This paper provides an overview of open education in Europe, focusing on higher education. It begins by considering how the notion of 'contemporary open education' has evolved over time. It then reviews the various open education-related initiatives that have been promoted by the European Commission, from the institution of an open education framework to the current development of education policies. It also reports on specigc initiatives and makes a series of recommendations about policy design oriented to opening up education. It analyses the relationship between open education and the open science movement, specigcally the manner in which open education can be contextualised in the emergent paradigm of open science. Finally, the paper considers how academic libraries should be supporting open education and examines the inluence that information professionals can bring to bear in this geld. This paper seeks to answer the question of what motivates governments to introduce and implement reforms in higher education (HE). The political and economic reasons why some governments in the countries of Central and Eastern Europe (CEE), for the period 1990 and 2015, have invested resources in order to facilitate cooperation between employers and universities, and have introduced quality criteria in HE finance while others have not, are identified. Use of a comparative perspective on Poland and Hungary revealed important differences in HE regulations in these seemingly otherwise very similar cases, showing that what drives regulations, at least in part, is the governments’ responses to the labour market, i.e. the dynamic between students – future workers – and employers – largely multinational companies. Moreover, differences in HE regulations in the two countries are responsive to voters’ concerns. The increasing research on international organisations’ education policy lacks analyses of the relation between international organisations and nation states. This paper aims to analyse the power of nation states in international education policy. Focusing on the new degree system in higher education in Europe, partly from Foucault's governmentality perspective, the paper suggests that nation states retain power while operating in international settings. The paper provides a descriptive account of recent changes in Italian higher education policy, focusing in particular on the impact that recent reforms have had on the internal governance of the nation’s universities. The paper shows how the government’s policy of reform (which is currently moving away from the traditional “command and control” approach to a “steering from a distance” policy) risks being either ineffective or attaining its goals too slowly due to the persistence of deeply rooted, previous institutional governance practices. The greater autonomy currently enjoyed by universities is managed in a corporatistic-oligarchic decision-making style, which leads to sluggish distributive outputs and institutional adaptation to external changes. The paper provides empirical evidence of this institutional inconsistency. In an attempt to deal with this problem, there have been discussions and debate in recent years about re-designing the institutional arrangement of universities, even though it is unlikely that any coherent decisions will be taken on this matter, due to the intractability of the problem resulting from a series of political, cultural and social factors. At the crossroads of current innovation policies towards a European Research Area (ERA) and a European Higher Education Area (EHEA) lies an important province of higher learning and research: doctoral training and the further careers of PhD graduates. A considerable number of higher education systems across Europe shift their paradigms for doctoral training away from the traditional so-called Humboldtian model towards the so-called professional model. On this background, the paper discusses (1) the German pattern of a strong link of the PhD to the labor market outside academe that is based on a traditional academic-disciplinary mode of apprenticeship training, and (2) approaches that argue for a new mode of knowledge production replacing an academic-disciplinary model of research training by a hybrid model that crosses disciplinary and organizational borders. The paper argues that a diversity of organisational and structural forms as well as different validation criteria and procedures will probably determine the future face of research training. The paper explores the ways in which university-based Teacher Education Departments in Greece have operated to promote changes to their undergraduate curricula. Our research approach views these changes as responses to the policies of the European Union and the Bologna Process for the 'modernisation' of higher education systems across Europe. Data are drawn from qualitative analyses of 18 curricula in two periods of their development, the middle of the 1990s and the late 2000s. The analysis of the study is based on Bernstein's theoretical concepts of classification, framing and meaning orientations, and describes basic types of university curricula regarding content organisation, pedagogical practices of teaching and learning, and knowledge evaluation. The findings reveal that, along with the disciplinary and professional criteria for knowledge recontextualisation, which have traditionally been legitimate in the field of Teacher Education, forms of weakly classified knowledge systematically oriented to problem-solving professional practices and school effectiveness are gradually crystallising and tending to become dominant. We argue that the marked shifts in the pedagogical means of teacher education may run the risk of thinning out teachers' knowledge base and de-professionalising their practices and identities. Education constitutes an essential core of the political strategies adopted in the European Union. From the Treaty of Paris in 1951, educational policy in Europe has been consolidated through a combination of programs in different levels and contexts. However, a neoliberal economic model has guided the implementation and development of these policies. For members of the European Union, education has been, and continues to be, understood as a way of professional training to produce a profit. After almost six decades of educational progress, it is necessary to reflect on how educational policy has been implemented by policymakers in Europe. A retrospective and critical analysis presents relevant points on political decisions in education that have had an impact on the social context of the European Union. The aim of this paper is to analyse, from a historical, social and critical perspective, how educational policies have been undertaken by the European Union, from its beginning to the present Europe 2020 Strategy. In the last years the quality of Higher Education (HE) system and its evaluation have been key issues of the political and scientific debate on education policies all over Europe. In the wide landscape that involves the entire HE system we draw attention on the third level of its organization, i.e. the Ph.D. In particular, this paper discusses the necessity of monitoring the recruitment process of Ph.D. system because it represents a fundamental aspect of the Ph.D. system as a whole. We introduce a set of concepts related to the recruitment process and then we make them computable with synthetic indicators. The study provides an empirical analysis based on doctoral schools of four academic years at the University of Siena. A major element in the creation of the European area of higher education is the adoption of a common structure of degrees, implying in several countries the reduction of the duration of the first degree to 3 years, which is a controversial change. Cardoso et al. (CESifo Econ Stud 54(2): 229–247, ) have analyzed student confidence in the curricula change, quantifying its impact on students’ first choices of academic programs. This paper goes two steps further. First, it concentrates on a variable that better translates total demand for an academic program, namely the total number of students who place the program among their six revealed preferences, instead of just the first option; and, second, an econometric model that better fits the data is estimated. Results confirm a positive impact of the Bologna process on the demand for programs, which varies with program size and across fields of study. Our results complement those in Cardoso et al. (), as they uncover that being a program leader, i.e. the only institution in the country that restructured a given program, was associated with higher demand by prospective students, which nevertheless stemmed from their “second best" options and not from their first choices. Globalisation, together with readier access to capability-enhancing technologies and to technological insights once restricted to a few leading economies, are resulting in greater competition within Europe, and more widely within the developed world, for influence of all kinds (not just influence over the choices that foreign students make about the Higher Education courses on offer to them from Europe, but also influence of a more overtly imperialist kind, extending to the policies, incomes and futures of others). This article looks at trends in one important market for European Higher Education, the Middle East (particularly the GCC countries), which has many providers from North America and Australia. As observed by the late Edward Said, the USA is particularly forceful in the Middle East. Its technological superiority is accompanied by fervour to introduce American methods and curricula, and strong belief in their merit, reminiscent of the belief of the old French empire that ‘France had a “mission civilisatrice”, to civilize the natives”. The danger, highlighted in a recent UNESCO report ‘New Ignorances, New Literacies’, is that the natives will not be listened to. Is Europe listening more or less than the USA, and is it being listened to? Despite attention-gaining initiatives such as the proposed European Institute of Technology, EIT, and the commitment of EU governments to the Lisbon goals on competitiveness, there are indications of a drop in the influence of European Higher Education institutions in the Middle East.
