The Sixth Assessment Report of Inter-Governmental Panel on Climate Change (IPCC) has highlighted the urgency of accelerated climate actions harnessing synergies and minimizing trade-offs with various SDG. This calls for a clear understanding of linkages between climate goals and other SDGs at national level for formulating synergistic policies and strategies and developing different sectoral programs and coherent cross-sectoral policies. This is even more important for least developed countries such as Nepal where these linkages are less understood and development challenges are multifaceted. In this context, this paper aims to evaluate potential synergies and trade-offs among selected SDGs and their associated targets in Nepal in a linear pairwise comparison. Synergies and trade-offs related to climate action (SDG 13), access to energy (SDG 7), sustainable consumption and production (SDG 12), and life on land (SDG 15) have been evaluated using historical data for the period from 1990 to 2018 employing a mixed methods approach. Network analysis to map the conceptual linkages between the SDGs and their targets was combined with the advance sustainability analysis (ASA) to quantitatively evaluate the synergy and trade-offs between SDGs. The results illustrate the presences of a continual trade-off between emission reductions targets of SDG 13 with per capita energy consumption and share of renewable energy of SDG 7, land use for agricultural production target of SDG 12, and forest area target of SDG 15. This indicates that climate action is strongly interlinked with GHG emissions from economic activities and energy consumption. The results of the study represent a valuable input for the policy makers, supporting coherent and sustainable development planning as Nepal plans to graduate to a middle-income country. This paper develops an Index of Sustainable Economic Welfare for Spain from 1970 to 2012 and seeks to update valuation approaches to a number of items. Two approaches have proven particularly controversial over recent decades; the costs of energy depletion and of climate change. The valuation implications in measuring present welfare have proven problematic, as both include future sustainability consequences arising from resource depletion and environmental impacts. This study includes a ‘ transition cost ’ approach to energy depletion, a modified approach to costs of climate change and water pollution, and removes the cost of ozone depletion. The results illustrate that while GDP per capita increased significantly, the ISEW per capita shows a widening gap. Household labour contributes strongly, but income distribution, energy depletion and costs of climate change limit improvement. Sensitivity analysis shows that accumulating climate change costs and escalating energy depletion costs have significant effects. Nevertheless, the new valuation approaches do not alter conclusions that welfare has shown little improvement. The ISEW provides a useful alternative to current indicators such as GDP subject to awareness of limitations. It is a measure of welfare that uses sustainability accounting methods when estimating costs, but is not an indicator of whether welfare is actually sustainable. [ABSTRACT FROM AUTHOR]

Abstract: This special issue of the Journal of Cleaner Production focuses on “Energy for Sustainable Future”. It is designed to mirror the increasing relevance of renewable energy sources and improved efficiency as crucial topics for practitioners in industry, for governmental policy makers, as well as for civic service providers, researchers, and educators. The purpose of this special issue is to serve as a catalyst for dialogue. The global warming related to CO2 emissions, coupled with steeply rising energy prices and the recent global financial institutional melt-down are causing massive societal concerns and give rise to increasing demand for ways to improve societal and individual energy efficiency and for ways to shift increasingly to alternative, low or non-carbon based energy systems. Until recently, industrial energy efficiency improvements have focused on improvements on efficiency rather than on the integration of renewable sources. The aim of this special issue is the identification of policies to support the development and implementation of technologies and management approaches we can employ to make the transition to more sustainable societies. The collection of papers in this special issue provide a foundation for students, researchers, scholars, practitioners and policy makers interested in making sustainable development more than a metaphor. The papers include focus upon ways for: [(a)] Improving industrial process to achieve improvements in energy efficiency. [(b)] Minimising waste disposals and reducing their impact through better management. [(c)] Reducing CO2 emissions by making progress toward lower carbon, renewable energy based systems, [(d)] Improving production of biofuels and hydrogen production systems, facilitated by employing cleaner production and novel LCA tools. [(e)] Improving integration of advanced materials and energy efficient equipment in different industrial sectors. Current and future developments in national and world economies are closely connected to sustainable, efficient and safe usage of raw materials and upon energy based on cleaner production concepts and approaches that are ecologically and economically appropriate for the short and for the long-term future of society. These challenges have received considerable attention in the media and scientific journals over the last several years. The idea of developing a specialised conference focussed upon them was put forward on various occasions. Focus upon them became reality on the 5th and 6th May 2008 in the historic Castle of Veszprém, Hungary, the current premises of the Hungarian Academy of Science which hosted the Workshop. The Workshop was a stimulating event and an overwhelming success, with nearly 100 contributors from Africa, North America, Asia and Europe, representing 28 countries. The main part of mankind's ecological footprint is the carbon footprint, a measure of the environmental impact of humanity's energy release from fossil fuels. The use of fossil fuels will have to change in the forthcoming decades to a largely climate-neutral use of solar energy enabled by dramatic cost reductions for PV and wind energy systems. The impact of this trend on world society has been discussed in a previous paper. In connection with these important technical developments, the role of electricity, its transport and storage will alter in the coming decades, allowing the design and use of larger and larger electricity grids and a parallel use of hydrogen for both storage and energy transport. This will further change the energy landscape of the world. All these developments and their relationship to global sustainable development are elaborated in this cross-disciplinary paper by specifically analyzing whether the Sustainable Development Goals by the United Nations are an effective road map for humanity to handle global climate change risks. Sustainable development has always been a compromise formulation that papered over real conflict between environment and development. Twenty years after Rio, the geopolitical climate is far less conducive to easy compromises. Given an embattled North and a rising South, particularly Asia, the language of zero sum conflict rather than positive sum cooperation is likely to prevail. Green growth offers one way to paper over these conflicts yet again, but it would be prudent to resist this temptation. There is incomplete buy-in to the green growth story, and some in the South are also concerned that this narrative will downgrade poverty alleviation and equity considerations from the sustainable development triad of environment, growth and distribution. In this context, Rio+20 can play a positive role by focusing on national and sub-national institutions and embracing a diversity of national political, institutional and legal contexts; seeking to impose uniformity is likely to chafe. Global efforts can play a supporting role by inducing normative change, stimulate national processes, and provide hooks for domestic policy actors. In addition, Rio+20 should ensure that inclusion of the weakest should remain firmly on the agenda. While the conversations may be difficult, Rio+20 will be most productive if it leads to engagement with fraught geopolitical issues than if, once again, these are papered over. There is a broad consensus worldwide that anthropogenic climate change is a scientific fact. Likewise, the fact is that the UN's efforts to address climate change over the last 28 years have not been successful enough. It is evident that the global average temperature is on the rise (1.1 °C above pre-industrial levels in 2019). A particular concern comes from the fact that the Paris Agreement on keeping increases in the global average temperature to below +2 °C is an unenforceable ambition, since the focus is more on consequences than causes. In addition, economic policies regarding global taxes, as well as adaptation and mitigation measures, are questionable, as there is no evidence that changes in the climate system will proceed at the same rate in the coming years. This paper proposes an engineering approach that considers all relevant aspects of the climate change problem and proposes a new policy, named the "Climate New Deal". It deals with: (i) Reorientation from a high-carbon economy to a green economy; (ii) The intensive use of radically new technology, e.g., "Seawater Steam Engine" technology for the simultaneous production of thermal and electric energy and drinking water; and (iii) The intensive use of energy efficient technologies and RES technologies, especially in transport. This paper has reviewed the international research on the interactions between the Economy, Energy, and Environment (3E) in the 21st century. For this purpose, a bibliometric and cluster analysis by fractional accounting has been carried out based on the two most important databases: Web of Science (WoS) and Scopus. The research found and studied 2230 documents from the WoS Core Collection and 3,149 from Scopus. The results show a continuous increase in the number of articles that were published and citations during the whole period. They also showed that China and the United States (U.S.) were the most productive countries and there was a predominance of Asian organizations supporting and fostering researches. The main contribution of this article is the analysis of keywords from 2001 to 2018. The trends show that the main common elements are sustainable development and sustainability and they also include CO2 emissions and consumption. Future research in this field should address the energy transition issue in the area of sustainable development by adapting it to the restrictions of this economic model. [ABSTRACT FROM AUTHOR]
