2. Race, Identity and Citizenship: an analysis of the papers presented at ANPOCS and ANPEd (1988-2003)

Financiadora de Estudos e Projetos This research aimed to conduct a few works that articulated the category race to the field of education in order to verify the relevance of the role played by the school institution as it relates to ethnic-racial issue in Brazil. Seeking to achieve this objective it is a mapping of the papers presented at two major national associations of research and graduate of Social Sciences and Education, the National Association of Graduate Studies and Research in Social Sciences (ANPOCS) and the National Association of Graduate Studies and Research in Education (ANPEd) during 1988-2003. The observation of the aforementioned mapping identified the concepts of identity and citizenship presented directly related to ethnic and racial issues and education in the analyzed texts. Both this mapping as the monitoring of the contemporary literature of Social Sciences and Education, issues related to ethnicity, race, reported the need to study the relationships established between the formal education, the black movement and educational policies. In this sense, the research aimed to examine the interconnections between theoretical treatises that articulate race and education in ANPOCS ANPEd and pointing to the understanding of space and school education as central places in the constitution and re-discussion of the parameters of citizenship and / or as construction place processes to identify the persons to whom they are intended educational processes through the racial-ethnic membership. Finally, we sought a rapprochement between the normative instruments / legal policies that institutionalize public education in the country: the Law of Guidelines and Bases of Education (LDB), the National Education Plan (NEP) and the Development Plan for Education (PDE) and discussions presented by the works analyzed. Esta pesquisa buscou realizar uma análise de alguns trabalhos que articulavam a categoria raça ao campo da educação visando verificar a relevância do papel desempenhado pela instituição escolar no que esta se relaciona à questão étnico-racial no Brasil. Buscando atingir tal objetivo realizou-se um mapeamento dos trabalhos apresentados em duas das principais associações nacionais de pesquisa e pós-graduação das Ciências Sociais e da Educação, a Associação Nacional de Pós-Graduação e Pesquisa em Ciências Sociais (ANPOCS) e a Associação Nacional de Pós-Graduação e Pesquisa em Educação (ANPEd), no período de 1988 a 2003. A observação do mapeamento citado permitiu identificar que os conceitos identidade e cidadania apresentavam-se diretamente relacionados às questões étnico-raciais e a educação nos textos analisados. Tanto este mapeamento quanto o acompanhamento da literatura contemporânea das Ciências Sociais e da Educação, relacionadas às questões étnico-raciais, informaram a necessidade do estudo das relações que se estabelecem entre a educação formal, o movimento negro e as políticas públicas educacionais. Nesse sentido, a pesquisa teve por objetivo analisar as interconexões entre as produções teóricas que articulam raça e educação na ANPOCS e ANPEd apontando para a compreensão do espaço e da educação escolar enquanto lugares centrais na constituição e rediscussão dos parâmetros da cidadania e/ou como o lugar da construção dos processos de identificação dos sujeitos aos quais se destinam os processos educacionais por meio da pertença étnico-racial. Por fim, buscou-se uma aproximação entre os instrumentos normativos/legais que institucionalizam as políticas públicas educacionais no país: a Lei de Diretrizes e Bases da Educação (LDB), o Plano Nacional de Educação (PNE) e o Plano de Desenvolvimento da Educação (PDE) e os debates apresentados pelos trabalhos analisados.

Os principais objetivos deste artigo giram na discussão do tema Finanças Comportamentais, sendo tomado paralelamente à hipótese de mercados eficientes (HME). A previsibilidade dos retornos financeiros é um outro ponto a ser discutido, pois a HME fracassa quando da previsão destes retornos. As Finanças Comportamentais deixam o pressuposto de racionalidade ilimitada de lado, trabalhando com áreas afins, tais como Psicologia e Sociologia. Diversos componentes do arcabouço teórico são abordados para dar ênfase a um tema que está em voga desde o início da década e tendo maior importância no Brasil. As anomalias nos mercados são tratadas pela teoria convencional de finanças de forma diferente do tratamento dado pelas Finanças Comportamentais, que se baseia na limitação da racionalidade dos entes e não só nas informações que são disponibilizadas nos mercados. The main objectives of this article operate in the discussion of the subject Behavioral Finance, being taken in parallel to the efficient markets hypothesis (EMH). The predictability of financial returns is another point to be discussed, because the EMH fails when the prediction of returns. The Behavioral Finance leave the assumption of unlimited rationality aside, working with related fields such as psychology and sociology. Various components of theoretical are addressed to give emphasis to an issue that is in vogue since the beginning of the decade and having a larger presence in Brazil. The anomalies in the markets are treated by the conventional theory of finance differently to the treatment given by the Behavioral Finance, which is based on limiting the rationality of agents and not only on information that is available in the markets.

Las evaluaciones macroeconómicas de la industria forestal tienden a subestimar su impacto en las economías regionales. Este trabajo propone un concepto más amplio – la "cadena de valor de los productos forestales"- que incluye la contribución de las actividades que dependen (directa e indirectamente) de la silvicultura y los productos forestales. Con una metodología basada en un modelo de input-output multirregional y centrado en la economía portuguesa. Los resultados elucidan el papel del eucalipto en las producciones de pulpa, papel y cartón y artículos de papel y cartón. Finalmente, se evalúan las consecuencias macroeconómicas proyectadas para una reducción de estas producciones., Forestry industry macroeconomic assessments typically concentrate on the production, harvesting, and earliest processing of wood products, underestimating the full range of forests impacts in regional economies. This work proposes a broader concept – “forestry products value chain”– that ponders the contribution of the downstream activities relying (directly and indirectly) on Silviculture and Forestry products. The paper adopts a methodology based on a Multi-Regional Input-Output framework. We apply this approach to the Portuguese economy. Results clarify the role of eucalyptus in “Pulp”, “Paper and Cardboard” and “Paper and Cardboard Articles”. Finally, the projected wider macroeconomic consequences from a reduction of these productions is evaluated.

Background The COVID-19 crisis has meant a significant change in the lifestyle of millions of people worldwide. With a lockdown that lasted almost three months and an impulse to new normality, transport demand has suffered a considerable impact in the Spanish case. It is mandatory to explore the effect of the pandemic on changes in travel behaviour in post-COVID-19 times. Methodology A nationwide survey was carried out during the lockdown in Spring 2020 to overview the recent changes. The survey collected both stated preferences (socio-demographic characteristics and mobility-related attributes), and revealed preferences (individuals’ habits, especially in the frequency of the trips according to the trip purpose, and opinions regarding the willingness and acceptability of these changes, and which actors would have to drive them, and how) of individuals. This paper aims to study and understand the willingness to adopt a set of measures to improve the safety conditions of public transport and shared mobility services against possible contagion from COVID-19 and the willingness to pay for them. Results The results obtained show that some measures, such as the increase of supply and vehicle disinfection, result in a greater willingness to use public transport in post-COVID-19 times. Similarly, the provision of covers for handlebars and steering wheels also significantly increases individuals’ willingness to use sharing services. However, respondents expect that these measures and improvements would be implemented but maintaining the same pre-COVID-19 prices. The results of this research might help operators deploy strategies to adopt their services and retain users.

Objective: To explore service providers’ perceptions in order to identify barriers and facilitators to effective coverage of Intimate Partner Violence (IPV) services for immigrant women in Spain, according to the different categories proposed in Tanahashi's model of effective coverage. Methods: A qualitative study based on 29 in-depth personal interviews and four group interviews with a total of 43 professionals working in public services (social and health-care services, women's refuges, the police force, the judiciary) and NGOs in Barcelona, Madrid, Valencia and Alicante (Spain) in 2011. Findings: Current IPV services in Spain partially fail in their coverage of abused immigrant women due to barriers of (i) availability, such as the inexistence of culturally appropriate services; (ii) accessibility, as having a residence permit is a prerequisite for women's access to different services and rights; (iii) acceptability, such as women's lack of confidence in the effectiveness of services; and (iv) effectiveness, for example, lack of specific training among professionals on the issues of IPV and immigration. However, interviewees also identified facilitators, such as the enabling environment promoted by the Spanish Law on Gender-Based Violence (1/2004), and the impetus it has provided for the development of other specific legislative tools to address IPV in immigrant populations in Spain (availability, accessibility and effectiveness). Conclusion: Whilst not dismissing cultural barriers, aspects related to service structure are identified by providers as the main barriers and facilitators to immigrant women use of IPV services. Despite noteworthy achievements, improvements are still required in terms of mainstreaming assistance tailored to immigrant women's needs in IPV policies and services. The argument in this paper is that structural functionalism is an alternative for theoretical ground, because with Robert Merton was found that social exclusion is a problem addressed in his theory through the concept of anomie in his sociology of deviation. Norbert Elias is an author traditionally absent in communication studies. His relevance for this field has begun to be defended recently, an argumentative line with which this paper is also identified. The article has two interrelated aims. First, present the main dimensions of Norbert Elias' analysis on human communication. Second, critically examine several current studiesthat, in communication studies, take this author as a theoretical reference for their research. To achieve the first aim, it is analysed Theory of the Symbol, a book originally published in 1989, where Elias collects his reflections about the communicational and symbolic dimensions of human being. To achieve the second goal, the paper is focused on the concept of Communicative Figuration, recently developed according to an eliasian perspective, and currently applied in several studies devoted to the topic of mediatization. The intention of this article is to reflect on the concepts of norm and linguistic norm. The text begins by showing how the reflections of Social Sciences, particularly Sociology, maybe fruitful for defining the concept of norms in the area of Linguistics, as the latter turned its attention to this concept later than the other disciplines. The main conceptualizations proposed in Linguistics are then presented. Finally, attention is given to the concept of standard language, whose definition still varies from one author to another. Esta presentación tiene como objetivo contextualizar y presentar los trabajos incluidos en el número monográfico de la revista Papers titulado «Transiciones educativas y desigualdades sociales: una perspectiva sociológica». Asimismo, pretende explicar la importancia de este tema para la investigación y la reflexión sociológica. Las transiciones educativas tienen una relevancia clave para mostrar las dinámicas de desigualdad social, especialmente en las etapas posobligatorias. Asimismo, los momentos de transición educativa son especialmente indicados para el estudio de las interacciones entre estructura y agencia, tan arraigados dentro de la perspectiva sociológica en general y de la sociología de la educación y de la juventud en particular. Finalmente, la investigación especializada ha enfatizado de forma creciente la importancia de estudiar las elecciones y transiciones de las personas jóvenes para entender el proceso de configuración de sus identidades. Por todo ello, el análisis de las transiciones educativas es un objeto de estudio especialmente pertinente para la sociología. Las contribuciones del monográfico, de forma individual y colectiva, ayudan a identificar una gran diversidad de factores sistémicos, institucionales y subjetivos que suponen un aporte clave para el estudio de las transiciones educativas de las personas jóvenes desde una perspectiva sociológica.

This paper examines the relative lack of attention given to learning and teaching issues at the departmental level in universities. Using a social practice theory approach, the paper shows how the construction and enactment of teaching and learning regimes at the departmental level can have significant effects on the reception and implementation of intiatives designed to enhance practices and outcomes associated with teaching and learning in university contexts. Aquest article examina la falta relativa d'atenció sobre les qüestions d'ensenyament i aprenentatge en el nivell departamental de les universitats. Utilitzant la teoria de la pràctica social com a aproximació al tema, l'article mostra com la construcció i la posada en funcionament dels règims d'ensenyament i aprenentatge a nivell departamental pot tenir efectes significatius sobre la recepció i la implementació d'iniciatives dissenyades per millorar les pràctiques i els resultats de l'aprenentatge i l'ensenyament en contextos universitaris.

This paper examines the factors that influence access and choice in post-compulsory education in Madrid (baccalaureate and intermediate vocational training), drawing on an analysis of qualitative interviews with political, educational and corporate agents, as well as education regulations and secondary data. First, the paper describes post-compulsory education in Madrid focusing on the local context and educational policies implemented in the region. Second, the specific weight of political and institutional factors in post-compulsory transitions is addressed. The paper shows how the design of educational provision and admissions in both branches is differentiated and influenced by different factors: vocational training is affected by the tension, absent in the academic track, between market needs and young people’s interests. Finally, the paper analyses the factors influencing post-compulsory education choices. The paper concludes that both tracks cannot be understood separately: vocational training is far more present in the public debate than the baccalaureate, which remains hegemonic and almost unquestioned. Differences in the prestige of both tracks also persist, which affect the various levels, families and degrees of vocational training differently. The configuration of educational supply and the institutional design of both tracks, in interaction with other factors (social, subjective, territorial, cultural), conditions choices and transitions, leading to educational inequalities., El presente artículo analiza los condicionantes del acceso a la educación posobligatoria (Bachillerato y Formación Profesional de Grado Medio) en Madrid. Para ello, se basa en el análisis de entrevistas a agentes políticos, educativos y empresariales, de la normativa y de datos de fuentes secundarias. Sitúa, primero, la educación posobligatoria en Madrid en su contexto local y en el marco de las políticas educativas desarrolladas en la región. A continuación, analiza el peso específico de los factores políticos e institucionales en las transiciones a esta etapa desde la ESO. Muestra cómo el diseño de la oferta y la admisión, sujetos a distintos condicionantes, difieren en ambas vías, ya que en FP se produce una tensión entre las «necesidades del mercado» y la demanda social que no se da en Bachillerato. Por último, analiza los condicionantes de la elección de estudios posobligatorios. Concluye que las dos ramas de la posobligatoria no pueden entenderse de forma independiente: la vía profesional suscita más atención pública y debate que la académica, mayoritaria y apenas cuestionada; la diferencia de prestigio se mantiene, y afecta de forma distinta a los diferentes niveles de FP y a sus familias y ciclos. La configuración de la oferta y el diseño institucional, en interacción con otros factores (sociales, subjetivos, territoriales, culturales), condicionan las elecciones y transiciones educativas y contribuyen a generar desigualdades educativas, Este artículo forma parte del proyecto La construcción de las oportunidades educativas post-16. Un análisis de las transiciones a la educación secundaria posobligatoria en contextos urbanos (EDUPOST16, Ref. CSO2016-80004-P), financiado por el Ministerio de Economía y Competitividad, que se desarrolla en paralelo en Barcelona y Madrid.

"There is no such Revival. Around the Philosophical Disquisitions on Alienation in the late Twentieth Century". The following paper proposes to give arguments to relativize the extensive account that the concept of alienation lost theoretical attention in the field of philosophy during the eighties of the last century, and that a revival of the study of the concept occurred in the nineties. The conclusion is that there was no such loss of attention, but that furthermore, the presumed premises in the discussion concerning alienation from the nineties up to the present were delineated during the eighties. This conclusion has two supporters: the type of approach regarding alienation carried out by analytical Marxism and the philosophical incursions into the concept in the context of North American sociology. Based on this, the text offers a systematization of the history of the philosophical study of the concept in two sections or stages. And it concerns itself with two -and not three- stages because, for what was argued, philosophy did not stop talking about alienation in the eighties, although it did so to a much lesser extent than before (specifically, during the sixties and seventies, considered the boom in the philosophical treatment of alienation).
