Abstract

This volume contains papers submitted to the 12th Annual International Conference of the Bulgarian Comparative Education Society (BCES), held in Sofia and Nessebar, Bulgaria, in June 2014, and papers submitted to the 2nd International Partner Conference, organized by the International Research Centre 'Scientific Cooperation,' Rostov-on-Don, Russia. The volume also includes papers submitted to the International Symposium on Comparative Sciences, organized by the Bulgarian Comparative Education Society in Sofia, in October 2013. The 12th BCES Conference theme is "Education's Role in Preparing Globally Competent Citizens." The 2nd Partner Conference theme is "Contemporary Science and Education: New Challenges -- New Decisions." The book consists of 103 papers, written by 167 authors and co-authors, and grouped into 7 parts. Parts 1-4 comprise papers submitted to the 12th BCES Conference, and Parts 5-7 comprise papers submitted to the 2nd Partner Conference. The 103 papers are divided into the following parts: (1) Comparative Education & History of Education; (2) Pre-service and In-service Teacher Training & Learning and Teaching Styles; (3) Education Policy, Reforms and School Leadership; (4) Higher Education, Lifelong Learning and Social Inclusion; (5) Educational Development Strategies in Different Countries and Regions of the World: National, Regional and Global Levels; (6) Key Directions and Characteristics of Research Organization in Contemporary World; and (7) International Scientific and Educational Cooperation for the Solution of Contemporary Global Issues: From Global Competition to World Integration.

2. The Role of Efficiencies in Telecommunications Merger Review.

Abstract

The telecommunication industry has experienced significant growth and consolidation in the last decade. The desire of large, multinational customers to obtain fully-integrated, end-to-end global telecommunications services from a single source pushed telecom firms to offer multiservice broadband and seamless worldwide telecommunications networks. However, a major barrier to achieving this goal is the significant capital required to construct and deploy a global network. To overcome these constraints, telecom companies typically adopt approaches like--mergers and acquisitions (M&A), joint ventures, legal partnerships and strategic alliances. As the marketplace continues to grow globally, convergence among major enforcement authorities on fundamental competition principles, such as the role of efficiencies, will be critical. The treatment of efficiencies is however controversial and poses many questions. This research paper explores some of the efficiencies-based motivations and rationales for Telecom M&A. It reviews the procedures and regulatory authorities responsible for telecom merger review in the U.S., Europe and Canada. It also examines the treatment of efficiencies in the context of merger review in three jurisdictions and finally it discusses some of the outstanding policy issues related to treatment of efficiencies.

Abstract

The article focuses on Canada's relations with the European Union. On May 1, a day when the world celebrates the worker, eight former Soviet client states, plus Malta and Cyprus, will march into the European Union, bolstering what is already the western world's largest trading bloc. The so-called EU-25 nearly fulfills the dream of a united Europe, but even the slightly truncated version will have a population of roughly 450 million people and a GDP of €9.6 trillion ($15.5 trillion). More important than any symbolic union, however, is the big stamp of economic approval on the newcomers, which have achieved the physical infrastructure, legal environment and political stability necessary to make investors breathe a little easier. "It's a badge of honour," says Brian Kelsall, co-chair of law firm Ogilvy Renault's Projects Finance Group. Even with the addition of underdeveloped eastern Europe, EU productivity will continue to dwarf that of Canada, and if western businesses don't take note of the potential market and investing opportunity, it won't be long before they find themselves being targeted. Perhaps it's a little too much to expect Canadian businesses to be ready for an expanded EU when even Europeans seem unprepared. A March survey of Belgian businesses by Pricewaterhouse-Coopers found that 30% of those companies that already trade with the new EU members don't think accession will have any consequences for them. That, despite the fact 90,000 pages of European legislation come into effect on May 1. Growth in some of the incoming nations is extraordinary, and that should expand under favourable EU trade rules.
