Although traditional assumptions tend to conceptualize stress as inherently dysfunctional, psychological theory suggests that it is not intrinsically maladaptive. Contemporary models emphasize that the stress response can be differentiated into both negative and positive aspects, known as distress and eustress. Research examining the differential effect of positive and negative stress on adolescent well-being is limited and has been hindered by a lack of appropriate measurement tools. The aim of the present study was to utilize the recently developed Adolescent Distress-Eustress Scale to provide a balanced understanding of the impact of stress on positive mental health, holistically considering the effect of both distress and eustress on adolescent well-being. One thousand eighty-one Australian adolescents (M age = 15.14, 54.03% female) completed an online survey composed of the Adolescent Distress-Eustress Scale alongside measures of well-being, self-efficacy, psychological ill-being, physical activity, and daytime sleepiness. Conditional process analysis suggested that distress exerted no direct influence on well-being, with the observed negative relationship fully mediated by psychological and behavioural variables. Contrastingly, eustress was both directly related to increased well-being and exerted an indirect effect through relationships with mediating variables. These results demonstrate that stress can have profoundly positive consequences. Purpose: This paper draws on the archival records of the Victorian Education Department, literature produced by the governing authority of Tally Ho (the Central Mission), and newspaper reports produced in the mid-20th century about school and education at Tally Ho. This paper also draws on material from the Victorian Aborigines Welfare Board and the Northern Territory Department of Welfare, as well as two historical key government inquiries into the institutionalisation of children. Design/methodology/approach: This paper uses Tally Ho Boys' Training Farm as a case study to examine the intersection of welfare systems, justice systems and schooling and education for Aboriginal children in institutions like Tally Ho in the mid-20th century. Further, it provides perspectives on how institutions such as Tally Ho were utilised by governments in Victoria and the Northern Territory to pursue different agendas -- sometimes educational -- particular to Aboriginal children. This paper also explores how histories can be reconstructed when archives are missing or silent about histories of Aboriginal childhood. Findings: This paper demonstrates how governments used Tally Ho to control and govern the lives of Aboriginal children. By drawing together archives from a range of bodies and authorities who controlled legislation and policies, this paper contributes new understandings about the role of institutions in Victoria to the assimilation policies of Victoria and the Northern Territory in the mid-20th century. Originality/value: Scholarship on the institutionalisation of children in the post-war era in Victoria, including the ways that schooling and justice systems were experienced by children living in care, has failed to fully engage with the experiences of Aboriginal children. Historians have given limited attention to the experiences of Aboriginal children living in institutions off Aboriginal reserves in Victoria. There has been limited historical scholarship examining the experiences of Aboriginal and Torres Strait Islander children at Tally Ho. This paper broadens our understandings about how Aboriginal children encountered institutionalisation in Victoria.

Australian and international research documents the limited access of young people transitioning from out-of-home care (OOHC) to further and higher education. This paper examines the processes, outcomes, and key findings of the Raising Expectations project, a collaborative university and industry approach to promote higher education among care leavers at two Australian universities. That approach was informed by the co-authors' previous research, including interviews with enrolled care-leaver students. The paper highlights the relevance of that research in the design and implementation of Raising Expectations. Our findings reiterate the importance of policy and practice reforms informed by rigorous research, particularly involving the voices and agency of care leavers. We outline strategies adopted by the participating universities resulting in a fourfold increase in enrolments, growth in school outreach activities, and significantly improved retention rates. The paper also highlights barriers to higher education access and success, through care-leaver student interviews and policy analysis. These interviews revealed the need for better university outreach and information to prospective care-leaver students, improved support for enrolled care-leaver students, and better capturing of data by universities and governments. The paper also highlights policy barriers to the greater expansion of care-leavers at university, especially in the absence of extended state care.

This paper explores a collaborative strengths-based approach to investing in pre-service early childhood teacher education in the area of child protection. The doctoral research of the author, which evaluated a Strengths Approach as a cross-sector tool for implementing change in early-childhood education and in doing so researched a potential investment in improving pre-service preparation, is described and discussed. Findings from the research suggest that using a strengths-based process, involving work-integrated learning, enhanced the ability of the pre-service teachers in the study to protect young children. A recent report delivered by the Australian Centerer for Child Protection has highlighted the need for empirical evidence of effective pedagogies for supporting teaching and learning of child protection content in Australian teacher education programs (Arnold & Mai-Taddeo, 2007). This paper advances this call by presenting case study accounts of different approaches to teaching child protection content in University-based teacher education programs across three Australian States. These different cases provide a basis for understanding existing strategies as an important precursor to improving practice. Although preschool, primary and secondary schools have been involved in efforts to protect children from abuse and neglect since the 1970s, teacher education programs, including preservice and in service programs, have been slow to align their work with child protection agendas. This paper opens a long-overdue discussion about the extent and nature of child protection content in teacher education and proposes strategies for translating research into practice. The emergence and subsequent decline of the so-called Islamic State of Iraq and Syria provides new challenges for Western governments facing the return of foreign fighters and their families to home soil. This article focuses on the children of returned foreign fighters and more specifically on the international responsibility to provide all children, particularly those most vulnerable and in need, with an education. A critical discourse analysis of public debates surrounding the return of the children of Australian foreign fighters illustrates the tension that exists between the rights of children, citizenship and a nation's capacity to overcome a culture of fear. We argue that we are currently witnessing the emergence of a new type of human being; a particularly insidious and dangerous form of 'child citizen refugee'. The paper employs fear as a symptom of modern life and Arendt's poignant lesson of exclusion and persecution to investigate why the children of returning foreign fighters may be denied the right to an inclusive education. We argue that fear is the antithesis of inclusive education and highlight how ill-equipped we are to overcome the ubiquity of fear to engage in an ethical project of educational inclusion for these children.

Public inquiries in the child welfare field are employed as a mechanism to bring attention to policy and practice issues and soothe public concerns at failures in the care and protection of children. The paper addresses the question of whether the inquiry is a worthwhile arena for researchers who wish to see their findings used to inform policy. The paper draws on the Victorian Inquiry into Vulnerable Children and the Northern Territory inquiries into child abuse to inform the discussion. Our conclusions are that the inquiry mode, whilst unpredictable is too important a public policy tool for researchers to ignore.

In spite of research demonstrating conceptual weakness in many child sexual abuse (CSA) prevention programmes and outdated modes of delivery, students continue to participate in a diversity of initiatives. Referring to the development of a games-based approach to CSA prevention in Australia, this paper examines empirically based attributes of effective CSA prevention programmes for schools including contemporary pedagogies for learning. The paper draws on findings to inform the conceptual development phase of Orbit, an online, free and equal-access, games-based educational approach to CSA prevention for children aged 8-10 years. First, the paper provides a review of CSA prevention in schools and games-based approaches to key learnings in prevention. Second, an overview of Orbit (the Feeling Safe sexual abuse prevention project) is provided. Finally, implications for the development of games-based prevention programmes are offered and an argument is made for the advancement of games-based prevention resources.

Some of the findings of the Victorian Review, a recent comprehensive review by an Australian independent commission of child welfare practice and legislation, are reported and summarized. The report concludes that a community approach to welfare should shape child protection, with judicial involvement a last resort. (MSE)

Internationally, reviews of educational outcomes of children in care reveal consistent findings highlighting the need for considerable policy attention to be paid to their education to ensure they achieve optimal economic and psychosocial life outcomes. Important to enhancing the educational achievement of children in care are support, stability of environment, teaching resources and the recognition by all stakeholders -- birth parents, foster carers, social workers and statutory authorities -- that education is paramount to a child's future well-being. This paper highlights the perspectives of carers, teachers and children on the fostering experience with particular focus on educational outcomes drawing on a prospective longitudinal study of children in long-term care. Using a multimethod, repeated measures multi-informant design, children were assessed by carers and teachers using the Achenbach Child Behaviour Checklist and its companion, the Teacher Report. The findings indicate demonstrated gains in terms of improved scores and adaptive functioning at subsequent assessments following two years of stable care. Discussion of the findings and implications for practice will focus on the need for a coordinated strategy to improve placement continuity and focused professional and organisational support with respect to the emotional and educational needs of children in care.

Purpose: This paper aims to determine educators' perceptions about the benefits of contact with nature for children's mental, emotional and social health. Design/methodology/approach: The approach was exploratory using qualitative methods. Face-to-face interviews were conducted with school principals and teachers as well as professionals from the environmental education industry. Interviews focused on the perceived benefits for children's health from school activities involving hands-on contact with nature. Findings: Hands-on contact with nature is perceived by educators to improve self-esteem, engagement with school and a sense of empowerment, among other benefits. Different types of activities are perceived to have different outcomes. A model is proposed to illustrate the findings. Research limitations/implications: Activities involving hands-on contact with nature may have significant health outcomes for children. Further empirical work is needed to determine the extent of the benefits and provide further evidence. Practical implications: Findings support the value of activities involving nature and provide further incentive to include such activities in teaching curricula. Activities involving hands-on contact with nature at school may be a means of promoting children's mental, emotional and social health at a crucial time in their development. Originality/value: This paper addresses two gaps in current knowledge: much research on contact with nature and health and wellbeing has focused on adults not children; despite the popularity of nature-based activities in schools there has been no investigation into the potential of these activities to promote children's mental, emotional and social health. In his 2007 PESA keynote address, Paul Smeyers discussed the increasing regulation of child-rearing through government intervention and the generation of "experts", citing particular examples from Europe where cases of childhood obesity and parental neglect have stirred public opinion and political debate. In his paper ("Child-Rearing: On government intervention and the discourse of experts", this issue), Smeyers touches on a number of tensions before concluding that child-rearing qualifies as a practice in which liberal governments should be reluctant to intervene. In response, I draw on recent experiences in Australia and argue that certain tragic events of late are the result of an ethical, moral and social vacuum in which these tensions coalesce. While I agree with Smeyers that governments should be reluctant to "intervene" in the private domain of the family, I argue that there is a difference between intervention and support. In concluding, I maintain that if certain Western liberal democracies did a more comprehensive job of supporting children and their families through active social investment in primary school education, then schools would be better equipped to deal with the challenges they now face.

This paper describes the process and some findings of a collaborative project between the New South Wales Commission for Children and Young People and researchers at the Social Justice and Social Change Research Centre, at the University of Western Sydney. The project was designed to inform the Commission in implementing its legislative mandate to develop a set of well-being indicators to monitor children's well-being over time. Placing children centrally as research participants was fundamental to the methodological approach of the project in which children's understandings of what contributes to their well-being were explored through qualitative methods. We discuss the epistemological and methodological approaches used in the project, in the context of other, earlier research towards the development of children's well-being indicators. Some of the early findings from the collaborative project are outlined and an example given of the way in which knowledge produced by a research approach which places children centrally, differs from and is similar to knowledge produced by more traditional child social indicator research. The paper ends with a discussion of some of the implications and challenges posed by reflecting on the research process and early findings from the research.

This paper considers the educational provision for, and general treatment of, refugee and asylum seeker children in Australia, using a framework of governmentality. The paper describes the regimes of practices which govern refugees and asylum seekers in Australia, including mandatory detention and a complex set of visa categorisations, and considers their consequences for the educational provision for children. It addresses three questions: How is it possible that the rights of children have been rendered invisible in and by a democratic state? How are repressive and even violent practices normalised in a liberal state, so that ordinary citizens show so little concern about them? And what should our response be as educators and intellectuals? In conclusion, it explores Foucault's notions of ethics and fearless speech ("parrhesia") as a basis for an ethics of engagement in education.

This paper is based on keynote addresses by Jane Woodruff, CEO, UnitingCare Burnside to the National Association of Community Based Children's Services, University of Wollongong, April 2004; and to the Mobile Children's Service Association Conference, Dubbo, August 2003. It offers the perspective of one NSW child and family welfare agency on reasons for children's and family services to work more closely together. These include a shared concern for the early years; the need to address common risk and protective factors; and research which suggests combining approaches will achieve better results for children and families. Drawing from current practice and policy initiatives, the paper then suggests three main areas where children's and family services can pursue greater cooperation. (Contains 1 figure.)

While there is much research on the topic of child maltreatment more broadly in Australia, a nuanced understanding of intergenerational child maltreatment is needed to improve our responses. Little work has considered all four intergenerational patterns of child maltreatment: cycle maintainers (maltreated parents with maltreated children), cycle breakers (maltreated parents with non‐maltreated children), cycle initiators (non‐maltreated parents with maltreated children) and a comparison group (non‐maltreated parents with non‐maltreated children). We use this terminology to maintain consistency with international literature, but acknowledge that these terms minimise the complexity inherent in contact with child protection systems. Research has mainly focused on maintainers, which hinders our ability to appropriately support all families and limits our understanding of individuals breaking the cycle. This paper outlines key knowledge gaps and identifies strategic areas of focus for researchers and policymakers. There is an urgent need for more emphasis on building resilience and strengths, the provision of more integrated and holistic support for families, and consideration of sex differences. We highlight the need for more research on this topic, particularly led by Aboriginal and Torres Strait Islander peoples, and hope that the recommendations in this paper can be revisited and updated as this important research base grows. Summary: The quality of the helping relationship is experienced when theories and principles are enacted in practice. Here, the people social workers seek to serve are able to decide whether the practice they experience is useful. One way that social workers can enhance the quality of the relationships they develop is to 'start where the person is at'. In order to explore what this phrase means in and for effective social work practice, this paper revisits Martin Buber's articulation of the I/thou relationship seeking to shed light on the notion of personhood in this value-based profession. Two participants, within a larger research project exploring the experiences of social workers in the Australian child welfare field, independently used the language of personhood to refer to the way they conceptualised the process of engaging with people. Both were referring to enacting the transcendent value of each person in terms of a practice philosophy. These personal narratives inspired the authors to move away from the usual professional discourse about the skills involved in relationship building and instead reflect on their own practice in order to capture something philosophical about caring relational processes. Revisiting humanistic conceptualisations of the helping relationship such as the I/thou has the potential to discourage practitioners from seeing relationships as transactional. This has particular significance in practice contexts characterised as risk-averse, austere or involuntary, and/or where people may be feeling anxious, stressed and/or simply unheard. Currently, Aboriginal children are significantly over‐represented in the out‐of‐home‐care system. Drawing on Aboriginal trauma scholarship and decolonizing methodologies, this paper situates the contemporary state removal of Aboriginal children against the backdrop of historical policies that actively sought to disrupt Aboriginal kinship and communities. The paper draws on submissions to the 2018 Australian Senate Parliamentary Inquiry into Adoption Reform from Aboriginal community controlled organizations and highlights four common themes evident throughout these submissions: (i) the role of intergenerational trauma in high rates of Aboriginal child removal; (ii) the place of children within Aboriginal culture, kinship and identity; (iii) the centrality of the principles of self‐determination and autonomy for Aboriginal communities and (iv) Aboriginal community controlled alternatives to child removal. Acknowledging the failure of both federal and state reforms to address the issues raised in these submissions, the paper reflects on the marginalization of Aboriginal voices and solutions within contemporary efforts to address the multiple crises of the child protection system and the implications for the future of Aboriginal children. Background: News media frames public perceptions. As such, news media becomes a useful source of analysis to understand the presence (or otherwise) of people with disabilities, particularly intellectual disabilities, within parenting discourses in Australia. Method: Using Critical Discourse Analysis, this article examines major Australian newspapers over the period from January 2004 to December 2008, critiquing the construction of parenting and disability. A small number of articles are examined in close depth for tone, polarity syntactic and paradigmatic choice, deconstructing the underlying discourses that shape the article and thereby popular perceptions of parenting and disability. Discussion: Discourses of care and child protection are emphasized in news articles about parenting, creating perceptions that negate the role of people with disabilities as parents. Such perceptions result in a systematic symbolic castration of people with intellectual disabilities from the role of parent in Australian society. Conclusion: By providing a framework for understanding the public perceptions of parents with disabilities (particularly intellectual disabilities), this paper demonstrates that changes are necessary in Australian media reporting on parents with disabilities to bring such reporting more closely in line with the United Nations Convention on the Rights of Persons with Disabilities, 2006.

Objective: The purpose of this paper is to report on enablers and barriers during the first 2 years of the health systems integration project that included the implementation of a health navigator role. The project aims to improve health outcomes for children and young people residing in out of home care in rural Australia with a health navigator co‐located between child protection practitioners and community health services clinicians. Setting: Rural Northwest Victoria. Participants: Sunraysia Community Health Services and the Department of Health and Human Services. Design: The qualitative design of the project evaluation involved semi‐structured interviews and documentary evidence analysis. Analyses of interviews and documentary data demonstrate the challenging nature of siloed service delivery in rural Australia, particularly during a time that comprised multiple interruptions due to COVID‐19. Results: A limited synergy between organisational priorities and reporting systems hindered project progress. The lack of a shared definition of 'health' challenged the effective collaboration between health clinicians and child protection practitioners and the role of the health navigator. The health navigator raising health awareness through project involvement, training and sector‐wide stakeholder engagement resulted in a slow but steady process of increased prioritisation of health care, increased health literacy among the child protection workforce, and broadening participation of area‐based stakeholders, but did not translate to increased access to health plans for children. Conclusion: Integrating health systems across multiple sites with support of a health navigator revealed difficulties, particularly during COVID‐19. The first phase of the project demonstrated the value of shared governance and partnerships as an imperative foundation for fundamental change. Relationships strengthened throughout the project, leading to a better understanding of area‐based strengths, which in turn supports improved pathways to health care for children and young people in OOHC within rural communities and driving the subsequent phases of the 10‐year project. This Special Issue addresses the use of linked data for research purposes and to carry out government functions such as child protection, allocation of resources, and debt recovery. Government investment in big data has the potential to change citizens' experience of the welfare state in a broad range of areas in both positive and negative ways. It is therefore important that the Australian social policy community understands and engages with the potential benefits and risks involved in the linkage and analysis of government datasets. Papers in this Special Issue discuss the technical challenges and institutional barriers involved in the construction and governance of linked government data assets and showcase the promise of big data for generating policy relevant insights. This Special Issue also features papers critically interrogating the potential for big data to produce social harms. We contextualise this collection of papers with a brief history of recent policy developments in regards to access to government held data. We also discuss ways of improving public trust and social licence for the use of big data and argue that the voices of First Nations and disadvantaged Australians must be given greater weight in discussions of how their data will be used. Today, levels of mistreatment of children are internationally reported as having reached epidemic proportions. Throughout recorded history babies and young children have suffered acts of violence by parents, care providers and others. However, "some believe that, for the first time in history, we are beginning to face the true prevalence and significance of child abuse" (Hopper, J. (2010). "Child abuse. In this review of the literature, we will use ECVAN (early childhood violence, abuse and neglect) to refer to violence, abuse and neglect of children, birth to eight years, in harmony with the UN Convention on the Rights of the Child (1989). The review has been undertaken using a comprehensive series of data bases across all major disciplines which have regard to the heath, well-being and development of young children from birth to 8 years--and beyond wherever appropriate. The paper is guided by a socio-ecological model of contexts, participants and interactional complexity. There is no simple explanation for the abuse of young children--sometimes systemic in particular cultures--as there is no simple mechanism for the early identification of possible abusers and hence preventative practice. A wide range of contemporary research literature has enabled us to draw out significant issues related to abuse and abuse prevention. Central to all this we suggest is community engagement with the issue of child health, the establishment or refinement of public health policies and practices which through routine surveillance, parent support, education and multisectoral actions bring best practice to the fore within and on behalf of families and communities.

Background: Cross-sectoral collaborations are considered necessary to address detrimental health, social, educational and economic outcomes that impact marginalised and disadvantaged populations. There is a strong relationship between the health of children and their educational attainment; good health promotes positive learning. This paper reports cross-sectoral executive and senior management level systems changes required to enable the design of a collaborative primary healthcare service model for children and young people in rural Australia. Methods: A descriptive qualitative design was used. Data were collected from executive and senior managers from three organisations (Education, Health and a University Department of Rural Health [ n = 6]) through individual semi-structured interviews. Data were analysed using an inductive, thematic approach. The study draws on Lewin's Model of Change. Results: Three overarching themes were generated from the data: an embedded challenge and experimental solutions; building a shared language and understanding; and the role of relationships and trust. Despite the unique geographical and social context of the study area, strategies emerged from the data on how a solution to an embedded challenge, through design of a primary healthcare model, was established and how the strategies described could be transferred and scaled to other rural and remote communities. Conclusion: Contextual differences make each rural and remote area unique. In this study, strategies that are described in the managing change literature were evident. The authors conclude that drawing on strong management of change principles could mean that a service model designed for one remote community might be transferrable to other communities. There is a strong relationship between children's health and their educational attainment. Poorer health, educational and social attainment are experienced by children and young people residing within the study area. Despite unique geographical contexts and demography, strategies that align strong leadership and effective management of change across three organisations were key and may make it possible to transfer a primary health care model designed to improve health and education outcomes for children and young people to other rural and remote communities. This paper presents an evaluation of an instrument to measure teachers' attitudes toward reporting child sexual abuse and discusses the instrument's merit for research into reporting practice. Based on responses from 444 Australian teachers, the Teachers' Reporting Attitude Scale for Child Sexual Abuse was evaluated using exploratory factor analysis. The scale isolated three dimensions: commitment to the reporting role, confidence in the system's response to reports, and concerns about reporting. These three factors accounted for 37.5% of the variance in the 14-item measure. Alpha coefficients for the subscales were 0.769 (commitment), 0.617 (confidence), and 0.661 (concerns). The findings provide insights into the complexity of studying teachers' attitudes toward reporting of child sexual abuse and have implications for future research. This paper presents findings from a landmark Australian study investigating the experiences and perspectives of young people in residential care. Data from a representative sample are analyzed to identify young people's satisfaction with various aspects of their residential care experience: their sense of safety, normality, support, comfort in general living environment, participation in decision-making, and improvements in well-being. Findings point to strengths and weaknesses in current service delivery. The vast majority of respondents felt safe and well-treated and satisfied with the care and support provided by staff. Respondents were less commonly satisfied with the care and support provided by caseworkers, their participation in higher order decision-making, their sense of normality, and the amount of contact with their families. Compared with older respondents, younger respondents less commonly expressed satisfaction with various aspects of their care. Similarly, those reporting more placements were less satisfied with their care and support than those reporting fewer placements.

Objective: Child maltreatment is a problem that has longer recognition in the northern hemisphere and in high-income countries. Recent work has highlighted the nearly universal nature of the problem in other countries but demonstrated the lack of comparability of studies because of the variations in definitions and measures used. The International Society for the Prevention of Child Abuse and Neglect has developed instrumentation that may be used with cross-cultural and cross-national benchmarking by local investigators. Design and sampling: The instrument design began with a team of expert in Brisbane in 2004. A large bank of questions were subjected to two rounds of Delphi review to develop the fielded version of the instrument. Convenience samples included approximately 120 parent respondents with children under the age of 18 in each of six countries (697 total). Results: This paper presents an instrument that measures parental behaviors directed at children and reports data from pilot work in 6 countries and 7 languages. Patterns of response revealed few missing values and distributions of responses that generally were similar in the six countries. Subscales performed well in terms of internal consistency with Cronbach's alpha in very good range (0.77-0.88) with the exception of the neglect and sex abuse subscales. Results varied by child age and gender in expected directions but with large variations among the samples. About 15% of children were shaken, 24% hit on the buttocks with an object, and 37% were spanked. Reports of choking and smothering were made by 2% of parents. Conclusion: These pilot data demonstrate that the instrument is well tolerated and captures variations in, and potentially harmful forms of child discipline. Practice implications: The ISPCAN Child Abuse Screening Tool--Parent Version (ICAST-P) has been developed as a survey instrument to be administered to parents for the assessment of child maltreatment in a multi-national and multi-cultural context. It was developed with broad input from international experts and subjected to Dephi review, translation, and pilot testing in six countries. The results of the Delphi study and pilot testing are presented. This study demonstrates that a single instrument can be used in a broad range of cultures and languages with low rates of missing data and moderate to high internal consistency. (Contains 3 tables.)

It is unlikely that every parent with intellectual disability comes under the scrutiny of the care and protection system. That many do is evident in the figures from a number of countries that report between 30 and 40% of the children of parents with intellectual disability are removed from their parents' care and placed in protective custody, in foster care, or in a residential setting. Recent developments, particularly in the United Kingdom and Australia, in seeking permanent placement for children away from their parents earlier rather than later means that many of these children will not be reunited with their parents. As long as the prevalent attitude of current and future parental incompetence continues to exist, having a child taken away--permanently--remains a real possibility for many parents with intellectual disability. In this article, the authors highlight their concern about this situation, as well as their concern that little is known about the potentially devastating outcomes for these parents when their children are taken away by the State.

Objective: The links between child maltreatment and juvenile offending are well established. However, the majority of maltreated children do not offend. The research presented in this paper examines the impact that timing and chronicity of child maltreatment have on juvenile offending. Methods: Administrative data were obtained on all children who were born in Queensland, Australia in 1983 or 1984 and had contact with child protective services for at least one child protection matter (N = 5,849). For these children information was obtained on all child protection and juvenile justice contacts until the age of 17. These data were analyzed using the Semi-Parametric Group-Based trajectory analyses [Nagin, D., & Land, L. (1993). "Age, criminal careers, and population heterogeneity: Specification and estimation of a nonparametric mixed Poisson model." "Criminology," 31, 327-362]. Results: Six distinctive maltreatment trajectory groups were identified, distinguished by the frequency of victimization, the age of onset and the duration of the maltreatment. Child maltreatment peaked around the transition from preschool to primary school and the transition from primary school to secondary school. Furthermore, children whose maltreatment trajectory started or extended into adolescence were more likely to offend as juveniles than children whose maltreatment occurred prior to, but not during, adolescence. Conclusions: Trajectory analysis provides a useful analytical tool for understanding heterogeneous nature of child maltreatment and the impact of maltreatment on subsequent juvenile offending.

This paper examines three periods in the history of child care: nineteenth-century creches, World War II day nurseries, and the 1970s Community Child Care movement. It argues that, in each of these periods, the services were shaped by three sets of competing interests: those of the mothers who needed or wanted to work; their children; and the volunteer committees or collectives anxious to "rescue" children from forms of care they considered unsuitable. The final resolution, in each case, reflected not simply a response to the needs of working women and their children but rather a more complex process that often owed at least as much to the values of the service providers as those of the mothers and children in their care.

Quality early care and education (ECE) presents an unparalleled opportunity to avert disadvantage and promote children's development. Mealtimes are essential daily routines, yet are often overlooked in research on ECE quality. This paper crystallises a composite case study of ECE mealtimes in highly disadvantaged communities by combining Departing Radically in Academic Writing (DRAW) methodology with parent surveys, scorings of educator‐child interactions (inCLASS), and field notes. Poverty is perpetuated in these centres: children do not have enough food, and educator‐dictated feeding practices restrict children's opportunities to exercise their agency and learn. For more than three decades, official and independent enquiries have documented the poor outcomes experienced by many young people transitioning from out‐of‐home care (OOHC) in Australia, known as care leavers. Yet, until 2017, most of the state and territory governments cut off financial support to these vulnerable young people at no later than 18 years of age and failed to provide them with the ongoing material and relationship assistance into early adulthood guaranteed to most of their non‐care peers. Australia was regarded internationally as a leaving care laggard. This paper examines the remarkably effective advocacy strategies used by the Home Stretch campaign, formed in 2016, to persuade all Australian jurisdictions to extend OOHC until 21 years. By the end of 2022, every state and territory had agreed to introduce some form of extended care, and Australia was recognised as a global leader in leaving care policy and programmes provision. Issues addressed include a lack of standards for the diagnosis of maltreatment, lack of knowledge concerning effective prevention, high rates of worker burnout and turnover, and decision making by unqualified workers. This paper reports on a survey of 60 living groups in a remote town in Queensland, Australia, concerning child abuse notification. The survey focused on how strongly residents felt about abuse, how likely they were to notify, perceived indicators of abuse, facilitative and inhibiting factors in notifying, which authority they would notify, and rural factors affecting notification. Family reunification is an area of high policy importance for child protection systems. The safe return of children from out‐of‐home care to their biological parents or relatives and long‐term family preservation can potentially mitigate the subsequent detrimental effects of separating children from their families. In this paper we describe one type of family for whom reunification was considered; namely, families who have been affected by intergenerational trauma. To assist families affected by intergenerational trauma and abuse requires an understanding of the mechanisms and processes that maintain intergenerational trauma and how these might inform therapeutic approaches for working with children and their families. This paper utilises case studies to illustrate the use of the Adult Exploration of Attachment Interview (AEAI) as part of a broader therapeutic reunification program in an Australian state. The AEAI focuses on supporting parents to become aware of the impact of previous experiences in their childhood; the mitigation of feelings of shame, self‐blame, and inadequacy by helping the parent confront the negative experiences of the past. The aim is to assist the parent to recognise the significance of the past, to consolidate their strengths, and to develop more nurturing relationships with their children. Case illustrations demonstrate that this therapy was a component in addressing the causes of behaviour and psychological distress that had been barriers to reunification from care in two families. This was achieved through a process of reflection and self‐awareness, rather than one focused on guilt or shame, with the therapist there to help verbalise and articulate what otherwise might have been hidden or implicit processes. In both cases, this awareness was used to help reframe the parent–child relationship and led to observable behavioural changes in parenting practices. [ABSTRACT FROM AUTHOR]

This paper explores the role of evidence and its use in a cluster of Australian community-based child development programs. The paper draws on findings from a 2016–2017 study commissioned by a not-for-profit organization to review their programs' alignment with government evidence-based program expectations. Cunningham and Duffee's (2009) evidence-based practice style typology is utilized to examine how different purposes of use drive styles of and approaches to evidence sourcing, application, and reporting. Perspectives on what constitutes evidence and how such evidence is valued, used, and reported can vary considerably between individual programs, irrespective of enforced standards and expectations. It is argued that a single-dimensional approach to program evidence-based evaluation and reporting is not appropriate and potentially damaging in contexts where community-based programs have different purposes, structures, cultures, and intentions. Given a program's particular evidence-use style, evidence-based criteria, processes, and reporting requirements should be matched accordingly. [ABSTRACT FROM AUTHOR]
