Proponents of distributive justice with regard to energy hold that every household has the right to affordable access to energy. However, when passively participating in clean energy reform policies, households, and especially low-income households, are often forced to use energy beyond the scope of affordability, resulting in distributive injustice. However, research on the quantitative estimation of injustice in energy distribution is still rare. In this paper, an evaluation model of energy vulnerability and distributive justice is established through the "reverse deduction method," and the change value of energy vulnerability before and after energy reform is used to calculate the loss value of distributive justice, which is used as the basis for energy policy evaluation. Taking the policy of replacing coal with natural gas for rural heating in Gaocheng District, Hebei Province, China as a case study, the value of lost distributive justice is calculated. The results show that 34.51% of households experienced distributive injustice after the energy reform, while 19.34% of households improved their energy vulnerability and achieved energy justice through energy subsidy policies. However, 46.15% of households were able to adapt to the energy reform independently without subsidies, which indicates a waste of resources in the energy subsidy policy. The policy implication of these results is that differentiated energy subsidy policies should be implemented according to household energy vulnerability, so as to maximize the policy benefits on the premise of ensuring justice in household energy distribution and minimizing injustice. Abstract: It is important to understand the settlement morphology and its transition process in the rapid urbanization cities of developing countries. It is equally important to learn about the relationships between transport energy consumption and the transition of settlement morphology and its underlying processes. Finally, if the existing transportation technologies are already adequately meeting the environmental challenges of that sector then urban policies can serve as a guide to the transition of settlement morphology, especially for developing countries. Through the application of an integrated land use and transportation modeling system, TRANUS, the paper demonstrates that this transition will bring great changes to the urban spatial distribution of population, jobs and land use, and to residents'' travel patterns, thus resulting in different transportation energy consumption and CO2 emission levels, but that these changes can be managed through appropriate public policies. Abstract: The purpose of this paper is to investigate the reasons for ever growing energy consumption in buildings and to give enhanced supervision strategies for reduction of building energy consumption compared to regular ones. A case study of Ningbo city was used to make a detail analysis. Several factors were determined as the reasons for ever growing building energy consumption including climate change, household electricity load increase, the growth of real estate, fast-growing household electrical appliances, high energy consumption in existing buildings, changes in industrial structure and the lack of enhanced government supervision. Then the discussion of suitable countermeasures shows that only enhanced supervision strategies are currently applicable. Finally, it is concluded that enhanced government supervision strategies, including the establishment of a strict control system for new built buildings through information integration and encryption, establishing an energy efficiency supervision system of large-scale public building and a carrot-and-stick approach with added expert checklist for the building application of renewable energy, showed great advantages in promoting building energy efficiency in Ningbo, compared with other cities. These supervision strategies are applicable in other cities as they are in the similar situations in the enforcement of building energy efficiency. [Copyright &y& Elsevier]

Abstract: Historically, many resource conservation campaigns failed because they paid inadequate attention to the interests of stakeholders. As a consequence, stakeholder analysis has gained increasing attention in order to avoid potential policy failures in the related fields. However, the stakeholder analysis of China’s energy conservation campaign still has been under-developed. This paper proposes a network-based modeling framework to facilitate the development of stakeholder analysis of China’s energy conservation campaign. Given the proposed framework, an illustrative case study is provided to elaborate how to integrate a set of techniques to further develop a quantitative model, as well as to demonstrate the practicability of the proposed framework. The results derived from the case study shows that the proposed framework and the model can be used as analytical tools to improve the government’s policy-making process in term of providing a systematic perspective of stakeholder interrelations. Abstract: The aim of this paper is to compare different end-of-life tire (ELT) treatment technologies in China from an environmental and economic perspective. Four treatment technologies were evaluated: ambient grinding, devulcanization, pyrolysis and illegal tire oil extraction. Life cycle assessment (LCA) was applied to evaluate the potential environmental impact of each treatment based on the Eco-indicator 99 (Hierarchist approach) method provided by GaBi 4 software. The final result shows that pyrolysis represents the environmentally benign option while illegal tire oil extraction caused the worst damages. For the three legal treatments, although high credit was obtained when considering avoided impacts from recycled materials and energy, they have great impact as to respiratory effects (inorganic) dominantly contributed by energy production stage, which implies that the emphasis on environmental policies related to ELT treatment should shift from the control of emissions from treatment process to the reduction of energy consumption. A simplified comparison of net benefits and total impacts shows that the most eco-effective ELT treatment technology is pyrolysis, followed by dynamic devulcanization and ambient grinding. The illegal tire oil extraction, however, must be prohibited immediately because of its highest environmental pollution and lowest net benefit. [ABSTRACT FROM AUTHOR]

District heating (DH) is rapidly expanding in China, which consumes a significant share of the national energy and aggravates pollution problems. Among the Northern provinces, Inner Mongolia Autonomous Region (IMAR) has a large area of district heating which relies heavily on coal boilers. In order to achieve the clean heating development goal, this paper first presents a detailed investigation and mapping of the clean heating resources at county levels in the IMAR. Combined with the different energy-saving strategies, four pathways for future DH were proposed. Considering the forecasted scenarios of DH for years 2025 and 2035, this study compares the proposed pathways in terms of primary energy consumption and economic benefits. It was observed that by replacing coal boilers with clean heating resources, the clean heating sources pathway could reduce coal consumption by about 41%, with 33% annual cost savings in 2018 compared with the reference pathway. However, when taking building renovation into account, the economically optimal renovation plan lies between the proposed SHRP and FHRP. The conclusions from this study provide valuable suggestions for clean heating developments in the IMAR and other parts of Northern China. • Clean heating resources in Inner Mongolia Autonomous Region are investigated and mapped in details. • 4 district heating pathways combining renovations in heating sources and buildings are proposed. • Heat demand for years 2025 and 2035 are forecasted. • Replacing coal boilers with clean heating resources can reducing both energy consumption and annual cost. • The economically optimal building renovation plan lie between the proposed pathways. Abstract: This paper summarizes the research of Monte Carlo simulation-based Economic, Energy and Environmental (3E) Life Cycle Assessment (LCA) of the three Biomass-based Fuel Ethanol (BFE) projects in China. Our research includes both theoretical study and case study. In the theoretical study part, 3E LCA models are structured, 3E Index Functions are defined and the Monte Carlo simulation is introduced to address uncertainties in BFE life cycle analysis. In the case study part, projects of Wheat-based Fuel Ethanol (WFE) in Central China, Corn-based Fuel Ethanol (CFE) in Northeast China, and Cassava-based Fuel Ethanol (CFE) in Southwest China are evaluated from the aspects of economic viability and investment risks, energy efficiency and airborne emissions. The life cycle economy assessment shows that KFE project in Guangxi is viable, while CFE and WFE projects are not without government’s subsidies. Energy efficiency assessment results show that WFE, CFE and KFE projects all have positive Net Energy Values. Emissions results show that the corn-based E10 (a blend of 10% gasoline and 90% ethanol by volume), wheat-based E10 and cassava-base E10 have less CO2 and VOC life cycle emissions than conventional gasoline, but wheat-based E10 and cassava-based E10 can generate more emissions of CO, CH4, N2O, NO x , SO2, PM10 and corn-based E10 can has more emissions of CH4, N2O, NO x , SO, PM10.
