Serving the poor is a prime component of the mission of Catholic and many other faith-based schools. Do the schools succeed in doing so? This paper and a companion paper focusing on learning aim to answer this question. In this paper, the focus is on schooling or enrolment in school. The paper considers first global and regional data on the number of students in Catholic preschools and nurseries, primary schools, and secondary schools. The data suggest that Catholic schools are located proportionately more in low-income countries, especially in sub-Saharan Africa. However, having schools in low income countries does not guarantee that they serve disadvantaged children. Relying on household survey data from Africa, the second part of the analysis suggests that while Catholic and other faith-based schools reach many children in poverty, they often serve children from better off households proportionately more. The last part of the paper considers the constraints faced by Catholic and other faith-based schools in reaching the poor. Some constraints are shared with other types of schools, but others are peculiar to Catholic and faith-based schools, especially in terms of the funding from households that they need to operate given no or only limited state support.

Although development goals are usually set as targets that must be achieved in a development process, experience with development goals in Africa has tended to underscore underperformance either in terms of a shortfall in the targets attained or in terms of inadequate pursuit of specific goals. To illustrate this syndrome, the African Union's New Partnership for African Development and the Millennium Development Goals will be used as a case study. Neither of them includes language as a significant factor in the realization of the expected goals. In fact, most of the inadequacies observed are often attributed to socioeconomic causes. In this paper, I argue that these inadequacies cannot be fully accounted for without reference to the role of language coupled with attendant sociocultural constraints. By their very nature, virtually all the goals require participation by the populace, and the most effective means of ensuring their inclusion is the use of a language or languages which will facilitate and maximise such participation.

It is well known that whilst wetlands deliver a wide range of services vital for human well-being, they are being rapidly degraded and lost. Losses tend to be higher where human populations are increasing most and demands for economic development are greatest. Multidisciplinary management approaches that integrate conservation and development objectives in wetlands are therefore urgently requested for by the Ramsar Convention on Wetlands. This paper describes the evaluation of 10 wetland management case studies from Asia, Africa and South America that adopted such an integrated approach. The evaluation assessed the outcomes of these integrated initiatives to identify conditions and processes for linking conservation and poverty reduction objectives in wetlands. The findings are also compared with other assessments of integrated approaches, particularly in terms of their effectiveness in optimizing conservation and poverty reduction outcomes. The results from our studies suggest an ongoing evolution of such integrated interventions, which also implies cycles of learning from past mistakes. Overall, our results highlight the significant variation between wetlands in types and quantities of services they provide and emphasize the need to view many ecological issues as social challenges for equitable solutions to both wetlands and people. The analysis further shows that the positive on-ground results owe much to the interdisciplinary problem analysis, whereby interventions can move from treating symptoms to addressing root causes. while no blueprint emerged on how to successfully integrate conservation and poverty reduction in wetlands, important lessons for future interventions were drawn. Abstract: The paper applies a quantitative methodology to study poverty and livelihood profiles on the basis of a large set of variables. It takes the context of post-conflict rural Rwanda for a case study. By means of exploratory tools (i.e. principal component and cluster analysis), it combines variables that capture natural, physical, human, financial and social resources together with environmental factors to identify household groups with varying livelihoods. The paper further explores how these clusters differ with regards the incidence of poverty, livelihood strategies and their respective crop preferences. The paper concludes that Rwandan rural policies should adopt distinct and appropriate interventions for impoverished peasant groups, each having their own particular livelihood profiles. Summary: The difficulty of valuation of livestock outputs has strong political and economic implications for farmers because policies require metrics. Based on a case study in Mali, this paper gives different estimations of the contribution of livestock to reducing poverty using different methods, from the most common measure-based approaches, that is, a financial approach, to an asset-based approach. The results show that the asset-based approach reflects the roles of livestock in terms of security (money cash) and vulnerability. But only a dynamic approach to indicators can account for the complex role of livestock in reducing poverty. [ABSTRACT FROM AUTHOR]
