Background: The selective publication of articles based on factors, such as positive outcome, statistical significance and study size is known as publication bias. If publication bias is present, any clinical decision based on a review of the published work will also be biased. Publication bias has been shown in various specialties, based on review of publication rates for abstracts presented at major scientific meetings. This study was conducted to investigate publication bias in orthopaedics. Methods: Abstracts presented at the 1998 Australian Orthopaedic Association Annual Scientific Meeting were reviewed independently by two reviewers. Details of sample size, study setting, country of origin, outcome and study type were recorded for each abstract. Publication within 5 years was ascertained by electronic searching of Medline and Embase databases and direct author contact. Logistic regression analysis was used to identify predictors of publication. Results: The overall publication rate was 31%. Publication was more likely if the study was a laboratory study, rather than a clinical study (odds ratio (OR), 3.45; 95% confidence interval (CI) 1.69–7.01, P < 0.001). Sample size, country of origin, study type, statistical significance and positive outcome were not significantly associated with publication. Conclusion: According to this study, laboratory studies were significantly more likely to be published than clinical studies. In contrast to previous studies, publication bias due to the selective publication of papers with a positive outcome or those reporting statistical significance was not found. [ABSTRACT FROM AUTHOR]

In 2004, Natalie Lloyd and Jane Mulcock initiated the Australian Animals & Society Study Group, a network of social science, humanities and arts scholars that quickly grew to include more than 100 participants. In July 2005, about 50 participants attended the group's 4-day inaugural conference at the University of Western Australia, Perth. Papers in this issue emerged from the conference. They exemplify the Australian academy's work in the fields of History, Population Health, Sociology, Geography, and English and address strong themes: human-equine relationships; management of native and introduced animals; and relationships with other domestic, nonhuman animals—from cats and dogs to cattle. Human-Animal Studies is an expanding field in Australia. However, many scholars, due to funding and teaching concerns, focus their primary research in different domains. All authors in this issue—excepting one—are new scholars in their respective fields. The papers represent the diversity and innovation of recent Australian research on human-animal interactions. Aims: The United Kingdom and Australia have developed highly divergent policy responses to electronic nicotine delivery systems (ENDS). To understand the historical origins of these differences, we describe the history of tobacco control in each country and the key roles played in setting ENDS policy in its early stages by public health regulations and policy networks, anti‐smoking organizations, 'vaper' activist networks and advocates of harm reduction policies towards injecting drug use. Methods: We analysed key government reports, policy statements from public health bodies and non‐government organizations (e.g. cancer councils and medical organizations) on ENDS; submissions to an Australian parliamentary inquiry; media coverage of policy debates in medical journals; and the history of tobacco control policy in Australia and England. Key discourses about ENDS were identified for each country. These were compared across countries during a multi‐day face‐to‐face meeting, where consensus was reached on the key commonalities and divergences in historical approaches to nicotine policy. This paper focuses on England, as different policy responses were apparent in constituent countries of the United Kingdom, and Scotland in particular. Results: Policymakers in Australia and England differ markedly in the priority that they have given to using ENDS to promote smoking cessation or restricting smokers' access to prevent uptake among young people. In understanding the origins of these divergent responses, we identified the following key differences between the two countries' approaches to nicotine regulation: an influential scientific network that favoured nicotine harm reduction in the United Kingdom and the absence of such a network in Australia; the success of different types of health activism both in England and in Europe in opposing more restrictive policies; and the greater influence on policy in England of the field of illicit drug harm reduction. Conclusions: An understanding of the different policy responses to electronic nicotine delivery systems (ENDS) in England and Australia requires an appreciation of how actors within the different policy structures, scientific networks and activist organizations in each country and region have interpreted the evidence and the priority that policymakers have given to the competing goals of preventing adolescent uptake and encouraging smokers to use ENDS to quit smoking. The article focuses on the author's view about the issue concerning everyday transformations. He notes that the special issue papers collected in this issue of the journal proceed from the annual conference of the Cultural Studies Association of Australasia held in Perth, Western Australia in December 2004. The papers in the issue are a combination of established voices in the field and emerging work. This grouping reveals the diverse approaches and applications of everyday life research as well as the broader approaches within cultural studies.

Background: Realising the economic potential of research institutions, including medical research institutes, represents a policy imperative for many Organisation for Economic Co-operation and Development nations. The assessment of research impact has consequently drawn increasing attention. Research impact assessment frameworks (RIAFs) provide a structure to assess research translation, but minimal research has examined whether alternative RIAFs realise the intended policy outcomes. This paper examines the objectives presented for RIAFs in light of economic imperatives to justify ongoing support for health and medical research investment, leverage productivity via commercialisation and outcome-efficiency gains in health systems, and ensure that translation and impact considerations are embedded into the research process. This paper sought to list the stated objectives for RIAFs, to identify existing frameworks and to evaluate whether the identified frameworks possessed the capabilities necessary to address the specified objectives.Methods: A scoping review of the literature to identify objectives specified for RIAFs, inform upon descriptive criteria for each objective and identify existing RIAFs. Criteria were derived for each objective. The capability for the existing RIAFs to realise the alternative objectives was evaluated based upon these criteria.Results: The collated objectives for RIAFs included accountability (top-down), transparency/accountability (bottom-up), advocacy, steering, value for money, management/learning and feedback/allocation, prospective orientation, and speed of translation. Of the 25 RIAFs identified, most satisfied objectives such as accountability and advocacy, which are largely sufficient for the first economic imperative to justify research investment. The frameworks primarily designed to optimise the speed of translation or enable the prospective orientation of research possessed qualities most likely to optimise the productive outcomes from research. However, the results show that few frameworks met the criteria for these objectives.Conclusion: It is imperative that the objective(s) for an assessment framework are explicit and that RIAFs are designed to realise these objectives. If the objectives include the capability to pro-actively drive productive research impacts, the potential for prospective orientation and a focus upon the speed of translation merits prioritisation. Frameworks designed to optimise research translation and impact, rather than simply assess impact, offer greater promise to contribute to the economic imperatives compelling their implementation. There are circumstances where ethics overload may be counterproductive to the successful achievement of research outcomes, especially for disempowered client groups. This paper describes and questions the complex time-consuming nature of seeking ethical approval from multiple Human Research Ethics Committees (HRECs) for a comorbidity research project in South Australia. Applications for ethical approval of a major research project involving surveys and interviews of managers and clinicians from mental health and alcohol and other drug services, community advocates and other relevant services were submitted to three major HRECs. Collectively, it took a duration of 10 months to receive full approvals from these HRECs. In addition, a number of Site-Specific Assessments were needed and further approvals were required from multiple Non-Government Organisations (NGOs). Each review process required a detailed application, sometimes followed by lengthy negotiation periods and amendments. These cumbersome, often duplicated processes took a considerable amount of researcher and committee time from a three-year project funding period, thereby delaying the project by almost a year. We discuss the impact of these delays on the timing, progress and potential quality of the research, and on the research team, employed staff, doctoral students involved, and the research budget. We also discuss the additional complexities and inconsistencies of involving two vulnerable populations, Aboriginal Australians and people from refugee backgrounds. ABSTRACT Aim It has been proposed that alcohol industry 'social aspects/public relations' organizations (SAPROs) serve the agenda of lending credibility to industry claims of corporate responsibility while promoting ineffective industry-friendly interventions (such as school-based education or TV advertising campaigns) and creating doubt about interventions which have a strong evidence base (such as higher taxes on alcoholic beverages). This paper investigated whether submissions to Australia's National Preventative Health Taskforce (NPHT) from alcohol industry bodies regarding the Australian SAPRO, Drinkwise, have used this organization to demonstrate corporate responsibility while promoting industry-friendly interventions. Method Submissions to the Australian National Preventative Health Taskforce (NPHT) discussion paper Australia, the healthiest country by 2020 ( n = 375) were examined to identify those with primary alcohol content. A thematic analysis of the resulting 33 submissions was conducted to determine which organization, institution or individual discussed Drinkwise. Setting Australia. Findings Nine of the 33 submissions discussed Drinkwise; all were submitted by the alcohol industry or its affiliates. Every industry submission referred to Drinkwise either as providing evidence of social responsibility or by suggesting the industry-friendly actions of Drinkwise as alternatives to those recommended by the NPHT report. Conclusions Drinkwise has been used by the alcohol industry to create an impression of social responsibility while promoting interventions that maintain profits and campaigning against effective interventions such as higher taxes on alcohol. This paper demonstrates how legal processes utilized by institutions established to reverse the effects of colonization, can continue the colonizing agenda. The processes reflect ‘deep’ rather than ‘de-’colonizing practices. The Australian Royal Commission into Aboriginal Deaths in Custody (RCIADIC), which tabled its National Report over a decade ago and which was heralded as the inquiry which would transform race politics for Indigenous Australians, is used as an example of a ‘decolonizing’ institution that inadvertently adopted deep colonizing practices. Using data from interviews with 48 Indigenous and non-Indigenous people who were associated with the RCIADIC, this paper expands Deborah Bird Rose's theoretical construct of ‘deep colonizing practices’ and illustrates how difficult it is to shift hegemonic legal processes and beliefs, despite intentions to empower and embrace Indigenous views. • This paper explores the institutional and political dynamics of the Business Council of Australia (BCA), a unique form of big business association which relies on the active involvement of its one hundred or so CEO members. The paper argues that associations such as the BCA confront a range of serious institutional problems in their attempts to wield political power, or more modestly perhaps, policy influence. First, they confront a disconnect between 'structural' and 'instrumentalist' articulations of business power. The key source of business power resides in business control over the economy and the investment process, a form of power wielded at the company level not at the level of business associations. When engaged in instrumentalist or overt forms of political activism, the BCA also confronts serious collective action problems. It is also argued that the influence of the BCA seems to have declined over time and that this can partly be traced back to declining CEO commitment rooted in changing institutional and structural dynamics in the corporate world. Australia's metropolitan cities have undergone significant social, economic and demographic change over the past several decades. In terms of socio-economic advantage and disadvantage these changes, which are often associated with globalisation, wider economic and technological restructuring, the changing demographics of the population and shifts in public policy are not evenly dispersed across cities, but represent a range of often contrasting outcomes. The current paper develops a typology of socio-economic advantage and disadvantage for locations across Australian metropolitan cities. More specifically, the paper takes a range of Australian Bureau of Statistics data and uses a model-based approach with clustering of data represented by a parameterised Gaussian mixture model and discriminant analysis utilised to consider the differences between the clusters. On 21 March 1941, the Council of the Workers' Educational Association of Victoria, Australia, (the Association) voted the organisation out of existence. The demise was in no way contemplated, and there was no practical reason why the Council acted in the way it did. This paper is the story of the destruction of a successful adult education provider in the State of Victoria, the roles taken by leading intellectuals, specifically Colin Robert Badger, and the subsequent myth that developed to explain this destruction. A brief description of the development of adult education in Australia is presented. This is followed by an analysis of the growth of the Association in Victoria and the role of Colin Robert Badger in ensuring its destruction. The article discusses the role of Pacific Basin Economic Council (PBEC) in the economic relation between Australia and Japan. The organization was formed in 1962 and its goals were properly discussed in September of 1964 during the meeting of the Australia-Japan Business Cooperation Committee (AJBCC) in Canberra, Australian Capital Territory. Among the goals formulated are the fortification of AJBCC, attracting foreign leaders, and to include the trade union representatives and the state as members of the committee.

The article introduces a special issue of the journal based on a Work-Life Workshop hosted by the Australian Centre for Research in Employment and Work (ACREW) held in December of 2007 in Melbourne, Australia. Some of the papers presented at the workshop include "The Ability of Work-Life Balance Policies to Influence Key Social/Organisational Issues," "Positive Spillover From Work-Family Interface: A Study of Australian Employees," and "Returning Too Soon? Australian Mothers' Satisfaction with Maternity Leave Duration."

Purpose The Mental Health Professionals’ Network (MHPN) was established to enhance collaborative care among health professionals working in mental health care in Australia. The MHPN has two primary arms: face-to-face network meetings and online webinars. The purpose of this paper is to investigate practice changes in health professionals who participated in one of MHPN’s live webinars.Design/methodology/approach Practice change was assessed by online survey with attendees from three MHPN webinars held in 2016. The survey link was e-mailed to webinar attendees three months after each webinar.Findings In total, 585 health professionals participated in the surveys. Four out of five respondents had made at least one practice change, particularly increased confidence in providing mental health care and increased discussions about other disciplines. General practitioners and psychologists were more likely than others to have made practice changes. Nine out of ten respondents rated the webinars as “very good” or “excellent.”Research limitations/implications MHPN’s webinar program positively impacts health professionals’ practice and represents an easily accessible and effective professional development opportunity for Australia’s mental health workforce.Originality/value The MHPN webinar program is unique in Australia. The MHPN provides opportunities for interdisciplinary professional development in the primary mental health sector. Staff are a university's key resource. Typically, research has concentrated on the contribution of academic staff, and has largely overlooked the crucial role of professional staff. However, recently there has been an increase in research by professional staff, about professional staff. In Australia, professional staff comprise more than half the higher education workforce, and a more rigorous understanding is needed of the contribution that professional staff make towards the strategic goals of their institutions. This paper explores the work of professional staff, focusing on the contributions that this group of staff makes to the design, development and maintenance of learning spaces, both physical and virtual. This research is part of ongoing doctoral research into the work of professional staff at one Australian university. Following a preliminary framing study, a case study was undertaken using semi-structured interviews with a range of professional staff. Emerging from these interviews is a conceptualisation of the work of professional staff in relation to student outcomes, from the perspective of professional staff themselves. This research is illuminating the working lives of professional staff, the changing and increasing complexity of their roles, and the contributions professional staff make to their institution's student outcomes. By directly accessing women’s accounts of their active and ex-volunteer fire-fighting at the Australian Country Fire Authority (CFA), this paper seeks to understand women’s experiences in fire-fighting. The study documents the voices of women in work where they are mostly conspicuous by their absence, thus contributing to the small body of empirical studies of women in fire-fighting. Findings confirm the underrepresentation of women and provide evidence of horizontal and vertical gender segregation. Women fire-fighters are significantly challenged and discriminated against by individual and organisational behaviours. Other findings of this study are the co-existence of hostile and positive job factors for women fire-fighters; and women’s tolerance for complexity and paradox. These are scarcely documented in the literature on non-traditional occupations for women, and the paper suggests explanations based on concepts such as agency and coping strategies. Although women fire-fighters at the CFA had only a partial understanding of factors contributing to gender segregation, they voiced a desire and directions for organisational improvement to address gender issues. Few would seriously argue that the application of scientific investigation is an essential element of justice systems around the world. However, a good number would argue that those of us entrusted with the delivery of science are not getting it right. Issues would include poor service delivery, poor science and inadequate standards. Mistakes in science have contributed to wrongful convictions and the very basis of some of our science has been seriously challenged. This paper will attempt to answer whether or not we have failed as badly as some would assert. Purpose - The purpose of this paper is to propose a business process management (BPM) governance model that sets BPM decision making, along with roles and responsibilities. The setting context of the study is a government-owned corporation operating in Australia. Design/methodology/approach - A qualitative case study examined and analysed organisational documents using a content analysis approach. Results of document analysis are used to inform a series of in-depth interviews of key stakeholders in the organisation. Interviews are analysed using a constant comparison method to derive themes and build categories of description. Findings - A BPM governance model is proposed. Results of thematic analysis are interpreted against the framework of the BPM governance model, leading to findings that include implications for theory and practice. Practical implications - In practical terms, the research shows how BPM practice can be aligned and integrated with the corporate governance and management systems in the selected case study organisation. Originality/value - Despite research identifying the importance of governance, along with associated capabilities, there has been little progress on how the abovementioned capabilities can be effectively deployed across an organisation. The article presents a reflection on the historical evolution of the Australian and New Zealand Association for Medieval and Early Modern Studies Inc. (ANZAMEMS). ANZAMEMS is an amalgamation of the Australian and New Zealand Association for Medieval and Renaissance Studies (ANZAMRS) with an informal group that has no written rules and certain membership. It was established in 1996 through the merger between ANZAMRS and the Australasian Historians of Early Modern Europe (AHEME). The author emphasizes that no history of humanities in Australia and New Zealand will be complete without an account of the ANZAMEMS.

Lawyers have traditionally viewed law as a closed system, and doctrinal research has been the research methodology used most widely in the profession. This reflects traditional concepts of legal reasoning. There is a wealth of reliable and valid social science data available to lawyers and judges. Judges in fact often refer to general facts about the world, society, institutions and human behaviour (“empirical facts”). Legal education needs to prepare our students for this broader legal context. This paper examines how “empirical facts” are used in Australian and other common law courts. Specifically, the paper argues that there is a need for enhanced training in non-doctrinal research methodologies across the law school curriculum. This should encompass a broad introduction to social science methods, with more attention being paid to a cross-section of methodologies such as content analysis, comparative law and surveys that are best applied to law. Little is known about the network structures formed by grassroots associations and allied organisations involved in serious leisure social worlds. Generally, research into serious leisure has focused upon the individual, mainly in amateur sports, some hobbies, and a few career volunteer activities. this paper reports a structural view of a social world network of 49 social actors comprised of the grassroots associations and allied organisations expressly concerned with resident amateur artists in a regional Australian city. Relational data was collected from semi-structured interviews and analysed using social network metrics in conjunction with the serious leisure perspective. Social network analysis showed an uneven distribution of power, influence, and prominence among the social actors and that the network structure relied upon links between grassroots associations and organisations. The network structure consisted of two modules of social actors clustered around particular categories of creative arts, and these modules were linked most frequently by several organisations acting as communication hubs and boundary spanners. In this serious leisure social world the grassroots associations were the insider social actors whereas several organisations were regular social actors. The paper demonstrates the application of social network analysis in leisure studies and provides tentative evidence of the benefits of this approach. Empirical benefits include 'network weaving' by sharing knowledge of the network structure with the grassroots associations, allied organisations, and the local government to improve communication and cooperation in the regional social world of creative arts. Royal College of Nursing, Australia has supported the development and growth of transcultural nursing in Australia for well over a decade. The College's leadership role has been evident on a number of fronts with events, publications and national networking opportunities for nurses who share a passion for furthering the principles and practice of transcultural nursing. This paper traces the journey of transcultural nursing in Australia from the perspective of the College, beginning with its role in forming the Transcultural Nursing Society in the 1990s. Achievements are highlighted, as well as continuing work over the intervening years, demonstrating the involvement and leadership of the College in Australia, in this important area of nursing practice. With increasing complexity in the ethnic profile of Australia's society, it is of ongoing relevance for the College to promote transcultural nursing as a discipline of study, research, practice and management in this country. CSIRO is the pre-eminent Australian research organisation. In this paper, we discuss how CSIRO, with its new focus on Flagship research, collaborative research, and 'theme and stream' research, faces some major challenges. In our analysis of teams at CSIRO we draw on statements made by CSIRO leaders about team function and importance. We also draw on empirical evidence from studies of CSIRO teams over the past decade for insights into how they are performing and some of their principal characteristics. This provides a point of departure for discussing the challenges ahead. The paper also touches on the psycho-social challenges of working in Research and Development (R&D) teams, particularly those that cross discipline and organisational boundaries. We look at some design features of CSIRO teams, such as long tenure and practices used to support team formation and development. Our evidence shows a positive profile of CSIRO teams on leadership, resources, and team dynamics and a high level of trust. The Organisation's attention to training its project teams is an important factor in its ability to meet its goals and will become increasingly important as it moves from 2007 to the matrix structure needed to conduct large scale programmatic research of national significance. Since the September 11, 2001 terrorist attacks in New York City, many countries including Australia and Malaysia have been able to justify the use biometric devices such as fingerprint scans, retina scans and facial recognition for identification and surveillance of its citizens and others in the name of national security. In addition, biometric devices are increasingly being used worldwide by organizations to keep track of their employees and their productivity, leading to concerns of privacy, the safety, reliability, abuse and misuse of the data collected and violations of civil liberties. Taking the critical theory perspective, this paper will analyse the data collected and report on the findings of a survey carried out in Australia and Malaysia, with respect to the responses provided and opinions expressed to the survey of open ended and other questions by individuals as to their current use, experiences, preferences, concerns about the devices and the situations in which they think biometric devices should be used, including in their workplaces. This descriptive study uses both quantitative and qualitative data to examine what Australians and Malaysians think about the use of biometric devices in everyday situations and compare them as to their similarities and differences. The paper will then critically examine the ethical and civil liberties issues involved in the use of biometric devices in everyday life and argues that regulatory and legal measures should be taken to safeguard the rights of citizens while maintaining national security and productivity, in order to avoid the situation of Michel Foucault's Paopticon becoming an unpleasant everyday reality, which could negatively influence social justice and create social change due to its effects on individuals in two multicultural societies. A critical question for organizations and businesses involved in destination marketing and the provision of services for conferences and meetings is how associations decide where to hold their conferences and meetings. An understanding of these decision-making processes could provide valuable insights into how a destination can best promote themselves to this sector. The aims of the study presented in this paper were to identify the decision processes of association conference planners and to explore the attributes that they consider important when organizing a conference. The study used in-depth interviews with association conference organizers who had either planned an event in a regional Australian center during 2003 or who were currently in the process of planning for a future event to be held in that destination. The interviews revealed that while similar attributes were important to all planners, their importance differed between different types of associations. Major findings from the study included the importance of the bid process and the use of committees for the planning and organizing of tasks. Budget constraints were also a major component of the decision-process, as a majority of the associations studied were non-profit organizations. The venue was the most important attribute regarding the decision of host destination. While Australian financial institutions have recognised for many years the need to segment their customer base and develop niche marketing strategies, those that are listed on the Australian Stock Exchange appear to have ignored a substantial and powerful pool of potential customers -- their shareholders. This paper reviews the shareholder marketing strategies adopted by 12 listed Australian banks and building societies. It looks at the cost of customers, the value of converting shareholders to customers and reviews the shareholder loyalty programmes being offered. This paper argues that banks in Australia are ignoring this important pool of potential customers. The author develops the view that the banks and building societies have failed to maximise shareholder value as they have few processes in place to target this important sector. The Australian Entomological Society was founded in 1965 and provides a journal of world-class and annual scientific meetings for members. The world-wide impact of entomology publications is growing faster than that of the Australian Journal of Entomology, and membership of the society is declining slowly. In a recent survey members were generally happy with the society, but much of the exciting research involving insects is probably being published in specialist journals. Challenges identified for the future include building membership through greater connection with amateur entomologists and with students interested in ecology and insects. The growth area for entomology is seen to be in the application of insect biodiversity to the sustainable management of Australia's ecosystems. Purpose Public sector projects still fail to meet delivery expectations, and the lack of significant project management experience in the Australian public service (APS) has been identified as a contributing factor. The purpose of this paper is to investigate the importance of competencies required for delivering public sector projects, as well as challenges faced by the project managers when operating in a public context.Design/methodology/approach Qualitative semi-structured interviews were used to enlighten the social and operating construct in APS. In parallel, a quantitative survey was used to determine the relative importance of various competencies to effective project delivery.Findings The research concludes that communication, accountability, business alignment, scope and deliverables, change, and project and program orientation are the most important competencies in APS project delivery. Furthermore, there is evidence that the operating environment acts as a barrier to successful project delivery, noting that it does not let project management practice deploy its full potential for increased effectiveness and efficiency.Practical implications The research findings noted that the specific needs, values and functions of project management in the APS are not well defined, and therefore there were limited criteria against which public sector project management competencies could be designed and measured.Originality/value This empirical research contributes to the open dialogue of improving efficiency in project management within the APS context. The findings point to the conflict between the operational nature of APS agencies and their project activities, and how they struggle to define themselves as project organizations rather than lack of appreciation to individual competencies. National and jurisdictional governments are increasingly using commissioning in health and community services. This includes the devolution of functions such as service planning, resource allocation, and regionalised approaches to intake and service delivery, to non-government organisations. The aims of this paper are to reflect on the experiences of commissioning as a not-for-profit health provider, and to identify some important early lessons. This analysis highlights the importance of a rights-based approach in which consumers, carers and communities actively participate in the design, implementation and evaluation of service systems, not just individual service needs; and that pays special attention to the most disadvantaged and the most vulnerable. The mechanisms and approaches used by cohealth to implement these principles are described. Service users need to be supported to develop advocacy capacity individually and collectively, in order to make informed choices about their own service needs and about the system more broadly, to ensure accessible and appropriate services. This paper examines a specific controversy over the control and content of sex education in South Australia in 1985 that was triggered by concerns about homosexuality. Drawing on Foucault's idea of the "deployment of sexuality", the paper examines the way in which the issue of homosexuality became the focal point for a concerted struggle over sex education in state schools. It is argued that the idea of homosexuality, or more accurately male homosexual sexuality, served as a boundary marker that both defined and revealed the content and scope of school-based sex education. It is shown that this controversy was an instance of the "deployment of sexuality" through which public opinion was concentrated and mobilised to ensure that prevailing heterosexual norms remained the defining parameters for sex education. Thus it is also demonstrated that sex education is deeply implicated in both the construction and maintenance of prevailing (gendered) sexual norms. [ABSTRACT FROM AUTHOR]

Assessment within general practice training curricula is necessary to both guide learning and to make certification decisions about competence to practise without supervision in the community, but there is a risk that the two roles could become confused. This paper proposes a conceptual framework that explains the relationship between formative assessment, in-training assessment and end-point assessment, as adopted by the Royal Australian College of General Practitioners Training Programme. The literature is reviewed to suggest assessment formats that could provide a means of making decisions about progress through training without harming the important role of providing feedback to guide learners. Background: Access to rural health services is compromised in many countries including Australia due to workforce shortages. The issues that consequently impact on equity of access and sustainability of rural and remote health services are complex.Discussion: The purpose of this paper is to describe a number of approaches from the literature that could form the basis of a more integrated approach to health workforce and rural health service enhancement that can be supported by policy. A case study is used to demonstrate how such an approach could work. Disjointed health services are common in rural areas due to the 'tyranny of distance.' Recruitment and retention of health professionals in rural areas and access to and sustainability of rural health services is therefore compromised. Strategies to address these issues tend to have a narrow focus. An integrated approach is needed to enhance rural workforce and health services; one that develops, acknowledges and accounts for social capital and social relations within the rural community. Background: Health care organizations need to be responsive to the needs of increasingly diverse patient populations. We compared the contents of six publicly available approaches to organizational responsiveness to diversity. The central questions addressed in this paper are: what are the most consistently recommended issues for health care organizations to address in order to be responsive to the needs of diverse groups that differ from the majority population? How much consensus is there between various approaches?Methods: We purposively sampled six approaches from the US, Australia and Europe and used qualitative textual analysis to categorize the content of each approach into domains (conceptually distinct topic areas) and, within each domain, into dimensions (operationalizations). The resulting classification framework was used for comparative analysis of the content of the six approaches.Results: We identified seven domains that were represented in most or all approaches: organizational commitment, empirical evidence on inequalities and needs, a competent and diverse workforce, ensuring access for all users, ensuring responsiveness in care provision, fostering patient and community participation, and actively promoting responsiveness. Variations in the operationalization of these domains related to different scopes, contexts and types of diversity. For example, approaches that focus on ethnic diversity mostly provide recommendations to handle cultural and language differences; approaches that take an intersectional approach and broaden their target population to vulnerable groups in a more general sense also pay attention to factors such as socio-economic status and gender.Conclusions: Despite differences in labeling, there is a broad consensus about what health care organizations need to do in order to be responsive to patient diversity. This opens the way to full scale implementation of organizational responsiveness in healthcare and structured evaluation of its effectiveness in improving patient outcomes. [ABSTRACT FROM AUTHOR]

In this paper, the interdependent and fluid organisational networks that form to organise Olympic Games are analysed using Norbert Elias's concept of human figurations. Rather than considering organisational situations and developments in static terms, Eliasian process sociology frames the place of organisations within the broader social and historical contexts in which they operate. From an Eliasian perspective, the organisation of a mega-project, such as the Olympic Games, is not only the result of recent developments but also of countless social and organisational figurations that developed over many years prior to the winning of a bid to stage the event. In this regard, the organisation of the Olympic Games is the result of both planned and unplanned consequences of organising over which no one individual ever has total control. Young people experience high rates of mental health problems, but very few access professional mental health support. To address the barriers young people face in accessing mental health services, there is growing recognition of the importance of ensuring services are youth-friendly. Indeed, almost a decade ago, the World Health Organisation developed a youth-friendly framework for services to apply. Yet, this framework has rarely been evaluated against health initiatives for young people. This article begins to address this gap. Using 168 semi-structured, qualitative interviews with young service users, this paper explores the extent to which the Australian National Youth Mental Health Foundation, also called headspace, applied the WHO's youth-friendly framework which emphasises accessibility, acceptability and appropriateness (AAA). It argues that headspace was largely successful in implementing an AAA youth-friendly service and provides evidence of the importance of tailoring services to ensure they are accessible, acceptable and appropriate for young people. However, it also raises questions about what youth-friendly service provision means for different young people at different times. The findings suggest that youth friendliness should be applied across different stages of interaction (at initial engagement and in the ongoing relationship between patient and clinician) and at different levels (the environment the care is provided in, within policies and procedures and within and between relationships from receptionists to clinicians). North American sports psychology societies are described, including the North American Society for the Psychology of Sport and Physical Activity (NASPSPA), the Canadian Society for Psychomotor Learning and Sport Psychology (SCAPPS), and the Association for the Advancement of Applied Sport Psychology (AAASP). Dates of conferences are provided for each group. The formation of the Argentinian Society of Psychology Applied to Sport, and the Australian National Association for Physical Activity are highlighted.

Scholars have paid considerable attention to studying the relationship between corporate social responsibility (CSR) and firm performance. Yet, little empirical research demonstrates what actually shapes or drives CSR. This paper builds a case that formal strategic planning is one such driver in that it creates awareness of and formulates responses to stakeholder demands for CSR. However, exploring single variable relationships is problematic, as other important endogenous factors need to be considered in explaining CSR. Specifically, firm culture is identified as influencing a firm's orientation towards the responsible treatment of stakeholders. One such cultural factor, humanistic culture, is argued to have a positive effect on CSR. By studying a sample of heterogeneous firms in Australia, results demonstrate that a formal strategic planning effort is positively linked to CSR. With the threat of terrorist activity ever present since the incidents in Bali and Jakarta, the Australian health system must be prepared to manage another mass burn casualty disaster. The Australian and New Zealand Burns Association (ANZBA) highlighted the lack of a national burn disaster response before the 2000 Olympics. With the limited number of burn beds available and the protracted length of stay after such injuries, any state or territory could be overwhelmed with relatively few patient admissions. In 2002, the Australian Health Minister's Conference called for a solution. The objective of this paper is to provide an overview of the process and development of the Australian National Burn Network, which underpins the National Burn Disaster Response (AUSBURNPLAN). Research into nonprofit organizations abounds, but not much is known about public sector nonprofit organizations. Recent funding incentives in Australia have led to significant changes in the market environment for such organizations. This study describes these market changes and explores the reactions of one environmental public sector nonprofit organization, Bushcare NSW, to these changes. This paper contends that, within this institutional environment, nonprofit organizations more successful in attracting large amounts of external funding have better administrative structures in place, whereas those less successful find themselves confronted with burdensome administrative duties. Neo-institutional theory provides a theoretical basis for this empirical investigation. Purpose - This paper seeks to explore the relationship between knowledge management and quality management with a particular focus on the role of quality culture. The paper also aims to address the assumption that as knowledge management reaches its maturity, in terms of acceptance as an important part of doing business in the modern world, quality will again become the mantra of successful companies. Design/methodology/approach - A total of 1,000 quality managers from Australian organisations were surveyed for their perspectives on current and future knowledge management and quality management approaches. The questionnaire utilised both quantitative and qualitative data collection methods. The questionnaire was broken into three sections: respondent profile, current knowledge management and quality management practices, and future predictions for both knowledge management and quality management. Findings - The key finding of the paper was that organisations would have to embrace a quality culture as a fundamental component of implementing knowledge management in order to compete successfully in such a dynamic business environment. The responses from this survey assist in identifying the relationship between knowledge and quality management, and the importance and future of both knowledge and quality management. Originality/value - This paper is based upon the assumption that quality is in fact, resurging. It has identified quality culture as the significant link between knowledge management and quality management that leads to successful competitive advantage. Organisations are urged to recognise knowledge management as a vehicle for success not a stand-alone process. The article features the financial-intelligent unit (FIU) in Australia and India. FIU is a central agency established by the government to receive, analyze and disseminate financial information to combat money laundering. It is an agency responsible for receiving and giving critical information concerning suspected proceeds of crime and potential financing of terrorism or required by national legislation or regulation. In June 2006, it has 101 members but after the 9/11 attacks, the Financial Action Task Force (FATF), a multi-disciplinary body that brings together legal, financial and law-enforcement experts organized by the Organization for Economic Co-operation and Development (OECD), required countries to establish a FIU.

New guidelines have been developed and trialled in Australia to assist urban stormwater managers to assess options for projects that aim to improve urban waterway health. These guidelines help users to examine the financial, ecological and social dimensions of projects (i.e. the so-called ‘triple-bottom- line’). Features of the assessment process described in the guidelines include use of multi criteria analysis, input from technical experts as well as non-technical stakeholders, and provision of three alternative levels of assessment to suit stormwater managers with differing needs and resources. This paper firstly provides a background to the new guidelines and triple-bottom-line assessment. The assessment methodology promoted in the new guidelines is then briefly summarised. This methodology is compared and contrasted with European guidelines from the ‘SWARD’ project that have been primarily developed for assessing the relative sustainability of options involving urban water supply and sewerage assets. Finally, the paper discusses how assessment methodologies that evaluate the financial, ecological and social dimensions of projects can, under some circumstances, be used to evaluate the relative progress of options for urban water management on a journey towards the widely pursued, but vaguely defined goal of ‘sustainable development’. Intelligence‐driven policing strategies are coming to the fore in many countries around the world. This is evidenced by the espousal of the term in the mission statements of police services in Australia and New Zealand, the recent adoption of the National Criminal Intelligence Sharing Plan by the US government, and most notably by the legal commitment to the National Intelligence Model in the UK through the Police Reform Act of 2002. This paper considers intelligence‐driven crime reduction as a three‐stage process, requiring that: law enforcement interpret the criminal environment, influence decision‐makers, and finally that decision‐makers impact on the criminal environment. This 3i model (interpret, influence, impact) is used as the framework for an evaluation of the intelligence process in three New Zealand police districts. The results of interviews with 50 decision‐makers and intelligence staff suggest that there are difficulties identifying a clear decision‐making structure and that there is perceived to be a lack of understanding of intelligence‐led policing at the leadership levels of the organization. Furthermore, issues with training, and data quality and availability hamper the ability of intelligence analysts to contribute to the crime reduction effort. This lack of clarity in intelligence use and application may have a negative effect on the ability of the organization to positively impact on the criminal environment. [ABSTRACT FROM AUTHOR]
