Extreme precipitation can have significant adverse impacts on infrastructure and property, human health, and local economies. This paper examines recent changes in extreme precipitation in the northeast United States. Daily station data from 58 stations missing less than 5% of days for the years 1979–2014 from the U.S. Historical Climatology Network were used to analyze extreme precipitation, defined as the top 1% of days with precipitation. A statistically significant (95% confidence level) increasing trend of the threshold for the top 1% of extreme precipitation events was found (0.3 mm yr−1). This increasing trend was due to both an increase in the frequency of extreme events and the magnitude of extreme events. Rainfall events ≥ 150 mm (24-h accumulation) increased in frequency from 6 events between 1979 and 1996 to 25 events between 1997 and 2014, a 317% increase. The annual daily maximum precipitation, or the highest recorded precipitation amount in a given year, increased by an average of 1.6 mm yr−1, a total increase of 58.0 mm. Decreasing trends in extreme precipitation were observed east of Lake Erie during the warm season. Increasing trends in extreme precipitation were most robust during the fall months of September, October, and November, and particularly at locations further inland. The analysis showed that increases in events that were tropical in nature, or associated with tropical moisture, led to the observed increase in extreme precipitation during the fall months. In a recent article, Li et al. examined changes in the summer-season location of the western ridge of the North Atlantic subtropical high from 1948 to 2007 because there has been an increase in interannual summer rainfall variability in the southeastern United States. The following major conclusions by Li et al. are incorrect: the western ridge has undergone a significant westward trend since the late 1970s; the western ridge had increased meridional movement during 1978-2007 compared to 1948-1977; and global warming appears to be contributing to the westward expansion of the western ridge. Results presented in this paper reveal that the western ridge has been moving eastward over the past three decades, there was no change in latitudinal variance, and a westward movement of the western ridge should not be linked to global warming. In a changing climate, there is an interest in predicting how extreme rainfall events may change. Using historical records, several recent papers have evaluated whether high-intensity precipitation scales with temperature in accordance with the Clausius--Clapeyron (C--C) relationship. For varying locations in Europe, these papers have identified both super C--C relationships as well as a breakdown of the C--C relationship under dry conditions. In this paper, a similar analysis is carried out for the United States using data from 14 weather stations clustered in four different hydroclimatic regions: the coastal northeast, interior New York, the central plains, and the western plains. In all regions except interior New York state, 99th percentile 1-h precipitation generally followed the C--C relation. In interior New York, there was evidence that intensity scaled with a super C--C relationship. For the 99.9th percentile precipitation, interior New York displayed some moderate evidence of a super C--C relationship, the western plains showed little relation between precipitation and temperature, and the remainder of sites generally scaled with the C--C relationship. Also, if only July, August, and September precipitation is considered, all stations except those in interior New York have little relation between temperature and precipitation, suggesting that precipitation intensity during summer months may not be well constrained by the C--C relationship. Overall, the C--C relationship (or a variation thereof) does not appear to constrain extreme precipitation in all regions and in all seasons, and its ability to aid in constraining future predictions of extreme precipitation may only be relevant to certain locales and time periods. Based upon trends in observed climate, extreme events are thought to be increasing in frequency and/or magnitude. This change in extreme events is attributed to enhancement of the hydrologic cycle caused by increased greenhouse gas concentrations. Results are presented of relatively long (50 yr) regional climate model simulations of the western United States examining the sensitivity of climate and extreme events to a doubling of preindustrial atmospheric CO2 concentrations. These results indicate a shift in the temperature distribution, resulting in fewer cold days and more hot days; the largest changes occur at high elevations. The rainfall distribution is also affected; total rain increases as a result of increases in rainfall during the spring season and at higher elevations. The risk of flooding is generally increased, as is the severity of droughts and heat waves. The eastern United States is vulnerable to flooding from tropical cyclone rainfall. Understanding how both the frequency and intensity of this rainfall will change in the future climate is a major challenge. One promising approach is the dynamical downscaling of relatively coarse general circulation model results using higher-resolution regional climate models (RCMs). In this paper, we examine the frequency of landfalling tropical cyclones and associated rainfall properties over the eastern United States using Zetac, an 18-km resolution RCM designed for modeling Atlantic tropical cyclone activity. Simulations of 1980-2006 tropical cyclone frequency and rainfall intensity for the months of August-October are compared against results from previous studies and observation-based datasets. The 1980-2006 control simulations are then compared against results from three future climate scenarios: CMIP3/A1B (late twenty-first century) and CMIP5/RCP4.5 (early and late twenty-first century). In CMIP5 early and late twenty-first century projections, the frequency of occurrence of post-landfall tropical cyclones shows little net change over much of the eastern U.S. despite a decrease in frequency over the ocean. This reflects a greater landfalling fraction in CMIP5 projections, which is not seen in CMIP3-based projections. Average tropical cyclone rain rates over land within 500 km of the storm center increase by 8-17 % in the future climate projections relative to control. This is at least as much as expected from the Clausius-Clapeyron relation, which links a warmer atmosphere to greater atmospheric water vapor content. Over land, the percent enhancement of area-averaged rain rates from a given tropical cyclone in the warmer climate is greater for larger averaging radius (300-500 km) than near the storm, particularly for the CMIP3 projections. Although this study does not focus on attribution, the findings are broadly consistent with historical tropical cyclone rainfall changes documented in a recent observational study. • Partnerships between cities can play an important role in cloudburst knowledge systems. • There is a need for improved projections of cloudburst intensity with climate change. • There is a need for social science research to improve cloudburst risk dimensioning. • Policymakers need support in decision-making under climate change associated uncertainties. Cities are particularly vulnerable to cloudbursts - short-duration, intense rainfall events – which are often inadequately addressed through conventional stormwater and flood management policy. Climate change is projected to increase the frequency and intensity of cloudbursts in many cities. As minor cloudburst events become more frequent and extreme events more severe, cities will need to rapidly transform their stormwater drainage and interdependent systems, and the knowledge systems that guide their infrastructure decisions and policy. In this paper, we discuss the evolution of knowledge systems to address these challenges, using three diverse cities (Phoenix, USA; Copenhagen, Denmark; and New York City, USA) as case studies. We found that partnerships between cities – even across national boundaries – can be a particularly important component of cloudburst knowledge systems. We also identified limitations in knowledge systems related to non-stationary climate, the vulnerability of private property and the representation of cloudburst infrastructure in integrated water management, which present opportunities for future research to support decision-making. In an earlier global climate-change study, air temperature and precipitation data for the entire twenty-first century simulated from five general circulation models were used as input to precalibrated watershed models for 14 selected basins across the United States. Simulated daily streamflow and energy output from the watershed models were used to compute a range of statistics. With a side-by-side comparison of the statistical analyses for the 14 basins, regional climatic and hydrologic trends over the twenty-first century could be qualitatively identified. Low-flow statistics (95%% exceedance, 7-day mean annual minimum, and summer mean monthly streamflow) decreased for almost all basins. Annual maximum daily streamflow also decreased in all the basins, except for all four basins in California and the Pacific Northwest. An analysis of the supply of available energy and water for the basins indicated that ratios of evaporation to precipitation and potential evapotranspiration to precipitation for most of the basins will increase. Probability density functions (PDFs) were developed to assess the uncertainty and multimodality in the impact of climate change on mean annual streamflow variability. Kolmogorov--Smirnov tests showed significant differences between the beginning and ending twenty-first-century PDFs for most of the basins, with the exception of four basins that are located in the western United States. The Commonwealth Scientific and Industrial Research Organisation (CSIRO) Mark 2 global coupled climatic model has been used to generate a 10 000-yr simulation of “present” climate. The resultant dataset has been used to investigate a number of aspects of extremes associated with annual mean rainfall. Multimillennial time series of normalized rainfall amounts for selected points are used to highlight secular variability, spatial variations, and the differences between pluvial and drought conditions. Global distributions are also presented for selected rainfall characteristics, including the frequency of occurrence of specified rainfall anomalies with annual durations, the frequency of occurrence of 5-yr sequences of specified rainfall anomalies, and the maximum and minimum normalized rainfall amounts attained in the simulation. Such features cannot be obtained from observations because of their limited duration. A case study is also made of a megadrought over the southwestern United States, together with an analysis of the associated causal mechanisms. Given the exclusion of all external forcing from the model, it is concluded that the extreme annual mean rainfall extremes presented in the paper are attributable to stochastic events. In this study, we investigate both the changes of tropical cyclone (TC) rainfall hazard in the United States under climate change and the relative importance of the factors that cause the changes. We find that under the SSP5 8.5 scenario, the 100‐year TC rainfall level can increase by up to 320% along the U.S. coastline by the end of this century. The influence of TC rainfall‐producing ability increase is more significant than the influence of TC frequency increase on the increase of the 100‐year TC rainfall level (up to 180% vs. 60% increase). Among the different physical drivers for the increase in storm rainfall‐producing ability, the increase of TC intensity is the leading factor, followed by changes in TC duration and atmospheric temperature. The projected increase of TC rainfall hazard is robust against the uncertainty in the TC frequency projection. Plain Language Summary: Rainfall associated with landfalling tropical cyclones (TC) can cause extreme flooding and landslides, which are hazardous for coastal and inland areas. We project that by the end of the 21st century, TC rainfall hazard in the United States will increase by as much as 320% compared to its current value. Attribution of extreme events is a challenging science and one that is currently undergoing considerable evolution. In this paper are 19 analyses by 18 different research groups, often using quite different methodologies, of 12 extreme events that occurred in 2012. In addition to investigating the causes of these extreme events, the multiple analyses of four of the events, the high temperatures in the United States, the record low levels of Arctic sea ice, and the heavy rain in northern Europe and eastern Australia, provide an opportunity to compare and contrast the strengths and weaknesses of the various methodologies. The differences also provide insights into the structural uncertainty of event attribution, that is, the uncertainty that arises directly from the differences in analysis methodology. In these cases, there was considerable agreement between the different assessments of the same event. However, different events had very different causes. Approximately half the analyses found some evidence that anthropogenically caused climate change was a contributing factor to the extreme event examined, though the effects of natural fluctuations of weather and climate on the evolution of many of the extreme events played key roles as well. Abstract: In the last decades, the international scientific literature has focused on the assessment and quantification of trends in average temperature and rainfall, underlining changes in time and space sometimes relevant. The changes concern the yearly average values, the seasonal distribution, the daily values, with marked differences both at a continental and national scale. In this paper, with reference to a database containing the records of about 8000 thermometric stations and 12000 rainfall stations for the period 1895-1997 for the USA, available on the website of the Institute for Mathematics Applied to Geosciences (http://www.image.ucar.edu/Data/US.monthly.met/), an analysis on the spatial correlation between the yearly average rainfall hc and the mean of the yearly average ground temperature T was performed. In particular, with the aid of the copula distribution function, a stochastic model to define the conditional probability distribut *ion P(hc(mm)|T(°C)) was developed, analyzing the dependence of the yearly average rainfall on the thermometric changes. During the last century, much of the United States experienced warming temperatures and changes in amount and intensity of precipitation. Changes in future climate conditions present additional risk to water and watershed managers. The most recent release of U.S. EPA's BASINS watershed modeling system includes a Climate Assessment Tool (CAT) that provides new capabilities for assessing impacts of climate change on water resources. The BASINS CAT provides users with the ability to modify historical climate and conduct systematic sensitivity analyses of specific hydrologic and water quality endpoints to changes in climate using the BASINS models (Hydrologic Simulation Program -- FORTRAN (HSPF)). These capabilities are well suited for addressing questions about the potential impacts of climate change on key hydrologic and water quality goals using the watershed scale at which most important planning decisions are made. This paper discusses the concepts that motivated the CAT development effort; the resulting capabilities incorporated into BASINS CAT; and the opportunities that result from integrating climate assessment capabilities into a comprehensive watershed water quality modeling system. Flash floods are high-impact events that can result in massive destruction, such as the May 2010 flash floods in the south-central United States that resulted in over $2 billion of damage. While floods in the current climate are already destructive, future flood risk is projected to increase based on work using global climate models. However, global climate models struggle to resolve precipitation structure, intensity, and duration, which motivated the use of convection-permitting climate models that more accurately depict these precipitation processes on a regional scale due to explicit representation of convection. These high-resolution convection-permitting simulations have been used to examine future changes to rainfall, but not explicitly floods. This study aims to fill this gap by examining future changes to rainfall characteristics and runoff in flash flood-producing storms over the United States using convection-permitting models under a pseudo-global warming framework. Flash flood accumulated rainfall increases on average by 21% over the United States in a future climate. Stormgenerated runoff increases by 50% on average, suggesting increased runoff efficiency in future flash flood-producing storms. In addition to changes in nonmeteorological factors, which were not explored in this study, increased future runoff is possible due to the 7.5% K-1 increase in future hourly maximum rain rates. Though this median change in rain rates is consistent with Clausius-Clapeyron theory, some storms exhibit increased future rain rates well above this, likely associated with storm dynamics. Evidence for intensifying rainfall extremes has not translated into "actionable" information needed by engineers and risk analysts, who are often concerned with very rare events such as "100‐year storms." Low signal‐to‐noise associated with such events makes trend detection nearly impossible using conventional methods. We use a regional aggregation approach to boost this signal‐to‐noise, showing that such storms have increased in frequency over much of the conterminous United States since 1950, a period characterized by widespread hydrologic infrastructure development. Most of these increases can be attributed to secular climate change rather than climate variability, and we demonstrate potentially serious implications for the reliability of existing and planned hydrologic infrastructure and analyses. Though trends in rainfall extremes have not yet translated into observable increases in flood risks, these results nonetheless point to the need for prompt updating of hydrologic design standards, taking into consideration recent changes in extreme rainfall properties. Plain Language Summary: Numerous studies have shown that heavy rainfall in the United States and elsewhere is becoming more common and more severe in a warming climate. These studies have not shown, however, how the most extreme rainfall events are changing, since these storms are so rare that they are difficult to assess using conventional techniques, which generally focus on changes at individual geographic locations. We instead use a simple aggregation technique to "pool" multiple observations within a region. This "pooling" allows us to show that rainfall events that exceed common engineering design criteria, including 100‐year storms, have increased in frequency in most parts of the United States since 1950—a period of widespread infrastructure construction. The strength of the dominant variability of contiguous United States (CONUS) summer rainfall during 1960-2013 experiences an interdecadal change in the early 1990s. Before the early 1990s, the variation in CONUS summer rainfall is relatively small in amplitude (standard deviation: 0.64 mm day−1), whereas after it amplifies remarkably, with its standard deviation (1.31 mm day−1) roughly doubling. Observational diagnoses and simulation results show that enhanced East Asian subtropical monsoon variability plays a direct role in strengthening the CONUS summer rainfall dipole variability. Besides, a northward shift of the East Asian summer monsoon is also responsible for the amplification of the CONUS summer rainfall variability. This northward shift of the East Asian rain belt pushes the rainfall perturbation farther to the north, much closer to the subtropical East Asian upper-level westerly jet stream. As a result, the East Asian subtropical monsoon heating induces the upper-level Asia-North America teleconnection pattern more effectively, leading to the larger amplitude of CONUS summer rainfall variability. Factors responsible for extreme monthly rainfall over Texas and Oklahoma during May 2015 are assessed. The event had a return period of at least 400 years, in contrast to the prior record, which was roughly a 100-yr event. The event challenges attribution science to disentangle factors because it occurred during a strong El Niño, a natural pattern of variability that affects the region's springtime rains, and during the warmest global mean temperatures since 1880. Effects of each factor are diagnosed, as is the interplay between El Niño dynamics and human-induced climate change. Analysis of historical climate simulations reveals that El Niño was a necessary condition for monthly rains to occur having the severity of May 2015. The model results herein further reveal that a 2015 magnitude event, whether conditioned on El Niño or not, was made neither more intense nor more likely to be due to humaninduced climate change over the past century. The intensity of extreme May rainfall over Texas and Oklahoma, analogous to the 2015 event, increases by roughly 5% by the latter half of the twenty-first century. No material changes occur in either El Niño-related teleconnections or in overall atmospheric dynamics during extreme May rainfall over the twenty-first century. The increased severity of Texas/Oklahoma May rainfall events in the future is principally due to thermodynamic driving, although much less than implied by simple Clausius-Clapeyron scaling arguments given a projected 23% increase in atmospheric precipitable water vapor. Other thermodynamic factors are identified that act in opposition to the increase in atmospheric water vapor, thereby reducing the effectiveness of overall thermodynamic driving of extreme May rainfall changes over Texas and Oklahoma. The 2011 Tropical Storm Irene deposited 100–200 mm of rain in Vermont with a rainfall recurrence interval for a 12-hour storm exceeding 500 years in some areas. This single hurricane-related event damaged over 300 bridges. The wide range of damage prompted a networkwide analysis of flood, scour, stream and structural conditions. A first step was the assembly of a unique data set containing information on 326 damaged bridges, 1936 undamaged bridges and the surrounding stream conditions. Descriptions of the damage appear as case studies that include pre-storm bridge and stream geomorphology conditions. The assembled and georeferenced data include rainfall, damage type and extent, estimated and actual repair costs, bridge characteristics, bridge ratings and stream geomorphic assessments from a number of sources. The analyses identified significant features of bridge vulnerability under extreme floods. The bridge age and rating assessment characteristics, such as substructure, channel and structural adequacy ratings, followed by scour, waterway adequacy and sufficiency ratings, correlated strongly to damage. The stream geomorphic features have promise to supplement future bridge rating systems and in identifying hydraulic vulnerability of bridges. Empirical fragility curves relating probability of meeting or exceeding different bridge damage levels based on channel and waterway adequacy ratings are also presented. [ABSTRACT FROM PUBLISHER]

El Niño, the Indian Ocean Dipole (IOD), and the Tropical North Atlantic variability (TNA) can influence southeastern South America (SESA) rainfall, particularly during springtime. A recent study has shown that during the last century, there were two synchronization periods (1930s and 1970s) in which different tropical oceans interacted among themselves and, in turn, induced precipitation anomalies over SESA. In this study, we evaluate how this collective influence of the tropical oceans on SESA precipitation observed during the twentieth century, can change in the next century as result of anthropogenic forcing. To do so, we use the output of seven different CMIP5 models and construct a network using as nodes the indices of the Niño3.4, the TNA, the IOD and rainfall over SESA. After evaluating their skill in representing the observed network statistics during the twentieth century, we study changes in the network under RCP4.5 and 8.5 global warming scenarios in the twenty-first century. Focusing on the grand CMIP5 ensemble mean, results suggest that an anthropogenic forcing would increase the number of synchronization periods per century, their time length, and the connectivity between nodes (with the exception of TNA and IOD in RCP8.5). The stronger connectivity of SESA precipitation with the tropical oceans in both scenarios suggest an increase of the oceanic influence on rainfall over SESA as a result of anthropogenic forcing, which would enhance its seasonal predictability. However, these results have to be taken with caution because there is a large disparity in model behavior and thus a large uncertainty in conclusions suggested from the grand ensemble mean. Climate models robustly imply that some significant change in precipitation patterns will occur. Models consistently project that the intensity of individual precipitation events increases by approximately 6%-7% K−1, following the increase in atmospheric water content, but that total precipitation increases by a lesser amount (1%-2% K−1 in the global average in transient runs). Some other aspect of precipitation events must then change to compensate for this difference. The authors develop a new methodology for identifying individual rainstorms and studying their physical characteristics-including starting location, intensity, spatial extent, duration, and trajectory-that allows identifying that compensating mechanism. This technique is applied to precipitation over the contiguous United States from both radar-based data products and high-resolution model runs simulating 80 years of business-as-usual warming. In the model study the dominant compensating mechanism is a reduction of storm size. In summer, rainstorms become more intense but smaller; in winter, rainstorm shrinkage still dominates, but storms also become less numerous and shorter duration. These results imply that flood impacts from climate change will be less severe than would be expected from changes in precipitation intensity alone. However, these projected changes are smaller than model-observation biases, implying that the best means of incorporating them into impact assessments is via 'data-driven simulations' that apply model-projected changes to observational data. The authors therefore develop a simulation algorithm that statistically describes model changes in precipitation characteristics and adjusts data accordingly, and they show that, especially for summertime precipitation, it outperforms simulation approaches that do not include spatial information. New Etigland and Atlantic Canada are characterized by mixed flood regimes that reflect different storm types, antecedent land surface conditions, atid flood seasonality. Mixed flood regimes are known to complicate flood risk analyses, yet the synoptic climatology and precipitation mechanisms that generate annual floods in this region have not been described in detail. We analyzed a set of long-term annual flood records at climate-sensitive stream gauges across the region and classified the synoptic climatology of each annual flood, quantitatively describing the precipitation mechanisms, and characterize flood seasonality. We find that annual floods here are dotninantly generated by Great Lakes-sourced storms and Coastal lows, known locally as 'nor'easters.' Great Lakes storms tend to be associated with lower magnitude annual floods (<75th percentile) and Coastal lows are more clearly associated with higher magnitude events (>75th percentile). Tropical cyclones account for few of all annual floods, including extreme events, despite causing some of the region's largest and most destructive floods. Late winter/early spring is when the greatest number of annual floods occur region wide, and rainfall is the dominant flood-producing mechanism. Rainfall in combination with snowmelt is also important. Both mechanisms are expected to be impacted by projected regional climate change. We find little evidence for associations between flood-producing synoptic storm types or precipitation mechanisms and large-scale atmospheric circulation indices or time periods, despite upward trends in New England annual flood magnitudes. To more completely investigate such associations, partial duration flood series that include more floods than just the largest of each year, and their associated synoptic climatologies and precipitation mechanisms, should be analyzed. The present study investigates the predictive skill of the North American Multi-Model Ensemble (NMME) system for intraseasonal-to-interannual (ISI) prediction with focus on southeastern U.S. precipitation. The southeastern United States is of particular interest because of the typically short-lived nature of above- and below-normal extended rainfall events allowing for focus on seasonal prediction, as well as the tendency for more predictability in the winter months. Included in this study is analysis of the forecast quality of the NMME system when predicting above- and below-normal rainfall and individual rainfall events, with particular emphasis on results from the 2007 dry period. Both deterministic and probabilistic measures of skill are utilized in order to gain a more complete understanding of how accurately the system predicts precipitation at both short and long lead times and to investigate the multimodel aspect of the system as compared to using an individual predictive model. The NMME system consistently shows low systematic error and relatively high skill in predicting precipitation, particularly in winter months as compared to individual model results. Changes in climate may alter extreme rainfall intensity in most regions. In order to incorporate potential future changes, tools for planning and design should be capable of considering nonstationary climate conditions. In this study, potential changes in intensity-duration-frequency (IDF) curves, which are often used for assessment of extreme rainfall events, were explored using climate model historic runs, reanalysis runs, and future climate projections. The concept of the adjustment factor, which represents the general ability of climate models in representing the reanalysis data that is a reasonable estimate of actual gridded historical climate at the model grid scale, was applied to investigate potential impacts of climate change on IDF curves. For most of the study regions, future climate projections suggested an increase in the intensity of extreme storms for a given return period and duration with strong regional variations. The results also revealed the dependence of the adjustment factor values on return period and storm durations as related to the characteristics of extreme rainfalls, as it varied significantly with region, storm duration, and return period. The climate of the United States Northern Great Plains region is highly variable. Modelling of agriculture in this region and similar locations depends on the availability and quality of satellite and ground data for agro-climate variables. We evaluated tropical rainfall measuring mission (TRMM) multi-satellite preparation analysis (TMPA) precipitation, atmospheric infrared sounder (AIRS) surface air temperature, and AIRS relative air humidity (RH). A significant bias was found within the temperature and RH products and no bias but an insufficient rain event detection skill in the precipitation product (probability of detection ∼0.3). A linear correction of the temperature product removed the bias as well as lowered the root mean square deviation (RMSD). The bias-corrections for RH led to increased RMSD or worse correlation. For precipitation, the correlation between the satellite product and ground data improved if cumulative precipitation or only precipitation during the growing season was used. Annual maxima (AM) series of precipitation from 15 simulations of the North American Regional Climate Change Assessment Program (NARCCAP) have been analysed for gridpoints covering Canada and the northern part of United States. The NARCCAP Regional Climate Models' simulations have been classified into the following three groups based on the driving data used at the RCMs boundaries: (1) NCEP (6 simulations); (2) GCM-historical (5 simulations); and (3) GCM-future (4 simulations). Historical simulations are representative of the 1968-2000 period while future simulations cover the 2041-2070 period. A reference common grid has been defined to ease the comparison. Multi-model average intensities of AM precipitation of 6-, 12-, 24-, 72-, and 120-h for 2-, 5-, 10-, and 20-year return periods have been estimated for each simulation group. Comparison of results from NCEP and GCM-historical groups shows good overall agreement in terms of spatial distribution of AM intensities. Comparison of GCM-future and GCM-historical groups clearly shows widespread increases with median relative changes across all gridpoints ranging from 12 to 18% depending on durations and return periods. Fourteen Canadian climatic regions have been used to define regional projections and average regional changes in intense precipitation have been estimated for each duration and return period. Uncertainties on these regional values, resulting from inter-model variability, were also estimated. Results suggest that inland regions (e.g. Ontario and more specifically Southern Ontario, the Prairies, Southern Quebec) will experience the largest relative increases in AM intensities while coastal regions (e.g. Atlantic Provinces and the West Coast) will experience the smallest ones. These projections are most valuable inputs for the assessment of future impact of climate change on water infrastructures and the development of more efficient adaptation strategies. Three closely related issues that affect drought estimation in regions with limited precipitation data are addressed by investigating methods for filling missing daily precipitation data, handling short-term records, and deriving drought information for unsampled locations. The analysis yields three general conclusions: 1) it is better to conduct spatial interpolation prior to calculating drought index values, 2) using weather stations with moderate lengths of records (usually at least 10 years) improves the spatial--temporal characterization of drought, and 3) alternative precipitation sources of the National Weather Service multisensor precipitation rainfall estimates and the Tropical Rainfall Measuring Mission (TRMM) satellite monthly rainfall product (3B43) do not outperform spatially interpolated daily precipitation data in most regions, except in the western United States where the TRMM-based precipitation data work better than the spatially interpolated values for drought monitoring. Potential changes in summertime hydroclimatology over the northeastern (NE) region of the USA induced by increases in greenhouse gas (GHG) concentrations are investigated using a state-of-the-art regional climate modeling system. Results for a higher emissions scenario illustrate changes that may occur if dependence on fossil fuels continues over the coming century. Summertime precipitation is projected to decrease across much of the central NE, but increase over the southernmost and northernmost portions of the domain. Evaporation is expected to increase across the entire domain. The balance between these two results in a decrease in soil moisture content across most of the domain (by approximately 10 mm) and an increase in the summertime soil-moisture depletion rate (by approximately 10 mm/month). At the same time, an increase in both atmospheric near-surface specific and saturation specific humidity is projected, resulting in an increase in relative humidity across the southern portion of the domain, with slight decreases over the northern portion. Combined with an average increase in summer temperatures of 3.5°C, the projected increase in relative humidity results in a marked increase in the average daily maximum heat index for the region on the order of 3.9°C, as well as a 350–400% increase in the number of days with heat index values exceeding 32.2°C (90°F)—the level of “extreme caution”. Taken together, these high-resolution, dynamically-generated projections confirm the potential for significant summertime climate change impacts on the NE over the coming century as suggested by previous studies. An assessment of the nature and causes of drought in the southeastern United States is conducted as well as an assessment of model projections of anthropogenically forced hydroclimate change in this region. The study uses observations of precipitation, model simulations forced by historical SSTs from 1856 to 2007, tree-ring records of moisture availability over the last millennium, and climate change projections conducted for the Fourth Assessment Report of the Intergovernmental Panel on Climate Change. From the perspective of the historical record, the recent drought that began in winter 2005/06 was a typical event in terms of amplitude and duration. Observations and model simulations are used to show that dry winter half-years in the Southeast are weakly associated with La Niñas in the tropical Pacific but that this link varies over time and was possibly of opposite sign from about 1922 to 1950. Summer-season precipitation variability in the Southeast appears governed by purely internal atmospheric variability. As such, model simulations forced by historical SSTs have very limited skill in reproducing the instrumental record of Southeast precipitation variability and actual predictive skill is also presumably low. Tree-ring records show that the twentieth century has been moist from the perspective of the last millennium and free of long and severe droughts that were abundant in previous centuries. The tree-ring records show a 21-yr-long uninterrupted drought in the mid-sixteenth century, a long period of dry conditions in the early to mid-nineteenth century, and that the Southeast was also affected by some of the medieval megadroughts centered in western North America. Climate model projections predict that in the near term, future precipitation in the Southeast will increase but that evaporation will also increase. The median of the projections predicts a modest reduction in the atmospheric supply of water vapor to the region; however, the multimodel ensemble exhibits considerable variation, with a quarter to a third of the models projecting an increase in precipitation minus evaporation. The regional variability in the summertime precipitation over the southwestern United States is studied using stochastic chain-dependent models generated from 70 yr of station-based daily precipitation observations. To begin, the spatiotemporal structure of the summertime seasonal mean precipitation over the southwestern United States is analyzed using two independent spatial cluster techniques. Four optimal clusters are identified, and their structures are robust across the techniques used. Next, regional chain-dependent models—comprising a previously dependent occurrence chain, an empirical rainfall coverage distribution, and an empirical rainfall amount distribution—are constructed over each subregime and are integrated to simulate the regional daily precipitation evolution across the summer season. Results indicate that generally less than 50% of the observed interannual variance of seasonal precipitation in a given region lies outside the regional chain-dependent models’ stochastic envelope of variability; this observed variance, which is not captured by the stochastic model, is sometimes referred to as the “potentially predictable” variance. In addition, only a small fraction of observed years (between 10% and 20% over a given subregime) contain seasonal mean precipitation anomalies that contribute to this potentially predictable variance. Further results indicate that year-to-year variations in daily rainfall coverage are the largest contributors to potentially predictable seasonal mean rainfall anomalies in most regions, whereas variations in daily rainfall frequency contribute the least. A brief analysis for one region highlights how the identification of years with potentially predictable precipitation characteristics can be used to better understand large-scale circulation patterns that modulate the underlying daily rainfall processes responsible for year-to-year variations in regional rainfall. A revised framework is presented that quantifies observed changes in the climate of the contiguous United States through analysis of a revised version of the U.S. Climate Extremes Index (CEI). The CEI is based on a set of climate extremes indicators that measure the fraction of the area of the United States experiencing extremes in monthly mean surface temperature, daily precipitation, and drought (or moisture surplus). In the revised CEI, auxiliary station data, including recently digitized pre-1948 data, are incorporated to extend it further back in time and to improve spatial coverage. The revised CEI is updated for the period from 1910 to the present in near–real time and is calculated for eight separate seasons, or periods. Results for the annual revised CEI are similar to those from the original CEI. Observations over the past decade continue to support the finding that the area experiencing much above-normal maximum and minimum temperatures in recent years has been on the rise, with infrequent occurrence of much below- normal mean maximum and minimum temperatures. Conversely, extremes in much below-normal mean maximum and minimum temperatures indicate a decline from about 1910 to 1930. An increasing trend in the area experiencing much above-normal proportion of heavy daily precipitation is observed from about 1950 to the present. A period with a much greater-than-normal number of days without precipitation is also noted from about 1910 to the mid-1930s. Warm extremes in mean maximum and minimum temperature observed during the summer and warm seasons show a more pronounced increasing trend since the mid-1970s. Results from the winter season show large variability in extremes and little evidence of a trend. Summer simulations over the contiguous United States and Mexico with the Regional Atmospheric Modeling System (RAMS) dynamically downscaling the NCEP–NCAR Reanalysis I for the period 1950–2002 (described in Part I of the study) are evaluated with respect to the three dominant modes of global SST. Two of these modes are associated with the statistically significant, naturally occurring interannual and interdecadal variability in the Pacific. The remaining mode corresponds to the recent warming of tropical sea surface temperatures. Time-evolving teleconnections associated with Pacific SSTs delay or accelerate the evolution of the North American monsoon. At the period of maximum teleconnectivity in late June and early July, there is an opposite relationship between precipitation in the core monsoon region and the central United States. Use of a regional climate model (RCM) is essential to capture this variability because of its representation of the diurnal cycle of convective rainfall. The RCM also captures the observed long-term changes in Mexican summer rainfall and suggests that these changes are due in part to the recent increase in eastern Pacific SST off the Mexican coast. To establish the physical linkage to remote SST forcing, additional RAMS seasonal weather prediction mode simulations were performed and these results are briefly discussed. In order for RCMs to be successful in a seasonal weather prediction mode for the summer season, it is required that the GCM provide a reasonable representation of the teleconnections and have a climatology that is comparable to a global atmospheric reanalysis. A weeklong workshop in Brazil in August 2004 provided the opportunity for 28 scientists from southern South America to examine daily rainfall observations to determine changes in both total and extreme rainfall. Twelve annual indices of daily rainfall were calculated over the period 1960 to 2000, examining changes to both the entire distribution as well as the extremes. Maps of trends in the 12 rainfall indices showed large regions of coherent change, with many stations showing statistically significant changes in some of the indices. The pattern of trends for the extremes was generally the same as that for total annual rainfall, with a change to wetter conditions in Ecuador and northern Peru and the region of southern Brazil, Paraguay, Uruguay, and northern and central Argentina. A decrease was observed in southern Peru and southern Chile, with the latter showing significant decreases in many indices. A canonical correlation analysis between each of the indices and sea surface temperatures (SSTs) revealed two large-scale patterns that have contributed to the observed trends in the rainfall indices. A coupled pattern with ENSO-like SST loadings and rainfall loadings showing similarities with the pattern of the observed trend reveals that the change to a generally more negative Southern Oscillation index (SOI) has had an important effect on regional rainfall trends. A significant decrease in many of the rainfall indices at several stations in southern Chile and Argentina can be explained by a canonical pattern reflecting a weakening of the continental trough leading to a southward shift in storm tracks. This latter signal is a change that has been seen at similar latitudes in other parts of the Southern Hemisphere. A similar analysis was carried out for eastern Brazil using gridded indices calculated from 354 stations from the Global Historical Climatology Network (GHCN) database. To understand how tree growth response to regional drought and temperature varies between tree species, elevations and forest types in a mountain landscape. Twenty-one sites on an elevation gradient of 1500 m on the San Francisco Peaks, northern Arizona, USA. Tree-ring data for the years 1950–2000 for eight tree species ( Abies lasiocarpa var. arizonica (Merriam) Lemm., Picea engelmannii Parry ex Engelm., Pinus aristata Engelm., Pinus edulis Engelm., Pinus flexilis James, Pinus ponderosa Dougl. ex Laws., Pseudotsuga menziesii var. glauca (Beissn.) Franco and Quercus gambelii Nutt.) were used to compare sensitivity of radial growth to regional drought and temperature among co-occurring species at the same site, and between sites that differed in elevation and species composition. For Picea engelmannii, Pinus flexilis, Pinus ponderosa and Pseudotsuga menziesii, trees in drier, low-elevation stands generally had greater sensitivity of radial growth to regional drought than trees of the same species in wetter, high-elevation stands. Species low in their elevational range had greater drought sensitivity than co-occurring species high in their elevational range at the pinyon-juniper/ponderosa pine forest ecotone, ponderosa pine/mixed conifer forest ecotone and high-elevation invaded meadows, but not at the mixed conifer/subalpine forest ecotone. Sensitivity of radial growth to regional drought was greater at drier, low-elevation compared with wetter, high-elevation forests. Yearly growth was positively correlated with measures of regional water availability at all sites, except high-elevation invaded meadows where growth was weakly correlated with all climatic factors. Yearly growth in high-elevation forests up to 3300 m a.s.l. was more strongly correlated with water availability than temperature. Severe regional drought reduced growth of all dominant tree species over a gradient of precipitation and temperature represented by a 1500-m change in elevation, but response to drought varied between species and stands. Growth was reduced the most in drier, low-elevation forests and in species growing low in their elevational range in ecotones, and the least for trees that had recently invaded high-elevation meadows. ABSTRACT Researchers have come to differing conclusions about multi-decadal changes in the position of the western ridge of the Bermuda High during the summer. This communication examines trends for 72 periods within the entire period of record (1948-2012), while also comparing variances in the Western Bermuda High Index ( WBHI) and the latitudinal position of the western ridge. The western ridge has not moved significantly eastward or westward over either 1948-2012 or the past 60 years. The western ridge underwent a major westward shift from 1976 to 1977, but it did not stay in that western position during subsequent decades. Over the past 30-40 years, the western ridge has moved significantly eastwards and southwards. Finally, the WBHI, rather than the latitude of the western ridge, has had a definitive increase in variance over time and is the likely cause of increased summer rainfall variability in the southeastern United States.
