In 1970s Baltic States apprehended that the Baltic Sea, a distinct marine region with grave environmental problems, called for an effective protective system. The initiatives of the Baltic States resulted in Convention on the Protection of the Marine Environment of the Baltic Sea Area which was signed on 22 March 1974. Material provisions of this convention, which came into force on 3 May 1980, and its shortcomings are analysed in Part 2 of this paper. In the light of political changes and developments in international environmental as well as maritime law, a new convention was signed in 1992 by all the states bordering the Baltic Sea as well as the European Community and it entered into force on 17 January 2000. The most important novelties of this convention as compared with the one signed in 1972 are described in Part 4 of this paper. Despite major improvements introduced by the Convention on the Protection of the Marine Environment of the Baltic Sea Area, 1992, it failed to rectify some of the shortcomings inherited from its predecessor and reviewed in Part 5 of this paper. At the end of this paper certain conclusions as regards the sufficiency of the existing framework in order to achieve the objectives of the Convention on the Protection of the Marine Environment of the Baltic Sea Area, 1992, are drawn. Despite the fact that the Baltic Sea is a semi-enclosed sea of the North Atlantic Ocean, it is characterized by variability of different hydrophysical and hydrochemical parameters according to the recent studies. Over one hundred years of observations of water temperature and salinity variations have shown that thermohaline regime (circulation, system) has begun to change: trends of increasing water temperature and decreasing water salinity were determined. Scientists from the Baltic countries seek to attract societies' attention to the possible structures of the Baltic Sea hydrology and changes in water balance associated with climate change. This paper searches for the impact of low-frequency atmospheric fluctuations in Atlantic and Pacific surface temperature on water temperature and salinity changes in the Baltic Proper in 1960-2009. The previous studies have shown that there are weak links between the Baltic Sea water temperature, salinity and NAO (North Atlantic oscillation) and AO (Arctic oscillation) that affect the Baltic region. Recently, it was also found that the Baltic Sea hydrophysical and chemical parameters depend on large distance relationships between climate anomalies teleconnection. The determined relationships between the multi-annual average temperature and salinity of the Baltic Sea water column and seasonal, annual indices of the Atlantic Ocean (AMO, AMM, Atlantic Tripole) are weak, whereas links between the Baltic Sea investigated parameters and Pacific index: ONI (Oceanic Nino Index) are very weak (r = -0.32). The strongest correlation exists between water temperature and the NAO (0.36 = r = 0.45), AMM (0.37 = r = 0.40) and between water salinity and NAO (-0.38 = r = -0.51), PNA (Pacific- North American index) (0.27 = r = 0.34). Šiame straipsnyje aptariamos suskystintų gamtinių dujų panaudojimo galimybės. Pateikiamos autoriaus įžvalgos, kuriose atskleidžiama laivuose naudojamų energijos šaltinių ir tam pritaikytos uosto infrastruktūros sąveika. Tyrimas atliktas naudojant žemėlapius, taikant kartografinę ir erdvinę kontekstinę metodiką. Pateiktas dujų tiekimo tinklų žemėlapis ir suskystintųjų gamtinių dujų terminalų vietos uostuose, tuo šis tyrimas yra išskirtinis. Siekiant paskatinti kurti suskystintųjų gamtinių dujų terminalus Baltijos jūros uostuose, šalyse reikia kryptingos energetikos ir jūros ūkio politikos. Nes tam būtinos ne tik didelės investicijos, bet ir šalies vyriausybės palaikymas, tam tikra energetikos politika. Ateityje, suskystintųjų gamtinių dujų terminalas uoste gali būti jūrų uosto konkurencingumą didinantis pranašumas Baltijos jūros regione. Yra du esminiai veiksniai, kurie gali skatinti naudoti suskystintas gamtines dujas: pirma, noras diversifikuoti dujų tiekimo infrastruktūrą, antra, poreikis sumažinti laivų taršą jūrose. Atlikę geografinę Baltijos jūros regiono analizę matome, kad pirmasis veiksnys veikia ir antrąjį veiksnį. Suskystintųjų gamtinių dujų terminalai tiesiogiai susiję su šalių energetikos politika. Pavyzdžiui, po Ukrainos įvykių 2014 metais, nustačius Europos Sąjungos sankcijas Rusijos Federacijai, dujų tiekimas buvo nutrauktas ar sumažintas. Taigi šalys skatinamos turėti ne vieną dujų tiekėją, kad būtų kuo mažiau priklausomos ir dujų prekyboje. Taigi suskystintųjų gamtinių dujų terminalai uostuose lemia laisvumą tiek importuojant, tiek eksportuojant dujas. Nors akivaizdu, kad suskystintųjų gamtinių dujų terminalas uoste labai naudingas, ne visi uostai tai supranta ir kuria tokią infrastruktūrą. This paper presents an overview of the liquefied natural gas (LNG) facilities development in the Baltic Sea. The value of the paper lies in its seek to demonstrate how the process of interaction between the shipping and energy networks unfolds through infrastructural developments of ports. The analysis is based on mapping, cartographic and spatial contextual methods. The mapping of gas supply networks, LNG facilities and traffic patterns establish the originality of this research. It shows that factors motivating the development of LNG terminals in the Baltic ports come from areas of energy and maritime policy. Moreover, in future, the emerging LNG infrastructure may have an effect on port competition in the Baltic Sea Region.

The main focus of the paper is on the container system development in the Baltic Sea Region studying cotemporary changes and organisation, as well as explaining the main driving forces of this situation. The Baltic Sea is a transport corridor between Eastern and Western Europe. Over the last decade maritime transport in the Baltic Sea area has changed significantly. The disintegration of the Soviet Union forced Russia to start developing its own Baltic ports and terminals and to find new routes to export its oil and gas. The Baltic ports have welcomed a remarkable growth, especially in oil transportation and containerised flows. The geographical configuration of the region naturally places it away from major global shipping lines. This situation is accentuated by the organisation of maritime regular lines, centred in Northern European ports. For this reason, the regional container network is mainly made up of feeder services.

11. Lietuvos Baltijos jūros kranto morfologijos Klaipėdos uosto poveikio zonoje kaita ir stabilumas

Jūros krantas – viena kaičiausių geosferos vietų žemėje. Nuolat vykstant sąnašų apykaitai tarp jūros ir kranto, stipresnės audros metu kranto profilis gali pakisti iš esmės. Tačiau, nepaisant sparčiai kintančios aplinkos, krantą sudarantys morfologiniai elementai (paplūdimys, kopagūbris) išlieka. Šio darbo tikslas – nustatyti, kaip erozinėse ir akumuliacinėse kranto atkarpose kinta morfometriniai paplūdimio rodikliai. Šių tikslų įgyvendinimui pasirinkti erozinis (Melnragė I) ir akumuliacinis (Smiltynė) kranto ruožai, kuriuose nuo 2002 m., baigus Klaipėdos uosto molų rekonstrukcijos darbus bei išgilinus įplaukos kanalą iki 14,5 m, suintensyvėjo kranto arda šiauriau molų ir akumuliacija – piečiau. Nuo 2002 m. iki 2017 m. kartą per metus (pavasarį) šiauriau ir piečiau uosto molų buvo atliekami kranto skersinės niveliacijos darbai, kurių metu nustatyta kranto profilio kaita, kranto linijos padėties kaita, paplūdimio pločio kaita, smėlio, išplauto iš paplūdimio, kaita bei smėlio kiekio, susikaupusio paplūdimyje, kaita. Nustatyta, kad, nepaisant didelio kranto linijos padėties bei sąnašų kiekio paplūdimyje kaitos, paplūdimys stengiasi išlaikyti pastovius savo morfometrinius rodiklius. Erozinio kranto atkarpoje paplūdimio forma palaikoma naudojant smėlio atsargas, sukauptas kopagūbryje. Akumuliacinio kranto atkarpoje – formuojant užuomazgines kopas viršutinėje paplūdimio dalyje, The beach is one of the most sensitive elements of sandy coast, changing constantly during a short period of time. Hydrodynamic and aeolian processes act as the main driving forces changing the cross-shore sediment exchange between nearshore, beach and foredune. The aim of this paper is to determine changes in the beach morphometry during periods dominated by accretion and erosion. In order to evaluate the change of beach profile in sectors with dominant accretion (Smiltynė) and erosion (Melnragė I) processes, the changes in beach morphometry that occurred during the 2002–2017 period were analyzed. The levelling of the beach cross-sections has been performed annualy in May in calm weather conditions since 2002. The following morphometric indicators were chosen for analysis of morphological changes of the beaches: beach width (horizontal distance from the coastline to the foredune toe), beach volume and position of shoreline. These parameters were selected as the mostrepresentative of the features of beach profile. The analysis of change in beach morphology has shown that, despite intensive fluctuation of shoreline position, the beach width and volume remained almost unchanged. In case of I Melnragė, where the shoreline position during the 2002–2017 period moved landward more than 30 m, beach width shrunk by only 15 m (from 50 to 35 m). In the case of Smiltynė, where shoreline position moved about 30 m seaward, the beach width increased by only 5 m (from 50 to 55 m). Their temporal stability can be explained by the formation of incipient dune near established foredune toe in the coastal sectors with prevailing accretion period. In the coastal sectors with prevailing erosion, the narrowing of beaches allows the waves to erode the foredune. Eroded material from foredune nourished the beach, resulting in the recovery of beach profile. In such a way, the beach profile retains quasi-stability in the coast dominated by accretion processes as well as in the coast with prevailing erosion processes. Thus, the beach profile tends to return into equilibrium with the forming factors.

12. Seismic stratigraphy and tectonic features revealed by shallow continuous seismic reflection profiling, offshore Lithuania

Only a few wells have penetrated the pre-Quaternary layers in the Lithuanian and adjacent offshore. Information on the distribution and lithological features of the pre- Quaternary units may be derived from shallow seismic profiles. In 1993–1999, joint Lithuanian–Swedish geological-geophysical expeditions have obtained new data on the geology of shallow parts of the bedrock (to 600 m deep) in the Baltic Proper. Continuous seismic reflection profiling data have revealed a very complicated reflector character in the southeastern part which is offshore Lithuania. Geological identification of the seismic units is based on comparisons with onshore geology and on available data from offshore wells. Tectonic features, glacial incisions, disturbances of seismic reflections of various origins, multiples due to shallow water make the interpretations of seismic profiles a delicate matter. The paper is focused on the geological identification of Late Palaeozoic and Mesozoic seismic units and their tectonic features. Lietuvos šelfe ir gretimose teritorijose išgręžta tik keletas gręžinių. Prekvartero geologinių sluoksnių paplitimas ir jų geologiniai ypatumai gali būti identifikuoti pagal sekliųjų seisminių tyrimų duomenis. 1993–1999 m. atlikta Lietuvos ir Švedijos geologinė-geofizinė ekspedicija suteikė daug naujos informacijos apie Baltijos jūros prekvartero sluoksnius (seklioje dalyje iki 600 m gylio). Seisminių bangų atspindžio tyrimais nustatytos labai sudėtingos atspindžio charakteristikos Lietuvos šelfe. Geloginiai sluoksniai išskirti remiantis koreliacija su gretimos sausumos gręžinių duomenimis, taip pat keliais jūriniais gręžiniais. Sudėtinga tektoninė sandara, ledyniniai įrėžiai, įvairios prigimties seisminiai trukdžiai, seklios jūros dugno seisminiai pasikartojimai (atspindėjimai) labai apsunkina seisminės informacijos interpretaciją. Straipsnyje analizuojami mezozojaus ir viršutinio paleozojaus sluoksnių geologiniai ir tektoniniai ypatumai. На шельфе Б��лтийского моря Литовского сектора и на прибрежных территориях пробурено лишь несколько скважин. Распределение дочетвертичных геологических отложений и их геологические особенности можно идентифицировать по данным наземных сейсмических исследований. Осуществленная в 1993–1999 гг. литовско- шведская геолого-геофизическая экспедиция предоставила много новой информации о дочетвертичных отложениях Балтийского моря (в наземной части до глубины 600 м). Исследования сейсмических волн отражения выявили очень сложные характеристики этих волн в шельфе Балтийского моря Литовского сектора. Выделение геологических слоев обосновано корреляцией с ближайшими данными наземного бурения, а также с данными бурения нескольких морских скважин. Сложное тектоническое строение, ледниковые врезы, различная природа сейсмических шумов, многократные отражения от дна мелкого моря значительно осложняют интерпретацию сейсмических исследований. Рассмотрены геологические и тектонические особенности отложений мезозоя и верхнего палеозоя.
