Papers on library buildings and equipment, which were presented at the 1983 International Federation of Library Associations (IFLA) conference, include: (1) "The Impact of Technology on Library Buildings," in which Rolf Fuhlrott (West Germany) discusses construction technology (types of building materials and library building design), selection of technical building equipment (illumination systems, air conditioning systems, and patron transportation facilities), and library technology (book conveying systems and storage facilities); (2) "German Library Building in the Last Decade: Selected Examples of Academic/Research Libraries and Public Libraries in the Federal Republic of Germany and Berlin (West)," which presents holdings data, facility specifications, and other information on 19 academic and 11 public libraries in West Germany; (3) "The Influence of Conventional Technologies on Library Planning and Construction," in which Robert K. Jopp (West Germany) discusses library heating, lighting, and air conditioning in the context of energy conservation; and (4) "Whither the Book? Considerations for Library Planning in the Age of Electronics," in which Roscoe Rouse, Jr. (United States) discusses paper longevity, book preservation, the impact of the online environment on libraries, electronic publishing, and factors to be considered in planning future library buildings. Presentations on NCIP (North American Collections Inventory Project) program developments and future program directions are combined with business meeting minutes in this report from the Association of Research Libraries (ARL). The text of remarks presented as part of a panel discussion on the program theme includes: (1) "Development and Use of the RLG (Research Libraries Group) Conspectus" (David H. Stam); (2) "NCIP in the United States" (Robert C. Miller); (3) "NCIP in Canada" (Marianne Scott); (4) "Internal Uses of the RLG Conspectus" (Anthony W. Ferguson); and (5) "The Conspectus: Issues and Questions" (Millicent D. Abell). In addition, brief reports on group discussions of concerns relating to the NCIP are presented by Donald Koepp, Irene B. Hoadley, Charles E. Miller, David Bishop, and Susan Cote. Business meeting coverage includes reports from the President's Task Force on Membership Criteria, the Executive Director, the Office of Management of Studies, and the President. Reports on the following activities are also presented: (1) the ARL Recon (Retrospective Conversion) Project; (2) the ARL Library Index; (3) the Library of Congress DEZ (diethyl gas diffusion) Project; (4) the Library of Congress Cooperative Cataloging Project; and (5) the Council on Library Resources Commission on Preservation and Access. This document contains two papers that discuss information provision to customers at the University of Melbourne (Australia) library in light of the merger of the library with information technology (IT) and multimedia education. The first paper addresses the following issues involved in providing this service: content--collection and access decisions based on the academic programs of the University; cooperation--strategic alliances among academics, library staff, IT staff, and multimedia education staff, so that the new Information Division becomes an integral part of teaching, learning, and research activities; gateways--focal points on the World Wide Web for providing access to information for a discipline, including print as well as electronic resources; authorization and authentication--allowing students and staff to access resources from anywhere at any time; statistics--data to indicate usage of electronic resources; and promotion of the library. The second paper provides examples of the different types of collaborative partnerships that are emerging among libraries in the United Kingdom, United States, and Australia. The paper then focuses on the University of Melbourne experience, highlighting: positioning the library to meet the agenda; new services; the Percy Baxter Collaborative Learning Centre; collaborative multimedia projects--researching history and the postgraduate library; and librarians working in faculty. For a variety of reasons, collection care in Southeast Asia, especially in the northern regions, is fraught with many difficult challenges. Climates that are unfriendly to paper-based materials, poor economies, war, and civil unrest, are just a few of the reasons that librarians and archivists find it extremely difficult to ensure the survival of cultural property. The rate of deterioration can be slowed and, in some cases, reversed through actions that are relatively low-cost and uncomplicated. This paper discusses some of the strategies employed by the Cornell University (New York) Department of Preservation and Conservation to preserve materials in Burma, Cambodia, Laos, Viet Nam, and Thailand in projects conducted over the last ten years. The need for careful needs assessments and clear articulation of them will be discussed in the context of competing for the necessary resources from international funding agencies, along with descriptions of stabilization operations. The Commission on International Adult Education (CIAE) of the American Association for Adult and Continuing Education (AAACE) provides a forum for the discussion of international issues related to adult education in general, as well as adult education in various countries around the globe. The following purposes summarize the work of the Commission: (1) To develop linkages with adult education associations in other countries; (2) To encourage exchanges between AAACE and associations from other countries; (3) To invite conference participation and presentations by interested adult educators around the world; and (4) To discuss how adult educators from AAACE and other nations may cooperate on projects of mutual interest and benefit to those served. The Commission holds its annual meeting in conjunction with the AAACE conference. This Delphi study examined what the role of an academic library will be and what skills an academic librarian will need in the year 2005. The study involved two rounds of questions and was conducted between December 1998 and April 1999. Responses were received from 23 experts in 10 countries. In the first round of the study, the experts were asked to answer open-type questions, and the following common issues were identified: (1) impact factors--finance policy, information technology progress, changes in higher education, cooperation/regionalization, and law regulations/public issues; (2) library activities--involvement in teaching/education, information management/access, building collections and making them accessible, managing, creating electronic libraries, cooperation/resource sharing, support for research/reference, and social activities; (3) skills of librarians--communication/training, information technology, managerial, commitment, and subject knowledge/profiling; and (4) problems with new technologies/electronic media--managing electronic information, dealing with change, legal, finance, people, and competitiveness. Based on analysis of first-round results, the second questionnaire was prepared containing 12 closed-type and one open-type question. A vision of the academic library, library activities, and librarians in the year 2005 was formulated. Appendices include: an outline of issues appearing in answers to first-round questions; the second-round questionnaire; and a list of experts surveyed. (MES)

The topic of the 123rd meeting of the Association of Research Libraries (ARL) is the information infrastructure. The ARL is seeking to influence the policies that will form the backbone of the emerging information infrastructure. The first session concentrated on government roles and initiatives and included the following papers: "Opening Remarks" (Susan K. Nutter); "Canadian Information Policy" (Jocelyn Ghent Mallett); "Developing the National Information Infrastructure (NII)" (Michael Nelson); and "North Carolina's Information Highway" (Jane Smith Patterson). The stakeholders in the emerging information infrastructure are examined in the papers in the second session: "Introduction" (Hiram Davis); "The Public Interest Community: The Social and Legal Costs of the Information Superhighway" (Sonia Jarvis); "The Computer Industry's Assessment of the NII" (Kenneth Kay); "The Telecommunications Industry's Cooperative Role in the National Information Infrastructure (NII)" (Thomas Spacek); and "How the Information Network will Affect the Research and Education Communities" (Paul Evan Peters). Finally, papers concerned with the issues and technology of the infrastructure are presented in the third session: "Introduction" (James Neal); "Convergence and Higher Education" (Richard Taylor); and "Technological Change and the Public Interest" (Frederick Weingarten).
