This paper scrutinizes the zonal oscillation of the western North Pacific subtropical high (WNPSH) via diagnosing its two extreme phases, which are defined by the top 10% strongest (positive phase) and the weakest (negative phase) WNPSH index (WNPSHI) days during summers in 1979–2016. Key findings include the following: a tripole pattern consisting of intensified (weakened) precipitation over the Maritime Continent and the East Asian summer monsoon regions, and suppressed (strengthened) precipitation over the western North Pacific summer monsoon region during positive (negative) WNPSH phases; a westward movement of WNPSH-induced precipitation anomalies that subsequently affects eastern China, Japan, and the Korean Peninsula at different time lags; an OLR–vorticity pattern explained by atmospheric responses to thermal sources is suggested to drive the oscillation; and the competitive interaction of local air–sea feedbacks, especially during the positive phase. In addition, moderate-to-strong positive correlations between the WNPSHI and the Niño-3.4 index are found on 1–2-, 2–3-, and 3–6-yr time scales; both exhibit decadal shifts to a higher-frequency mode, suggesting the intensification of both the zonal WNPSH oscillation and the ENSO under the changing climate and their close interdecadal association. A nonlinear quasi-biennial WNPSH–ENSO relationship is identified: the positive (negative) WNPSH phase sometimes occurs during 1) a decaying El Niño (La Niña) in the preceding summer/autumn, and/or 2) a developing La Niña (El Niño) in the current summer/autumn. A full ENSO transition from moderate-to-strong El Niño to La Niña is often seen during the positive phase, offering potential in predicting ENSO events and extreme WNPSH phases and thereby the summer monsoon rainfall in East Asia. There is an urgent need to understand and predict how extreme precipitation events (EPEs) will change at high latitudes, both for local climate change adaptation plans and risk mitigation and as a potential proxy "anticipating" the impact of climate change elsewhere in the world. This paper illustrates that a combination of non‐stationary modelling approaches can be adopted to evaluate trends in EPEs under uncertainty. A large database of daily rainfall events from 281 sparsely distributed weather stations in Finland between 1961 and 2016 was analysed. Among the tested methods, Poisson distributions provided a powerful method to evaluate the impacts of multiple physical covariates, including temperature and atmospheric circulation patterns (ACPs), on the resulting trends. The analysis demonstrates that non‐stationarity is statistically valid for the majority of observations, independently of their location in the country and the season of the year. However, subsampling can severely hinder the statistical validity of the trends, which can be easily confused with random noise and therefore complicate the decision‐making processes regarding long‐term planning. Scaling effects have a strong impact on the estimates of non‐stationary parameters, as homogenizing the data in space and time reduces the statistical validity of the trends. Trends in EPE statistics (mean, 90 and 99% percentiles) and best‐fitted Generalized Pareto parameters in the tails of the distributions appear to be stronger when approaching the Polar region (Lapland) than away from it, consistent with the Arctic amplification of climate change. ACPs are key covariates in physically explaining these trends. In particular, the Arctic Oscillation (AO) and North Atlantic Oscillation (NAO) can explain statistically significant increases in extreme precipitation in Lapland, Bothnian and South regions of Finland, particularly during summer and fall seasons. Non‐stationarity is statistically valid in the majority of observations but masked by subsampling and spatio‐temporal heterogeneity. Summer precipitation anomalies over eastern China are characterized spatially by meridionally banded structures fluctuating on interannual and interdecadal timescales, leading to regional droughts and floods. In addition to long-term trends, how these patterns may change under global warming has important implications for agricultural planning and water resources over this densely populated area. Using the latest Hadley Centre climate model, HadGEM3-GC2, this paper investigates the potential response of summer precipitation patterns over this region, by comparing the leading modes between a 4×CO2 simulation and the model’s pre-industrial control simulation. Empirical Orthogonal Function (EOF) analyses show that the first two leading modes account for about 20% of summer rainfall variability. EOF1 is a monopole mode associated with the developing phase of ENSO events and EOF2 is a dipole mode associated with the decaying phase of ENSO. Under 4×CO2 forcing, the dipole mode with a south-north orientation becomes dominant because of a strengthened influence from excessive warming of the Indian Ocean. On interdecadal time scales, the first EOF looks very different from the control simulation, showing a dipole mode of east-west contrast with enhanced influence from high latitudes. The IPCC Fifth Assessment Report highlighted large uncertainty in European precipitation changes in the coming century. This paper investigates the sources of intermodel differences using CMIP5 model European precipitation data. The contribution of atmospheric circulation to differences in precipitation trends is investigated by applying cluster analysis to daily mean sea level pressure (MSLP) data. The resulting classification is used to reconstruct monthly precipitation time series, thereby isolating the component of precipitation variability directly related to atmospheric circulation. Reconstructed observed precipitation and reconstructions of simulated historical and projection data are well correlated with the original precipitation series, showing that circulation variability accounts for a substantial fraction of European precipitation variability. Removing the reconstructed precipitation from the original precipitation leaves a residual component related to noncirculation effects (and any small remaining circulation effects). Intermodel spread in residual future European precipitation trends is substantially reduced compared to the spread of the original precipitation trends. Uncertainty in future atmospheric circulation accounts for more than half of the intermodel variance in twenty-first-century precipitation trends for winter months for both northern and southern Europe. Furthermore, a substantial part of this variance is related to different forced dynamical responses in different models and is therefore potentially reducible. These results highlight the importance of understanding future changes in atmospheric dynamics in achieving more robust projections of regional climate change. Finally, the possible dynamical mechanisms that may drive the future differences in regional circulation and precipitation are illustrated by examining simulated teleconnections with tropical precipitation. The response over West Africa to uniform warming of the Atlantic Ocean is analyzed using idealized simulations with a regional climate model. With warming of 1 and 1.5 K, rainfall rates increase by 30%-50% over most of West Africa. With Atlantic warming of 2 K and higher, coastal precipitation increases but Sahel rainfall decreases substantially. This nonlinear response in Sahel rainfall is the focus of this analysis. Atlantic warming is accompanied by decreases in low-level geopotential heights in the Gulf of Guinea and in the large-scale meridional geopotential height gradient. This leads to easterly wind anomalies in the central Sahel. With Atlantic warming below 2 K, these easterly anomalies support moisture transport from the Gulf of Guinea and precipitation increases. With Atlantic warming over 2 K, the easterly anomalies reverse the westerly flow over the Sahel. The resulting dry air advection into the Sahel reduces precipitation. Increased low-level moisture provides moist static energy to initiate convection with Atlantic warming at 1.5 K and below, while decreased moisture and stable thermal profiles suppress convection with additional warming. In all simulations, the southerly monsoon flow onto the Guinean coast is maintained and precipitation in that region increases. The relevance of these results to the global warming problem is limited by the focus on Atlantic warming alone. Postglacial expansion of deciduous oak woodlands of the Zagros-Anti-Taurus Mountains, a major biome of the Near East, was delayed until the middle Holocene at ~6300 cal. yr BP. The current hypotheses explain this delay as a consequence of a regional aridity during the early Holocene, slow migration rates of forest trees, and/or a long history of land use and agro-pastoralism in this region. In the present paper, support is given to a hypothesis that suggests different precipitation seasonalities during the early Holocene compared with the late Holocene. The oak species of the Zagros-Anti-Taurus Mts, particularly Quercus brantii Lindl., are strongly dependent on spring precipitation for regeneration and are sensitive to a long dry season. Detailed analysis of modern atmospheric circulation patterns in SW Asia during the late spring suggests that the Indian Summer Monsoon (ISM) intensification can modify the amount of late spring and/or early summer rainfall in western/northwestern Iran and eastern Anatolia, which could in turn have controlled the development of the Zagros-Anti-Taurus deciduous oak woodlands. During the early Holocene, the northwestward shift of the Inter-Tropical Convergence Zone (ITCZ) could have displaced the subtropical anticyclonic belt or associated high pressure ridges to the northwest. The latter could, in turn, have prevented the southeastward penetration of low pressure systems originating from the North Atlantic and Black Sea regions. Such atmospheric configuration could have reduced or eliminated the spring precipitation creating a typical Mediterranean continental climate characterized by winter-dominated precipitation. East African hydroclimate exhibits considerable variability across a range of timescales, with implications for its population that depends on the region’s two rainy seasons. Recent work demonstrated that current state-of-the-art climate models consistently underestimate the long rains in boreal spring over the Horn of Africa while overestimating the short rains in autumn. This inability to represent the seasonal cycle makes it problematic for climate models to project changes in East African precipitation. Here we consider whether this bias also has implications for understanding interannual and decadal variability in the East African long and short rains. Using a consistent framework with an unforced multi-century global coupled climate model simulation, the role of Indo-Pacific variability for East African rainfall is compared across timescales and related to observations. The dominant driver of East African rainfall anomalies critically depends on the timescale under consideration: Interannual variations in East African hydroclimate coincide with significant sea surface temperature (SST) anomalies across the Indo-Pacific, including those associated with the El Niño-Southern Oscillation (ENSO) in the eastern Pacific, and are linked to changes in the Walker circulation, regional winds and vertical velocities over East Africa. Prolonged drought/pluvial periods in contrast exhibit anomalous SST predominantly in the Indian Ocean and Indo-Pacific warm pool (IPWP) region, while eastern Pacific anomalies are insignificant. We assessed dominant frequencies in Indo-Pacific SST and found the eastern equatorial Pacific dominated by higher-frequency variability in the ENSO band, while the tropical Indian Ocean and IPWP exhibit lower-frequency variability beyond 10 years. This is consistent with the different contribution to regional precipitation anomalies for the eastern Pacific versus Indian Ocean and IPWP on interannual and decadal timescales, respectively. In the model, the dominant low-frequency signal seen in the observations in the Indo-Pacific is not well-represented as it instead exhibits overly strong variability on subdecadal timescales. With the twentieth century analysis data (1901-2002) for atmospheric circulation, precipitation, Palmer drought severity index, and sea surface temperature (SST), we show that the Asian-Pacific Oscillation (APO) during boreal summer is a major mode of the earth climate variation linking to global atmospheric circulation and hydroclimate anomalies, especially the Northern Hemisphere (NH) summer land monsoon. Associated with a positive APO phase are the warm troposphere over the Eurasian land and the relatively cool troposphere over the North Pacific, the North Atlantic, and the Indian Ocean. Such an amplified land-ocean thermal contrast between the Eurasian land and its adjacent oceans signifies a stronger than normal NH summer monsoon, with the strengthened southerly or southwesterly monsoon prevailing over tropical Africa, South Asia, and East Asia. A positive APO implies an enhanced summer monsoon rainfall over all major NH land monsoon regions: West Africa, South Asia, East Asia, and Mexico. Thus, APO is a sensible measure of the NH land monsoon rainfall intensity. Meanwhile, reduced precipitation appears over the arid and semiarid regions of northern Africa, the Middle East, and West Asia, manifesting the monsoon-desert coupling. On the other hand, surrounded by the cool troposphere over the North Pacific and North Atlantic, the extratropical North America has weakened low-level continental low and upper-level ridge, hence a deficient summer rainfall. Corresponding to a high APO index, the African and South Asian monsoon regions are wet and cool, the East Asian monsoon region is wet and hot, and the extratropical North America is dry and hot. Wet and dry climates correspond to wet and dry soil conditions, respectively. The APO is also associated with significant variations of SST in the entire Pacific and the extratropical North Atlantic during boreal summer, which resembles the Interdecadal Pacific Oscillation in SST. Of note is that the Pacific SST anomalies are not present throughout the year, rather, mainly occur in late spring, peak at late summer, and are nearly absent during boreal winter. The mechanisms associated with the intraseasonal variability of precipitation over South America during the spring season are investigated with emphasis on the influence of a quasi-stationary anomalous circulation over the southeastern South Pacific Ocean (SEP). A spectral analysis performed to the bandpass-filtered time series of daily precipitation anomalies for the La Plata Basin (LPB) and the South Atlantic convergence zone (SACZ) regions revealed several statistically relevant peaks corresponding to periods of roughly 23 days and 14–16 days—with the lower (higher) frequency peaks more prevalent for the SACZ (LPB). The large-scale circulation patterns preconditioning precipitation variability over both regions were explored by means of a regression analysis performed on the daily 500-hPa geopotential anomaly field provided by the NCEP–NCAR reanalysis dataset. The most prominent feature of the regression fields is the presence of a quasi-stationary anomalous anticyclonic (cyclonic) circulation over the southeastern South Pacific Ocean associated with positive rainfall anomalies over the LPB (SACZ) and, emanating from that high (low), an external Rossby wave propagating northeastward toward the South American continent. The synoptic-scale activity, quantified in terms of a frontal activity index, showed a strong influence on precipitation over the LPB and to a lesser extent over the SACZ. Moreover, the frontal activity is actually modulated by the anomalous high circulation over the SEP region. The behavior of this anomalous circulation may be supported by a positive feedback mechanism that can enhance the response of the high anomaly itself, which in turns reinforces the Rossby wave train propagating toward the South American continent. This is the second of a two-part investigation of rainfall in southern Africa during the strong El Niño of 1997/98. In Part I it was shown that widespread drought in southern Africa, typical of past El Niño events occurring between 1950 and 2000, generally failed to materialize during the 1997/98 El Niño, most notably during January–March (JFM) 1998. Here output from three atmospheric general circulation models (AGCMs) forced with observed sea surface temperatures (SSTs) and seasonal forecasts from three coupled models are examined to see to what extent conditions in JFM 1998 could have potentially been anticipated. All three AGCMs generated widespread drought conditions across southern Africa, similar to those during past El Niño events, and did a generally poor job in generating the observed rainfall and atmospheric circulation anomaly patterns, particularly over the eastern and southern Indian Ocean. In contrast, two of the three coupled models showed a higher probability of wetter conditions in JFM 1998 than for past El Niño events, with an enhanced moisture flux from the Indian Ocean, as was observed. However, neither the AGCMs nor the coupled models generated anomalous stationary wave patterns consistent with observations over the South Atlantic and Pacific. The failure of any of the models to reproduce an enhanced Angola low (favoring rainfall) associated with an anomalous wave train in this region suggests that the coupled models that did indicate wetter conditions in JFM 1998 compared to previous El Niño episodes may have done so, at least partially, for the wrong reasons. The general inability of the climate models used in this study to generate key features of the seasonal climate over southern Africa in JFM 1998 suggests that internal atmospheric variability contributed to the observed rainfall and circulation patterns that year. With the caveat that current climate models may not properly respond to SST boundary forcing important to simulating southern Africa climate, this study finds that the JFM 1998 rainfall in southern Africa may have been largely unpredictable on seasonal time scales. Interannual extremes in New Zealand rainfall and their modulation by modes of Southern Hemisphere climate variability are examined in observations and a coupled climate model. North Island extreme dry (wet) years are characterized by locally increased (reduced) sea level pressure (SLP), cold (warm) sea surface temperature (SST) anomalies in the southern Tasman Sea and to the north of the island, and coinciding reduced (enhanced) evaporation upstream of the mean southwesterly airflow. During extreme dry (wet) years in South Island precipitation, an enhanced (reduced) meridional SLP gradient occurs, with circumpolar strengthened (weakened) subpolar westerlies and an easterly (westerly) anomaly in zonal wind in the subtropics. As a result, via Ekman transport, anomalously cold (warm) SST appears under the subpolar westerlies, while anomalies of the opposite sign occur farther north. The phase and magnitude of the resulting SST and evaporation anomalies cannot account for the rainfall extremes over the South Island, suggesting a purely atmospheric mode of variability as the driving factor, in this case the Southern Annular Mode (SAM). New Zealand rainfall variability is predominantly modulated by two Southern Hemisphere climate modes, namely, the El Niño–Southern Oscillation (ENSO) and the SAM, with a latitudinal gradation in influence of the respective phenomena, and a notable interaction with orographic features. While this heterogeneity is apparent both latitudinally and as a result of orographic effects, climate modes can force local rainfall anomalies with considerable variations across both islands. North Island precipitation is for the most part regulated by both local air–sea heat fluxes and circulation changes associated with the tropical ENSO mode. In contrast, for the South Island the influence of the large-scale general atmospheric circulation dominates, especially via the strength and position of the subpolar westerlies, which are modulated by the extratropical SAM. Summer simulations over the contiguous United States and Mexico with the Regional Atmospheric Modeling System (RAMS) dynamically downscaling the NCEP–NCAR Reanalysis I for the period 1950–2002 (described in Part I of the study) are evaluated with respect to the three dominant modes of global SST. Two of these modes are associated with the statistically significant, naturally occurring interannual and interdecadal variability in the Pacific. The remaining mode corresponds to the recent warming of tropical sea surface temperatures. Time-evolving teleconnections associated with Pacific SSTs delay or accelerate the evolution of the North American monsoon. At the period of maximum teleconnectivity in late June and early July, there is an opposite relationship between precipitation in the core monsoon region and the central United States. Use of a regional climate model (RCM) is essential to capture this variability because of its representation of the diurnal cycle of convective rainfall. The RCM also captures the observed long-term changes in Mexican summer rainfall and suggests that these changes are due in part to the recent increase in eastern Pacific SST off the Mexican coast. To establish the physical linkage to remote SST forcing, additional RAMS seasonal weather prediction mode simulations were performed and these results are briefly discussed. In order for RCMs to be successful in a seasonal weather prediction mode for the summer season, it is required that the GCM provide a reasonable representation of the teleconnections and have a climatology that is comparable to a global atmospheric reanalysis. Analyses of discharge series, precipitation fields and flood producing atmospheric circulation patterns reveal that two governing flood regimes exist in the Mulde catchment in south-eastern Germany: frequent floods during the winter and less frequent but sometimes extreme floods during the summer. Differences in the statistical parameters of the discharge data can be found within the catchment from west to east. The discharges are compared to a number of landscape parameters that influence the discharge in the sub-catchments. Triggering circulation patterns were assigned to all events of the annual maximum discharge series in order to evaluate which circulation patterns are likely to produce large floods. It can be shown that the cyclone Vb-weather regime (TM, TRM) generates the most extreme flood events in the Mulde catchment, whereas westerly winds produce frequently small floods. The Vb-weather pattern is a very slowly moving low pressure field over the Gulf of Genoa, which can bring large amounts of rainfall to the study area. It could also be shown that even with the two flood regimes estimates with the annual maximum series provide a safer flood protection with a larger safety margin than using summer maximum discharge series for extreme summer floods only. In view of climate change it is necessary to integrate knowledge about catchment characteristics, the prevailing flood regime or the trends of weather patterns in the estimation of extreme events. Precipitation variability is analyzed in two versions of the Community Atmospheric Model (CAM), the standard model, CAM, and a “multiscale modeling framework” (MMF), in which the cumulus parameterization has been replaced with a cloud-resolving model. Probability distribution functions (PDFs) of daily mean rainfall in three geographic locations [the Amazon Basin and western Pacific in December–February (DJF) and the North American Great Plains in June–August (JJA)] indicate that the CAM produces too much light–moderate rainfall (10 ∼ 20 mm day-1), and not enough heavy rainfall, compared to observations. The MMF underestimates rain contributions from the lightest rainfall rates but correctly simulates more intense rainfall events. These differences are not always apparent in seasonal mean rainfall totals. Analysis of 3–6-hourly rainfall and sounding data in the same locations reveals that the CAM produces moderately intense rainfall as soon as the boundary layer energizes. Precipitation is also concurrent with tropospheric relative humidity and lifted parcel buoyancy increases. In contrast, the MMF and observations are characterized by a lag of several hours between boundary layer energy buildup and precipitation, and a gradual increase in the depth of low-level relative humidity maximum prior to rainfall. The environmental entrainment rate selection in the CAM cumulus parameterization influences CAM precipitation timing and intensity, and may contribute to the midlevel dry bias in that model. The resulting low-intensity rainfall in the CAM leads to rainfall–canopy vegetation interactions that are different from those simulated by the MMF. The study uses a GCM (ECHAM-OPYC3) and the association between the atmospheric circulation at 925 and 500 hPa and the distribution of daily precipitation for Mediterranean Spain (from earlier analyses) to give estimates of the probable annual precipitation for the late twenty first century. A down-scaling technique is used which involves the matching of daily circulation output from the model for a sequence of years in the late twentieth century (1971–90) and for a corresponding period in the late twenty first century (2080–99) to derive probable regional atmospheric pattern (AP) frequencies for this latter period, and thence to estimate likely changes in annual precipitation. Model days are classified by searching for the closest analogue amongst 19 previously identified APs from an earlier study. Future annual precipitation distribution is derived using previously established relationships between circulation type and daily precipitation distribution. Predicted AP frequencies and precipitation amounts and distribution are compensated by comparing model output with ECMWF data for a decade (1984–93) within the 1971–90 sequence, so that the analysis also provides a verification of the performance of the model. In general the agreement between model output and actual AP frequencies is very good for the present day, though for this southerly region the model appears slightly to under-estimate the frequency of easterly type circulations, many of which yield some of the most significant autumn severe storm rainfalls along the Mediterranean coast. The model tends to over-estimate the frequency of westerly type situations. The study utilises a 'moving window' technique in an attempt to derive measures of inter-decadal variability within the two 20 year periods. This avoids use of data from outside the periods, which would incorporate changing AP frequencies during a period of sustained climate change. Quite pronounced changes in frequency are indicated for certain APs. Marked decreases in frequency are indicated for many near-surface circulations with a westerly or northerly component. For APs with an easterly component, some are shown to increase, others to decrease. Increases in inter-decadal variability are strongly indicated for most APs, though for some easterly situations there is no clear signal. A significant annual precipitation reduction of between 6 to 14% is indicated for Andalucía and the upland parts of Cataluña.
