Widespread utilization of plug-in electric vehicles (PEVs) would incur more uncertainties, and thus challenge the traditional planning strategies for distribution systems. In this paper, a scenario-based comprehensive expansion planning (SCEP) approach for distribution systems is presented to cope with future uncertainties. This approach can not only take into account the initial investment and operation costs but also consider the expected adaptation cost to other future scenarios, and in this way the flexibility of an initial planning scheme can be achieved. Future scenarios are identified in line with three uncertainties, namely the conventional load levels, penetration levels of PEVs and whether or not with successful implementation of a coordinated charging strategy. The charging profile for dump charging mode has been determined straightforwardly, while that for coordinated charging mode is obtained by solving the proposed day-ahead dispatching model (DDM). Furthermore, a priority-based real time dispatching strategy (PRTDS) is proposed to obtain direct charging instructions for PEVs, and thus to demonstrate the rationality of utilizing the charging profile acquired from DDM in distribution system expansion planning (DSEP). It has become more and more demanding to investigate the impacts of wind farms on power system operation as ever-increasing penetration levels of wind power have the potential to bring about a series of dynamic stability problems for power systems. This paper undertakes such an investigation through investigating the small signal and transient stabilities of power systems that are separately integrated with three types of wind turbine generators (WTGs), namely the squirrel cage induction generator (SCIG), the doubly fed induction generator (DFIG), and the permanent magnet generator (PMG). To examine the effects of these WTGs on a power system with regard to its stability under different operating conditions, a selected synchronous generator (SG) of the well-known Western Electricity Coordinating Council (WECC three-unit nine-bus system and an eight-unit 24-bus system is replaced in turn by each type of WTG with the same capacity. The performances of the power system in response to the disturbances are then systematically compared. Specifically, the following comparisons are undertaken: (1) performances of the power system before and after the integration of the WTGs; and (2) performances of the power system and the associated consequences when the SCIG, DFIG, or PMG are separately connected to the system. SUMMARY With the advent of large-scale wind farms and their integration into electrical grids, more uncertainties, constraints and objectives must be considered in power system development. It is therefore necessary to introduce risk-control strategies into the planning of transmission systems connected with wind power generators. This paper presents a probability-based multi-objective model equipped with three risk-control strategies. The model is developed to evaluate and enhance the ability of the transmission system to protect against overload risks when wind power is integrated into the power system. The model involves: (i) defining the uncertainties associated with wind power generators with probability measures and calculating the probabilistic power flow with the combined use of cumulants and Gram-Charlier series; (ii) developing three risk-control strategies by specifying the smallest acceptable non-overload probability for each branch and the whole system, and specifying the non-overload margin for all branches in the whole system; (iii) formulating an overload risk index based on the non-overload probability and the non-overload margin defined; and (iv) developing a multi-objective transmission system expansion planning (TSEP) model with the objective functions composed of transmission investment and the overload risk index. The presented work represents a superior risk-control model for TSEP in terms of security, reliability and economy. The transmission expansion planning model with the three risk-control strategies demonstrates its feasibility in the case study using two typical power systems. Abstract: To ensure the small-signal stability of a power system, power system stabilizers (PSSs) are extensively applied for damping low frequency power oscillations through modulating the excitation supplied to synchronous machines, and increasing interest has been focused on developing different PSS schemes to tackle the threat of damping oscillations to power system stability. This paper examines four different PSS models and investigates their performances on damping power system dynamics using both small-signal eigenvalue analysis and large-signal dynamic simulations. The four kinds of PSSs examined include the Conventional PSS (CPSS), Single Neuron based PSS (SNPSS), Adaptive PSS (APSS) and Multi-band PSS (MBPSS). A steep descent parameter optimization algorithm is employed to seek the optimal PSS design parameters. To evaluate the effects of these PSSs on improving power system dynamic behaviors, case studies are carried out on an 8-unit 24-bus power system through both small-signal eigenvalue analysis and large-signal time-domain simulations. A flood of alarm messages in an automatic digital substation makes the monitoring task a significant challenge for the operators in a remote control center, especially under fault scenarios. An online intelligent alarm-processing system is developed based on the architecture of the digital substation. First, real-time alarms are classified according to the IEC 61850 standard in order to provide synthesized and organized alarms for the alarm-processing procedure in the next step. Then, a new and systematic alarm-processing approach for digital substations is developed. Two modules (i.e., the generation of candidate hypotheses and the truth evaluation for the hypotheses) are included in the developed approach, and these two modules are operating in parallel in online implementation. This approach could not only determine the fault/disturbance cause but also the missing or false alarms as well as the causes of the false alarms. According to actual application requirements, an online intelligent alarm-processing system is developed and applied in the Xingguo substation—the first digital substation in Jiangxi Province, China. Optimization of schemes for black-start is one of the most important factors determining the speed of power system restoration after either a global blackout or a local outage. In this paper a novel method employing the entropy weight-based decision-making theory is proposed for this application. By using the method for the decision making in black start, the subjective weights acquired from knowledge and experience of experts could be used in conjunction with the objective weights (entropy weighs) deduced from some closely related indices. Obviously, the developed method can greatly improve the performance in power system restoration by overcoming the shortcomings of conventional methods that only use either the subjective or the objective weights. Furthermore, the proposed method is applicable in power systems with different levels of black-start experience for assisting the optimal black-start decision making. This paper addresses the integrated planning problem of a power network and the charging infrastructure of electric vehicles (EVs) for enhancing power system resilience under various extreme weather scenarios. The planning methodology determines the optimal joint expansion decisions while modeling the benchmark system operation under the n − k resilience criterion. The proposed coordinated planning framework is a robust two-stage/tri-level mixed-integer optimization model. The proposed robust joint planning model includes the construction plan in the first level, identifying the worst-case scenario in the second level, and optimizing the operation cost and load shedding in the final level. To solve this model, a duality-based column and constraint generation (D-CCG) algorithm is developed. Using case studies, both the robust sole transmission planning and joint planning models are demonstrated on the IEEE 30-bus and IEEE 118-bus power systems. Numerical simulations of the benchmark systems validate the effectiveness of the developed framework and the efficiency of the proposed solution approach. Transient stability after islanding is of crucial importance because a controlled islanding strategy is not feasible if transient stability cannot be maintained in the islands created. A new indicator of transient stability for controlled islanding strategies, defined as the critical islanding time (CIT), is presented for slow coherency-based controlled islanding strategies to determine whether all the islands created are transiently stable. Then, the stable islanding interval (SII) is also defined to determine the appropriate time frame for stable islanding. Simulations were conducted on the New England test system–New York interconnected system to demonstrate the characteristics of the critical islanding time and stable islanding interval. Simulation results showed that the answer for when to island could be easily reflected by the proposed CIT and SII indicators. A comprehensive method is presented in this work to locate faults in distribution systems with distributed generators (DGs). A two-level model is developed for this purpose with both telecommunication and telemetering data employed, so as to make good use of fused information for attaining a more credible optimization solution under scenarios with alarm distortions of feeder terminal units (FTUs) or loss during communication. First, at the upper level, an analytic model is developed to search all potential faulted sections/candidates based on the telecommunication data. Then, on the lower level, a model is presented using the telemetering data to identify the most likely fault location from the candidates provided by the upper model. The essential features of the two-level diagnosis model are demonstrated through a number of case studies. Simulation results have shown that the proposed approach is capable of not only locating the faulted section(s) in a distribution system with DGs but also identifying false and/or missing alarms. Finding an optimal black-start scheme plays an important role in speeding up the restoration procedure of a power system after a blackout or a local outage. In a practical black-start decision-making procedure, uncertainties are inevitable. Some factors such as index values and indexes’ weights can be better described as uncertain interval values. So far, the black-start decision-making problem with uncertainties has not yet been systematically investigated. Given this background, a new approach for black-start decision-making based on interval values is developed. First, a decision-making matrix with interval values is normalized by using the error propagation theory. Then, a linear goal programming model is developed to seek the ideal vector of index weights and the evaluation values of all candidate black-start schemes can be obtained. A risk attitude factor based method is presented to sort the schemes. Finally, a sample example is served for demonstrating the essential feature of the proposed method, and comparisons with three existing methods are also carried out. Simulation and comparison results show that the proposed method could not only take different kinds of uncertainties into account, but also overcome several shortcomings of the existing methods. The fuzzy Petri net is a promising and efficient approach that can tackle the complexities of power system fault diagnosis. In this work, the temporal constraint between event occurrences in power systems is investigated. Then, it is introduced to a fuzzy Petri net (FPN) for fault diagnosis. The temporal attributes are assigned to the propositions in the Petri net, so that temporal information can be taken into account, which makes the true hypothesis distinguishable from the false ones. The modified matrix execution algorithm can enhance computational efficiency, with a “weighted average” operation included to improve the fault-tolerance. The developed model possesses a modular structure, which is easy to adapt to topology changes, and to accommodate modern protection schemes. A preliminary evaluation of the operating performance of protective devices is also carried out after fault section identification. The testing results on the IEEE 14-bus power system and Zhejiang provincial power system in China demonstrate that the developed model is correct and efficient. Compared with three existing fault diagnosis methods, the proposed one has stronger fault-tolerance with lower computational cost, and is suitable for on-line fault diagnosis in large-scale power systems. The network reconfiguration is an important stage of restoring a power system after a complete blackout or a local outage. Reasonable planning of the network reconfiguration procedure is essential for rapidly restoring the power system concerned. An approach for evaluating the importance of a line is first proposed based on the line contraction concept. Then, the interpretative structural modeling (ISM) is employed to analyze the relationship among the factors having impacts on the network reconfiguration. The security and speediness of restoring generating units are considered with priority, and a method is next proposed to select the generating unit to be restored by maximizing the restoration benefit with both the generation capacity of the restored generating unit and the importance of the line in the restoration path considered. Both the start-up sequence of generating units and the related restoration paths are optimized together in the proposed method, and in this way the shortcomings of separately solving these two issues in the existing methods are avoided. Abstract: Power system restoration after a large area outage involves many factors, and the procedure is usually very complicated. A decision-making support system could then be developed so as to find the optimal black-start strategy. In order to evaluate candidate black-start strategies, some indices, usually both qualitative and quantitative, are employed. However, it may not be possible to directly synthesize these indices, and different extents of interactions may exist among these indices. In the existing black-start decision-making methods, qualitative and quantitative indices cannot be well synthesized, and the interactions among different indices are not taken into account. The vague set, an extended version of the well-developed fuzzy set, could be employed to deal with decision-making problems with interacting attributes. Given this background, the vague set is first employed in this work to represent the indices for facilitating the comparisons among them. Then, a concept of the vague-valued fuzzy measure is presented, and on that basis a mathematical model for black-start decision-making developed. Compared with the existing methods, the proposed method could deal with the interactions among indices and more reasonably represent the fuzzy information.
