The six papers compiled here cover issues related to acquisition, library cooperation, and collection development. In "The UK Serials Group: A British Success Story," David P. Woodworth describes the background and work of the Serials Group, an autonomous British organization which aims to bridge the gap between serials producers and consumers. In "The Australian Scene: Cooperation between Libraries and with the Book Trade and Publishers," Derek Whitehead outlines the recent history of cooperation between libraries, the book-trade, and publishers, especially through the Australian Book Trade Committee, and discusses cooperation among Australian libraries in collection development. In "The Swedish Conspectus Project 'SULF'," Jan Hagerlid describes a project aimed at enhancing local capacity to formulate collection development policies. In "National Repository Planning in Scandinavia: The Result of a Seminar," Birgitta Bergdahl gives background on a 1987 seminar on national repository planning, summarizes the current situation of repository libraries in Scandinavia, and offers recommendations and warnings. In "The Acquisition Crisis in Academic Libraries: The Role of Book Price Indices in Budgetary Planning," Rolf Griebel considers the applicability of different types of price indices to budget planning with reference to Anglo-American and West German literature. In "Information Basis of International Book Exchange," Z. P. Sorokina discusses the research on the international exchange of publications. (MES)

This paper focuses on innovation and the change triggered by the introduction of new approaches to planned change in professional practice. It presents a range of ideas and theories about innovation and change and speculates about how new approaches get introduced and become accepted into professional practice. The paper concludes by focusing on the nature and characteristics of change (need, clarity, complexity, adaptability) and some theories that might provide for better understanding and management of change, both within the context of individual libraries and across university libraries generally. While somewhat theoretical, the ideas presented come directly from educational theories that are being applied to case-study research underway in Australian university libraries. Supervision of library digitization is the focus of this paper. First outlined are the definition, formalization, implementation, and completion phases of project management. Descriptions of management decisions involved in digitization projects follow on matters such as: collection analysis, resourcing, project personnel, production, access and metainformation, and intellectual property. These procedures to be formalized and implemented in digitization projects are then highlighted: selection for digital conversion, plan approach, produce digital collection and access aid, store in digital archive, create framework, assemble digital collection, test and refine, and release. Projects in Australian public, academic, and special libraries are then noted. The paper provides the following pointers for libraries embarking upon digitisation programs: policy framework, training, standards, application, and monitoring. (Contains 16 references.) (AEF)

This paper examines Australian progress in addressing the implications of two certainties about the 21st century--change will be a constant, and it will be a century of data and information abundance. The focus is on the higher education sector, consisting of 36 public and two private universities. Topics discussed include: (1) characteristics of Australian higher education; (2) challenges for libraries; (3) Information Fatigue Syndrome, i.e., ill health as a result of information overload; (4) education at a crossroads--changes in the role of education because of the information explosion; (5) lifelong learning; (6) changing the educational paradigm, including development of information skills and information literacy as a goal of higher education; (7) the need for research on information literacy; (8) information literacy as the "zeitgeist" of the times, i.e., an idea whose time has come; (9) the marketing of information literacy; (10) a strategic response to ensure that, by 2000, every educator, educational administrator, and librarian in Australia has heard of information literacy; (11) Australian information literacy conferences; (12) summaries of two conference papers on information literacy; (13) information literacy and library competencies; (14) highlights of two Australian government reports on information literacy; and (15) response of Australian university libraries to information literacy and their potential role as educational change agents. This paper explores the issues and opportunities for information providers in a digital environment where the skills of management of change and leadership are necessary to create vital and healthy organizations. The first section discusses challenges of the digital environment and skills for the information profession, including the impact of technology, the changing role of the library, and core skills for library staff (e.g., management, information technology, teamwork, strategic thinking, and customer service skills). The second section describes how the State Library of Victoria (Australia) is addressing these challenges with staff and management development programs, including: (1) staff workshops on information service values related to customers, knowledge, teamwork, collections, and environment; (2) staff, leadership, and management training focusing on communication/interpersonal, marketing/promotion, technology self/team management, change management, problem-solving, mission/vision/values, and task-specific skills, as well as five leadership values (self-awareness, stands in the future, customer focus, collaborative spirit, and bias for action); and (3) management development training developed in collaboration with the University of Melbourne and Royal Melbourne Institute of Technology University. The third section covers ways of thinking about organizations and managers, including organizations as many things at once and the roles of managers and leaders. (Contains 17 references.) (MES)

This survey examined the home pages of 36 Australian university library World Wide Web sites. Reports were run on these pages, using a service that checks the HTML for validity and reports errors, a service that checks usability by the visually disabled, and a program that checks the HTML, corrects and reports errors, and improves efficiency style specifications. The following data were extracted: the size in bytes of each report and the source; the number of errors encountered; the download time for the page; and the total size of the page and associated graphics. A table presents numeric results, and findings are reported related to use of graphics, download times, quality of HTML, frames, scripting, metatagging, and disability testing. Problems with the Web sites are summarized. The paper also provides a list of what to avoid in Web site design in general and specifically for library Web sites. (MES)

This paper explores the idea of an information society from different perspectives, raises issues that are relevant to university libraries, and offers a way forward to some future developments. The first section provides a sketch of the information society in Australia and presents statistics on readiness, intensity, and impacts from reports released by the National Office for the Information Economy and the Australian Bureau of Statistics. The second section discusses technological, economic, occupational, spatial, and cultural perspectives on an information society. The third section considers an approach to information that identifies three different kinds of information: information-as-thing, information-as-process, and information-as-knowledge. The next section addresses information issues for universities, including new modes of knowledge production summarized in terms of context, disciplinary orientation, organizational diversity, accountability, and quality control. This section also explores the implications of the free flow of information. (Contains 33 references.) (MES)

In May 2000, a survey of current academic library building activities in Australia was undertaken. The libraries were asked to identify current or planned building projects, the drivers of the projects (i.e., why they were being undertaken), assumptions about the future of academic libraries underlying the planning, and what were seen as the key innovations in the new facility. The broad purpose of the survey was to identify any significant new trends that were emerging in the physical planning of academic libraries. Thirty-eight libraries were surveyed, and seventeen indicated that they were currently involved in significant building activity. Two New Zealand academic libraries also responded. The survey also canvassed comments from respondents on the challenges they faced in negotiating support for new facilities. Future models for academic libraries were examined, including "Information Commons," the integrated facility, the learning center, and the decentralized model. The paper also provides background on an investigation of trends in the planning and design of academic library facilities that took place at La Trobe University (Victoria, Australia) in preparation for a number of library building projects that would alleviate severe space problems at three of the campus libraries. This paper discusses the impact of globalization and new information and communication technologies on the structures and practices of higher education. The first section addresses the integration of library and information technology services, focusing on experiences at the University of the Sunshine Coast (Queensland, Australia). The second section considers the risks of integration, including the perception that the two professional groups are different, as well as a survey on library reporting lines and university administration among the Council of Australian University Librarians. The third section covers designing for the future, including applying a transaction costs theory to organizational design, and alliances between educational institutions and e-commerce companies to offer tuition-free online education. The fourth section discusses the key to organizational design, including the following objectives of an information infrastructure for the future: (1) it must achieve a new level of cost effectiveness; (2) it must create a higher level of service; (3) it must develop a true research and development capability; and (4) it must rapidly develop and make rational a new, flexible organizational culture. This paper considers innovation in academic libraries. The first part explores the definition and nature of innovation and the literature relevant to academic libraries in particular. In the second part, the outcomes of a search of library World Wide Web sites and a survey of International Association of Technological University Libraries (IATUL) and Australasian academic libraries are detailed. Results in the following areas are presented: innovations since 1995 related to physical facilities, electronic and nonelectronic information services, information literacy, community access, and library cooperation; innovation specified in mission, objectives, or strategic plan; staff development program facilitating innovation and enterprise culture; and budget provision for innovation. These results are presented first for IATUL members excluding Australia and New Zealand (n=49), then for Australia and New Zealand libraries (n=39). The third part reviews the issues that need to be considered by libraries seeking to be innovative and learning organizations in the 21st century. (Contains 17 references.) (MES)

This paper discusses access to Asian serials (i.e., Asian and Western language titles, including publications from Asia, as well as serials about Asia produced elsewhere) in Australian libraries. Background is provided on the development of Asian collections since the 1950s. Results of a 1994 national survey of Asian materials are summarized. Efforts to coordinate Australia's Asian collections are described, including the National Chinese, Japanese, and Korean (CJK) Service and the Indonesian Acquisitions Project. A survey of users of Korean materials is reported, as well as a panel on information needs of Asian studies academics. Other topics include: a collecting agreement for Chinese statistical yearbooks between the National Library and the Australian National University (ANU); World Wide Web sites for major Asian collections in Australia; serial indexing; and backlogs of uncataloged Asian serials. This paper discusses services and technology offered to remote sites by the Curtin University of Technology (Australia) Library and Information Service. The following topics are covered: (1) imperatives driving the library to reticulate scholarly electronic information services to clients wherever they are, including the growth of distance education; (2) services offered, including the library's World Wide Web site; (3) barriers faced by the library and its clients related to demographics and communications; (4) strategies and solutions being put in place to overcome these barriers, including state government initiatives, universal telephone service, educational television, and telecenters and MITEs (Modular Interactive Telecommunications Environments); and (5) information/technology transfer, including precautions for transferring technologies to developing communities. The Commission on International Adult Education (CIAE) of the American Association for Adult and Continuing Education (AAACE) provides a forum for the discussion of international issues related to adult education in general, as well as adult education in various countries around the globe. The following purposes summarize the work of the Commission: (1) To develop linkages with adult education associations in other countries; (2) To encourage exchanges between AAACE and associations from other countries; (3) To invite conference participation and presentations by interested adult educators around the world; and (4) To discuss how adult educators from AAACE and other nations may cooperate on projects of mutual interest and benefit to those served. The Commission holds its annual meeting in conjunction with the AAACE conference. The main objective of this research was to develop a suitable model for a Thai university library in information provision to tenant firms in the first Thai technology park. Such a model, which was based on Australian data, was fine-tuned to meet local Thai social and economic conditions. The research process investigated many issues with tenants in five Australian technology parks, including information needs, information use, information seeking behavior, information perception, librarian roles, and characteristics of required information services; the library information services that are already offered to tenant firms by Australian university libraries were also evaluated. The proposed Thai model encompassed five major library activities--policies, collection development, information services, staffing, and promotion and marketing. In Australia, there were three sub-sample groups taken into account: company staff members in five Australian technology parks; the technology park managers; and librarians in Australian university libraries that have formal links with the technology parks. In Thailand, the sample group for a preliminary testing of the proposed model comprised top management personnel of King Mongkut's University of Technology, whose technology park is in the process of establishment, and of three university libraries and one public library involved in information provision. The conference that generated these papers focused on the range of issues presently facing university libraries. Because there is no general consensus on the nature or importance of the most substantive problems or the solutions to those problems, the conference was designed to encourage discussion of the issues. An analysis of a series of recent government reports on aspects of higher education, which was made available to all speakers and participants, provided a special context for the conference. Seven papers address future directions that the member libraries of the Technical and Further Education (TAFE) National Section of the Australian Library and Information Association can pursue to respond to a changing environment characterized by declining public funds; the need to fulfill some of the major requirements of the government's economic strategies; the current industrial agenda; and the move towards involving TAFE in direct industry training.
