Interest in the field of career and technical education (CTE) has experienced a resurgence over the last decade, as the global economy has grown increasingly competitive while students have continued to leave school underprepared for well-paying twenty-first century jobs. Together and separately, the education and workforce sectors have sought to address these challenges and better prepare students for viable economic futures. The results have been many new, innovative programs at both the secondary and postsecondary education levels that seek to give students technical training for specific careers, general training to prepare them for the workplace, and work-based learning opportunities where they can develop connections to employers and the workforce. While there are still many under-researched areas in CTE, this paper attempts to capture the evidence that has emerged--identifying areas where there is more evidence as well as areas where gaps in evidence still exist. The studies that have been conducted on CTE have demonstrated that it shows promise, but it is imperative to continue building evidence, particularly where there is policy interest and momentum but little data. Doing so will help demonstrate how those programs and models serve students and ensure that the continued scaling up of CTE is supported by a rigorous evidence base. This paper begins with an overview of the issues in the education system and the labor market that have led to the current revival of CTE. It argues that the skills today's employers need are not the ones schools are providing. The paper continues with a description of how various policies have fostered the growth of CTE. In the next section, it provides details on the types of programs and institutions that offer CTE, and the evidence base to support each of them. The paper provides evidence on the effectiveness of CTE at different educational levels, and for specific subgroups, including students with disabilities, and by gender. Further, the paper provides an overview of the available evidence to support different kinds of programs offered at both secondary and postsecondary education levels, touching on the amount of evidence available in each area and the level of rigor used in the studies that generated that evidence. The paper concludes by suggesting that while CTE instruction at the secondary and postsecondary levels could bolster students' economic mobility by helping them gain postsecondary credentials and obtain higher-paying jobs, there are challenges involved in turning that promise into reality. Investments in evidence-based practices can give CTE programs a better chance at success.

This paper presents credible and comparable evidence on intergenerational educational mobility in 53 developing countries using sibling correlation as a measure, and data from 230 waves of Demographic and Health Surveys. It is the first paper to provide estimates of sibling correlation in schooling for a large number of developing countries using high quality standardized data. Sibling correlation is an omnibus measure of mobility as it captures observed and unobserved family and neighborhood factors shared by siblings when growing up together. The estimates suggest that sibling correlation in schooling in developing countries is much higher (average 0.59) than that in developed countries (average 0.41). There is substantial spatial heterogeneity across regions, with Latin America and Caribbean having the highest (0.65) and Europe and Central Asia the lowest (0.48) estimates. Country level heterogeneity within a region is more pronounced. The evolution of sibling correlation suggests a variety of mobility experiences, with some regions registering a monotonically declining trend from the 1970s birth cohort to the 1990s birth cohort (Latin America and the Caribbean and East Asia and Pacific), while others remained trapped in stagnancy (South Asia and Sub-Saharan Africa). The only region that experienced monotonically increasing sibling correlation is the Middle East and North Africa. The recent approach of Bingley and Cappellari (2019) is used to estimate the share of sibling correlation due to intergenerational transmission. The estimates show that when the homogeneity and independence assumptions implicit in the standard model of intergenerational transmission are relaxed, the estimated share is much larger. In the sample of countries, on average 74 percent of sibling correlation can be attributed to intergenerational transmission, while there are some countries where the share is more than 80 percent (most in Sub-Saharan Africa). This suggests a dominant role for parents in determining the educational opportunities of their children. Evidence on the evolution of the intergenerational share, however, suggests a declining importance of the intergenerational transmission component in many countries, but the pattern is diverse. In some cases, the trend in the intergenerational share is opposite to the trend in sibling correlation. As part of its regulatory roles, the Australian Government Tertiary Education Quality and Standards Agency (TEQSA) is required to assess evidence of 'scholarship' that is put forward by providers, whether evidence of scholarship by individuals, such as teaching staff within the provider, or for the provider as a whole. TEQSA is seeking to review whether its current approach to assessing claims of scholarship and scholarly activity (as described in the Guidance Note on Scholarship) is adequate, or if the approach needs to be reconceptualised. The purpose of this discussion paper is to set out, for consideration by the sector and other stakeholders, draft principles that are proposed to guide providers in making claims related to scholarship, and to inform TEQSA's assessments of such claims. TEQSA's Guidance Note describes 'scholarship' as 'activities concerned with gaining new or improved understanding, appreciation and insights into a field of knowledge, and engaging with and keeping up to date with advances in the field.' This includes advances in ways of teaching and learning in the field and advances in professional practice, as well as advances in disciplinary knowledge through original research.' This discussion paper proposes a set of principles that would guide providers when offering evidence of their capacity to meet the requirements of the Higher Education Standards (HES) Framework in relation to scholarship. The concept of project-based learning (PBL) has garnered wide support among a number of K-12 education policy advocates and funders. This working paper builds on and updates a seminal literature review of PBL published in 2000. Focused primarily on articles and studies that have emerged in the 17 years since then, the working paper discusses the principles that underlie PBL, how PBL has been used in K-12 settings, the challenges teachers have confronted in implementing it, how school and district factors influence its adoption, and what is known about its effectiveness in improving students' learning outcomes. PBL is grounded in cross-cutting "design principles" often related to what is taught, how it is taught, and how students should be evaluated in a PBL classroom. PBL design principles emphasize the importance of the project as the central vehicle of instruction and of students as active participants in the construction of knowledge. There is little consensus among developers of PBL design principles, however, about how PBL fits in with other instructional methods, how long a PBL unit should last, the roles of student choice and collaborative learning, and how learning should be assessed. The lack of a uniform vision complicates efforts to determine whether PBL is being implemented with fidelity and to evaluate its effects. PBL can be introduced into classrooms in a number of ways: Teachers and schools can make use of externally developed PBL curricula, they can develop their own PBL approaches, or PBL can be part of a whole-school reform effort. Implementing PBL is often challenging. It requires that teachers modify their roles (from directors to facilitators of learning) and that they tolerate not only ambiguity but also more noise and movement in the classroom. Teachers must adopt new classroom management skills and learn how best to support their students in learning, using technology when appropriate. And they must believe that their students are fully capable of learning through this approach. Given these challenges, professional development -- both initial training and continuing support -- is likely to be essential to the successful implementation of PBL. The working paper suggests that the evidence for PBL's effectiveness in improving students' outcomes is "promising but not proven." Evaluations of its effectiveness have been hampered by the paucity of valid, reliable, and readily usable measures of the kinds of deeper learning and interpersonal and intrapersonal competencies that PBL aims to promote. Many studies, too, have used evaluation designs that leave open the possibility that factors other than PBL were responsible for the outcomes that were found. This said, some studies have found positive effects associated with the use of PBL curricula in science and social studies classes. Evidence for its effectiveness in math and literacy classes is more limited. In particular, it has been noted that math teachers have found it difficult to integrate PBL into their instruction. Some studies in schools that follow PBL approaches have pointed to positive effects on students' engagement, motivation, and beliefs in their own efficacy, although the specific PBL model and the intensity of its use have varied across these schools. A commonly proposed, but naïve approach to solving the debates over curriculum and pedagogy would be to merely go with what the research says "works," but educational debates are not so easily solved. Educational decisions are at the heart value judgements, and to claim that research can tell us what to do represents an ethical and moral "cop-out" to these crucial decisions. The term "evidence," as well, tends to mean randomized, controlled, experimental studies; there are myriad other forms of evidence that we encounter in schools that gets pushed to the side. Ultimately, this white paper concludes, research can only tell us what did work; the only way to know "what works" is to look at what is working for a given teacher in the context of their own classroom.

The Great Recession was the most severe economic downturn in the United States since the Great Depression. Using newly available population-level achievement data from the Stanford Education Data Archive (SEDA), we estimate the impact of the Great Recession on the math and English language arts (ELA) achievement of all grade 3-8 students in the United States. Employing a difference-in-differences strategy that leverages both cross-district variation in the economic shock of the recession and within-district, cross-cohort variation in school-age years of exposure to the recession, we find that the onset of the Great Recession significantly reduced student math and ELA achievement. Moreover, the recessionary effect on student achievement was concentrated among school districts serving more economically disadvantaged and minority students, indicating that the adverse effects of the recession were not distributed equally among the population of U.S. students. We also find that the academic impact of the recession was more severe for students who were older at the time of first exposure to the recession, compared to their younger counterparts. Finally, the recession's effects on student achievement were concentrated in districts with the largest reductions in teacher personnel, providing evidence that the effects we observe are driven, in part, by the recession's negative effects on school resources. We discuss the implications of and potential policy responses to economic shocks that adversely affect student achievement and widen educational inequality.

Data from student ratings of instruction (SRI) are used ubiquitously as a key element in providing instructors with valuable feedback and evaluators with critical student input. Nonetheless, calls for the elimination of SRI continue to appear in academic journals and higher education periodicals. This paper brings to bear the huge body of research on SRI to which so many academics and institutions have contributed. Some of the most egregiously erroneous statements about SRI are rebutted with brief reviews of the readily available compelling evidence. Although some faculty frustrations about misuse of SRI are valid, we argue that inclusion of student voice is critical. Students can provide useful feedback because they have firsthand experience over multiple occasions of what actually occurred in the classroom. Recommendations are made for best practices in using SRI as one of many sources for improving and evaluating teaching.

Faced with job loss, displaced workers may choose to return to school to help them reintegrate into the labour force. Job losses in a given local labour market may also induce workers who have not yet been laid off to pre-emptively enrol in postsecondary (PS) institutions, as a precautionary measure. Combining microdata and grouped data, this study examines these two dimensions of the relationship between layoffs and PS enrolment over the 2001-to-2011 period. Using individual-level longitudinal microdata and controlling for the unobserved heterogeneity of workers in a flexible way, the study finds that laid-off male and female workers are 2 to 4 percentage points more likely than other men and women to transition to PS education in the year of the layoff or the following year (from a baseline rate of about 3%). For both sexes, fulltime PS enrolment accounts for most of the increase in enrolment. Statistically significant correlations between layoffs and full-time PS attendance are detected between two years before job loss and two years after job loss. The study also takes advantage of the fact that the 2008-2009 recession increased layoff rates in a differentiated way across Canada and, thus, generated exogenous variation in layoff rates at the regional level. Using grouped data models that allow economic regions to display distinct trends in their rates of transition to PS institutions, the study finds that for every additional 100 adult men laid off in an economic region in a given year, there is an additional 2 to 6 men who enrol in PS education institutions on a full-time basis in the following year. The study also detects a positive relationship between regional layoff rates and regional PS transitions for unmarried women. In line with the notion that some non-laid-off workers may pre-emptively enrol in PS institutions, the study finds evidence that movements in regional layoff rates are positively correlated with short-term transitions to PS institutions for adult male workers aged 35 to 44 who have not been laid off yet.

Student peer effects are well documented. We know far less, however, about peer effects among teachers. We hypothesize that a relatively effective teacher may positively affect the performance of their peers, while a relatively ineffective teacher may negatively impact the performance of other teachers with whom they work closely. Utilizing a decade of data on teacher transfers between schools that result in changes of peers when transfer teachers enter grade-level team in the new school, we find evidence of strong positive spillover effects associated with the introduction of peers who are more effective than the incumbent teacher himself or herself. Interestingly, the incumbent teacher's students are not meaningfully disadvantaged by the entry of relatively ineffective peers. This finding implies that mixing teachers with diverse performance levels can be a strategy for increasing student achievement in the aggregate. These results are robust to several student sorting and teacher selection issues.

Multiple traits compose a broad definition of what it means to be an educated person. Indisputably, being an educated person is associated with having a certain command of a curriculum, and knowledge of theories and facts from various disciplines. This paper contends that noncognitive skills should be an explicit pillar of education policy. It contributes to the growing interest in these skills by reviewing what is known about noncognitive skills, including what they are, why they matter, and how they enter into the education process. The author then extends the discussion by providing a tentative list of skills that are both important for and can be nurtured by schools. Contrasting what is known about noncognitive skills with how policy currently treats them, the author contends that noncognitive skills deserve more attention in the education policy arena. Toward this end, she proposes some guidelines for how to design education policies that better nurture them, and describe the kinds of research needed to inform policy and practice. This paper is composed of two main sections. The first defines noncognitive skills and explores the evidence-based findings on their role in education and adulthood outcomes, and on how they are nurtured. The second section examines how education policy could help schools better nurture noncognitive skills. It includes some suggestions for researchers on how their work can provide new evidence geared toward policymakers, and a discussion of the goals of public education, education reform, and accountability.

Good teaching matters. There is persuasive evidence that students benefit from high quality instruction and that these benefits are cumulative for students who have good teachers for several years. Teacher effectiveness matters so much that low-income students lucky enough to have three very good teachers in a row in elementary school earn test scores that, on average, are similar to middle-class children. Conversely, almost all children, regardless of their socio-economic status, will be harmed academically by poor teaching three years running. Nearly 3.8 million teachers work in schools, but there are simply not enough good ones to go around, especially in the schools and districts serving high-poverty, large-minority student populations. And although one focal point of the No Child Left Behind (NCLB) Act of 2002 was to address this problem, the policies states developed in response to NCLB's call have not achieved this goal. The quality of teaching is not simply determined by an individual's knowledge or ability, but also by the contexts in which teachers work. Improving teacher quality thus entails policies concerning recruitment, early preparation, retention (including attention to working conditions), as well as professional development. This paper provides recommendations that address each of these domains. (Contains 32 notes.)

England's performance in international tests of student achievement continues to be disappointing. Further improvement is essential not only for students' themselves but also for economic growth. This briefing considers the impact of Academies, school spending and teacher quality. Research evidence suggests that it is right to protect school budgets but too early to judge the Coalition's Academies policy. Although there was a large improvement in the first 200 schools (about 4 years after conversion), those schools were disadvantaged and underperforming (unlike the more recent academies) and the current programme is much larger scale. There is broad agreement that high quality teaching matters hugely for student achievement, but there is no magic national formula to bring this about.

We use data from workers in the largest public-sector occupation in the United States -- teaching -- to examine the effect of pension enhancements on employee retention. Specifically, we study a 1999 enhancement to the benefit formula for public school teachers in St. Louis that resulted in an immediate and dramatic increase in their incentives to remain in covered employment. To identify the effect of the enhancement on teacher retention, we leverage the fact that the strength of the incentive increase varied across the workforce depending on how far teachers were from retirement eligibility when it was enacted. Although we document substantial differences across teachers in how their retention incentives were affected by the enhancement, our results indicate that these differences did not translate into meaningful changes in behavior. During the past year, Wisconsin state legislators debated a series of bills aimed at closing low-performing public schools and replacing them with privately run charter schools. These proposals were particularly targeted at Milwaukee, the state's largest and poorest school district. Ultimately, the only legislation enacted was a bill that modestly increases school reporting requirements, without stipulating consequences for low performance. Nevertheless, the more ambitious proposals will likely remain at the core of Wisconsin's debates over education policy, and legislative leaders have made clear their desire to revisit them in next year's session. To help inform these deliberations, this report addresses the most comprehensive set of reforms put forward in the 2013-2014 legislative session. Backers of these reforms are particularly enamored of a new type of charter school represented by the Rocketship chain of schools--a low-budget operation that relies on young and inexperienced teachers rather than more veteran and expensive faculty, that reduces the curriculum to a near-exclusive focus on reading and math, and that replaces teachers with online learning and digital applications for a significant portion of the day. Rocketship proposes that its model--dubbed "blended learning" for its combination of in-person and computerized instruction--can cut costs while raising low-income students' test scores (Rocketship Education 2011). The call for public schools to be replaced by such tech-heavy, teacher-light operations comes from some of the most powerful actors in local and national politics: the major corporate lobbies, including Wisconsin Manufacturers and Commerce, Americans for Prosperity, and the Metropolitan Milwaukee Association of Commerce (MMAC). It is these groups, rather than parents or community organizations, that provided the impetus for legislators to consider proposals for mass school closure and privatization in Milwaukee. This report evaluates the "blended learning" model of education exemplified by Rocketship and seeks to understand how the "school accountability" legislation debated during the most recent legislative session would likely affect Milwaukee schools. This briefing paper also explains how such proposals might fit within the broader economic agenda of both local and national corporate lobbies. Above all, the report questions why an educational model deemed substandard for more privileged suburban children is being so vigorously promoted--perhaps even forced--on poor children in Milwaukee.

In this paper, the authors draw on empirical data from CCRC's Scaling Innovation project to examine trends in developmental education instructional reform and outline a framework for reform adoption and adaptation. The paper's findings are based on two qualitative data sources: a scan of developmental education reforms that involved changes to curricula, course structure, and/or pedagogy; and fieldwork conducted at 11 colleges working to replicate high-potential instructional innovations developed at other colleges. The data suggest that colleges tend to enact developmental education reforms in ways that may unintentionally undermine their potential benefits. The authors present a framework for engaging practitioners in activities that will increase the impact of their developmental education reforms while strengthening institutional capacity. Building a stronger teacher workforce requires the thoughtful orchestration of multiple processes working together in a human capital system. This white paper presents a framework that can be used to take stock of current efforts to enhance the teacher workforce in school districts or educational organizations, as well as their underlying theories of how the teacher workforce improves over time. The paper refines and provides evidentiary support for a human capital system framework composed of four subsystems that ideally work together to build a stronger teacher workforce: (1) getting the right teachers in the right positions on time (Acquire); (2) supporting professional growth in school-based learning communities (Develop); (3) nurturing, rewarding, and challenging high-performing teachers (Sustain); and (4) informing evidence-based personnel decisions (Evaluate). Attention to this framework will engender a corps of teachers with the capacity and expertise to collectively facilitate enhanced educational outcomes.

As has been known for some time now, the Hispanic population is projected to grow to 25% of the total United States population by 2050. In spite of this growth, substantial disparities exist between Hispanics and other ethnic groups in terms of bachelor's degree attainment (Llagas & Snyder, 2003). In response, there is a rapidly growing body of evidence to understand the role of student characteristics, perceptions, academic and social experiences and behaviors, both independently and collectively influence undergraduate Hispanic student engagements and/or academic outcomes (see review by Nora & Crisp, 2009). Developmental education is a key college experience assumed to open doors to economic and educational advancement among traditionally underrepresented groups by resolving barriers that impede access to a college degree (Bahr, 2010a). Hispanics are among the groups assumed to benefit from developmental education as the overrepresentation of Latino/s in remedial coursework is well documented (e.g., Bettinger & Long, 2005; Grimes & David, 1999; Penny, White, & William, 1998). However, there is a notable absence of empirical evidence documenting the role of remedial education in promoting success for Hispanic students. As such, the purpose of this white paper is to summarize what is currently known regarding Latino/a students who participate in developmental education at both two and four-year institutions. The authors begin by describing the characteristics of developmental education. Next, they provide a profile of characteristics and outcomes for Latino/a students who participate in remediation. A brief synthesis of the developmental education literature is given, providing emphasis to studies that have included or disaggregated findings for Latino/a students. They conclude with key recommendations for research, theory, and policy. (Contains 2 tables.) The four "home countries" of the United Kingdom are becoming increasingly different with regard to education policy. Nevertheless, they are still highly comparable as compared to education systems elsewhere. Over time, they have had a similar legislative framework (particularly in England, Wales and Northern Ireland) and, in a broader sense, there is a similar social context across the four countries. For example, there is a comparable level of inequality across many education indicators, with similar trends emerging in recent times. In-depth analysis by the National Equality Panel (2010) attributed this to the fact that policies most important for influencing distributional outcomes (such as tax and benefits) are UK-wide. In this paper, the authors take the opportunity to appraise differences and similarities in educational policies and outcomes in the four UK nations. The fact that England has pursued very different policies in the recent past than Scotland, Wales and Northern Ireland provides a good testing ground to undertake such a comparative review of what has and has not worked so well in terms of the education reforms that have taken place. The content of the paper is structured as follows. In Section 2, the authors discuss some key areas of education policy in England, Wales, Scotland and Northern Ireland. In Sections 3 and 4, they compare the countries in terms of educational performance and inequality. In Section 5, the authors then discuss evaluation evidence as it relates to key educational issues and the differences and similarities in educational outcomes across the different UK nations. This paper presents findings from the first national randomized study of the impacts of charter schools on student achievement, which included 36 charter middle schools across 15 states. The paper compares students who applied and were admitted to these schools through randomized admissions lotteries with students who applied and were not admitted. It finds that, on average, charter middle schools in the study were neither more nor less successful than traditional public schools in improving student achievement. However, impacts varied significantly across schools and students, with positive impacts for more disadvantaged schools and students and negative impacts for the more advantaged. The purpose of this paper is to help countries understand some of the "key principles and characteristics of an effective student assessment system". The focus is on assessment of student learning and achievement at the K-12 level. The paper extracts principles and guidelines from countries' experiences, professional testing standards, and the current research base to provide policy makers, development organization staff, and others with a "framework and key indicators for diagnosis, discussion, and consensus-building around how to construct a sound student assessment system that supports improved quality and student learning". "Assessment Types and Their Key Differences" is provided in Annex 1.

This paper examines the ways in which academically vulnerable students benefit from non-academic support. By reviewing theories of student persistence as well as program evaluation literature, the author identifies four mechanisms by which non-academic supports can improve student outcomes, including persistence and degree attainment. Programs associated with positive student outcomes seem to involve one or more of the following mechanisms: (1) creating social relationships, (2) clarifying aspirations and enhancing commitment, (3) developing college know-how, and (4) making college life feasible. Identifying these mechanisms allows for a deeper understanding of both the functioning of promising interventions and the conditions that may lead students to become integrated into college life. Notably, each of these mechanisms can occur within a variety of programs, structures, or even informal interactions. The paper concludes by discussing avenues for further research and immediate implications for colleges. A tabular review of empirical studies is appended. (Contains 4 footnotes and 1 table.)

One of the lightning rods in the discourse over teacher pay has been the question of "how much" teachers should be paid. What the "how much" debate does not directly address, however, is the question of "how" teachers should be paid. This paper attempts to help lay groundwork for a better understanding of what exactly teachers want in terms of how they should be paid. Nontraditional teacher pay (NTTP), which is considered here to be pay systems that diverge from exclusive reliance on the traditional salary schedule, continues to be a high-profile and controversial issue. Often lost in the debate over NTTP is a thorough assessment of what teachers "actually prefer" in a pay system, which has important implications for teacher recruitment, retention, and motivation. While teachers are sometimes broadly described as resisting NTTP, the truth is much more nuanced. Using data collected in 2005 from over 2,500 unionized teachers in a single state, this paper explores: (1) whether teachers favor or oppose four different bonus-based NTTP systems, and the demographic and attitudinal characteristics associated with these preferences; (2) levels of teacher support for traditional (i.e., education, service) and nontraditional (e.g., standardized test score) criteria for salary increases, as well as teacher characteristics related to this support; and (3) changes over time in NTTP preferences, as additional survey data from six years earlier allow for a unique opportunity to examine possible cohort versus service effects. Some of the main findings are the following: (1) Teachers supported an emphasis on education and service as the basis for salary increases, preferring these criteria to student test scores and performance evaluation; (2) Merit-based bonus plans were the least favored of the four bonus plans presented, as only 28% of teachers favored their adoption; and (3) Evidence indicated that the average teacher becomes less NTTP-friendly over time, growing less likely to favor the adoption of the bonus-based NTTP plans or to support the use of NTTP criteria in salary increases. This White Paper project was undertaken to address the Learning Disabilities Association of America (LDA) concerns regarding the Individuals with Disabilities Education Improvement Act (IDEIA) of 2004 statutory and regulatory requirements for the identification of Specific Learning Disabilities (SLD), and the subsequent U. S. Department of Education Final Regulations and Commentary regarding implementation of IDEIA (34 CFR Parts 300 and 301; Federal Register, 2006). The purpose of the White Paper is to provide additional information for and guidance to the federal government, professional organizations, practitioners, and the public. The LDA is hopeful that this document will facilitate legal, regulatory, policy, and training decisions, and ultimately, service delivery to children with SLD. This White Paper presents the expert professional opinions and empirical evidence regarding the identification of children with SLD and best practices in SLD service delivery. The preliminary findings of the LDA Expert Panel Survey and this White Paper represent the opinions and empirical evidence presented by 56 university professors and researchers, special education administrators, and special education lawyers with expertise in and public recognition for their work in SLD identification and intervention. This report provides an overview and discussion of the past decade of academic evidence on the causal effects of resources in schooling on students' outcomes. Early evidence lacked good strategies for estimating the effects of schools resources, leading many people to conclude that spending more on schools had no effect. More recent evidence using better research designs finds that resources do matter, but the range of estimates of the impacts is quite wide. The review devotes special attention to differences across the early years, primary and secondary phases. Theoretical work has indicated that interventions early in a child's life may be more productive than interventions later on. However, although there are more examples of good quality studies on primary schooling, the existing body of empirical work does not lead to a conclusive case in favour of early interventions. Three appendices present: (1) Differences in characteristics between high and low-resource schools; (2) Benchmarking and Comparing the Size and Strength of Effects Across Different Studies; and (3) An illustration of the theoretical model (one in which events in one period depend on events in previous periods) used by Nobel-laureate, James Heckman in his argument for the efficacy of early investment in children over investment at a later stage. The low number of college graduates with science degrees--particularly among underrepresented minorities--is of growing concern. We examine differences across universities in graduating students in different fields. Using student-level data on the University of California system during a period in which racial preferences were in place, we show significant sorting into majors based on academic preparation, with science majors at each campus having on average stronger credentials than their non-science counterparts. Students with relatively weaker academic preparation are significantly more likely to leave the sciences and take longer to graduate at each campus. We show the vast majority of minority students would be more likely to graduate with a science degree and graduate in less time had they attended a lower ranked university. Similar results do not apply for non-minority students.

The sizable gender gap in college enrolment, especially among African Americans, constitutes a puzzling empirical regularity that may have serious consequences on marriage markets, male labor force participation and the diversity of college campuses. For instance, only 35.7 percent of all African American undergraduate students were men in 2004. Reduced form results show that, while family background covariates cannot account for the observed gap, proxy measures for non-cognitive skills are crucial to explain it. Moreover, a sequential model of educational attainment indicates that males have actually higher preferences for education than females after controlling for latent factors (i.e. cognitive and non-cognitive skills). The model also shows that cognitive skills strongly affect the decision to move from one school level to the next, especially after finishing high school, but cannot account for disparities between genders. On the contrary, the substantial differences in the distribution of non-cognitive skills between males and females make these abilities critical to explain the gender gap in educational attainment across and within races. Computers are an important part of modern education, yet large segments of the population--especially low-income and minority children--lack access to a computer at home. Does this impede educational achievement? We test this hypothesis by conducting the largest-ever field experiment involving the random provision of free computers for home use to students. 1,123 schoolchildren grades 6-10 in 15 California schools participated in the experiment. Although the program significantly increased computer ownership and use, we find no effects on any educational outcomes, including grades, standardized test scores, credits earned, attendance and disciplinary actions. Our estimates are precise enough to rule out even modestly-sized positive or negative impacts. The estimated null effect is consistent with survey evidence showing no change in homework time or other "intermediate" inputs in education for treatment students. This report focuses on the outcomes of vocational education and, in particular, on the transition from education to work in the current employment situation for young adults in the European Union. Using anonymised microdata from the EU labour force survey 2009 ad hoc module, this is one of the first studies to undertake a large cross-country comparison of the labour market outcomes of different education orientations and levels. The report underlines that vocational education graduates experience initially positive labour-market outcomes relative to graduates of medium-level general education. Vocational graduates enjoy a faster transition to work, are more likely to have a permanent first job, and are less likely to find a first job with a qualification mismatch. Additional country level analysis is complemented by an investigation of national institutional features as a possible explanation for cross-country differences in VET labour market outcomes. Annexes include: (1) ISCED [international standard classification of education] definitions; (2) Empirical models used in analysis; (3) Labour market institutions and VET premiums: Theoretical links; and (4) Robustness of institutional analysis. Building on an earlier 2008 summary prepared for OECD by Marlene Scardamalia and Carl Bereiter, this paper by Gesa S. E. van den Broek provides a more extensive discussion of approaches described as "research based innovation." "Fostering Communities of Learning" is a constructivist approach in which teachers help students discover important curricular concepts. "Learning by Design" is an inquiry-based science learning programme based on case-based reasoning models. "Central Conceptual Structures" (CCS) theory describes developmental changes in children's thinking and what is needed to progress through stages in specific cognitive domains. "Web-based Inquiry Science Environment" (WISE) is an internet-based adaptive learning environment building on the principles of knowledge integration. "Cognitive Tutors and ACT-R theory" are intelligent adaptive software programmes that provide students with scaffolded instruction and feedback. "Direct Instruction" aims to accelerate learning through clear scripted direct instruction by the teacher and scaffolded practice aimed at student involvement and error reduction. "Higher Order Thinking Skills" (HOTS) is for disadvantaged students especially to engage in Socratic dialogues about ideas and strategies to solve computer game-based problems. "Knowledge Building" is a constructivist teaching approach centred on building knowledge and creating knowledge communities. (Contains 1 figure and 5 boxes.)

This paper examines the current academic and policy literatures concerning school evaluation in primary and secondary education within the OECD countries. First, it provides a typology of the existing systems of school evaluation across the OECD. It encompasses the diverse criteria and instruments commonly used to carry out schools evaluation, as well as the players involved in the design and implementation of school evaluation. It also describes potential consequences for schools. Second, this paper analyses how school evaluation schemes are interrelated with other components of the evaluation framework, such as teacher evaluation and system evaluation. The potential complementarities, duplication and inconsistency of objectives stemming from these interrelations are discussed. Third, this paper presents the advantages and drawbacks of different approaches to school evaluation, the resistance and implementation difficulties resulting from misalignment of interests between different stakeholders, and possible ways to overcome impediments to implementation. Finally, it reviews the quantitative and qualitative evidence available on the impact of different school evaluation schemes on school performance, student learning and the incentives for the teaching staff. It concludes by considering the circumstances under which school evaluation schemes seem to be more conducive to school improvement. The effectiveness of school evaluation schemes relies on developing competencies for evaluation and for using feedbacks. Alignment of stakeholders' interests is also critical to have the support of those being assessed.

The "Policy Matters" project provides coherent, comprehensive information regarding the strength and adequacy of state policies affecting children, families, and communities. The project seeks to establish consensus among policy experts and state leaders regarding the mix of policies believed to offer the best opportunity for improving key child and family results. The paper that follows presents a framework for policy options aimed at achieving a core result: safety and well-being for children with permanent families. Although there are many systems, policies, and programs that affect this outcome, this paper focuses primarily on state child welfare agencies and their partners, which include the courts and systems responsible for health, mental health, education and other related services. In Section I, the paper provides background on the challenges faced by children and families involved with the child welfare systems, and the challenges these systems face in trying to serve them. Section II of this report provides a conceptual framework and logic model that illustrate the connection between the desired outcomes for children and the policy recommendations in this report. Section III defines these policy recommendations in detail, including the available research and practice evidence that informs these recommendations. Taken together, the authors believe that the policies identified here present a powerful and compelling policy agenda for improving child safety and well-being as part of permanent families. Over time, they will continue to improve the recommendations as additional research and practice evidence is available. Future policy options may be modified to allow consistent tracking of state progress and to overcome data limitations. Thus, this paper presents a preliminary set of policy options. A goal of the "Policy Matters" work is to assess states' progress toward recommended policy options. The framework helps states think strategically about policy decisions that improve the safety, permanence, and well-being of families, and is designed to provide policy support and feedback to those interested in promoting improved outcomes for children and families. This paper states the position of the National Center for the Dissemination of Disability Research (NCDDR) Task Force on Standards of Evidence and Methods (TFSE) regarding the need for (a) the thoughtful determination of research evidence on the basis of both the rigor of the research and the relevance of the research to the lives of people with disabilities; and (b) systems that facilitate our ability, on a timely basis, to describe what the best available evidence is in response to specific topical questions in disability and rehabilitation. The primary focus of this paper is on evidence for interventions in the field of disability and rehabilitation (D&R). Evidence issues related to D&R interventions concern all people with disabilities and involve both research and development, as both are extremely important. The specific objectives of this paper are the following: (1) To clarify what is meant by the term evidence and to describe the nature of the contemporary systems used to identify and evaluate evidence in intervention research; (2) To identify the challenges in meeting contemporary standards of evidence in the field of D&R interventions; and (3) To propose next steps for examining related issues and for taking action to promote the availability of evidence-based services and information in the field of D&R interventions. Stagnant earnings and growing inequality in the US labor market reflect both a slowdown in the growth of worker skills and the growing matching of good-paying jobs to skilled workers. Improving the ties between colleges, workforce institutions, and employers would help more workers gain the needed skills. Evaluation evidence shows that training programs linked to employers and good-paying jobs are often cost-effective. Helping more states develop such programs and systems would help raise worker earnings and reduce inequality. (Contains 1 table and 41 endnotes.)

Using data obtained from interviews and program websites at Washington community and technical colleges, the authors of this study examine the structure of community college career-technical programs in allied health, business and marketing, computer and information studies, and mechanics and repair. A framework for structure with four dimensions--program alignment, program prescription, information quality, and active program advising and support--is used to evaluate the practices of relatively high- and low-performing colleges within each field of study. The authors reviewed the websites of all programs at high- and low-performing colleges in each of these fields of study and conducted case studies on individual programs from these fields, interviewing faculty, administrators, and counselors to learn more about the dimensions of structure in the programs. The allied health, computer and information science, and mechanics and repair programs were all found to be highly structured; the business and marketing programs were found to have a moderate level of structure. Overall, given that all of the programs were at least moderately structured, there was limited evidence of a connection between program structure and program performance. College 101 courses--also called student success, introduction to college, orientation to college, or freshman experience courses--provide students with information about college and campus services, assistance with academic and career planning, and techniques to improve study habits and personal skills. This study investigated College 101 courses at three community colleges in Virginia through interviews with 169 college staff members, faculty members, and students combined with observations of 19 course sections. Although College 101 courses were found to be widely supported by stakeholders, contextual factors made implementation challenging and undermined the courses' potential to create long-lasting impacts on students' outcomes. College 101 courses provided students with important information, but they did not offer sufficient opportunities for in-depth exploration and skill-building practice. However, the authors found strong evidence of the worth and promise of College 101 courses and identified ways to optimize them and generate long-term results. There is a widespread consensus among practitioners, researchers, and policy makers that current teacher evaluation systems in most school districts do little to help teachers improve or to support personnel decision making. For this reason, new approaches to teacher evaluation are being developed and tested. There is also a growing consensus that evidence of teachers' contributions to student learning should be a component of teacher evaluation systems, along with evidence about the quality of teachers' practice. "Value-added models" (VAMs) for examining gains in student test scores from one year to the next are promoted as tools to accomplish this goal. Policy makers can benefit from research about what these models can and cannot do, as well as from research about the effects of other approaches to teacher evaluation. For developmental education students, rates of developmental math course completion and persistence into required college-level math courses are particularly low. This literature review examines the evidence base on one potential means for improving the course completion and learning outcomes of developmental mathematics students: reforming mathematics classroom pedagogy. Each study examined for this review was classified into one of six sets according to the main instructional approach focused on in the study. The six sets are: "student collaboration", "metacognition", "problem representation", "application", "understanding student thinking", and "computer-based learning". Because most of the studies across the sets did not employ rigorous methods, the evidence regarding the impact of these instructional practices on student outcomes is inconclusive. An analysis of the studies that did employ rigorous designs suggests that structured forms of student collaboration and instructional approaches that focus on problem representation may improve math learning and understanding. This paper concludes by making a number of methodological recommendations, proposing several needed areas of research related to developmental math pedagogy, and suggesting instructional practices that may improve the outcomes of developmental math students. Lifelong learning is often promoted in ageing societies, but little is known about its returns or governments' ability to advance it. This paper evaluates the effects of a large-scale randomized field experiment issuing vouchers for adult education in Switzerland. We find no significant average effects of voucher-induced adult education on earnings, employment, and subsequent education one year after treatment. But effects are heterogeneous: Low-education individuals are most likely to profit from adult education, but least likely to use the voucher. The findings cast doubt on the effectiveness of existing untargeted voucher programs in promoting labor market outcomes through adult education. (Contains 10 tables, 1 figure and 12 footnotes.)

Status quo approaches to teacher evaluation have recently come under increasing criticism. They typically assign most teachers the highest available score, provide minimal feedback for improvement, and have little connection with student achievement growth and the quality of instruction that leads to higher student growth. A more comprehensive approach has been demonstrated for ten years by TAP[TM]: The System for Teacher and Student Advancement. This system includes both classroom observations and student achievement growth measures, provides feedback to teachers for improvement, is aligned to professional development and mentoring support, and provides metrics for performance-based compensation. This paper describes the TAP system, and examines data from a large sample of teachers to assess the distribution of TAP evaluations and their alignment to student achievement growth. We find that TAP evaluations provide differentiated feedback, that classroom observational scores are positively and significantly correlated with student achievement growth, that TAP teachers increase in observed skill levels over time, and that TAP schools show differential retention of effective teachers based on these evaluation scores. Providing remedial (also known as developmental) education is the primary way colleges cope with students who do not have the academic preparation needed to succeed in college-level courses. Remediation is widespread, with nearly one-third of entering freshman taking remedial courses at a cost of at least $1 billion per year. Despite its prevalence, there is uncertainty surrounding its short- and longer-run effects. This paper presents new evidence on this question using longitudinal administrative data from Texas and a regression discontinuity research design. We find little indication that remediation improves academic or labor market outcomes. Additional data are appended. (Contains 32 footnotes, 11 tables, and 5 figures.) Diana Wilkinson, Chief Social Researcher with the Scottish Government, assisted National Centre for Vocational Education Research (NCVER) to facilitate a forum to discuss the development of national research priorities for the vocational education and training sector. This paper summarises Diana Wilkinson's impression of the forum and uses two contrasting case studies of Scotland and Australia to consider the extent to which it is feasible to align academic research investment with medium-term priority-setting. Despite the growing ideological divisions, there has been a surprising political convergence on some issues related to urban policy, social services, and housing. From the spread of charter schools and school choice to the expansion of home ownership through financial deregulation, it is apparent that liberals and conservatives agree. Yet these points of agreement hide or exacerbate racial and economic segregation, and geographically concentrate its deleterious consequences. The Obama Administration's embrace of urban charter schools and school choice is emblematic of this convergence, yet in fact, charter schools are even more segregated than regular public schools. Despite lack of evidence of their efficacy, and strong empirical support for benefits of school integration, Administration officials fail to describe the achievement gap as a reflection of metropolitan segregation. Establishing racially homogenous charter schools in urban neighborhoods, even where charter schools are successful, is but the latest example of what George Romney's allies dismissed as "gilding the ghetto." George Romney had a better approach. He understood that the suburbs themselves must be desegregated so that disadvantaged children could attend predominantly middle class schools in their own neighborhoods. He was defeated in his efforts, and partly because of this defeat, the achievement gap between black and white children has not narrowed nearly as much as it might have done in the last half century. It is unlikely to narrow much further without revisiting the imperative of residential integration in the metropolitan areas. (Contains 126 endnotes.)

A growing number of American states and school districts require students to meet basic performance standards in core academic subjects at key transition points in order to be promoted to the next grade. We exploit a discontinuity in the probability of third grade retention under a Florida test-based promotion policy to study the causal effect of retention on student outcomes over time. Regression discontinuity estimates indicate large short-term gains in achievement among retained students and a sharp reduction in the probability of retention in subsequent years. The achievement gains from retention fade out gradually over time, however, and are statistically insignificant after six years. Despite this fade out, our results suggest that previous evidence that early retention leads to adverse academic outcomes is misleading due to unobserved differences between retained and promoted students. They also imply that the educational and opportunity costs associated with retaining a student in the early grades are substantially less than a full year of per pupil spending and foregone earnings.
