This paper presents the results of qualitative research on academic inbreeding in Czech higher education, the first of its kind. Its focus is on exploring the significance of academic inbreeding, its types, practices, and possible solutions. The research for this paper was done among academic staff at eight institutions of higher education in the Czech Republic. It was conceptually informed by ideas about different types of inbred employees (immobile, mobile, silver-corded, and adherent) and available policy tools. The results show that academic inbreeding has long flown under the radar as an issue. Its impact is perceived ambivalently, as both positive and negative, by academics and experts alike. Generally, its avoidance has not been taken into account in staff recruitment, which has allowed it to become widespread among Czech higher education institutions. The policy tools for combatting academic inbreeding include nodality (open recruitment), reorganization of recruitment procedures, capacity-building (including stays abroad), and hortatory proclamations (paying attention to the issue). Overall, the evidence gathered in the course of research suggests that some progress has been made in limiting academic inbreeding at some workplaces, and that what we would call purely immobile inbred employees are giving way to mobile and "silver-corded" inbred academic staff. Finally, Czech higher education institutions register few cases of pseudo-inbreeding, combining work at the same institution where a PhD was taken with an academically relevant position in a state research institute or the Academy of Sciences.

OBJECTIVE: To assess family medicines role in developing strong, coordinated, community-based, integrated health care systems in low-resource settings globally. COMPOSITION OF THE COMMITTEE: A subgroup of the Besrour Centre of the College of Family Physicians of Canada developed connections with selected international colleagues with expertise in international family medicine practice, health systems and capacity building, and teaching to map family medicine globally and give a birds eye view of family medicine internationally. METHODS: Following a background literature review, the authors collectively reflected on their substantial international experience to attempt to describe best practices for various contexts. REPORT: With the failure of vertical, disease-oriented models to provide sustained improvements in health outcomes, the need to develop integrated primary care involving the most appropriate health professionals for differing contexts is becoming apparent worldwide. Health system planning is required to develop policies on health professional training to achieve this. Advocating and offering appropriate incentives for, and coordination of, local opportunities within the health system also becomes paramount. The adaptability and generalist nature of family medicine allows it to respond to the unique needs of a given population. Family physicians with adequate financial and physical resources can function most effectively as members of interdisciplinary teams, thus providing valuable, comprehensive health services in any area of the world.

From the early twentieth century to the present, citizen participation in U.S. public institutions--particularly schools--has continually decreased. The trend has been linked to the bureaucratization of public schools and their increasing reliance on expert knowledge for solutions to school- and education-related problems. The purpose of this study was to evaluate the impact of a parent training program designed to increase a school district's capacity for public participation by parents and other citizens. The program--known as Leadership St. Vrain--provided citizens knowledge about school district operations and management (know-how) and relationship-building opportunities with key decision makers (know-who). This article focuses on the experiences and participation of the citizens from a mixed-methods study that collected data using two original survey instruments, follow-up interviews, and archival documents. Of the five domains studied, this paper focuses on findings for the domains of knowledge, relationships, and action, as well as the secondary ripple effect from participants to others who did not participate in the training.

Issue Addressed: Queensland children have a higher level of developmental vulnerability compared to the Australian average. This paper reports on Healthy Kids-a capacity building strategy for the early childhood education and care (ECEC) sector targeting communities experiencing socio-economic and child development vulnerabilities. These communities may face additional barriers when engaging and participating in health promotion models. This paper reports on the development, key components and principles of a capacity building model referred to as Healthy Kids, that strategically responds to these barriers and supports these communities., Methods: The development of the Healthy Kids model emerged through a quality improvement process that included an environmental scan, and review of existing capacity building, health promotion, and workforce development approaches. It also involved consultation and engagement with the ECEC sector., Results: Evidence indicates Healthy Kids to be an innovative health promotion model focussed on building capacity through a workforce development strategy for the ECEC sector in a way that is accessible, low cost, and sustainable. SO WHAT?: This paper shares a model for building capacity through the establishment of localised cross-sector communities of practice across a large geographic region with a centralised coordinating hub. The hub and spoke model has facilitated community ownership to grow and be sustained over time. This model offers opportunities for partnerships, transferability, and contextualisation for those interested in contemporary health promotion, capacity building, and workforce development. The model offers an approach for those willing to step outside traditional boundaries to work across sectors and settings to achieve sustainable knowledge and skills, processes and resources that enables a collective commitment to improving health outcomes., (© 2023 The Authors. Background: The COVID-19 pandemic challenged the higher education institution's face-to-face education. Higher education institutions have overcome this challenge through enhanced virtual education which has provided further opportunities to the higher education institutions. One of these opportunities is the 'virtual' internationalisation of higher education which enables higher education institutions to reach more students globally. Purposes: This paper aims to investigate the 'virtual' internationalisation of higher education's role in glocal sustainable development and how to enhance its use to support glocal sustainability and sustainable development. This paper emphasises importance of political economy of the 'virtual' internationalisation of higher education to support glocal sustainable development and environmental policies. Methodology/Approach: The aim of this paper is achieved based on an in-depth literature review. Findings: This paper highlights effective, strategic and successful 'virtual' internationalisation of higher education's role in competitiveness of higher education institutions. This paper highlights political economy of the 'virtual' internationalisation of higher education and provides recommendations and key success factors for the 'virtual' internationalisation of higher education to enhance glocal sustainable development and sustainability as well as environmental policies. This paper emphasises importance of considering the 'virtual' internationalisation of higher education in countries' sustainable development plans, strategies and policies. Discussion: Effective and strategic 'virtual' internationalisation of higher education can support higher education institutions' competitive advantage globally. They can support higher education institutions' success in getting intelligent students from all over the world. This can further contribute to their competitiveness. Furthermore, this can enable them to employ, in these 'virtual' internationalisation of higher education programmes, globally competitive and competent academic staff from all over the world. This paper can be useful to academics, policy-makers and researchers in the relevant field.

The objective of this paper is to explore the professional development needs of novice lecturers in three selected Technical Vocational Education and Training (TVET) colleges in South Africa as they transition from different industries into the higher education sector. The methodology of collecting data was individual face-to-face interviews. The study participants were six novice lecturers and three TVET college managers, who were selected purposefully. The study is underpinned by an adult learning theory, which argues that adult learners have accumulated life experiences and knowledge and require structured programs that have clearly defined outputs. The paper responded to two research questions: What are the professional development needs of novice lecturers in a TVET college, and how does college management respond to the professional development needs of novice lecturers? Data were analyzed using thematic content analysis. The findings indicate that pedagogic and classroom management skills were the basic needs of novice lecturers through professional development programs. In light of the findings, the study suggests capacity-building for college management to respond appropriately to the induction and mentoring needs of novice lecturers as well as the provision of internally conducted and structured professional development programs.

Purpose: The purpose of this paper is to explicate how the processual third context learning approach provides new understandings and dimensions to the well-established terminology within the fields of inter-organizational learning and university-industry collaboration. These understandings and dimensions are empirically informed by an analysis of a collaboration between Aalborg University and Bang & Olufsen, a Danish loudspeaker manufacturer. Design/methodology/approach: To fulfill the research purpose, a case study based on a participatory data collection strategy was applied in the collaboration between Aalborg University and Bang & Olufsen. Data were collected through a qualitative multimethod approach, comprising semi-structured interviews, field observations and field notes. Phenomenologically inspired content analysis revealed the themes outlined and discussed. Findings: The third context framework was useful in outlining the complexity of a bidirectional collaboration. The inter-organizational learning processes were, for example, influenced by the actors' recurrent inquiry of perplexities regarding the purpose and content of the collaboration. The extracted empirical findings are discussed and related to the fields of inter-organizational learning and university-industry collaboration, thereby explicating how a processual learning perspective provides new understandings and dimensions to collaboration across organizations. Originality/value: The paper contributes empirically informed processual-learning dimensions to the literature on inter-organizational learning and university-industry collaboration.

In this paper, we report on an international collaborative project designed to address the professional development needs of Vietnamese teachers for the implementation of Content and Language Integrated Learning (CLIL). We collected data on a group of CLIL Vietnamese teachers and leaders through online interviews. Drawing on Cultural-Historical Activity Theory (CHAT), the paper illuminates how CLIL teachers, as the subject of the professional learning (PL) system, utilized tools to develop their capacity for CLIL teaching against the backdrop of various sociocultural factors that regulate this learning process. The analysis helped us to identify various challenges facing CLIL teachers' PL. These challenges arose from an absence of an effective learning system mostly related to contextual obstacles and widespread misconceptions, even among the leaders and CLIL trainers, about the nature of CLIL. This study contributes suggestions to enhance the quality of PL for CLIL teachers, which is a pressing issue for the successful implementation of CLIL in the context of Vietnam and beyond.

Mentorship may be conceptualised in terms of the form it takes, function it serves or it's learning centred nature which makes research in mentoring to receive attention within different disciplines. This article attempts to understand how a mentoring programme can contribute to enhanced research capacity building in the field of Innovation and Development (I&D) studies in Africa. It does this through a qualitative study of an African-oriented research capacity building network (AfricaLics) that aims at building a critical mass of scholars in I&D studies in the continent of Africa. Drawing on theoretical approaches in higher education that support systems of interaction thinking, the paper finds that more systematic and extensive mentorship, and awareness about different types of mentorship can enhance capacity building in the field of I&D studies. The paper recommends that development of an I&D mentorship programme must consider a mix of both structured and unstructured elements that are aligned to the local context. These context-specific elements are critical to building sustainable research capacity building programmes in academic disciplines that are transdisciplinary in nature such as I&D studies.

Learning in higher education while being at war is the topic of this paper. The investigation on the management of one's own learning processes by students living war conditions has been addressed through a survey that was conducted on a sample of 1,685 students at the Igor Sikorsky Kyiv Polytechnic Institute in Kiev during February-March 2023, one year after the Russian invasion. The aim is to understand the strategies adopted by students to oppose and counteract the informal learning processes that are produced by the war. Findings of the study show that, although people are immersed in adverse conditions, they can autonomously direct their own learning processes and defend themselves against the learning valencies of the war to counteract its effects. This is a possibility that might depend on the educational quality of social relations and the networks each student has and was able to build. The possibility to be trained represents the most common concern among students. It is more widespread than the precariousness of material living conditions. However, this attitude is not generalised. According to the authors, the different positions expressed by the students could be attributed to the different level of the capacity each student developed to control the learning processes they are exposed to in their daily life. Based on this capacity of control of their own informal learning processes it is possible to activate autonomous self-directed learning and tackle the challenges the war poses.

This paper analyses the role of libraries in the development of Open Educational Resources (OER) and, more specifically, the impact and level of implementation of UNESCO's (2019) OER Recommendation in Higher Education libraries. This study, the result of a joint undertaking between a national R&D project and SPARC Europe, is based on an online survey, disseminated amongst the European Network of Open Education Librarians (ENOEL) and uses a descriptive research methodology. The results highlight the implementation actions being taken by university libraries (n = 136) in each of the five areas of action of UNESCO's Recommendation. We find that the main contributions are being made in the areas of capacity building and Open Education policies, but that considerable work has yet to be done in terms of promoting inclusiveness and the sustainability of OER. Thus, the full implementation of UNESCO's recommendation requires a greater commitment on the part of librarians to joint actions undertaken via international networks and projects, as well as greater institutional commitment and the building of interdepartmental alliances.

From personalized advertising to economic forecasting, artificial intelligence (AI) is becoming an increasingly important element of our daily lives. These advancements raise concerns regarding the transhumanist perspective and associated discussions in the context of technology-human interaction, as well as the influence of artificial intelligence (AI) on education and critical pedagogy. In this regard, the purpose of this research paper was to investigate the intersection of AI and critical pedagogy by critically assessing the potential of AI to promote or hamper critical pedagogical practices in the context of transhumanism. The article provides an overview of the concepts of transhumanism, artificial intelligence, and critical pedagogy. In order to seek answers to research questions, qualitative research design was adopted, and GPT-3 was used as a data collection resource. Noteworthy findings include the similarity of the dialogue with the GPT-3 davinci model to a conversation between two human beings, as well as its difficulty in understanding some of the questions presented from a critical pedagogy perspective. GPT-3 draws attention to the importance of the relationship between humans in education and emphasizes that AI applications can be an opportunity to ensure equality in education. The research provides suggestions indicating the relationship between AI applications and critical pedagogy.

The global pandemic highlighted the need for diverse faculty development partners to ensure student and faculty learning was supported, particularly in intensive modes of educational delivery. Our paper presents an institutional case study of how educational technology, in collaboration with the Center for Teaching and Learning and subject matter experts, served as untapped providers of faculty development. We detail the decision to shift to an intensive 7-week module system rather than our traditional 15-week semester in response to COVID-19. Although challenging for both faculty and students, this shift in educational delivery facilitated innovative approaches to faculty and student learning that are present on our campus today. This institutional case study highlights the role that capacity-building plays in capability development and professional learning for faculty and students alike to support effective teaching practice across diverse delivery modes.

A comprehensive educational framework is provided by the Conceive-Design-Implement-Operate (CDIO) which is particularly relevant to engineering and applied sciences. This paper investigates the application of the CDIO approach in the field of chemistry pedagogy in Vietnam focusing on its adaptability to the current educational demands and its potential to enhance the competency of future teachers. The CDIO approach develops training curricula and outputstandards based on input from teachers,students, alumni and recruitment firms. This study uses the CDIO approach extensively with professional knowledge, social awareness and creative tendencies. The study involved a survey of 240 chemistry teachers and 242 students from various universities across Vietnam. Data were collected through online surveys using Google Forms and processed using SPSS software for statistical analysis. The research analyzed the alignment of practical teaching activities with CDIO standards and developed a framework for experimental practice competency. Findings indicated a robust implementation of the CDIO approach in chemistry pedagogy. In laboratory safety, experimental planning, execution and competence were high. The study shows that the CDIO strategy enhances professional competence and practical abilities in Vietnamese chemistry pedagogy students. It promotes collaboration and personal growth to meet changing educational needs. The CDIO approach could transform chemistry pedagogy in Vietnam suggesting science education reforms and capacity building.

Purpose: The purpose of this paper is threefold: to sketch the current policy context that frames the education of migrant children in Shanghai; to explore the work lives of school leaders in the privately owned but government-supported schools; and to understand the socio-cultural and educational factors that shape the leadership practices in these schools. Design/methodology/approach: This paper drew from publicly accessible policy papers and interview data with four principals leading migrant children's schools in Shanghai. Findings: Migrant children's schools have received increasing policy recognition and attention. Principals of these schools have strived to adopt various leadership strategies to enhance the quality of education as received by migrant children. However, due to the institutional barriers such as hukou, multiple challenges continue to face migrant children and leaders leading migrant schools. Originality/value: This is one of the first few papers that collected data from principals leading migrant children's schools. The paper contributes to further understandings about leadership in high-needs school context and about education quality and equity in relation to programme for international student assessment success in Shanghai.

Early childhood education (ECE) in Ghana has grown from a traditional approach to a more formalised and modernised system of care and education services for young children. As a valued practice, ECE reflects a distributive, regulatory or redistributive policy. The paper analyses Ghana's ECE policy implementation using McDonnell and Elmore's framework of five elemental instruments. We supported the analysis with ECE policy documents and research in ECE. Enabling and inhibiting policy instrument factors affecting ECE were identified and ways were devised to enhance the latter. We found that while ECE policy and practice has somewhat addressed equity and access issues, concerns exist regarding implementation factors such as quality teacher training and parent involvement for promoting effective programs. The paper recommends the need to evaluate ECE and provide planned and ongoing opportunities to advance the professional development, capacity, and motivation of ECE implementers, especially early childhood teachers.

In school systems around the world, there is an increasing focus on students' academic achievement. The challenge of how to improve schools is an important issue for all levels in the school system. However, a central question of both practical and theoretical relevance is how it is possible to understand why (or why not) school-development efforts are successful. The purpose of this article is to explore the ecology of local school development through the case of a medium-sized municipality in Sweden, based on empirical data from two follow-up research projects. The analytical framework draws from organisational theory and new institutional theory, where focus is directed towards how different sub-systems of the school organisation interact with and respond to aspects of development work and the implications for outcomes of school-development initiatives. Findings show that great investment of resources from the central level in the local school organisation necessarily does not lead to changes in teaching practice. School-development initiatives are unlikely to be successful unless they engage and re-couple the involved sub-systems. Finally, we discuss how the introduction of Expert Teachers as a new sub-system has the ability to work as a link between other sub-systems and to promote school development.

The rise of internships as a form of work experience that students pursue during their degree or after graduation has been accompanied by an upsurge of discussions, critical and favourable, on the role of internships for interns' employment opportunities. There is a need, however, to understand the learning that goes in internship as for many students internship is a setting where work practices are encountered for the first time. Recently it has been suggested that unaccredited internship can be seen as constituting a separate work activity that needs to be examined in its own right. The aim of this article is to contribute to this literature by focusing on the learning challenges that arise in unaccredited internship and identifying the capacities that interns develop as a result of tackling these challenges. To that end, I identify a set of analytical concepts from vocational learning literature developed to understand the challenges and opportunities associated with learning across contexts (i.e. education and work): horizontal expertise, boundary-crossing, recontextualisation and identity-renegotiation. Then I analyse data on learning in unaccredited internships collected from five focus groups and two interviews (18 interns). A dialogic discourse analysis of focus group and interview discourses revealed that the interns in unaccredited internship developed an emerging capacity to learn and work competently across multiple contexts and to initiate and coordinate subsequent cycles of boundary-crossing between education and work. The paper proposes the notion of "interns' horizontal expertise" to describe this emerging capacity that arises from learning in unaccredited internship and continues after the internship and explains how this concept differs from other expressions of horizontal expertise in the literature such as the horizontal expertise of seasoned professionals in inter-professional activities and boundary-crossing in work placements.

BackgroundBiomedical research from low- and middle-income countries (LMICs) is poorly represented in Western European and North American psychiatric journals.AimsTo test the feasibility of trialling a capacity-building intervention to improve LMIC papers' representation in biomedical journals.MethodWe designed an enhanced peer-review intervention delivered to LMIC corresponding/first authors of papers rejected by the British Journal of Psychiatry. We conducted a feasibility study, inviting consenting authors to be randomised to intervention versus none, measuring recruitment and retention rates, outcome completion and author/reviewer-rated acceptability.ResultsOf the 26/121 consenting to participate, 12 were randomised to the intervention and 14 to the control arms. Outcome completion was 100% but qualitative feedback from authors/reviewers was mixed, with attrition from 5/12 (42%) of intervention reviewers.ConclusionsLow interest among eligible authors and variable participation of expert reviewers suggested low feasibility of a full trial and a need for intervention redesign.Declaration of interestA.P., P.T. and M.Y. are British Journal of Psychiatry editorial board members. To ensure its partners have the capacity to implement gender responsive projects, COL introduced an online training programme on gender equality and women's empowerment. This paper reports the methodology and results in measuring the efficacy of this online training at individual and organisational levels. The ability of individuals and organisations to plan and implement transformative actions with a gender perspective require adequate knowledge, skills and a change in attitudes. Given this need, the commonly used Knowledge, Attitude, Skills (KAS) model was used to measure the efficacy of this online training at individual and organisational levels by defining different dimensions of capacities with three learning domains -- Cognitive, Affective, Psychomotor (Bloom's Taxonomy). The baseline and the end line of KAS at the individual level on the six core gender capacities was established for comparison. Two questionnaires were designed to assess the learning achievements of the participants and to measure the efficacy of the training. An analysis of the study registers a clear trend of positive outcomes at the individual level regarding improved knowledge, attitudes and skills on gender equality that could be applied in their work. Furthermore, the paper reports that the organisations demonstrate an enabling environment for more gender equal policies, structures and practices and proposes ways to convert the success of this training by integrating it into the broader gender equality strategy of these organisations.

This paper presents a learning journey about deepening capacity for teaching with Place through relational learning and shares three pedagogical ingredients that are integral in enacting more ethical, decolonial place pedagogies. We are three women, educators working in community and teacher education with interests in environmental education, decoloniality and indigeneity. We write from the position of people whose ancestry is not Indigenous to the places we were born, nor those where we live now. We bring diverse experiences, voices, bodies and memories of Place into productive conversations as we think and write together about how we are learning with Place, and our response-abilities for enacting regenerative place pedagogies. We situate our emergent and relational inquiry within our experiences and encounters with Place in solidarity with the call for the sharing of stories that "explore knowing and being as relational practices" (Bawaka Country et al.). Our paper is premised on the understanding that our ethical commitment to decoloniality involves learning to live and learn with and love the places we are now, and prioritising Indigenous philosophies, scholarship and ways of knowing Place throughout our education practices.

Purpose: The purpose of this paper is to understand how a Canadian intervention based on a professional development (PD) model did or did not influence schools' capacities to absorb a Healthy School (HS) approach into their operations. This study is the second part of a research project: previously published results regarding this research provided a detailed description of the PD model and highlighted the relevance and effectiveness of PD in improving actors' HS-related knowledge and practices. The present paper focuses on the organizational impact of such PD intervention. Design/Methodology/Approach: The design was based on a realist evaluation approach, which helps to elicit a theory explaining how an intervention leads to particular outcomes. A multi-site case study of three schools with pre-(T[subscript 0]) and post-(T[subscript 1]) intervention comparison was adopted. Multiple qualitative methods were used to capture how the changes were achieved by collecting data from various stakeholders involved in the intervention. Findings: The PD model tested reinforced the schools' capacities to absorb this type of initiative. For one of the capacities examined, "exploitation", i.e., the ability to incorporate and maintain the initiative into schools operation, the evidence was less apparent. In congruence with the realist evaluation, the results are rendered in the form of a contextualized intervention theory identifying the links between the PD and the mechanisms that were likely necessary to explain what led to the changes in "absorptive" capacities (which refers to the capabilities of schools to acquire and assimilate HS knowledge, and also to transform and exploit them, in the context). Originality/Value: The refined theory, based on empirical findings, can enable facilitators and practitioners to gain a deeper understanding of the action mechanisms shown to be determining in the success of HS implementation.

The Teacher Learning and Leadership Program (TLLP) has given us an excellent example of what happens when the conditions for learning are created for teachers, rather than teaching them in the traditional professional development way from the "outside" in. For 7 years, the Ontario Ministry of Education and the Ontario Teachers Federation have collaborated on a program that asks three questions: What did you learn? What did you learn about leadership? And how will you share what you have learned with others? Teachers write a proposal and are supported by the collaboration. Evidence shows this to be a powerful, sometimes life-changing experience for teachers as well as a powerful professional development effort that has far-reaching success.

This study describes the initial implementation of the writing component of the "Write to Read" ("W2R") literacy intervention in eight low-SES (socio-economically disadvantaged) elementary-level urban schools. Through customised onsite professional development provided by coaches, the writing component sought to build teachers' capacity to design and implement a writing workshop framework infused with research-informed practices for writing suitable for their school and classroom contexts, including attention to cognitive, social and affective dimensions. The paper draws on quantitative and qualitative questionnaire data gathered from classroom teachers in the eight schools in Year 1 (n = 66) and Year 3 (n = 62) of implementation, and semi-structured interviews with randomly selected teachers in each school in Year 4 (n = 18). In general, teachers succeeded in implementing a writing workshop approach to teaching writing, within the broader W2R literacy framework, including the allocation of more time to writing instruction. Professional development, including observation, feedback and demonstration by W2R literacy coaches, contributed to high levels of teacher confidence in such areas as planning and teaching fiction and non-fiction writing genres, and analysing writing samples to inform mini-lessons. By Year 3, teachers noted marked or good improvements in students' attitudes towards writing, volume of writing produced, knowledge of writing genres, and language of response to writing. Areas in need of further support included aspects of the craft of writing, including writing vocabulary, supporting pupils to set goals for writing, selecting mentor texts to teach writing genres, and using a rubric to assess writing development.

Background: Increasing research capacity and capability for the speech and language therapy (SLT) profession is a key national strategic driver, with many speech and language therapists (SLTs) aspiring to a clinical academic (CA) career. There are known benefits but also acknowledged challenges with this career path, including limited funding opportunities and a poorly established career trajectory. Aims: To present models, frameworks and support structures that can be used by aspiring SLT CAs to chart research knowledge and skills, and plan career development. Organisational models are also presented to facilitate SLT CA career development and research capacity-building. Methods & Procedures: A narrative review was conducted using a literature search of published peer-reviewed journals across four electronic databases: Medline, CINAHL, AMED and Embase, with additional search for grey literature through internet searches. Search results were screened against eligibility criteria by two researchers, with full-text articles retrieved and reviewed by four researchers independently. Results & Discussion: The database search and grey literature search combined identified 610 records. Full-text screening of 66 records resulted in 19 articles or grey literature sources being included within the narrative review. Main Contribution: This paper details models, frameworks and support structures pertinent to SLTs that can be used at an individual and organizational level to assist CA skill development and career paths. Conclusion & Implications: The national climate is looking positive for aspiring SLT CAs. The time is now to take the initiative and use the support structures available to show our CA value and develop the necessary skills outlined within these resources to fulfil our ambitions.

The "alternative" methodological approach that I discuss in this paper is one that I suggest can be employed for exploring higher degree research student "becoming," that is, for exploring the relationship between learning, writing and identity or subject formation. This approach is informed by an unlikely amalgam of theoretical framings arising from the broad disciplinary home of sociolinguistics and postmodernist theorisings of subject formation. This apparently uncomfortable combination, however, incorporates a view of "alternative" that references Elizabeth Grosz' use of "difference" to mean elaboration, whereby something can become "more: than itself or "other" than its past while retaining a certain continuity with its past. The approach that I work with in this paper aims to provide such an elaboration--to provide a more nuanced view of what it means to become a postgraduate research writer than would be possible using either of its constitutive theoretical framings alone. Evaluation has been expanding as an important discipline in Latin America, yet there are significant challenges regarding capacity development through educational and training initiatives in the region. This paper first analyzes the evolution and state of the field in terms of the teaching of, and training in evaluation in Latin America, with a special focus on young and emerging evaluators. The paper then draws on published literature, interviews with evaluation experts, and the results of a survey with VOPE leaders and a survey focused on young and emerging evaluators to illustrate Latin American evaluators' challenges and needs in terms of capacity building and training in evaluation. Lastly, this paper provides some examples of innovative activities and strategies that are being put in place by different actors to address training and teaching needs of Latin American evaluators.

The objective of the study reported here was to ascertain the impact on small and medium-sized enterprise (SME) owner-managers of simulating having and being a non-executive director (NED) within the GOLD programme at Lancaster University, the purpose of which is to help owner-managers of SMEs to become better strategic leaders of their companies. Three research approaches were used: (a) participant observation in each of the 20 businesses; (b) interviewing owner-managers; and (c) a review of materials and transcripts generated from Board meetings. Participants engaging in a higher education institution (HEI)-generated network with high levels of trust had an opportunity to behave in a different way; and owners acquired operational and strategic experience of having and being an NED. The initial results indicate that this experience results in greater strategic focus. The engagement of an HEI with SMEs through innovative processes drawn from larger organizations accelerates the creation of trust and social capital, allowing ways of working that might otherwise be dismissed. This paper used data from a multi-institutional study of community colleges developing and implementing degree reclamation strategies (adult reengagement and reverse credit transfer) to understand and unpack the factors that influence implementation and capacity development. The data come from seven colleges that are implementing equity-focused degree reclamation strategies aimed to reduce the population of "some college, no degree." The research team used an interdisciplinary lens to identify these factors drawing from literature on capacity-building. Prior to the start of implementation, researchers surveyed institutions and institutional stakeholders to assess baseline capacity, and they tracked institutional participation and engagement in the strategy development and implementation process. This paper highlights findings from this research to identify which factors are most related to implementation variation and strategy outcomes.

This paper focuses on a document analysis for an Australian case study, which contributes to a larger international study on teacher leadership. The aim of this paper is to ascertain how teacher leadership is understood and conceptualised from an Australian documentary perspective spanning the national, state, regional, and local education administrative levels. A document analysis framework stipulated by the larger study identified the attributes of teacher leadership. Twenty-one documents were analysed and the attributes in relation to five considerations impacting teacher leadership are discussed. Results indicated differences of dominant attributes across each of the levels: however, accountability and advocacy are consistently represented. Accountability filters through all four levels. The system is beginning to advocate and acknowledge pathways to leadership. At the state level, teacher leadership is strengthened through professional and collaborative practices. However, this paper suggests this is not consistently evident at the regional and local levels due to a number of pertinent organisational issues.
