Microfinance has been recognized globally as a poverty alleviating strategy and particularly as a gender equality enhancing approach. There have been immense, intense and nuanced debates in the field of international development, feminist studies and comparative social policy regarding the role of microfinance in addressing gendered poverty. This paper provides an account of these debates and the conceptual and theoretical perspectives underpinning them. These debates are used as a way to frame the dominant understandings of the relationship between gendered poverty and education in the context of microfinance policies and practices. These global discourses are interrogated against particular representations of the same by consumers of microfinance. In other words, employing narratives of 27 in-depth interviews with consumers of microfinance and their kin from India and Australia, the paper highlights how global discourses are contested in the local everyday lives of poor women and men. By doing so, the paper calls for re-casting educational goals, in poverty alleviation and gender equality strategies, as moving beyond access for women to expanding freedoms of women and men.

This paper is an essay on the state of Australian education that frames new directions for educational research. It outlines three challenges faced by Australian educators: highly spatialised poverty with particularly strong mediating effects on primary school education; the need for intellectual and critical depth in pedagogy, with a focus in the upper primary and middle years; and the need to reinvent senior schooling to address emergent pathways from school to work and civic life. It offers a narrative description of the dynamics of policy making in Australia and North America and argues for an evidence-based approach to social and educational policy--but one quite unlike current test and market-based approaches. Instead, it argues for a multidisciplinary approach to a broad range of empirical and case-based evidence that subjects these to critical, hermeneutic social sciences. Such an approach would join educational policy with educational research, and broader social, community and governmental action with the aim of reorganising and redistributing material, cultural and social resources. As my playful title suggests, I am referring to the process where the statement, "send reinforcements; we're going to advance," is said to have become, "send three- and fourpence; we're going to a dance." This quotation springs to mind when asked to think about how research gets picked up and recommendations from research are implemented in schools. This paper draws on the professional experiences of the author who has held a variety of roles in schools and the system and has also worked with a university as a system representative on a "collaborative" research project. This paper focuses on the "Transient Students Project" that has recently been described in Changing Schools (DEST and DoD 2002). This example is described as having many of the features of "forward-reaching research," as described in "Backtracking practice" (Figgis et al 2000), in Chapter 3 of The Impact of Educational Research (DETYA 2000). The purpose of this paper is to suggest an improved measure of financial poverty, based on household consumption and wealth as well as income. Data come from the Household, Income and Labour Dynamics Australia (HILDA) Survey, which appears to be the first national socio-economic panel survey to provide longitudinal data on all three measures of household economic well-being. National measures of poverty in Australia and other Western countries are usually based only on low income. But this is conceptually incorrect; the measures lack validity. To be poor is to have a low material standard of living--involuntarily. So measures of poverty should also take account of household consumption and wealth. If a household has an adequate current level of consumption, it should not be classified as poor right now, even if its current income is low. Similarly, if it has substantial wealth (net worth), it should not be viewed as poor because it could draw down on wealth to boost current consumption. The invalidity of income-based measures has long been recognised in principle (Ringen 1987, "The possibility of politics." Oxford: Clarendon Press). In practical terms, the problem is to combine measures of wealth and income, and especially consumption, in the same survey. In the 2005 HILDA Survey a battery of household expenditure items was included which, benchmarked against the Australian Bureau of Statistics' Household Expenditure Survey for 2003-04, appeared to provide valid measurement of 53.4% of total household expenditure. These well measured items correlated 0.76 with total expenditure and, in combination with standard demographic variables, accounted for 78.3% of the variance in the total. This paper uses 2005-06 HILDA data to construct revised measures of financial poverty. The value of these measures for public policy and research purposes is illustrated. In particular, the new measures give much lower estimates of poverty than income-based measures. They can also be used to predict which households are at risk of future poverty.

This paper reviews the literature on social inclusion and social capital to develop a framework to guide the selection of items and measures for the forthcoming SA Department of Human Services Survey of Social Inclusion to be held in the region of Northern Adelaide in South Australia. Northern Adelaide is a region with areas of high socio-economic disadvantage, characterized by high unemployment and poverty. Survey respondents' perceptions of social inclusion and social capital in Northern Adelaide will be examined by developing indices, which address the theoretical schema discussed in this paper. Epistemological differences between seminal theorists on social inclusion and social capital suggest the development of a broad suite of indices is required to enable the collection of data of interest to researchers from differing theoretical perspectives. Data collected in the survey will be mapped using Geographic Information System (GIS) technologies against locations within Northern Adelaide and in relation to existing Australian Bureau of Statistics, Commonwealth and State Government databases on age, gender, relative socio-economic disadvantage and other variables.

Basil Bernstein wrote extensively about official educational knowledge, pedagogic recontextualisation and pedagogic identities. However, his theoretical oeuvre tended to focus on the textual rather than the affective aspects of policy recontextualisation. In addition, his work on the realisation of official pedagogic identity positions at the level of schooling institutions remained in an embryonic form, not fully developed. In this paper, I elaborate on the affective dimensions of policy recontextualisation by exploring institutional defences, namely teacher anxieties, produced by data-driven performativity. I draw on data from two research partnership projects undertaken with schools servicing vulnerable, high poverty communities in Australia to develop my ideas. Firstly, I explore how institutions develop defensive structures to deal with the anxieties of staff working with young children living in poverty. Secondly, I explore the affective dimensions of dealing with data-driven performativity policies by a school leadership team over the period of two research projects (2009-2016). I examine the professional anxieties induced by data performativity in the early days, and then explore how a research intervention re-circulated affects and enabled the staff to develop more ambivalent relations to data.

This paper is motivated by a shared concern over the apparent lack of inclusion of socially critical research in educational policy intended to address inequitable outcomes from schooling. We recognise that while this is partly (perhaps mainly) a political problem, an effective response by socially critical scholars must also take into account the mechanics of research/policy relationships. We need to understand who else is operating in the contest for ideas, how and why they use research, and how their practices promote and reinforce some types of knowledge and some messages while others are excluded. One example is the work of think tanks. To gain insight into these issues, we construct and consider "activity profiles" of two think tanks operating to influence policy around socio-economic inequalities and education. These suggest some points of interest for researchers working in that same area: points about the differences between different think tanks and about their strengths and weaknesses vis-a-vis the policy process, compared with those of academics. In response, we argue that researchers need to develop a pedagogical not just a critical disposition, and propose a number of potential strategies they could adopt. In order to have an impact, academics must find ways of communicating beyond their scholar peers, in forms that are accessible and digestible, while maintaining the hall marks of robust, peer-reviewed and deeply evidence-based knowledge.

Schools bring people together. Yet for many children there are major discontinuities between their lives in and out of school and such differences impact on literacy teaching and learning in both predictable and unpredictable ways. However if schools were reconceptualised as meeting places, where different people are thrown together (Massey, 2005) curriculum and pedagogy could be designed to take into account students' and teachers' different experiences and histories and to make those differences a resource for literacy learning. This paper draws on a long-term project with administrators and teachers working in a school situated in a site of urban regeneration and significant demographic shifts. It draws particularly on the ways in which one teacher re-positioned her grade 4/5 students as researchers, designers and journalists exploring student and staff memories of a school. It argues that place, and people's relationships with places, can be a rich resource for literacy learning when teachers make it the object of study.

In Australia there is limited understanding of the scale and nature of energy hardship or poverty. Energy poverty remains a concept with no clear definition and therefore no clear objectives, targets, metrics for data collection nor institutions to monitor and report on. Europe, in the last decade, has gone from limited public recognition of, and policy action on, energy poverty, to now having sophisticated quantitative measurement and monitoring tools, and institutional governance arrangements that promote transparency and accountability. In this paper, drawing on the European experience, we focus attention upon the measures and indicators of energy poverty and discuss their advantages and disadvantages. Background: The No Germs on Me (NGoM) Social Marketing Campaign to promote handwashing with soap to reduce high rates of infection among children living in remote Australian Aboriginal communities has been ongoing since 2007. Recently three new television commercials were developed as an extension of the NGoM program. This paper reports on the mass media component of this program, trialling an evaluation design informed by the Theory of Planned Behaviour (TPB).Methods: A survey questionnaire taking an ecological approach and based on the principals and constructs of the TPB was developed. Surveys were completed in six discrete Aboriginal communities immediately before and on completion of four weeks intensive televising of the three new commercials.Results: Across the six communities access in the home to a television that worked ranged from 49 to 83 % (n = 415). Seventy-seven per cent (n = 319) of participants reported having seen one or more of the new commercials. Levels of acceptability and comprehension of the content of the commercials was high (97 % n = 308). Seventy-five per cent (n = 651) of participants reported they would buy more soap, toilet paper and facial tissues if these were not so expensive in their communities. For TPB constructs demonstrated to have good internal reliability the findings were mixed and these need to be interpreted with caution due to limitations in the study design.Conclusions: Cultural, social-economic and physical barriers in remote communities make it challenging to promote adults and children wash their hands with soap and maintain clean faces such that these behaviours become habit. Low levels of access to a television in the home illustrate the extreme level of disadvantage experienced in these communities. Highlighting that social marketing programs have the potential to increase disadvantage if expensive items such as television sets are needed to gain access to information. This trial of a theory informed evaluation design allowed for new and rich information to be obtained about community members' beliefs, attitudes and intentions towards teaching and assisting children so safe hygiene behaviours become habit. In recent months in Australia there has been extended debate about whether the age pension, particularly with regard to single pensioners, is sufficiently high to allow older Australians to attain an acceptable standard of living. This is an important policy consideration given Australia’s rapidly ageing population. By using microdata and microsimulation models, this paper examines the national and spatial impacts on the distribution of poverty among older single people of an increase in the single age-pension rate. This paper shows that the cost of increasing the single age-pension to 66 per cent of the couple-age pension rate would be about $A1.3 billion and would benefit about 824,000 single age-pensioners. Further, it is estimated that such an increase would reduce poverty rates for lone older persons from 46.5 per cent to 36.5 per cent, a 10-percentage point reduction. Looking at the spatial distribution of such benefits, the effect of the policy change seems to be generally stronger in capital cities, and in bands of rural areas in New South Wales and Victoria. Counting poverty measures have gained prominence in the analysis of multidimensional poverty in recent decades. Poverty orderings based on these measures typically depend on methodological choices regarding individual poverty functions, poverty cut-offs, and dimensional weights whose impact on poverty rankings is often not well understood. In this paper we propose new dominance conditions that allow the analyst to evaluate the robustness of poverty comparisons to those choices. These conditions provide an approach to evaluating the sensitivity of poverty orderings superior to the common approach of considering a restricted and arbitrary set of indices, cut-offs, and weights. The new criteria apply to a broad class of counting poverty measures widely used in empirical analysis of poverty in developed and developing countries including the multidimensional headcount and the adjusted headcount ratios. We illustrate these methods with an application to time-trends in poverty in Australia and cross-regional poverty in Peru. Our results highlight the potentially large sensitivity of poverty orderings based on counting measures and the importance of evaluating the robustness of results when performing poverty comparisons across time and regions. Intergenerational disadvantage has been defined as 'disadvantage induced by the attitudes, social circumstances or economic limitations of a person's parents (Vinson, 2009, p. 1). This disadvantage could be in terms of poverty, labour force or lack of access to opportunities that other children may have. One of the limitations of this concept is that it only takes into account direct family, so it is only how a person's parents affect their disadvantage. However, evidence suggests that the local community also affects disadvantage, and that disadvantage tends to cluster. The obvious question that this paper tries to answer is do areas with high levels of disadvantage have high levels of disadvantage for all age groups in the area? Or are there areas where a high proportion of disadvantaged elderly people and a low proportion of disadvantage children live? And where are these areas (e.g. rural/regional areas, capital cities, inner urban areas). Answering this question will give some idea of which areas have entrenched disadvantage, so disadvantage that covers a number of life stages. It is these areas where broad policies to reduce disadvantage for everyone are important, rather than targeted policies to reduce disadvantage for children or the elderly. This paper finds that remote areas suffer the greatest proportion of people in areas where there are four life stages disadvantaged, and urban areas have the most people in areas where no life stages are in disadvantage. This does suggest that the Government should be concentrating on efforts to reduce multiple life stage disadvantage in remote areas. [ABSTRACT FROM AUTHOR]

Energy poverty is one of the main challenges facing humanity in the 21st century. Research on energy poverty is becoming a common focus of scholars in many areas. Bibliometrics can help researchers dig deep into the information of specific research fields from a quantitative perspective. In this study, we collected 1018 research papers in the field of energy poverty published in the period 1999-2019 from the Web of Science databases and conducted a bibliometric analysis on them. Cleaning and screening of sample papers, matrix construction, and visualization were performed using Bibliometrix, VOSviewer, and HistCite, summarizing the internal and external characteristics of the papers. With regard to external characteristics, a total of 982 research institutions in 80 regions conducted research in this field. There is extensive cooperation between the countries, and the UK, the USA, Australia, and Italy play the most active role in the cooperation network. With regard to internal characteristics, we found the two most representative citation paths: one path starts from the concerns of energy-poor groups and stops at an ethical discussion on energy poverty; the second path is based on the existing technological path, continuously developing coping policies, evaluation methods, and a conceptual framework for dealing with energy poverty. Furthermore, through coupling analysis, we discovered four focuses of energy poverty research: improvement of definition, improvement of evaluation methods, effects of coping policy, and energy justice. Through a comprehensive analysis of existing papers, this paper reveals some limitations of previous studies and recommends some promising directions for future research on energy poverty.

It is widely understood that households with low economic resources and poor labourmarket attachment are at considerable risk of food insecurity in Australia. However, little is knownabout variations in food insecurity by receipt of specific classes of social assistance payments thatare made through the social security system. Using newly released data from the 2016 HouseholdExpenditure Survey, this paper reports on variations in food insecurity prevalence across a range ofpayment types. We further investigated measures of financial wellbeing reported by food-insecurehouseholds in receipt of social assistance payments. Results showed that individuals in receiptof Newstart allowance (11%), Austudy/Abstudy (14%), the Disability Support Pension (12%),the Carer Payment (11%) and the Parenting Payment (9%) were at significantly higher risk of foodinsecurity compared to those in receipt of the Age Pension (<1%) or no payment at all (1.3%). Resultsfurther indicated that food-insecure households in receipt of social assistance payments enduredsignificant financial stress, with a large proportion co-currently experiencing "fuel" or "energy"poverty. Our results support calls by a range of Australian non-government organisations, politicians,and academics for a comprehensive review of the Australian social security system.

This paper discusses the regressive nature of tax exemptions for children compared to child allowances and estimates the decline in child poverty in several developed countries due to child allowances. The paper then estimates the decline in child poverty in the United States due to tax exemptions for children and simulates the impact of various possible child allowance programs on child poverty in the United States. It finds that a $3000 to $4000 child allowance would reduce child poverty in the United States to the level of other developed nations and, due to the costs associated with child poverty, be a cost effective policy change. This paper contributes to the growing literature on poverty dynamics in Australian households. The results reveal that a range of life-changing events, household head, partner and demographic characteristics have an impact on both the likelihood of remaining poor and slipping into poverty. These findings have important implications for Australian policymakers: tertiary education and employment are key factors in keeping households out of poverty; having a disability or living in outer-regional or remote areas increases the probability of becoming poor and remaining in such a situation; and finally, life-changing events, especially becoming separated, can lead households into persistent poverty. Background: Lone parents and their children experience higher than average levels of adverse health and social outcomes, much of which are explained by high rates of poverty. Many high income countries have attempted to address high poverty rates by introducing employment requirements for lone parents in receipt of welfare benefits. However, there is evidence that employment may not reduce poverty or improve the health of lone parents and their children.Methods: We conducted a systematic review of qualitative studies reporting lone parents' accounts of participation in welfare to work (WtW), to identify explanations and possible mechanisms for the impacts of WtW on health and wellbeing. Twenty one bibliographic databases were searched. Two reviewers independently screened references and assessed study quality. Studies from any high income country that met the criteria of focussing on lone parents, mandatory WtW interventions, and health or wellbeing were included. Thematic synthesis was used to investigate analytic themes between studies.Results: Screening of the 4703 identified papers and quality assessment resulted in the inclusion of 16 qualitative studies of WtW in five high income countries, USA, Canada, UK, Australia, and New Zealand, covering a variety of welfare regimes. Our synthesis found that WtW requirements often conflicted with child care responsibilities. Available employment was often poorly paid and precarious. Adverse health impacts, such as increased stress, fatigue, and depression were commonly reported, though employment and appropriate training was linked to increased self-worth for some. WtW appeared to influence health through the pathways of conflict and control, analytical themes which emerged during synthesis. WtW reduced control over the nature of employment and care of children. Access to social support allowed some lone parents to manage the conflict associated with employment, and to increase control over their circumstances, with potentially beneficial health impacts.Conclusion: WtW can result in increased conflict and reduced control, which may lead to negative impacts on mental health. • Qualitative outcomes of energy poverty across Australian climate zones are compared. • Outcomes influenced by energy costs and local energy, housing and welfare policies. • Measures of energy poverty and policy responses need to reflect local contexts. Academic interests into energy poverty have been growing since the 1990s. These have ranged from quantitative measures and qualitative reflections, as well as ones that aimed to provide more nuanced definitions. These studies have, however, typically focused on single jurisdictions or across national borders, with very few examining the issue across different climatic and policy contexts within the same nation. This paper aims to address this gap by focussing on differences in climate conditions, local policies and quality of the housing stock across Australia and reflects on how these factors each played a role, to varying degrees, in the prevalence of energy poverty amongst lower-income households across eight metropolitan and regional settings conducted as part of a recent study in Australia. Through a review of focus group, interview and workshop data, it especially highlights the more qualitative impacts of energy poverty, and how each of these factors come to influence the extent to which lower-income households experience energy poverty and the support they were able to access. Additional to the need for more contextualised measures of energy poverty, this paper calls for localised responses to alleviate the negative outcomes reflected by our participants in regard to both energy and housing policies. As governments try to contain rising expenditure on retirement pensions by increasing eligibility ages, there are concerns that such reforms disproportionately affect poorer households. Using detailed longitudinal data, I examine this trade‐off in the context of an Australian reform that increased women's pension‐eligibility age from 60 to 65. While this reform significantly reduced government spending on women at affected ages, the negative effects on household incomes were concentrated among poorer households. These unequal impacts meant that the reform temporarily increased relative poverty rates among affected women by around four percentage points and inequality measures by 6% to 19%. Summary. The paper describes a method of small area estimation which uses a reweighting algorithm to reweight survey data to a number of known totals (benchmarks) for small areas. The method has so far been used to estimate small area poverty rates and housing stress. The method gives poverty rates for small areas that are similar to those available from the 2006 Australian census, when the same definition of poverty was used. Various methods of validating the poverty rates have been used, including aggregating the poverty rates to a larger area and comparing them with official Australian Bureau of Statistics estimates from a survey, and applying the spatial microsimulation to larger areas and comparing with official Australian Bureau of Statistics survey results. Australian research on poverty and income distribution has been subject to criticism over definitional, data quality and measurement issues that have undermined its validity and impact. In reviewing these issues, this paper addresses some of the problems that have been identified in the literature and illustrates their importance with examples that shed light on the validity of the arguments. It also seeks to establish whether poverty has increased or decreased in the decade to 2002–03 and examines the overlap between hardship or deprivation and income poverty, and reviews some of the emerging evidence on the dynamics of low income. After a detailed review of data problems, the significance of definitional issues is illustrated in relation to the measurement of income inequality and poverty. Attention then focuses on assessing the sensitivity of estimated trends in income poverty to how poverty is defined and measured. Although there is variation across the different measures, the evidence suggests that progress in reducing relative poverty has been slow. Our preferred measure (based on current income) suggests that relative poverty increased slightly over the decade, with most of the increase occurring between 1995–96 and 1999–2000. When poverty is measured in ‘absolute’ terms using a poverty line that is held constant in real terms, the poverty rate declined overall, but was more or less constant between 1996–97 and 2000–01. Estimates derived from wave III of Household Income and Labour Dynamics in Australia (HILDA) data indicate that those who were income poor in 2002–03 experienced twice as many hardship conditions as those who were not poor, with around one-quarter of the poor having problems paying bills or seeking external financial assistance. HILDA data also indicate that many of those who are in poverty in any single year manage to escape within the next 2 years, although it is too early to know whether they escape permanently, or slip back into poverty or oscillate on its margins. Background: Housing is a key determinant of the poor health of Aboriginal Australians. Most Aboriginal people live in cities and large towns, yet research into housing conditions has largely focused on those living in remote areas. This paper measures the prevalence of housing problems amongst participants in a study of urban Aboriginal families in New South Wales, Australia, and examines the relationship between tenure type and exposure to housing problems.Methods: Cross-sectional survey data was provided by 600 caregivers of 1406 Aboriginal children aged 0-17 years participating in Phase One of the Study of Environment on Aboriginal Resilience and Child Health (SEARCH). Regression modelling of the associations between tenure type (own/mortgage, private rental or social housing) and housing problems was conducted, adjusting for sociodemographic factors.Results: The majority (60%) of SEARCH households lived in social housing, 21% rented privately and 19% either owned their home outright or were paying a mortgage ("owned"). Housing problems were common, particularly structural problems, damp and mildew, vermin, crowding and unaffordability. Physical dwelling problems were most prevalent for those living in social housing, who were more likely to report three or more physical dwelling problems than those in owned (PR 3.19, 95%CI 1.97, 5.73) or privately rented homes (PR 1.49, 1.11, 2.08). However, those in social housing were the least likely to report affordability problems. Those in private rental moved home most frequently; children in private rental were more than three times as likely to have lived in four or more homes since birth than those in owned homes (PR 3.19, 95%CI 1.97, 5.73). Those in social housing were almost half as likely as those in private rental to have lived in four or more homes since birth (PR 0.56, 95%CI 0.14, 0.77). Crowding did not vary significantly by tenure type.Conclusions: The high prevalence of housing problems amongst study participants suggests that urban Aboriginal housing requires further attention as part of efforts to reduce the social and health disadvantage experienced by Aboriginal Australians. Particular attention should be directed to the needs of those renting in the private and social housing sectors, who are experiencing the poorest dwelling conditions. [ABSTRACT FROM AUTHOR]

This paper compares and contrasts the Australian and Scandinavian welfare states with a view to demonstrating that, whilst the extent of welfare expenditures and the instruments of social policy vary quite markedly in these countries, policy outcomes in terms of levels of inequality and poverty and social protection are much more similar. In the course of this comparison, the paper casts serious doubts on the usefulness of both the prevailing paradigms for evaluating welfare state performance: measures of expenditure effort and measures of welfare decommodification, instead, it is argued that welfare state performance can only be properly assessed, as Richard Titmuss pointed out many years ago, by evaluating the impact of fiscal and occupational welfare in addition to the extent and character of the explicit expenditures of the state. When we broaden our conception of social policy in this way, Australia appears much less of a welfare state laggard than it is often taken to be and the oft mooted Scandinavian claim to welfare superiority is, perhaps, rather less compelling than is sometimes argued. Background: Those with a low income are known to have a higher risk of developing heart disease. However, the inverse relationship - falling into income poverty after developing heart disease has not been explored with longitudinal data. This paper aims to determine if those with heart disease have an elevated risk of falling into poverty.Methods: Survival analysis was conducted using the longitudinal Household Income and Labour Dynamics in Australia survey, between the years 2007 and 2012. The study focused on the Australian population aged 21 years and over in 2007 who were not already in poverty and did not already have heart disease, who were followed from 2007 to 2012. Cox regression models adjusting for age, sex and time-varying co-variates (marital status, home ownership and remoteness of area of residence) were constructed to assess the risk of falling into poverty.Results: For those aged 20 who developed heart disease, the hazard ratio for falling into income poverty was 9.24 (95 % CI: 8.97-9.51) and for falling into multidimensional poverty the hazard ratio was 14.21 (95 % CI: 13.76-14.68); for those aged 40 the hazard ratio for falling into income poverty was 3.45 (95 % CI: 3.39-3.51) and for multidimensional poverty, 5.20 (95 % CI: 5.11-5.29); and for those aged 60 the hazard ratio for falling into income poverty was 1.29 (95 % CI: 1.28-1.30) and for multidimensional poverty, 1.52 (95 % CI: 1.51-1.54), relative those who never developed heart disease. The risk for both income and multidimensional poverty decreases with age up to the age of 70, over which, those who developed heart disease had a reduced risk of poverty.Conclusion: For those under the age of 70, developing heart disease is associated with an increased risk of falling into both income poverty and multidimensional poverty. Background: The quality of the home learning environment has a significant influence on children's language and communication skills during the early years with children from disadvantaged families disproportionately affected. This paper describes the protocol and participant baseline characteristics of a community-based effectiveness study. It evaluates the effects of 'smalltalk', a brief group parenting intervention (with or without home coaching) on the quality of the early childhood home learning environment.Methods/design: The study comprises two cluster randomised controlled superiority trials (one for infants and one for toddlers) designed and conducted in parallel. In 20 local government areas (LGAs) in Victoria, Australia, six locations (clusters) were randomised to one of three conditions: standard care (control); smalltalk group-only program; or smalltalk plus (group program plus home coaching). Programs were delivered to parents experiencing socioeconomic disadvantage through two existing age-based services, the maternal and child health service (infant program, ages 6-12 months), and facilitated playgroups (toddler program, ages 12-36 months). Outcomes were assessed by parent report and direct observation at baseline (0 weeks), post-intervention (12 weeks) and follow-up (32 weeks). Primary outcomes were parent verbal responsivity and home activities with child at 32 weeks. Secondary outcomes included parenting confidence, parent wellbeing and children's communication, socio-emotional and general development skills. Analyses will use intention-to-treat random effects ("multilevel") models to account for clustering.Recruitment and Baseline Data: Across the 20 LGAs, 986 parents of infants and 1200 parents of toddlers enrolled and completed baseline measures. Eighty four percent of families demonstrated one or more of the targeted risk factors for poor child development (low income; receives government benefits; single, socially isolated or young parent; culturally or linguistically diverse background).Discussion: This study will provide unique data on the effectiveness of a brief group parenting intervention for enhancing the early home learning environment of young children from disadvantaged families. It will also provide evidence of the extent to which additional one-on-one support is required to achieve change and whether there are greater benefits when delivered in the 1st year of life or later. The problem of how to mitigate the impact of pharmaceutical patents on the delivery of essential medicines to the world's poor is as far from being resolved as it has ever been. Extensive academic commentary and policy debate have achieved little in terms of practical outcomes. Although international instruments are now in place allowing countries to enact legislation that permits the generic manufacture of patented pharmaceuticals, many countries have not yet enacted appropriate legislation and most of those that have yet to make use of it. One major problem is that the requirements of international instruments and implementing legislation are seen as being so stringent as to be unworkable. This paper calls for fresh attempts to enact workable legislation that fits within the prescribed requirements of international law without going beyond them. It argues that high-income nations should refocus on their moral obligation to enact appropriate legislative mechanisms and provide appropriate incentives for their use. Draft legislation currently being considered in Australia is used to illustrate how workable legislative frameworks can be developed.

Background: With increasing obesity rates worldwide, more and more people are actively attempting to lose weight or avoid weight gain, but relatively little is known about what specific behaviors comprise these efforts and which, if any, are associated with better weight control over time., Methods: This paper reports relationships between body weight, weight-control efforts and related behaviors over a three-year period in 1,634 Australian women. The women were purposefully recruited from 80 disadvantaged neighborhoods in Victoria, Australia. Weight loss efforts were categorized as trying to lose weight, trying to prevent weight gain and no weight-control efforts. Behavioral correlates examined included different kinds of physical activity and consumption of a number of specific foods types., Results and Discussion: Self-reported body weight at baseline was higher in women trying to lose weight. Frequency of consumption of low energy density foods was positively associated with reported weight-control efforts, as was frequency of reported total and leisure-time physical activity. Longitudinal associations between changes in weight-control efforts and changes in behaviors were consistent with the cross-sectional findings. At three-year follow up, however, weight-control efforts were not associated with change in body weight. More detailed analyses of specific food choices suggested that part of the explanation of no effect of reported weight-control efforts and weight over time might be that people are not as well-informed as they should be about the energy density of some common foods. In particular, those reporting engagement in weight-control efforts reported reducing consumption of carbohydrate-containing foods such as bread and potatoes more than is justified by their energy content, while they reported increasing consumption of some high energy density foods (e.g., cheese and nuts)., Conclusion: It is tentatively concluded that women living in disadvantaged neighborhoods understand messages about weight-control (more activity and foods with lower fat and lower energy density) but that some foods eaten more by women engaged in weight control may reduce the effectiveness of these efforts.

Informal kinship care families in Australia are a large, hidden population. This article provides an overview of international research and policy developments regarding informal kinship care and considers their relevance to Australia. The benefit to children is identified along with the severe economic burden of care falling on caregiving families. Australian Federal and State policy settings are described in relation to the recognition and support of informal kinship care families, and an overwhelming need for better financial and social support is identified. Economic disadvantage is a strong predictor of social exclusion, disengagement at school, early school dropout and low educational attainment. This paper shows that experience of significant events - for example, moving home and school following parents' separation; a sudden fall in family income; or illness and death in the family – can greatly exacerbate economically disadvantaged young people's sense of exclusion and disengagement. Survey data are used to show that such negative events (often characterized by young people as 'shocks') are most likely to occur among economically disadvantaged families with children. In-depth interviews with young people are also used to explore young people's construction of these events, which they often describe in terms of a cascade, with several shocks following each other in rapid succession, draining away their, and their families', economic, social and emotional resources, and leaving them at risk of further exclusion. The paper concludes that policy needs to buffer young people better from the effects of these events, and so reduce their disengagement and exclusion. [ABSTRACT FROM AUTHOR]

Most studies of children's development and parents' wellbeing have not dealt effectively with the complexity of multiple disadvantage. Traditional approaches have typically used a limited set of outcomes and predictors. Even studies utilizing multiple risk factors have often treated these as confounders, adjusting for their influence, while concentrating on a primary association of interest. Such strategies do not illuminate the real world essence of disadvantage, i.e. that adversities co-occur more than expected by chance and that multiple disadvantage is common. The main aim of the present paper is to address this neglected topic and develop summary measures of adversity using the 2004-2005 data from Wave 1 of the Longitudinal Study of Australian Children. Information was obtained from families of 5,107 babies (0-1 years) and families of 4,983 children (4-5 years). The prevalence of multiple disadvantage among families with young children and the degree to which summary adversity measures are associated with each other and with family and child outcomes is then estimated. Using factor analysis, 12 lower-order constructs and two higher-order components of adversity were developed, labelled (1) material and (2) psychosocial adversity. Findings show that the two component scores were more strongly associated with outcomes than were the more specific construct scores and that psychosocial adversity was somewhat more relevant to family wellbeing and child development than material adversity. Background: Child and adolescent obesity predisposes individuals to an increased risk of morbidity and mortality from a range of lifestyle diseases. Although there is some evidence to suggest that rates of pediatric obesity have leveled off in recent years, this has not been the case among youth from low socioeconomic backgrounds. The purpose of this paper is to report the rationale, study design and baseline findings of a school-based obesity prevention program for low-active adolescent girls from disadvantaged secondary schools., Methods/design: The Nutrition and Enjoyable Activity for Teen Girls (NEAT Girls) intervention will be evaluated using a group randomized controlled trial. NEAT Girls is a 12-month multi-component school-based intervention developed in reference to Social Cognitive Theory and includes enhanced school sport sessions, interactive seminars, nutrition workshops, lunch-time physical activity (PA) sessions, PA and nutrition handbooks, parent newsletters, pedometers for self-monitoring and text messaging for social support. The following variables were assessed at baseline and will be completed again at 12- and 24-months: adiposity, objectively measured PA, muscular fitness, time spent in sedentary behaviors, dietary intake, PA and nutrition social-cognitive mediators, physical self-perception and global self-esteem. Statistical analyses will follow intention-to-treat principles and hypothesized mediators of PA and nutrition behavior change will be explored., Discussion: NEAT Girls is an innovative intervention targeting low-active girls using evidence-based behavior change strategies and nutrition and PA messages and has the potential to prevent unhealthy weight gain and reduce the decline in physical activity and poor dietary habits associated with low socio-economic status. Given the stated concern of social work with inequality and social justice, it is important to consider if the regulation of social work education aligns with these goals. The impact of the regulatory functions of professional accreditation on the democratisation of social work education is an issue perversely slow to gain recognition. Drawing on a data sub-set from a larger Australian institutional ethnographic study, selected narratives of social work student and academic informants concerning class and poverty are discussed. These narratives reveal how key texts of the Australian Association of Social Workers (AASW) used to regulate social work education influence who can become a social worker, and how the study and work of the informants happens. The extra burden of poverty was documented for some groups of students in social work, particularly when undertaking unpaid placements. Experiences of classism and poverty were found to combine with racism and caring responsibilities to create extra practical, emotional and financial work for some students. While this article reports on an Australian context, the issues raised are relevant for social work education across many parts of the world. This study investigates the efficacy of Australian public transfers in alleviating poverty, particularly chronic poverty. The larger the proportion of transfers received by people who would be poor in their absence, the better targeted the transfers. From 2001 to 2007, 64 per cent of all public transfers were received by people who would have been in chronic poverty according to their pre-transfer incomes. Another 22 per cent went to people in pre-transfer temporary poverty, whereas 14 per cent were received by people who were not poor based on their pre-transfer incomes.
