The Western Arctic Linkage Experiment (WALE) is aimed at understanding the role of high-latitude terrestrial ecosystems in the response of the Arctic system to global change through collection and comparison of climate datasets and model results. In this paper, a spatiotemporal approach is taken to compare and validate model results from the fifth-generation Pennsylvania State University–National Center for Atmospheric Research Mesoscale Model (MM5) with commonly used analysis and reanalysis datasets for monthly averages of temperature and precipitation in 1992–2000 and for a study area at 55°–65°N, 160°–110°W in northwestern Canada and Alaska. Objectives include a quantitative assessment of similarity between datasets and climate model fields, and identification of geographic areas and seasons that are problematic in modeling, with potential causes that may aid in model improvement. These are achieved by application of algebraic similarity mapping, a simple yet effective method for synoptic analysis of many (here, 45) different spatial datasets, maps, and models. Results indicate a dependence of model–data similarity on seasonality, on climate variable, and on geographic location. In summary, 1) similarity of data and models is better for temperature than for precipitation; and 2) modeling of summer precipitation fields, and to a lesser extent, temperature fields, appears more problematic than that of winter fields. The geographic distribution of areas with best and worst agreement shifts throughout the year, with generally better agreement between maps and models in the northeastern and northern inland areas than in topographically complex and near-coastal areas. With global action being outpaced by climate change impacts, communities in climate-vulnerable countries are at increased risk of incurring climate-induced losses and damages. In the last few years, disasters from extreme weather events such as typhoons have increased and have breached records, with typhoon Haiyan being the strongest ever typhoon to make landfall. Such an event solicited global compassion and altruism where Canada and the USA, apart from doling out traditional humanitarian aid, also offered immigration relief opportunities to typhoon Haiyan victims who have familial connections to their residents. Drawing from these immigration relief interventions, this paper uses a sociopolitical approach in proposing a climate humanitarian visa that would be offered to climate change victims on the basis of transnational family networks and skilled labor. Noting that several countries such as in Europe have demographic deficits and labor shortages, such a scheme would benefit both climate change victims and receiving countries. To counter the risk of selective compassion against economically trapped populations, potential receiving countries could provide skills upgrading geared toward addressing their labor shortages through their existing development programs. While migration is only one strategy in a spectrum of responses to climate change impacts, a climate humanitarian visa could provide climate change victims a legal choice for mobility while invoking altruism, hospitality, and compassion from potential receiving countries, whether or not they historically cause climate change. Purpose: This paper presents a study of atmospheric climate impacts on community-level sports clubs' (CLSC) in Australia and Canada, their vulnerability and resilience, and organisational responses. Design/Methods: A qualitative methodology was used with a multiple case research design. Data (interviews, documents) was collected from a sample of 23 CLSC organisations managing grass turf sport fields exposed to climatic extremes in temperate regions of both countries. Findings: CLSCs in both nations experienced vulnerability to climate impacts. Direct damage to playing fields resulted from extreme climate events. Indirect impacts include higher injury risks, interrupted and/or cancelled competitions, insurance risks, plus higher operating and capital costs. Adapted management was evident for water resources, playing turf, and organisational policies. Practical Implications: Provides insights into the changing practice of sport management at the community-level. Research Contribution: The results challenge the assumption that climate is a static and benign resource for sport. This study demonstrates impacts of climate extremes on sport in the northern and southern hemispheres, the potential for adapting sport management practices, and developing resilience. There is growing recognition that gender diversity within research organizations can result in innovative research outcomes. It has also been recognized that gender homogeneity can undermine the quality and breadth of the research and may allow some to cast doubt on the legitimacy of scientific findings. In this paper, we present the results of a gender-based analysis of Canada's ArcticNet Networks Centers of Excellence. Representing Canada's single largest commitment to climate change science, ArcticNet has involved 761 researchers who have published >2400 peer-reviewed publications on the impacts of climate change in the Canadian Arctic. Our results indicate that, despite outnumbering their male peers at the graduate levels, the representation of women within ArcticNet exhibits a marked decline to only 21% (N = 51) of all ArcticNet investigators (N = 246). In addition to being numerically under-represented, female investigators in ArcticNet have fewer research collaborators and are generally less integrated into the network as compared to their male colleagues. Male investigators tend to form homophilious ties—publishing predominately with other males, whereas female investigators have heterophilious collaborations, with fewer peer-reviewed journal articles. Given the complexities of climate change research, particularly in the Arctic where the impacts of climate change are projected to be most extreme, the equitable inclusion of female scientists and other under-represented groups is crucial if sustainable solutions are to be found. A wealth of pre-Confederation weather and climate observations were recorded in Canada by individuals and institutions during both the French and British empires. This scientific heritage came about for a number of reasons. For instance, the Hudson's Bay Company wanted to reduce operating costs by having their posts in Canada's north-west become self-sufficient in agriculture. Others wished to save lives from cholera or shipwrecks, or to satisfy curiosity about the ever-present debate concerning anthropogenic climate change. Today, historical climate observations can be found in many diverse locations. Despite our rich scientific heritage, turning archival paper and ink observations into scientific data remains an enormous technical challenge. This challenge falls to our generation, both to use this heritage to investigate the historical context of current climate change and variability, and to use the digital resources in development today to safeguard our scientific heritage for future generations. The Canadian Earth System Model version 5 (CanESM5) is a global model developed to simulate historical climate change and variability, to make centennial-scale projections of future climate, and to produce initialized seasonal and decadal predictions. This paper describes the model components and their coupling, as well as various aspects of model development, including tuning, optimization, and a reproducibility strategy. We also document the stability of the model using a long control simulation, quantify the model's ability to reproduce large-scale features of the historical climate, and evaluate the response of the model to external forcing. CanESM5 is comprised of three-dimensional atmosphere (T63 spectral resolution equivalent roughly to 2.8 ∘) and ocean (nominally 1 ∘) general circulation models, a sea-ice model, a land surface scheme, and explicit land and ocean carbon cycle models. The model features relatively coarse resolution and high throughput, which facilitates the production of large ensembles. CanESM5 has a notably higher equilibrium climate sensitivity (5.6 K) than its predecessor, CanESM2 (3.7 K), which we briefly discuss, along with simulated changes over the historical period. CanESM5 simulations contribute to the Coupled Model Intercomparison Project phase 6 (CMIP6) and will be employed for climate science and service applications in Canada. [ABSTRACT FROM AUTHOR]

Freezing rain can cause severe impacts, particularly when it persists for many hours. In this paper, we present the climatology of long-duration (6 or more hours) freezing rain events in the United States and Canada from 1979 to 2016. We identify three focus regions from this climatology and examine the archetypal thermodynamic evolution of events in each region using surface and radiosonde observations. Long-duration events occur most frequently in the northeastern United States and southeastern Canada, where freezing rain typically begins as lower-tropospheric warm-air advection develops the warm layer aloft. This warm-air advection and the latent heat of fusion released when rain freezes at the surface erode the cold layer, and freezing rain transitions to rain once the surface temperature reaches 0°C. In the southeastern United States, a larger percentage of events are of long duration than elsewhere in North America. Weak surface cold-air advection and evaporative cooling in the particularly dry onset cold layers there prevent surface temperatures from rising substantially during events. Finally, the south-central United States has a regional maximum in the occurrence of the top 1% of events by duration (18 or more hours), despite the relative rarity of freezing rain there. These events are associated with particularly warm/deep onset warm layers, with persistent low-level cold-air advection maintaining the cold layer. The thermodynamic evolutions we have identified highlight characteristics that are key to supporting persistent freezing rain in each region and may warrant particular attention from forecasters tasked with predicting these events. The Climate Change and Health Adaptation Program (CCHAP) is a program within the First Nations Inuit Health Branch of Indigenous Services Canada (which was previously under the responsibility of Health Canada). The CCHAP supports Inuit and First Nation communities in mitigating and adapting to the health impacts of climate change. The impacts of climate change on Indigenous health can be observed in multiple areas including, but not limited to, food security, cultural medicines, mental health and landbased practices. This program seeks to address the needs of climate change and health in First Nation and Inuit communities to support resiliency and adaptation to a changing climate both now and in the future through its emphasis on youth and capacity building. The commentary is based on the Program's eleven years of experience working with and for Indigenous communities and provides an overview of the CCHAP model and the work it has and continues to support. This paper demonstrates three examples of community-based projects to mitigate and adapt to the health impacts of climate change to demonstrate climate change resiliency within Indigenous communities. In the past few decades, there have been more extreme climate events occurring worldwide, including Canada, which has also suffered from many extreme precipitation events. In this paper, trend analysis, probability distribution functions, principal component analysis, and wavelet analysis were used to investigate the spatial and temporal patterns of extreme precipitation events of Canada. Ten extreme precipitation indices were calculated using long-term daily precipitation data (1950–2012) from 164 Canadian gauging stations. Several large-scale climate patterns such as El Niño–Southern Oscillation (ENSO), Pacific decadal oscillation (PDO), Pacific–North American (PNA), and North Atlantic Oscillation (NAO) were selected to analyze the relationships between extreme precipitation and climate indices. Convective available potential energy (CAPE), specific humidity, and surface temperature were employed to investigate potential causes of trends in extreme precipitation. The results reveal statistically significant positive trends for most extreme precipitation indices, which means that extreme precipitation of Canada has generally become more severe since the mid-twentieth century. The majority of indices display more increasing trends along the southern border of Canada while decreasing trends dominated the central Canadian Prairies. In addition, strong teleconnections are found between extreme precipitation and climate indices, but the effects of climate patterns differ from region to region. Furthermore, complex interactions of climate patterns with synoptic atmospheric circulations can also affect precipitation variability, and changes to the summer and winter extreme precipitation could be explained more by the thermodynamic impact and the combined thermodynamic and dynamic effects, respectively. The seasonal CAPE, specific humidity, and temperature are correlated to Canadian extreme precipitation, but the correlations are season dependent, which could be positive or negative. This paper provides a culturally-informed understanding of the impacts of climate change on a highly important subsistence activity that has been practiced by First Nations of central British Columbia for thousands of years. The paper begins with a review of the science regarding sockeye salmon and climate change. It discusses harvest patterns, and how the timing of runs has changed. A survey was conducted by the first author regarding St'át'imc traditional fishing at a historic site on the Fraser River, in 2005. The results show that the impacts of climate change are apparent to those conducting traditional fishing practices, in terms of changed timing and abundance of salmon runs. These perceptions fit closely with the information available from scientists and management agencies. These changes are highly problematic for the St'át'imc, in that the preservation method (drying) is tied to seasonal weather patterns. The whole cultural setting, and the relevance of salmon for subsistence would be highly altered by climate change that leads to changes in the timing and abundance of sockeye salmon. The paper discusses mitigation and adaptation alternatives, but also indicates the scope of these seem limited, given the resource systems and the context of these activities. [ABSTRACT FROM AUTHOR]

While climate scientists have developed high resolution data sets on the distribution of climate risks, we still lack comparable data on the local distribution of public climate change opinions. This paper provides the first effort to estimate local climate and energy opinion variability outside the United States. Using a multi-level regression and post-stratification (MRP) approach, we estimate opinion in federal electoral districts and provinces. We demonstrate that a majority of the Canadian public consistently believes that climate change is happening. Belief in climate change’s causes varies geographically, with more people attributing it to human activity in urban as opposed to rural areas. Most prominently, we find majority support for carbon cap and trade policy in every province and district. By contrast, support for carbon taxation is more heterogeneous. Compared to the distribution of US climate opinions, Canadians believe climate change is happening at higher levels. Northern boreal forests are characterized by accumulation of accumulation of peat (e.g., known as paludification). The functioning of northern boreal forest species and their capacity to adapt to environmental changes appear to depend on soil conditions. Climate warming is expected to have particularly pronounced effects on paludified boreal ecosystems and can alter current forest species composition and adaptation by changing soil conditions such as moisture, temperature regimes, and soil respiration. In this paper, we review and synthesize results from various reported studies (i.e., 88 research articles cited hereafter) to assess the effects of climatic warming on soil conditions of paludified forests in North America. Predictions that global warming may increase the decomposition rate must be considered in combination with its impact on soil moisture, which appears to be a limiting factor. Local adaptation or acclimation to current climatic conditions is occurring in boreal forests, which is likely to be important for continued ecosystem stability in the context of climate change. The most commonly cited response of boreal forest species to global warming is a northward migration that tracks the climate and soil conditions (e.g., temperature and moisture) to which they are adapted. Yet, some constraints may influence this kind of adaptation, such as water availability, changes in fire regimes, decomposer adaptations, and the dynamic of peat accumulation. In this paper, as a study case, we examined an example of potential effects of climatic warming on future paludification changes in the eastern lowland region of Canada through three different combined hypothetical scenarios based on temperature and precipitation (e.g., unchanged, increase, or decrease). An increase scenario in precipitation will likely favor peat accumulation in boreal forest stands prone to paludification and facilitate forested peatland expansion into upland forest, while decreased or unchanged precipitation combined with an increase in temperature will probably favor succession of forested peatlands to upland boreal forests. Each of the three scenarios were discussed in this study, and consequent silvicultural treatment options were suggested for each scenario to cope with anticipated soil and species changes in the boreal forests. We concluded that, despite the fact boreal soils will not constrain adaptation of boreal forests, some consequences of climatic warming may reduce the ability of certain species to respond to natural disturbances such as pest and disease outbreaks, and extreme weather events. Objectives: Patients with a peritonsillar abscess (PTA) often present to emergency departments as the first point of medical contact. Upper respiratory tract infections (URTIs) are more frequent in the winter. Therefore, we hypothesize that the incidence of PTAs will be more frequent in colder winter months as well. This is the first study assessing the seasonal variation and epidemiology of PTA presentations to an emergency department in Atlantic Canada, home to a unique maritime climate. Methods: A retrospective cohort study was conducted through a chart review of all patients who presented to the Saint John Regional Hospital Emergency Department from January 1, 2015, to December 31, 2020. Patient characteristics, treatment, and microbiology were reported. A chi-square goodness-of-fit test assessed the seasonal variation of PTA. Pearson correlations assessed PTA incidence per mean monthly temperature and humidity. Results: A total of 75 patients were included. 57.3% were male and 42.7% were female, with a mean age (±SD) of 35.9 ± 14.0. Most patients presented afebrile (82.7%, cutoff ≥ 38.0°C). Approximately half of all patients had an elevated WBC count (49.3%, cutoff ≥ 10.9 × 109). The most common bacteria isolated were Streptococcus species followed by anaerobic bacteria (17.9%). No significant variation was found with respect to season (X2(3) = 1.0, P =.801), temperature (r(70) = 0.198, P =.096), or humidity, (r(70) = 0.063, P =.599). Conclusion: This study did not find a seasonal variation of PTA in a maritime climate. These findings question the anecdotal hypothesis that PTA is associated with progression from acute URTIs and therefore would be more common in the winter months. [ABSTRACT FROM AUTHOR]

Rationale Intersectoral action (ISA) has been at the forefront of public health policy discussions since the 1970s. ISA incorporates a broader perspective of public health issues and coordinates efforts to address the social, political, economic and environmental contexts from which health determinants operate and are created. Despite being forwarded as a useful way to address and treat complex or 'wicked' problems, such policy issues are still often addressed within, rather than across, disciplinary silos and ISA has been documented to fail more often than it succeeds. Aims and objectives This paper contributes to an understanding of ISA by outlining and applying critical systems heuristics (CSH) theory and methods. Methods CSH theory and methods are described and discussed before applying them to the example of addressing climate change and health equity through public health practice. Results CSH thinking provides useful tools to engage stakeholders, question relations of power that may exist between collaborating partners, and move beyond power inequalities that guide ISA initiatives. Conclusions CSH is a compelling framing that can improve an understanding of the collaborative relationships that are a prerequisite for engaging in ISA to address complex or 'wicked' policy problems such as climate change. Pervious concrete pavement is a sustainable and environmentally conscious paving material. Use of pervious concrete pavement in freeze–thaw climates in Canada has been minimal to date. This paper describes the performance to date of five field sites in Canada. The test areas are monitored continually, starting at the construction stage, to understand the behaviour of pervious concrete in climates in Canada. Testing involves surface distress evaluations, permeability monitoring and evaluation of cast and cored samples. Winter and rehabilitative maintenance options are being performed and evaluated. Test areas are instrumented to track moisture movement through the pavement structure. The findings to date of this work indicate that freeze–thaw cycles are in general not the cause of distress development or failure. This paper investigates the temporal transposability of hydrological models under contrasted climate conditions and evaluates the added value of using an ensemble of model structures for flow simulation. This is achieved by applying the Differential Split Sample Test procedure to twenty lumped conceptual models on a catchment in the Province of Québec (Canada) and another one in the State of Bavaria (Germany). First, a calibration/validation procedure was applied on four historical non-continuous periods with contrasted climate conditions. Then, model efficiency was quantified individually (for each model) and collectively (for the model ensemble). The individual analysis evaluated model performance and robustness. The ensemble investigation, based on the average of simulated discharges, focused on the twenty-member ensemble and all possible model subsets. Results showed that using a single model may provide hazardous results when the model is to be applied in contrasted conditions. Overall, some models turned out as a good compromise in terms of performance and robustness, but generally not as much as the twenty-model ensemble. Model subsets offered yet improved performance over the twenty-model ensemble, but at the expanse of spatial transposability (i.e. need of site-specific analysis). [ABSTRACT FROM AUTHOR]

• Sheltered natural carbonation can be similar between different climates. • Huge impact of curing on natural carbonation for very early age (i.e. 1 day) • Impact of curing is negligible for advanced curing age, regardless of cement type. • Strong impact of precipitation on natural carbonation. • The higher the number of rainy days, the lower the carbonation speed. This paper describes a unique international inter-laboratory study on the carbonation resistance of concrete prepared with different supplementary cementing materials. Concrete specimens – from 45 different concrete mixtures – prepared centrally in Lafarge Centre de Recherche (France) were shipped in a sealed condition to 4 other academia research laboratories (located in USA, Canada, India and China). The specimens were exposed to the ambient environments and atmospheric CO2 concentrations in the five locations, including Lafarge Centre de Recherche in France, in both sheltered and unsheltered condition for a period of 5 years. Measurements of carbonation depth were performed at periodic intervals, and the data was analyzed to assess the influence of climatic conditions on the resistance to carbonation. The results indicate that the general trend of carbonation is not much different irrespective of the macroclimate. Further, the number of rainy days seems to have a more significant influence on the progress of carbonation than the total rainfall in the region. [ABSTRACT FROM AUTHOR]

In a recent letter to Canada's national newspaper, The Globe and Mail, British columnist and climate change gadfly George Monbiot pleaded with Canada to clean up its greenhouse gas emissions act. The letter appeared just a week before the Copenhagen climate conference. In it, Monbiot alleged that Canada's newly acquired status as oil superpower threatens to 'brutalize' the country, as it has other oil-rich countries (Monbiot, G. 2009. Please, Canada, clean up your act, The Globe and Mail, November 30, A15). In this paper, I want to expand on Monbiot's bleak assessment of the Canadian national psyche. It has been pointed out that climate change is forcing us to rethink philosophical ethics. Some, like Dale Jamieson, believe that virtue theory is best equipped to meet the challenge of understanding the moral dimensions of this phenomenon. I think this is basically right, but that climate change is also forcing us to reassess our capacity for moral progress. The two challenges are linked. In what follows, I will first (Section 1) motivate the appeal to virtue ethics as a new way of understanding the ethics of climate change. Next (Section 2), I offer a virtue ethical account of moral progress. With the latter in place, we can (Section 3) uncover the real nature of Canada's moral failing on climate change: it is an impediment to the moral progress of our species. [ABSTRACT FROM AUTHOR]

Precise geolocation is one of the fundamental requirements for satellite imagery to be suitable for climate applications. The Global Climate Observing System and the Committee on Earth Observing Satellites identified the requirement for the accuracy of geolocation of satellite data for climate applications as 1/3 field of view (FOV). This requirement for the series of the Advanced Very High Resolution Radiometer (AVHRR) on the National Oceanic and Atmospheric Administration platforms cannot be met without implementing the ground control point (GCP) correction, particularly for historical data, because of limited accuracy of orbit modeling and knowledge of satellite attitude angles. This paper presents a new method for precise georeferencing of the AVHRR imagery developed as part of the new Canadian AVHRR processing system (CAPS) designed for generating high-quality AVHRR satellite climate data record at 1-km spatial resolution. The method works in swath projection and uses the following: 1) the reference monthly images from Moderate Resolution Imaging Spectroradiometer at 250-m resolution; 2) orthorectification to correct for surface elevation; and 3) a novel image matching technique in swath projection to achieve the subpixel resolution. The method is designed for processing daytime data as it intensively employs observations from optical solar bands, the near-infrared channel in particular. The application of the developed processing system showed that the algorithm achieved better than 1/3 FOV geolocation accuracy for AVHRR 1-km scenes. It has very high efficiency rate (> 97%) due to the dense and uniform GCP coverage of the study area (5700 x 4800 km²), covering the entire Canada, the Northern U.S., Alaska, Greenland, and surrounding oceans. Climate change is already occurring in the Arctic and the Arctic Climate Impact Assessment recently concluded that future climate change could be devastating for Inuit. This paper characterises vulnerability to climate change in two Inuit communities in the Canadian territory of Nunavut, focusing on the resource harvesting sector. In both communities, Inuit have demonstrated significant adaptability in the face of current changes in climatic conditions. This adaptability is facilitated by traditional Inuit knowledge, strong social networks, flexibility in resource use, and institutional support. Changing Inuit livelihoods, however, have undermined certain aspects of adaptive capacity and have resulted in emerging vulnerabilities. Global and regional climate projections indicate that climatic conditions which currently pose risks are expected to be negatively affected by future climate change. These projections are not without precedent and analysis of current vulnerability and identification of adaptation constraints by Inuit in the two communities indicate the continued importance of traditional coping mechanisms. The ability to draw on these coping mechanisms in light of future climate change, however, will be unequal and the research indicates that young Inuit and those without access to economic resources, in particular, are vulnerable. A procedure is proposed that enables the estimation of natural baseflow in a gauged watershed through analyses of recession curves and stream hydrographs. The analysis results in a surrogate for the recovery level of a watershed after a prolonged drought and allows the medium term prediction of runoff behaviour for water resources management. The method has been applied for the Upper Battle River Watershed in the northern Prairies of Alberta, Canada. Results show that baseflow is extremely low after a multi-year drought (2001 to 2003). The recession index indicates that one year after the climatological end of the drought the integrated watershed storage that usually sustains the baseflow is abnormally low, with associated negative impacts on available water resources. For over a decade, the scientific community and park professionals have recognized that climate change will have critical implications for park conservation policy and management (International Union for Conservation of Nature, 1993; Welch, 2005). The implications of global climate change for nature-based park tourism has only recently begun to be assessed. Nature-based tourism and related outdoor recreation are strongly influenced by climate. Climate can affect the physical resources that define the foundation of many tourism and recreation activities as well as the length and quality of tourism and recreation seasons. Any changes in the length and quality of tourism and recreation operating seasons brought about by changes in the climate would have considerable implications for visitation and related aspects of park management. Canada's national parks are a major resource for nature-based tourism, with approximately 16 million person visits in 2003. Visitation to Canada's national parks is highly seasonal and greatly affected by the country's regional climates. This paper examined the potential impact of climate change on the annual number of visitors and the seasonal pattern of visitation in Canada's national parks. Multivariate regression analysis using four climate variables and monthly visitation data for 1996 to 2003 was used to develop a monthly climate-visitation model for 15 high visitation parks. Each park-specific model was then run with two climate change scenarios to assess potential changes in park visitation under a range of climatic conditions projected for the 2020s, 2050s and 2080s. Results indicate that Canada's national parks could experience an increase in visitors under climate change due to a lengthened and improved warm-weather tourism season. In the 2020s, overall visitation levels were projected to increase 6% to 8%, with a number of parks projected to experience larger increases (+12% to 30%). The largest increases in visitation occur during the spring and fall months. Visitation was projected to increase between 9% and 29% system-wide in the 2050s and between 10% and 41% in the 2080s. This paper evaluates the relationships between atmospheric circulation, climate and streamflow in the northern North Atlantic region over the last century and especially the last 50 years. Improved understanding of climatic influences on streamflow is vital given the great importance of fluvial processes to natural systems and water resources, especially in the light of recent and predicted climate change. The main focus lies with climatic and hydrologic implications of the major circulation patterns in the northern North Atlantic, namely the North Atlantic Oscillation (NAO) and Arctic Oscillation (AO). The studies reviewed here reveal key relationships between circulation, climate and streamflow across the northern North Atlantic, allowing the construction of a simple conceptual model for this system. Generally positive NAO/AO-streamflow relationships are found in northwest Europe and northeast USA, with both positive and negative NAO/AO-streamflow linkages apparent for parts of eastern Canada. To help promote a better understanding of the system, several research gaps are identified and critically examined, including: the spatial scope and coverage of investigations; data quality and homogeneity; appropriateness of analytical techniques; and the need for greater knowledge and technique sharing between hydrology and climatology, particularly regarding the rigorous characterization of atmospheric circulation patterns. Among these, the development of seasonally varying, or mobile, NAO indices, to capture variations in subseasonal, seasonal and annual movements in the centres of action, and the need to develop analyses of more hydrologically meaningful climate variables beyond conventional time averaged statistics, are deemed particularly important. In the present paper, a 5-yr baseline integration for the period 1987–91 was carried out over a Pan-Canadian domain to validate the performance of the third-generation Canadian Regional Climate Model (CRCM). The CRCM simulated the large-scale circulation over North America well; it also correctly captured the seasonal variability of surface temperature and reproduced the winter precipitation over North America realistically. However, the CRCM systematically overestimated the summer precipitation over the continent when compared with the observed values. Extensive experiments have been conducted to trace down the sources of error of summer precipitation. Particular attention has been given to the water-vapor-related physical parameterization processes such as the mass flux convection scheme in the CRCM. Experiments involving spectral nudging of the specific humidity toward the values of large-scale driving data enabled the authors to link overestimation with abundant water vapor accumulated in the lower boundary layer resulting from an excessive amount of moisture stored in the soil. A strong boundary layer mixing process from the third generation of the Canadian Atmospheric General Circulation Model was then implemented into the CRCM along with an adjustment to the soil water holding capacity. A final analysis of a 14-month experiment showed that these modifications significantly improved the simulation of summer precipitation over North America without adversely affecting the simulation of winter precipitation. This paper investigates the large-scale flow and thermodynamic structures associated with barrier jets along the Alaskan coast using the National Centers for Environmental Prediction (NCEP) reanalysis, as well as the average wind, moisture, and thermodynamic soundings at Yakutat, Alaska (YAK), and Whitehorse, Yukon Territory, Canada (YXY). Large-scale and sounding composites are constructed for all barrier jets objectively identified around YAK using synthetic aperture radar (SAR) imagery during the cool and warm seasons of 1998–2003. During the cool season the jet events are separated into those with sharp upstream wind gradients (shock jets), highly variable (“gustlike”) surface winds (variable jets), and the other jet events (other jets). Those cool season barrier jets without shock or variable characteristics are associated with an anomalously deep upper-level trough approaching the Gulf of Alaska and an anomalous ridge over western Canada and interior Alaska. The associated surface cyclone and surface ridging result in strong low-level southerlies over southeast Alaska and the advection of 850-mb warm anomalies northward from the subtropics to Alaska. In contrast, the shock events have significant cold anomalies at 850 mb over the interior, while both the shock and variable jets have less upper-level ridging over the interior. The warm season other-jet composite is similar to that for the cool season, except that an 850-mb cool anomaly develops near the coast and the approaching upper-level trough is not significantly deeper than climatology. The sounding composite at YAK of the other-jet type during the cool season is more stable, moist, and slightly cooler at lower levels than the nonjet events. The largest low-level cool, dry, and high stability anomalies are for the shock events at YAK and YXY, which suggests that this cold and dry air source over the interior is an important ingredient for the development of sharp frontlike boundaries to the barrier jet. In contrast, the variable jets have weaker low-level stability, which favors the subsequent mixing of higher momentum to the surface in localized areas. The warm season jets also have cooler lower levels than those for the nonjet events, but the lower levels are nearly well mixed with little stratification, especially over the interior. Lake-effect snowstorms are an important source of severe winter weather over the Great Lakes region and are often triggered by the passage of synoptic-scale low pressure systems. In this paper, a climatology of lake-effect snowstorms over southern Ontario, Canada, for the period 1992–99 is developed. The distinguishing characteristics of the synoptic-scale environment associated with intense lake-effect snowstorms in the region are identified through the study of individual events and through composite analysis. In particular, it is found that a low pressure and a cold-temperature anomaly situated over Hudson Bay, north of the Great Lakes, is a favorable environment for the development of intense lake-effect snowstorms over southern Ontario. It is also found that the track of the low pressure system can have a significant impact on the development or lack thereof of lake-effect snowstorms over southern Ontario. It is found that the low pressure systems that trigger intense lake-effect snowstorms tend to have an anomalous northeastward track as compared to the eastward track of most low pressure systems that transit the region. The relative operating characteristic (ROC) is a measure of the quality of probability forecasts that relates the hit rate to the corresponding false-alarm rate. This paper examines some aspects of the ROC curve for probability forecasts of three equiprobable categories (below normal, near normal, and above normal) in the framework of a simple analog of a climate forecasting system. The insensitivity of the ROC score to some types of forecast biases is discussed and the link to deterministic potential predictability is established in the context of the simple forecasting system. The findings are illustrated with a collection of 24-member ensemble hindcasts of seasonal mean 700-hPa temperature produced with the second-generation general circulation model of the Canadian Centre for Climate Modelling and Analysis. The least annual precipitation in the western interior of North America occurs in the northern Great Plains, including an area that encompasses parts of south-eastern Alberta, south-western Saskatchewan and eastern Montana. During 1999–2001, most climate stations in this region had record low precipitation. This paper examines this three-year drought in the context of historical climate records from Medicine Hat, Alberta and Havre, Montana and summer (June–July) and annual (August–July) precipitation reconstructed from standardized tree-ring widths (residual chronologies) from Pinus contorta (lodgepole pine) sampled in the Cypress Hills of Alberta and Saskatchewan and the Bears Paw Mountains of north-central Montana. Drought is operationally defined as precipitation in the lower 10th and 20th percentiles. Plots of reconstructed precipitation and cumulative departure from median values indicate a shift in climate variability prior to the twentieth century, when EuroCanadians settled in this region. The eighteenth and nineteenth centuries are characterized by sustained periods of progressively wetter and drier conditions, including prolonged drought. Various archival sources document the significant impacts of these prolonged droughts. While drought was frequent in the twentieth century, it tended to be of short duration and the impacts also were ameliorated by intervening periods of relatively high precipitation. Soil quality models developed for ecodistrict polygons (EDP) and the polygons of the soil landscapes of Canada (SLC) to monitor the concentration of soil organic matter require daily climate data as an important input. The objectives of this paper are (i) to provide a method that interpolates the daily station data onto the 894 SLC polygons and 150 EDP in the province of Alberta, Canada, so that the interpolated data fit not only climate mean but also climate variability, especially for the precipitation field, and hence can be used as realistic climate input to soil quality models and (ii) to understand the variability of the Alberta daily climate, such as precipitation frequency. The procedure interpolates the station data onto a dense network of grid points and then averages the gridpoint values inside polygons. The procedure and results for maximum temperature, minimum temperature, and precipitation are reported in detail. The interpolation uses the observed daily data for the period 1 January 1961-31 December 1997 (13 514 days) within the latitude-longitude box (45°-64°N, 116°-124°W). Because the precipitation field can have a short spatial correlation length scale and large variability, a hybrid of the methods of inverse-distance weight and nearest-station assignment is developed for interpolating the precipitation data. This method can reliably calculate not only the number of precipitation days per month, but also the precipitation amount for a day. The temperature field has a long spatial correlation scale, and its data are interpolated by the inverse-distance-weight method. Cross-validation shows that the interpolated results on polygons are accurate and appropriate for soil quality models. In Canada today, the review and approval of federal linear energy infrastructure projects is a contentious matter. Tension is driven in part by the complex regulatory regime, and this complexity is intensified by the federal government's responsibility to fulfill obligations associated with the rights of Indigenous peoples. Th e federal legal regime is evolving rapidly and is part of a broader policy debate pertaining to energy and climate policy, and interprovincial pipelines in particular. Th is article presents the current legal landscape and then discusses emerging changes in federal law and policy. In doing so, it discusses the rights of Indigenous peoples, summarizes the associated varied legal terrain across the country, describes the legislative scheme for review and approval of federally regulated linear energy projects, and provides in-depth discussion of the duty to consult and accommodate. Th e fi nal part of the paper turns to the current evolving context, setting out recent changes the federal government has put forward for law reform. While acknowledging that there is an important continuing need for analysis and commentary with a normative approach to the fi eld of Aboriginal law and the revitalization of Indigenous law, this article takes the approach of focusing on the current content of federal law in Canada as it pertains to Indigenous peoples. Through an empirical investigation of the historical relationship between the destination climate and tourist arrivals in the Caribbean, this study presents the first revealed preference evaluation of a climate index informed by tourists' stated climatic preferences for coastal-beach tourism (i.e., a sun-sand-surf or 3S travel market). The goal of this multi-organization collaboration was to examine the potential application of a newly designed climate index—the Holiday Climate Index (HCI):Beach—for three Caribbean destinations (Antigua and Barbuda, Barbados, Saint Lucia). This paper provides an overview of the evolution of climate indices, including the development of the (HCI):Beach. To test the validity of climate indices for a beach travel market, daily climate ratings based on outputs from the Tourism Climate Index and the HCI were correlated with monthly arrivals data from Canada (a key source market) at an island destination scale. The results underscore the strength of the new index, with each destination scoring consistently higher using the HCI:Beach, including a stronger relationship (R2) between index scores and tourist arrivals. This paper discusses Leslie Sharpe's sound and sculpture installation project "Beak Disorder," exhibited at Manizales, Columbia for Balance-Unbalance 2016. The work addresses how anthropogenic climate change may be affecting birds in the Pacific Northwest regions of Canada and the United States. "Beak Disorder" is a project that references an unexplained condition documented in birds in the Northwest of Canada and Alaska called "avian keratin disorder" where the bird's beak becomes distorted and elongated. This paper contributes to the literature on Indigenous health, human dimensions of climate change, and place-based dimensions of health by examining the role of environment for Inuit health in the context of a changing climate. We investigated the relationship between one key element of the environment – sea ice – and diverse aspects of health in an Inuit community in northern Canada, drawing on population health and health geography approaches. We used a case study design and participatory and collaborative approach with the community of Nain in northern Labrador, Canada. Focus groups (n = 2), interviews (n = 22), and participant observation were conducted in 2010–11. We found that an appreciation of place was critical for understanding the full range of health influences of sea ice use for Inuit. Negative physical health impacts were reported on less frequently than positive health benefits of sea ice use, which were predominantly related to mental/emotional, spiritual, social, and cultural health. We found that sea ice means freedom for sea ice users, which we suggest influences individual and collective health through relationships between sea ice use, culture, knowledge, and autonomy. While sea ice users reported increases in negative physical health impacts such as injuries and stress related to changing environmental conditions, we suggest that less tangible climate change impacts related to losses of health benefits and disruptions to place meanings and place attachment may be even more significant. Our findings indicate that climate change is resulting in and compounding existing environmental dispossession for Inuit. They also demonstrate the necessity of considering place meanings, culture, and socio-historical context to assess the complexity of climate change impacts on Indigenous environmental health. Abstract: In dendrochronology, temporal patterns in radial growth are considered an expression of historical climate processes that cannot be measured. Dendrochronological networks, developed to characterize the geographical and temporal patterns of tree rings, have additional spatial information that can add to our understanding of historical climate conditions. This paper summarizes the use of spatial autocorrelation statistical tools for quantifying spatial trends in dendrochronological networks. Using this approach it is possible to characterize the spatial nature of the process influencing radial growth trends within a tree-ring network. Using a local or mapable measure of spatial autocorrelation it is possible to locate clusters of similar and extreme radial growth trends in any given year and to characterize the persistence of spatial patterns of growth through time. Applied to a dendrochronological network of yellow-cedar (Chamaecyparis nootkatensis (D. Don) Spach), our results suggest that spatial patterns in extreme growth are most often associated with growth limiting climate processes. [ABSTRACT FROM AUTHOR]

Abstract: Grass reference evapotranspiration (ETo) is an important agrometeorological parameter for climatological and hydrological studies, as well as for irrigation planning and management. There are several methods to estimate ETo, but their performance in different environments is diverse, since all of them have some empirical background. The FAO Penman–Monteith (FAO PM) method has been considered as a universal standard to estimate ETo for more than a decade. This method considers many parameters related to the evapotranspiration process; net radiation (Rn), air temperature (T), vapor pressure deficit (Δe), and wind speed (U); and has presented very good results when compared to data from lysimeters populated with short grass or alfalfa. In some conditions, the use of the FAO PM method is restricted by the lack of input variables. In these cases, when data are missing, the option is to calculate ETo by the FAO PM method using estimated input variables, as recommended by FAO Irrigation and Drainage Paper 56. Based on that, the objective of this study was to evaluate the performance of the FAO PM method to estimate ETo when Rn, Δe, and U data are missing, in Southern Ontario, Canada. Other alternative methods were also tested for the region: Priestley–Taylor, Hargreaves, and Thornthwaite. Data from 12 locations across Southern Ontario, Canada, were used to compare ETo estimated by the FAO PM method with a complete data set and with missing data. The alternative ETo equations were also tested and calibrated for each location. When relative humidity (RH) and U data were missing, the FAO PM method was still a very good option for estimating ETo for Southern Ontario, with RMSE smaller than 0.53mmday−1. For these cases, U data were replaced by the normal values for the region and Δe was estimated from temperature data. The Priestley–Taylor method was also a good option for estimating ETo when U and Δe data were missing, mainly when calibrated locally (RMSE =0.40mmday−1). When Rn was missing, the FAO PM method was not good enough for estimating ETo, with RMSE increasing to 0.79mmday−1. When only T data were available, adjusted Hargreaves and modified Thornthwaite methods were better options to estimate ETo than the FAO PM method, since RMSEs from these methods, respectively 0.79 and 0.83mmday−1, were significantly smaller than that obtained by FAO PM (RMSE =1.12mmday−1). Abstract: When planning the acquisition of new palaeo proxy data for reconstructing past climates, many factors influence the decision of where the proxies are to be collected. One such influence is the likelihood of recording a significant climate change relative to the modern. Another consideration, which is less often considered, is the desire to target regions in which there is significant uncertainty in numerical model predictions of past climate change. New proxy data in these regions enables a more rigorous test of model simulations, and results in better constraints on the various boundary conditions used to force the models. In this paper we present a methodology for targeting new palaeo proxy data, based on model simulations. We use the terrestrial late Miocene (11.6 to 5.3 Ma) as a case study. The late Miocene climate provides insights into future climate behavior, as it is believed to have been considerably warmer than the modern. We carry out a suite of late Miocene atmosphere-only General Circulation Model simulations, which we initially evaluate relative to an example dataset of terrestrial temperature and precipitation. In terms of targeting future data acquisition, we locate those regions in the model which exhibit the largest change in temperature and/or precipitation relative to the pre-industrial. We also locate those regions which display the largest variability between the model simulations, because new data in these regions are most likely to provide a strict test of the reliability of the model results. Among other regions, the Amazon basin, the Chad basin, central Canada, and northern India are identified as potentially useful areas to collect data. [Copyright &y& Elsevier]

Abstract: A new technique for climate simulations and projections has emerged over the past 15 years that allows to reach unprecedented spatial resolution at an affordable computing cost: regional climate modelling. The technique has matured and several groups around the world are participating in model intercomparison projects and collaborating in coordinated endeavour to produce ensemble climate-change projections at regional scales. The paper describes the formulation of a specific regional climate model (RCM), the Canadian RCM, commenting on the formulation choices and experience gained during the development and validation process of this model. An original modeling framework for the assessment of climate variation and change impacts on the performance of a complex flood protection system has been developed for the city of Winnipeg in the Red River basin, Manitoba, Canada. The modeling framework allows for the evaluation of different climate change scenarios generated by the global climate models. Temperature and precipitation are used as the main factors affecting flood flow generation. The main contribution of the reported work is the use of a system dynamics modeling and simulation approach in the development of a system performance assessment model. The assessment-modeling framework is based on flood flows, capacity of flood control structures, and failure flow levels at different locations in the basin. The results of this study (shown only to illustrate the methodology) indicate that the capacity of the existing Red River flood protection system is sufficient to accommodate future climate variability and change. The Canadian government has been compiling various observations on freshwater and coastal sea ice conditions for many years. However, the records are not easily accessible and are dispersed within different government departments. Given this, a major effort was undertaken in order to gather all available observations into a common database--the Canadian Ice Database (CID). This database will respond to the needs for climate monitoring in Canada, the validation and improvement of numerical ice models and the development of new remote-sensing methods. Indeed, several studies have shown that freshwater ice and sea ice are good proxy indicators of climate variability and change. The first version of CID contains in situ observations from 757 sites distributed across Canada, which were originally kept on digital or paper records at the Meteorological Service of Canada Headquarters and the Canadian Ice Service (CIS). The CID holds 63,546 records covering the period from ice season 1822-23 to 2000-01. An analysis of the database allows one to trace the temporal evolution of the ice networks. The freeze-up/break-up network of 2000?01 only represents 4% of what it was in 1985-86. A drastic decline of the ice thickness and the snow on ice network is also observable. In 1997-98, it represented only 10% of the network that existed in 1984-85. The major budget cuts in Canadian government agencies during the late 1980s and the 1990s offer the most plausible explanation for the drastic decline in the ice observation networks. Weekly ice coverage determination on large lakes from satellite imagery by the CIS and the national volunteer ice monitoring program, IceWatch, may provide a means of reviving, at least, the freeze-up/break-up network. New Permian plant specimens are described from Prince Edward Island, Canada. They include attached specimens of leaf and stem genera Walchia and Tylodendron, enabling reconstruction of this Early Permian conifer. Although poorly preserved, the study of these floras extends our knowledge of diversity and climate conditions in the region. By placing these findings in a broader stratigraphic and geographic framework, we can document the phytogeographic and climate trends through the Carboniferous and Permian in the Maritimes Basin. Combined data on temporal trends in climate-sensitive sediments, as well as macrofloral and microfloral diversities, generally match the independently derived paleolatitudinal estimates. These show the region migrating from the southern subtropics across the Equator and into the northern subtropics between the Early Carboniferous and Early Permian. Evaporites and pedogenic carbonates, together with low-diversity floras, match its subtropical position in the Early Carboniferous. In contrast, coals are present in the Late Carboniferous, accompanied by high-diversity macro- and microfloral remains, when the region was on or near the Equator. However, the subsequent transition to pedogenic carbonates, eolian sands, and lower diversity floras is not matched by significant poleward latitudinal motion. We ascribe these changes to a decrease in moisture availability, as transgressions of epeiric seas became less frequent and finally stopped altogether, causing an increase of continentality in Euramerica.Cet article décrit de nouveaux spécimens de plantes datant du Permien, provenant de l'Île-du-Prince-Édouard, Canada. Ils comprennent des spécimens de feuilles et de tiges rattachées de genre Walchia et Tylodendron, permettant la reconstruction de ce conifère du Permien précoce. Bien que ces flores soient mal préservées, leur étude étend nos connaissances de la diversité et des conditions climatiques de la région. En plaçant ces découvertes dans un cadre stratigraphique et géographique plus large, nous pouvons documenter les tendances phytogéographiques et climatiques du Carbonifère et du Permien dans le bassin des Maritimes. Des données combinées sur les tendances temporelles dans des sédiments sensibles au climat et des diversités relatives à la macro- et à la microflore concordent généralement avec les estimations de paléoaltitude dérivées de façon indépendante. Ces données montrent qu'entre le Carbonifère précoce et le Permien précoce, il y eut une migration des régions subtropicales méridionales, par delà l'équateur, vers les régions subtropicales septentrionales. Canada is a vast country with most of its population located along its southern border. Large areas are sparsely populated and/or heavily forested, and severe weather reports are rare when thunderstorms occur there. Thus, it has been difficult to accurately assess the true tornado climatology and risk. It is also important to establish a reliable baseline for tornado-related climate change studies. The Northern Tornadoes Project (NTP), led by Western University, is an ambitious multidisciplinary initiative aimed at detecting and documenting every tornado that occurs across Canada. A team of meteorologists and wind engineers collects research-quality data during each damage investigation via thorough ground surveys and high-resolution satellite, aircraft, and drone imaging. Crowdsourcing through social media is also key to tracking down events. In addition, NTP conducts research to improve our ability to detect and accurately assess tornadoes that affect forests, cropland, and grassland. An open data website allows sharing of resulting datasets and analyses. Pilot investigations were carried out during the warm seasons of 2017 and 2018, with the scope expanding from the detection of any tornadoes in heavily forested regions of central Canada in 2017 to the detection of all EF1+ tornadoes in Ontario plus all significant events outside of Ontario in 2018. The 2019 season was the first full campaign, systematically collecting research-quality tornado data across the entire country. To date, the project has found 89 tornadoes that otherwise would not have been identified, and increased the national tornado count in 2019 by 78%. [ABSTRACT FROM AUTHOR]
