Working papers are an important source of information for finance researchers. Almost ten percent of the citations from a sample of article bibliographies from leading finance journals were to working papers. The citations were primarily to working papers issued by academic institutions during the previous four years. Checking the citations against three important electronic resources covering working papers -EconLit, IDEAS, and the Social Science Research Network-revealed that fewer than half of the cited working papers were included and only a small percentage were offered in full text. The goal of this analysis was to obtain local citation behavior data on undergraduates researching history, political science, and sociology papers. The study found that students cited books and journals even with the availability of web sources; however, usage varied by subject. References to specific websites' domains also varied across subject area. Most of the top journal titles that students referenced were online and locally owned. Students cited a broader range of journal titles than predicted by the Law of Scattering and cited titles across a wide array of subject areas. Most families can access a range of health information and advice. Information and advice sources often include nurses, the Internet, social media, books, as well as family and friends. While the immediate aim may be to find information, it can also be to assist with parenting skills, solve parenting problems or as part of decision-making processes about their child’s health. These processes are strongly influenced by the parent’s level of health literacy. Health literacy describes a person’s capacity to obtain and utilize health related information. Although there are numerous health literacy definitions all have clearly defined steps. These steps are: obtaining relevant information; then understanding this information; and finally being able to use the information to achieve the expected outcome. Previous research has linked low levels of parental health literacy with poorer child health outcomes. Given this link, increasing health literacy levels would be advantageous for both families and health services. Nurses working with families are in a position to support the family to increase their health literacy through the use of a variety of strategies. This article outlines how health literacy can influence the way parents seek help when they are concerned about child health issues, the relevance of parental health literacy for nurses and suggests some tools that could be used to support the increase of health literacy. This study examined unit and item nonresponse rates and ancillary information provided for Web- and paper-based versions of a questionnaire administered to school counselors. Results indicate that the unit nonresponse rate was higher for the Web-based version but that the patterns of item nonresponse found generally did not differ between the media. This article looks into information resources regarding the histories of the miners' trade unions. The papers are dominated by the work which Robin Page Arnot undertook in writing the official history of the miners' trade unions in Great Britain. Amongst the earliest trade union records collected by Arnot is a volume of printed annual reports of the Amalgamated Association of Miners of West Bromwich. A similar depth of coverage is provided by Arnot's papers relating to the establishment of the Marx Memorial Library and his role in developing the institution as a center for Marxist education.

Sustainable innovation practice is an important step to survive globally in a competitive environment for an economy or business commuity. This study aimed to provide comprehensive insights into sustainable innovation research. To this end, we conducted a citation-based systematic literature review (SLR) to identify evolving trends in sustainable innovation research. We reviewed 747 articles from the major database from 1998 to 2019 to identify an influential journals, authors, articles and trends of keywords. We also performed content analysis (CA) of the most influential articles to identify research attributes, such as sustainable innovation concepts, unit of analysis, data, method, and research themes. We synthesised and interpreted the results of both the SLR and CA to formulate future research directions. The paper reveals that out of various themes, the sustainable business model (SBM) has been the most focused area within the top-100 most influential paper, implying that the SBM is a critical challenge for sustainable innovation practices and quality management. A fundamental element of quality healthcare is that provision is accessible to all users and culturally sensitive to them. However, there is evidence to suggest that there is inequity of provision across all cultures. Furthermore, there is a paucity of published research in the United Kingdom concerning palliative care for minority ethnic families with a life-threatened or life-limited child or young person. The article sets out to discuss the findings of a literature review and, drawing on current work by the Centre for Children and Families Applied Research at Coventry University under the leadership of Professor Jane Coad, to explore the interface between South Asian cultures and the experience of palliative care services of children, young peoples, and families. All families require a broad range of services which are appropriately delivered and accessible throughout the trajectory of their child's illness. The literature review findings reveal that how families understand concepts such as health and disease arise from the complex interaction between personal experience and cultural lifestyle including language, family values, and faith. There is an urgent need to involve South Asian families in research in order to provide a robust evidence-base on which to develop service provision so that care is matched to the unique needs of individuals concerned. In the twenty-first century, many users seek instant gratification when searching library resources: if it is not online, it is not worth pursuing, even if the answers sought may be found in material available in print only. The digitization of older scholarly and related resources is far from complete, and may not happen for years, if ever. The current landscape of the information systems research literature concerned with developing countries is surveyed by examining a range of research articles published from 2000 onward. These are discussed in terms of the key challenges addressed, including the role of technology, and the methodological and theoretical approaches used. Prospects for future research are discussed, based on a conceptual view as to how to study information and communication technologies (ICTs) in developing countries, to classify existing work, identify gaps, and suggest future opportunities. The study concentrates on paper quality, since a large percentage of all materials published in East Central Europe and the countries of the former Soviet Union are at risk since they were printed on acidic paper. Such evaluations provide essential information necessary if a library is to develop an organized preservation plan for its collections. Although the broad outlines of Pakistan's nuclear weapons' programme are well documented, significant gaps remain in the understanding of the country's nuclear security regime. Nuclear security remains a highly politicised topic, with little robust information available regarding the steps taken to secure the country's nuclear assets. To help "fill the gaps", this paper places official Pakistani documents, statements, and other open source information, into an analytical framework based on international standards of physical security. Although gaps in understanding remain, this paper finds that, in general, Pakistan has enacted robust security measures to protect its nuclear weapons and nuclear-weapons related infrastructure. Nonetheless, the prevailing perception of Pakistan's nuclear security remains dominated by embarrassing episodes that emphasise the importance of effective nuclear security culture. Medicaid enrollment and retention among eligible populations remains a challenge. We assessed health literacy-related features and content of Internet-based state Medicaid enrollment materials and resources. In February 2021, using established tools, we evaluated paper Medicaid enrollment applications and scope of enrollment resources (on-line enrollment option, toll-free telephone assistance, live chat function, instructional and/or informational audiovisuals). Forty (78.4%) English- and 28 (54.9%) Spanish-language paper Medicaid enrollment applications were available. Overall, document complexity was high as a large volume of information is required to apply for Medicaid coverage. An on-line Medicaid enrollment option was nearly universal. Medicaid government platforms were more likely to provide toll-free telephone assistance (n = 34; 66.7%) than a live chat function (n = 10; 19.6%). Eleven (n = 11; 21.6%) government platforms provided an instructional and/or informational Medicaid enrollment audiovisual resource. Our work suggests the need for states to leverage technology in creation of resources to match language and cultural needs of the diverse US population. Translation to Health Education Practice: Access to continuous health insurance coverage, comprehensive clinical care services, and evidence-based health education programming combined are essential in promoting both individual and community health. The fact that traditional information sources are neglected by tour operators and the statement arguing that digital information sources, contrarily to traditional paper ones, allow the projection of modern and innovative destination images, served as a starting point for this study. The aim of this research is to determine what destination images of Italy are projected by traditional and digital information sources from 15 Scandinavian tour operators. A qualitative method based on secondary data (1306 photographs) and a thematic analysis has been employed. Images from catalogs mainly illustrate Italy with hidden mass tourism, famous Italy, and culture, while images from social media accounts mainly represent Italy with mass tourism, unfamiliar Italy, and culture. Further, each Scandinavian country focuses on specific features of Italy. This research has implications for Scandinavian tour operators, DMOs (Destination Management Organizations) in Italian cities and for Scandinavian tourists to Italy, suggesting how displaying images more consistent with reality would better match the customers' need for information through photographs and more accurately form and shape their pre-travel expectations. This paper argues that public addresses of heads of state are critical for public health policy during pandemics. Drawing insights from studies that investigate metaphors and frames in political and public health discourses, it explores how the Philippine government, especially President Rodrigo Duterte, framed COVID-19. In doing so, it hopes to broaden the understanding of how political rhetoric may be constitutive of public health policy. The analysis of the public addresses entailed three interrelated levels: (1) a description of broad historical, social, political, and cultural contexts of public addresses under investigation, (2) an explanation of the communicative situation including the production and consumption of these addresses—processes that mediate between the text and context, and (3) a textual analysis, which substantiates how the discursive patterns are realized through the president's rhetorical choices. Our analysis reveals that the president consistently deployed the rhetorical strategies of (1) enemization, (2) legitimization of the incumbent administration, and (3) dismissal of critics. The configuration of these strategies sustains a binaristic discourse structure that lays blame on a political other while the government asserts its legitimacy during a public health crisis. These rhetorical strategies organize support for public health policy by a populist administration to manage COVID-19. The problem of inconsistency handling in knowledge bases has received considerable research attention in several settings and has met many applications. Inconsistency usually stems from the fact that the information available for reasoning, query answering and decision-making tasks is obtained from different, scattered and potentially unreliable information sources. Performing these tasks is often computationally expensive, especially for knowledge bases in which the data is endowed with preferences and/or uncertainty. In the context of formal ontologies, enriching the assertions (i.e. the data pieces) with conceptual knowledge makes the query answering task harder computationally. Tractable results have been successfully established for the lightweight languages of the DL-Lite family. In this paper, we present two tractable methods for handling inconsistency in partially ordered lightweight ontologies. In essence, both methods are inspired from the well-known Intersection of ABox Repair (IAR) semantics, which proceeds by replacing the initial inconsistent knowledge base with the intersection of all of its maximally consistent sub-bases. The first method assumes a partial preorder over the knowledge base and identifies the accepted assertions, called 'elected', in polynomial time in data complexity. The second method captures uncertainty quantitatively in the framework of possibility theory and identifies the so-called 'π-accepted' assertions, also in polynomial time in data complexity. However, both characterisations require the conflict set to be readily available. This constitutes a serious limitation in frameworks and applications where the conflict set cannot be exhibited efficiently. In this paper, we propose a new and equivalent characterisation for each method. We show that the elected assertions and also the π-accepted assertions can be identified in polynomial time in the size of the dataset for lightweight ontologies. [ABSTRACT FROM AUTHOR]

The 2030 Agenda for Sustainable Development identifies the need for inclusive societies and justice for people who experience, or are at risk of experiencing, modern slavery. The primary objective of this commentary paper is to consider current research and practice in relation to the protection of people with communication disability from modern slavery. The paper considers the role of SLPs in developing and disseminating accessible information to help achieve decent work and economic growth (SDG 8) and peace, justice, and strong institutions (SDG 16). This paper considers five areas for protecting people with communication disability from modern slavery: (1) accessible information, (2) advocacy, (3) rights-based approaches, (4) improved understanding about access to services, and (5) education. Practice examples are discussed across each of these areas, with a focus on accessible information. This commentary asserts that information about modern slavery must be accessible so that people with communication disability experience inclusion, safety, and justice. SLPs are well placed to implement communication strategies, such as accessible information, to help protect people with communication disability from modern slavery. Stroke education materials are crucial for the recovery of stroke patients, but their effectiveness depends on their readability. The American Medical Association (AMA) recommends patient education materials be written at a sixth-grade level. Studies show existing paper and online materials exceed patients' reading levels and undermine their health literacy. Low health literacy among stroke patients is associated with worse health outcomes and decreased efficacy of stroke rehabilitation. We reviewed the readability of paper (i.e brochures, factsheets, posters) and online (i.e American Stroke Association, Google, Yahoo!) stroke patient education materials, reading level of stroke patients, accessibility of online health information, patients' perceptions on gaps in stroke information, and provided recommendations for improving readability. A PRISMA-guided systematic literature review was conducted using PUBMED, Google Scholar, and EbscoHost databases and "stroke", "readability of stroke patient education", and "stroke readability" search terms to discover English-language articles. A total of 12 articles were reviewed. SMOG scores for paper and online material ranged from 11.0 - 12.0 grade level and 7.8 - 13.95 grade level respectively. Reading level of stroke patients ranged from 3rd grade to 9th grade level or above. Accessibility of online stroke information was high. Structured patient interviews illustrated gaps in patient education materials and difficulty with comprehension. Paper and online patient education materials exceed the reading level of stroke patients and the AMA recommended 6th grade level. The potential to collect brain data more directly, with higher resolution, and in greater amounts has heightened worries about mental and brain privacy. In order to manage the risks to individuals posed by these privacy challenges, some have suggested codifying new privacy rights, including a right to "mental privacy." In this paper, we consider these arguments and conclude that while neurotechnologies do raise significant privacy concerns, such concerns are—at least for now—no different from those raised by other well-understood data collection technologies, such as gene sequencing tools and online surveillance. To better understand the privacy stakes of brain data, we suggest the use of a conceptual framework from information ethics, Helen Nissenbaum's "contextual integrity" theory. To illustrate the importance of context, we examine neurotechnologies and the information flows they produce in three familiar contexts—healthcare and medical research, criminal justice, and consumer marketing. We argue that by emphasizing what is distinct about brain privacy issues, rather than what they share with other data privacy concerns, risks weakening broader efforts to enact more robust privacy law and policy. Sexuality and relationship education (SRE) for trans young people is fraught with ongoing institutional and informational erasure, even as trans young people display considerable agency in navigating their SRE needs. This paper reports on a survey of 112 Australian trans young people, who shared their experiences of SRE (in terms of delivery and content), and their views on three story completion tasks where they were asked to respond to prompts about three fictional stories focused on trans young people (and for some their cisgender partners) and intimacy. Participants reported that SRE was delivered in class and focused on puberty and anatomy, although many participants accessed SRE information informally. Participants overwhelmingly reported the erasure of trans-specific SRE content and suggested that SRE content should include a trans focus. Responses to the story completion task emphasised the agency of the fictional trans young people in asserting their boundaries, deserving respect, being knowledgeable about their bodies and ensuring their safety. Fictional cisgender young people in the story completion tasks were expected to be respectful, and to be guided by trans people (but also to educate themselves). This paper explores how digitalization and development of critical literacies influence changes in entrepreneurs' information-seeking behavior, and how such changes in behavior directly influence the resource acquisition, bundling, and leveraging process, contributing to the development of personal and business competencies and growth. Building on the logic of resource-orchestration theory, this paper presents a systematic literature review covering 39 studies published between 1990 and 2020 that summarizes the current state and trends at the intersection of digitalization, the entrepreneurs' critical literacies, and information-seeking behavior. The review results reveal three main streams of research including (i) digitalization and entrepreneurs' ICT adoption, (ii) entrepreneurs and critical literacies, and (iii) entrepreneurs' information-seeking behavior. Based on the review results that reflect a fragmented status quo of entrepreneurship research, we develop a holistic framework and outline future research directions for entrepreneurship. This research expands the traditional boundaries of entrepreneurship research by considering the implications of entrepreneurs' critical literacies and their information behavior on resource orchestration process. Research on vaccines confirms the crucial role media play in framing discourses and mobilizing public support for successful immunization campaigns. What journalists cover on vaccination issues and their diligence in producing stories can influence attitudes to and uptake of vaccines. This paper contributes to emerging discussions on the role of the media in pandemics and in vaccination programs by interrogating the information seeking and verification practices of journalists reporting on COVID-19 vaccines in Ghana. A cross-sectional online survey was conducted among journalists from June to July 2021 through self-administered questionnaires by means of Google forms. The opinions of 300 respondents, randomly drawn from members of the Ghana Journalists' Association, were solicited and a response rate of 73% obtained. Majority of journalists surveyed relied on official health sources for their information on COVID-19 vaccines (61.5%) and were confident the benefits of vaccines outweigh the risks (70%). While journalists relied on a variety of expert sources, social media platforms served as important sources of information also, with respondents stating a preference for Facebook (48.3%), and WhatsApp (44%). Journalists stated they were guided by sound practices such as source credibility and relevance, but betrayed weaknesses in their verification practices with a third of them admitting to sharing unsolicited information from social media. Journalists in Ghana generally display a positive attitude towards COVID-19 vaccines and regularly search for information from official sources to inform their work, thus making them vital allies in overcoming vaccine hesitancy. This paper in the form of story discusses a college student's information search process. In this story we see Kuhlthau's information search process: initiation, selection, exploration, formulation, collection, and presentation. Katie is a student who goes in search of information for her class research paper. Katie's class readings, her interest and reflection on the topic, and the instructor's guidance really help her to focus on the topic of her research. The librarian's service is also quite helpful by providing needed and timely service. When we compare the service to Grover's model of service, we see that the problem was diagnosed by two people—the instructor and the librarian. The course instructor had already provided the student feedback about narrowing the topic and the advice to refer to primary sources as well. So it was an easy diagnosis for the librarian when the student seeks the librarian's help in finding primary sources. The article presents a social network analysis (SNA) of the community of the European Conference on Information Systems (ECIS), which is based on co-authorship patterns. Firstly, ECIS contributions are classified into research papers and panels to develop social networks. After that, these networks are analyzed with the help of a range of global network level and individual ego measures. It is found that the research community exhibits a few properties of 'small world' and represents an agglomeration of co-authorships. In the conclusion, the usefulness of SNA is considered to be useful in supporting IS research.

Who leads the robotisation race in Europe? For the answer, this paper develops a novel analytical framework, primarily by applying the concept of the global value chain to robotisation. By doing this, we investigate in detail the entire robotisation chain, from robotics developers over robot manufacturers to companies that deploy the industrial robots. For the R&D-intensive part of the chain (robotics development), we analyse robotics patent data from PATSTAT combined with firm data from ORBIS while for the capital-intensive part (deployment of robots) the source of information is the International Federation of Robotics. Our results show that the European robotisation landscape is fragmented into three groups. The first includes economies (Sweden, Germany, Austria, Denmark and France) that have the highest densities both in robotics development and in robot deployment. Countries of the second group (Spain, Italy, Belgium, the Netherlands and Finland) possess good positions only in some specific parts of the chain, while the lagging behind region (the majority of Central and Eastern Europe) is integrated into the robotisation chain solely by robot deployment. Human-Computer Interaction (HCI) researchers have been increasingly interested in investigating self-trackers' experience with self-tracking tools (STT) to get meaningful insights from their data. However, the literature lacks a coherent, integrated and dedicated source on designing tools that support self-trackers' sensemaking practices. To address this, we carried out a systematic literature review by synthesizing the findings of 91 articles published before 2021 in HCI literature. We identified four data sensemaking modes that self-trackers go through (i.e., self-calibration, data augmentation, data handling, and realization). We also identified four design implications for designing self-tracking tools that support self-trackers' data sensemaking practices (i.e., customized tracking experience, guided sensemaking, collaborative sensemaking, and learning sensemaking through self-experimentation). We provide a research agenda with nine directions for advancing HCI studies on data sensemaking practices. With these contributions, we created an analytical information source that could guide designers and researchers in understanding, studying, and designing for self-trackers' data sensemaking practices. Spatial injection-based pansharpening methods are prone to spatial or spectral distortions in pansharpening images due to insufficient extraction of spatial details and a mismatch between the amount of spatial detail information injected and the required amount. To this end, this paper proposes a pansharpening method that optimizes spatial detail extraction and injection. Firstly, a method to optimize the amount of spatial detail injection is proposed, that is, to extract the high-frequency information of the image through iterative filtering and determine the optimal number of iterations based on the global analysis of the method. Then, to fully extract and combine the spatial detail information of the source image, the detailed high-frequency image extracted corresponding to the optimal iterative filtering times is decomposed by non-subsampled shearlet transform (NSST), and a new multi-scale sum-modified-Laplacian (NSML) as an external stimulus to a parameter-adaptive pulse-coupled neural network model (PAPCNN). A fusion rule based on multi-scale morphological gradients is designed to extract a small amount of detailed information for the low-frequency subband. The fused spatial detail image can be obtained by combining the fused low-frequency and high-frequency subbands and inverse NSST transformation. Finally, pansharpening can be realized by combining spatial detail image, injection coefficient, and MS image. In this paper, many experiments are carried out on the QuickBird, GeoEye-1, and WorldView-4 datasets, and quantitative and qualitative comparisons are made with eight advanced methods. This paper draws on the retrospective accounts of eight LGBT+ students aged 18–21 attending a university in Northern England. Using interpretivist methodology, qualitative research was conducted to explore how their sex and relationships education impacted upon their needs as a sexual and/or gender minority. An under-researched aspect of experience was also investigated: namely, how LGBT+ people learned about sex and relationships if not in a formal school setting. Two focus groups were used to examine these areas of interest and similar patterns in both groups were apparent. Themes such as the impact of heteronormative value systems, pornography as an educational resource, and the use of online Blogs and search engines as a source of alternative education were highlighted. Findings demonstrate how participants' experiences of sex and relationships education were largely non-inclusive and irrelevant to their needs. The paper concludes with practical suggestions to ensure subsequent generations of LGBT+ pupils receive a more inclusive educational experience, supported by approachable teachers who are comfortable and competent teaching the subject. This paper answers calls for further theoretical work into types of pictures used in health information. Pictures influence message reception, interpretation, and retention, making this an important area for research in health communication. A content analysis was used to produce a systematic and theory-orientated assessment of the use of pictures in cancer screening information materials (N = 44) produced for invitees to either cervical, breast or bowel screening in the United Kingdom. The main categories investigated in this study were function, content and style of the pictures. Pictures used in cancer screening information materials were twice as likely to be used to demonstrate what something looked like or depict a situation (display pictures) than to convey a specific cancer screening message (message pictures). The messages being conveyed were predominantly related to screening procedures (51%) or outcomes (38%) rather than screening experiences (6%) or decisions (9%). Pictures were rarely used to portray a narrative in the materials (n = 12). The paper brings conceptual clarity to the ways pictures can be, and have so far been used, to communicate cancer screening information. This study identifies that pictures conveying a cancer-related message, and pictures in the format of a narrative, should be used more often in print cancer screening communications. This study focuses on the issues of bioeconomy perception of students at forestry faculties in Slovakia and the Czech Republic. Bioeconomy is seen as a great window of opportunities, hence there is increased demand for bioeconomy education. This paper can help answer this demand and improve the curricula of universities providing bioeconomy-related education. The survey was conducted at the Technical University in Zvolen and the Czech University of Life Sciences Prague among 367 students. The results show that 70% of students have heard about bioeconomy, while this number is significantly higher amongst Slovak students. Considering bioeconomy awareness, we identified significant differences between different study programmes. The main information source about the bioeconomy issues turns out to be university courses followed by news. Czech students turned out to be less satisfied with bioeconomy involvement in curricula, and who also find it necessary to increase bioeconomy focus within their study curriculum. Our results show that targeted communication of bioeconomy is a key factor for general acceptance of bioeconomy and its further development among students and the general public. Agricultural innovation implies sharing information between researchers and farmers. Acknowledging the value of the other partner's knowledge is a preliminary step to facilitate agricultural interactive models. Traditionally, researchers' knowledges have been dominant, and farmers' knowledges have been underestimated. A large number of innovation papers pay attention to farmers' attitudes, interests, perceptions, barriers or drivers to change their practices. However, there is not so much information about researchers' point of view. The present paper analyses researchers' perceptions about farmers' knowledges and information sources. It is based on a survey of 156 agricultural researchers mostly from public institutions in Spain. Descriptive statistics and principal component analysis (PCA) focused on researchers' perceptions of farmers' knowledges and information sources. This paper finds that there are two distinct profiles of researchers according to their perceptions on the relevance of knowledges and information sources for farmers. However, both profiles shared the view of 'own experience' as a highly relevant source for farmers' knowledges. It advises how to promote knowledge sharing according to different researchers' perceptions of farmers' knowledges and information sources. This paper classifies agricultural researchers according to their perceptions of farmers' knowledges and information sources. This classification enriches the discussion about agricultural interactive knowledge models. This paper pays attention to researchers' perceptions of farmers' knowledges and information sources. Black Alaskans face serious barriers to health care. This paper reports on qualitative results of a health needs assessment to understand the health challenges facing Black Alaskans. Utilizing exploratory thematic analysis, the findings indicate that Black Alaskans experience barriers such as high cost of care, underinsurance, lack of information and education, a shortage of BIPOC health providers, stigma, negative perceptions by health-care providers, and racism both in the community and in the health-care system. Since the outbreak of Covid-19 health communicators around the globe have had to reach, urge, and persuade individuals and communities to adopt appropriate health protective behaviors. They have used a mix of communication channels, including outdoor media and public signage which are the focus of this paper. Drawing on a comparative linguistic landscape analysis, this paper critically examined the amount, content, and prominence of Covid-19 signage in Hackney, a London borough severely hit by the first wave of the pandemic. Having analyzed 1288 signs collected between May and July 2020, we found significant differences in Covid-19 signage between deprived and less deprived areas. These differences (e.g., in messaging about staying at home) have created inequalities in access to Covid-19 related health information and guidance. It has been recently suggested that if the Extended Mind thesis is true, mental privacy might be under serious threat. In this paper, I look into the details of this claim and propose that one way of dealing with this emerging threat requires that data ontology be enriched with an additional kind of data—viz., mental data. I explore how mental data relates to both data and metadata and suggest that, arguably, and by contrast with these existing categories of informational content, mental data should not be merely legally protected. Rather, if we value mental privacy as we know it, technological measures should be employed to ensure that one's mental data are practically—not just legally—impossible for others to obtain. This paper discusses the development and challenges of 'cultural equality' and cultural policy in Taiwan. On 10 May 2019 Taiwan's Legislative Yuan passed the 'Cultural Fundamental Act' provides comprehensive system design and policy tools for cultural equality. We use the two-preceding cultural-disadvantage cases roughly show that it is difficult to implement cultural equality in Taiwan on three levels: (1) Inability to tolerate differences due to social discrimination, which prevents children of special ethnic groups or people with disabilities to develop their subject identity. (2) Current obstacles and difficulties in cultural participation, such as lack of time, inconvenient transportation, lack of information sources, unfriendly space design, etc. (3) Support and construction of an inclusive culture: Empower children and people with disabilities to hone their artistic and cultural skills, encourage their creation, and inspire more works to be produced.
