In this paper, we introduce and test a framework to qualitatively assess the environmental impact of climate adaptation innovations with the ambition to facilitate the implementation of these adaptations. The framework was designed to enable continuous environmentally conscious benchmarking based on three environmental performance indicators: sustainable design, environmental impact and ecological impact. It was pilot tested by uninvolved experts and key-persons for two large-scale nature-based flood adaptation innovations in the Netherlands and discussed with environmental assessment professionals. Our findings indicate how the inclusion of our framework helps to identify important knowledge gaps regarding environmental co-benefits and trade-offs, and can be beneficial to both those developing the innovation and the local authorities charged with assessing the suitability of innovations. We conclude by noting how the incorporation of environmental impact assessment from the design stage of adaptations could supplement existing environmental assessment regulations pre-empting concerns rather than reacting to them., (© 2021. This paper presents the methodology for the construction of the KNMI'23 national climate scenarios for the Netherlands. We have developed six scenarios, that cover a substantial part of the uncertainty in CMIP6 projections of future climate change in the region. Different sources of uncertainty are disentangled as much as possible, partly by means of a storyline approach. Uncertainty in future emissions is covered by making scenarios conditional on different SSP scenarios (SSP1‐2.6, SSP2‐4.5, and SSP5‐8.5). For each SSP scenario and time horizon (2050, 2100, 2150), we determine a global warming level based on the median of the constrained estimates of climate sensitivity from IPCC AR6. The remaining climate model uncertainty of the regional climate response at these warming levels is covered by two storylines, which are designed with a focus on the annual and seasonal mean precipitation response (a dry‐trending and wet‐trending variant for each SSP). This choice was motivated by the importance of future water management to society. For users with specific interests we provide means how to account for the impact of the uncertainty in climate sensitivity. Since CMIP6 GCM data do not provide the required spatial detail for impact modeling, we reconstruct the CMIP6 responses by resampling internal variability in a GCM‐RCM initial‐condition ensemble. The resulting climate scenarios form a detailed storyline of plausible future climates in the Netherlands. The data can be used for impact calculations and assessments by stakeholders, and will be used to inform policy making in different sectors of Dutch society. Plain Language Summary: To prepare society for the effects of future climate change, we need to know what the future climate will be like. In this paper we explain the method that is used to construct six different scenarios that describe possible future climates of the Netherlands. The scenarios make assumptions about future greenhouse gas emissions, and are based on the outcomes of climate models that simulate the response of the climate to these emissions. The KNMI'23 climate scenarios show that strongly reducing global emissions strongly reduces the expected changes in the climate of the Netherlands. In the scenario in which global emissions continue to rise until 2080, Dutch society will have to adapt to a much stronger increases in heat and precipitation extremes, increased risks of droughts with low river discharge in summer, and increased risk of flooding due to high river discharges in winter. In the coming years the climate scenario data will be used to evaluate what needs to be done to keep the country a safe place for people to live in and to thrive in, under changing climate conditions. Column-averaged dry-air mole fractions of carbon dioxide and methane have been retrieved from spectra acquired by the TANSO-FTS and SCIAMACHY instruments on board GOSAT and ENVISAT using a range of European retrieval algorithms. These retrievals have been compared with data from ground-based high-resolution Fourier Transform Spectrometers (FTS) from the Total Carbon Column Observing Network (TCCON). The participating algorithms are the Weighting Function Modified Differential Optical Absorption Spectroscopy (DOAS) algorithm (WFMD, University of Bremen), the Bremen Optimal Estimation DOAS algorithm (BESD, University of Bremen), the Iterative Maximum A Posteriori DOAS (IMAP, Jet Propulsion Laboratory (JPL) and Netherlands Institute for Space Research algorithm (SRON)), the proxy and full-physics versions of SRON's RemoTeC algorithm (SRPR and SRFP respectively) and the proxy and full-physics versions of the University of Leicester's adaptation of the OCO (Orbiting Carbon Observatory) algorithm (OCPR and OCFP respectively). The goal of this algorithm inter-comparison was to identify strengths and weaknesses of the various so-called Round Robin data sets generated with the various algorithms so as to determine which of the competing algorithms would proceed to the next round of the European Space Agency's (ESA) Greenhouse Gas Climate Change Initiative (GHGCCI) project, which is the generation of the so-called Climate Research Data Package (CRDP), which is the first version of the Essential Climate Variable (ECV) "Greenhouse Gases" (GHG). For CO2, all algorithms reach the precision requirements for inverse modelling (< 8 ppb), with only WFMD having a lower precision (4.7 ppm) than the other algorithm products (2.4-2.5 ppm). When looking at the seasonal relative accuracy (SRA, variability of the bias in space and time), none of the algorithms have reached the demanding< 0.5 ppm threshold. For CH4, the precision for both SCIAMACHY products (50.2 ppb for IMAP and 76.4 ppb for WFMD) fail to meet the< 34 ppb threshold, but note that this work focusses on the period after the 2005 SCIAMACHY detector degradation. The GOSAT XCH4 precision ranges between 18.1 and 14.0 ppb. Looking at the SRA, all GOSAT algorithm products reach the< 10 ppm threshold (values ranging between 5.4 and 6.2 ppb). Climatic changes can cause unpredictability in flood regimes that traditional flood risk management (FRM) approaches may struggle with. Therefore, flood resilience is seen as a supplementation to these approaches, putting a larger emphasis on flood acceptance and minimising consequences. An (emergent) group contributing towards flood resilience is civil society. This paper examines how civil society contributions can be furthered and guided in the Netherlands as well as exploring potential limitations in doing so. To achieve this, England is used as a good practice example due to a more developed and defined role for civil society being present here. Data were collected on both actual (England and the Netherlands) and potential (The Netherlands) civil society contributions. These were compared to identify potential avenues for Dutch civil society contributions to flood resilience that can be further investigated. The research shows that the most promising avenues are improving advocacy from citizens, improving local flood awareness and developing relationships between FRM authorities and existing citizen groups that can be harnessed and mobilised to support flood resilience. Additionally, the research also provides insights into potential limitations for transferring resilience approaches from one context to another beyond the cases discussed in this publication. This paper presents an analysis of future research and development needs to assess the effectiveness of nature-based solutions for climate adaptation in watersheds at scale using hydrological models. Two main questions are addressed: to what extent are hydrological model approaches able to support decision making on nature-based solutions and adaptation, and how well is this hydrological analysis embedded in the broader planning process? To support the research, case studies in Bhutan, Zimbabwe and the Netherlands are presented. The Climate Risk Informed Decision Analysis approach is used to structure the planning process. All three case studies demonstrate how the hydrological system and full landscape of land and water use in watersheds can be simulated to better understand hydrometeorological hazards under current and future climate. Also, simulations of nature-based solutions are demonstrated, which need creativity and profound expert knowledge. In contrast to the assessment of grey infrastructure, no rules or guidance exists for the hydrological assessment of nature-based solutions. Physically-based models are better able to support the understanding of the functioning of the ecohydrological system and, therefore, the effectiveness of adaptation using nature-based solutions. There are however trade-offs between the computational complexity, the computation time and the multiple scenarios and sensitivity analyses of adaptation options needed for climate stress testing. Often there is a lack of monitoring data for verification of model outcomes. Several recommendations on how to improve modelling in an adaptation process are given. In addition, it is recommended to develop and rectify a set of nature-based solutions performance indicators, rules and algorithms to be adopted in models in order to quantify the effectiveness of these solutions. This paper evaluates long-term climate change adaptation strategies in the Netherlands and Bangladesh using the Organisation for Economic Co-operation and Development's (OECD) Principles of Good Water Governance. Deltas face complex challenges, and adequate long-term planning is essential for these regions. However, experience with these long-term planning efforts and linkages with theoretical frameworks on water-related policy and strategy development remain limited. Both countries politically approved significant investment portfolios for a durable adaptive strategy. This paper highlights the similarities and differences in the resulting strategies. Navigating the complex landscape of 21st-century agriculture involves overcoming numerous obstacles, such as changing dietary trends, food safety issues, and health concerns due to soil inconsistencies, climatic fluctuations, and varied agricultural practices. The global population surge, climate change, and resource depletion compound these issues. For various stakeholders, including farmers and policymakers, precise crop yield predictions at diverse spatial levels can be immensely advantageous. The value of these forecasts heightens when they are available at multiple spatial resolutions. However, accurately predicting the complex interplay between many data sources and regional yields presents a significant challenge. Conventional methods often fall short, delivering inconsistent results that are difficult to generalize due to their limited ability to incorporate spatial and temporal features, insufficient understanding of market trends, and challenges with scalability and nonlinearity. This paper proposes an innovative Deep Learning approach that adeptly captures and integrates spatial and temporal features, marking a substantial enhancement over traditional methodologies that often grapple with these aspects. This approach forecasts crop yields with a minimal error rate, leveraging the robustness of a unique WaveNet and LSTM hybrid architecture, introducing a fresh perspective to agricultural yield predictions. The novelty of our methodology lies in its two-tier design: the preliminary phase involves pre-processing similar to existing models, and the second phase harnesses the combined power of WaveNet and LSTM for Feature Extraction and regression, enabling precise predictions. The model has been tested on four crops in the Netherlands using varied data splitting criteria, demonstrating stellar performance by offering predictions with minimal error rates. When compared against prevailing machine learning methodologies using an identical Netherlands dataset, our approach outperforms them, highlighting its efficacy and potential practical application in real-world agricultural settings. Human consumption of scarce ecological resources is at the heart of the climate change crisis. Mitigating climate change will require changes in consumer behavior. Further, to respond effectively, policymakers need information on the environmental impact of individuals' behaviors. In this paper, we study the effect of socio-demographic characteristics and personality traits on individuals' environmental impact measured by their ecological footprint. We also investigate consumers' willingness to pay for "green" goods. Using survey data from the Netherlands, first, we construct individuals' ecological footprint. The survey also uses a 50-item personality scale developed by Goldberg (1992) to construct five personality traits. We find that individuals with higher personal income, less than a high school education, males, the employed, and people living in rural areas are associated with a higher EF. We also find that consumers' WTP and demand are responsive to price increases in high-emitting goods and personality traits. We contribute to our understanding of the influence of socio-demographic and personality characteristics on the actual ecological footprint at the individual level. Further, we contribute to the economic literature on consumers' WTP for "green" products as well as the ongoing discussion on using market-based solutions to tackle climate change. Water is an abundant resource worldwide, but fresh and clean water is scarce in many areas of the world. Increases in water consumption and climate change will affect global water security even further in the near future. With increasing numbers of people living in metropolitan areas, water, energy, and materials need to be used carefully, reused and renewed. Resource scarcity is the driver behind the circular economy. The recovery of materials and energy can add significant new value streams and improve cost recovery and water quality. In this paper, we present the creation of the Energy & Raw Materials Factory (ERMF) of the Dutch Water Authorities, also known as the Resource Factory, as one of the solutions to this global challenge of water in the circular economy. Resources like cellulose, bioplastics, phosphate, alginate-like exopolymers from aerobic granular sludge (bio-ALE), and biomass can be recovered. Bio-ALE is an alginate-like polymer of sugars and proteins and can be used in agriculture and horticulture, the paper industry, medical, and construction industries. The ERMF demands significant investments but the return on investment is high both from a financial and environmental perspective, provided that markets can be realized. Experiences in the Netherlands show that the concept of the ERMF is viable and adds to the creation of a circular economy. Achieving climate neutrality and production of new and promising resources like bio-ALE are possible. The ERMF can contribute to the sustainable development goals (SDGs) of the United Nations on water and sanitation, once fully operational. [ABSTRACT FROM AUTHOR]

In designing and retrofitting infrastructure systems, engineers are increasingly confronted by uncertainties about the future operating conditions of these systems, stemming from climate change or rapid socio-economic development. Particularly for long-lived capital-intensive infrastructure components like pumping stations, current engineering practices need to be complemented by structured approaches for designing infrastructures whose performance is robust to a wide range of possible future operating conditions. This paper presents multi-objective robust simulation as a viable approach. We investigate its applicability in a case study of the re-design of a polder pumping-station in The Netherlands. The research demonstrates the added value of multi-objective robust simulation in establishing robust design alternatives. The approach generates additional decision relevant insights into the performance of the pumping-station under uncertain future conditions while supplying decision-makers with the information required to make informed trade-offs amongst key design choices. Conflicts between human demands for clean water and terrestrial ecosystems' needs for water are increasing. Such conflicts are stronger in the case of groundwater, as one of the cleanest forms of drinking water, and are expected to increase in frequency, in the context of population growth and climatic changes. This paper argues that behavioral approaches are essential not only toward understanding how socio-ecological conflicts emerge, but also how they could be overcome. A theoretical the framework is proposed, which suggests that the behaviors/actions of actors who sustain such conflicts can be understood by examining their 'boundary judgments' regarding natural resources and sustainability, in interaction with their powers/resources to implement the preferred behaviors. The concept of boundary judgements is rarely used in investigating sustainability conflicts. This concept is operationalized in relation to nature-society conflicts and applied empirically to illuminate the conflict in a case study from the Netherlands. Further, the theoretical framework suggests a parsimonious, yet comprehensive, typology of mechanisms that can be used to change/'converge' the behaviors and actions of the actors contributing to the problem, toward conflict closure. These are referred to as convergence mechanisms and can be persuasive, enabling or constraining. The paper concludes with reflections on the practical usefulness of the framework and concretes suggestions for further research, drawing on these convergence mechanisms and their interactions with boundary judgments on natural resources and sustainability. The growing complexity of regional planning and design, in combination with increasing concerns about climate change and resource depletion, has revived the discussion on strategic thinking. Spatial planning and landscape architecture develop long-term visions to facilitate the gradual adaptation of the physical environment. Despite accomplishments in both disciplines, the two domains have yet to exploit the full potential of a joint approach to long-term regional design. The objective of the multidisciplinary study reported in this paper was to explore alternative means of developing imaginative yet robust long-term visions. The study combined literature study with the development of several long-term visions for the creation of sustainable energy landscapes. This paper focuses on the emerging methodological framework for long-term regional design, and argues that three modes of change should be integrated into the design process: change due to current projected trends, change due to critical uncertainties and intended change. Subsequently, a five-step approach to the development of long-term visions is derived and illustrated in this paper. The number of nuisance and negligence tort claims in the US against “Big Oil” companies have grown significantly in the last five years. The Netherlands case of Milieudefensie et al v Royal Dutch Shell represents the first major success of such a claim internationally. While the US cases and Milieudefensie demonstrate starkly different approaches as to how to seek accountability from Big Oil for climate change harms, the increasing judicial engagement on these issues may mean the time is right for similar lawsuits in Canada. Three Canadian common law causes of action are examined: nuisance, negligence, and unjust enrichment. Defences and arguments which stem from society’s (and any potential plaintiff’s) acquiescence and authorization to allow the defendants’ conduct may present difficult barriers to success. This paper focuses on these types of defences, and argues that the responsibility of Big Oil for climate change harms should not be completely vitiated even if governments and plaintiffs have acquiesced, authorized, and arguably contributed to our climate crisis. Climate change will have an impact on various sectors, such as housing, infrastructure, recreation and agriculture. Climate change may change spatial demands. For example, rising temperatures will increase the need for recreation areas, and areas could be assigned for water storage. There is a growing sense that, especially at the local scale, spatial planning has a key role in addressing the causes and impacts of climate change. This paper promotes an approach to help translate information on climate change impacts into a guiding model for adaptive spatial planning. We describe how guiding models can be used in designing integrated adaptation strategies. The concept of guiding models has been developed in the 1990s by Tjallingii to translate the principles of integrated water management in urban planning. We have integrated information about the present and future climate change and set up a climate adaptation guiding model approach. Making use of climate adaptation guiding models, spatial planners should be able to better cope with complexities of climate change impacts and be able to translate these to implications for spatial planning. The climate adaptation guiding model approach was first applied in the Zuidplaspolder case study, one of the first major attempts in the Netherlands to develop and implement an integrated adaptation strategy. This paper demonstrates how the construction of climate adaptation guiding models requires a participatory approach and how the use of climate adaptation guiding models can contribute to the information needs of spatial planners at the local scale, leading to an increasing sense of urgency and integrated adaptation planning process. Climate change poses worldwide challenges, perhaps most in coastal areas. Governments on different scales respond with planning and policy measures, many with drastic impact. In this paper we assess the role of cultural heritage in planning for climate change on the former island Goeree‐Overflakkee in the Netherlands. We do so by exploring the theoretical discourse on the nexus of climate change and heritage discourses and relating these to an analysis of mitigation and adaptation measures on the island of Goeree‐Overflakkee in the Dutch river delta. It appears that the scale and political urgency of climate change induces involvement of many different governments, resulting in an inconsistent integration of cultural heritage in these plans and policies. These outcomes demonstrate that in order to integrate heritage in climate adaptation and mitigation planning, governments cannot rely on established planning traditions for other spatial challenges. This paper describes the core model that lies behind an online modeling environment for photovoltaic (PV) energy generation in the Netherlands, called the Dutch PV Portal 2.0 (PVP 2.0). PVP 2.0 realizes three functionalities: (i) a real-time system efficiency breakdown figure, (ii) an estimate of national solar electricity production, and (iii) an economic analysis for small-scale to large scale PV systems. The unique and novel aspects of this website are the dynamically updated climate database, the rainfall-dependent soiling loss calculation, and the orientation-dependent inverter sizing factor. This paper also justifies the PVP 2.0 capabilities in large scale studies. First, the PVP 2.0 modeling approach was validated by yield comparison with 26 real PV systems distributed over the Netherlands. The validation resulted in −11% to +5.5% deviation from measured data. Then, a back-end sensitivity study found that a rain-free summer in the Netherlands results in an AC energy loss of 3.4% in that period, while a change in wind speed or ambient temperature could lead to losses around 2–4.5 GWh/year (0.58%–1.16%) on province scale. The core of the approach presented in this paper can be used to develop similar websites for other countries of interest with adapted add-ons depending on the target climate condition. Recent years have witnessed increased political interest to the challenge of organizing policy integration to govern societal problems that crosscut the boundaries of traditional government sectors and levels, including climate change, food insecurity, terrorism, and the instability of financial markets. Public policy scholars have recently suggested to study such attempts by conceptualizing policy integration as a multi-dimensional process. Although such a processual perspective has helped to comparatively assess policy (dis)integration, the mechanisms of (dis)integration over time remain undertheorized. Past studies have reported a number of relevant factors, but these have remained rather functionalistic observations that lack explanatory value. To address this gap, we propose a mechanism-based approach that uncovers the political processes that underlie policy (dis)integration over time. Rooted in different strands of social science literature, the mechanistic approach offers a model of causation to assess the plausible chain of key processes that are triggered under particular contextual conditions. We illustrate the framework by empirically investigating the mechanisms that explain the policy (dis)integration of food and climate change adaptation policy in the Netherlands. The climate change problem calls for a continuously responding society. This raises the question: Do our institutions allow and encourage society to continuously adapt to climate change? This paper uses the Adaptive Capacity Wheel (ACW) to assess the adaptive capacity of formal and informal institutions in four sectors in the Netherlands: spatial planning, water, agriculture and nature. Formal institutions are examined through an assessment of 11 key policy documents and informal institutions are analysed through four case studies covering each sector. Based on these ACW analyses, both sector-specific and more general strengths and weaknesses of the adaptive capacity of institutions in the Netherlands are identified. The paper concludes that the most important challenge for increasing institutional adaptive capacity lies in combining decentralized, participatory approaches with more top-down methods that generate leadership (visions, goals) standards, instruments, resources and monitoring. Damage from weather-related events is expected to increase in the future due to socio-economic growth that increases exposure to natural disasters and anticipated climate change. This paper studies the long-term impacts of climate change and land-use planning on flood risk, with a particular focus on flood risk insurance in the Netherlands. This study estimates the full probability distributions of flood damage under four different scenarios of climate change and socio-economic development for the year 2040. Subsequently, the risk-based (re)insurance premiums for flood coverage are estimated for each of the 53 dyke-ring areas in the Netherlands, using a method that takes into account the insurer's risk aversion to covering uncertain catastrophe risk. On the basis of the results, we can draw four main lessons. First, extreme climate change with a high sea level rise has a higher impact on flood (re)insurance premiums compared with future socio-economic development. Second, (re)insuring large flood losses may become very expensive in the future. Third, a public-private insurance system in which the government acts as a risk-neutral reinsurer of last resort, accompanied by comprehensive adaptation and risk reduction measures, could be a good solution for making flood risk insurance available at an affordable price. Citizens' initiatives for climate action are actively encouraged by governments to enhance the resilience of communities to climate change. This increased responsibilisation of citizens has implications for the roles of governments. The degree of government involvement does not necessarily decline, but government roles may need to shift: from a regulating and steering government towards a more collaborative and responsive government that enables and facilitates community initiatives that are self‐governed by citizens. However, we lack a conceptual understanding of such new government roles, as well as empirical insights into how local governments participate in citizens' initiatives and how they take up such new roles. In this paper, a "ladder of government participation" is introduced, which is used to explore the roles of local governments in citizens' initiatives for climate change adaptation in the Netherlands. The results show that local governments are slowly but gradually shifting towards more networking, stimulating, and facilitating roles. Key concerns of local practitioners are (a) a lack of flexibility and support of their own municipal organisation to facilitate citizens' initiatives, (b) uncertainty about the continuity of citizens' initiatives over time, and (c) a potential increase of inequity among citizen groups resulting from facilitating citizens' initiatives. An important finding is that the roles of local governments tend to be flexible, in that they can move from one role to the other over time for one and the same citizens' initiative depending on its stage of development, as well as take up several roles simultaneously for different citizens' initiatives. After the flood disaster of 1953, the Netherlands adopted a rational approach to flood risk management with the use of protection standards determined by means of cost-benefit analysis. Due to scientific and political developments that have recently taken place, an update of the Dutch protection standards is being undertaken. One of the major priorities considered, is the need to address three issues, namely: (1) expressing the protection standards as failure probabilities of the flood defences, i.e. probabilities of breaching, instead of exceedance frequencies of water levels that is currently the case, (2) taking into account a spatial variability of those failure probabilities, and (3) considering various flooding scenarios. These aspects have been comprehensively addressed within a national flood risk analysis project, and partly considered in a numerical cost-benefit analysis approach, developed for the determination of new protection standards in the Netherlands. This paper presents an analytical economic optimization approach that makes an explicit link with all results of the national flood risk analysis project. In particular, an approach is outlined for the approximation of economically optimal design values of the failure probabilities along dyke-ring segments, which are treated as a series system of flood defences. Coastal dunes play an important role in coastal defense along sandy shorelines of the world. The majority of the shorelines experience erosion and this erosion is expected to accelerate under anthropogenic climate change and subsequent sea level rise. This paper investigates the impact of climate change, sea level rise and current management for coastal dunes in the Netherlands. Furthermore the paper discusses the implications of climate change projections for adaptation strategies into the future. Recent climate change scenarios for the Netherlands highlight rising temperature and accelerated sea-level rise. Their combined effects on dune-building processes are expected to be manifested through an increase in erosive forces at the expensive of accretive forces. In the Netherlands, a negative sand balance and inland migration of the beach-dune system has been successfully counteracted in the last decades through the application of sand nourishments. These have enhanced accretion on the one hand and limited erosion on the other hand. Generally, coastal protection has improved despite rising sea levels. Important preconditions that make this sand nourishment strategy possible are: a readily available sand resource that makes exploitation technically and economically feasible; a sound monitoring system supported by solid science; political consensus and a good institutional structure to implement the strategy. In the Netherlands, the necessary preconditions are already in place to successfully adapt to sea level rise. Given the expected accelerated rise in sea level and its potential effects on the dune-beach sediment balance, the annual sand nourishment will need to be intensified to ensure the preservation and integrity of the coastal zone. Worldwide, an increase in flood damage is observed. Governments are looking for effective ways to protect lives, buildings, and infrastructure. At the same time, a large investment gap seems to exist—a big difference between what should necessarily be done to curb the increase in damage and what is actually being done. Decision-makers involved in climate adaptation are facing fundamental (so-called deep) uncertainties. In the course of time, the scientific community has developed a wide range of different approaches for dealing with these uncertainties. One of these approaches, adaptation pathways, is gaining traction as a way of framing and informing climate adaptation. But research shows that “very little work has been done to evaluate the current use of adaptation pathways and its utility to practitioners and decision makers” (Lin et al. 2017, p. 387). With this paper, the authors, as action researchers and practitioners involved in two of the world’s largest real-life applications of this approach in flood risk management, aim to contribute to filling in that gap. Analysis of the experience in the United Kingdom and the Netherlands in long-term planning in flood risk management shows that the adaptation pathways approach is effective in keeping decision processes going forward, to the final approval of a long-term plan, and helps increase awareness about uncertainties. It contributes to political support for keeping long-term options open and motivates decision-makers to modify their plans to better accommodate future conditions. When it comes to implementing the plans, there are still some major challenges, yet to be addressed, amongst others: the timely detection of tipping points in situations with large natural variability, the inclusion of measures that prepare for a switch to transformational strategies, and the retention of commitment of regional and local authorities, non government organizations, and the private sector, to climate adaptation as national policies move from blueprint planning to adaptive plans. This paper provides the climate specifications of several museums in the Netherlands that have been renovated. These climate specifications developed in the last two decades are very similar, and hence demonstrate that not much has changed in 20 years. Since the use of the climate classes presented by ASHRAE often plays a major role in developing climate specifications in Dutch museums, an analysis was made of its pros and cons. Issues concerning the use of the ASHRAE table are presented: the table is used as a list, the meaning of short fluctuations is unclear, and translating the numbers to a control algorithm is troublesome. This paper seeks to understand why climate information is produced differently from country to country. To do this, we critically examined and compared the social and scientific values that shaped the production of three national climate scenarios in the Netherlands, Switzerland and the UK. A comparative analysis of documentary materials and expert interviews linked to the climate scenarios was performed. Our findings reveal a new typology of use-inspired research in climate science for decision-making: (i) innovators, where the advancement of science is the main objective; (ii) consolidators, where knowledge exchanges and networks are prioritised; and (iii) collaborators, where the needs of users are put first and foremost. These different values over what constitutes 'good' science for decision-making are mirrored in the way users were involved in the production process: (i) elicitation, where scientists have privileged decision-making power; (ii) representation, where multiple organisations mediate on behalf of individual users; and (iii) participation, where a multitude of users interact with scientists in an equal partnership. These differences help explain why climate knowledge gains its credibility and legitimacy differently even when the information itself might not be judged as salient and usable. If the push to deliberately co-produce climate knowledge is not sensitive to the national civic epistemology at play in each country, scientist-user interactions may fail to deliver more 'usable' climate information. Adaptive policy-making to prepare for current and future drought risks requires an integrated assessment of policy actions and combinations of those under changing conditions. This entails quantification of drought risks, integrating drought probability and socio-economic consequences for all relevant sectors that are potentially impacted by drought. The investment costs of proposed policy actions and strategies (various actions combined) can then be compared with the expected risk reduction to determine the cost-effectiveness. This paper presents a method to quantify drought risk in the Netherlands under changing future conditions and in response to policy actions. It illustrates how to use this information as part of a societal cost-benefit analysis and in building an adaptive long-term strategy. The method has been successfully applied to support decision making on the Netherlands' national drought risk management strategy as part of the National Delta Program for climate change adaptation. Purpose – Research into climate change adaptation measures has resulted in the identification of 155 such adaptation measures that contribute to making the built environment more climate resilient. These measures mainly focus on new construction. This paper assesses the feasibility of the measures for the existing social housing stock in the Netherlands. Design/methodology/approach – Interviews were conducted with 12 property managers and policy staff members from Dutch housing associations. The interviewees judged 21 measures that were designed to adapt dwellings to heat-related problems caused by climate change, and they also answered questions regarding their awareness of climate change and regarding the feasibility of the measures. Findings – Low awareness of climate change adaptations, the financing of the measures and the technical complexity of adaptation measures are perceived barriers to implementation. Several possibilities to remove these barriers are discussed. Research limitations/implications – The sample of 12 interviewees provides valuable insight into the opinions of a select group of policymakers from housing associations. The judgements were made based on the personal experiences and expectations of the interviewees. Originality/value – This paper provides valuable insight into the opinions of policy makers and decision makers in Dutch housing associations on climate change adaptation measures in the existing building stock. Water introduces both opportunities and risks to urban areas. Society is faced with the challenge of finding solutions to complex and interrelated problems such as living safely in densely populated deltas, planning ahead for climate change, finding alternatives to fossil fuels, and urban redevelopment. We need to make sure that all this is achieved in a sustainable way. This paper elaborates on the need to transition towards water-sensitive cities, drawing on the experience of urban water management and water-sensitive urban design in the Netherlands and the UK. This transition involves strengthening the integration of water in spatial planning and design processes, requiring any spatial intervention or new development to be evaluated on opportunities for sustainability and innovation. Design tools or building blocks are suggested that enable the transition to a city in which the awareness of water, energy, nature and living environment are connected, in which developments always take place in a resilient and climate-proof way, and where water can be a focus for enjoyment and vitality. Recent EU guidance on adaptation calls for the enhancement of socio-technical resilience to climate change. However, socio-technical resilience is relatively poorly defined and this makes it difficult to apply in practice. This paper uses the concept of identity as a vehicle to advance the definition and assessment of socio-technical resilience. Identity comprises four aspects (components, relationships, innovation, and continuity) that constitute the minimum of what has to be identified and specified if resilience is to be assessed. Characterising the identity of a socio-technical system requires the conceptualisation of these four aspects in relation to the particular function provided by the system (e.g. flood risk management) and also the identification of the specific variables and thresholds that reflect changes in identity. We have demonstrated the utility of the identity approach, using the example of flood risk management for the Island of Dordrecht, the Netherlands. Based on the results, socio-technical resilience has been redefined as the ability of the system to continue to function as expected in the face of change. This definition implies that a system is resilient when it can deliver performance without a change of identity by continuing compliance with standards and expectations. [ABSTRACT FROM AUTHOR]

Moving towards a more sustainable adaptation process requires closer integration of policies related to the environment. An important actor in this is the local government. This paper examines to what extend adaptation is currently being integrated into Dutch local policies, and what the role is of a municipality's size, risk and experience in the encountered manifestations of adaptation. First, it was determined that adaptations taking place only anticipate currently perceivable weather extremes – mostly increasing precipitation. Second, it was determined that the realisation of further adaptations is hindered by a strongly sectoral divided reality. Adaptation is now heavily dominated by the water department, while spatial planning and the environment are only limitedly involved. Finally, it was observed that the contextual factor size proved to most important for horizontal policy integration, whereas the contextual factor extreme-weather experience was the most definite for the realisation of adaptations. We conclude that a more sustainable adaptation should first tackle the sectoral divides which requires administrative efforts, for example, professional training. August 2006 was an exceptionally wet month in the Netherlands, in particular near the coast where rainfall amounts exceeded 300% of the climatological mean. August 2006 was preceded by an extremely warm July with a monthly mean temperature of almost 1°C higher than recorded in any other summer month in the period 1901–2006. This had resulted in very high sea surface temperatures (SSTs) in the North Sea at the end of July. In this paper the contribution of high SSTs to the high rainfall amounts is investigated. In the first part of this study, this is done by analyzing short-term integrations with a regional climate model (RACMO2) operated at 6 km resolution, which are different in the prescribed values of the SSTs. In the second part of the paper the influence of SSTs on rainfall is analyzed statistically on the basis of daily observations in the Netherlands during the period 1958–2006. The results from both the statistical analysis as well as the model integrations show a significant influence of SSTs on precipitation. This influence is particularly strong in the coastal area, that is, less than 30–50 km from the coastline. With favorable atmospheric flow conditions, the analyzed dependency is about +15% increase per degree temperature rise, thereby exceeding the Clausius–Clapeyron relation—which is often used as a temperature related constraint on changes in extreme precipitation—by approximately a factor of two. It is shown that the coastal area has consistently become wetter compared to the inland area since the 1950s. This finding is in agreement with the rather strong observed trend in SST over the same period and the dependencies of rainfall on SST reported in this study. [ABSTRACT FROM AUTHOR]

Climate change is already having impacts on biodiversity within Europe, with habitats and species needing to change and adapt to rising global temperatures and shifts in bio-climatic zones. Spatial planning represents an important intervention to further European, national and local biodiversity objectives for climate change adaptation. Drawing on case-studies of plans for inland and coastal areas, and involving stakeholder workshops, this paper reports on a trans-national study examining the scope of spatial plans in the Netherlands, England and France in addressing the impact of climate change. It concludes that spatial planning is making provision for biodiversity and dynamic natural processes. However, while good practice in planning for biodiversity under conditions of climate change is developing, systematic use is not being made of available procedures. The paper examines some of the barriers to implementation of this new policy commitment to climate change adaptation. Recommendations are made covering policy development to include climate change impacts upon biodiversity, modified procedures for plan-making and the appraisal of plans and projects. Amongst the specific measures recommended are the climate-proofing of projects and plans through the use of EIA and SEA; the integration of plans through adoption of common objectives and review of time horizons and boundaries; and an ecosystem-based planning approach. This paper presents the theory of the global environmental system to explain the different climate change regimes emerging from advanced industrialized nations. Using data collected regarding the formation of domestic climate change regimes in the United States, Japan, and the Netherlands, the specifics of the theory are outlined. I begin by analyzing the expectations of some of the more prominent sociological theories about the society-environment relationship in the advanced world finding that they do not explain the disparate responses to the regulation of greenhouse gases in these countries. The theory of the global environmental system is proposed as an alternative to the rather extreme expectations of the sociological literature on society/environment relationships. Through this proposed theory, we can better understand successful cases of global climate change regimes within the context of the interrelations among domestic and international actors. Carbon-based systems of energy are rapidly unravelling. The imperative of climate emergency is reshaping energy landscapes, in some instances leading to the reappraisal of energy options hitherto sidelined. This paper deals with the emerging energy landscapes of the Netherlands and Iceland through historically informed tales that focus on islands. While vastly different in historical and geographical context and scale, these cases reveal the necessity of geographical nuance facilitated by the ways insular places offer insights into energy imaginaries of the Anthropocene. The former is a historicised narrative about the reinvention of wind energy as natural gas is being ousted. It focuses on the proposed Dogger Bank Power Link Islands, the first of which is scheduled to emerge in the coming years. The latter, also historically informed, identifies the context for current large wind energy proposals in Iceland, and then contrasts these with the authors' empirical observations from the small peripheral island of Grímsey. There wind energy is also being reinvented for ousting the predominant oil infrastructure on the island. These cases represent experimental opportunities for envisioning Anthropocene futures intended to destabilize imaginaries of growth in ways that open spaces for negotiation and contestation. They problematize dominant narratives that render wind energy development visible and knowable as a necessary intervention. Emergent from this is wind's decentred energy landscape in the Anthropocene; an epoch where energy is revealed in its importance to our societies, dispelling the human exceptionalism implicit in the nomenclature whilst at the same time showing how our actions come to matter. The collision of the Earth and ourselves under the terms of climate emergency begs the question whether our differences are the only ones that matter? But also, if it matters what we have done, then surely it matters what we have not done and chosen to ignore. [ABSTRACT FROM AUTHOR]

Freshwater systems provide various resources and services. These are often vulnerable to climate change and other pressures. Therefore, enhancing resilience to climate change is important for their long term viability. This paper explores how management options can be evaluated on their resilience implications. The approach included five steps: (1) characterizing the system, (2) characterizing the impacts of climate change and other disturbances, (3) inventorying management options, (4) assessing the impacts of these on climate resilience, and (5) follow-up analysis. For the resilience assessment, we used a set of 'resilience principles': homeostasis, omnivory, high flux, flatness, buffering, and redundancy. We applied the approach in a case study in a Dutch wetlands region. Many options in the region's management plan contribute to resilience, however, the plan underutilised several principles, particularly flatness, but also redundancy and omnivory for agriculture, and high flux for nature. Co-benefits was identified as an important additional criterion to obtain support for adaptation from local stakeholders, such as farmers. The approach provided a relatively quick and participatory way to screen options. It allowed us to consider multiple impacts and sectors, multiple dimensions of resilience, and stakeholder perspectives. This study explores how Modern Portfolio Theory (MPT) can guide investment decisions in integrated water resources management (IWRM) and climate change adaptation under uncertainty. The objectives of the paper are to: (i) explain the concept of diversification to reduce risk, as formulated in MPT; (ii) discuss the conditions for applying MPT to IWRM, and provide examples of these; and (iii) analyze the opportunities and limitations of applying MPT to the design of IWRM and adaptation policies. It is shown that MPT can be applied when a case meets four conditions: (1) there is more than one possible investment at a given time; (2) these investments are subject to risk; (3) there is information about the historical and/or expected return of these investments; and (4) the same conditions do not affect all investments equally, meaning that their returns are imperfectly correlated. Analysis of a case study Noorderkwartier in the Netherlands concludes that MPT can contribute to designing portfolios of combinations of investments in flood risk management-technical measures, spatial planning and insurance-which are robust to uncertainty in long-term projections such as present in climate change scenarios. Climate change will result in large challenges that require societies to adapt to and manage increased risks. Regional practices of climate adaptation often take shape within multilevel governance networks in which representatives of different levels of government, policy sectors, public and private parties may discuss and negotiate potential measures. This paper aims to explore the role of leadership in enhancing the adaptive capacity of multilevel governance networks and in supporting regional practices of climate adaptation. The paper reviews two initiatives toward climate adaptation, the WaalWeelde initiative in the Netherlands and the Manhood Peninsula Partnership in the UK, based on policy documentation and analysis of in total 17 semistructured interviews with public and private actors. The study illustrates both the large differences in organization of water management, spatial planning, and flood risk policies, as well as strong similarities in the way in which leadership may contribute to the development of initiatives. Densely populated deltas are so vulnerable to sea level rise and climate change that they cannot wait for global mitigation to become effective. The Netherlands therefore puts huge efforts in adaptation research and planning for the future, for example through the national research programme Knowledge for Climate and the Delta Programme for the Twenty-first century. Flood risk is one of the key issues addressed in both programmes. Adaptive management planning should rely on a sound ex-ante policy analysis which encompasses a future outlook, establishing whether a policy transition is required, an assessment of alternative flood risk management strategies, and their planning in anticipation without running the risk of regret of doing too little too late or too much too early. This endeavour, addressed as adaptive delta management, calls for new approaches, especially because of uncertainties about long-term future developments. For flood risk management, it also entails reconsideration of the underlying principles and of the application of portfolios of technical measures versus spatial planning and other policy instruments. To this end, we first developed a conceptualisation of flood risk which reconciles the different approaches of flood defence management practice and spatial planning practice in order to bridge the gap between these previously detached fields. Secondly, we looked abroad in order to be better able to reflect critically on a possible Dutch bias which could have resulted from many centuries of experience of successful adaptation to increasing flood risk, but which may no longer be sustainable into the future. In this paper, we explain the multiple conceptualisation of flood risk and argue that explicitly distinguishing exposure determinants as a new concept may help to bridge the gap between engineers and spatial planners, wherefore we show how their different conceptualisations influence the framing of the adaptation challenge. Flood risk management planning involves making decisions on which measures to implement and when to do so. This is particularly difficult in view of global changes, which are inherently uncertain. Rational decision making on which comprehensive strategy to implement, or on which measures to take first, requires ex-ante assessments that question whether flood risk is effectively reduced and against which societal costs. Such decision making is usually supported by cost benefit analysis or cost effectiveness analysis. However, these metrics treat low-probability/large-consequence risk and high-probability/small-consequence risk as equal, which is often considered unsatisfactory. Robustness analysis can account for this flaw, as it gives insight into the relationship between flood magnitude and flood consequences at the scale of an entire flood risk system. A robust system can cope with a variety of extreme floods, including those that exceed the design flood. This paper aims to examine how different key decision criteria may advise diverse decisions. To this end, it examines how a variety of strategic alternatives for flood risk management along the Meuse River in the Netherlands score on two different economic criteria and how they would rank from a robustness perspective. The strategies include making room for the river, strengthening embankments and various combinations of these. The results show that the three criteria indeed lead to a different ranking of which strategy to prefer. This supports our claim that a robustness perspective may help to select a strategy that is not only economically efficient but may also be more sustainable in view of uncertainties into the future. Concern about the effects of climate change have set in motion a search for flood protection measures to adapt coastlines to the foreseen accelerated sea level rise. In this context, the potential role of salt marshes to adapt the Wadden Sea's flood defences was explored in the Netherlands Wadden Region Delta Programme. This paper provides an overview of the steps taken by the programme in developing a climate change adaptation strategy so that others might learn from its experiences. The second aim is to summarize the knowledge generated by the programme on the potential role of salt marshes as part of a climate change adaption strategy. Explorative modelling results indicate that Wadden Sea salt marshes affect wave heights, even under extreme conditions. Therefore, a salt-marsh zone in front of the Wadden Sea dikes that could keep pace with sea level rise may result in a reduced dike reinforcement task. A salt marsh potential map gives a rough impression of locations that are potentially interesting for salt marsh conservation and development, based on the current situation, on available information about abiotic conditions for salt marsh formation and the habitats present in the coastal zone. Besides elongated stretches were seminatural salt marshes are already present or developing, several stretches along the Dutch Wadden Sea coast have favourable abiotic conditions for salt marsh development. However, the prospects for integrating salt marshes into flood defences depend also on other aspects. Various nature conservation agreements are in effect with their associated obligations. Furthermore, the foreseen value of salt marsh development compared to traditional reinforcements, in terms of both costs and benefits, must be considered. [ABSTRACT FROM AUTHOR]

Context: Both global change and policy reform will affect the implementation of the National Ecological Network (NEN) in the Netherlands. Global change refers to a combination of changing groundwater tables arising from climate change and improved economic prospects for farming. Policy reform refers to the abolition of an intermediary organization that organizes land trades with the support of a national land bank. Objective: In this paper we evaluate the effects of these factors on future land acquisition for the NEN. Methods: We applied an agent-based model of the land market based on sales and purchases between farmers and nature-conservation organizations (establishing the NEN) within a case study area. Results: Our results demonstrate that future land acquisitions for the NEN are constrained by strong competition for land from farmers due to improved economic prospects for farming. Effects of climate change are that fewer parcels will be sold from farmers to nature-conservation organizations in a dry scenario as compared to a wet scenario. An important constraint for land acquisitions is the low willingness to pay (WTP) for land by nature-conservation organizations. We demonstrate that higher WTP increases land purchases considerably. However, the spatial pattern of land acquisition is fragmented, which may undermine its effectiveness from a restoration perspective. Conclusions: The combination of these processes leads to land acquisitions for the NEN that do not meet the initially-stated policy objectives by far. In addition, the abolition of a land-trade organization supported by a land bank leads to more fragmented pattern of nature reserves. [ABSTRACT FROM AUTHOR]

Since the Middle Ages the Dutch have reclaimed many lakes and parts of the sea, creating polders. Drainage is required to use the land: for the inhabitants, for agriculture and for nature. Traditionally drainage was by gravity: through open (and later pipe) drains excess rainfall was transferred into open collector drains, from where the water was pumped out to a river, lake or the sea. Since the 1950s, land use has been changing towards a more diverse and intensive agriculture, more attention for nature, recreation and continuing urbanization. On top of this, the climate is changing: significant increases in precipitation, both average and extreme. Until recently, the solution to more excess water was to increase pump capacity. Yet the combined problems of climate change, sea level rise, subsidence and urbanization require more structural changes in water management. Drainage systems have to be modified to enable the shift from a strategy of rapid removal of all excess water to one that continuously controls water levels individually in each agricultural plot. A new approach of ‘retention, storage and controlled removal’ is being used to develop climate adaptation scenarios for the three hydro-ecological zones in the Netherlands, i.e.: (1) the man-made polder areas with marine clay soils along the North Sea coast and the former Zuider Sea; (2) the low-lying peat lands in the west and north; and (3) the sandy and loamy soils areas in the centre, south and east. New approaches for tailor-made drainage solutions following this strategy are being tested in various pilot areas in the three zones. Although the research is still ongoing, this paper presents the lessons learned to date related to the challenges, risks and limitations associated with the introduction of these new drainage strategies for coping with climate change in the Netherlands. Climate change is currently impacting cultural heritage globally. Despite advances in the understanding of the relationship between climate change impacts and cultural heritage, there are significant barriers that hamper adaptation of cultural heritage to current and projected climate risks. This paper aims to advance the empirical understanding of barriers to adapting cultural heritage to climate-related impacts in the Netherlands by identifying different barriers, their interdependencies, and possible strategies to overcome these barriers. Using a web-based questionnaire with 57 experts, we find that the most frequently reported barriers are a lack of climate change adaptation policy for cultural heritage, and lack of climate vulnerability and risk assessments for diverse cultural heritage types. Our study finds that barriers are perceived to be interdependent and conjointly constrain adapting cultural heritage to climate change. In a context of high uncertainty about hydro-climatic variables, the development of updated methods for climate impact and adaptation assessment is as important, if not more important than the provision of improved climate change data. In this paper, we introduce a hybrid method to facilitate mainstreaming adaptation of stormwater systems to climate change: i.e., the Mainstreaming method. The Mainstreaming method starts with an analysis of adaptation tipping points (ATPs), which is effect-based. These are points of reference where the magnitude of climate change is such that acceptable technical, environmental, societal or economic standards may be compromised. It extends the ATP analysis to include aspects from a bottom-up approach. The extension concerns the analysis of adaptation opportunities in the stormwater system. The results from both analyses are then used in combination to identify and exploit Adaptation Mainstreaming Moments (AMMs). Use of this method will enhance the understanding of the adaptive potential of stormwater systems. We have applied the proposed hybrid method to the management of flood risk for an urban stormwater system in Dordrecht (the Netherlands). The main finding of this case study is that the application of the Mainstreaming method helps to increase the no-/low-regret character of adaptation for several reasons: it focuses the attention on the most urgent effects of climate change; it is expected to lead to potential cost reductions, since adaptation options can be integrated into infrastructure and building design at an early stage instead of being applied separately; it will lead to the development of area-specific responses, which could not have been developed on a higher scale level; it makes it possible to take account of local values and sensibilities, which contributes to increased public and political support for the adaptive strategies., (Copyright © 2012 Elsevier Ltd. This paper situates climate resilience as a solution to urban flooding under racial capitalism by examining its implementation across Amsterdam, the Netherlands, and Dhaka, Bangladesh. The necessity for cities to enhance their climate resilience in the face of urban flooding has become a dominant refrain in the global governance of climate change. This is the case in both the Netherlands and Bangladesh, locations that are respectively and divergently framed as global "masters" of water management and needy "apprentices" requiring international guidance on flood control and economic development. I place these two sites in conversation with one another to break down constructed ontological and epistemological divides across the global North and global South, drawing attention to the relationship between contemporary urban climate resilience policies and broader histories of socio-ecological injustice under racial capitalism. I argue that urban climate resilience policies across Amsterdam and Dhaka renegotiate and reconfigure techniques, practices and ideologies of racial and class-based inequality in response to threats and insecurity posed by climate change within and across urban scales. Looking across Amsterdam and Dhaka, I demonstrate that climate resilience policies primarily aim to protect status quo forms of capital accumulation at the urban scale rather than enact comprehensive climate adaptation measures. As a result, the ineffective and inequitable nature of resilience continues to support highly racially uneven urban socio-natures across the global North and global South, enabled by racist imaginaries where communities in the global South – particularly the urban poor – are framed as being undeserving of environmental justice.
