2. More Choices, More Problems? Ranked Choice Voting Errors in New York City.

Abstract

Examining the impacts of ranked choice voting (RCV) on voter efficacy is important as more areas consider adoption. The greater number of choices provided by longer RCV ballots may introduce opportunities for voters to misunderstand the ballot, make errant marks, or accidentally mark two or more candidates for one ranking, resulting in voidable ballots due to "overvoting." Using ballot data from the 2013 general election, the 2017, and 2021 New York City democratic mayoral primaries, this paper asks whether voidable overvote ballots are more concentrated in constituencies with lower levels of educational attainment, average household incomes, and differing racial make-ups, and if this relationship is more pronounced under RCV than traditional elections. In the first RCV election in 2021, voters in locations with lower levels of educational attainment and median household incomes had higher shares of overvote voidable ballots than those in locations with higher educational attainment and incomes. Abstract

Douglas Kellner, commissioner of New York City's board of elections says that electronic voting machines are threatening democracy. This stark assessment is garnering increasing support, even as many U.S. states and democracies around the world adopt electronic voting for their elections. The latest blow is a report highlighting security flaws in the 16,000 machines that the state of Maryland will be using for its presidential primary elections on March 2, 2004. As the machines were being deployed, whatever the problems of paper-based voting, electronic voting has fundamental flaws. The arguments centre on the use of what are called direct recording electronic voting machines. Great Britain wants to push ahead too, despite disappointing results from local elections in May 2003, in which voter turnout in pilot areas with all-electronic voting was just half the turnout in areas with all postal votes. The primary election in New York on Tuesday will be the first time all voters in the state use machines with a backup paper ballot. This is progress, especially for New York City, where the lever machines in use for a half-century should have been scrapped long ago. Voters will be handed a paper ballot, a pen and a folder. They will be directed to small booths where, sadly, many voters will need to use a magnifying panel (that is supposed to be available) because state politicians have always demanded that all races be squeezed onto one page. Abstract

A replication of the ballot order experiment described in Koppell and Steen 2004. The method utilizes the rotation of ballot order in New York City for primaries to determine the advantage to being in the first position on the ballot. This is a replication in the same setting over a new, more varied and larger dataset. The results confirm the advantage to the first position, especially in low-salience races. The article reports on the U.S. 2008 presidential primaries to be held in more than 20 states including New York on February 5, 2008.
