Purpose: Despite the number of quality management procedures being currently applied, construction defects in the domestic sector are acknowledged to contribute to the energy performance gap of buildings. This paper investigates the limitations and challenges to the implementation of project quality plans (PQPs) and their impact on the achievement of expected thermal performance in the UK social housing projects. Design/methodology/approach: A qualitative approach, guided by grounded theory, was used in this research. This methodology provided the structure for systematic data analysis iterations, enabling cross-case analysis. An analytic induction process was designed to seek the explanation of the targeted phenomenon and required data collection until no new ideas and concepts emerged from the research iterations. This study collected data from five social housing projects through interviews, site observations and project documentation. Findings: Multiple limitations and challenges were identified in the implementation of PQP to deliver thermal efficient social housing. Generally, there is the need for more objective quality compliance procedures based on required evidence. When investigating the root of the challenges, it was concluded that the adoption of statutory approval as the main quality compliance procedure led to the dilution of the responsibility for prevention and appraisal of defects that compromised the effectiveness of PQP devised by housing associations (HA) and contractors. Originality/value: This study identifies the shortcomings of PQP in addressing quality issues with potential to undermine the thermal performance of social housing projects. This paper is concerned with the conclusion of the Stern Review that the cost of climate change could be as much as 20% of the global GDP. In this paper, I identify two major sources of variation in the estimates of the aggregate cost of climate change. One is the disagreement among the AOGCM models on the magnitude of climate change, and the other is the divergence among the economic models on how harmful these changes will be to the economy. The main conclusion of this paper is that only under the alarmist approach—which assumes both the most severe climate change and the most extreme estimate of climate change damage to the economy—we can be convinced that the cost of climate change is close to 20% of the global GDP in 2100. UK Exercise SAIF SAREEA 3 saw components of first Armoured Infantry Brigade conduct kinetic armoured infantry manoeuvres in Oman in temperatures that at times exceeded 50°C. This paper presents the methods of acclimatisation, recreational physical training in the heat, and reacclimatisation training conducted in theatre during this exercise. In order to reduce the risk of heat illness, individuals underwent either validated heat acclimatisation training in accordance with current policy, or adapted training as dictated by musculoskeletal restrictions or job specification. Direction was issued regarding recreational training. There was a theatre medical consensus agreed for the practice of returning soldiers to the exercise after admission to a medical treatment facility due to the effects of heat and data were collated on all LAND (Army) acclimatisation and heat illness presentations. The rates of climatic effect were much lower than expected in the medical estimate based on Exercise SAIF SAREEA 2 and similar exercises. Only five LAND patients fulfilled the in-theatre case definition of exertional heat illness of a deployed LAND forces population at risk of 2550. Climate change is a major issue for all levels of government, global, national and local. Local authorities' responses to climate change have tended to concentrate on their role in reducing greenhouse gases. However, the scientific consensus is that we also need to adapt to unavoidable climate change. Spatial planning at a local level has a critical anticipatory role to play in promoting robust adaptation. This paper reviews the shift in local authorities' planning policies for climate change adaptation in the UK since 2000, and provides evidence of underlying attitudes amongst planning professionals to climate change. It shows that, while the issue of climate change is becoming recognized with respect to flood risk, the wider implications (for instance, for biodiversity and water resources) are not yet integrated into plans. The reasons for this lie in lack of political support and lack of engagement of the planning profession with climate change networks. But the paper also argues there are difficulties in acknowledging the need for adaptation at the local level, with the short-term horizons of local plans at odds with perceptions of the long-term implications of climate change. This paper briefly assesses the economic efficiency case for voluntary initiatives (VIs), discusses some limitations of this type of policy instrument and goes on to consider the role that local-scale voluntary initiatives might play in assisting small and medium sized enterprises (SMEs) to embrace the issue of environmental performance improvement. The paper examines SME organizational management in relation to the likely effectiveness of their participation in voluntary environment programmes. An environmental attitudes survey carried out with 62 SMEs in East Anglia found that willingness to become involved in such initiatives does exist, but that a better presentation of opportunities for prospective small firms, together with a more tailored approach, will be necessary if VIs for SMEs are to become a more extensive feature of environmental policy making in the UK. Irrespective of the success of climate mitigation efforts, societies worldwide face the challenge of adapting to a changing climate. In this paper, we examine UK residents' expectations of future threats and opportunities associated with climate change impacts, along with willingness to prioritise different climate change impacts for investment. Using a national survey (n = 2007), we report on three main findings. First, UK residents tend to expect threats related to flooding and wet weather to be more likely and concerning than heat extremes or opportunities. Second, UK residents' expectations of climate change impacts do not align with expert assessments, especially showing lower estimates of heat-related threats as compared to experts. Third, willingness to allocate resources to potential climate change impacts tends to be more strongly associated with anticipated concern should they occur than climate change belief or the expected likelihood of them occurring. Considerable attention has been given to the impact of climate change on avian populations over the last decade. In this paper we examine two issues with respect to coastal bird populations in the UK: (1) is there any evidence that current populations are declining due to climate change, and (2) how might we predict the response of populations in the future? We review the cause of population decline in two species associated with saltmarsh habitats. The abundance of Common RedshankTringa totanusbreeding on saltmarsh declined by about 23% between the mid-1980s and mid-1990s, but the decline appears to have been caused by an increase in grazing pressure. The number of TwiteCarduelis flavirostriswintering on the coast of East Anglia has declined dramatically over recent decades; there is evidence linking this decline with habitat loss but a causal role for climate change is unclear. These examples illustrate that climate change could be having population-level impacts now, but also show that it is dangerous to become too narrowly focused on single issues affecting coastal birds. Making predictions about how populations might respond to future climate change depends on an adequate understanding of important ecological processes at an appropriate spatial scale. We illustrate this with recent work conducted on the Icelandic population of Black-tailed GodwitsLimosa limosa islandicathat shows large-scale regulatory processes. Most predictive models to date have focused on local populations (single estuary or a group of neighbouring estuaries). We discuss the role such models might play in risk assessment, and the need for them to be linked to larger-scale ecological processes. This paper explores some of the issues surrounding participation in and collection of, domestic waste for recycling and examines the motivation, for individuals to recycle household waste, the ease with which this may happen, and the environmental impacts of the methods of recycling. This information is then used to suggest that it may be possible to engage individuals in the debate about sustainability by using recycling as a starting point for greater awareness of the wider and more complex issues. These issues are social as well as environmental and economic considerations. Abstract: The idea of climate has both statistical and social foundations. Both of these dimensions of climate change over time: climate, as defined by meteorological statistics, changes for both natural and anthropogenic reasons; and our expectations of future climate also change, as cultures, societies and knowledge evolves. This paper explores the interactions between these different expressions of climate change by focusing on the idea of ‘normal’ climates defined by statistics. We show how this idea came into being in meteorological circles and then review how this idea of climatic normality gets entangled with cultural and psychological processes. Using data from historical and predicted climates in the UK, we illustrate the significance of choosing different baseline ‘normals’ for retrospective and prospective interpretations of climate change. Since the choice of these statistical ‘normals’ reflects cultural, political and psychological preferences and practices as much as scientific ones, we argue that expectations of the climatic future are influenced by social as well as statistical norms. Seeing climate as co-constructed between the psycho-cultural constraints of society and the physical constraints of the material world offers a different way of thinking about the instabilities of climate and the ways we adapt to them. A meta-modelling approach has been adopted to link simulations of low and high water flows with simulations of suitable climate space for a selection of fen and bog species with differing drought and flood tolerance. The linked meta-models were used to examine the impacts of socio-economic and climate change scenarios on wetlands in two contrasting regions of the UK. The hydrological model shows that low and high flows are sensitive to climate change and to the regional distribution of abstractions and discharges. Where there are large changes in urbanisation, flows are more sensitive to socio-economic change. The changes in high flows have little impact on the species selected, but changes in low flows result in a number of areas becoming marginal or unsuitable due to dryness. At the regional scale, adaptation options appear to be limited and mostly involve, for surface water-influenced wetlands, increased water imports (either directly through increased non-consumptive water demand or indirectly through river augmentation), which may not be consistent with the socio-economic scenario or be feasible. This paper shows, therefore, that changes in hydrological regime are important for the future of wetlands and that these may depend as much on the future socio-economic situation as the projected changes in climate. BACKGROUND: Investigators have examined whether heat mortality risk is increased in neighborhoods subject to the urban heat island (UHI) effect but have not identified degrees of difference in susceptibility to heat and cold between cool and hot areas, which we call acclimatization to the UHI. OBJECTIVES: We developed methods to examine and quantify the degree of acclimatization to heat-and cold-related mortality in relation to UHI anomalies and applied these methods to London, UK. METHODS: Case-crossover analyses were undertaken on 1993-2006 mortality data from London UHI decile groups defined by anomalies from the London average of modeled air temperature at a 1-km grid resolution. We estimated how UHI anomalies modified excess mortality on cold and hot days for London overall and displaced a fixed-shape temperature-mortality function ("shifted spline" model). We also compared the observed associations with those expected under no or full acclimatization to the UHI. RESULTS: The relative risk of death on hot versus normal days differed very little across UHI decile groups. A 1°C UHI anomaly multiplied the risk of heat death by 1.004 (95% CI: 0.950, 1.061) (interaction rate ratio) compared with the expected value of 1.070 (1.057, 1.082) if there were no acclimatization. The corresponding UHI interaction for cold was 1.020 (0.979, 1.063) versus 1.030 (1.026, 1.034) (actual versus expected under no acclimatization, respectively). Fitted splines for heat shifted little across UHI decile groups, again suggesting acclimatization. For cold, the splines shifted somewhat in the direction of no acclimatization, but did not exclude acclimatization. CONCLUSIONS: We have proposed two analytical methods for estimating the degree of acclimatization to the heat- and cold-related mortality burdens associated with UHIs. The results for London suggest relatively complete acclimatization to the UHI effect on summer heat-related mortality, but less clear evidence for cold-related mortality. [ABSTRACT FROM AUTHOR]

Global climate changes during the Cenozoic (65.5-0 Ma) caused major biological range shifts and extinctions. In northern Europe, for example, a pattern of few endemics and the dominance of wide-ranging species is thought to have been determined by the Pleistocene (2.59-0.01 Ma) glaciations. This study, in contrast, reveals an ancient subsurface fauna endemic to Britain and Ireland. Using a Bayesian phylogenetic approach, we found that two species of stygobitic invertebrates (genus Niphargus) have not only survived the entire Pleistocene in refugia but have persisted for at least 19.5 million years. Other Niphargus species form distinct cryptic taxa that diverged from their nearest continental relative between 5.6 and 1.0 Ma. The study also reveals an unusual biogeographical pattern in the Niphargus genus. It originated in north-west Europe approximately 87 Ma and underwent a gradual range expansion. Phylogenetic diversity and species age are highest in north-west Europe, suggesting resilience to extreme climate change and strongly contrasting the patterns seen in surface fauna. However, species diversity is highest in south-east Europe, indicating that once the genus spread to these areas (approximately 25 Ma), geomorphological and climatic conditions enabled much higher diversification. Our study highlights that groundwater ecosystems provide an important contribution to biodiversity and offers insight into the interactions between biological and climatic processes. Abstract: After a short summary of the main current drivers of internal migration in the UK, the paper discusses likely future migration patterns and processes under different social scenarios. It then anticipates the effects of environmental change on these migration flows. The main conclusion is that the impacts will probably be relatively minor; the UK is considered to be extremely well placed to adjust to climate change without a major redistribution of its population. A minor exception to this is that greater river and coastal flooding is likely to render some areas hazardous to settlement and/or very costly to protect. And crucial to successful adaptation is good governance, specifically a strong state that can plan and execute major environmental infrastructures, and can respond quickly and decisively to environmental challenges. The author reflects on the impact of climate change on the river ecosystem in Great Britain. The author claims that climate change has increased the river temperature in several locations in other continent, which include Asia, Australasia and North America. Moreover, quantifying and predicting the direct effects of climate change on species distribution, population process and life cycles is one of the key factors in developing adaptation strategies for rivers and their biodiversity.

Changes in the abundance and distribution of individual species have been widely documented in Britain and other countries in recent decades, but little has been done to determine changes in community composition over broad geographic areas. Here, we studied species turnover in 51 butterfly assemblages in Britain since 1976, examining extinction and colonisation events together with variation in the abundances of the species. We showed that the species turnover that occurred over 20 years in Britain was associated with colonisation and extinction events and also with variability in the abundance of the species. These changes in community composition differed according to the habitat requirements of the species and their previous distributions, being more evident for habitat specialists and for southerly distributed species. Colonising species often became abundant components of the communities they joined, although this was more evident for generalist than for specialist species. The abundance of species following their arrival, increased with time since colonisation. Species turnover associated with southerly species expanding northwards is consistent with being a response to climate change. The results suggest that climate- and habitat-driven changes in the identity and abundance of species within communities are widespread, and probably ubiquitous. Similar changes are likely to be occurring in other groups of organisms that are similarly undertaking major range shifts associated with climate change. [ABSTRACT FROM AUTHOR]

The journalistic norm of ‘balanced’ reporting (giving roughly equal coverage to both sides in any significant dispute) is recognised as both useful and problematic in communicating emerging scientific consensus on human attribution for global climate change. Analysis of the practice of this norm in United States (US) and United Kingdom (UK) newspaper coverage of climate science between 2003 and 2006 shows a significant divergence from scientific consensus in the US in 2003–4, followed by a decline in 2005–6, but no major divergence in UK reporting. These findings inform ongoing considerations about the spatially-differentiated media terms and conditions through which current and future climate policy is negotiated and implemented.
