Spanish scientific production and technology transfer that it entails are constantly growing, and consequently that of the Autonomous Communities as well. However, this does not mean that all the Autonomous Communities evolve in the same way, nor that they all implement the same policies. In this paper we present a comparison of investment in R&D&i, scientific production, and its transfer to the productive fabric of the seventeen Spanish Autonomous Communities in the period 2003-2020. The data used to carry out this work has been extracted from three of the platforms created by the SCImago group: SCImago Journal & Country Rank (SJ&CR), SCImago Institutions Rankings (SIR) and SCImago Patents Rank (SPR) (under development) based on information included in Elsevier's Scopus database and PATSTAT. In total, 1,276,914 primary documents published in the 2003-2020 period have been recovered, signed by authors affiliated to Spanish institutions that have been disaggregated at the level of Autonomous Communities. With them, a battery of indicators of scientific production (12), its technological impact (5) and technology transfer (5) has been generated, in addition to its variation rates. The objective of this study is the characterisation of the Spanish autonomous communities as tourist destinations for Spanish trips, based on the activities carried out, using the principal component method. The Spanish tourist is not only motivated by the sun and beach. This paper aims to clarify how Spanish people consider other tourist destinations. We contrast how frequently other types of tourism are valued when choosing their destination within the Spanish geography. This article suggests a thought and analysis the mismatch between the implementation of the State of Autonomies and the scarce cooperation and collaboration between Autonomous Communities in the face of a set of contemporary urban and territorial phenomena that clearly goes beyond regional political–administrative limits and in turn define new territorial areas of intermediate scale. First, the paper contextualises the fit of interregional cooperation in the Spanish legislation and points out the possible factors conditioning the scarce use of this instrument (collaboration agreements and cooperation agreements between Autonomous Communities). Second, the initiatives and files collected in the Senate database are analysed and characterised. This analysis evidences the insufficient degree of interregional cooperation. The paper ends with a discussion in regard to the importance of this instrument for responding to common problems and establishing development projects in cross–border territories.

In recent years, mechanisms have been activated in order to carry out political reforms in the Autonomous Communities, due to the greater fragmentation that exists in regional parliaments and the presence of political parties that support institutional reforms, aimed at deepening democratic regeneration. The aim of this paper is to join the main reflections and knowledge about the different types of open-lists and free-lists systems, and to examine the legal framework of the regional legislators for their adoption. To that end, this paper examines the different kinds of electoral lists, their advantages, disadvantages, effects and consequences of their use; the constitutional and legal framework that could limit its inclusion in the reforms of the autonomic electoral systems; as well as the main proposals that have already been formulated to introduce the preferential vote in the Autonomous Communities. The conclusions of the study suggest the viability of the introduction of the open-lists and free-lists systems in the autonomic electoral systems, given the current legal framework.

Currently, Spanish universities meet the educational needs of the students with a wide offer of courses and the opportunity to study at all levels. They appear as an attractive option in the context of the relatively low cost of living compared to other countries in the EU area and under conditions of a tax system controlled by the Government. Starting from the assumption that the financing model of the academic education public institutions represents the foundation of their modernization in the current society based on changes and evolution, in this paper we propose to bring into the light of the concerns of those who are interested, through a persuasive exhibit, the Spanish model and its specific features. To this end, our debate will begin with a description of the Spanish system of academic education under the decentralized model of financing imprint, continuing with the presentation of specific skills in terms of funding on the triptych template: state - autonomous communities - universities. Subsequently, our investigative approach will focus on detailing the tertiary education financing sources: public resources, private and patrimonial revenues. The end of our presentation will be intended for conclusions, through which we aim to advance our vision regarding the investigated problems. In fact, the paper is intended to be a precursor step in carrying out a comparative study between the academic education funding mechanism in Romania and the Spanish one. [ABSTRACT FROM AUTHOR]

Resumen: Este trabajo pretende dar una visión general del reconocimiento de la diversidad lingüística española que se deriva de la Constitución. Nos referimos exclusivamente a las lenguas autóctonas históricamente habladas en España; teniendo en cuenta, además, que una misma lengua puede recibir diversas denominaciones populares y oficiales. Partiendo de estas premisas, el trabajo estudia el reconocimiento que hace la Constitución Española de la diversidad lingüística en España en su artículo 3. Se subraya en el estudio que, en dicho artículo de la Constitución se establece que el castellano es la lengua española oficial del Estado y que todos los españoles tienen el deber de conocerla y el derecho a usarla (art. 3.1), que las otras lenguas españolas serán también oficiales en las respectivas comunidades autónomas, en función de la regulación que hagan sus estatutos (art. 3.2) y que España considera que la riqueza de las diferentes modalidades lingüísticas es un patrimonio cultural que deberá tener un respeto y una protección especiales (art. 3.3). El contenido de la Constitución, la jurisprudencia constitucional de las últimas cuatro décadas y los estatutos de autonomía y legislación lingüística autonómica, han asentado un reconocimiento de la diversidad lingüística española y de los derechos lingüísticos concretos de los hablantes de las distintas lenguas españolas fundamentado en el principio de jerarquía lingüística y no en los de seguridad lingüística e igualdad de derechos lingüísticos. El principio de jerarquía lingüística presupone considerar que existen unas lenguas que deben tener un reconocimiento legal y oficial superior a otras. Y, lo que es lo mismo, que los derechos lingüísticos de sus hablantes no tienen el mismo grado de reconocimiento. Llegándose a dar el caso que, en España, una misma lengua pueda llegar a tener diferentes niveles de reconocimiento legal-oficial y un número aún mayor de políticas lingüísticas que traten de convertir en una realidad substantiva todos o una parte de los derechos lingüísticos reconocidos formalmente a los hablantes de una lengua diferente del castellano en una comunidad autónoma. Así las cosas, se constata que legalmente una lengua (castellano) tiene una situación de preeminencia legal-oficial, seis lenguas españolas (catalán, gallego, vasco, occitano, aragonés y asturleonés) tienen algún tipo de reconocimiento oficial en parte del territorio en el que son habladas de manera autóctona, una lengua tiene reconocimiento político (tamazight), otra tiene un reconocimiento administrativo menor en Cataluña (caló), y tres lenguas autóctonas no tienen el más mínimo reconocimiento legal, político o administrativo (árabe, haquetia y portugués). El trabajo estudia detalladamente y de manera global la estructuración de la jerarquía lingüística en la legislación española derivada de la Constitución y concluye con una descripción de los seis niveles de jerarquía lingüística y de derechos lingüísticos que existen en España. Se defiende, finalmente, un cambio sistema lingüístico legalconstitucional que respete los principios de seguridad lingüística y el principio de igualdad de derechos lingüísticos de todos los ciudadanos españoles. Abstract: This paper is an overview of the recognition of the Spanish linguistic diversity derived from the Constitution. We refer exclusively to the native languages historically spoken in Spain; about that is important to know that the same language can receive diverse popular and official denominations. With these premises, the work studies the recognition in the article 3 of the Spanish Constitution of the linguistic diversity in Spain. It is emphasized in the study that this article establishes that the Castilian is the official Spanish language of the State and that all Spaniards have the duty to know it and the right to use it (article 3.1), that the other Spanish languages would be official in the respective autonomous communities, depending on the regulation made by their statutes of autonomy (article 3.2 ), and that Spain considers the richness of the different linguistic modalities a cultural heritage that must have special respect and protection (article 3.3). The content of the Constitution, the constitutional jurisprudence of the last four decades and the statutes of autonomy and autonomous linguistic legislation, have established a recognition of the Spanish linguistic diversity and of the specific linguistic rights of the speakers of the different Spanish languages based on the principle of linguistic hierarchy and not in those of linguistic security and equality of linguistic rights. The principle of linguistic hierarchy considers that there are some languages that have to have a legal and official recognition superior to others. And, what is the same, that the linguistic rights of its speakers do not have the same degree of recognition. In Spain, the same language may have different levels of legal-official recognition and a lot of linguistic policies in the autonomous communities that try to be reality all or part of the linguistic rights formally recognized to speakers of a language other than Castilian. So it is verified that legally a language (Castilian) has a situation of legal-official preeminence, six Spanish languages (Catalan, Galician, Basque, Occitan, Aragonese and Asturian) have some type of official recognition in part of the territory where are spoken, one language has political recognition (Tamazight), another has a lower administrative recognition in Catalonia (Caló), and three indigenous languages do not have the least legal, political or administrative recognition (Arabic, Hachetia and Portuguese). The paper studies in detail the structure of the linguistic hierarchy in Spanish legislation derived from the Constitution and concludes with a description of the six levels of linguistic hierarchy and of linguistic rights that exist in Spain. Finally, it defends a legal-constitutional linguistic system that respects the principles of linguistic security and of equality of linguistic rights of all Spanish citizens.

Estamos asistiendo a un intenso debate en torno a la necesidad de generar un proceso regeneración democrática en el contexto actual de la crisis institucional y desafección política. En esta línea, algunas Comunidades Autónomas han emprendido el camino de institucionalizar nuevas oportunidades de participación de los ciudadanos en los procesos de decisión pública. Fenómeno que se hace más patente desde la aprobación de los nuevos Estatutos de Autonomía, en los que la participación ciudadana, definida en ellos como derecho, principio y objetivo básico de la Comunidad Autónoma, debe ser desarrollada normativamente por el legislador autonómico. Se analizarán en esta ponencia, desde una perspectiva crítica, las normas jurídicas de referencia y sus posibilidades de implementación práctica para constatar si las Comunidades Autónomas ofrecen un marco más adecuado a la democracia participativa.In this era of institutional crisis and political disaffection, there is significant debate about the need to create democratic reform. With this in mind, some of Spain's Autonomous Communities have taken steps to institutionalise opportunities for citizens to participate in public decision-making processes. This is especially apparent in the newly adopted Statutes of Autonomy. In the Statutes, citizen participation is defined as a right, principle and basic objective of the Autonomous Community, for which laws must be developed by the legislating authority of that community. The purpose of this paper is to evaluate the system of distribution of competences between the State and the Autonomous Communities in the field of promotion mesures and, more specifically, in the area of subsidies. To this end, the constitutional jurisprudence is analyzed over the more tan forty years of operation of the Constitutional Court. Three stages are distinguished, presided over by the main jurisprudential milestones in this area. The centralizing trend has presided over this entire process. Trough this jurisprudential work, a consolidated constitutional doctrine has been developed, with its advances and setbacks thar are not exempt from criticism.

Resumen En este trabajo se estudia el derecho a la vivienda como un elemento del Estado del Bienestar y el rol que cumplen las Comunidades Autónomas en el disfrute y garantía de este. Para ello, se analiza, en primer lugar, la vivienda como derecho humano a partir de lo dispuesto en el artículo 47 de la Constitución Española, y su vinculación con otras áreas o derechos. En segundo lugar, se estudian las competencias de las Administraciones Públicas en materia de vivienda y se efectúa una revisión de la legislación autonómica en este tema, desde dos grandes áreas: la legislación en materia urbanística, del suelo y de la edificación y la legislación autonómica específica en materia de vivienda, para encontrar puntos en común en las distintas legislaciones sobre cuatro elementos fundamentales: la vivienda como derecho; la conceptualización de la vivienda; los colectivos vulnerables y/o sujetos especiales de protección, y las ayudas públicas y otras medidas de fomento que se han dispuesto para garantizar el disfrute del derecho analizado. En tercer lugar, nos enfocamos en la legislación específica de la Comunidad Autónoma de Cataluña, revisando las distintas formas de intervención pública en materia de vivienda. En cuarto lugar, se revisan las medidas implementadas como consecuencia de la pandemia del COVID-19. Finaliza este estudio con nuestras reflexiones sobre el tema desde la perspectiva de los derechos de las personas a una vivienda digna. Abstract This paper studies the right to housing as an element of the Welfare State and the role that the Autonomous Communities (Regional Spanish Governments) adopt in the enjoyment and warrant of this right. To this end, we first analyse housing as a Human right with regard to what Article 47 of the Spanish Constitution states and its interlinkage with other sectors or rights. Secondly, the competences of the Public Administrations in housing matters are studied and a review is made of the autonomous regional legislation on this subject, from the perspective of two main areas: the legislation on urban planning, land and building and the specific regional legislation on housing. The joint analysis of these two areas of the law aims to find the common grounds throughout four different fundamental elements: housing as a right, the conceptualisation of housing, the vulnerable groups and/or subject to special protection, and the public aid and other promotion measures that have been provided to guarantee the enjoyment of the analysed right. In third place, we focus on the specific regional legislation of the Autonomous Community of Catalonia, reviewing the different forms of public intervention when it comes to housing. Fourthly, other implemented measures as a consequence of the COVID-19 pandemic are also reviewed. To end, this paper comprises our concluding thoughts towards the matter from the perspective of the rights of the people to decent housing.

Currently, Spanish universities meet the educational needs of the students with a wide offer of courses and the opportunity to study at all levels. They appear as an attractive option in the context of the relatively low cost of living compared to other countries in the EU area and under conditions of a tax system controlled by the Government. Starting from the assumption that the financing model of the academic education public institutions represents the foundation of their modernization in the current society based on changes and evolution, in this paper we propose to bring into the light of the concerns of those who are interested, through a persuasive exhibit, the Spanish model and its specific features. To this end, our debate will begin with a description of the Spanish system of academic education under the decentralized model of financing imprint, continuing with the presentation of specific skills in terms of funding on the triptych template: state - autonomous communities - universities. Subsequently, our investigative approach will focus on detailing the tertiary education financing sources: public resources, private and patrimonial revenues. The end of our presentation will be intended for conclusions, through which we aim to advance our vision regarding the investigated problems. In fact, the paper is intended to be a precursor step in carrying out a comparative study between the academic education funding mechanism in Romania and the Spanish one.

Municipal websites are, nowadays, indispensable vehicles for the establishment of a fluid communication between municipalities and citizens. In addition to the provision of administrative services, aspects such as current political affairs, cultural agenda or tourist attractions are elements that every official site must include among its contents. From this approach, the objective of this paper is to identify a set of external factors that, to a greater or lesser extent, predict the status of municipal websites. Although the focus of the content analysis was oriented to the evaluation of the Spanish town councils sites (evaluated both in content and design), the strategy followed here consisted of the grouping of municipalities according to the Autonomous Communities in which national territory is divided. This procedure allowed crossing data derived from different indexes, created from the computation of variables of the codebook, with macrostatistics like GDP per capita, income generated by the tourist activity or issues related to the information society of each region. El debate entre el nacionalismo metodológico y el transnacionalismo ofrece múltiples oportunidades teóricas para los estudios migratorios. En este trabajo, se exponen las aportaciones que este debate brinda para la comprensión de la gobernabilidad de la inmigración en el sistema de estado autonómico español, partiendo del análisis de la gobernabilidad de la inmigración a nivel estatal, pasando por el nivel regional y acabando en el nivel local (provincial). Para ello, nos centramos en analizar el papel que el empleo desempeña en la gobernabilidad de la inmigración, destacando su relevancia y su significado en los tres pilares imprescindibles de cualquier política migratoria: el control, la integración y la cooperación al desarrollo. nivel estatal, se analiza la legislación de extranjería y, a nivel regional, los planes de inmigración de las comunidades autónomas. En esos dos niveles, se sigue una metodología cualitativa (teoría fundamentada), mientras que, en el nivel local (provincial), se analiza y se comparan los resultados de la explotación de la EPA del primer trimestre de 2008 y del primer trimestre de 2009., The debate between methodological nationalism and transnationalism offers many theoretical opportunities for migration studies. In this paper, we describe the contributions that this debate provides for understanding the governance of migration within the Spanish autonomous state system. We analyse the governance of migration at the state level, the regional level, and the local (provincial) level. We focus on the role of employment in the governance of migration, highlighting its meaning and its relevance for the three essential pillars of migration policy: control, integration, and development cooperation. Using qualitative methodology (grounded theory) we discuss immigration-foreigner laws at the state level, and social integration plans at the regional level. At the local or provincial level we conduct a quantitative analysis on the basis of official statistic resources (Labor Force Survey).

34. Comprehensive Map of Canine Angiostrongylosis in Dogs in Spain.

Simple Summary: Angiostrongylus vasorum (A. vasorum) is the causal agent of canine angiostrongylosis, an emerging disease in Europe. In Spain, A. vasorum mainly affects wild animals (red foxes and wolves), although studies in domestic dogs are scarce but show evidence of an expansion of the disease. The aim of this study was to analyze the presence of A. vasorum in domestic dogs throughout Spain, taking into account that there were still provinces where this canine infection has not been studied. Blood samples from 5544 domestic dogs were collected from January 2020 to March 2022. These samples were tested for the presence of circulating A. vasorum antigens. The overall prevalence of canine angiostrongylosis in Spain was 1.39%. No significant differences were found for sex and age, but significant differences were found for habitat. Infected domestic dogs were reported in most Spanish provinces, with lower prevalence observed for inland provinces and higher prevalence observed for provinces along the coast, where climatic factors seem to be determinant in the establishment of the parasite. Canine angiostrongylosis is an emerging disease caused by Angiostrongylus vasorum, mainly affecting wild carnivores and dogs. In Spain, there are studies reporting infections in foxes, wolves, and badgers in different regions of the country. However, there are hardly any publications on its prevalence in dogs. The aim of this study was to complete and update the epidemiologic map of A. vasorum in dogs in Spain. A total of 5619 canine blood samples from all autonomous cities and provinces of Spain were collected and tested for the presence of circulating A. vasorum antigens. The overall apparent prevalence of canine A. vasorum infection in Spain was 1.39%. No significant differences were found for sex or age, but significant differences between outdoor and indoor/outdoor dogs were found. A high prevalence was also observed in the northern third of the country, where an oceanic climate prevails, being humid and rainy and where abundant vegetation can be found, thus favoring the proliferation of intermediate hosts. The results suggest that A. vasorum canine infections are heterogeneously present in a large part of the territory, demonstrating its expansion throughout the country, and therefore, awareness and prevention campaigns for this disease should be promoted. La progresiva asunción de competencias en materia de empleo por parte de las Comunidades Autónomas españolas ha coincidido temporalmente con un giro casi copernicano tanto en su propia concepción e importancia, como en las estructuras públicas y privadas encargadas de su configuración y ejecución. Desde tales premisas, este trabajo analiza dicho proceso prestando una especial atención a su evolución temporal, al influjo que los mecanismos de gobernanza a nivel europeo han tenido en la configuración de los mecanismos de coordinación multinivel de las mismas y al impacto que las nuevas formas de gestión pública han tenido sobre esta materia. Con tales coordenadas, se analizan igualmente algunos rasgos de los actuales planes y estrategias de empleo de diversas Comunidades Autónomas, así como el papel de estos entes territoriales en relación con las agencias de colocación y las ETT. Finalmente, se abordan estas mismas cuestiones en relación con la administración andaluza al ser esta un ejemplo evidente no solo de la capacidad de las sucesivas administraciones autonómicas de dotarse de una política propia frente a experiencias pasadas o de la administración central, sino también del impacto que estas nuevas formas de gestión pública han tenido sobre algunos de sus rasgos más tradicionales. The progressive assumption of competences in the field of employment by the Spanish autonomous regions has coincided temporarily with a Copernican turn, not only in the conception and importance of these employment policies, but also in the configuration and role of the public and private entities responsible for their configuration and execution. From these premises, this paper analyses this process, paying special attention to its temporal evolution, the influence that governance mechanisms at European level have had on the configuration of new coordinating mechanisms, and the impact that new forms of public management have had on these schemes. The paper also analyses some features of the current employment plans and strategies of various Spanish Autonomous Communities, as well as the role of these territorial authorities in relation to employment agencies and TWA. Finally, these matters are also analysed in relation to the Andalusian administration; a notorious example not only of the capacity of successive autonomous administrations to provide their own policy quite different from previous experiences, but also of the impact that these new forms of new public management (NPM) have had on some of its more traditional features.

El trabajo analiza el régimen jurídico sancionador en la legislación española de transparencia y buen gobierno tras la Ley 19/2013, de 9 diciembre de transparencia, acceso a la información pública y buen gobierno (LTBG), ley básica en la materia para todo el Estado español para evitar malas prácticas y la corrupción. Así como las derivaciones que han introducido, mediante su propia regulación las Comunidades Autónomas españolas. Todo ello con la finalidad de demostrar cómo esta materia integra principios y reglas propias de la potestad sancionadora general de la Administración pública y del Derecho Administrativo Sancionador, aunque presenta algunas singularidades. El trabajo pretende ser un reflejo de dicha realidad que pueda servir de contraste con la realidad jurídica peruana. This paper analyzes the penalty system within the Spanish transparency and good governance legal framework as following Law 19/2013, of December 9th, on transparency, access to public information and good governance (LTBG), which is a framework law in this matter for the whole Spanish State to avoid bad practices and corruption. This paper will also tackle the derivations that Spanish Autonomous Communities have introduced through their own regulations. Through this analysis I intend to prove that this matter, despite outstanding singularities, encompasses the principles and rules of the general penalty power of the Public Administration and the Penalty Administrative Law. This study also aims to reflect said reality and draw a comparison with the Peruvian legal framework.

The impact of ICT on educational achievements is a controversial issue which has attracted increasing attention from both policy makers and researchers. Policy makers have shown great enthusiasm over the positive impact of ICT on teaching and learning, investing substantially in this area. However, scientific evidence does not clearly support this effort. This paper analyses the impact of the use of ICT at school on students’ outcomes in compulsory secondary education in maths, reading and science. It uses data from three rounds of PISA (2009, 2012, 2015) for Spanish regions (Autonomous Communities). From this, the paper analyses whether, in those Autonomous Communities which have taken greater steps in increasing the use of ICT at school, educational outcomes have improved more than in the others. This analysis takes advantage of the availability of representative samples for Spanish Autonomous Communities in PISA, together with autonomy and variability across them as regards the use of ICT at school. This makes it possible to capture the effect of the different policies adopted by Spanish Autonomous Communities on the use of ICT at school. The results show that an increase in the use of ICT at school in an Autonomous Community does not render positive effects on PISA scores in maths and reading, whilst we do find a positive effect on PISA scores in science. These results suggest that the impact of ICT on educational outcomes depends on the subject and on the type of use of the technologies. As a result, policies oriented at increasing the educational use of ICT should require a careful evaluation, to identify in which fields, for which uses and for which methods of use, it may render a positive effect on educational outcomes.

Este artículo ofrece una valoración crítica del estado actual de la normativa sobre estabilidad presupuestaria aplicable a las CCAA españolas. En particular, se concentra en la Ley Orgánica de Estabilidad Presupuestaria y Sostenibilidad Financiera (LOEPSF), que ha mostrado una reducida eficacia para el cumplimiento de los objetivos de déficit público y regla de gasto. De manera complementaria, la LOEPSF también ha presentado deficiencias para cubrir el periodo transitorio ahora finalizado, en la aplicación de los mecanismos correctivos, en la ausencia de un mayor automatismo y en la interpretación de algunas de sus cláusulas sobre superávits e ingresos extraordinarios. De cara a su posible reforma, habría que tener en cuenta el nuevo marco de gobernanza fiscal europeo, una eventual reforma de la financiación autonómica en un contexto de profunda recesión económica y un cambio radical (si no la deseable eliminación) de los mecanismos extraordinarios de financiación., This paper provides a critical assessment of the current legislation on budget stability for the case of the Spanish regions. Particularly, the paper focuses on its very limited effectiveness for the compliance of the deficit and expenditure rules objectives. Moreover, the application of this legislation has experienced significant failures in dealing with the transitory period, the application of the corrective mechanisms, the lack of higher automatism and the interpretation of some provisions related to budget surplus and nonexpected fiscal revenues. The possible reform of such legislation should take into consideration a number of issues, namely, the reform of the European economic governance, the changes in the Spanish territorial financing system and the complete revision (if not elimination) of the extraordinary financial funds.

Law 3/2007, regulating the rectification of a person's official sex, is still in force in Spain. Although it does not demand reassignment surgery, it pathologizes the reassignment process, among other shortcomings. Since its enactment, 14 of Spain’s 17 Autonomous Communities (Regions) have legislated on the subject, mostly on the basis of self-determination, in an attempt to compensate for the perceived deficiencies in national legislation. This paper analyses and compares the legislative approach to gender identity and the rights of Trans people at a national and regional level.

In late 2004, the Conference for EU-Related Affairs (CARUE) approved two agreements governing the participation of the autonomous communities in the Council of the European Union and its preparatory bodies. After more than seven years of implementation, the system is not bringing the expected results. The problems identified in practice in a context, moreover, of institutional and economic crisis, call for new approaches. Kraljevina Španjolska izvrstan je primjer zemlje u kojoj se u svim njezinim regijama uz nacionalni izrazito jako izražava i regionalni identitet. U Španjolskoj pitanje nacionalnog i regionalnog identiteta predmet je stalnih prijepora. Cilj ovoga rada je utvrditi uzročno-posljedičnu vezu izraženosti ovih najviših razina prostornih identiteta, a koja proizlazi iz povijesnih, geografskih, jezičnih, ekonomskih, političkih i društvenih razloga. U svrhu pregleda i analize te razumijevanja problema koristit će se dostupna relevantna znanstvena i stručna literatura. U radu će se na temelju analize dostupnih podataka primijeniti kartografski prikazi te osnovne statističke i grafičke metode. Geografski pristup može doprinijeti boljem razumijevanju zato što je regija geografima temelj proučavanja, što je i motiv za razmatranje problematike u geografskom kontekstu. Kingdom of Spain is a great example of a country where, in addition to it's nationality, it's regional identity is very strong. In Spain, the issue of national and regional identity has been the subject of ongoing debate. The aim of this paper is to determine the cause-and-effect relationship of the expression of these highest levels of spatial identities, which stems from historical, geographical, linguistic, economic, political and social reasons. Relevant scientific and professional literature will be used to review and analyze and understand the issues. Based on the analysis of available data, the paper will use cartographic representations and basic statistical and graphical methods. The geographical approach can contribute to a better understanding because the region is the basis of study for geographers, which is also a motive for considering issues in a geographical context.

The depth and persistence of the Great Recession that started in 2008 had a considerable impact on income distribution and inequality. Therefore, studies of living standards and evolution of income inequality are trend topics nowadays. Our goal was to estimate the impact of the economic crises on household expenditure and the trends and evolution of regional inequality. We applied our analysis to the Spanish case based on Household Budget Survey data from Instituto Nacional de Estadística (INE, the National Statistics Institute) and the period of eleven years between 2006 and 2016. A model that showed good results in modelling income was the biparametric gamma model, which is further very useful to estimate inequality. First, we tested the validity of the model, which allowed us to obtain the inequality data. Second, we extended our analysis studying the evolution of inequality, as well as household living standards, by examining the impact of the Great Recession on household expenditures. For the second part of the paper, we conducted longitudinal and transversal studies. The main results show that, in general, expenditure inequality reduces during the period studied. Moreover, given that average spending decreases in most regions, the tendency is for them to equalize on the downside, especially for the period of the economic crisis (2008–2013).

The fiscal deficit of the Spanish Autonomous Communities is investigated using non-stationary panel data analysis. The paper considers the two main approaches in the literature, first assessing whether there is a long-run relationship between the revenues and expenditures of the Autonomous Communities, and second focusing on the use of fiscal rules. The paper shows that it is possible to relate these approaches in a unified framework.

El artículo distingue y analiza dos generaciones de legislaciones autonómicas sobre la iniciativa legislativa popular. La primera de estas generaciones normativas, que daría comienzo en el año 1984, se caracteriza por configurar dicha institución de forma muy restrictiva y trajo como consecuencia su inoperatividad. En la segunda generación, en cambio, que se iniciaría en el año 2006, se facilita la participación ciudadana en el ámbito legislativo a través de la iniciativa popular. El trabajo también estudia el caso concreto de la Comunitat Valenciana y su normativa relativa a la iniciativa legislativa popular, encuadrable todavía en las legislaciones autonómicas de la primera generación. The article distinguishes and analyzes two generations of regional laws on popular legislative initiative. The first of these regulations generations, which would begin in 1984, is characterized by that institution set very narrowly and resulted in its inoperability. In the second generation, however, which would begin in 2006, citizen participation in the legislative sphere through the popular initiative is facilitated. The work also studies the specific case of Valencian Community and its rules on the popular legislative initiative, which can still be included among the regional laws of the first generation. RESUMEN: Este trabajo pretende analizar el efecto frontera dentro de España, es decir, analizar si las Comunidades Autónomas (desde ahora CCAAs) comercian más consigo mismas que con el resto de CCAAs. El principal objetivo es observar si en España existe un efecto frontera y si es así, como ha evolucionado a lo largo del tiempo. Este estudio comienza revisando los primeros trabajos utilizados para medir el efecto frontera, así como los más recientes y finalmente se mencionan centrados en España. A continuación, se numerarán y explicarán cuales son las barreras y costes que restringen el comercio. Seguidamente, se comenzará a analizar el modelo que se ha empleado en el trabajo. Y finalmente se mostrará que el efecto frontera se ha visto incrementado en los periodos de crisis económica y que existen divergencias del efecto frontera tanto en los bienes como en las CCAAs. El estudio se centra en analizar las importaciones y exportaciones entre las 17 CCAAs de España2 y el comercio entre ellas mismas y, a su vez, entre subsectores de actividad desde el 1995 al 2011. Todos estos análisis están enmarcados en el modelo de ecuación gravitatoria que tiene como objetivo el estudio de los flujos comerciales. Las variables que se van a a utilizar son: la distancia intrarregional; la distancia extrarregional3; el PIB real (precios constantes)4 del origen y destino del comercio; si la CCAA tienen costa e isla, el idioma; los aranceles y barreras de cada CCAA. ABSTRACT: This paper seeks to analyse the border effect in Spain, that is, to analyse if the Autonomous Communities (since now CCAAs) trade more among each other than with the rest of CCAAs. The main aim is to observe whether it exists a border effect in Spain and if so, how it has developed along time. This study starts revising the previous papers that have been used to measure the home bias, as well as the most recent papers and finally the papers focused on Spain’s border effect. Thereupon, it will ennumerate and explain which are the barriers and costs that restrict the trade. Furthermore, it will start to analyse the model that has been experimented in the paper. And finally, it will show that the border effect has boosted in times of economic downturn and that there are border effect’s differences both goods and CCAAs. The study is focused on the imports and exports among the 17 Spanish’s CCAAs and the trade among each other and, likewise, among activity subsectors since 1995 to 2011. All these analyses are included in the model of gravity equation that has as a target the study of the trade flows, and it is the most applied model to measure the home bias since it start to study the border effect. The variables that will be used are: the intraregional distance; extraregional distance; the real GDP (constant prices) of the origin and destination of the trade; whether the CCAA have coast or island, the language; the tarifs and barriers of each CCAA.
