The thesis contributes to the policy transfer literature through the examination of narratives presented by policy actors engaged in policy transfer. The actors’ policy narratives are analysed through the application of the Narrative Policy Framework (NPF). With the use of the NPF, the research investigates the portrayal of narrative elements, including, setting, character, plot, and moral, by the transfer actors, in depicting their perception of the transfer process and object, and of the other actors involved in the policy transfer. The investigation is aimed at having a better understanding of factors that facilitate the occurrence of policy transfer i.e. transfer mechanisms, such as, conditionality, obligation, and persuasion, and how they manifest and drive the transfer process. To examine how policy narratives may inform the manifestation of transfer mechanisms, the research studies two cases of policy transfer involving international governmental organisations (IGOs) as transfer agents. These are i) the transfer of renewable energy policy by the European Union to the Economic Community of West African States (ECOWAS), and ii) the transfer of disaster risk reduction (DRR) policy by the United Nations International Strategy for DRR (UNISDR) to ECOWAS. The thesis argues that the mechanisms of conditionality and persuasion were involved in the transfer of renewable energy policy, while the mechanism of obligation can be observed in the transfer of DRR policy. It further argues that the portrayals of the narrative setting, character, plot and moral, in the policy narratives of the transfer agents and recipient, shaped the manifestation of these transfer mechanisms. The application of the NPF to the two case studies enabled the identification and association of different policy narrative elements that will likely characterise specific transfer mechanisms. In addition, the study highlights the opportunity of broadening policy transfer research beyond a limited geographical reach, through covering two instances of policy transfer to a region in sub-Sahara Africa. It also broadens the group of actors that are often studied in the literature by considering policy transfers initiated and led by IGOs.

As China has celebrated its economic boom over the past decades, scientific research within the R&D sector of industry has become an active arena for Science and Technology Studies (STS) in understanding how science contributes to social change in China. Two themes are central in this sociological work: the study of secular change in China, in particular, change in its biotech industries exemplified by work in the BGI (formerly known as Beijing Genomics Institute); the investigation of interdisciplinarity in that context. This research sheds new light on explanatory practice in interdisciplinary research (IDR) strategy as patterns of interaction in the social process of scientific knowledge production, and its contribution also includes bridging the sociology of scientific knowledge production and research policy studies. In this thesis, I examine a number of topics at three interrelated levels of analysis. First, it explores the theoretical development of the academic discipline and the notion of interdisciplinarity, with a focus on the balance of normative and descriptive approaches in understanding their social functionality as embodied by what I name as Paradiscipline (the initial stage of IDR project). The second level investigates closely how IDR patterns emerge and evolve in the sequencing-based industrial R&D practice in the case of the BGI. Social, cultural, and institutional factors directing and conditioning collective actions by status groups within interaction network are carefully weighed against the context that scientific expertise speak to power in China's social setting. The last level is dedicated to yield more pervasive implications including the organizational structure of interaction and modelling of scientific research, via comparative analysis of traditional S&T management and governing 'Big Science'. It further addresses the issues around on-site governance of China's biotechnology industry R&D, at both management practice and policy making levels, on the basis of social embedment.

Among the tools available to enhance the rationality of policy formulation, Regulatory Impact Analysis (RIA) has captured the attention of many scholars for its potential to enhance the accountability and transparency of regulatory governance. Although almost all EU and OECD member states have adopted RIA, only a sub- set of small-n case comparative studies on institutional, political and administrative impact have been conducted. By filling this gap in the literature and proposing the rigorous operationalisation of concepts such as adoption, extent of implementation, and learning, this thesis ascertains the extent of interdependency among governments in their choices concerning an innovation of regulatory governance. Methodologically, the dissertation draws on a multi-method approach, consisting of qualitative analysis to track the process of institutionalisation, as well as event history analysis, based on a dataset covering thirty-eight countries from 1968 to 2006. The empirical findings show that diffusion is a multifaceted process. In the decision to adopt RIA, the role of the OECD in translating, packaging, and promoting such administrative innovation coexists with previous innovations and other administrative variables. Yet the impact of interdependency is marginal in the successive phases of implementation and evaluation. Earliness of adoption is the major predictor of the extent of implementation. There is little evidence of interaction and communication among adopters on the subject of their learning experience. On balance, this regulatory governance innovation is a domain of symbolic and rhetorical meanings that is not adequately supported by administrative capacity.

Recent work has sought to explain the striking variations in municipal hospital provision in the 1930s by quantitative analysis. Such work has not so far provided a hypothesis which satisfactorily explains the range of variations found. This study, grounded in an analysis based on the Advocacy Coalition Framework and the results of three case studies of events in the county boroughs of Plymouth and Exeter and in Devon County Council, uses a qualitative methodology developed by iteration between a deductive approach drawing on recent work and an inductive approach using a computer-assisted analysis of primary source material and proposes a new hypothesis. The hypothesis developed is that where a local authority inherited a Poor Law workhouse as a result of the Local Government Act (1929) development would be more likely to occur in places where councillors exhibited strong progressive beliefs in accountability to the wider community and in their social responsibility towards that community; where they had successful experience of direct hospital provision in other fields; and when they had available a committed entrepreneur able to marshal support for change within the council. In addition to its empirical findings the study contributes to the development of public policy theory by suggesting improvements to the Advocacy Coalition Framework. Such improvements comprise recognition of the importance of ‘deep core’ as well as ‘policy core’ beliefs to policy change, consideration of path dependency as a significant method of policy learning, and of the roles of entrepreneurs and policy brokers. Finally the study draws attention to the relevance of the study to current practice in the implementation of public policy and proposes specifically that local NHS agencies should give greater prominence to identifying and supporting individuals with the skills of policy entrepreneurs.
