This paper proposes a novel aviation CO 2 emissions reduction method by introducing a market-based incentive mechanism. An aviation carbon emissions prediction model is proposed to characterize both the microscopic flight dynamics and the macroscopic air traffic demand trend. Based on emissions prediction, a linear climate response model is applied to evaluate the environmental impact of the aviation carbon emissions. Finally, a market-based framework for aviation CO 2 emissions reduction is established based on a two-phase carbon trading model, which provides a piecewise charge method through emission taxation and cap-and-trade. A case study is carried out to demonstrate the effectiveness of the proposed framework using a real-world dataset from the Hefei Air Traffic Control Zone in China. Three scenarios are defined to describe the possible development speed of sustainable aviation fuel application in the future: not applied, medium-speed development, and high-speed development. The results show that the carbon peak will be reached in 2025 in the high-speed development scenario, when the emission amount and associated environmental impact will be reduced by 23.7% and 22.3%, respectively. China has established three rounds of low-carbon pilot city initiatives. However, a gap exists between policy making and successful implementation, and the effects on greenhouse gas (GHG) emission reduction were found to be different among pilots. This paper considers the question of how low-carbon policies in cities can be implemented effectively and how policy combinations are adopted for GHG emissions reduction. It uses a mixed research approach, including Qualitative Comparative Analysis (QCA) and field investigation in Pilot Y (situated in the southwest China). The results show that, first, financial support and monitoring systems are necessary conditions, while political leadership is a sufficient condition. This means that the absence of financial support or monitoring systems could lead to increased GHG emissions, while the presence of political leadership always promotes the reduction of GHG emissions but may not be sufficient on its own to achieve them. Second, the target responsibility system (TRS) – a system used by higher government levels to assess the policy implementation of lower government levels – and human resource mechanisms cannot effectively lead to the promotion of GHG emissions reduction. Finally, in the absence of TRS and human resource mechanisms, environmental information disclosure (EID) was found to effectively promote low-carbon urban development by encouraging public participation. This paper reveals the complexity of the implementation of low-carbon policies in cities, identifies the link between city-level and national action, and enriches the theoretical explanation of governance and low-carbon policy implementation gaps in China. Key policy insights China's low-carbon pilot city project is critical for reducing GHG emissions, however, the effects of the low-carbon pilot city programmes varied greatly. Financial support and monitoring systems are necessary conditions, while political leadership is a sufficient condition to achieve cities' GHG emissions reduction goals. Local low-carbon development is limited and not put into practice at the city level in China, in part because of the absence of financial support and limited political attention. Assuming responsibility for emission reduction is an important part of participating in the global governance of climate change. Countries with a carbon neutrality target now cover about 75% of global greenhouse gas emissions. Carrying out fairness evaluations of their carbon neutrality targets provide a strong basis for the global carbon inventory. In this paper, the target years of carbon neutrality for major countries and regions under the global target of 2 °C and 1.5 °C are studied using the burden sharing model. On this basis, this paper simulates the possible pathways of carbon neutrality and evaluates the ambition of emission reduction targets in terms of annual emission reduction, per capita emission, and cumulative per capita emission. The results show that, from the perspective of equity, most of the developing countries cannot meet the global goal of 1.5 °C. The United States and the European Union nations could achieve carbon neutrality by 2050 by continuing their annual emission reductions under their existing NDC targets. However, to achieve carbon neutrality by 2060, China's annual emission reduction rate from 2030 to 2050 will be 6.7%, and the annual amount of emission reduction accounts for 51% of the global amount under the 1.5 °C target. Meanwhile, China would become the main force behind global cumulative emissions in the following decades. Thus, the emission reduction pathways China chooses will have an important impact on global climate mitigation progress. Based on the above research conclusions, this paper proposes that developed countries and developing countries should explore bilateral or multilateral cooperation in technology and finance in the field of climate change. Under the great pressure to achieve carbon neutrality, China needs to carry out research on the overall emission reduction pathways as soon as possible and clarify the paths at the scale of sectors, industries, provinces, and time stages. Climate change is currently the biggest environmental challenge facing sustainable development in human society, and it is an inherent requirement for achieving sustainable development by actively addressing climate change. Under the increasingly strict constraints of climate governance, developed countries such as the United States, European Union countries, and Japan have responded and actively formulated low-carbon development goals and policy measures that are in line with their national conditions. These policies mainly involve various fields such as low-carbon technology, energy conservation and emission reduction, and circular development, with clear policy guidance. In this paper, the evolution of policies on marine carbon sink and carbon trading in China is summarized, providing support for better understanding the background of formulating relevant international and domestic policies. To better address climate change and environmental pollution, it is of great practical significance to comprehensively evaluate the impact of low-carbon energy transition policies on carbon emission reduction. This paper conducts a policy quantitative evaluation of low-carbon energy transition policies from three dimensions: policy intensity, policy objective, and policy instrument. On this basis, the ridge regression model is used to analyze the carbon emission reduction effect of policies. The results show that (1) changes in policy quantities mainly cause the evolution of total policy effectiveness. The government's emphasis on low-carbon energy transition has fluctuated. (2) The two policy objectives of optimizing the use of fossil energy and developing a low-carbon concept are less synergistic with other policy objectives and neither has a significant impact on carbon reduction. (3) The government prefers to adopt command control policy instruments, but their actual carbon emission reduction effects are inferior to that of economic incentive policy instruments. Climate change is considered one of the major systemic risks facing the world in the 21st century. To address climate change, China has adopted a series of climate policies, but the uncertainty brought about by frequent climate policy issuance has increased pressure on enterprises, which may not be conducive to enterprises reducing emissions. This paper uses data on 1211 listed companies on the A-share market in China from 2012 to 2022 to study the impact of climate policy uncertainty on enterprise pollutant emissions. The research findings show that climate policy uncertainty increases corporate pollution emissions; climate policy uncertainty mainly generates negative impacts on enterprise environmental regulation, social responsibility, and R&D investment, thereby negatively affecting enterprise emissions reduction. Further heterogeneity analysis shows that climate policy uncertainty in China has a more significant impact on non-state-owned enterprises, technology-intensive enterprises, lightly polluting enterprises, and enterprises in western regions. This study explores the impact of political uncertainty on sustainable urban development by examining carbon emission trading systems (ETS) in four major markets in China (Beijing, Shanghai, Guangdong, and Hubei) from 2014 to 2022. As an alternative to carbon taxes, carbon ETS markets have become increasingly popular due to their success in reducing greenhouse gas emissions. However, their effectiveness is often hindered by political instability and uncertainty. Utilising logistic regression and AR(1)-GARCH estimations, we identify a negative relationship between political uncertainty and carbon trading volume. Our study also reveals significant variations in the responses of these markets to political uncertainty. The paper contributes to the understanding of how ETS markets operate in a complex and constantly changing political environment. We suggest that policymakers need to consider the impact of political uncertainty on carbon trading when designing and implementing urban policies that promote sustainable development. Abstract The purpose of this paper is to evaluate greenhouse gas (GHG) emissions of a Chinese highway tunnel in the life cycle. Life cycle assessment (LCA) method is adopted in the paper. Based on rock mass classification and pavement categories, five different functional units have been proposed for the first time. The system boundaries, processes and assumptions are defined. The study results indicate: 1) the GHG emissions of a double-track four-lane Chinese highway tunnel in 100 years can be up to 375.5 thousand tons of CO 2 eq. Cement and electricity contribute to more than 80% of the total emissions in all functional units. 2) The construction stage, operation stage and maintenance stage emit 30.89%, 56.12% and 12.99% of the total GHG respectively. During the construction stage, casting and lining, rock support and road work are the top three GHG emission processes. 3) Rock conditions are discovered to be an important factor of affecting GHG emissions in tunnels. The GHG emissions of the 1-m Chinese highway tunnel are between 82 t to 113 t CO 2 eq. With the increase of rock mass grades, GHG emissions rapidly rise if the pavement design stays the same. The emission differences among the functional units are mainly from materials. 4) Asphalt pavements tend to generate more GHG emissions than concrete pavement due to the more frequent replacements of asphalt pavements. This paper investigates the influences of rock conditions and pavement types on the GHG emissions of Chinese tunnels in the life cycle, which can provide a scientific reference for policy making of the Chinese government. The industrial sector has significantly contributed to global climate change and urban air pollution while driving economic development. This paper takes the synergistic CO2 and SO2 emission reduction in China's industrial sector as an entry point quantifies the synergistic CO2 and SO2 emission reduction effect using the Kaya extension model and analyzes the synergistic emission reduction expansion mechanism in depth. It is found that the synergistic effect of CO2 and SO2 in the industrial sector is prevalent in most provinces in China. Every 10,000 tons of CO2 emission reduction leads to 1600 tons of SO2 emission reduction. Regional heterogeneity also clarifies that there are differences in synergistic emission reduction among different provinces, with most regions having a significant positive effect of synergistic emission reduction, while a small number of regions have an inverse effect, and direct SO2 reduction measures should be considered separately. The interaction effect analysis found that energy efficiency improvement in the industrial sector is the critical path to synergistic effect enhancement. At the same time, R&D expenditure and fixed asset investment have a weak effect on synergistic emission reduction. The interaction of the three factors can synergize the emission reduction effect by more than twice. The study's findings can be used as a reference for China's industrial sector to achieve the goal of reducing pollution and carbon emissions and for the practice of regional synergistic emission reduction, as well as for the formulation of international synergistic emission reduction policies. The majority of the total greenhouse gas (GHG) emissions in China are energy-related. Thus, full understanding of energy-related GHG emissions is crucial for local governments to establish a baseline for tracking emission trends and developing mitigation strategies. In this paper, we present a survey-based GHG emission accounting method for sectoral energy consumption and apply it in Xiaolan, a typical town of Zhongshan. The method combines scope and sectoral analyses on the basis of local statistical approach, and pays more attention to data collection process. Scenarios of core findings in the study are list as below: (1) The energy-related GHG emissions of Xiaolan in 2010 was 2,072,444 tons of carbon dioxide equivalents (CO 2 e). Of this, 31.83% was Scope 1 emissions (direct emissions) and 68.17% was Scope 2 emissions (indirect emissions); (2) Emissions from “manufacturing”, “residents”, and “power, gas & water production and supply” made up 90.27%, among which, “manufacturing” represents the biggest emitting sector as 69.09%; (3) In 2010, the per capita GHG emissions was lower than that in most of the other Chinese cities, but higher than several Asian cities including Amman and Tokyo. Some strategic approaches to reduce GHG emissions were proposed: (1) save energy and improve energy efficiency; (2) optimize energy structure and develop low-carbon energy; (3) update manufacturing structure; (4) improve GHG emission management for the resident sector. Finally, we identified a number of key research issues to advance the town level GHG emission method for future research needs. Using case study analysis across three sectors in China (cement, electric vehicles and coal fired electricity generation) and theoretical insights from the innovation studies literature, this paper analyses the development of China's technological capabilities in low carbon technologies and the ways in which public policies have contributed to developing these capabilities. It finds that China has developed significant capabilities via a strategic approach. The paper's findings have significant implications for international policies designed to support low carbon technology transfer to developing countries and broader processes of low carbon technological change and development. Such policies should go beyond the traditional focus on the transfer of technology hardware to focus on the development of low carbon technological capabilities in developing country firms. The ambitious goals to limit global warming can only be reached with a broad acceptance and participation of the general public. This paper relies on surveys among citizens in China, Germany and the U.S. and investigates the determinants of the acceptance of national and international adaptation and mitigation efforts. The empirical findings indicate that specific beliefs and environmental awareness are important drivers in all three countries, while political attitudes and socio-economic characteristics are the main sources of cross-country heterogeneity. As a way of disposing municipal solid waste, waste-to-energy not only generates energy but also reduces greenhouse gas emissions. Indeed, waste-to-energy plays a crucial role in addressing various environmental issues such as climate change and security of energy supply. Two waste-to-energy approaches were compared with simple landfill in this study, i.e. incineration with energy recovery (electricity and heat), and landfill with landfill gas utilization. It is imperative to investigate which approach is more effective in terms of GHG emission reduction in the context of different climatic conditions. The effects on GHG emission reductions are examined in the Temperate Dry Zone and Tropical Moist Zone. An assumption is made that in 2020, the waste disposal approach will be switched from simple landfill to waste-to-energy approach in China. The contribution of different waste disposal approach to the GHG reduction (1 t municipal solid waste annually) during 2020–2060 is examined in this paper. Both landfill gas utilization and incineration with energy recovery approaches reduce GHG emissions in all cases compared to the simple landfill. However, this study revealed that landfill gas power generation system is more effective in the Tropical Moist Zone, whereas incineration with energy recovery is a better choice in the Temperate Dry Zone according to the comprehensive benefit. Similarly, the improvement of landfill gas collection rate and the heat recovery efficiency play a crucial role to reduce greenhouse gas emissions during the process of managing the municipal solid waste. The Belt and Road Initiative was proposed by China in 2013 to promote the interconnected development and prosperity of all participating countries. In the context of global response to climate change, understanding the embodied carbon transfer change along economic trade before and after the Belt and Road Initiative is essential to reduce carbon overall emission. In this paper, we used a multi-regional input-output model to study the embodied carbon transfer in trade between the Belt and Road countries that have signed cooperation documents with China from 2004 to 2017. The results showed that from 2004 to 2017, the growth rate that China's carbon emissions imported from other Belt and Road Initiative countries was about 1.9 times that of its exports. From 2004 to 2017, the proportion of China's carbon imports from other Belt and Road countries in China's total carbon imports increased from 3.41% to 3.73%, and exports decreased from 6.52% to 6.03%. In both 2004 and 2017, Electricity, Gas and Water sector, Heavy Industry sector, Transport sector were the three largest carbon transfer sectors in China's multilateral trade. In 2017, the embodied carbon transfer by multilateral trade among other Belt and Road countries except China increased by 15.53% compared with 2004. With the increasing climate warming, reducing carbon emissions has gradually become a consensus around the world. However, the process of carbon emission reduction will inevitably lead to the transformation of economic structure, industrial structure and energy structure, which will bring huge changes in economic output, employment and other aspects, thus affecting the overall social welfare and equity. Therefore, it is particularly important for each country to determine a scientific and effective carbon emission pathway which take into account both social development and climate targets. As the largest carbon emitter, China has put forward the targets of carbon peak and carbon neutrality. In this regard, the corresponding carbon emission reduction scenarios are designed according to the new situation of China's emission reduction in this paper, firstly. Furthermore, under the premise of maximizing social welfare, an optimization model which integrating economic growth-equity-environment is developed to determine China's emission pathways under different scenarios from 2020 to 2050. Besides quantitatively showing the future total amount and peak value of carbon emissions under different scenarios, the results can also identify its evolution pathway over time. Therein, the peak under most scenarios will concentrate in 2025–2030, which is about 10.7 to 11.8 billion tons. With the increasingly stringent constraints on carbon emission reduction, the cost of emission reduction will increase correspondingly, but the overall social welfare will increase slightly. As a major carbon dioxide-emitting country, China set carbon trading market to reduce enterprise carbon emissions through the rational allocation of carbon quotas among different enterprises and regions. The market has also conducted a preliminary exploration for the country to achieve carbon dioxide emissions peak in 2030 and carbon neutrality in 2060 while actively addressing the challenges of global climate change. This study analysed the emission reduction effect of China's carbon trading pilot policy, especially the role of carbon quota and carbon trading price. The analysis used county-level panel data from 1997 to 2017, regarded the implementation of the carbon trading pilot policy as a quasi-natural experiment, and used the difference-in-differences method. The results showed that, first, the policy implementation not only reduced regional carbon emissions but also inhibited carbon dioxide emissions per capita, with long-term effects. Second, the carbon emission reduction effect brought by the carbon pilot policy showed significant heterogeneous results with the different degrees of regional carbon emissions and environmental supervision. The effect was greater in areas with higher carbon emission density and stronger legal supervision. Third, the difference in carbon quota allocations resulted in different emission reduction effects, among which the historical method had the strongest effect. Abstract: Carbon capture and storage (CCS) is the only technology available to mitigate greenhouse gas (GHG) emissions from large-scale fossil fuel usage. U.S. and China are the world’s largest GHG emitters. Collaboration between the two nations, therefore, offers the greatest opportunity for achieving meaningful reductions in global GHG emissions. Two countries’ current cooperation on CCS through Clean Energy Research Center based on the U.S.–China Strategic Forum on Clean Energy Cooperation mechanism provides an important initial step towards even closer and stronger cooperation in the future. In this paper, we justify such possibility by discourse on the seemly different but complementary social–political context in two countries including political system, government structure, economic policy, national innovation system, energy strategy, and energy market structure. We further address the key elements of future cooperation model by carefully considering the principle of equality and mutual beneficiary, the role of two countries in the whole value chain according to their comparative advantages, and the scale and mechanism of the funding. A milestone for the cooperation until 2030 is drafted and priority areas for both countries in the cooperation are identified. Abstract: Nowadays, one of the urgent issues regarding global climate change is to discuss the future of the second period of the Kyoto Protocol. However, the divergence of views and opinions among parties in the last Conference of the Parties of the United Nations Framework Convention on Climate Change, held in Durban in December 2011, is still large. One of the bones of contention is whether the emerging developing countries, like China, should make commitments and legally bind themselves to a Green House Gas (GHG) reduction target in near future. As the largest GHG emitting country, China and its energy and climate policies will play an important role in global climate change and will also significantly influence the other countries’ policies and the global climate negotiation. In this paper, we review the current differences among parties in the Durban Conference, and we analyze the recent situation, barriers, and future policies in China. Finally we highlight the impact and potential effect of Clean Development Mechanisms in avoiding China''s barriers regarding climate change. Results show that China is making a great effort to mitigate climate change by establishing and reforming its energy and climate policies in order to achieve a low-carbon development. Mid- and long-term energy requirements and greenhouse gas emission scenarios for China were presented by using the Integrated Policy Assessment Model of China. Technologies are the key component to reach a low carbon future. Technologies are identified with the scenario analysis. In order to realize the low carbon future, a technology roadmap was presented to reach the emission reduction up to 2050 in China. Twenty-eight key technologies are given in the paper for the technology roadmap, presenting learning curves. With full adoption of these key technologies, we do see ample opportunities for China to make the emission stable after 2020, without a large increase, and even start to have a deep reduction after 2030. Under the pressures of climate change, many countries are trying to adapt to a low-carbon economy. In this paper, we review the development pattern of the low-carbon economy of major countries and its impact on the world economy. We then argue that economic development and abatement of greenhouse gas (GHG) emissions in China should be balanced. The challenges that China faces should also be considered carefully. It is necessary for China to find an approach to solve the issues of climate change, which should include new technologies and establishing incentive mechanisms and reform-oriented policies. These guidelines can adjust the structure of the economy and energy use, improve energy efficiency, promote the development of alternative and renewable energy, enhance the potential of carbon sinks, and develop advanced technology to perfect a 'Clean Development Mechanism' and sustainable development through international cooperation.
