This article presents the author's views on the review of the books on racial conflict in Great Britain. Great Britain has a population of approximately 54 million, of whom 6.3 percent were born outside. Of the foreign-born, fewer than half came from the so-called New Commonwealth and Pakistan (NCWP), which is a euphemistic way of describing those who, in most cases, are identifiable by skin color. In addition, there are now approximately 1.25 million British-born people with one or both parents born in an NCWP country. In the book "Promoting Racial Harmony," author Michael Banton addresses himself to the question of why the British have not been more successful in preventing the conflicts that have occurred in recent years, despite substantial ameliorative efforts by government and voluntary agencies. Banton is an outstanding scholar who has published extensively on race questions. His work extends from historical studies of the idea of race through comparative studies of race relations in various countries to systematic theoretical contributions. The most notable is his "Racial and Ethnic Competition," to which the present volume might have been a policy-oriented post-script.
