Over the years, policy learning has emerged as a theoretical lens to provide an alternative understanding of powering-based approaches to the policy process and policy outcomes. This has been a success story, with policy learning gaining presence among theoretical frameworks on the policy process. However, the puzzling-powering dichotomy is reductive. In real-world policy processes, we find both puzzling and powering. Also, we cannot reduce the value of learning to what is not explained by power alone. This Introduction shows how puzzling and powering interact and with what consequences on policy processes, moving beyond the dichotomy. We present how the four contributions of this Special Issue explore this territory and suggest how to approach the design of governance architectures for learning. [ABSTRACT FROM AUTHOR]

We draw on the Institutional Grammar Tool's rule types to empirically analyze the design of four major procedural regulatory instruments in the 27 member states of the European Union and the UK. They are: consultation, regulatory impact assessment, freedom of information, and the Ombudsman. By adopting the Institutional Grammar Tool as conceptual lens we end up with a single measurement template applicable to a variety of action situations. We derive measures that are conceptually robust and suitable for comparative analysis. With original data gathered on the official legal base in the 28 cases, we carry out principal components analysis. We identify design patterns across countries and instruments; the specialization of each instrument in terms of rule type; and the components that best explain cross‐country variation. In the conclusions we argue that to reframe the design features of the four instruments in conceptual, theoretical categories is not simply a taxonomical exercise but it extends to the territory of comparative policy analysis, practice and reform. This article explores how policy learning can improve comparative policy analysis by focusing on causality in learning processes. After summarizing the comparative credentials of the policy learning literature, the article outlines a framework of four learning modes, relating it to three approaches of causality: deterministic, probabilistic, and set-theoretic. It then builds on this to explore different approaches to causation and learning in relation to: policy change, political contexts, and, finally, the temporal and spatial dimensions of comparative policy analysis. Consultation is a policy instrument geared toward stakeholder engagement in the formulation of primary and secondary legislation. It ensures certain categories of actors can access draft proposals, examine the evidence produced by government or regulators, provide comments and receive feedback. Using an original dataset of consultation design across the EU-28, we examine how variations in combinations of consultation design matter for perceptions of corruption. Using Ostrom's Institutional Grammar Tool (IGT), we develop expectations about the causal effects of combinations of formal consultation rules together with the condition of social capital, which captures important attributes of the context in which consultation operates. We test our expectations using set-theoretic techniques. Our findings indicate: formal consultation rules are rarely sufficient for mitigating perceptions of corruption, legally prescribed procedures are often replaced by informal rules, and the limited effect of formal consultation rules on perceptions of corruption is due to an incomplete design of the procedures. Coronavirus (COVID-19) is one of the defining policy challenges of an era. In this article, we sketch some possible ways in which the public policy and administration community can make an enduring contribution about how to cope with this terrible crisis. We do so by offering some elements that delineate a tentative research agenda for public policy and administration scholars, to be pursued with epistemic humility. We outline the contours of seven analytical themes that are central to the challenges presented by COVID-19: policy design and instruments, policy learning, public service and its publics, organisational capacity, public governance, administrative traditions and public sector reforms in multi-level governance (MLG). The list is neither exhaustive nor exclusive to COVID-19. The knowledge we can generate must speak not only to the daunting challenge of COVID-19 itself but also to policymakers, and indeed humankind, trying to cope with future unexpected but high impact threats, by leveraging better public policies and building administrative capacities to enable more resilient, equitable and effective public services. It seems paradoxical to suggest that theories of learning might be used to explain policy failure. Yet the Brexit fiasco connects with recent approaches linking varieties of policy learning to policy pathologies. This article sets out to explain the UK government's (mis)management of the Brexit process from June 2016 to May 2019 from a policy learning perspective. Drawing on interviews with UK policy-makers and stakeholders, we ask how did the UK government seek to learn during the Brexit negotiations? We consider four modes of learning: reflexivity, epistemic, hierarchical, and bargaining. By empirically tracing the policy process and scope conditions for each of these, we argue that learning through the first three modes proved highly dysfunctional. This forced the government to rely on bargaining between competing factions, producing a highly political form of learning which stymied the development of a coherent Brexit strategy. We argue that the analysis of Brexit as a policy process – rather than a political event – reveals how policy dynamics play an important role in shaping the political context within which they are located. The article concludes that public policy analysis can, therefore, add significant value to our understanding of Brexit by endogenising accounts of macro political developments. The Institutional Grammar Tool (IGT) is an important and relatively recent innovation in policy theory and analysis. It is conceptualized to empirically operationalize the insights of the Institutional Analysis and Development (IAD) framework. In the last decade, political scientists have offered a number of applications of the IGT, mainly focused on disclosing and scrutinizing in-depth the textual configurations of policy documents. These efforts, involving micro-level analyses of syntax as well as more general classifications of institutional statements according to rule types, have underpinned empirical projects mainly in the area of environmental and common-pool resources. Applications of IGT are still in their infancy, yet the growing momentum is sufficient for us to review what has been learned so far. We take stock of this recent, fast-growing literature, analyzing a corpus of 26 empirical articles employing IGTs published between 2008 and 2017. We examine them in terms of their empirical domain, hypotheses, and methods of selection and analysis of institutional statements. We find that the existing empirical applications do not add much to explanation, unless they are supported by research questions and hypotheses grounded in theory. We offer three conclusions. First, to exploit the IGT researchers need to go beyond the descriptive, computational approach that has dominated the field until now. Second, IGT studies grounded in explicit hypotheses have more explanatory leverage, and therefore, should be encouraged when adopting the tool outside the Western world. Debates about impact and relevance have long been a feature of British politics and international studies. Thanks to the 2014 Research Excellence Framework, we now have large-scale and comparable empirical evidence to animate and shape these discussions. Here, we present the first systematic analysis of the case studies. Using frequency data, we report the political economy of political science and international studies’ impacts across four broad themes: who has what impact and when; impact’s beneficiaries; impact’s evidence base; and, generating and validating impact. Analytically, we comment on the findings using insights from disciplinary histories and knowledge utilisation literatures. Reference to policy learning is commonplace in the public policy literature but the question of whether it qualifies as an analytical framework applicable to the policy process has yet to be systematically addressed. We therefore appraise learning as analytical framework in relation to four standards: assumptions and micro‐foundations, conceptual apparatus, observable implications, normative applications. We find that policy learning meets the four standards, although its theoretical leverage varies across them. Since we are not aware of theories of the policy process that meet all of these standards all the time, we conclude that policy learning fares reasonably well and it's worth investing intellectual resources in this field. Policy learning is an attractive proposition, but who learns and for what purposes? Can we learn the wrong lesson? And why do so many attempts to learn what works often fail? In this article, we provide three lessons. First, there are four different modes in which constellations of actors learn. Hence our propositions about learning are conditional on which of the four contexts we refer to. Second, policy learning does not just happen; there are specific hindrances and triggers. Thus, learning can be facilitated by knowing the mechanisms to activate and the likely obstacles. Third, learning itself is a conditional final aim: although the official aspiration of public organisations and politicians is to improve on public policy, policy learning can also be dysfunctional - for an organisation, a policy, a constellation of actors or even democracy. Epistemic communities are at their most powerful in novel and technically complex policy issues when decision-makers' and stakeholders' understandings are rudimentary. A successful epistemic community reduces uncertainty through policy learning. These lessons enable policy actors to recognize their preferences thus making such issues more tractable. However, policy learning is dynamic and has various modes. Where an epistemic community's advice points in unfavourable policy directions, rival lessons may be crafted by policy actors thus threatening an epistemic community's place as principal teacher on an issue. What happens to the influence of epistemic communities that do not attend to these alternative interpretations? Can epistemic communities teach in the 'wrong' mode? Using the empirical case of the long-running hormone growth promoters saga in the European Union (EU) we show how, even in complex technical issues, learning in the epistemic mode may not dominate for long. Specifically, we identify a key barrier to epistemic communities' influence neglected in the literature: the 'irony of epistemic learning'. In setting the foundational knowledge on novel issues, epistemic communities provide non-specialist governance actors with the resources to oppose the very knowledge these experts have created thereby curtailing their influence. Whilst the literature classifies policy learning in terms of types or ontological approaches (reflexive and social constructivist learning versus rational up-dating of priors), we offer a three-dimensional approach to explore the relationships between individual learning, learning in groups and the macro-dimension. Our contribution maps most (although not all) lively debates in the field on a multi-dimensional space and explores the logic of causality from micro to macro. To achieve these two aims, we draw on Coleman's 'bath-tub'. We map learning in the bath-tub by considering prominent studies on learning but also, in some cases, by exploring and drawing lessons from political science and behavioural sciences. By integrating findings in an eclectic way, we explain the logic of learning using a single template and suggest methods for empirical analysis. This is not a literature review but an original attempt to capture the causal architecture of the field, contributing to learning theory with findings from mainstream political and behavioural sciences. We analyse policy failure as a degeneration of policy learning. Analytically, we drill down on one type - epistemic learning. This is the realm of evidenced-based policymaking (EBPM), where experts advise decision-makers on issues of technical complexity. Empirically, we present the management of bovine tuberculosis (BTB) in England since 1997 as a failure of epistemic learning. Drawing on elite interviews and documentary analysis, weaknesses in government's management of its relationship with an epistemic community are analysed as problems of learning about different aspects of organisational capacity. Policy failures present a valuable opportunity for policy learning, but public officials often fail to learn valuable lessons from these experiences. The studies in this volume investigate this broken link. This introduction defines policy learning and failure, and then organises the main studies in these fields along the key dimensions of: processes, products and analytical levels. We continue with an overview of the special issue articles, outlining where they sit in the wider literature and how they link learning and failure. Donald Schön's assertion that becoming an effective professional requires more than technical rationality underpins the pedagogy of Masters in Public Administration (MPA) programmes. This article explores how public administrators can be taught to think reflectively and reflexively about the limits of control in the context of decision making and regulatory policy appraisal. It reports on an in-class pedagogical experiment on illusions of control used to generate a real-life experience of the cognitive and emotional dimensions of control. By doing so, the article introduces the concept of 'regulatory humility' and contributes to the literature on experiments as pedagogical tools, and to debates on teaching methods in public administration and political science. This article provides advice on how to meet the practical challenges of experimental methods within public management research. We focus on lab, field, and survey experiments. For each of these types of experiments we outline the major challenges and limitations encountered when implementing experiments in practice and discuss tips, standards, and common mistakes to avoid. Regulators face an array of initiatives designed to boost the effectiveness of policy delivery and cut administrative burdens. A good deal of analytical attention is given to these governance tools, but we know much less about how regulators themselves understand and learn about them. We use a quasi-experiment to assess the effects of training on local government inspectors’ understandings of the Primary Authority (PA) initiative. Established in 2009 by the UK's Better Regulation Delivery Organisation (BRDO), PA partnerships are legally binding agreements that provide businesses with a single point of regulatory contact and inspectors provide advice and reduce duplication of inspections and paperwork. The initiative is complex, and marks a significant departure from the existing inspection framework. Our findings suggest that, regardless of training, the regulatory innovation is well understood among local authority inspectors. Training may make a difference, however, in aspects of regulatory reform which are contentious or could be taken as counterintuitive to professional norms. The political control of the bureaucracy is a major theme in public administration scholarship, particularly in delegation theory. There is a wide range of policy instruments suitable for the purpose of control. In practice, however, there are economic and political limitations to deploying the full arsenal of control tools. We explore the implications of the costs of control by examining cross-country patterns of fire alarms. We identify and categorize a set of control instruments and their rationale using accountability typologies. We then code the presence or absence of different instruments by drawing on an original dataset of 14 instruments in a population of 17 European countries. Using configurational analysis, we analyse cross-country patterns. In the conclusions, we reflect on the patterns identified, their implications for controlling bureaucracy in advanced democracies and the literature on administrative traditions. The increased salience of how to value ecosystems services has driven up the demand for policy-relevant knowledge. It is clear that advice by epistemic communities can show up in policy outcomes, yet little systematic analysis exists prescribing how this can actually be achieved. This paper draws on four decades of knowledge utilisation research to propose four types of 'possible expert' who might be influential on ecosystems services. Broad findings of a literature review on knowledge use in public policy are reported, and the four-fold conceptualisation pioneered by Carol Weiss that defines the literature is outlined. The field is then systematised by placing these four modes of knowledge use within an explanatory typology of policy learning. With how, when, and why experts and their knowledge are likely to show up in policy outcomes established, the paper then proposes the boundaries of the possible in how the ecosystems services epistemic community might navigate the challenges associated with each learning mode. Four possible experts emerge: with political antenna and epistemic humility; with the ability to speak locally and early to the hearts and minds of citizens; with a willingness to advocate policy; and, finally, with an enhanced institutional awareness and peripheral policy vision. Since 2003, the European Commission has produced analytical documents (called Impact Assessments, IAs) to appraise its policy proposals. This appraisal process is the cornerstone of the regulatory reform policy of the European Union. Previous research has been concerned with the quality of the IAs in terms of evidence-based policy, usages of economic analysis and other standards of smart regulation. Instead, we move to a different perspective. We draw on the narrative policy framework to explore IAs as a text and discursive instrument. Conceptually, insights from discursive institutionalism are used to explore narratives as tools of coordination within complex organizations such as the European Commission, and as communicative tools through which policy-makers seek to enhance the plausibility, acceptability and, ultimately, legitimacy for their policy proposals. Empirically, we consider a sample of IAs that differ by originating DGs, legal instrument, and level of saliency. The findings show that both in coordinating and communicating policy, the European bureaucracy projects a certain definition of its identity via the narratives it deploys. The Commission may use IAs to produce evidence-based policy, but it also an active narrator. It engages with IAs to provide a presentation of self, to establish EU norms and values, and to create consensus around policy proposals by using causal plots, doomsday scenarios, and narrative dramatization. The field of policy learning is characterised by concept stretching and a lack of systematic findings. To systematise them, we combine the classic Sartorian approach to classification with the more recent insights on explanatory typologies, distinguishing between the genus and the different species within it. By drawing on the technique of explanatory typologies to introduce a basic model of policy learning, we identify four major genera in the literature. We then generate variation within each cell by using rigorous concepts drawn from adult education research. By looking at learning through the lenses of knowledge utilisation, we show that the basic model can be expanded to reveal sixteen different species. These types are all conceptually possible, but are not all empirically established in the literature. Our reconstruction of the field sheds light on mechanisms and relations associated with alternative operationalisations of learning and the role of actors in the process of knowledge construction and utilisation. By providing a comprehensive typology, we mitigate concept-stretching problems and lay the foundations for the systematic comparison across and within cases of policy learning. Research on regulation has crossed paths with the literature on policy instruments, showing that regulatory policy instruments contain cognitive and normative beliefs about policy. Thus, their usage stacks the deck in favor of one type of actor or one type of regulatory solution. In this article, we challenge the assumption that there is a predetermined relationship between ideas, regulatory policy instruments, and outcomes. We argue that different combinations of conditions lead to different outcomes, depending on how actors use the instrument. Empirically, we analyze 31 EU and UK case studies of regulatory impact assessment (RIA) - a regulatory policy instrument that has been pivotal in the so-called better regulation movement. We distinguish four main usages of RIA, that is, political, instrumental, communicative, and perfunctory. We find that in our sample instrumental usage is not so rare and that the contrast between communicative and political usages is less stark than is commonly thought. In terms of policy recommendations, our analysis suggests that there may be different paths to desirable outcomes. Policymakers should therefore explore different combinations of conditions leading to the usages they deem desirable rather than arguing for a fixed menu of variables. [ABSTRACT FROM AUTHOR]

The delegation literature tells us that decision-makers delegate power to agents to achieve efficiency or credibility (or both). Critically, however, the successful delivery of each of these implies very different levels of control over their agent by the principal. This paper deploys principal-agent modelling to explore how this logic works with epistemic agents. It explores the implications of two epistemic communities' contrasting de facto independence from European Commission decision-makers for the delegation goals satisfied in formulating policy on hormone growth promoters. Analysis supported the view that to deliver policy efficiency an epistemic community must have low autonomy from the political principal. Principal-agent modelling has become a very influential way of thinking about bureaucratic politics in a wide range of settings. Simple agency models have recently been extended and bureaucratic relationships placed in their wider temporal and socio-political contexts. By developing a conceptualization of principal-agent learning this article offers a nuanced account of the extent to which principals can learn to develop institutions that enhance their political control of bureaucratic agents and predispose those agents toward the principal's preferences, limiting adverse selection and moral hazard problems. The revised model is applied to the context of the European Commission's selection and management of scientific committees in the case of agricultural hormone growth promoters. The findings not only confirm the usefulness of more dynamic accounts of principal-agent relationships that eschew ahistoricism and acontextualism, they also suggest that extended principal-agent models should include constraints on learning by principals.
