Indian Prime Minister Narendra Modi announced support for a human spaceflight program during his 2018 Independence Day speech. The target year of 2022 is when India plans to realize its first indigenous human space mission. Human spaceflight is a high risk activity and in many ways unaffordable for a developing country. Moreover, India professes that space technology is best utilized for aiding socioeconomic development and not as a tool in geopolitical competition and prestige. By assessing relevant developments, this paper argues that a variety of concerns and ambitions compelled India to consider a human space mission. The main actors are India's political and scientific leaders who found support for such a mission in response to China and international prestige factors. Indian political leaders also saw an opportunity for improving their domestic political image. Further, the Indian Space Research Organization views human space missions as providing a new raison d'etre to the organization and helping it retain a skilled workforce amidst industrialization of satellite and launch vehicle development. Abstract: Countries on every continent are making new or renewed commitments to domestic satellite programs. These programs have the potential to address national needs by enhancing access to information, improving infrastructure and providing inspiration to the public. How do countries without local expertise in space technology begin a new satellite program? What is the role of international collaboration in supporting the efforts of a new space fairing country? This paper explores such questions by highlighting outputs from intensive field work in Africa and Asia. Specifically, the study explores case studies of early space activity in these countries to search for lessons about the management of a young space program. The observations from field work are compared to ideas from scholarly literature on technological learning. The findings are organized using principles from systems architecture. The paper presents a model that captures many of the influences and strategic decision areas for a collaborative satellite development project. The paper also highlights the growth of capability among African countries in the area of satellite technology. [Copyright &y& Elsevier]

Abstract: Several small remote sensing satellites have been developed and launched during the last decade by several developing countries in Africa, the Middle East and East Asia. These satellites share among them several features; chief among them is that they were developed for use in developmental planning and to gain access to space technology. The first generation of those satellites had a relatively course resolution of about 30m, but the second generation reaches a resolution of 2.5m. This group of satellites also have “similar” designs, which stems from the fact that they were developed to achieve a similar purpose: introducing developing countries to space technology and application through small remote sensing satellites. The other side of building national space programs in developing nations is building the technological base for satellite manufacturing, building the infrastructure for operation and utilization of these satellites and most importantly building the user community and the user applications, which uses these results for sustainable development. This paper attempts to assess the degree to which these objectives were achieved for various satellites. In addition to these more “programmatic” aspects, the paper attempts to shed light, from published information, on some aspects of the recent trends in designs of small remote sensing satellites. Abstract: This paper explores the process of building technological capability in government-led satellite programs within developing countries. The key message is that these satellite programs can learn useful lessons from literature in the international development community. These lessons are relevant to emerging satellite programs that leverage international partnerships in order to establish local capability to design, build and operate satellites. Countries with such programs include Algeria, Nigeria, Turkey, Malaysia and the United Arab Emirates. The paper first provides background knowledge about space activity in developing countries, and then explores the nuances of the lessons coming from the international development literature. Developing countries are concerned with satellite technology because satellites provide useful services in the areas of earth observation, communication, navigation and science. Most developing countries access satellite services through indirect means such as sharing data with foreign organizations. More countries, however, are seeking opportunities to develop satellite technology locally. There are objective, technically driven motivations for developing countries to invest in satellite technology, despite rich debate on this topic. The paper provides a framework to understand technical motivations for investment in satellite services, hardware, expertise and infrastructure in both short and long term. If a country decides to pursue such investments they face a common set of strategic decisions at the levels of their satellite program, their national context and their international relationships. Analysis of past projects shows that countries have chosen diverse strategies to address these strategic decisions and grow in technological capability. What is similar about the historical examples is that many countries choose to leverage international partnerships as part of their growth process. There are also historical examples from outside the space arena in which organizations have pursued technological capability. Scholars have analyzed these examples and developed insightful frameworks. The paper draws key concepts from this literature about the nature of development, technology, knowledge and organizational learning. These concepts are relevant to learning in new satellite programs, but the ideas must be applied cautiously because of the nature of satellite technology. The paper draws three major lessons from the international development literature regarding absorptive capacity, tacit knowledge and organizational learning; it synthesizes these lessons into a cohesive, original framework. Abstract: Space technology and resources are used around the world to address societal challenges. Space provides valuable satellite services, unique scientific discoveries, surprising technology applications and new economic opportunities. Many developing countries formally recognize the advantages of space resources and pursue national level activity to harness them. There is limited data or documentation on the space activities of developing countries. Meanwhile, traditional approaches to summarize national space activity do not necessarily capture the types of activity that developing countries pursue in space. This is especially true if they do not have a formal national space program or office. Developing countries pursue national space activity through activities of many types—from national satellite programs to commercial use of satellite services to involvement with international space institutions. This research aims to understand and analyze these trends. This paper introduces two analytical frameworks for evaluating space activity at the national level. The frameworks are specifically designed to capture the activity of countries that have traditionally been less involved in space. They take a broad view of space related activity across multiple societal sectors and disciplines. The discussion explains the approach for using the frameworks as well as illustrative examples of how they can be applied as part of a research process. The first framework is called the Mission and Management Ladders. This framework considers specific space projects within countries and ranks them on “Ladders” that measure technical challenge and managerial autonomy. This first method is at a micro level of analysis. The second framework is called the Space Participation Metric (SPM). The SPM can be used to assign a Space Participation score to countries based on their involvement in various space related activities. This second method uses a macro level of analysis. The authors developed both frameworks as part of a long term research program about the space activities of developing countries. This aspect of the research focuses on harnessing multiple techniques to summarize complex, multi-disciplinary information about global space activity. [Copyright &y& Elsevier]

Abstract: This paper analyzes the historical paths of eight countries – from Africa, Asia and Latin America – as they have pursued technological capability in the area of space technology. The analysis is unfolded in three stages. The first stage introduces a framework called the Space Technology Ladder. This Ladder framework posits a path through four major technology categories, as follows: 1) establishing a national space agency; 2) owning and operating a satellite in low Earth orbit; 3) owning and operating a satellite in geostationary orbit; and 4) launching satellites. The second stage of the analysis uses data to create a graphical timeline, by mapping the historical achievements of the eight countries onto the Ladder framework. The results provide information about the similarities and differences in the technology strategies of the various countries. The third stage is a discussion of the strategic decisions faced by the countries under study. Exploring their diverse strategies is an initial step toward developing prescriptive theory to inform developing country space programs. [Copyright &y& Elsevier]

Abstract: Although more than half a century is passed since space technology was first developed, developing countries are just beginning to enter the arena, focusing mainly on educating professionals. Space technology by itself is an interdisciplinary science, is costly, and developing at a fast pace. Moreover, a fruitful education system needs to remain dynamic if the quality of education is the main concern, making it a complicated system. This paper makes use of the System Engineering Approach and the experiences of developed countries in this area while incorporating the needs of the developing countries to devise a comprehensive program in space engineering at the Master’s level. The needs of the developing countries as regards space technology education may broadly be put into two categories: to raise their knowledge of space technology which requires hard work and teamwork skills, and to transfer and domesticate space technology while minimizing the costs and maximizing its effectiveness. The requirements of such space education system, which include research facilities, courses, and student projects are then defined using a model drawn from the space education systems in universities in North America and Europe that has been modified to include the above-mentioned needs. Three design concepts have been considered and synthesized through functional analysis. The first one is Modular and Detail Study which helps students specialize in a particular area in space technology. Second is referred to as Integrated and Interdisciplinary Study which focuses on understanding and development of space systems. Finally, the third concept which has been chosen for the purpose of this study, is a combination of the other two, categorizing the required curriculum into seven modules, setting aside space applications. This helps students to not only specialize in one of these modules but also to get hands-on experience in a real space project through participation in summer group projects and also working in space systems laboratories or choose and write a thesis based on experiences gained through an internship program. Abstract: Space technology has the vast potential for addressing a variety of societal problems of the developing countries, particularly in the areas of communication, education and health sectors, land and water resources management, disaster management and weather forecasting. Both remote sensing and communication technologies can be used to achieve this goal. With its primary emphasis on application of space technology, on an end-to-end basis, towards national development, the Indian Space Programme has distinguished itself as one of the most cost-effective and development-oriented space programmes in the world. Developing nations are faced with the enormous task of carrying development-oriented education to the masses at the lower strata of their societies. One important feature of these populations is their large number and the spread over vast and remote areas of these nations, making the reaching out to them a difficult task. Satellite communication (Satcom) technology offers the unique capability of simultaneously reaching out to very large numbers, spread over vast areas, including the remote corners of the country. It is a strong tool to support development education. India has been amongst the first few nations to explore and put to use the Satcom technology for education and development-oriented services to the rural masses. Most of the developing countries have inadequate infrastructure to provide proper medical care to the rural population. Availability of specialist doctors in rural areas is a major bottleneck. Use of Satcom and information technology to connect rural clinics to urban hospitals through telemedicine systems is one of the solutions; and India has embarked upon an effective satellite-based telemedicine programme. Space technology is also useful in disaster warning and management related applications. Use of satellite systems and beacons for locating the distressed units on land, sea or air is well known to us. Indian Space Research Organisation (ISRO) is already a part of the International initiative called Satellite Aided Search and Rescue System. The programme to set up satellite-based Village Resource Centres (VRCs) across India, for providing a variety of services relevant to the rural communities, is also a unique societal application of space technology. The VRCs are envisaged as single window delivery mechanism for a variety of space-based products and services, such as tele-education; telemedicine; information on natural resources for planning and development at local level; interactive advisories on agriculture, fisheries, land and water resources management, livestock management, etc.; interactive vocational training towards alternative livelihood; e-governance; weather information; etc. This paper describes the various possibilities and potentials of Satcom and Remote Sensing technologies for societal applications. Abstract: The basic space sciences and their supporting technologies underpin the ability of a country to utilise space applications programmes for development. By whatever measure is employed, Africa is under-represented in the international space science community. This paper reviews lessons learnt over the past 8 years with regard to sustainable capacity building in the region. At present there are a number of role-players in the space arena engaged in various capacity-building initiatives. We advocate that the emphasis of these initiatives should shift from fairly isolated capacity-building activities to comprehensive regional capacity-building programmes developed jointly by the different role-players. In order to develop such coordinated programmes, the establishment of a capacity-building forum involving the space community, the development sector and the developing countries in a region, is proposed. A number of developing countries are undertaking projects pertaining to the design and development of space technology, either using their own resources or in collaboration with foreign countries, on a regional or international basis. This paper reviews cooperation in different areas of space technology applications in South America. It gives a brief overview of the overarching goals and vision and the general institutional framework of South-American space research and cooperation. A few examples of previous and current activities in space technology applications and some opportunities for expanding the usage of this technology in the region are described. The major challenges to full-blown regional cooperation in space technology are also examined. The main aims of these efforts are to give a fillip to the region''s Research and Development (R&D) efforts in space technology and development of human resources in this field, through hands-on experience in building and operation of satellites, and acquisition of new skills in project definition, funding and implementation.
