This study investigated the underexplored topic of teacher preparation program admissions processes by interviewing faculty and analyzing program documents. We investigated how 31 K-12 "mathematics and science" teacher preparation programs (MSTPPs) and faculty attend to diversity, equity, inclusion, and social and racial justice (DEIJ). Specific foci included applicant recruitment and selection, components of applications (e.g., forms, essays, interviews), and how applicants' DEIJ-related information and orientations factor into admissions. We found that all MSTPPs participating in the study collected information related to DEIJ (e.g., applicants' ethnoracial backgrounds, citizenship), and all interviewed faculty expressed an interest in increasing the diversity of applicants and admitted students. Faculty expressed preferences for applicants who evidenced positive DEIJ orientations, such as recognizing social and ethnoracial injustices, but at the same time, differences were evident in how MSTPPs and faculty attended to DEIJ. Considerations, implication, and dilemmas for teacher preparation programs and faculty are discussed.

Reading has been at the forefront of early-grade educational interventions, but addressing the educational needs of students in math early on is also critical given that early gaps in math skills widen further over the course of schooling. In this study, we examine the effects of Kentucky's Math Achievement Fund -- a unique state-level program that combines targeted interventions, peer-coaching, and close collaboration among teachers to improve math achievement in grades K-3 -- on student outcomes and the costs associated with this policy. We find significant positive effects of the program not only on math achievement, but also on test scores in reading and non-test outcomes including student attendance and disciplinary incidents. The benefits exist across racial/ethnic groups and students from different socioeconomic statuses, and they are slightly higher for racial minorities. These findings, along with the cost estimate of the program, suggest that this program could provide a cost-effective blueprint to address the educational needs of students in math in early grades.

Even though equity has become a hot topic, the pathway to making it a reality has not necessarily become clear. The national agenda on race, racial equity, and dealing with COVID-19 has pushed the challenge of equity to the front and center for schools. This pressurized moment in history has raised important questions: (1) What are the steps to an effective equity journey? and (2) What are the standards and targets to guide the pursuit of equity outcomes? What are the conditions for success in an effective, equitable district? What are the capacities and practices of equitable leaders and practitioners? This paper will highlight a few resources that may be helpful and will refer to many others. There are multitudes of resources available today to support equity development on a personal, organizational, institutional, and societal level. In this paper we analyze the extent to which a mandated kindergarten assessment predicts 3rd grade outcomes, and the academic progression for students from 3rd grade to high school. We find that the kindergarten assessment strongly predicts 3rd grade outcomes, with the math skills assessment being especially predictive of 3rd grade academic outcomes. The kindergarten assessments also illustrate the degree to which there are large inequities in skills when students are assessed in kindergarten. Students from historically disadvantaged groups enter kindergarten with significantly fewer readiness standards met. Our analysis of student academic progression from 3rd grade through high school echoes the kindergarten to 3rd grade results. The 3rd grade test assessment is strongly predictive of all high school outcomes, and we see that those students eligible for free- or reduced-price lunches and students of underrepresented racial or ethnic groups are less likely to have upward academic mobility. In sum, we observed limited academic mobility; students who start out behind generally stay behind.

Prepared for the Boston Foundation and signed onto by nearly two dozen representatives from across the political spectrum, "Unlocking College: Strengthening Massachusetts' Commitment to College in Prison" explores the landscape of educational opportunities in Massachusetts prisons. The report finds that despite evidence that educational opportunities improve racial equity and reduce recidivism, Massachusetts program face systemic challenges that have prevented program expansion. Addressing these issues is a moral and economic imperative - and it is a path a number of other states with both liberal and conservative leaders have already taken. The second half of the report explores lessons Massachusetts could take from these other states to create a broader system that complements the state's notable efforts to reduce the overall prison population statewide. Allowing college-in-prison programs to grow within the Massachusetts Department of Corrections would be the first, best step in the process, saving money and unlocking greater opportunities for thousands of people in the state.

This occasional paper presents national demographic subgroup data for the 1975-2021 Monitoring the Future (MTF) national survey results on 8th, 10th, and 12th graders' use of drugs, alcohol, and tobacco. The study covers all major classes of illicit and licit psychoactive drugs for an array of population subgroups. The 2020 subgroup data presented here accompany the "Monitoring the Future National Survey Results on Drug Use: 1975-2021: Overview, Key Findings on Adolescent Drug Use" (see ED618240) and the "Monitoring the Future National Survey Results on Drug Use, 1975-2021, forthcoming: Volume I, Secondary School Students." The trends offered here in tabular and graphic forms cover demographic subgroups based on: (1) Gender; (2) College plans; (3) Region of the country; (4) Population density; (5) Education level of the parents (a proxy for socioeconomic level); and (6) Racial/ethnic identification. Detailed descriptions of the demographic categories are provided in the section starting on page 469 of this paper. The graphs and tables in this occasional paper present trend data for 8th-, 10th-, and 12th-grade respondents separately. Data for 12th grade begins with 1975, the first year in which a nationally representative sample of high school seniors was surveyed. Data for 8th and 10th grades begin with 1991, when the study's nationally representative annual surveys were expanded to include surveys of those lower grade levels.

This study linked ninth-grade student background data and school-reported high school transcript data from the national High School Longitudinal Study of 2009 (HSLS:09) to student item responses on the 2013 National Assessment of Educational Progress (NAEP) mathematics assessment to examine the relationships between high school coursework and end-of-high school mathematics achievement. In a series of marginal maximum likelihood regression analyses, we find that STEM course GPAs, credits earned in AP/IB math and science courses, higher levels of math course content, and course-taking in chemistry and physics are all positively associated with NAEP math achievement. These relationships persist even when gender, race/ethnicity, early grade 9 mathematics achievement, and socioeconomic status are included as covariates. Cluster analysis of students with high estimated achievement suggest multiple paths to high mathematics achievement for students with both high- and low-socioeconomic status backgrounds.

Education savings accounts (ESAs) are education funding mechanisms that allow for families to receive a deposit of public funds to a government-authorized savings account. Using student-level longitudinal data, this paper examines how families participating in the Florida Gardiner Scholarship Program use education savings account funds. Results indicate that families use an increasing proportion of ESA funds when students remain in the program. The longer students remain in the program, the share of ESA funds devoted to private school tuition decreases while expenditure shares increase for curriculum, instruction, tutoring, and specialized services. Students in rural areas not only use a greater portion of their ESA funds than families in urban and suburban areas, but they also spend smaller portions of their funds on tuition and appear to customize more.

This study examined the performance of English learners (ELs) taking the ACT® test with testing supports, as compared to ELs and non-ELs taking the ACT without supports or accommodations. Contextual factors were also explored, including high school experiences and demographic characteristics such as low-income and first-generation college student status that may be associated with their scores. Results indicate that ELs tended to score substantially lower than non-ELs, and ELs who tested with supports tended to score lower than ELs who tested without supports. ELs in both groups, particularly those testing with supports, tended to take fewer core academic courses, fewer honors or AP courses, and had lower high school grades than non-ELs. ELs in both groups, particularly those testing with supports, were also more likely to be non-White, low income, and/or first-generation college students. Regression analyses found that demographic and contextual factors, along with limited English proficiency, played a substantial role in predicting the performance of ELs taking the ACT, both those testing with and without supports. It is important that ELs are provided with a rigorous education that includes instruction in both English language and core academic content to ensure that they have equitable opportunities and experiences as compared to their English proficient peers.

In recent ACT mode comparability studies, students testing on laptop or desktop computers earned slightly higher scores on average than students who tested on paper, especially on the ACT® reading and English tests (Li et al., 2017). Equating procedures adjust for such "mode effects" to make ACT scores comparable regardless of testing mode. However, it remains possible that the mode effects are different for different groups of students. For example, differences in performance between paper and online testing may be different for groups with different levels of comfort taking tests on computers. Thus, a general mode adjustment may be inappropriate. The purpose of this study was to explore the possibility of differential mode effects by gender, race/ethnicity, and ability using data from three recent mode comparability studies (Steedle, Pashley, & Cho, 2020). Results indicated that mode effects in English, reading, math, and science did not vary significantly between genders or race/ethnicity groups. Analyses detected significant interactions between mode effects and ability because mode effects tended to be smaller for lower ability examinees. Fortunately, equating processes appropriately adjust scores for differential mode effects by ability.

Principals (policy makers) have debated the progress in U.S. student performance for a half century or more. Informing these conversations, survey agents have administered seven million psychometrically linked tests in math and reading in 160 waves to national probability samples of selected cohorts born between 1954 and 2007. This study is the first to assess consistency of results by agency. We find results vary by agent, but consistent with Flynn effects, gains are larger in math than reading, except for the most recent period. Non-whites progress at a faster pace. Socio-economically disadvantaged white, black, and Hispanic students make greater progress when tested in elementary school, but that advantage attenuates and reverses itself as students age. We discuss potential moderators.

Racism exists within communities and within colleges. It is ever-present in the structures that professionals in the California Community Colleges system work within and that students of color must navigate. Striving to achieve equity is not enough and is not possible within the current community college system. Policies, processes, and other systemic structures built on a history of racism must first be dismantled and then rebuilt with a focus on equity and inclusion. Dismantling racist structures requires a review of the history that created those structures. It requires understanding the history of the construct of race as a culture, the white supremacy ideology, the centuries of laws intended to maintain positions of power for whites, and the ways in which the equity and diversity efforts within California's community colleges have fallen short. Constructing anti-racist structures and developing anti-racist campus cultures require an understanding of the tenets of antiracism education and principles for professional development. This paper provides foundational information for California community college practitioners to better understand the origins of today's racial conflict and reasons why gaps in achieving equitable educational outcomes for students, particularly for students of color, cannot be closed within current systems. The paper is intended to engage college practitioners in self-reflection and critical consciousness as they develop and deliver the strategic anti-racism education and professional development needed to reconstruct campus cultures and learning environments built on principles of equity and inclusion. It concludes with recommendations for individual growth, for local academic senates, for colleges and districts, and for the Board of Governors of the California Community Colleges. Do white teachers learn racial competency from their Black peers? We answer this question using a mixed-methods approach. Longitudinal administrative data from North Carolina show that having a Black same-grade peer significantly improves the achievement and reduces the suspension rates of white teachers' Black students. Open-ended interviews of North Carolina public school teachers reaffirm these findings. Broadly, our findings suggest that the positive impact of Black teachers' ability to successfully teach Black students is not limited to their direct interaction with Black students but is augmented by spillover effects on early-career white teachers, likely through peer learning.

Existing research on self-management skills shows that measures of self-management predict student success. However, these conclusions are based on small samples or narrowly defined self-management measures. Using a rich longitudinal dataset of 221,840 fourth through seventh grade students, this paper describes self-management gaps across student groups, and confirms, at a large scale, the predictive power of self-management for achievement gains, even with unusually rich controls for students' background, previous achievement, and measures of other social-emotional skills. Self-management is a better predictor of student learning than are other measures of socio-emotional skills. Average growth in English language arts due to changing from a low to a high level of self-management is between 0.091 and 0.112 standard deviations, equivalent to almost 80 days of learning.

There is considerable interest in the impact of policy alternatives to race-based affirmative action (AA) on under-represented minority (URM) university enrollment. Widely-implemented alternatives include percent plans, which guarantee admission to top high school students, and holistic review, in which applications are evaluated on a comprehensive set of merits. This study estimates each policy's URM enrollment effect at the University of California (UC). Difference-in-difference estimates show that AA increased annual UC URM enrollment by more than 700 students (12%), and by more than 60% at the Berkeley and UCLA campuses. Three years after UC's AA program ended in 1998, UC guaranteed admission to the top 4 percent of students from each California high school under its Eligibility in the Local Context program. Extrapolation from a regression discontinuity design shows that ELC increased total URM enrollment among applicants annually by about 250, or 3.5%, primarily at three UC campuses. ELC largely ceased impacting UC enrollment after a 2012 reform, but triple-difference estimates show that several campuses' simultaneous switches to holistic review prevented URM enrollment decline. Six UC campuses have implemented holistic review, with an event study suggesting that each implementation increased URM enrollment at that campus by about 10%, though some enrollees were pulled from other UC campuses. While AA had a larger effect on URM enrollment than percent plans or holistic review, the latter policies have substantively mitigated URM enrollment declines at some UC campuses following AA's prohibition. In this study, we examine which student and school characteristics predict students' perceptions of the school climate. Our data come from a survey administered to nearly 3,000 students in grades 4-12 in 18 charter schools throughout the country. The survey asks students about their perceptions of seven distinct aspects of the school's culture and climate: cultural and linguistic competence, learning strategies, rigorous expectations, school safety, sense of belonging, student engagement, and teacher-student relationships. We find substantial "within"-school variation in student perceptions of the school climate, which is explained in part by differences in student race/ethnicity and grade level. This finding suggests that among our diverse sample of charter schools, school climate surveys may be better suited to capture group-level differences in student experiences within a school as opposed to school-level differences. Although there is far less variation in student perceptions of school climate "between" schools, school composition, as measured by the racial/ethnic diversity of the school, is a meaningful predictor of student perceptions of the school's cultural and linguistic competence, student engagement, and sense of belonging. While further analyses are needed, our findings suggest that schools with more diverse student bodies may be better able to foster positive student experiences.

Of all college admission criteria, scores on nationally normed tests like the SAT and ACT are most affected by the socioeconomic background of the student. The effect of socioeconomic background on test scores has grown substantially at University of California over the past two decades, and tests have become more of a barrier to admission of disadvantaged students. In 1994, socioeconomic background factors--family income, parents' education, and race/ethnicity--accounted for 25 percent of the variation in test scores among California high school graduates who applied to UC. By 2011, they accounted for 35 percent. More than a third of the variation in SAT/ACT scores is attributable to differences in socioeconomic circumstance. Meanwhile, the predictive value of the tests has declined with the advent of holistic review in UC admissions. Holistic review has expanded the amount and quality of other applicant information, besides test scores, that UC considers in admissions decisions. After taking that information into account, SAT/ACT scores have become largely redundant and uniquely predict less than 2 percent of the variance in student performance at UC. The paper traces the implications of these trends for admissions policy. UC has compensated for the adverse impact of test scores on low income and first-generation college applicants by giving admissions preferences for those students, other qualifications being equal. Proposition 209 prevents UC from doing the same for Latino, African American, and Native American applicants. California is one of eight states to bar consideration of race and ethnicity as a factor in public university admissions. Yet UC data show that race has an independent and growing effect on test scores, after controlling for other socioeconomic factors. The growing correlation between race and test scores over the past 25 years reflects the growing segregation of Latino and black students in California's poorest, lowest-performing schools. Statistically, race has become as important as either family income or parents' education in accounting for test-score differences among UC applicants. Using the SAT and ACT under the constraints of Proposition 209 means accepting adverse impacts on underrepresented minority applicants beyond what can be justified by the limited predictive value of the tests. If UC cannot legally consider race as a socioeconomic disadvantage in admissions, neither should it consider scores on nationally normed tests. Race-blind implies test-blind admissions. The paper concludes with a discussion of options for replacing or eliminating the SAT and ACT in UC admissions.

While spring of 2020 introduced virtual instruction to all public schools, virtual schooling had already been growing in most states. We focus on pre-COVID-19 changes to fulltime virtual school enrollment in public schools, and provide evidence on the relationship between virtual school enrollment, internet speed, community demographics, and traditional K-12 school achievement levels. We find negative associations between online enrollment and test achievement in brick-and-mortar schools, and low internet speeds. There is some evidence that students are less likely to enroll in virtual schools as the share of students of their own demographic in brick-and-mortar schools increases.

Representative bureaucracy suggests that supervisors are representative of their employees based, in part, on shared values and identity. In education, we often observe representative asymmetries among school principals and the teaching faculty, particularly by race. This study explores the ways in which race congruence (or incongruence) between teachers and principals relates to key labor market behaviors, in particular, job searching, changing, applying, and hiring. Using an unprecedented and large-scale vacancy-application database coupled with administrative staffing records in Wisconsin, this study demonstrates that representative bureaucracy based on race operates at the stages of job searching and applying. The congruence effect is only notable for Minoritized teachers at the hiring stage, while White teachers show a greater effect when changing positions. Comparing the differences in marginal probabilities by racial combinations, we conclude race congruence effects are greatest for Minoritized teachers.

This essay discusses the contentious events leading to the decision by the University of California's Board of Regents to end affirmative action in admissions, hiring and contracting at the university in July 1995. This controversial decision provided momentum for California's passage of Proposition 209 the following year ending "racial preferences" for all of the state's public agencies. In virtually any other state, the debate over university admissions would have bled beyond the confines of a university's governing board. The board would have deferred to lawmakers and an even more complicated public discourse. The University of California's unusual status as a "public trust" under the state constitution, however, meant that authority over admissions was the sole responsibility of the board. This provided a unique forum to debate affirmative action for key actors, including Regent Ward Connerly and Governor Pete Wilson, to persuade fellow regents to focus and decide on a hotly debated social issue related to the dispersal of a highly sought public good -- access to a selective public university. Two themes are explored. The first focuses on the debate within the university community and the vulnerability of existing affirmative action programs and policies -- including a lack of unanimity among the faculty regarding the use of racial preferences. The second relates to the political tactics employed by Connerly and the saliency of his arguments, which were addressed to a larger public, and not to the academic community. Connerly attacked not only the idea of affirmative action but also the coherency of the university's existing admissions programs, the effectiveness of using race in admissions decisions, and the credibility of the university's administrative leaders who defended affirmative action.

Asian Americans are the fastest-growing racial group in the US but we know little about how Asian immigration has affected cities, neighborhoods and schools. This paper studies white flight from Asian arrivals in high-socioeconomic-status Californian school districts from 2000-2016 using initial settlement patterns and national immigrant flows to instrument for entry. We find that, as Asian students arrive, white student enrollment declines in higher-income suburbs. These patterns cannot be fully explained by racial animus, housing prices, or correlations with Black/Hispanic arrivals. Parental fears of academic competition may play a role.

This paper simulates a system of socioeconomic status (SES)-based affirmative action in college admissions and examines the extent to which it can produce racial diversity in selective colleges. Using simulation models, we investigate the potential relative effects of race- and/or SES-based affirmative action policies, alongside targeted, race-based recruitment, on the racial and socioeconomic distribution of students in colleges. These simulations suggest three important patterns: (1) neither SES-based affirmative action nor race recruiting policies on their own can reproduce levels of racial diversity achieved by race-based affirmative action; however, SES-based affirmative action in combination with targeted recruitment, although likely expensive, shows the potential to yield racial diversity levels comparable to race-based affirmative action; (b) the use of affirmative action policies by some colleges reduces the diversity of similar-quality colleges that do not have such policies; (c) overall, the combination of SES-based affirmative action and race recruiting results in slightly fewer Black and Hispanic students that are academically overmatched than under race-based affirmative action, but the schools that use the combination policy also see an overall reduction in the academic achievement of the students they enroll.

We examined the validity of 10 psychosocial factors for predicting retention status (stay, transfer, or drop out) at the start of second year of college by fitting a mixed-effects multinomial logistic regression model. Data consisted of retention records of 9,364 students from 31 four-year institutions. Predictors included commonly used variables for predicting college retention (i.e., high school grade point average [HSGPA], ACT Composite score, gender, family income, and race/ethnicity) and the 10 psychosocial factors. We examined the differential effects of psychosocial factors on retention status, namely which psychosocial attributes differentiated students who stayed from those who transferred or dropped out, and which psychosocial factors differentiated students who transferred from students who dropped out. Our results indicated that "Academic Discipline", "Commitment to College", "Social Connection", and "Academic Self-Confidence" incrementally predicted first-to-second year retention status above and beyond the commonly used variables. Specifically, students with higher "Academic Discipline", "Commitment to College", or "Social Connection" were "more" likely to stay at their institutions than to drop out or transfer; whereas students with higher "Academic Self-Confidence" were "less" likely to stay than to drop out or transfer, and also "less" likely to transfer than to drop out. These results were confirmed using a follow-up cross-validation analysis on a holdout sample of 4,804 students. These findings may have implications for interventions aimed at identifying students at risk of dropping out of college and for improving retention to the second year of college.

Danielle Greene and Ann Jaquith wrote "Learning to Talk about Race and Implicit Bias in Historically White Districts: Some Guidance for Educators" for SCOPE's district partner after the first year of the Stanford Sequoia K-12 Research Collaborative project. The paper describes various challenges that they observed as educators tried to talk together about the relationship between existing schooling practices and their different effects on students and families of different racial, ethnic, and socio-economic backgrounds. They observed that talking about race and inequities was often an uncomfortable practice and one that required both learning and unlearning. In addition to describing the sorts of learning and unlearning that talking about race requires in predominately white districts, Danielle and Ann also offer some ideas about ways to disrupt inequities in schools, particularly in schools where the vast majority of students (and adults) are white. Given that the vast majority (80%) of teachers in the U.S. are white, that the student population is becoming increasingly non-white, and that many schools are becoming more (not less) racially homogenous, Danielle and Ann realized that the ideas in this working paper might have broader relevance to educators beyond the district for whom this paper was originally written.

Research has shown that there is a gap in educational achievement between socioeconomic and racial groups in the public education system in the United States. This paper identifies the link between resources and academic achievement. Through examining educational resources, from in-school factors, such as facilities and teacher quality, to out-of-school factors, such as family structure, socioeconomic status, and community values, this study serves to evaluate several theories of social capital in the hopes of providing an explanation for why this achievement gap exists. The review of the literature provided an inconsistent view on which factor has the most impact on educational achievement across diverse groups. In turn, this paper explores the possibility that the factors are interrelated and therefore difficult to compare. By outlining an analogy between Jared Diamond's (1999) geographic luck theory from "Guns, Germs, and Steel" and the public education system in the United States, this paper shows the importance of resources to academic achievement and how social capital plays a consequential role in students' performance in school.

In this study we examine trends in segregation by race and ethnicity in higher education from 1985 to 2013. We have three key findings. Over the past 30 years, students from different groups have attended college at increasingly similar rates; gaps are decreasing. But these decreases have been driven largely by large increases in minority student enrollment at non-degree granting and two-year colleges. Once we condition on attendance at a degree granting school, we see "increasing" gaps over time. Finally, among only four-year colleges, attendance has been tilted in favor of White students and been relatively unchanged for nearly 30 years. The only exception to this has been for the very few minority students who are able to enroll at the most selective institutions.

Previous research suggests that there are academic benefits when students and teachers share the same race/ethnicity because such teachers can serve as role models, mentors, advocates, or cultural translators. In this paper, we obtain estimates of achievement changes as students are assigned to teachers of different races/ethnicities from grades 3 through 10 utilizing a large administrative dataset provided by the Florida Department of Education that follows the universe of test-taking students in Florida public schools from 2001-02 through 2008-09. We find small but significant positive effects when black and white students are assigned to race-congruent teachers in reading (0.004 to 0.005 standard deviations) and for black, white and Asian/Pacific Island students in math (0.007 to 0.041 standard deviations). We also examine the effects of race matching by students' prior performance level, finding that lower-performing black and white students appear to particularly benefit from being assigned to a race-congruent teacher. An appendix provides a test of the authors' hypothesis and supplemental tables.

The debate about the performance of US students on international assessments of educational achievement routinely fails to account for one consistently stark result: US achievement is bifurcated between a group of high-performing Asian and white students and an exceptionally low-performing group of black and Hispanic students. By summarizing results across 20 major international tests conducted since 1995, this research paper shows that when US racial and ethnic groups are separately compared with other countries, Asian and white students regularly perform at or near the top of international rankings, while black and Hispanic students typically rank at or near the bottom. Furthermore, the United States has a substantially larger minority population than all other developed countries, and minority status is not synonymous with internationally comparable factors such as socioeconomic level or immigrant status. The fact that overall US scores are disproportionately influenced by race and ethnicity suggests that researchers and reformers must reconsider how they use and interpret the results of international achievement tests. The research paper recommends providing and analyzing cross-national data separately by ethnic groups to inform approaches to improving education for all students. This paper provides descriptive data on differences in civic engagement between advantaged and disadvantaged groups. Because there is not always consensus on what measure best describes disadvantaged, this paper used multiple indicators (race, ethnicity, citizenship status, family income and educational attainment) across four measures of civic engagement: (1) Percentage of survey respondents who volunteer with a formal non-profit provides measure of formal volunteer rate by group; (2) Percentage of survey respondents who do not volunteer but attend community meetings or work on community problems indicates whether disadvantaged groups exhibit a preference for community-oriented work over what is generally accepted as volunteering with a formal organization; (3) Percentage of individuals who both volunteer and either attend community meetings or work to fix a problem in their neighborhoods to provide better understanding about how volunteers from some groups are also highly engaged community actors; and (4) Percentage of all respondents, volunteer and non-volunteer, who attend community meetings or work on community problems to provide another view of group differences in civic engagement. Using the 2005-2007 Current Population Survey's Annual Volunteer Supplement was used for source data, major findings include: (1) Family income and education predict both likelihood of civic engagement and the rates of attrition; (2) Higher levels of income and education predict higher civic participation and attrition rates; (3) Whites tend to have higher rates of civic engagement and lower attrition rates than blacks, Hispanics or Asians; similarly, native-born citizens have higher rates of civic engagement and lower attrition than immigrants; and (4) Findings for race, ethnicity and citizenship status hold even when family income and educational attainment are considered. In large urban districts, schools enrolling more white students tend to have higher school performance ratings. We use an instrumental variables strategy leveraging centralized school assignment to identify the drivers of the correlation between racial make-up and ratings. Estimates from Denver and New York City suggest the relationship between widely-reported school performance ratings and white enrollment shares reflects selection bias rather than causal school value-added. In fact, value-added in these two cities is essentially unrelated to white enrollment shares. A simple regression adjustment is shown to yield school ratings that are uncorrelated with race, while predicting causal value-added as well or better than the corresponding unadjusted measures.

The Education-Drug Use Connection focused primarily on a nationwide sample of adolescents, first surveyed when they were nearing the end of 8th grade in the years 1991, 1992, and 1993, and followed biennially for eight years thereafter. (Full details on samples and methods are provided in Bachman et al., 2008, and are not repeated here.) The analyses in that book were based on the total samples of males and females, analyzed separately because of important gender differences in educational experiences, delinquency, and substance use. Most of the analyses included a race/ethnicity dimension (distinguishing between Whites, African Americans, Hispanics, and a remaining category that combined all others); it was a background dimension and statistically controlled any additive effects of race/ethnicity on the relationships between educational factors and various dimensions of substance use. Important subgroup differences were evident in the analyses, and were often noted--albeit briefly. Statistically controlling additive effects does not, however, fully guard against spuriously attributing racial/ethnic differences to other effects. As a further check against that risk, we repeated key analyses with only the White respondents included, and satisfied ourselves that racial/ethnic differences did not produce erroneous results in our findings for the total samples of males and females. We did not, however, attempt to explore interactions involving race/ethnicity. That remaining task, examining whether the same patterns of relationships found for the total samples are evident in each of the subgroups, is the main focus of the present paper. Despite the growing ideological divisions, there has been a surprising political convergence on some issues related to urban policy, social services, and housing. From the spread of charter schools and school choice to the expansion of home ownership through financial deregulation, it is apparent that liberals and conservatives agree. Yet these points of agreement hide or exacerbate racial and economic segregation, and geographically concentrate its deleterious consequences. The Obama Administration's embrace of urban charter schools and school choice is emblematic of this convergence, yet in fact, charter schools are even more segregated than regular public schools. Despite lack of evidence of their efficacy, and strong empirical support for benefits of school integration, Administration officials fail to describe the achievement gap as a reflection of metropolitan segregation. Establishing racially homogenous charter schools in urban neighborhoods, even where charter schools are successful, is but the latest example of what George Romney's allies dismissed as "gilding the ghetto." George Romney had a better approach. He understood that the suburbs themselves must be desegregated so that disadvantaged children could attend predominantly middle class schools in their own neighborhoods. He was defeated in his efforts, and partly because of this defeat, the achievement gap between black and white children has not narrowed nearly as much as it might have done in the last half century. It is unlikely to narrow much further without revisiting the imperative of residential integration in the metropolitan areas. (Contains 126 endnotes.)

This paper explores the relative effects of school and neighborhood characteristics on student achievement. Previous empirical studies have estimated one of these effects in the absence of controls for the other, leading to potentially misleading results. Results show school variables are more robust and explain a greater degree of the variance in test scores than neighborhood characteristics. Neighborhood level variables, as a group, are statistically significant even in the presence of school variables. The particular pattern of effects varies by the manner in which the school context was controlled, by poverty status, move status, and location in the conditional achievement distribution. Nevertheless, neighborhood always mattered. Even if neighborhood conditions are less robust than school context effects, concern about neighborhood conditions is still justified. Reducing the concentration of poverty and economic segregation may be the easiest way to decrease the "savage inequalities" that exist between schools. The University of California has long been a major source of socioeconomic mobility in California. Data from the University of California's Undergraduate Experience Survey (UCUES) indicates that more than half the undergraduate students in the UC system have at least one parent that is an immigrant. The ratio is even higher at UC Berkeley. What do such a high percentage of students with recent immigrant backgrounds tell us about the University of California and socioeconomic mobility? How is it influencing the academy and academic and civic experience of undergraduates who are largely first or second-generation immigrants? Utilizing UCUES data on the University of California, and specifically the Berkeley campus as a case example, this brief provides an initial exploration of the dynamics of race and ethnicity, major, and the differing socioeconomic backgrounds of immigrant students, and in comparison to "native" students. Among the major conclusions offered in this study: there are a complex set of differences between various "generations" of immigrant students that fit earlier historical waves of immigrant groups to the United States; that the startling number and range of students from different ethnic, racial, cultural, and economic backgrounds points to the need for an expanded notion of diversity beyond older racial and ethnic paradigms; and while there are growing numbers of immigrant students at Berkeley from different parts of the world, and often from lower income families, there is a high correlation with their socioeconomic capital, described as a variety of factors, but most prominently the education level of their parents and family. Further, students at Berkeley who come from lower income families and have relatively low socioeconomic capital (in particular Chicano/Latinos) do well academically, if only marginally less so than those with higher rates of educational capital. At the same time, they also spend more time in paid employment, spend approximately the same amount of time as Euro-Americans studying and going to class, and have relatively high rates of overall satisfaction with their social and academic experience. The University of California faces the challenge of increasing the diversity of students graduating from its medical schools while also adhering to mandated restrictions on the use of race or ethnicity in the admissions process. Students from diverse backgrounds who gain admission as undergraduates to UC Berkeley and express an early interest in a medical career are an important potential source of medical students for the UC system. However previous data suggest that many of these undergraduate students lose interest in a medical career and never apply to medical school. We report on research that tracked the strength of students' interest in a medical career from freshman matriculation through the end of sophomore year. Comparing students by self-described racial or ethnic group, we found a sharp decline in interest among all groups. We then interviewed a stratified sample of these students, asking what factors contributed to the observed decline in interest in premedical studies. Negative experience in science courses, principally chemistry, was the main factor contributing to students' loss of interest. The adverse impact of chemistry courses was reported disproportionately by students from underrepresented minority groups, causing many of them to turn away from a possible medical career. If the UC system hopes to increase the diversity of its undergraduates who go on to medical school, it may need to reassess the structure and content of its undergraduate science curriculum, principally chemistry. College is increasingly essential for economic and social mobility. Current research devotes significant attention to race and socioeconomic factors in college access. Yet wealth's role, as differentiated from income, is largely unexplored. Utilizing a nationally representative dataset, this study analyzes the role of wealth among students who attend four-year colleges. The hypothesis that wealth matters through the provision of differential habitus, social capital, and cultural capital that support the college-going process, is tested through the application of a series of binary logistic regressions. The results indicate that while wealthier students are much more likely to attend a four-year college than their less wealthy peers, the influence of wealth is essentially eliminated once we consider academic achievement, habitus, and social and cultural capital. This indicates that wealthier students garner advantages through increased academic preparation and through the characteristics of their upbringing, such as the type of school attended and parental expectations. Furthermore, controlling for wealth causes the disparities in four-year college attendance associated with race to disappear. Notably, Hispanic students are significantly more likely than white students to attend a four-year college in certain specifications, while black and Asian students are not significantly different from white students in any specification. For the pat 40 years, educators and researchers have largely discussed sex equity issues, particularly in the K-12 settings. However, within the last few years gender equity issues have become a hotly debated area of research. One may contend that sex is biologically determined maleness and femaleness; whereas, gender is influenced by cultural, social, and historical factors. Although, there has been a lot of emphasis on unfair treatment or exclusion of girls from formal science, the focus was mainly on White, middle class girls with little focus placed on Black girls. This has fueled the debate for the promotion of the "Black Girl Turn" in research on gender and science education, as over the centuries Blacks and girls have been denied their turn in science due to cultural and historical reasons. This literature review addresses the strengths and limitations of the existing bodies of work and concludes with directions toward a student-based inquiry approach that can explore and help others to understand Black females' perspectives with an aim at filling in some of the missing information in the science education literature.

Books shape how children learn about society and social norms, in part through the representation of different characters. To better understand the messages children encounter in books, we introduce new artificial intelligence methods for systematically converting images into data. We apply these image tools, along with established text analysis methods, to measure the representation of race, gender, and age in children's books commonly found in US schools and homes over the last century. We find that more characters with darker skin color appear over time, but "mainstream" award-winning books, which are twice as likely to be checked out from libraries, persistently depict more lighter-skinned characters even after conditioning on perceived race. Across all books, children are depicted with lighter skin than adults. Over time, females are increasingly present but are more represented in images than in text, suggesting greater symbolic inclusion in pictures than substantive inclusion in stories. Relative to their growing share of the US population, Black and Latinx people are underrepresented in the mainstream collection; males, particularly White males, are persistently overrepresented. Our data provide a view into the "black box" of education through children's books in US schools and homes, highlighting what has changed and what has endured. This paper reports findings of a study examining child-, classroom-, and school-level factors that effect academic achievement among public school children in the South. Using ECLS-K data, we compare and contrast the learning environments in high/low minority and high/low poverty schools. A sizeable minority of Southern children attend schools that are race and/or class segregated; on multiple dimensions these schools are less desirable than are schools attended by more privileged children, and children attending these schools have lower levels of academic achievement. Results from 3-level random intercepts models show that a range of child and family factors, as well as classrooms with less experienced teachers and with more low-level readers, and rural school location all contribute to lower reading gains during first grade. We find no "race effects" on achievement, net of other variables. Issues of "selection" are discussed, and implications for social work are explored.

This study examined whether replacing race-based affirmative action admissions programs in higher education institutions with class-based programs would continue to assist minorities yet have the added benefit of helping poor and working class whites. Three National Center for Education Statistics longitudinal databases were examined to assess the potential effects of such a shift in policy. Class was defined as socioeconomic status, a composite variable that combined income, parental education, and parental occupation. The paper finds that the argument supporting class-based affirmation action policies to achieve racial diversity is not supported. Although there is a statistically significant, but weak and declining, association between race and socioeconomic status, it was found that low socioeconomic status whites would disproportionately benefit from a class-based policy, as compared to low socioeconomic status minority peers, because of sheer numbers and over-representation. Enrollment increased slightly at both the California State University and University of California systems in fall 2020, but the effects of the pandemic on enrollment in the California Community College system are mostly unknown and might differ substantially from the effects on 4-year colleges. This paper provides the first analysis of how the pandemic impacted enrollment patterns and the academic outcomes of community college students using administrative college-level panel data covering the universe of students in the 116-college California Community College system. We find that community college enrolment dropped precipitously in fall 2020 -- the total number of enrolled students fell by 4 percent in spring 2020 and by 15 percent in fall 2020 relative to the prior year. All racial and ethnic groups experienced large enrollment decreases in spring and fall 2020, but African-American and Latinx students experienced the largest drops at 17 percent in fall 2020. Enrollment fell the most for first-year students in the community college system, basic skills courses, and fields such as engineering/industrial technology, education, interdisciplinary studies, and art. There were smaller decreases for continuing students, academic courses transferable to four-year institutions, and business and science fields. Enrollment losses were felt throughout the entire community college system, and there is no evidence that having a large online presence in prior years protected colleges from these effects. In terms of course performance, there was a larger disruption to completion rates, withdrawal rates, and grades in spring 2020 than in fall 2020. These early findings of the effects of the pandemic at community colleges, which serve higher percentages of lower-income and minority students, have implications for policy, impending budgetary pressures, and future research. The authors examine racial and ethnic differences in computer ownership and Internet usage using data from a survey conducted by the Nomura Research Institute in 2000. They focus on on-line shopping because few studies have examined racial and ethnic differences in e-commerce. The results indicate that blacks and Hispanics are less likely to own or use a computer than are non-Hispanic whites but are not less likely to shop on-line. Indeed, blacks appear to shop on-line more frequently and to spend more than non-Hispanic whites do.
