The paper considers the notion that innovation in territorial governance is associated with a set of core neoliberal ideas about local economic development which have come to constitute a new and pervasive consensus. Through a case study of attempts to construct city-regional institutions in Manchester, England, over a period of 25 years, it attempts to track the themes that have underpinned the development of a local politics of economic development. The paper considers the extent to which evolution of city-regional institutions and policy accord to wider ideas about post-political forms of governance and the erosion of democracy in cities. It concludes by considering the degree to which this experience is representative of a wider orthodoxy in the governance of local economic development. [ABSTRACT FROM PUBLISHER]

This paper argues for a rethinking of our understanding of what and where go into the ‘urban’ in the New Urban Politics (NUP). It contends that these issues have always been more complex, complicated and, most importantly, contested than has sometimes appeared to be the case in the literature. Using the example of one trans-urban policy learning network—that around the city of Manchester’s bids for the Olympic and Commonwealth Games—the paper makes the case for taking seriously the politics around comparison and referencing in making possible the NUP. It argues that there is a need to study the circuits, networks and webs in and through which urban knowledge and learning are constituted and moved around, and that often underpin the territorial outcomes that have been the traditional focus of scholars working on the NUP. Making a low carbon economic future for the UK has been declared a key priority by both the previous Labour government and also the current coalition government. Yet there is a large gap between the symbolic representations of a low carbon future and their material manifestations in low carbon technologies and infrastructure in particular places. This paper addresses this gap through focusing on the organisation of urban low carbon transition activity. There is often significant capacity to act in reconfiguring urban energy systems that remains latent due to a missing organisational context for its co-ordination according to a mutually defined rationale or vision. This paper develops a conceptual framework to demonstrate and understand different modes of urban energy intermediation. Examples are used of intermediary organisation in London and Manchester to understand the strengths and partiality of each mode of intermediation and the necessity to integrate these different aspects of urban intermediary governance. This paper contributes to recent interest in city twinning by urban theorists. It begins with a review of writing from across the social sciences which describes the institutional context and content of twinning programmes, as well as work which theorises how care and hospitality are key elements of twinning practices. Ethnographic research is then presented from the City of Manchester (UK) in order to consider the ways in which twinning is constituted through circuits, networks and webs of co-operation and competition involved in the transfer of policy and knowledge which can be strategic, uneven and at times ambivalent. In doing so, it is argued that the conflicts, tensions and contradictions bound up with twinning have much to offer theoretical and empirical understanding of territorial and relational urban politics. Post May 1997 the conventional approaches to regeneration strategies in Britain have focused upon establishing local partnerships between - not only service providers and potential employers - but also local community-based groups. Neighbourhoods or 'localities'are now seen as the arenas within which coalitions of local interest groups meet to identify needs, to allocate resources and to engage with local communities. This paper will examine the assumptions behind such approaches and will explore the sites of conflict and the ways in which local managers attempt to reconcile differing aspirations and expectations. The paper draws upon a series of interviews with participants in regeneration initiatives in Manchester, and will suggest that regeneration managers occupy a significant place in arbitrating between different interest groups. In particular, the role of multi-agency working will be explored and the ways in which professionals (from a variety of occupations) seek to negotiate common terms of reference and understanding. The increasing threat of climate change has created a pressing need for cities to lower their carbon footprints. Urban laboratories are emerging in numerous cities around the world as a strategy for local governments to partner with public and private property owners to reduce carbon emissions, while simultaneously stimulating economic growth. In this article, we use insights from laboratory studies to analyse the notion of urban laboratories as they relate to experimental governance, the carbonization agenda and the transition to low-carbon economies. We present a case study of the Oxford Road corridor in Manchester in the UK that is emerging as a low-carbon urban laboratory, with important policy implications for the city's future. The corridor is a bounded space where a public-private partnership comprised of the City Council, two universities and other large property owners is redeveloping the physical infrastructure and installing monitoring equipment to create a recursive feedback loop intended to facilitate adaptive learning. This low-carbon urban laboratory represents a classic sustainable development formula for coupling environmental protection with economic growth, using innovation and partnership as principal drivers. However, it also has significant implications in reworking the interplay of knowledge production and local governance, while reinforcing spatial differentiation and uneven participation in urban development.
