Evidence-based policy-making has been a much-debated concept. This paper builds on various insights for a novel perspective: policy-driven, narrative-based evidence gathering. In a case study of UK priority setting for bioenergy innovation, documents and interviews were analysed to identify links between diagnoses of the problem, societal visions, policy narratives and evidence gathering. This process is illuminated by the theoretical concept of sociotechnical imaginaries- technoscientific projects which the state should promote for a feasible, desirable future. Results suggest that evidence has been selectively generated and gathered within a specific future vision, whereby bioenergy largely provides an input-substitute within the incumbent centralised infrastructure. Such evidence is attributed to an external expertise, thus helping to legitimise the policy framework. Evidence has helped to substantiate policy commitments to expand bioenergy. The dominant narrative has been reinforced by the government's multi-stake- holder consultation favouring the incumbent industry and by incentive structures for industry co- investment. The EU, UK, US, and other nations consider wood to be a carbon neutral fuel, ignoring the carbon dioxide emitted from wood combustion in their greenhouse gas accounting. Many countries subsidize wood energy – often by burning wood pellets in place of coal for electric power – to meet their renewable energy targets. But can wood bioenergy help cut greenhouse emissions in time to limit the worst damage from climate change? The argument in favor seems obvious: wood, a renewable resource, must be better than burning fossil fuels. But wood emits more carbon dioxide per kilowatt-hour than coal – and far more than other fossil fuels. Therefore, the first impact of wood bioenergy is to increase the carbon dioxide in the atmosphere, worsening climate change. Forest regrowth might eventually remove that extra carbon dioxide from the atmosphere, but regrowth is uncertain and takes time – decades to a century or more, depending on forest composition and climatic zone – time we do not have to cut emissions enough to avoid the worst harms from climate change. More effective ways to cut greenhouse gas emissions are already available and affordable now, allowing forests to continue to serve as carbon sinks and moderate climate change. Interest in bioenergy as a viable alternative to fossil fuels is increasing. This emergent sector is subject to a range of ambitious initiatives promoted by National Governments to generate energy from renewable sources. Transition to energy production from biomass still lacks a feasible infrastructure particularly from a supply chain and business perspective. Supply chain integration has not been studied widely providing a deficit in the literature and in practice. This paper presents results from a pilot study designed to identify attributes that helps optimise such supply chains. To consider this challenge it is important to identify those characteristics that integrate bioenergy supply chains and ascertain if they are distinct from those found in conventional energy models. In general terms the supply chain is defined by upstream at the point of origin of raw materials and downstream at the point of distribution to final customer. It remains to be seen if this is the case for bioenergy supply chains as there is an imbalance between knowledge and practice, even understanding the terminology. The initial pilot study results presented in the paper facilitates understanding the gap between general supply chain knowledge and what is practiced within bioenergy organisations. Abstract: In the past decade or so, the British government policy support for renewable energy (RE) has been at the core of the rapid growth of bioenergy in the UK rather than genuine market forces. Policy support has been through various instruments which are discussed in this paper, with particular attention given to co-firing and transport fuels. The UK energy sector remains dominated by large fossil fuels power plants and this does not facilitate the introduction of RE. One exception is co-firing which in 2005 generated 2.5TWh. Another area of considerable potential and interest is the use of biofuels (biodiesel and bioethanol) for transport, although current contribution remains still very small (0.18% of total fuel sales in 2005). In 2005, the UK used 1.4 million tonnes of biomass in co-firing, mostly imported, while considerable potential exists for further expansion should policy incentives continue. It is also generally accepted that the UK will have to rely largely on imports if it is to fulfil its 5% minimum biofuel blends agreed for 2010 and 10% in 2015. Both sectors present excellent opportunities for international bioenergy trade, despite the domestic production potential, as demonstrated in this paper. In addition, the forthcoming introduction of carbon and sustainability reporting should incentivise greater reporting along the supply chain, encouraging trade in the most sustainable biofuels. A detailed survey of local opinion of a proposed 21.5 MWe bioenergy power plant in Devon, England, has revealed a high level of public opposition and a distrust of the relevant authorities, particularly the Regional Development Agency. Local people view the project as unreasonably large in scale and expect a significant deterioration in their quality of life if it is constructed. They doubt that farmers in the region can be contracted to grow sufficient miscanthus grass as fuel and suspect that the real motivation for the plant is as a regional waste management facility. Local people object strongly to the late stage at which the project became public knowledge and the presentation of a fait accompli. The paper documents the main themes evident in focus groups and interviews with local people and stakeholders. The implications for bioenergy planning and policy are also discussed. It is recommended that large bioenergy power plant are sited away from residential areas and sensitive landscapes, and that the concerns of UK government advisors regarding policy support for advanced bioenergy plant for electricity generation be taken more seriously by the UK Department for Trade and Industry. This paper uses both quantitative and qualitative analyses to evaluate the effectiveness of government policy and support mechanisms in the UK, Sweden, Denmark and Finland in promoting bioenergy – a key technology fundamental to each country's decarbonisation strategies. It is crucial that countries develop effective policies and support mechanisms to grow sustainable bioenergy sectors. This paper analyses the success of bioenergy policies within each country and evaluates the importance of wider independent variables that collectively characterise the background to energy sector, economic and environmental dynamics. Statistical correlation and regression analyses are applied to identify if the policy landscape has had an identifiable impact on actual bioenergy development. Furthermore, the outputs from a stakeholder workshop and expert interviews are analysed to identify drivers and barriers to bioenergy. The result is a comprehensive analysis of the successes and challenges in bioenergy development, and possible lessons that can be drawn for future promotion of the sector. The research finds that the UK and Nordic countries have had different yet equally successful approaches to promoting bio-power and bio-heat respectively. However, the influence of wider factors within different countries is found to have a potentially greater collective impact on bioenergy than any single policy mechanism. The current editorial summarized some of the scientific works presented in the Sustainable Energy and Environmental Protection (SEEP) conference-held at the University of the West of Scotland, UK, 2018. The selected work was directly related to the scope of the Renewable, Sustainable Energy Reviews (RSER) journal. During the conference activities, experts from all around the world in the subjects of: renewable energy, climate change, optimization, and economics presented and discussed the progress made in renewable energy sources, as well as the new strategies for protecting the environment from the hazards connected with fossil fuel utilization. The methods presented in the conference focused on several directions: the development of efficient energy conversion systems with low/no environmental impacts; the suggested policies to widespread renewable energies; the restriction in the emission of greenhouse gases, and the recent progresses in CO 2 capture. To help meet greenhouse gas mitigation targets perennial biomass crops will need to be planted at large scales and at a much greater pace over the coming decades. Miscanthus is a leading biomass crop but rapid upscaling is technically challenging due to costly and time‐consuming clonal propagation. Seed‐based hybrids are considered a viable route to rapid upscaling, but direct sowing has not been found feasible under temperate climate conditions due to high thermal requirements for germination and slow early plant development compared with larger seeded annuals. Seed‐based plug plants, initially propagated in greenhouses, provide a suitable route to improve field establishment. Here, we describe an input optimization experiment for seeded Miscanthus plugs raised for spring planting in a naturally lit greenhouse with the following treatments: supplemental heat to maintain a minimum of 15°C, supplemental predawn light from modern LEDs at PPFD 300–400 μmol m−2 s−1, two proprietary types of compost (known as 50k and 70k), and two compost volumes (35 and 15 cm3). Our results showed that variations in all four factors had significant effects on above‐ and belowground biomass: (i) supplemental heat increased root‐to‐shoot ratio, (ii) supplemental light increased total biomass and root‐to‐shoot ratio, (iii) compost type affected total biomass and (iv) compost volume was positively correlated with total biomass and stem base diameter. No factor had a significant effect on axillary shoot formation. We recommend nurseries in the United Kingdom use LEDs as predawn supplemental light but no supplemental heat, compost that has both good water‐holding capacity and aeration, and a larger compost volume, which provided optimized cost‐plug resilience for spring‐sown, seed‐based Miscanthus plug production. Miscanthus is a leading biomass crop for greenhouse gas mitigation, but upscaling is challenging due to costly clonal propagation. Seed‐based plug plants provide a suitable alternative. Abstract: Biomass from lignocellulosic energy crops can contribute to primary energy supply in the short term in heat and electricity applications and in the longer term in transport fuel applications. This paper estimates the optimal feedstock allocation of herbaceous and woody lignocellulosic energy crops for England and Wales based on empirical productivity models. Yield maps for Miscanthus, willow and poplar, constrained by climatic, soil and land use factors, are used to estimate the potential resource. An energy crop supply–cost curve is estimated based on the resource distribution and associated production costs. The spatial resource model is then used to inform the supply of biomass to geographically distributed demand centres, with co-firing plants used as an illustration. Finally, the potential contribution of energy crops to UK primary energy and renewable energy targets is discussed. [Copyright &y& Elsevier]

In this article, we modify bioenergy model MiscanFor investigating global and UK potentials for Miscanthus × giganteus as a bioenergy resource for carbon capture in the 21st century under the RCP 2.6 climate scenario using SSP2 land use projections. UK bioenergy land projections begin in the 2040s, 60 year average is 0.47 Mega ha rising to 1.9 Mega ha (2090s). Our projections estimate UK energy generation of 0.09 EJ/year (60 year average) and 0.37 EJ/year (2090s), under stable miscanthus yields of 12 t ha−1 year−1. We estimate aggregated UK soil carbon (C) increases of 0.09 Mt C/year (60 year average) and 0.14 Mt C/year (2090s) with C capture plus sequestration rate of 2.8 Mt C/year (60 year average) and 10.49 Mt C/year (2090s). Global bioenergy land use begins in 2010, 90 year average is 0.13 Gha rising to 0.19 Gha by the 2090s, miscanthus projections give a 90 year average energy generation of 16 EJ/year, rising to 26.7 EJ/year by the 2090s. The largest national capabilities for yield, energy and C increase are projected to be Brazil and China. Ninety year average global miscanthus yield of 1 Gt/year will be 1.7 Gt/year by the 2090s. Global soil C sequestration increases less with time, from a century average of 73.6 Mt C/year to 42.9 Mt C/year by the 2090s with C capture plus sequestration rate of 0.54 Gt C/year (60 year average) and 0.81 Gt C/year (2090s). M. giganteus could provide just over 5% of the bioenergy requirement by the 2090s to satisfy the RCP 2.6 SSP2 climate scenario. The choice of global land use data introduces a potential source of error. In reality, multiple bioenergy sources will be used, best suited to local conditions, but results highlight global requirements for development in bioenergy crops, infrastructure and support. Internationally, there has been a move by nations to decarbonise their electricity systems in an effort to tackle rising territorial emissions. No consensus has been fully reached on best approach, which has led to significant divergence in energy policy between countries and a consequential lack of long-term clarity. Additionally, recent UK policy failures, in terms of stimulating greater energy efficiency and encouraging energy innovation, highlight the huge challenge involved in developing and achieving a low carbon future. Steps to decarbonise electricity whilst also providing a secure and affordable supply, can lead to varying life-cycle environmental consequences. A UK research consortium developed three pathways to explore this move to a more electric low carbon future out to 2050. These pathways have been previously evaluated in terms of their life-cycle energy and environmental performance within a wider sustainability framework. Over the course of the project, greater understanding of the generation technologies and the functionality of the overall system under the different regimes were gained. Here, the environmental consequences of the most recent version of the pathways are presented on a life-cycle basis from ‘cradle-to-gate.’ Thus, the environmental impact of technological trends in UK energy policy and their effect on the pathways are explored through a series of sensitivity analyses. The three UK energy futures incorporating ‘disruptive’ technological options were examined based on the phase out of coal use in favour of gas-fired power, ranging penetration levels of carbon capture and storage, and the allocation and fuel type used for combined heat and power. Recommendations are proposed to help frame future energy policy choices in order to limit the environmental consequences of future electricity systems. [ABSTRACT FROM AUTHOR]

An emerging thread in the public participation debate is the need for innovative and more experimental forms of dialogue to address weaknesses of previous structured deliberative methods. This research note discusses an experiment with a distributed approach to dialogue, which used bioenergy as a case study. We discuss the potential of the model to attract a variety of publics and views and to inform policy. This is done with a view to refining future dialogues and increasing the involvement of scientists and other practitioners at the science-policy interface. [ABSTRACT FROM AUTHOR]

Land-use change can have significant impacts on soil and aboveground carbon (C) stocks and there is a clear need to identify sustainable land uses which maximize C mitigation potential. Land-use transitions from agricultural to bioenergy crops are increasingly common in Europe with one option being Short Rotation Forestry ( SRF). Research on the impact on C stocks of the establishment of SRF is limited, but given the potential for this bioenergy crop in temperate climates, there is an evident knowledge gap. Here, we examine changes in soil C stock following the establishment of SRF using combined short (30 cm depth) and deep (1 m depth) soil cores at 11 sites representing 29 transitions from agriculture to SRF. We compare the effects of tree species including 9 coniferous, 16 broadleaved and 4 Eucalyptus transitions. SRF aboveground and root biomass were also estimated in 15 of the transitions using tree mensuration data allowing assessments of changes in total ecosystem C stock. Planting coniferous SRF, compared to broadleaved and Eucalyptus SRF, resulted in greater accumulation of litter and overall increased soil C stock relative to agricultural controls. Though broadleaved SRF had no overall effect on soil C stock, it showed the most variable response suggesting species-specific effects and interactions with soil types. While Eucalyptus transitions induced a reduction in soil C stocks, this was not significant unless considered on a soil mass basis. Given the relatively young age and limited number of Eucalyptus plantations, it is not possible to say whether this reduction will persist in older stands. Combining estimates of C stocks from different ecosystem components (e.g., soil, aboveground biomass) reinforced the accumulation of C under coniferous SRF, and indicates generally positive effects of SRF on whole-ecosystem C. To date, most Miscanthus trials and commercial fields have been planted on arable land. Energy crops will need to be grown more on lower grade lands unsuitable for arable crops. Grasslands represent a major land resource for energy crops. In grasslands, where soil organic carbon ( SOC) levels can be high, there have been concerns that the carbon mitigation benefits of bioenergy from Miscanthus could be offset by losses in SOC associated with land use change. At a site in Wales (UK), we quantified the relatively short-term impacts (6 years) of four novel Miscanthus hybrids and Miscanthus × giganteus on SOC in improved grassland. After 6 years, using stable carbon isotope ratios (13C/12C), the amount of Miscanthus derived C (C4) in total SOC was considerable (ca. 12%) and positively correlated to belowground biomass of different hybrids. Nevertheless, significant changes in SOC stocks (0-30 cm) were not detected as C4 Miscanthus carbon replaced the initial C3 grassland carbon; however, initial SOC decreased more in the presence of higher belowground biomass. We ascribed this apparently contradictory result to the rhizosphere priming effect triggered by easily available C sources. Observed changes in SOC partitioning were modelled using the RothC soil carbon turnover model and projected for 20 years showing that there is no significant change in SOC throughout the anticipated life of a Miscanthus crop. We interpret our observations to mean that the new labile C from Miscanthus has replaced the labile C from the grassland and, therefore, planting Miscanthus causes an insignificant change in soil organic carbon. The overall C mitigation benefit is therefore not decreased by depletion of soil C and is due to substitution of fossil fuel by the aboveground biomass, in this instance 73-108 Mg C ha−1 for the lowest and highest yielding hybrids, respectively, after 6 years. Maps of energy demand from buildings in Great Britain have been created at 1 km square resolution. They reveal the spatial variation of demand for heat and electricity, of importance for energy distribution studies and particularly for bioenergy research given the significant distance-based restrictions on the viability of bioenergy crops. Maps representing the spatial variation of energy demand for the year 2009 were created using publicly available sub-national gas and electricity consumption data. A new statistical model based on census data was used to increase the spatial resolution. The energy demand was split into thermal energy (the heat energy required for space heating and hot water) and electricity used for purposes other than heating (nonheating electricity or NHE) and was determined separately for the domestic and nondomestic sectors. 'Scenario factors,' representing the fractional change at national level in the demand for heat and NHE, were derived from scenarios constructed by UKERC. These scenarios represent a range of pathways from the present day to 2050. The present work focused on the two cases of greatest relevance, the 'low carbon' and 'additional policies' scenarios, and factors for both were derived, for the demand types described, for every 5 years between 2000 and 2050.
