Land tenure security continues to pose a significant challenge to the sustainability of urban community gardens in global South cities. However, a few studies have explored the mechanisms that urban gardeners employ to facilitate land access and variations in land tenure security arrangements made with land owners in South African cities. This paper employs a mixed-methods research approach involving quantitative and qualitative techniques to examine how urban community gardens access land and land tenure security arrangements thereof. The study is based on questionnaires, semi-structured interviews, and observations from 34 urban community food gardens in Cape Town selected through a combination of purposive and snowball sampling methods across selected low-income urban neighbourhoods. The findings reveal that although formalised land tenure security poses a sustainability threat to community gardens, perceived and de facto tenure present equally crucial forms of tenure which could be supported by state actors to promote urban agriculture. Reflecting on past efforts to formalise land tenure security, the article concludes that these efforts have failed due to poor coordination among government departments, and the complex and unclear processes of acquiring land. The paper recommends that while formalising land tenure arrangements may prove to be an effective solution, supporting institutions need to adopt a bottom-up approach to understand the gardener's needs and build on perceived and de facto land tenure security options to promote the sustainability of community gardening projects. Mass urbanisation in cities of the global South, is causing cities to evolve, with informal settlements being central to this evolution. While local government is the official point of interaction for urban informal settlement dwellers, those interactions are often characterised by a lack of meaningful participation. Engaging with the co-production literature and two case studies of informal settlements in Cape Town, South Africa, this paper examines how they shed light on the shifting and constantly evolving roles and practices of local government and community actors within a co-production engagement. Based on the findings from these cases, the paper argues that co-production as a practice of collaboration between the local state and citizens can allow for the forging of new relationships, built on trust, sharing of resources and a more equal distribution of power where communities can shape the outcomes of service delivery projects to respond to their needs and demands. Developing economies need to supply housing and ensure resource efficiency in the process. Industrialised construction, which increases productivity in construction, can be one means to deliver the needed housing. However, the resource efficiency of industrialised construction in developing economies is under-researched. This paper studies factors influencing resource efficiency in industrialised housing products from the perspective of value chain and environmental impact in Addis Ababa, Ethiopia; Nairobi, Kenya; and Cape Town, South Africa. Specifically, wall systems with varying degrees of industrialised construction implementation are studied. The study uncovers four main insights – first, the choice of materials influences the resource efficiency of industrialised wall systems; however, the current value chain does not promote the adoption of new materials. Second, products used for industrialised wall systems are imported and incur added transportation-related impacts and more. Third, industrialised construction wall systems often use lightweight materials and have the potential for disassembly; however, end users have reservations about such design strategies. Fourth, controlled production of wall systems reduces construction waste and increases the quality of products. Nevertheless, governments are currently promoting labour-intensive construction methods. Based on these insights, the paper concludes with recommendations, levers and action points for stakeholders to promote resource efficiency in industrialised construction adoption. Within urban studies, the emerging post-network approach explores infrastructure transitions towards hybrid mixing of grid and off-grid technologies, resources, services, and actors. However, scholarship addressing off-grid transitions in the global south focuses almost exclusively on the poor as non-networked infrastructure consumers. This paper adopts a landscape perspective to consider broader processes of technological, institutional and behavioural change. Using a case study of Day Zero in Cape Town (South Africa), the paper draws on existing studies to demonstrate how the off-grid infrastructure transitions of non-poor households and businesses have potentially catastrophic (but largely ignored) consequences for cities in terms of environmental sustainability, urban governance and citizenship, network quality, and municipal finance. The paper concludes that broadening the landscape of infrastructure analysis, to consider the off-grid infrastructure transitions of the non-poor in the global south, is crucial to address contemporary global challenges. While existing literature has amply demonstrated how states may "see" their populations, we know less about which residents are legible to the state as populations. Drawing on extended ethnographic fieldwork and interviews conducted between 2011 and 2019 in Cape Town, South Africa, this paper compares the fate of two large land occupations, one of which was evicted, one of which was not. In doing so, this paper demonstrates how rather than taking "populations" as a given, this status should be understood as an outcome. It suggests that participants in each respective occupation began with different views of the state. In other words, the way residents saw the state impacted each respective organizational outcome, which in turn affected how they were seen by the state. In one occupation, participants saw the state as a partner in obtaining housing, and so they organized themselves as atomized recipients. In the other, they viewed the state as an obstacle, and so they organized themselves collectively. Only in the latter case were residents viewed as a population; in the former, they were all evicted. Ultimately, this paper argues that, by bringing tools from political sociology to bear upon urban ethnography, we can gain insight into a process otherwise overlooked in the literature, allowing us to make sense of a question that is central to understanding urban politics in the global South: how do municipal governments decide which occupations to evict and which to tolerate? Informal rental housing is growing rapidly in cities of the global South. Changing needs and circumstances of diverse urban populations produce new forms of rental accommodation and landlord–tenant relations. Focusing on the case of backyard renting in South Africa, this paper illustrates how informal rental is undergoing a dynamic process of expansion and upgrading that both reflects and contributes to improved socioeconomic conditions. Commercialization is transforming the material quality and social dynamics of informal rental housing. While there are signs of formalization and professionalization, the government's neglect of this sector has contributed to the strong persistence of informality, with its associated risks. This paper argues that the informal rental sector deserves more government attention to augment the public benefits and mitigate the costs. The paper ends with suggestions of how a developmental approach by the government could help to convert the negative externalities into a positive dynamic with more equitable and sustainable outcomes. Water Sensitive Design (WSD) is gaining attention as a Nature-based Solution (NbS) to urban water problems. It incorporates green infrastructure with engineered urban water systems through innovative design of the built environment and urban landscape. In Africa, Johannesburg and Cape Town are two cities engaging with WSD at a policy level. This paper uses the Strategic Niche Management (SNM) approach in a comparative analysis of ongoing engagement with WSD in Johannesburg and Cape Town. We explore the extent to which this engagement signals the launch of the transition towards water resilience. WSD represents a niche that is in synergy with the visions of sustainable urban (water and environmental) management in both cities. Results indicate a progressive engagement with WSD by different actors at regime and niche levels. However, the lack of coordination and capacity deficiencies due to limited social networks and higher order learning are challenges that constrain take-off and further consolidation of the WSD approach in the transition towards water resilient futures. From innovations in mobile money to bookkeeping devices, the burgeoning of financial-technologies (fintech) in the Global South has been critiqued by scholars concerned with financialization, datafication, and recently, neo-coloniality. While sympathetic to these concerns, this paper argues for a more descriptive, ambivalent, and urban reading of the implications and stakes of this fintech boom. Using Cape Town as a case study, we explore how the city has become and positioned itself as a/the capital of fintech innovation in Africa. With two detailed vignettes that look respectively at the recent histories of business process offshoring in the city and at the cycles of experimentation that via Cape Town bring fintech to the rest of the continent, we make three arguments. First, that the urban state has been instrumental in shaping how fintech lands in cities and how the infrastructures which support it develop. Second, that diverse cultural economies of experimentation engender the worlding practices through which local fintech ecosystems operate. Overall, we suggest that paying attention to these different ways in which fintech is enabled and mobilized by the urban state opens a necessary research agenda into the ambivalence of financial innovation in Africa. Calls for transformative adaptation to climate change require attention to the type of capacity building that can support it. Community-level capacity building can help to ensure ownership and legitimacy of longer-term interventions. Given that marginalized communities are highly vulnerable to climate risk, it is important to build their capacity to adapt locally and to integrate their perspectives into higher-level adaptation measures. Current adaptation policy does not pay sufficient attention to this. Using a Cape Town-based project on water governance in low-income urban settlements, this paper explores how a transdisciplinary research project supported capacity building. Our findings suggest that knowledge co-creation at the community level is central to the capacity building that is needed in order to inform transformative adaptation. The collaborative methodology used is also important; we illustrate how a transdisciplinary approach can contribute to transformative adaptation where knowledge is co-produced to empower community-level actors and organizations to assert their perspectives with greater confidence and legitimacy. We argue that if capacity building processes shift from the top-down transferal of existing knowledge to the co-creation of contextual understandings, they have the potential to deliver more transformative adaptation. By considering diverse sources of knowledge and knowledge systems, capacity building can start to confront inequalities and shift dominant power dynamics. Adaptation policy could provide more guidance and support for community-level transdisciplinary processes that can enable this type of transformative adaptation. Key policy insights To address equity and justice issues as well as climate risk, adaptation policy needs to better support transformative adaptation. Community-level capacity building, called for by developing countries, will benefit from more attention to bottom-up approaches as a complement to top-down ones. Community-led research that draws on a diversity of knowledge systems can effectively inform the development of transformative adaptation interventions. Transdisciplinary research methods present a promising pedagogical approach to building transformative adaptation capacity. Adaptation policy for capacity building would benefit from a broader understanding of governance that includes local participation and values bottom-up contributions. In South Africa, young men are generally considered to generate many of the risks associated with informal settlement life, yet their own vulnerability in these environments is seldom considered. Seeking insights into male susceptibility in these impoverished urban spaces is methodologically challenging. How does one encourage poor marginalised young men to speak with candour about their insecurities and challenges? The research methods used, while facilitating openness, should also build their confidence as they reflect on the challenges of everyday life. This paper describes the methodological journey undertaken in a study of young Black men living in informal settlements in Cape Town, South Africa, revealing how they perceive their vulnerability in these environments. It demonstrates how a suite of methods gradually developed through trial and error, with the young men themselves assisting in the adaptation of tools, ranging from interviews using adapted participatory methods to non‐prescriptive diary‐writing. Despite widespread scholarly recognition that infrastructure delivery and consumption is as much a socio-political process as a technical-material product, global development agendas (e.g. United Nations' Sustainable Development Goals) continue to prioritise the universal provision of public infrastructure as a static transfer of physical goods/services without explicit recognition of their socio-political dimensions. This paper explores the everyday ways in which citizens negotiate public infrastructure delivery and access, situated in a global South context of extreme inequality and limited state capacity. Using a case study of two low-income settlements in Cape Town with differing infrastructure provision, we demonstrate how governance processes can undermine the physical delivery of infrastructure. While participatory governance remains a core policy mechanism to democratise service delivery, in practice the capacity of citizens to participate is affected by power and knowledge asymmetries that function both within and between communities and the state. These asymmetric power relations and knowledge flows contribute to clientelistic politics that not only limit citizen engagement in participatory governance, but actively undermine low-income urban dwellers' access to services that have been physically delivered and targeted to meet their needs. Framed by a case study of energy interventions, we conclude that widening access to public infrastructure requires significant investment in effective governance processes for low-income urban dwellers. South African scholars have increasingly recognized that the prevailing management system for land use is one not relevant to the current spatial needs of the country's settlements. These include, in particular, the need to create sustainable, spatially just and resilient settlements and to develop land in a manner that promotes efficient urban development. The debate in the South African literature on land use management has, with a few notable exceptions, yet to venture into the specific mechanics of how to fix this system, ways the system can be used to create a spatially just urban form, or its applicability in formal retail areas. This paper addresses these questions within the context of formal retail areas and the zoning category that these are typically found in, namely that of the General Business zone. This paper initially investigates the current exclusionary nature of formal retail areas in the context of South Africa and within Cape Town and how this is linked to the more macro patterns of spatial exclusion within Cape Town. It is argued that within the context of Cape Town there is a need to focus on both commercial, particularly formal retail, as well as residential, areas with regard to the project of creating a more spatially just city. It is subsequently demonstrated, firstly, how zoning scheme provisions could be used as a mechanism to address these patterns of exclusion in formal retail areas, specifically exploring provisions that would encourage inclusion of informal and microenterprises within shopping malls. Secondly, it is demonstrated how provisions can be included that create a safer and more inviting environment for public transport users and poorer employees and consumers, in formal retail areas. The contribution of this paper is to initiate a long overdue conversation regarding the relationship between land use management and social justice within a developing world context, and in formal retail areas, and aims to set out ways in which land use management can be made more relevant; both for South African cities and cities in other developing countries. The paper documents the development of a collaborative regeneration strategy for a marginalised community in Cape Town that was led by a Non-Profit Company (NPC). NPC's vision for the strategy was to incorporate key inputs from the community to unlock the economic potential of the area and promote upliftment. A case study methodology was adopted which included a series of interviews and community engagement workshops. The research aimed to identify the key ingredients required to drive collaborative urban regeneration in marginalised communities in the global south. The study established that in the absence of effective leadership and service delivery from local authorities the community feel disenfranchised as their community is not seen as an immediate priority. There was a deep-rooted mistrust in the process being driven by the NPC and the visioning process was met with resistance and suspicion. The engagement process lacked depth/scope and reflected a top-down approach. It is concluded that fundamental ingredients for effective collaborative urban regeneration is trust between the key stakeholders, a diverse assortment of expertise and skills, and an in-depth engagement process. In a context of rapidly increasing urbanisation and deepening global inequalities, slum tourism has thrived. This paper presents a discursive analysis of tourists' online reviews of two township tours in Cape Town, South Africa. We investigate how, and to what ends, tourists collectively construct townships as places of hope on TripAdvisor; we question how these reviews feed into broader narratives of urban poverty in the global south. We show how tourists draw on both neoliberal and colonial discourses to construct townships as places of hope–vibrant cultural spaces, rich in non-material assets, inhabited by happy, hard-working residents. We show that by producing slums as productive cultural spaces, tourists are able to resist the stigma associated with slum tourism and position themselves as ethical, enlightened and morally superior tourists. We argue that neoliberal and colonial discourses operate together to produce sanitised representations of townships that both obscure inequalities between poor residents and wealthy tourists from the global north and depoliticise issues like poor infrastructure in townships. In discussing the broader implications of the study, we highlight the importance of producing nuanced representations of townships that acknowledge residents' assets and excellence, while also foregrounding how they live within the oppressive constraints inherent in enduring systems of inequality. • Viable alternatives to paratransit corporatization and contracting exist. • Alternatives appear much more affordable to the City, but offer less service quality control. • Small-scale interventions could provide quick QoS wins and build trust between government and industry. Cities across the Global South are seeking to improve public transport services, but the presence of large numbers of independent paratransit operators complicate reforms. City officials often seek to eliminate paratransit services in favor of scheduled services; but such reforms have proven impossible to achieve. Cape Town is one such city, whose planning officials are now reconsidering the approach to 'industry transition'. Realizing that the transition and operating costs of new scheduled services are unsustainable, the City has acknowledged a continued role for paratransit services. The question this raises is how paratransit should be integrated and, more specifically, how paratransit should complement scheduled services at transfer points. This paper reports on findings from a stated choice survey administered to paratransit drivers to understand opinions on potential reforms that the City might use to address issues of mismatched service span and long off-peak headways in service provided by paratransit operators. The research seeks to assist operators in sharing their perspectives outside of a City-structured engagement process and to assist City officials in understanding what reform paths will be most feasible based on driver acceptability and cost to the City. This paper takes a sociocultural approach to the analysis of migrant identity and multilingual negotiations among young Congolese migrants in Cape Town. The data for this study draws on a qualitative interactional study of Congolese youth in Cape Town, South Africa. These youth form part of a migration class that have shaped immigration sociolinguistic practices in the Global South. They arrived in South Africa at a young age with their parents and have to date been significantly exposed to the local sociocultural dynamics of language and identity practices and negotiations. In this paper we demonstrate that the task faced by these young migrants is to immerse in education, peer and cultural networks and practices that help shape their new identities in the host country, and sustain links to their country of origins (Congo). Abstract: Some South African cities have initiated public transport transformation projects which, in most cases, ultimately envisage the in toto replacement of paratransit operations with formalised BRT systems. There are two likely outcomes: (1) complex negotiations with existing operators and budget constraints will result in the in toto transformation occurring over an extended period of time; or (2) in toto transformation will simply not occur. In either case, cities will depend, for decades, on a ‘hybrid’ public transport system that combines both formal and paratransit operators. This paper presents a case for policy recognition of hybrid systems, and explores how such systems might best be managed. The following categories of hybrid public transport systems are explored through case studies: (1) transformative processes in which paratransit operators are to form or assimilate into companies to operate new services, but this incorporation has proved difficult to complete and the operational and regulatory frameworks remain unchanged; and (2) transformative processes that, from the outset, anticipated a hybrid system and designed the outcome accordingly. A third category of hybrid transport systems, defined as transformative processes that have been amended following a realisation that in toto transformation is unattainable, is also introduced and discussed. The paper concludes by tentatively drawing lessons for appropriate public transport regulation, particularly with respect to Cape Town''s transformation project. It is argued that a review of the current national regulatory framework is required to enable possible project modifications that acknowledge system hybridity. It is suggested that regulatory frameworks that accommodate the likely hybrid nature of public transport system outcomes have greater prospects of success than frameworks that do not. Furthermore, it is argued that contextually appropriate and successful public transport transformation projects do not necessarily require the in toto substitution of incumbent paratransit operators, and that they can be integrated with, and complement, formal services. Tourism is not only an economic but also a social and political agent that affects a wider natural and socio-cultural environment. To be successful as a tool of poverty reduction, tourism must be seen as one dimension of a destination's economy and society. In the context of a world-class urban national park yielding major economic benefits for the Cape Town and Western Cape tourism economies, this paper focuses on a variety of symbiotic relationships existing between the people of Cape Town and the Table Mountain National Park (TMNP). First, the current literature is reviewed to provide a conceptual base for protected areas (PAs) within urban environments and to appraise the importance of the local community's appreciation of this natural resource base. Secondly, the wide user base of the TMNP is placed within its socio-economic context. Thirdly, two poverty-relief projects, Ukuvuku and Mountain of Jobs, are introduced to reflect on TMNP's commitments to biodiversity conservation and social responsibility. Fourthly, the value Capetonians place on being the custodians of this world-class natural heritage site is discussed. This paper provides a synthesis of the main issues discussed at a conference (International Conference on Integrated Water Resource Management (IWRM) entitled: Lessons from Implementation in Developing Countries which took place from 10 to 12 March 2008 in Cape Town, South Africa, at the Cape Town International Convention Centre) which was coordinated to share experiences and lessons learned on the implementation of IWRM in developing countries. This paper discusses six themes that emerged from the conference. These themes provide a perspective on the current status of IWRM and assist in formulating the agenda for further research and implementation approaches based on lessons learned. Firstly, although there is considerable history and international acceptance of IWRM, there is still ongoing debate on how IWRM is defined. However, aside from these debates there is general agreement on the principles underlying IWRM and the potential it holds for managing complex systems that cannot be adequately achieved through the single-sector management approach of the past. To overcome past management paradigms, new capacity building approaches are required. Secondly, implementation of IWRM requires a balance between policy and institutional support and community level projects that have small-scale tangible results for the poor. Thirdly, IWRM involves integration across many spheres, specifically the integration of groundwater management into long-term water resource planning. Fourthly, although there is general endorsement of the importance of public engagement in supporting IWRM approaches, effective public engagement requires considerable strategic planning to ensure that efforts are both applicable and relevant to those involved. Fifthly, the conference highlighted the importance of developing appropriate economic methods and instruments to address the economic trade-offs and decisions that are apparent in water management. South Africa, being a developing nation, is faced with many challenges, including poverty and one of the world's highest HIV/AIDS infection rates. It is within this context that this paper presents an overview of the role played by major stakeholders in climate change mitigation policies, with the focus on two South African cities, namely Cape Town and Johannesburg. This paper aims to identify the internal and external factors that act as barriers to, or promote, climate change mitigation policy development and implementation in South African cities. These may take the form of the city's internal structures, political interventions and support, and external factors including partnerships with outside organizations, including all tiers of government, non-governmental organizations and academic institutions. In 2010 the FIFA World Cup finals were held on the African Continent for the first time with South Africa chosen to host the month-long event. Crucially, the hosting of such a prestigious tournament was seen as a chance for South Africa to prove to the world that as a developing nation it could successfully host an event of this magnitude. Using contemporary reports and incorporating findings from in-depth interviews conducted with national and regional event and destination stakeholders, this paper explores the challenges and successes of hosting the 2010 World Cup in South Africa. Primarily, focusing on the experiences of the host City of Cape Town, this study investigates the branding opportunities and challenges associated with the 2010 tournament as well as actual impact and legacy of the event on social factors, such as nation building, social cohesion and racial integration. This paper presents a new Ubiquitous Sensor Network (USN) Architecture to be used in developing countries and reveals its usefulness by highlighting some of its key features. In complement to a previous ITU proposal, our architecture referred to as "Ubiquitous Sensor Network for Development (USN4D)" integrates in its layers features such as opportunistic data dissemination, long distance deployment and localisation of information to meet the requirements of the developing world. Besides describing some of the most important requirements for the sensor equipment to be used in a USN4D setting, we present the main features and experiments conducted using the "WaspNet" as one of the wireless sensor deployment platforms that meets these requirements. Furthermore, building upon "WaspNet" platform, we present an application to Air pollution Monitoring in the city of Cape Town, in South Africa as one of the first steps towards building community wireless sensor networks (CSN) in the developing world using off-the-shelf sensor equipment. In recent years, the concept of the global city has become an important expression primarily used to characterise Western cities that have become key nodes for headquarter functions, financial services, information processing, and other activities that have been undertaken to announce their influence as world leaders. However, this paper parallels recent academic moves to look beyond the North and concludes that global cities also exist in the South. It further introduces Cape Town as a contemporary example of one such city that is becoming more worldly in both appearance and outlook. The city's position as an up-and-coming global city can be accredited to a range of comparative advantages and strategic interventions including successful rejuvenation strategies, gentrification of certain neighbourhoods, a rising number of foreign visitors, and the construction of a world-class international convention facility. While it may not be a top-ranked competitor, Cape Town does display global city characteristics such as a growing aggressiveness on the part of urban planners and development practitioners in foreign investment attraction, strategic marketing campaigns, and the hosting of high-profile events that provide valuable lessons for aspiring secondary global cities. Water demand management is a key focus area for most water managers and even more so in developing countries since improved access to water is important to the poor. Different policies have been introduced to ensure a water management system th at cares for the poor, among them the Increasing Block Tariff (IBT) structure. Studies demonstrate that it is very important to know the shape of the demand curve when deciding on the IBT structure. This paper adds to the understanding of the factors that influence water consumption. The focus is on how water demand patterns vary with the level of income among urban dwellers. The results support the hypothesis that pricing is an ineffective measure to manage water consumption among the poor, while it is relatively more effective for the richest group. Increasing global urbanisation is leading to a rise in the number of people living in informal settlements, challenging our ability to achieve sustainable development goals. As a consequence of high building density, inadequate building methods and flammable building materials, informal settlements are highly vulnerable to the devastating impacts of fire. Databases on historic fire occurrence, location and extent are scarce, especially in the Global South. This paper explores the potential for remote sensing technologies to fill this gap. Two case studies in Cape Town representing fire of different extent and build back characteristics, are used to demonstrate that Sentinel-1 and Sentinel-2 data can be used to detect known historic informal settlement fire. A pixel based approach applied to Sentinel-2 band 2 reflectance and Sentinel 1 backscatter and interferometry are highlighted. The concept of spatial autocorrelation is explored with both Sentinel-2 and 1 data showing that a 3 x 3 pixel standard deviation kernel and hotspot analysis can complement the pixel approach.
