphasises the interwoven and complex nature of the school system. In particular, the paper provides a critique of accountability and performative agendas which often run counter to other national agendas, such as the SAC. Through observations, staff interviews (teachers and senior management), and student interviews, task-based activities and group discussions, the data suggests performative and accountability measures are inextricably woven through the education system within which Lochview is situated. Despite this, Lochview provides a case study of a school which successfully navigates competing agendas. However, it is not without its struggles, but the school community often finds rewards and benefits in the positive school culture which develops as a result of responding to the local community's needs. Improving schooling outcomes is a preoccupation facing school leaders globally. At the heart of such an agenda is the school leader's capacity to make professional learning decisions that best support the professional learning needs of their teachers. Thus, this paper investigates the extent to which principals' control to make professional learning decisions for the teachers in their schools is influenced by confidence in their understanding of professional learning and by four decision-making influences. To achieve such ends, 73 principals who were members of a large state-based cross-sectorial professional association for school leaders accepted an invitation to be surveyed concerning professional learning for teachers in their school regarding control, confidence in understanding professional learning, accountability, organisational constraints and school system influences. Key among the findings were that principals' sense of control to provide their teachers with effective professional learning was positively predicted by three factors: their own engagement in ongoing professional learning; the experience of fewer organisational constraints; and confidence in their understanding of what constitutes efficacious professional learning. School system influences such as regional office priorities were found to predict a negative impact on control. The intensification of data collection practices in schooling – often due to state accountability requirements – has resulted in the widespread adoption of commercial student management systems (SMS) in schools. Drawing on a qualitative case study of a New Zealand primary school, this paper investigates its adoption of a commercial SMS, and the ways this product re-engineers schooling processes, including what student data is collected, how school decisions are made, and when work is done by staff. Through this analysis, we argue direct-to-school commercial relationships constitute a new configuration of public–private partnerships in education. We demonstrate the rise of a local education market for data management where responsibility is placed on individual schools to choose a commercial product that will interface with the needs of a public bureaucracy. The rise of performative culture in education and intensifying forms of test-based accountability have subjected teachers to a ubiquitous 'field of judgment' through which they are held to account. Within this context, professional development is consistently deployed as a key solution to stagnant or declining student outcomes. In this paper, we examine how accountability might be reimagined through one approach to professional development known as Quality Teaching Rounds (QTR). We draw on Foucault's notion of panopticism and Ball's influential writings on performativity to analyse interviews with 21 educators from 14 schools in New South Wales, Australia, conducted during a 2014–2015 randomised controlled trial. Participants highlighted the pervasiveness of testing and test results in shaping their experience of teaching in a system of perpetual surveillance where numbers bite deep into practice. By contrast, participation in QTR afforded teachers rare spaces of freedom within the structure of performativity to collaboratively focus on pedagogy. We argue meaningful professional development can alter the field of judgment and enable teachers to reclaim accountability on their own terms, while maintaining a clear focus on student outcomes. Despite a growing emphasis in education policy on 'what works for whom and in what circumstances', there is still considerable attention to decontextualised 'best practices' that emerge from cross-country comparisons of student achievement. Also, while operational and even political aspects of context are increasingly incorporated into policy research, there is relatively little attention to the relationship between sociocultural context and education policy. In this paper, I explore the extent to which national sociocultural context influences the relationship between one aspect of policy – teacher accountability – and student outcomes. I do so by using multilevel modelling to analyse international survey data on education (from PISA 2012, PISA 2015, and TIMSS 2015) matched at the country level with survey data on culture (from the World Values Survey and Hofstede's IBM study). I find that one of the sociocultural constructs significantly and consistently moderates the relationship between teacher accountability and student outcomes, suggesting that some teacher accountability approaches may be beneficial in certain sociocultural contexts but detrimental in others. This finding implies a need for caution in generating universal policy prescriptions from international assessments such as PISA and TIMSS. Since 2000, girls' education has been an increasingly high-profile concern in international development policy. At the same time, there has been a trend towards the greater production and reliance on quantitative data, indicators and targets in national and international education policy. Scholars have raised concerns about the rise of 'performance-based' approaches to accountability in education, and potential counterproductive effects of this for social justice and equality. However, few studies have explored how this trend plays out in practice within international organisations, particularly in relation to the heightened focus on girls' education. This paper explores the implications of the increasing reliance on quantitative measures for policy actors and draws on a set of interviews with key stakeholders working in organisations concerned with gender and education to explore their divergent understandings of accountability processes. Background: People often expect physical education teachers to look fit and athletic, to do lots of physical activity, and to eat well. While ample research exists on physical education teachers' bodies, relatively few scholars have investigated how physical educators relate corporeal expectations to broader ideas about subject content, pedagogy, and the purposes of the school subject. Aim: The specific aim of the paper is to identify the assumptions about content, pedagogy, and educational purposes that teachers make when they talk about a perceived need for physical educators to look fit and athletic. Method: To frame our work theoretically, we draw from a Swedish didaktik of physical education tradition and employ Bakhtin's concept of speech genres, and Wertsch's concept of privileging. Our empirical material consists of transcripts generated from 6 focus group and 6 individual interviews (24 teachers in total, average age of 40 years, average teaching experience 11 years). Findings: Data suggest that when teachers use an 'athletic-looking teacher as healthy role model' speech genre, they tend to privilege: (1) a particular version of health as subject content that involves not being too overweight and maintaining physical functionality in sports. This content is based on biomedical conceptions of health which foreground exercise, eating and weight, and a pathogenic reduction of risk; (2) particular pedagogies in PE that put the teacher at the centre of the pedagogical situation, and; (3) a certain educational purpose in PE, which is to educate citizens for healthy lives through participation in sport. With respect to this purpose, increasing body weight enters the genre as a potential obstacle for educational success. Discussion: The findings raise questions concerning appropriate curricular content and its relation to teacher identities. They suggest that learning possibilities may be missed when certain content, pedagogies, and outcomes are privileged. The findings also indicate how wider voices are implicated in the speech genre. This paper shows how Karen Barad's agential realism provides a powerful analytical framework for assessing higher education accountability. It takes the example of the UK 'National Student Survey' (NSS), a questionnaire, which purports to ascertain student course satisfaction in universities. The paper demonstrates how agential realism offers the opportunity to make visible (and theorise) three suggested effects of the NSS: (i) affective dimensions of lecturer experience; (ii) boundary creations between lecturers and students; and (iii) the marginalisation of experimental conceptualisations of practice. Analysing narrative data from six university lecturers, it will be shown how agential realism has a capacity to theorise the sociological realms of classroom encounters, institutional practices and national policy in their very entanglement. The article provides information on the Journal of Geography in Higher Education (JGHE) Award. The award is designed for promoting excellence in teaching and learning which have considered papers on the importance of fieldwork, active learning in its widest sense, and the ways in which established and early-career university lecturers pursue with challenges of teaching in higher education. Three papers that met the criteria for this award in terms of publication date and the promotion of excellence in teaching and learning geography or closely allied subjects at higher education level are presented.

This paper investigates how and why test-based accountability (TBA), a global model for education reform, began to dominate educational debates in Norway in the early 2000s, and how this policy has been operationalised and institutionalised over time. In examining the adoption and retention of TBA in Norway, we build on the cultural political economy framework, in combination with a political sociology-driven approach to policy instruments. The analysis draws on two data sources: four White Papers and 37 in-depth interviews with top-level politicians, policy-makers and stakeholders, conducted between September 2017 and February 2018. The findings indicate that 'scandalisation' of Norway's below-expected PISA results and promotion of standardised testing as a neutral device contributed to the relatively abrupt adoption of national testing in the early 2000s. The increasingly dominant policy discourse equalising education quality and learning outcomes led to the institutionalisation of TBA, developed to ensure equity and quality standards in a decentralised education system. Increased visibility, benchmarking and administrative control are identified as key mechanisms in putting pressure on local actors to re-orient their behaviour. Leadership for Learning (LFL) recently emerged as a comprehensive framework integrating aspects of theories thus far applied in school leadership research. LFL provides the principles for practice believed to effectively deal with the increasing complexity and expectations in education. Via semi-structured interviews this paper seeks to deepen our understanding of the leadership practices and beliefs among principals in Flemish secondary education and assess the occurrence of LFL in practice. Due to busy schedules, little time remains for principals to continuously focus on learning and teaching. Teachers' work in India is impacted by the ongoing restructuring of school education that incorporates simultaneous attempts at reform and regulation. Child-friendly assessment policy instituted by the local bureaucracy leads to intensification of teachers' administrative roles, drawing their attention away from critical pedagogic ones. Limitations in policy interpretation are found to be in response to the official discourse of efficiency that manifests in performative measures of accountability inconsistent with the intended reforms. In this ethnographic case study in an urban middle school for poor, teachers' attempts to comply with instruments of accountability while adapting to changing pedagogic relations with their students and achieve coherence in their identities are examined. The paper draws attention to the contrasts between models of good teaching held by teachers, vis-à-vis the official discourse. This paper compares approaches to accountability in US charter schools and English academies. We examine the development and main characteristics of these two types of schools before assessing how they are accountable, to whom, and for what. Drawing on both primary and secondary sources, we explore the consequences of the accountability mechanisms in each jurisdiction. Our comparative analysis assesses the different and multiple forms of accountability to which charter schools and academies are subject. We discuss the similarities that exist in the two jurisdictions, albeit that the most consequential sanctions – closure of charter schools and transfer of academies – differ between countries. Student evaluation of teaching (SeT) is ubiquitous in higher education but has been criticized by many scholars because of low use for course improvement benefiting student learning. Academic developers (ADs) are responsible for pedagogical courses and to support leadership and academics in processes enhancing educational quality. We could therefore expect ADs to play a key role in SeT practice. This paper investigates how Norwegian ADs and Academic Development Units (ADUs) are engaged in SeT practice. Norwegian academic leaders of twelve ADUs are interviewed about ADs' roles and responsibilities in evaluation policy and SeT practice. The empirical data are analyzed by using the terms 'accountability' and 'professional responsibility' aiming to better understand the use of SeT. Before the turn of the millennium, ADs were actively engaged in SeT practice, but our study found that they are no longer central actors and little time is spent on the topic in pedagogical courses. Today evaluation is dominated by accountability logic and is professionalized by administration and leadership. We will argue that there is a potential to strengthen SeT as a tool for educational development by inviting ADs into evaluation policy development and by including evaluation as part of pedagogical courses. Increasing community and parental connection with schools is a widely advocated means of improving levels of student learning and the quality and accountability of education systems across South Asia. This paper draws on a mixed-methods study of accountability relations in education in the Indian states of Rajasthan and Bihar. It explores two questions: what formal platforms exist to enhance connections between socially disadvantaged families and the schools serving them; and (how) do they influence engagement with student learning? It finds that various platforms have proliferated across public, low-cost private and non-government schools. But, while they promote enrolment attendance and monitoring, a substantive focus on student learning is empirically demonstrated to be missing everywhere. The paper argues that an apparently surprising similarity of (dis)connection is located in system features that are common across school types, locations and social structures. It proposes that this is a 'field' in which connection, facilitated by various platforms, is performed according to bureaucratised norms of accountability that even pervade family and community responses. Seeing this as a socially constituted 'field' that constrains meaningful discussion of learning across schooling provision for disadvantaged families contributes new insight for accountability-focused reforms in education. America's current sociocultural moment requires that we reexamine, reevaluate, and reimagine our dance education policy documents, curriculum, and classroom practice. This position paper raises questions about the assumptions underpinning our dance education archival discourse and infusing the language we use to articulate it. A return to scientific approaches to education featuring standardization and accountability, which threatens to further marginalize non-dominant voices, makes this inquiry urgent. I describe my current research as an example of this direction for inquiry. Referencing the standards' history, dance education's historical influences and counter-narratives, and motor learning theories in cultural context, I propose that explicit and implicit cultural messages in our standards may convey Euro-Western aesthetic, epistemological, and pedagogical frameworks, reflecting widely accepted dance education practices. Further, I question whether our standards and our practice may be inadvertently perpetuating inequitable cultural narratives. The paper concludes with a charge for the dance education community. This paper explores how trust in teacher professional judgment has been reconstituted through the globalised trends of performative accountability and reductive data-driven logics. The article draws upon empirical research from interviews with teachers and school leaders as well as observations of teacher preparation days, classroom and staff professional learning communities (PLCs), as part of a larger study of schooling practices in two geographically and contextually bound Queensland public schools. The paper focuses attention upon the socio-political, material-economic and cultural-discursive conditions inscribed in how data are currently understood and deployed, and how these conditions constrain trust in teachers, devaluing teachers' own professional judgment. Specifically, we flag how the practices and conditions that constrained trust were manifest in a) pressures to ensure teachers generated and collected data on an ongoing basis to substantiate their claims about student learning, and b) a perceived mistrust amongst parents and a subsequent need to justify decision-making on the basis of 'hard evidence'. Neoliberal policies promoting school autonomy reform in Australia and internationally have, over three decades, appropriated earlier social democratic discourses of parental participation and partnership in school governance. Recent school autonomy reforms have repositioned school council/boards within a narrow frame of accountability and management operating in marketized systems of education. This paper considers the perceptions of 12 stakeholders in public education across four Australian states of how the latest school autonomy reform policies, including Independent Public Schools, supports corporatized and seemingly depoliticised repositioning of school councils. This data indicates there is a shift from elected parental representation to principal selection of 'skill-based' community members, with the greatest implications for those schools in disadvantaged communities experiencing difficulties gaining voluntary parental participation. We offer new theoretical insights into the links between school autonomy, governance, the role and composition of school boards and social justice informed by Nancy Fraser's theorising of social justice. We identify an emerging tension between first, parent movements as counterpublics claiming participatory parity in decision-making in school councils; and secondly, principal selection of self-interested and politically influential actors onto school councils, potentially politicising school councils. This paper reflects on compulsory school self-evaluation in Ireland. It sets important historical and contemporary context by documenting the development of a culture of evaluation in Ireland throughout the 1990s and into the new millennium before charting the rise of school self-evaluation during the austere economic conditions of post-2008 Ireland. Three key reasons are proposed for the rise of school self-evaluation: the influence of the Organisation for Economic Co-operation and Development, the perceived need for more accountability, and the drive towards self-managing schools. In debating the purpose of school self-evaluation in Ireland it is put forward that it is not underpinned by any single logic, but an assemblage of overlapping logics interwoven by complements and contradictions. This paper returns to a long-standing theme in education research, the ways in which 'contextual factors impact on what schools do, as well as directly on what pupils achieve' (Lupton, 2004, 4). Drawing on a project designed to explore the early effects of reforms to national examinations, the curriculum for 14−16 year olds and school accountability measures in English secondary schools, this paper considers the perceptions and experiences of teachers currently charged with enacting these reforms specifically in the light of their situated school realities in three different settings. A case is made for a contextually sensitive approach towards policy making and policy enactment that takes account of some of the more nuanced distinctions among schools' contextual positionings. The United Nations (UN) asserts that children and young people should have access to human rights education (HRE) and that schools are one of the key means through which HRE should be made available. However, there is currently limited knowledge about the presence and form of HRE in school contexts, and there is no established means through which HRE provision within schools is evaluated. This paper proposes a theoretical framework to support the classification of teachers' responsibilities in relation to HRE and argues that systemic change is needed within education systems if HRE provision is to be realised in more extensive and consistent ways. The curriculum documents of three nations – Australia, England and Sweden – were analysed to determine teacher responsibilities for educating pupils about human rights. The viability of the developed framework was then tested through applying it to the outcomes of these analyses. The theoretical contribution made by the paper deepens knowledge and understandings about the nature of responsibilities placed on teachers to educate pupils about human rights, and provides a foundation from which to stimulate debate about what constitutes effective school-based HRE practices. Securing long-term environmental pollution control in a system where local leaders in China hold tenure for only a short term is a challenge. The innovative Chinese accountability audit of natural resources (AANR) pilot project attempts to address this problem by mandating lifelong accountability for local leaders. Using this pilot as a quasi-natural experiment, we explored macro-effectiveness and micro-mechanisms of AANR. The results show that AANR has a positive impact on the environmental investment behaviour of enterprises. This paper finds that AANR stimulates enterprises' investments in the environment by improving the environmental behaviour of local leaders. During mobilisation meetings, local leaders convey signals on environmental matters. Political connections are bridges which convey the signals of mobilisation to enterprises. Those enterprises receive the signals and increase environmental investment. AANR thus promotes collaborative governance by ensuring that the interests of key stakeholders are aligned to prevent pollution. [ABSTRACT FROM AUTHOR]

This paper discusses how Swedish police education actors navigate the act of introducing new police officers to tasks in an organisation permeated by a new public management ideology. This study's empirical data derive from four studies on intra-professional police educators and police probationers. By interpreting and analysing these data using a theoretical framework based on styles of thought and reflexivity, a picture of how Swedish police organisations contain two somewhat contradictory thought styles emerges. The findings indicate that a reflexive awareness of this situation is crucial for educators to properly prepare new police officers for complex and important tasks. This paper contributes to current vocational training and education methods by offering new perspectives on how professional development can be enhanced in law enforcement and similar occupations. This paper seeks to contribute to the understanding of the 'panopticon' in educational research, problematising its validity and offering a fresh conceptualisation of teacher surveillance. The school as a 'panopticon' is a well-established concept which helpfully enables a consideration of aspects of high-stakes accountability. The present paper explores the question of how contemporary teachers perceive themselves to be subject to scrutiny and the consequences of this surveillance. It is argued that whilst the panopticon (and its variants) remain very valid notions for understanding performativity in contemporary schools, that a complementary metaphor can be offered which enables a fuller consideration of the 'unseen' behaviours induced by a high accountability environment. This paper examines the assimilatory politics of modern schooling as embodied in the spatial and temporal logics of the state's educational apparatus. Drawing upon a study of early childhood care and education in Gudalur, India, it demonstrates how modern schooling, even during preschool years, deprioritizes indigenous Adivasi commmunities' socio-cultural practices surrounding children. The separations produced by state educational institutions, between home and school, children's work and (economic) work of adults, (in contrast to the continuities they assume for communities) are central to this. Adivasi communities negotiate the decontextualized state educational provisions, without completely rejecting them, cognizant of its implications for their lives. Demanding greater accountability from educational institutions, they show how educational institutions include without attending to their socio-political histories and changing relationships with forests, which requires children to be prepared for the present and future, economic and social life, and through intergenerational continuity in knowledge. In the last decades, most countries have adopted data-intensive policy instruments aimed at modernizing the governance of education systems, and strengthening their competitiveness. Instruments such as national large-scale assessments and test-based accountabilities have disseminated widely, to the point that they are being enacted in countries with very different administrative traditions and levels of economic development. Nonetheless, comparative research on the trajectories that governance instruments follow in different institutional and socio-economic contexts is still scarce. On the basis of a systematic literature review (n = 158), this paper enquires into the scope and modalities of educational governance change that national large-scale assessments and test-based accountability instruments have triggered in a broad range of institutional settings. The paper shows that, internationally, educational governance reforms advance through path-dependent and contingent processes of policy instrumentation that are markedly conditioned by prevailing politico-administrative regimes. During recent years, we have seen an increase in the complexity of school leadership as knowledge work. The new forms of knowledge available to school leadership, such as performance data and survey-based data, raise the expectation that leaders make relevant use of these knowledge resources. Theory and policy claim that new knowledge is of instrumental use in leadership decision making, yet there are important limitations to this strand of efficiency thinking. The paper analyzes leaders' use of organizational assessment data for the purposes of developing their leadership practice. The paper constructs this empirical object as a composite of general quality standards and specific knowledge about each school. Accountability practices are taken to be specific to particular schools and professional organizations. The paper explores how school leadership practices can be researched as an interplay between quality standards emerging from abstracted knowledge ressources such as theory and strategy, and local knowledge work. It may be difficult to balance these forms of knowledge work, and that may explain why leaders often find it hard to use new knowledge resources. This paper provides an empirical account of the complex nature of early childhood teachers’ work with growing accountability demands for collecting, reporting, and using child assessment data in the U.S. context. Particularly, this paper focuses on preschool teachers’ experience of changes in their roles and pedagogical work in implementing a criterion-referenced, commercial online child assessment system. In doing so, this paper draws on data from a qualitative research study conducted at four Head Start sites that included semi-structured, individual interviews with six teachers and five child development specialists during three different assessment checkpoint periods; multiple observations of four Head Start classrooms for five months; and an analysis of related documents. The findings from this paper highlight that the use of commercial online childhood assessment system increased and expanded teacher work with additional responsibilities and concomitant change in assessment, curriculum, and pedagogy, as well as their views of themselves as professionals. Since the end of the 1980s, the Norwegian education system has gone through major reform, influenced largely by new managerialist ideas. Strategies to renew the public sector were promoted as the new public management (NPM). This paper investigates the way ideas connected to NPM reforms have been introduced and interpreted in the Norwegian education sector. Based on our studies of selected policy documents from the last two decades, we have identified three areas of discursive struggle. The first one is linked to ideologies and the national history of schooling, the second to contested issues of teacher professionalism and the third is associated with strategies for modernising and improving education. A main argument is that NPM reforms changed direction and sped up when Norway was listed among the ‘lower-performing’ countries according to Programme for International Student Assessment (PISA) and other international tests. The paper explores teachers' endorsement of pastoral care, based on their socially and historically developed and interactively shaped understandings of teacher care, and how it surfaces in their practices. Participants are 25 academics in a self-financing teaching-oriented college in Hong Kong, in which teachers are also academic advisors for an assigned number of students and professional counselling is provided as another form of student support. The study identified three groups of teachers regarding their endorsement and enactment of pastoral care, namely, the supporters who are the overwhelming majority, the opponents and the bystanders. The author suggests that the relatively high level of endorsement and enactment of pastoral care found among the participants can be explained by its institutional, societal and cultural contexts. Implications of encouraging and facilitating teachers taking pastoral care as shared responsibility with professional counsellors in higher education are discussed. [ABSTRACT FROM AUTHOR]

Most young children in the United States attend early care and education (ECE) programs, in which they eat 3–4 times daily. 'Division of responsibility' between adult and child means the adults are responsible for what, when and where, and the child is responsible for whether, what and how much to eat. A balanced division of responsibility can support children's development of healthy eating competency. This paper aims to describe division of responsibility during mealtimes during COVID-19 in Florida using a cross-sectional, mixed methods design. Questions were developed based on Trust Model and Social Cognitive Theory. A survey was completed by 759 ECE directors and 431 teachers, and 29 teachers completed in-depth interviews. COVID-19 increased teacher mealtime responsibilities. Most (95%+) ECE teachers provided meals at the same time and place daily (when and where). Children determined what and how much they ate, but did not serve or handle food. Implications include modifying mealtime routines to minimize the risk of COVID-19 and support healthy eating with a balanced division of responsibility. [ABSTRACT FROM AUTHOR]

WikiLeaks has often been criticized for being an organization seeking transparency without being transparent and accountable itself. The paper aims to shed light on how whistleblowing platforms understand transparency and accountability with regard to their own activities and how and whether they implement online-based practices of accountability and transparency. Drawing on the conceptual model of online media accountability developed by Domingo and Heikkilä, the paper analyzes four whistleblowing platforms: the Hungarian MagyarLeaks, the Dutch PubLeaks, the Italian IrpiLeaks and the German Briefkasten of the weekly newspaper Die Zeit. This study is based on a two-step methodological approach, applying first a document analysis of publicly accessible information on online practices of accountability and transparency; second, we present findings from in-depth interviews with selected editors from each whistleblowing platform. The study critically discusses the evidence of specific challenges with regard to actor and process transparency relating to the platform's rationale. In addition, responsiveness does not appear to be a core practice, given that interaction with the audience is generally left to the news media partners, where the leaked material is published. Assessing student learning in ways that offer students, institutions and systems with sound information is a considerable challenge for higher education. Despite demonstrable progress, a disconnect remains between methods used for assessing learning, improvement and accountability. This muddled situation is illustrated through a review of contemporary practice in the USA, Canada, Australia, the UK and New Zealand. To advance research and practice, this paper contributes a structured set of criteria that practitioners can use to evaluate whether an assessment functions effectively across different levels of practice. These technical and practical criteria touch on issues such as sampling, the viability of aggregation, reporting and cost-benefit considerations. The paper tests these criteria by considering their capacity to drive multi-level improvement in education quality. Drawing from a review of studies and reports on teacher diversity in the Canadian public education sector, in this paper, I argue that the underrepresentation of minority teachers in the public education workforce cuts across all public educational system levels. To address this institutional dilemma, I suggest that lawmakers should inspire provincial ministries of education to enforce cross-cultural accountability policies on schools and universities in order to increase the hiring and the integration of minority teachers in the school and academic workplace. The creation of the Teaching Excellence Framework (TEF) represents a significant development concerning the teaching mission of the university in the UK. This paper considers the background to, and the development of, the TEF. It explains the context from which the TEF emerged and unpacks a series of rationales which illustrate the need for, and the role of, the new framework. The TEF is presented as an instrument to fulfil a range of functions, including: a mechanism to determine tuition fee rises and inform student choices in a reconfigured higher education market; a means of updating the quality and regulatory regime; and a way of raising the esteem of teaching within the academy, and the importance institutions place on student education. The paper explains how the contested idea of “teaching excellence” is defined within the framework, and the metrics and methodology used to assess this. An overview of the submission process and results illustrates how the TEF works in practice. How the TEF embeds two agendas in higher education is discussed: the use of quantitative measures to capture and convey performance, and the role of the student as a consumer not just a learner. The paper concludes the TEF can be viewed as a multi-purpose evaluation tool, not merely designed by the imperatives of teaching excellence or quality assurance, but also by the need for a measure to provide market information to consumers and allocate fee increases to institutions, and this is reflected in its content and character. In the education sector, media outlets have been increasingly active in reporting on standardized testing. The purpose of this paper is to identify the most recurrent discursive frames used by the Norwegian regional and local press when informing their readers about national standardized testing, and to explore whether differences over time and across geographical localities exist in the pervasiveness of frames. Our analysis is guided by framing theory, and builds on a corpus of 3,046 articles that focus on national testing, published by 155 Norwegian regional and local newspapers between 2004 and 2018. The analysis identifies four different discursive frames within Norwegian press coverage, namely the frame of 'performance', 'transparency and empowerment', 'misinterpretation and misuse', and 'criticism'. The four frames convey highly distinct causal and normative beliefs and realities about national standardized testing. While the dominance of the frames varies over time and across Norwegian counties, the frame of 'performance' is increasingly pervasive, something that potentially contributes to naturalize performative-oriented reporting and competition in education. The study highlights the importance of systematic media analyses to identify circulating principle beliefs on education, and of not limiting research to national newspapers in order to grasp geographical variation in media coverage. The effects of imposing accountability pressures on public school teachers are empirically indeterminate. In this paper, we study the effects of accountability in the context of teacher responses to student behavioral infractions in the aftermath of teacher evaluation reforms. We leverage cross-state variation in the timing of state policy implementation to estimate whether teachers change the rate at which they remove students from their classrooms. We find that higher-stakes teacher evaluation had no causal effect on the rates of disciplinary referrals, and we find no evidence of heterogeneous effects for grades subject to greater accountability pressures or in schools facing differing levels of disciplinary infractions. The focus in this paper is on a student voice initiative at an English secondary school designed to improve the quality of teaching and learning. The initiative invites Year 8 students to train and work as ‘lesson observers’ who provide feedback to teachers about their practice. The possibilities of this initiative to reflect a rich and intelligent form of teacher accountability are explored in relation to its capacity to (1) enhance students’ understanding and appreciation of teachers, teaching and the learning process; (2) support students to work in partnership with teachers to improve pedagogy and relationships; and (3) develop students’ positive self-image as learners. In its exploration of this initiative the paper also considers matters of authenticity, inclusion and power and highlights ways in which student voice initiatives can be undermined when these matters are not adequately engaged with. Such engagement, it is argued, is imperative in guarding against a misappropriation or undermining of student voice to align with traditional teacher–student power relations or to fit with the dictates of school improvement as framed by narrow and reductive measures. A longstanding problem in the teacher workforce, internationally and in the UK, is the continuing and substantial numbers of qualified teachers who leave the profession within five years. This paper uses data collected from a survey to the last five years of teacher education graduates of UCL Institute of Education (IOE) in London, to explore what originally motivated them to teach, and the reasons why they have left or may consider leaving in the future. We discovered that despite claiming to be aware of the challenges of workload before entering teaching, workload was the most frequently cited reason for having left, or for leaving in the future. The data spoke to the reality of teaching being worse than expected, and the nature (rather than the quantity) of the workload, linked to notions of performativity and accountability, being a crucial factor. This paper draws on a substantial new source of data and explores reasons for leaving in the context of reported initial motivation of individuals who have left teaching, individuals who are planning to leave and individuals who are planning to stay in teaching. Public policies have a moral order, an ethical horizon. They offer a vocabulary of imagined micro-policies. Using the case of Chile, this paper examines the ways in which accountability policies are reworked within schools and how they affect actors' subjectivities. It adds new findings to the existing body of research on school accountability policies, offering in-depth evidence based on the case of Chile, which has a high-stakes testing model and a widespread competitive voucher system. The research is based on case studies of ten public and private subsidised schools, framed by a sociological perspective of policy enactment theory. The research findings show the ways that accountability policies are recreated, expanded, and intensified at the local level, permeating an ethic of competition. The analysis focuses on three qualitative trends: school actors' sense-making of test scores and labels; zones of safety and risk for teachers under an accountability regime; and the emergence of a sticky web of persuasion, surveillance, and coercion among school members in order to improve performance. The practices examined are not understood as 'secondary effects' or an 'implementation problem', as if they occur unconnected from the policy rationale. Federal law requires states and school districts to institute accountability systems that report disaggregated student data to ensure that all children make academic progress. However, one of the mandated categories for disaggregation – English Learner (EL) – is reported as a single group despite representing students who are beginning, intermediate, and advanced in their acquisition of English. We argue that such a disaggregation is not sufficiently nuanced and may inadvertently hurt the very students it seeks to serve. Through the analysis of one large metro-area's accountability framework, this paper finds that there is a statistically significant relationship between EL level of English proficiency and school accountability rating that negatively impacts schools with large Intermediate EL populations. Pedagogical documentation within early childhood centres is a key component of pedagogy and teacher accountability. In Singapore, documentation is a requirement specified under legislative policies included in the national Pre-school Accreditation Framework, with parents often perceived as the main audience. This paper reports on a study utilising Rogoff's observation on social cultural activities to focus on the interconnectedness between children, parents and teachers as stakeholders in the early childhood sector. An electronic survey was used to ascertain parents' perspectives on documentation of their child's learning and development. Analysis of this data was shared in five individual teacher interviews to explore responses to the parents' perspectives. Findings of this study affirmed that documentation varied as a process and a product of pedagogy in early childhood centres. Within a climate of assessment and accountability, these findings invite inquiry and offer possibilities for professional learning on improving pedagogical documentation across the sector. Most countries across Europe now have their own Inspectorate as part of a school improvement and accountability system. However, there has been little research on the impact of school inspections or on the aspects of school inspections that maximise the positive effects and minimise the unintended consequences. As a precursor to further research, this paper presents a program theory of the school inspection system in England (Ofsted), highlighting the underlying mechanisms that explain how Ofsted intends to promote school improvement. The program theory is derived in a systematic way using the policy scientific approach, which draws evidence from the multiple methods of interviews and source documents. The key mechanisms that underpin Ofsted’s promotion of school improvement were found to be the setting of standards, giving feedback, the use of sanctions and rewards, the collection of information on schools and public accountability. Details showing the logic behind these mechanisms are presented. The program theory is validated by senior personnel from Ofsted. This paper focuses on outlining, contextualising and theorising the rise of global and complementary national modes of test-based, top-down accountability in schooling systems. The effects of these infrastructures of accountability on schools, teachers' pedagogical work, on the width of curriculum and on the goals of schooling are also alluded to. These developments are theorised in terms of rescaling of the policy cycle globally, as a well as the topological turn that sees the globe reconstituted as a single space of comparative and commensurate measurement of the performance of school systems, as part of the move to new global forms of networked governance. We argue that we are seeing a new global panopticism, with national school systems variously positioned within the global market place and global educational policy field with important effects within national policy-making. The analysis and theorising provided serves as a contextual backdrop and introduction to the papers included in the special issue of the Journal of Education Policy on the theme of Testing Regimes, Accountabilities and Education Policy. We argue, and the papers demonstrate, the significance for policy sociology today of recognising testing as a, perhaps the, major policy steering systems and the work of schools today. Many efforts to implement and improve school inspections have been modelled on examples from high-income countries, and many studies on the effectiveness of such systems have also only been carried out in these countries. However, local contexts in low- and middle-income countries are very different from those in developed countries, and findings about the effectiveness of school inspections from Western studies are therefore not easily transferable to low- and middle-income countries. Existing literature portrays complex and varied links amongst governance context, policy, design of accountability systems, mechanisms of impact and school outcomes that make translation of conditions across studies challenging. This paper presents the results of a systematic review about the conditions under which school inspections lead to improvement in schools and to positive learning outcomes for schoolchildren in low- and middle-income countries, especially the poorest and most marginalised. Interest in the education of young people to be ‘responsible global citizens’ has grown exponentially since the turn of the century, led by increasingly diverse networks of sectors, including government, community, business and philanthropy. These networks now have a significant influence on education policy and practice, indicative of wider changes in governance and processes of globalisation. Yet little of the academic literature on global citizenship education specifically examines the impact of these networks on the production of knowledge about young global citizens. This paper addresses this gap by analysing the discourses of global citizenship that underpin recent work by a youth organisation that works closely with a network of sectors in Australia. The paper finds that a particular kind of entrepreneurial global citizen is favoured, one that is simultaneously responsible for themselves, for the rights of others and for ensuring Australia's future economic prosperity. Media reportage often act as interpretations of accountability policies thereby making the news media a part of the policy enactment process. Within such a process, their role is that of policy reinforcement rather than policy construction or contestation. This paper draws on the experiences of school leaders in regional Queensland, Australia, and their perceptions of the media frames that are used to report on accountability using school performance. The notion of accountability is theorised in terms of media understandings of ‘holding power to account’, and forms the theoretical framework for this study. The methodological considerations both contextualise aspects of the schools involved in the study, and outline how ‘framing theory’ was used to analyse the data. The paper draws on a number of participant experiences and newspaper accounts of schools to identify the frames that are used by the press when reporting on school performance. Three frames referring to school performance are discussed in this paper: those that rank performance such as league tables; frames that decontextualise performance isolating it from school circumstances and levels of funding; and frames that residualise government schools.
