This paper is the second in a set of two on the extent to which Catholic and other faith-based schools are serving the poor well. Catholic and other faith-based schools reach millions of children who live in poverty, yet this does not necessarily mean that they are serving these children well enough. The paper considers two separate issues. First, beyond academic subjects, Catholic and other faith-based schools emphasise learning related to values and religion. Do they succeed in doing so? Based on small sample survey data and qualitative fieldwork, as well as broader data on parental satisfaction with schools, the paper provides a tentative and mostly positive answer to this question, at least from the view of parents. The second issue is where performance is weaker. Education systems are affected by a learning crisis in the developing world. All schools should ensure that students learn, but too often this is not the case. The second part of the paper documents this learning crisis and the fact that Catholic and other faith-based schools are not immune to it. This is done in part through a rapid review of the recent World Development Report on education's promise, and a companion piece for sub-Saharan Africa. Estimates of performance for selected African countries are also provided. The results are sobering: too many children are not learning while in school. Finally, the paper briefly summarises evidence from the literature on interventions that could improve learning, including in Catholic and faith-based schools. Purpose: This paper explores the main factors that influence farmers in acquiring agricultural knowledge and adopting technologies with the aim of better understanding the agricultural innovation systems in West Africa. Design/Methodology/Approach: We use data collected between 2013 and 2014 across rice hubs in five West African countries: Benin, Côte d'Ivoire, Niger, Nigeria and Togo. In total, 499 household heads were surveyed using a stratified random sampling technique. Data are analyzed with the Mann-Whitney-Wilcoxon test and the Poisson regression. Findings: The findings show that farmers' knowledge is influenced by a range of factors, including household size, training, access to formal and informal knowledge sources and community socioeconomic status. Farmers rely heavily on personal experiences and fellow farmers to adopt technologies. Practical implications: The study suggests that key policies for strengthening the innovation systems are those that help farmers access both formal and informal knowledge sources, credit services, better welfare and information and communication tools. Theoretical implications: The study shows the need to consider both extrinsic factors (e.g. characteristics of the technology and attributes of the external environment) and intrinsic factors (e.g. knowledge, perceptions and attitudes of the potential adopter towards the innovation) when analyzing the decision process toward technology adoption in West Africa. Originality/Value: This initiative is to identify the conditions that will enable a more inclusive technology development and diffusion process. This is important because agricultural extension is currently undergoing a deep restructuring focused on privatizing the agricultural services in developing countries characterized by a low literacy rate.

The emergence of Management Advice for Family Farms in West Africa is closely related to the increased integration of farmers into an open market economy. This is creating a strong demand from farmers for advisory support services, focusing on management of the farm. With the gradual withdrawal of the State from extension services delivery, a stimulating context exists for reviewing approaches and systems of support delivery facilities for producers. In response to these developments, several experiments based on the concepts of "Management Advice for Family Farms" are going on in West Africa. Beyond a variety of objectives and implementation procedures analysed in this paper, common features and a considerable degree of consensus on concepts emerge. Strengthening the producers' capacity for assessment, decision-making, and management of their farms is a common objective. Differences exist between procedures for delivery of advice, methods, tools used, and emphasis put on different aspects of management. All experiments stress the importance of training, enhancing group dynamics, and individual learning. They are all farmer and farm family targeted. Expression of farmers' objectives, needs, and demands is essential. Advice is based on data gathering and assessment by the farmers themselves. From mere technicians, extension workers become advisors and facilitators. In all cases, Farmers' Organisations are involved in governing the delivery services, though at different degrees. In several cases priority is given towards strengthening farmers' capacity in the management of delivery at both local and global levels. Significant improvements in farm performances have been reported. Cost sharing is generally accepted, but insufficient to cover all costs. However, to reach sustainability for farmers' driven and governed advice delivery services, innovative agricultural policies, and public finance are needed. Since 2012, judges and prosecutors in Benin have repeatedly protested against political interference and demanded compliance with their statutorily guaranteed independence. In 2014 and 2017, magistrates demonstrated in their judicial robes in the streets, protesting against the government's bill to deprive them of their right to strike and other freedoms. Benin has been described as a 'success story of democracy' (Stroh and Never, 2006, p. 1) and even as a 'model democracy' (cf. Kohnert, 1996, p. 78; Magnusson, 2001, p. 211; Bierschenk, 2009) since its peaceful transition to democratic conditions and its participation in a national conference in 1990/91. So why were magistrates in Benin demonstrating in the streets for the first time in the history of their profession? Based on fieldwork in Benin in 2009 and 2015 and archival research in 2017 in France, my paper analyses the change in the style of interactions between parts of the executive and parts of the judiciary in the history of the profession – a change from political negotiation to confrontation. Through their strikes and industrial action, magistrates fought for judicial independence; yet, at the same time they constructed legality and strengthened democracy because their actions emphasised the rule of law. My paper also considers the specifics of their strikes in the context of other striking civil servants. When magistrates, as bureaucrats, become politically active, it marks a transformation in their self-conception, as they are usually reserved and withdraw themselves from political and public spheres. Agricultural mechanization is on the rise in Africa. A widespread replacement of manual labor and animal traction will change the face of African agriculture. Despite this potentially transformative role, only a few studies have looked at the effects of mechanization empirically, mostly focusing on yields and labor alone. This is the first paper that explores perceived agronomic, environmental, and socioeconomic effects together, thereby revealing linkages and trade-offs, some of which have been hitherto unknown. Data were collected using a novel data collection method called "participatory impact diagrams" in four countries: Benin, Kenya, Nigeria, and Mali. In 129 gendered focus group discussions, 1330 respondents from 87 villages shared their perceptions on the positive and negative effects of agricultural mechanization, and developed causal impact chains. The results suggest that mechanization is likely to have more far-reaching agronomic, environmental, and socioeconomic consequences than commonly assumed. Most perceived effects were positive, suggesting that mechanization can help to reduce poverty and enhance food security but other effects were negative such as deforestation, soil erosion, land-use conflicts, and gender inequalities. Accompanying research and policy efforts, which reflect variations in local agro-ecological and socioeconomic conditions, are needed to ensure that mechanization contributes to an African agricultural transformation that is sustainable from a social, economic, and environmental perspective. This study analyses an implementation of a government accounting reform in Benin directed at redressing fraudulent and corrupt practices. Although reforms to improve public administration and to mitigate corruption in Africa often have disappointing outcomes, our case study involving systems for payment of supplier invoices, payroll matters, and debt certificates had encouraging findings. The systems reduced inefficiencies and corrupt practices. An "enabling environment" (its main elements being emancipatory space, empowered participation, and ethical leadership) encouraged the deeper involvement of committed, expert, and ethical local civil servants in establishing effective financial controls. In the context of anticorruption reforms, this illustrates that public sector organizations in Africa should not invariably be regarded as monolithic bureaucratic top‐down entities, staffed by civil servants who are either passive "bystanders," purely self‐interested "players," or insufficiently expert, and hence in need for more training, and of imported, expensive, accounting systems implemented by foreign consultants. In contrast, the paper argues that, within a suitable environment, granting indigenous experts enough latitude to enact incremental yet substantive accounting changes at the local level may be more effective. The macromarketing literature has devoted substantial attention to marketing systems including those in emerging and developing countries. However, the market development of 'endogenous' products, which are products that are rooted in Africa's natural- and socio-cultural resources and systems, is still understudied. Drawing on the 4As-framework and an exploratory qualitative study that examines market growth constraints for a product in Benin, this paper develops a descriptive theoretical model of market development for African endogenous products. The findings show that markets can be developed through endogenous marketing systems, because traders are familiar with the products and, once markets in easy-to-reach areas become saturated, they advocate their use in new market areas. Through this process, markets potentially grow from urban to peri-urban and rural areas. Because endogenous products have an inherent competitive advantage over foreign products, they deserve support in development policies next to the large commodities that typically characterize Africa's production portfolio. Background: Mycobacterium ulcerans infection, commonly known as Buruli ulcer (BU), is a debilitating neglected tropical disease. Its management remains complex and has three main components: antibiotic treatment combining rifampicin and streptomycin for 56 days, wound dressings and skin grafts for large ulcerations, and physical therapy to prevent functional limitations after care. In Benin, BU patient care is being integrated into the government health system. In this paper, we report on an innovative pilot program designed to introduce BU decentralization in Ouinhi district, one of Benin’s most endemic districts previously served by centralized hospital-based care. Methodology/Principal findings: We conducted intervention-oriented research implemented in four steps: baseline study, training of health district clinical staff, outreach education, outcome and impact assessments. Study results demonstrated that early BU lesions (71% of all detected cases) could be treated in the community following outreach education, and that most of the afflicted were willing to accept decentralized treatment. Ninety-three percent were successfully treated with antibiotics alone. The impact evaluation found that community confidence in decentralized BU care was greatly enhanced by clinic staff who came to be seen as having expertise in the care of most chronic wounds. Conclusions/Significance: This study documents a successful BU outreach and decentralized care program reaching early BU cases not previously treated by a proactive centralized BU program. Abstract This paper considers disjunctures between my expectations and experience of doing dissertation fieldwork, which I conducted in Benin between the autumns of 1997 and 1998. The research examined the nature of women's livelihood strategies and their associated outcomes in terms of material well-being. I now believe that my feminist worldview, and my growing exhaustion as the project progressed, resulted in my minimising the importance of key aspects of fieldwork in an African context. Specifically, I downplayed the importance of negotiating with male “gatekeepers” in gaining access to the women with whom I wanted to work. While most of the time I was able to manage this well enough, one day, in particular, stands out as a time when I handled these negotiations very poorly. This paper compares the experiences of that day with another much more productive and fruitful one to examine how and why expectations and experience can diverge. Good governance (GG) is an important concept that has evolved as a set of normative principles for low- and middle-income countries (LMICs) to strengthen the functional capacity of their public bodies, and as a conditional prerequisite to receive donor funding. Although much is written on good governance, very little is known on how to implement it. This paper documents the process of developing a strategy to implement a GG model for Health Technology Management (HTM) in the public health sector, based on lessons learned from twenty years of experience in policy development and implementation in Benin. The model comprises six phases: (i) preparatory analysis, assessing the effects of previous policies and characterizing the HTM system; (ii) stakeholder identification and problem analysis, making explicit the perceptions of problems by a diverse range of actors, and assessing their ability to solve these problems; (iii) shared analysis and visioning, delineating the root causes of problems and hypothesizing solutions; (iv) development of policy instruments for pilot testing, based on quick-win solutions to understand the system’s responses to change; (v) policy development and validation, translating the consensus solutions identified by stakeholders into a policy; and (vi) policy implementation and evaluation, implementing the policy through a cycle of planning, action, observation and reflection. The policy development process can be characterized as bottom-up, with a central focus on the participation of diverse stakeholders groups. Interactive and analytical tools of action research were used to integrate knowledge amongst actor groups, identify consensus solutions and develop the policy in a way that satisfies criteria of GG. This model could be useful for other LMICs where resources are constrained and the majority of healthcare technologies are imported. [ABSTRACT FROM AUTHOR]

This paper seeks to indentify the determinants of smallholder farmer's market participation decisions using a farm level approach. By opening the black box which conceals the complex mechanism guiding farmers' market participation decision, this paper's contribution resides on its ability to take account of the conditional nature of farmers' decision to participate in the market. The paper develops a farm level sequential market participation model while taking account of the conditional nature of farmer's decision to participate in the market. In fact, the paper argues that the farmer's decision to participate in the market of a certain crop is dependent on producing the crop. Therefore, failing to account for this may bias the results. From a policy implication standpoint, the highlights of the results suggest that providing affordable and easily accessible fertilizers will incentivize both greater market participation and market volume supplied of both cash and food crop types. In this paper, we analyze the impact of smallholder participation in a contract-farming scheme in the rice sector in Benin. We use data from a cross-sectional farm-household survey and different propensity score matching estimations to reveal how participation in a contract-farming scheme affects smallholder rice production. We find that contract-farming results in expansion of the rice area, intensification of rice production, increased commercialization of rice, and higher farm-gate prices, and ultimately contributes to rice output growth and increased income. Our findings imply that contract-farming can contribute to upgrading the rice supply chain and the development of the rice sector in Benin. Promoting and supporting the spread of contract-farming schemes in the sector might be an effective way to contribute to reaching the government goals of expanding rice production to become self-sufficient and improving rice quality to compete with imported rice. While there is a large empirical literature on contract-farming in high-value and commodity export sectors, studies on contract-farming in staple food sectors are very scarce. Our results document that contract-farming for staple food crops can be sustainable and benefit smallholder farmers; which is against theoretical expectations that contracting for staple food crops is not feasible because of contract-enforcement problems that stem from a low value of produce, low storage and transport costs, and a larger number of buyers in the chain. Integrase inhibitors (INIs) are a potent option for HIV treatment. Limited data exist on INI resistance in West Africa, particularly in children living with HIV/AIDS. We determined the prevalence of integrase gene polymorphisms and the frequency of naturally occurring amino acid (aa) substitutions at positions associated with INI resistance. Dried blood spot (DBS) samples were obtained from one hundred and seven (107) HIV-1-infected children aged less than 15 years old in two West African countries, Benin and Mali. All children were naïve to INI treatment, 56 were naïve to anti-retroviral therapy (ART), and 51 had received ART. Genetic sequencing of HIV integrase was successful in 75 samples. The aa changes at integrase positions associated with INI resistance were examined according to the Stanford HIV Genotypic Resistance database. The median ages were 2.6 and 10 years for ART-naïve and -treated children, respectively. The most common subtypes observed were CRF02_AG (74.7%) followed by CRF06_cpx (20%). No major INI-resistance mutations at positions 66, 92, 121, 143, 147, 148, 155, and 263 were detected. The most prevalent INI accessory resistance mutations were: L74I/M (14/75, 18.6%) followed by E157Q (8/75, 10.6%), G163E/N/T/Q (5/75, 6.6%), Q95A/H/P (2/75, 2.6%), and T97A (4/75, 5.3%). Other substitutions observed were M50I/L/P, H51E/P/S/Q, I72V, T112V, V201I, and T206S. Polymorphisms at positions which may influence the genetic barrier and/or drive the selection of specific INI-resistance pathways were detected. However, no transmitted drug resistance (TDR) to INI was detected among samples of INI-naïve patients. Background: To reduce the uncertainty in estimates of carbon emissions resulting from deforestation and forest degradation, better information on the carbon density per land use/land cover (LULC) class and in situ carbon and nitrogen data is needed. This allows a better representation of the spatial distribution of carbon and nitrogen stocks across LULC. The aim of this study was to emphasize the relevance of using in situ carbon and nitrogen content of the main tree species of the site when quantifying the aboveground carbon and nitrogen stocks in the context of carbon accounting. This paper contributes to that, by combining satellite images with in situ carbon and nitrogen content in dry matter of stem woods together with locally derived and published allometric models to estimate aboveground carbon and nitrogen stocks at the Dassari Basin in the Sudan Savannah zone in the Republic of Benin. Results: The estimated mean carbon content per tree species varied from 44.28 ± 0.21% to 49.43 ± 0.27%. The overall mean carbon content in dry matter for the 277 wood samples of the 18 main tree species of the region was 47.01 ± 0.28%—which is close to the Tier 1 coefficient of 47% default value suggested by the Intergovernmental Panel on Climate Change (IPCC). The overall mean fraction of nitrogen in dry matter was estimated as 0.229 ± 0.016%. The estimated mean carbon density varied from 1.52 ± 0.14 Mg C ha−1 (for Cropland and Fallow) to 97.83 ± 27.55 Mg C ha−1 (for Eucalyptus grandis Plantation). In the same order the estimated mean nitrogen density varied from 0.008 ± 0.007 Mg ha−1 of N (for Cropland and Fallow) to 0.321 ± 0.088 Mg ha−1 of N (for Eucalyptus grandis Plantation). Conclusion: The results show the relevance of using the in situ carbon and nitrogen content of the main tree species for estimating aboveground carbon and nitrogen stocks in the Sudan Savannah environment. We investigate the spatial diffusion of an intergovernmental grant (FADeC) in Benin using Spatial Durbin Models: static and dynamic with common factors. The findings point to a positive spatial diffusion of the FADeC grant and its multiplier effects on per capita local government expenditure between 2008 and 2015. Beyond geographical proximity, we evidence the existence of an ethno-spatial interdependence in local public finance in Benin. Ethno-linguistic affinity is a relevant factor in local government spending patterns, as the FADeC grant allocated to one municipality generates positive spillovers in local spending in its "ethnic (linguistic) neighbors". This paper investigates the spatial diffusion of an intergovernmental grant in Benin. Using static and dynamic spatial models, we estimate the spillover effects of the Fonds d'Appui au Développement des Communes (FADeC) on per capita local government expenditure in the 77 municipalities from 2008 to 2015. Neighborliness – a measure of interdependence – is captured through geographic and distance-based spatial weighting schemes. In addition, we constructed a measurement of ethnic affinity as an alternative spatial weighting scheme to test for the existence of an ethno-spatial interdependence in local public finance in Benin. The empirical results suggest that a statistically significant share of the total effects of the FADeC stems from indirect elasticities or the diffusion process of grants received by neighboring jurisdictions, regardless of how we measure neighborliness. The results also confirm the existence of a robust ethno-spatial interdependence and complementarity in local government expenditure in Benin. The spillovers across ethnic neighbors are estimated to be 13.9% of the total effects in the short-run and 15.5% in the long-run. Put differently, the effects of the FADeC in a given municipality are influenced by the transfers received by its ethnic (and linguistic) neighbors. The findings point to the appeal of inter-governmental transfers for the decentralized financing of public services, especially in low-income countries where local bureaucratic capacity in raising own-source revenues might be limited. Supporting local governments with well-structured grants can not only be a channel to foster local public provision but also contribute to pushing geographic or ethnic neighboring localities to increase their own spending and generate positive spillovers that are crucial for wholistic regional development. Insect net use provides a physical exclusion of pests as well as a microclimate change, thus increasing soil humidity, vegetable quality and yields in tropical conditions. This paper presents the findings of a cost:benefit analysis of this technology in real farming conditions compared to current insecticide practices. The surveys were conducted in Benin for cabbage production ( Brassica oleracea L.) during two production cycles. There were almost no significant differences in costs between unnetted and netted cabbage for the two production cycles. The only factors that varied were farm gate prices, the number of cabbages marketed and their size. Improved yields contributed significantly to the higher cost:benefit ratio for netting protection. Insecticide costs significantly declined by 68%–95% when shifting from unnetted protection to netted protection and total operational and labor costs declined by 3%–40%. Insect net use generated threefold higher margins and an average 1:2.66 cost:benefit ratio compared to 1:1.58 for current practices. Overall, the netting technology displayed less variation for costs, yield, and cabbage quality than insecticides. The next step is to scale up the supply of marketed insect nets. Summary: Productive electricity use is widely believed to contribute to positive impacts of electrification projects. This paper investigates these impacts by comparing the performance of micro manufacturing enterprises in grid-covered and non-covered villages in Northern Benin. Using firm-level data, the analysis employs Propensity Score Matching techniques to measure differences in profits according to a grid-connection. Although beneficial impacts are found from firm creation following electrification, firms that existed before electrification perform no better than their matched counterparts from a non-electrified region. Complementary measures that sensitize firms about the implications of a grid connection are recommended as important features of program design. [ABSTRACT FROM AUTHOR]

Abstract: Patterns in pesticide practice were studied among smallholder farmers in Benin, Ethiopia, Ghana and Senegal, growing cotton, vegetables, pineapple, cowpea, and mixed cereals and legumes, for export and local markets. Quantitative and qualitative methods were used to examine pesticide use and handling, costs and access and health, welfare and sustainability issues. Drivers encouraging pesticides as the dominant form of pest management include food staple varieties highly susceptible to insect attack; increased pest incidence; lack of advice on alternative methods; a growing informal market in ‘discount’ and often unauthorised pesticides; subsidy; and poor attention to the economics of pest control. The paper contrasts the situation of food crops for African consumers with the increasing attention to food safety and pesticide restrictions in export horticulture to Europe and the growing demand for organic cotton, and discusses challenges for implementation of IPM and safer practice. Background: While sub-microscopic malarial infections are frequent and potentially deleterious during pregnancy, routine molecular detection is still not feasible. This study aimed to assess the performance of a Histidine Rich Protein 2 (HRP2)-based ultrasensitive rapid diagnostic test (uRDT, Alere Malaria Ag Pf) for the detection of infections of low parasite density in pregnant women. Methods: This was a retrospective study based on samples collected in Benin from 2014 to 2017. A total of 942 whole blood samples collected in 327 women in the 1st and 3rd trimesters and at delivery were tested by uRDT, conventional RDT (cRDT, SD BIOLINE Malaria Ag Pf), microscopy, quantitative polymerase chain-reaction (qPCR) and Luminex-based suspension array technology targeting P. falciparum HRP2. The performance of each RDT was evaluated using qPCR as reference standard. The association between infections detected by uRDT, but not by cRDT, with poor maternal and birth outcomes was assessed using multivariate regression models. Results: The overall positivity rate detected by cRDT, uRDT, and qPCR was 11.6% (109/942), 16.2% (153/942) and 18.3% (172/942), respectively. Out of 172 qPCR-positive samples, 68 were uRDT-negative. uRDT had a significantly better sensitivity (60.5% [52.7–67.8]) than cRDT (44.2% [36.6–51.9]) and a marginally decreased specificity (93.6% [91.7–95.3] versus 95.7% [94.0–97.0]). The gain in sensitivity was particularly high (33%) and statistically significant in the 1st trimester. Only 28 (41%) out of the 68 samples which were qPCR-positive, but uRDT-negative had detectable but very low levels of HRP2 (191 ng/mL). Infections that were detected by uRDT but not by cRDT were associated with a 3.4-times (95%CI 1.29–9.19) increased risk of anaemia during pregnancy. Conclusions: This study demonstrates the higher performance of uRDT, as compared to cRDTs, to detect low parasite density P. falciparum infections during pregnancy, particularly in the 1st trimester. uRDT allowed the detection of infections associated with maternal anaemia. Trametes is a globally distributed genus of white-rot polypores and well sampled in temperate and boreal areas. However, the diversity, taxonomy, and phylogenetic positions of Trametes spp. are poorly known in tropical Africa. This study aims at documenting the diversity of Trametes species in Benin (tropical Africa) and their phylogenetic positions with a focus on the T. elegans species complex. Therefore, we collected specimens of Trametes from different forest types across Benin. To infer phylogenetic relationships between Trametes species, we investigated sequences of five gene regions and added available sequences from GenBank. Using Maximum likelihood and Bayesian phylogeny inference methods, we found eight supported species clades. For the T. elegans species complex, we re-establish the name Trametes palisotii for species previously known as T. elegans in tropical Africa. Furthermore, we propose Trametes parvispora as a species new to science and provide the description of this species. Objective: To examine the impacts of a Solar Market Garden 1-year solar-powered drip irrigation (SMG) programme in Kalalé district of northern Benin on mothers' nutritional status and micronutrient levels.Design: Using a quasi-experimental design, sixteen villages were assigned to four groups: (i) SMG women's groups (WG); (ii) comparison WG; (iii) SMG non-WG (NWG); and (iv) comparison NWG. Difference-in-differences (DID) estimates were used to assess impacts on mothers' food consumption, diversity, BMI, prevalence of underweight (BMI < 18·5 kg/m2) and anaemia, and deficiencies of iron (ID) and vitamin A (VAD).Setting: Kalalé district, northern Benin.Participants: Non-pregnant mothers aged 15-49 years (n 1737).Results: The SMG programme significantly increased mothers' intake of vegetables (DID = 25·31 percentage points (pp); P < 0·01), dietary diversity (DID = 0·74; P < 0·01) and marginally increased their intake of flesh foods (DID = 10·14 pp; P < 0·1). Mean BMI was significantly increased among SMG WG compared with the other three groups (DID = 0·44 kg/m2; P < 0·05). The SMG programme also significantly decreased the prevalence of anaemia (DID = 12·86 pp; P < 0·01) but no impacts were found for the prevalence of underweight, ID and VAD.Conclusions: Improving mothers' dietary intake and anaemia prevalence supports the need to integrate gender-based agriculture to improve nutritional status. This short report exploits a unique opportunity to investigate the implications of response bias in survey questions about voter turnout and vote choice in new democracies. We analyze data from a field experiment in Benin, where we gathered official election results and panel survey data representative at the village level, allowing us to directly compare average outcomes across both measurement instruments in a large number of units. We show that survey respondents consistently overreport turning out to vote and voting for the incumbent, and that the bias is large and worse in contexts where question sensitivity is higher. This has important implications for the inferences we draw about an experimental treatment, indicating that the response bias we identify is correlated with treatment. Although the results using the survey data suggest that the treatment had the hypothesized impact, they are also consistent with social desirability bias. Drawing on first-hand data collected from a household survey in urban Benin, we examine membership in two types of informal groups that display the characteristics of a commitment device: Rotating Savings and Credit Associations (ROSCAs) and funeral groups. We investigate whether agents displaying time preferences with a present bias are more likely to commit themselves through participation in such groups. Our results provide evidence indicating that women who display such preferences are more likely to join funeral groups, but not ROSCAs, and to save more through them. Lead and malaria both present significant health risks to children in Sub-Saharan Africa. Previous studies have shown that high blood lead levels in children act as a protective factor against subsequent malaria incidence. The main objective of this study was to investigate associations between blood lead level and malaria outcomes prospectively in Beninese children from 12 to 24 months of age. Two-hundred and four children were assessed for lead at 12 months and closely followed until 24 months for malaria; when symptoms and parasite density were also recorded. Univariate and multivariate negative binomial and linear regression models tested associations between blood lead level quartile and total episodes of malaria (total symptomatic and asymptomatic episodes) and parasite density, respectively. Median blood lead level among children measured at 12 months was 56.50 (4.81–578) μg/L. During the 12-month follow-up, 172 (84.31%) children had at least one malaria episode. Univariate and multivariate negative binomial and linear regressions did not reveal significant associations between blood lead level quartile and malaria outcomes. Iron deficiency was not found to be an effect modifier. Results from this prospective child-cohort study investigating associations between blood lead level and malaria did not confirm results from previous cross-sectional studies. Background: In Africa a high percentage of HIV-infected children continue to experience HIV treatment failure despite enormous progress. In Benin (West Africa), there are currently no data on HIV drug resistance at failure in paediatric populations.Objectives: To assess the frequency and patterns of HIV drug resistance among children with virological ART failures.Methods: Dried blood spots from 62 HIV-infected children with virological failure were collected at the paediatric clinic of the National Hospital Center in Cotonou for genotyping and plasma drug concentration determination.Results: Characteristics of the population show a median age of 10 years (IQR 6-13) and a median duration on ART of 5 years (IQR 3-7). Viruses from 53 children were successfully amplified. Of these, 76% of patients were on an NNRTI-based regimen and 24% on a boosted PI-based regimen. NRTI, NNRTI and dual-class resistance was present in 71%, 84% and 65% of cases, respectively. Only 4% of the children had major resistance mutations to PIs and none had major resistance mutations to integrase inhibitors. Among the participants, 25% had undetectable antiretroviral concentrations.Conclusions: Our results showed that the development of drug resistance could be one of the main consequences of high and continuous viral replication in HIV-infected children in Benin. Thus, inadequate attention to monitoring lifelong ART in children may prevent achievement of the goal of the United Nations Program on HIV and AIDS (UNAIDS) of 90% viral suppression among patients receiving ART. We present a rationale for, and results from, the pilot of a direct individual-to-institution remittance system in the context of school fee payment in rural Benin. Data confirm that school fees act as an impediment to educational attainment, and in very rural poor settings such as northern Benin, students often depend on extended family and kinship networks to pay fees. But existing remittance options are costly, in terms of fees, time, and risk. We pilot a new technology bundle in a single public high school in northeastern Benin, and evaluate its effectiveness. Here we describe the technical and institutional implementation of the project, as well as our findings from the first year of operation. We discuss takeaways and implications for scale-up. In 2013, Benin developed strategies to control neglected tropical diseases and one of the first step was the disease mapping of the entire country in order to identify endemic districts of schistosomiasis and soil transmitted helminths (STH). This study was carried out in 30 of the 77 districts of Benin. Of these 30 districts 22 were previously treated for Lymphatic Filariasis (LF) using the Ivermectin and Albendazole combination. In each district, five schools were selected and 50 children aged 8 to 14 years were sampled in each school, making a total of 250 children sampled in the district. The schools were selected mainly according to their proximity to lakes or any bodies of water that were likely to have been used by the children. Samples of faeces and urine were collected from each pupil. Urinary schistosomiasis was identified using the urine filtration technique while STH and intestinal schistosomiasis were identified through the Kato Katz method. Overall a total of 7500 pupils were surveyed across 150 schools with a gender ratio of 1:1. Hookworm was identified in all 30 districts with a prevalence ranging from 1.2% (95%CI: 0.0–2.5) to 60% (95%CI: 53.9–66.1). Ascaris lumbricoides was detected in 19 districts with a prevalence rate between 1% (95%CI: 0.0–2.2) and 39% (95%CI: 32.9–45.0). In addition to these common STH, Trichuris trichiura, Enterobius vermicularis and Strongyloides stercoralis were found at low prevalence. Only 16 districts were endemic to Schistosoma mansoni, while 29 districts were endemic to S. haematobium. The S. haematobium prevalence ranged from 0.8% (95% CI: 0.0–1.9) to 56% (95% CI: 50.2–62.5) while the prevalence of S. mansoni varied from 0.4% (95%CI: 0.0–1.2) to 46% (95% CI: 39.8–52.2). The 22 districts, where LF was successfully eliminated, still require mass drug administration (MDA) of albendazole indicating that school-based MDA would be needed even after LF elimination in districts co-endemic to LF and STH in Benin. Genetically modified (GM) crops could increase economic growth and enhance living standards in Africa, but political issues have slowed the use of biotechnology. This is the first study that assesses the potential impact of GM crops in Africa while considering the preferences of producers and consumers towards GMOs as well as the income and price risks they face. The study uses a choice experiment to estimate the ex ante economic impact of a novel technology, Bacillus thuringiensis (Bt) cowpea, on producers and consumers in Benin, Niger and northern Nigeria. The experiment involves the simulation of a market transaction similar to those in open air markets in West Africa. During the market simulation, respondents are informed about the advantages and disadvantages, including health risks, of Bt cowpea. The results from the study suggest that cowpea growers and consumers in Benin and northern Nigeria prefer Bt to conventional cowpea for health safety reasons. The results estimate that social welfare in Benin, Niger and northern Nigeria would increase by at least US$11.82 per capita annually with Bt cowpea, if seed sectors are operating smoothly. With inefficiencies in seed sectors and the potential for cowpea acreage increase, the estimated social welfare increase in the region would be about US$1.26 per capita annually. Background: Maternal morbidity is more common than maternal death, and population-based estimates of the burden of maternal morbidity could provide important indicators for monitoring trends, priority setting and evaluating the health impact of interventions. Methods based on lay reporting of obstetric events have been shown to lack specificity and there is a need for new approaches to measure the population burden of maternal morbidity. A computer-based probabilistic tool was developed to estimate the likelihood of maternal morbidity and its causes based on self-reported symptoms and pregnancy/delivery experiences. Development involved the use of training datasets of signs, symptoms and causes of morbidity from 1734 facility-based deliveries in Benin and Burkina Faso, as well as expert review. Preliminary evaluation of the method compared the burden of maternal morbidity and specific causes from the probabilistic tool with clinical classifications of 489 recently-delivered women from Benin, Bangladesh and India. Results: Using training datasets, it was possible to create a probabilistic tool that handled uncertainty of women's self reports of pregnancy and delivery experiences in a unique way to estimate population-level burdens of maternal morbidity and specific causes that compared well with clinical classifications of the same data. When applied to test datasets, the method overestimated the burden of morbidity compared with clinical review, although possible conceptual and methodological reasons for this were identified. Conclusion: The probabilistic method shows promise and may offer opportunities for standardised measurement of maternal morbidity that allows for the uncertainty of women's self-reported symptoms in retrospective interviews. Purpose:This article evaluates the dissemination and use of rice training videos by radio stations, farmers, farmer associations and extension services in Benin. It pays attention to positive deviants and process innovation within a ‘hands-off experiment’. Design/methodology/approach:Using questionnaires and checklists we interviewed leaders of radio stations, extension services of nine municipalities and organized focus discussions with 13 farmer associations. Interviews focused on the processes of video dissemination/acquirement and the use and usefulness of the video. Findings:The commercial radio of Glazoué developed persuasive adverts and sold most of the 240 VCDs to farmers and extension services, whereas the community radios distributed most VCDs free of charge. About 20% of all the VCDs were sold, suggesting that farmers are eager to invest in acquiring knowledge. Extension services acquired the rice videos in various ways, indicating the need to inject videos via multiple pathways into the agricultural innovation system. Watching the farmer-to-farmer videos during staff meetings gave extension agents more confidence to interact with farmers. Practical implications:Videos do not need to be distributed to all farmer associations in the same village, as dissemination may take place between different associations. Farmers appreciate watching videos with their families if they are available in their local language. When suitable language versions are not available, group viewing is more appropriate. Originality/value:The farmer-to-farmer rice videos have created a momentum in Benin and across Africa, especially in the current context of rapid changes in the agricultural systems. The diet composition of rainbow lizards (Agama agama complex) populations was studied by feces analysis at eight distant places across a mega-transect in the Gulf of Guinea (West Africa), covering three countries: Togo, Benin and Nigeria. The effects of geography (= linear distance between study sites) and local conditions (using the mean annual rainfall as a proxy of the site-specific conditions) on dietary similarity of rainbow lizards were tested. Rainbow lizards were mainly insectivorous at all sites. Multivariate analyses identified four main groups of localities in terms of diet diversity indexes, with populations inhabiting forest towns tending to have less prey taxa richness than conspecifics from more arid areas, which instead had higher dietary evenness. Food niche overlap between populations was high among populations (range 0.631-0.940, x = 0.839), and decreased with increases in the difference of mean annual rainfall between sites. There was no effect of the geographic distance on the similarity in diet composition between populations. A UPGMA dendrogram revealed a geographic trend in terms of presence/absence of the various prey types in the diets, with all the Nigerian study sites forming one cluster, whereas Lomé and Cotonou, two cities situated within the Dahomey Gap, being grouped apart. Strenuous physical work puts expectant mothers at risk of experiencing back pain during the gestational months. Pregnant women in Benin perform physically demanding occupational tasks that include the lifting and carriage of heavy loads on their heads for commercial activities. A large percentage of pregnant subjects (58%) reported having back pain episodes since the start of their pregnancy. However, the mean Oswestry score of the affected participants was relatively low with a mean score of 0.2 (SD: 0.12), on a scale form 0 to 1. An evaluation of the postural demands of the occupational activities of these women revealed that they performed on average 328 trunk flexions at angles exceeding 60°, with 66 of these flexions sustained for more than 4 s, during the average 7.9 h where trunk postures were recorded. They also spent on average 36% of the recording time at trunk flexion angles larger than 20°. These results show that the merchant pregnant women in the Porto-Novo area in Benin are at great risk for developing back disorders during pregnancy. Practitioner Summary: Results will make a first contribution to the literature by identifying the stressful postures adopted during a typical day. The findings of this study can help in the development of preventative concepts and postural modification techniques to decrease the occurrence of back pain during pregnancy for women in Benin. We interviewed half of the mango-growers in northern Benin, including 15 farmers involved in a regional fruit fly project, and held focus group discussions with women fruit-pickers. They were asked about pest management and their knowledge of a weaver ant, Oecophylla longinoda. All considered low yields due to fruit flies to be the principal constraint upon mango production, estimating economic losses to be between 20 and 45%. None could recognize damage during the first 2 days after fruit fly egg deposition. On-farm research persuaded farmers to stop using insecticides and it also changed negative perceptions of Oecophylla. Over 80% of the farmers involved in on-farm research, compared to 25% of those not involved, reported Oecophylla to be beneficial. All fruit-pickers knew that ants protected mango from fruit flies, with 60% attributing better mango quality in terms of appearance, shelf-life and sweetness to the presence of Oecophylla. Nevertheless, 40% of the pickers still considered weaver ants a nuisance pest during harvest. Ways of reducing this nuisance need to be developed for Oecophylla to gain wider acceptance by mango-growers. [ABSTRACT FROM AUTHOR]

Based on two case studies from Bangladesh and Benin, the role of video in scaling up sustainable rice technologies is assessed. Both process and outcomes of participatory research increased the effectiveness of educational videos. At the same time, during the production of the videos researchers and development workers learnt about local innovations and changed their attitude towards working with farmers. To increase impact, learning topics should have a regional relevance. Hence a novel method called zooming-in zooming-out is presented . It starts with a broad stakeholder consultation to define regional issues. Only then are communities approached to get a better feel about their ideas, their innovations and the words they use in relation to the chosen topic (zooming-in). Key learning needs are defined and videos are produced in close consultation with the end-users. Consequently, while showing the draft videos to more villages (zooming-out), more insights are gathered about the innovations and their socio-cultural context, and further adjustments made. Based on a few well-selected local innovations, and merged with scientific knowledge, these videos were able to explain underlying biological and physical principles. The more these principles resonated with what farmers already knew and did, the more video became useful as a stand-alone method. Political economists point to the levels of economic development, poverty, and income inequality as the most important determinants of political regimes. The authors present empirical evidence suggesting a robust and negative correlation between the presence of a sizable natural resource sector and the level of democracy in Africa. They argue that resource abundance not only is an important determinant of democratic transition but also partially determines the success of democratic consolidation in Africa. The results illuminate the fact that post--Cold War democratic reforms have been successful only in resource-poor countries such as Benin, Mali, and Madagascar. The authors argue that resource-rich countries such as Nigeria and Gabon can become democratic only if they introduce strong mechanisms of vertical and horizontal accountability within the state. The dorylaimid genus Cricodorylaimus gen. n. with the species C. africanus sp. n. is described from arable soil in Benin. The new genus with the only known species is distinctive in having a short obese body with strongly annulated subcuticle, cuticularised pieces around the stoma and a monoprodelphic female genital tract. The Goliath beetle (Goliathus goliatus) is one of the largest and most commercially valuable (for collection exports) beetle species worldwide, and occurs in West and Central Africa, with polymorphic populations being found in Benin, Eastern Nigeria, and Western Cameroun. The white morph is the most commercially valuable, and therefore is actively searched for by hunters and dealers. In a long-term, opportunistically conducted study in south-eastern Nigeria, we documented a substantial decline of the white morph compared to the normally coloured brown morph, although an overall decline in the number of observed beetles was evident for both colour morphs. Although a combination of reasons may have caused the white form decline, it is likely that overcollecting was the primary threat behind the observed pattern. Therefore, we urge the competent authorities to better protect the polymorphic populations of these giant beetles and the International Union for the Conservation of Nature (IUCN) to make a quick assessment for eventual inclusion of the species among the threatened taxa Red List. The infection of grasshoppers by naturally occurring entomopathogenic fungi was monitored at two sites in Malanville, northern Benin, Africa. Grasshoppers were collected during the monsoon seasons of 1993, 1994 and 1995. At the first site, 982 individuals of 38 grasshopper species were incubated. At the second site, 899 individuals of 33 grasshopper species were incubated. Two hyphomycete fungi (Deuteromycotina: Hyphomycetes), Metarhizium flavoviride Gams and Rozsypal and Sorosporella sp., were found infecting grasshoppers. The mean incidence of M. flavoviride infection was 0.3-1.7% at the first site and 1.2-3.2% at the second site for all grasshopper species. Sorosporella sp. was only collected from two grasshopper individuals in 1993. The majority of infected species had adult quiescence or continuously reproducing life cycles, and were either arboricolous or terricolous.
