Cement and concrete are essential for global development. However, cement manufacture is responsible for around 7–8% of global greenhouse gas emissions, with significant growth anticipated. Beyond efficiencies in cement manufacturing, other strategies for using less cement in construction through applying the principles of efficient design, circular economy and reuse also have the potential to reduce emissions. A further option is to move towards cements with different compositions and inherently lower embodied carbon dioxide. This paper focuses on these materials and the challenges to their widespread adoption, drawing mainly on applied research, trials and standardisation activities conducted in the UK and the EU. In addition to modification of standards, basic technical and practical information such as strength development curves, durability, site considerations and a shared broad body of evidence are key for specifiers to consider when using any new cement. The paper describes the role of standards and specifications and the underpinning information (applied research, published case studies and experience) essential in getting any new cement adopted. How does protest affect political speech? Protest is an important form of political claim-making, yet our understanding of its influence on how individual legislators communicate remains limited. Our paper thus extends a theoretical framework on protests as information about voter preferences, and evaluates it using crowd-sourced protest data from the 2017–2019 Fridays for Future protests in the UK. We combine these data with ~2.4m tweets from 553 legislators over this period and text data from ~150k parliamentary speech records. We find that local protests prompted MPs to speak more about the climate, but only online. These results demonstrate that protest can shape the timing and substance of political communication by individual elected representatives. They also highlight an important difference between legislators' offline and online speech, suggesting that more work is needed to understand how political strategies differ across these arenas. Application for Research Ethics Committee (REC) approval and the conduct of medical research is paper intensive. This retrospective study examined all applications to a single REC in the south of England over one year. It estimated the mass of paper used, comparing the proportional paper consumption of different trial types and during different stages of the research process, quantifying the consumption in terms of carbon dioxide emissions. In 2009, 68 trials were submitted to the REC. Total paper consumption for the REC process and study conduct was 176,150 sheets of A4 paper (879 kg), equivalent to an estimated 11.5 million sheets (88 tonnes, 2,100 trees) a year for the UK; the REC process accounted for 26.4%. REC applications and the conduct of approved trials generate considerable environmental impact through paper consumption contributing to the NHS's carbon footprint. Paper use might be reduced through the implementation of digital technologies and revised research methods, namely changing attitudes in both researchers and ethics committees. Extreme high temperatures are associated with increased incidences of rail buckles. Climate change is predicted to alter the temperature profile in the United Kingdom with extreme high temperatures becoming an increasingly frequent occurrence. The result is that the number of buckles, and therefore delays, expected peryear will increase if the track is maintained to the current standard. This paper uses a combination of analogue techniques and a weather generator to quantify the increase in the number of buckles and rail related delays in the southeast of the United Kingdom. The paper concludes by assigning a cost to the resultant rise in delays and damage before making recommendations on how these effects can be mitigated. Disposable paper cups comprise typical single-use plastic items, as they are lined internally with a thin plastic coating for waterproofing. They are consumed at a staggering rate worldwide, with the UK alone consuming around 7 million cups daily, thus annually producing around 30,000 tonnes of paper cup waste. Contrary to popular belief, less than 1 in 400 paper cups is currently recycled in the UK, which is in stark contrast to the waste hierarchy and the European Commission's ambitious Circular Economy Action Plan. Paper cups typically end up in landfill sites or even improperly disposed of, contributing to (micro)plastic waste and potentially polluting the world's oceans. The implications of the latter are not fully known yet and cannot be quantified by existing life cycle impact assessment methods. By employing the life cycle assessment methodology, UK's annual carbon footprint from paper cup consumption was found to be 75 kt of carbon dioxide equivalents, which is similar to that of manufacturing 11,500 mid-size passenger cars. Globally, their environmental footprint was found to be comparable to that of some 1.5 M average European inhabitants, indicating the nature and extent of the single-use plastics problem, which paper cups are just a typical example of. Paper cup recycling could reduce this environmental footprint by up to 40%, whereas switching to reusable cups appears to be more environmentally sustainable, achieving a threefold reduction in carbon emissions, which at global scale is more than twice Malta's annual carbon footprint. Results indicate that consumerism along with small daily choices, such as using reusable cups or bags instead of their disposable counterparts, could play a huge role in climate change. At policy level, no concrete measures to curb the superfluous consumption of paper cups, as well as of other single-use plastic items that are becoming increasingly ubiquitous, have materialised. Furthermore, it appears that decision- and policy-makers tend to step in to curtail wasteful and polluting practices only when environmental problems have started to generate widespread concern, instead of undertaking preventative policy measures. This paper examines discourses of bullying in international climate politics. Drawing on two cases, first the (social) media coverage which surrounded climate activist Greta Thunberg's visits to the UK in 2019, and second Thunberg's interactions with former US President Donald Trump, alongside a theoretical framework inspired by feminist geopolitics, the paper argues that discourses of bullying can be conceptualised as a series of figurations (the 'bully', the 'bullied', and the 'anti-bully') which reproduce individuated relations of power. Overall, the paper argues that individuating bullying discourses perpetuate a politics of white innocence which preserves petro-masculine power in international climate politics. To contest these unequal power dynamics, the paper argues for an anti-bullying politics grounded in collective, intersectional challenges to climate injustice. [ABSTRACT FROM AUTHOR]

Policies to reduce air travel demand, including in the tourism sector, are urgently required as air travel's climate impact keeps growing while low-carbon aviation remains a distant perspective. Policy options include flat rate taxes per flight, taxes on flight miles or emissions, or frequent flyer levies, yet little is known about how their distributional impacts compare. This paper examines the distributional effects of various air travel tax options for the UK, informed by an analysis of the distribution of (frequent) flights and associated emissions over income and other social characteristics. We find that 'frequent flights' are even more unequally distributed than all flights and that all taxes on air travel are distributionally neutral or progressive. The most progressive option is a 'frequent air miles tax' based on both the number of flights and emissions. At the same time, some social groups like recent migrants are relatively likely to be 'frequent flyers' even on lower incomes. Overall however, our results show that taxing air travel is far less regressive than taxing home energy or motor fuels. Taxes on air travel, while often portrayed as unfair in public discourses, therefore raise fewer fairness concerns than other types of carbon taxes. [ABSTRACT FROM AUTHOR]

In order to effectively model the potential impacts of future climate change, there is a requirement for climate data inputs which (a) are of high spatial and temporal resolution, (b) explore a range of future climate change scenarios, (c) are consistent with historical observations in the historical period, and (d) provide an exploration of climate model uncertainty. This paper presents a suite of climate projections for the United Kingdom that conform to these requirements: CHESS-SCAPE. CHESS-SCAPE is a 1 km resolution dataset containing 11 near-surface meteorological variables that can be used to as input to many different impact models. The variables are available at several time resolutions, from daily to decadal means, for the years 1980–2080. It was derived from the state-of-the art regional climate projections in the United Kingdom Climate Projections 2018 (UKCP18) regional climate model (RCM) 12 km ensemble, downscaled to 1 km using a combination of physical and empirical methods to account for local topographic effects. CHESS-SCAPE has four ensemble members, which were chosen to span the range of temperature and precipitation change in the UKCP18 ensemble, representing the ensemble climate model uncertainty. CHESS-SCAPE consists of projections for four emissions scenarios, given by the Representative Concentration Pathways 2.6, 4.5, 6.0 and 8.5, which were derived from the UKCP18 RCM RCP8.5 scenarios using time shifting and pattern scaling. These correspond to UK annual warming projections of between 0.9–1.9 K for RCP2.6 up to 2.8–4.3 K for RCP8.5 between 1980–2000 and 2060–2080. Little change in annual precipitation is projected, but larger changes in seasonal precipitation are seen with some scenarios projecting large increases in precipitation in the winter (up to 22 %) and large decreases in the summer (up to - 39 %). All four RCP scenarios and ensemble members are also provided with bias correction, using the CHESS-met historical gridded dataset as a baseline. With high spatial and temporal resolution, an extensive range of warming scenarios and multiple ensemble members, CHESS-SCAPE provides a comprehensive data resource for modellers of climate change impacts in the UK. The energy transition and achieving net-zero goals were viewed as a straight road – in some quarters. Still, with the realities on the ground, energy security has emerged as another path governments must earnestly consider. The government of the United Kingdom has backed, and committed itself to achieving, a greener and clean-energy society through various policies and laws. However, the Russian–Ukraine crisis has raised a vital question of energy security for the government. This paper looks pragmatically at some issues and opportunities for the UK government. This paper seeks to explore how professionals in the financial sector understand the challenge that climate change presents to economy and society. It is a case study into how 'climate-related financial risk' is understood in a particular area of expertise – within the actuarial profession. There is an increasingly prominent claim among financial regulators that climate change should be considered as an issue of financial risk and stability; it is argued that this will drive capital towards green ends, and an orderly low carbon transition. Responding to this, actuaries are seeking to establish climate-related risk as part of their professional jurisdiction. Yet they are struggling to do so because of their relationship to the investment chain and because the tools they employ for risk management, mostly drawn from financial economics, are fundamentally failing to consider, quantify and financialise climate risks. Instead, the profession is moving toward scenario-based tools for managing climate-related uncertainty that incorporate narratives about policy interventions and market reaction. The paper draws on interviews and ethnographic research conducted with members of the UK-based Institute and Faculty of Actuaries (IFoA) to explore these established and emerging risk management tools and perspectives. The urgent and interlocking social, economic and ecological crises faced by societies around the world require dialogue, empathy and above all, hope that transcends social divides. At a time of uncertainty and crisis, many societies are divided, with distrust and divides exacerbated by media representations pitting different groups against one another. Acknowledging intersectional interrelationships, this collaborative paper considers one type of social distinction – generation – and focuses on how trust can be rebuilt across generations. To do this, we collate key insights from eight projects that shared space within a conference session foregrounding creative, intergenerational responses to the climate and related crises. Prompted by a set of reflective questions, presenters commented on the methodological resources that were co-developed in intergenerational research and action spaces. Most of the work outlined was carried out in the UK, situated in challenges that are at once particular to local contexts, and systematic of a wider malaise that requires intergenerational collaboration. Reflecting across the projects, we suggest fostering ongoing, empathetic dialogues across generations is key to addressing these challenges of the future, securing communities that are grounded as collaborative and culturally responsive, and resilient societies able to adapt to and mitigate the impacts of change. The roles digital media-technologies play in raising public issues relating to emerging technologies and their potential for engaging publics with science and policy assessments is a lively field of inquiry in Science and Technology Studies (STS). This paper presents an analysis of controversies over proposals for the large-scale removal of atmospheric carbon dioxide (CDR). The study combines a digital method (web-querying) with document analysis to map debates about two CDR approaches: bioenergy with carbon capture and storage (BECCS) and afforestation. In the first step, we locate actors using the web to engage with BECCS and afforestation and map their alignments in relation to competing framings of CDR. In a second step, we examine the devices deployed by UK-based actors to evidence and contest the feasibility of BECCS and afforestation. Our analysis shows that policy distinctions between "natural" and "engineered" CDR are used flexibly in practice and do not map neatly onto actor engagement with BECCS and afforestation. We highlight the predominance of cross-cutting techno-economic expertise and argue that framings of CDR as a solution to governing climate change may contribute to public disengagement from climate policy processes. Climate change and the need for weather-resilient infrastructure is introducing new safety, performance and financial challenges and opportunities to regulators and those that are regulated. As the safety and economic regulator for railways in Great Britain, the Office of Rail and Road is required to protect the interests of rail users and funders by improving the safety, value and performance of railways, today and in the future. The approach to and understanding of climate change and weather resilience is developing; however, there is an expectation of infrastructure managers to make their asset types more resilient to climate change. This paper explores potential gaps in industry knowledge, what is 'good' practice, how to assess safety and efficiency and how to measure value. Understanding these questions will inform an approach. Regulatory experience suggests that a spectrum of practice exists, from more resilient business as usual to technology adoption. Regional variation has implications for funding, accountability and stakeholders. In this paper, the authors have collected examples across the spectrum; these have been grouped into four themes and an accessible model created to optimise decision making. The authors conclude that proactive value-driven approaches to weather resilience are possible but will require organisational adaptability and recognition that there is no 'one-size-fits-all' approach. Do 'green' environmental concerns – such as about biodiversity, climate change, pollution – deter citizens from having children? This paper reports the first longitudinal evidence consistent with that increasingly discussed hypothesis. It follows through time a random sample of thousands of initially childless men and women in the UK. The paper shows that those individuals who are committed to a green lifestyle are found to be substantially less likely to go on later to have offspring. Probit and Weibull survival models are estimated. The results are robust to controlling for people's age, education, income, marital status, mental health, life satisfaction, optimism, and physical health. The paper's key estimated effect-size is substantial. A person entirely unconcerned about environmental behaviour is estimated to be just over 50% more likely to go on to have a child than a deeply committed environmentalist. • Will fertility decline because humans become so concerned about environmental damage? • Using UK data on thousands of randomly selected young adults, we provide the first longitudinal evidence that those who have environmental concerns and act in a 'green' way go on to have fewer children. • The estimated effect-size is large. Appropriate adaptation planning is contingent upon information about the potential future impacts of climate change, and hydrological impact assessments are of particular importance. The UKSCAPE-G2G datasets were produced, as part of the Natural Environment Research Council (NERC) UK-SCAPE (UK Status, Change and Projections of the Environment) programme, to contribute to this information requirement. They use the Grid-to-Grid (G2G) national-scale hydrological model configured for both Great Britain and Northern Ireland (and the parts of the Republic of Ireland that drain to rivers in NI). Six separate datasets are provided, for two sets of driving data – one observation-based (1980–2011) and one climate-projection-based (1980–2080) – for both river flows and soil moisture on 1 km × 1 km grids across Great Britain and Northern Ireland. The river flow datasets include grids of monthly mean flow, annual maxima of daily mean flow, and annual minima of 7 d mean flow (m 3 s -1). The soil moisture datasets are grids of monthly mean soil moisture content (m water / m soil), which should be interpreted as depth-integrated values for the whole soil column. The climate-projection-based datasets are produced using data from the 12-member 12 km regional climate model ensemble of the latest UK climate projections (UKCP18), which uses RCP8.5 emissions. The production of the datasets is described, along with details of the file format and how the data should be used. Example maps are provided, as well as simple UK-wide analyses of the various outputs. These suggest potential future decreases in summer flows, annual minimum 7 d flows, and summer/autumn soil moisture, along with possible future increases in winter flows and annual maximum flows. The NHS accounts for 5.4% of the UK's total carbon footprint, with the perioperative environment being the most resource hungry aspect of the hospital. The aim of this systematic review was to assimilate the published studies concerning the sustainability of the perioperative environment, focussing on the impact of implemented interventions. A systematic review was performed using Pubmed, OVID, Embase, Cochrane database of systematic reviews and Medline. Original manuscripts describing interventions aimed at improving operating theatre environmental sustainability were included. 675 abstracts were screened with 34 manuscripts included. Studies were divided into broad themes; recycling and waste management, waste reduction, reuse, reprocessing or life cycle analysis, energy and resource reduction and anaesthetic gases. This review summarises the interventions identified and their resulting effects on theatre sustainability. This systematic review has identified simple, yet highly effective interventions across a variety of themes that can lead to improved environmental sustainability of surgical operating theatres. Combining these interventions will likely result in a synergistic improvement to the environmental impact of surgery. • Perioperative environments use 3–6 times more energy than the hospital in general. • Paper/cardboard recycling bins in operating areas led to a 50–67% recycling rate. • Reusable items can lead to 70% reduction in waste generation. • Alcohol scrub solutions vs handwashing saves ∼930,000 L/year/hospital of water. • Dispensing propofol in 20 mL bottles instead of 50/100 mL reduces drug wastage by 90%. • Many local authorities are preparing climate actions plans. • Policies to increase distributed energy generation such as PV are likely. • As capacities increase, PV can dominate system variability and predictability. • Predictive demand side response (DSR) may be too coarse to address this. • More granular techniques such as using system frequency may be required. Since 2018, over three quarters of UK local governments have signed climate emergency declarations signalling a new phase in local climate action. Many areas are developing climate action plans and considering what policies could be adopted to increase the use of distributed energy resources, such as building-integrated photo-voltaic (PV) generation. In this paper we demonstrate how city-scale backcasting can be used as a tool to go beyond technical feasibility and explore the policy, market and governance implications of decarbonisation pathways across the local and nation scales. Using urban PV as an example we model three scenarios for increasing installed capacity in the UK city of Bristol and demonstrate how, in each case, PV switches from being a minor 'negative load' on the energy system to being the dominant factor determining the volatility and predictability of the energy demand during daylight hours. Current approaches to integrating distributed energy resources into the wider system tend to focus on predictive modelling and half-hourly pricing to drive demand-side response. Our analysis indicates the risks of relying on these non-real time methods and suggests that more granular techniques such as triggering local DSR based on changes in electricity system frequency could better manage the variability of high levels of PV deployment at the local scale. We also demonstrate the importance of developing new local approaches to system integration that bring together network operators, local authorities and other local actors to deploy renewable generation and flexibility assets in coordination. Research into weather circulation changes over the UK for future climate has mainly focused on changes in the Summer and Winter seasons, with less analysis on seasonality and the transition seasons. Using the 30 Met Office weather patterns we examine the influence of climate change on seasonality through atmospheric circulation using a number of climate models. Changes in seasonality are important as they can have large impacts on many sectors including agriculture, energy and tourism. This paper finds a noticeable increase in Autumn over the UK in the frequency of drier summer-type regimes and a decrease in stormy winter types that emerge as early as the 2020s. The change in circulation signal once isolated from the overall signal is responsible for a 4–12% decrease in Autumn mean rainfall on average for England by the end of this century (where the values in the range are dependent on the emissions scenario). This change is projected over English regions that are already experiencing water stress, and with predictions of drier summers over the UK in future, this could further increase drought risk. The change in circulation in Autumn also moderates the large increase in the number of large-scale extreme daily rainfall events over the same regions predicted due to climate change. While this future circulation change is replicated across all the climate models used, large differences remain in the strength of the signal between models. Following Greta Thunberg's school strike in Stockholm in August 2018 and the October 2018 'declaration of rebellion' by activists in the UK, 2019 saw several climate protest movements rise to public attention, including Fridays for Future (FFF), Extinction Rebellion (XR), and the US Sunrise Movement. What is striking about them is that they rather bluntly refer to science in their campaigns. In this paper, we present an in-depth and comparative study of how the new climate protest movements relate to scientific evidence. Employing a narrative analysis of different types of data (websites, press releases, and media coverage), we study the movements' understandings of 'the science' as well as of science's role in policy processes. We find that the movements in their initial phase predominantly rely on science for their legitimation and adopt a scientific worldview with very little 'green ambivalence'. The scale of the decarbonisation challenge and the short timeframes over which action is required demand urgent action. This paper is set within the surface transport sector, now the largest sector of emissions with the slowest pace of change in many advanced liberal economies. It focuses on the strategies and actions of local government which is recognised to be a central player in catalysing change. Our evidence is derived from the actions of two UK local areas which claim to be at the forefront of the decarbonisation challenge. The paper focuses on the role of funding and financial mechanisms in addressing the climate crisis. In the face of an established pattern of austerity and hollowing out of local government we explore how deep transformation is being envisaged. We find a recursive set of issues which derive from a dependence on funding from outwith. This dependence means that despite comprehensive overarching strategies and goals the funding available is the core of the strategy. This means that the nature of the funds, such as the requirement for experimentation, innovation or private sector leverage, defines direction. In turn, and to maintain success in attracting funds, there is an emphasis on presenting 'premium spaces of ambition' with little evidence of attention to broader systemic change. This duality is openly recognised. This paper advances a wider point that greater emphasis should be placed on the 'financialisation' of climate policy and the reality rather than the rhetoric of change. [ABSTRACT FROM AUTHOR]

The soil moisture datasets are grids of monthly mean soil moisture content (m water/m soil), which should be interpreted as depth-integrated values for the whole soil column. The climate projection-based datasets are produced using data from the 12-member 12km regional climate model ensemble of the latest UK climate projections (UKCP18), which uses RCP8.5 emissions. The production of the datasets is described, along with details of the file format, and how the data should be used. Example maps are provided, as well as simple UK-wide analyses of the various outputs. These suggest potential future decreases in summer flows, annual minimum 7-day flows, and summer/autumn soil moisture, along with possible future increases in winter flows and annual maximum flows. This paper uses game theory to examine the efforts of public sector actors in the UK to integrate climate change interventions within development processes. Drawing on desk-based analysis and interviews, we identify instances where private-sector developers act strategically to exploit public-sector imperatives to deliver economic growth and housing. We find these imperatives constrained the agency of planners to effectively reconcile climate mitigation/adaptation objectives within wider priorities of economic growth. Yet, we identify instances whereby strategic planning frameworks, informal networks and bespoke development frameworks were effective means to build trust between actors and foster co-operation, better enabling development which meets climate change mitigation/adaptation objectives. In doing so, we illustrate the practical and theoretical value of game theory, whilst highlighting how careful use of strategic planning can support achieving climate change mitigation/adaptation objectives at a local scale. Many communities around the world are facing increasing flood-induced damage to bridges due to climate change and rising urbanisation. It is thus crucial to understand how different bridge types suffer from flooding and how this may affect surrounding networks. Despite the large body of literature for seismic and hurricane taxonomies, few classifications exist for bridges at flood risk. In this work, existing global bridge classifications were reviewed in order to derive a bridge–flood taxonomy. The review revealed that existing studies mainly classify bridges according to the superstructure material, whereas subclasses consider superstructure and substructure components. A taxonomy of 20 attributes for riverine roadway bridges susceptible to flood hazards is proposed in this paper. Its applicability for three bridge datasets in the UK was verified. The results showed that the considered datasets have data for 13 attributes, which can be used to derive regional bridge classes. In general, the taxonomy is functional for standardising different bridge datasets and applying/developing damage models for given bridge portfolios of flood-prone countries. Future works could apply the taxonomy to additional bridge datasets within a network for risk assessments; the proposed taxonomy could also be extended to allow integration with functionality and restoration models. Recent extreme weather events have had severe impacts on UK crop yields, and so there is concern that a greater frequency of extremes could affect crop production in a changing climate. Here we investigate the impacts of future climate change on wheat, the most widely grown cereal crop globally, in a temperate country with currently favourable wheat-growing conditions. Historically, following the plateau of UK wheat yields since the 1990s, we find there has been a recent significant increase in wheat yield volatility, which is only partially explained by seasonal metrics of temperature and precipitation across key wheat growth stages (foundation, construction and production). We find climate impacts on wheat yields are strongest in years with compound weather extremes across multiple growth stages (e.g. frost and heavy rainfall). To assess how these conditions might evolve in the future, we analyse the latest 2.2 km UK Climate Projections (UKCP Local): on average, the foundation growth stage (broadly 1 October to 9 April) is likely to become warmer and wetter, while the construction (10 April to 10 June) and production (11 June to 26 July) stages are likely to become warmer and slightly drier. Statistical wheat yield projections, obtained by driving the regression model with UKCP Local simulations of precipitation and temperature for the UK's three main wheat-growing regions, indicate continued growth of crop yields in the coming decades. Significantly warmer projected winter night temperatures offset the negative impacts of increasing rainfall during the foundation stage, while warmer day temperatures and drier conditions are generally beneficial to yields in the production stage. This work suggests that on average, at the regional scale, climate change is likely to have more positive impacts on UK wheat yields than previously considered. Against this background of positive change, however, our work illustrates that wheat farming in the UK is likely to move outside of the climatic envelope that it has previously experienced, increasing the risk of unseen weather conditions such as intense local thunderstorms or prolonged droughts, which are beyond the scope of this paper. Flooding is one of the UK's biggest risks, and changes to our climate with predictions of warmer, wetter and stormier winters will increase the risk further. The Environment Agency's National Flood and Coastal Erosion Risk Management Strategy for England (2020) sets out ambitions to create climate resilience places and infrastructure for today's and tomorrow's climate. It works to the vision of 'a nation ready for, and resilient to, flooding and coastal change — today, tomorrow and to the year 2100'. Among many objectives set out, the strategy commits risk management authorities to mainstream the use and take-up of property flood resilience (PFR) — that is, those measures that aim to reduce the amount of water entering a property, and those adaptations that can be made to reduce damage if it does enter. The PFR sector has evolved over the last decade with varying success, limited uptake and perceptions of 'failure' through poor workmanship and an absence of guidance. In 2021 a new Code of Practice (CoP) was published, providing guidance on six standards: hazard assessment, property survey, options development, construction, commissioning and handover, and operation and maintenance. This paper explores the objective of the Code, its benefits and limitation, highlighting that while the Code remains voluntary, growing awareness and application by risk management authorities such as the Environment Agency (EA) and lead local flood authorities will help drive up standards. Consistent delivery to acceptable standards will meet homeowner and insurer needs, thereby building a body of evidence of successful delivery and outcomes. [ABSTRACT FROM AUTHOR]

Maximising resource‐use efficiency, productivity and environmental sustainability are all fundamental requirements to raise global food production by ~70 per cent in order to feed a world population of ~9.7 billion people by 2050. Perhaps the most vital resource within our capacity to achieve this goal is our soil. Broadly, the fundamental question concerns whether or not satisfying this production demand will accelerate soil degradation, climate change, and the loss of soil carbon stocks. This paper builds upon the outputs of the UK Charity 'Food & Farming Futures' (chaired by Lord Curry of Kirkharle) virtual workshop held on 23 March 2021, entitled 'Capturing the Potential of Soil'. The event focussed on the link between soil health, primarily soil organic carbon (SOC), and agricultural productivity. Supported with commentaries by Professor Pete Smith (University of Aberdeen and Science Director of the Scottish Climate Change Centre of Expertise) and Professor Steve McGrath (Head of Sustainable Agricultural Sciences at Rothamsted Research), specific focus will be given to the research challenges within the UK's ability to improve soil health and functionality, the implementation priorities that must be held in order to improve soil management by 2050 and what the potential co‐benefits could be. These co‐benefits were scattered across environmental, economic, social and political issues, yet they may be summarised into six primary co‐benefits: developing natural capital, climate change mitigation, carbon trading, improvements in crop yield, animal performance and human health (nutrition). Additionally, the main barriers to improved soil management practices are centred on knowledge exchange‐regarding agri‐environmental techniques—whilst the most impactful solutions rely on soil monitoring, reporting and verification. For those involved in planning for regional and local scale changes in future climate, there is a requirement for climate information to be available in a context more usually associated with meteorological timescales. Here we combine a tool used in numerical weather prediction, the 30 weather patterns produced by the Met Office, which are already applied operationally to numerical weather prediction models, to assess changes in the UK Climate Projections (UKCP) Global ensemble. Through assessing projected changes in the frequency of the weather patterns at the end of the 21st Century, we determine that future changes in large-scale circulation tend towards an increase in winter of weather patterns associated with cyclonic and westerly wind conditions at the expense of more anticyclonic, settled/blocked weather patterns. In summer, the results indicate a shift towards an increase in dry settled weather types with a corresponding reduction in the wet and windy weather types. Climatologically this suggests a shift towards warmer, wetter winters and warmer, drier summers; which is consistent with the headline findings from the UK Climate Projections 2018. This paper represents the first evaluation of weather patterns analysis within UKCP Global. It provides a detailed assessment of the changes in these weather patterns through the 21st Century and how uncertainty in emissions, structural and perturbed parameters affects these results. We show that the use of these weather patterns in tandem with the UKCP projections is useful for future work investigating changes in a range of weather-related climate features such as extreme precipitation. We describe the approach taken to develop the United Kingdom's first community Earth system model, UKESM1. This is a joint effort involving the Met Office and the Natural Environment Research Council (NERC), representing the U.K. academic community. We document our model development procedure and the subsequent U.K. submission to CMIP6, based on a traceable hierarchy of coupled physical and Earth system models. UKESM1 builds on the well‐established, world‐leading HadGEM models of the physical climate system and incorporates cutting‐edge new representations of aerosols, atmospheric chemistry, terrestrial carbon, and nitrogen cycles and an advanced model of ocean biogeochemistry. A high‐level metric of overall performance shows that both models, HadGEM3‐GC3.1 and UKESM1, perform better than most other CMIP6 models so far submitted for a broad range of variables. We point to much more extensive evaluation performed in other papers in this special issue. The merits of not using any forced climate change simulations within our model development process are discussed. First results from HadGEM3‐GC3.1 and UKESM1 include the emergent climate sensitivity (5.5 and 5.4 K, respectively) which is high relative to the current range of CMIP5 models. The role of cloud microphysics and cloud‐aerosol interactions in driving the climate sensitivity, and the systematic approach taken to understand this role, is highlighted in other papers in this special issue. We place our findings within the broader modeling landscape indicating how our understanding of key processes driving higher sensitivity in the two U.K. models seems to align with results from a number of other CMIP6 models. In September 2019, the U.K. House of Commons Environmental Audit Committee warned that the United Kingdom's food supply was vulnerable to climate change. Within the U.K. food retailing is highly concentrated with the four leading food retailers accounting for almost 70% of all food sales. In the face of the threat of climate change to food supplies, a focus on resilience might be seen to have much to offer retailers. However, little work has been published in the academic literature on if, and how, retailers are employing the concept of resilience in their business plans. With these thoughts in mind, this commentary paper provides an exploratory review of how the United Kingdom's four leading food retailers, namely Tesco, Sainsbury's, Asda, and Morrisons, have publicly acknowledged the importance of resilience in the face of climate change. The paper outlines definitions of resilience and retail resilience, draws out four general themes within the U.K. food retailers' resilience plans, and offers some wider reflections on the retailers' resilience plans in the face of climate change. The EU's work on climate change is key to the regional and international fight against the problem, and disruptions to it have global implications. When analyzing the effects of the UK's decision to leave the EU (Brexit) on EU climate action, this paper looks at two types of impact. The first is related to UK absence from EU climate policy, finance and diplomacy following the actual UK departure from the EU. The second is related to the costs attached to the withdrawal process, including the additional costs and uncertainty created by the delayed UK departure. These latter implications of Brexit have been less explored by the literature, although the last years provide plenty of evidence for them. The paper finds that the impact of Brexit on EU climate action is mainly negative, without denying some potential positive impact and while acknowledging the limitations of a study that entails forecasting in an uncertain political context. Key policy insights Following Brexit, the EU will lose a member that supported its climate action internally and internationally through commitment to high emissions reduction targets at the EU level, policy solutions, and financial and diplomatic support. The withdrawal process itself has had a negative impact on EU climate action: Brexit has hijacked the EU agenda, captured EU human and administrative resources and increased the uncertainty in which investors and businesses operate. Planning for separate European Councils to deal with Brexit could prevent agenda hijacking. Both the EU and UK also need to provide businesses with a clear regulatory framework. A repeatedly postponed Brexit has caused additional damage, by prolonging uncertainty. Continuing to work with the UK on climate during the Brexit negotiations and after the UK departure should be a priority for the EU, as well as ensuring the willingness to cooperate is not spoiled by mutual resentment. Climate projections suggest that the UK will be increasingly affected by climate-induced hazards in the future, exacerbating the potential for multihazard events to occur. This paper explores the extent to which climate resilience is being embedded in current and future rail transport infrastructure projects in London through use of a multihazard approach. It concludes that a multihazard approach is a relatively new concept and is therefore not currently being considered widely. However, opportunities for decision makers to explore its value to mitigate climate risks through collaborative working and further research exist – this paper recommends that two main stages are required to achieve this. Route 1 requires climate/hazard experts to identify and characterise the different hazard interactions that could occur, including their impact on the UK/London. Following this, route 2 involves the creation of multidisciplinary workshops to identify any multihazard vulnerabilities associated with different rail assets – potentially highlighting areas where further research is required. The paper concludes that although a London rail context has been adopted in order to understand the relevance of a multihazard approach, there is opportunity for it to be considered across many different sectors in the UK and the wider civil engineering industry. In recent years, there has been a risen interest in heat recovery systems for building applications due to concerns about the energy crisis and global climate change. In this paper, the intention to understand the performance of a window thermoelectric heat pump/heat recovery system (Ecopump) for heating has been developed. An overview to the prototype design, heat transfer model, experimental parameters and environmental feasibility is discussed. The variation of MATLAB modelling results followed the same regularity as the experimental results. The MATLAB model along with Revit has been used to simulate the Ecopump's performance when installed in a sustainable house in the UK. From the calculation, Ecopump can provide 670 kWh heating energy and reduce 90.6 kg CO2 emissions per year. The proposed Ecopump system combined with window frame could be a promising technology to enhance space heating for domestic buildings while reducing energy consumption during daily ventilation. The saltmarsh carbon storage potential is a key topic in blue carbon research and climate policy. Ecosystem service valuations provide valuable information to policymakers for habitat management and climate change mitigation policies. Yet, only few saltmarsh valuation studies have included the carbon storage service in the UK context. This paper investigates how the public values saltmarsh ecosystem services, focussing on the carbon storage service. We used a choice experiment to elicit the willingness to pay (WTP) of a representative sample of the Scottish public to support interventions that would maintain or improve the provision of these services. Furthermore, we tested the effect of information on individuals' preferences and WTP with a split sample approach where one group received a treatment in the form of additional information. We found that (i) all attributes had a significant influence on individuals' choices; (ii) both groups had, on average, a positive marginal WTP for all presented ecosystem services; (iii) the treated sample had, on average, no significantly different marginal WTP for carbon storage than the control group. This paper adds to the limited literature on the saltmarsh carbon storage ecosystem service and demonstrates a developed nation's public's openness to nature-based climate change mitigation solutions. The interests of children in a climate-challenged future are under-represented within UK policy-making and public discourse. Debates on intergenerational equity have centred on economic logic rather than the moral issue of harms to the next generation, or the responsibilities of today's generation. Civil movements play an important role in changing public and political thinking on this issue; however, research on intergenerational climate justice activism has so far been confined to the youth movement. This study uses an in-depth diary and interview dataset of 20 UK-based activist mothers and fathers to explore the emotional spaces of parenting and campaigning for intergenerational climate justice. Attention was paid to the role of parenthood in the framing and motivation for action, and the way that campaigning was sustained or impeded by activist parents' personal relationships. The study found that the emotional spaces of activist parenting were managed and demarcated through moral boundary work that was used to define, distinguish and legitimise a collective representation. These boundaries were relational and drawn selectively to include similar others and to form bridges with politicians; boundaries also functioned to delegitimise the role of adults without children, and to exclude and excuse younger children and older relatives from playing a part in justice activism. Failure to take climate change seriously enough has resulted in the world now facing a climate emergency, with rising global temperatures, melting polar ice caps, increasingly frequent and severe storms, floods and droughts, and rising sea levels. Despite being the first country in the world to set statutory carbon emissions reduction targets (in the Climate Change Act 2008), the UK government since 2012 has fallen increasingly behind, even by its own standards. This paper details what this has meant in terms of specific policies and identifies some of the reasons for this policy failure: in particular, a negative attitude towards regulation and a return to a reliance on market forces, plus an overriding concern to continue with 'business as usual', in terms of support for fossil-fuel industries and ever-increasing energy demand and supply. Summary: Background: Veterinarians occupy a unique position at the animal–human–environment interface and could play a crucial role in mitigating climate change and other environmental impacts of human activities. Objectives: The objective of this study was to survey the opinions of equine veterinary teams in the UK regarding the importance of sustainability issues, and current practices employed to promote sustainability. Study design: Online survey. Methods: The survey was distributed through various email veterinary listservs and social media sites, and was open to equine veterinary surgeons, veterinary nurses, veterinary students and practice administrators/managers. Results: A total of 374 responses were received. Seventy‐seven per cent of respondents considered sustainability issues to be extremely important or very important, but only 13% felt knowledgeable/well‐informed about practical ways of promoting sustainability in equine veterinary practice. Fifty‐six per cent of respondents stated that their organisations/practices had not introduced sustainability protocols. Over 50% of respondents considered that their organisations were dealing well with the issues of antimicrobial stewardship, anthelmintic stewardship and drug disposal, but less than 25% considered that their organisations were dealing well with fossil fuels, travel, disposable materials, responsible paper sourcing, water saving and communicating sustainability issues. Main limitations: Potential selection bias and response bias. Conclusions: Sustainability issues are considered important by the majority of equine veterinary practice teams in the UK, but there is a widespread lack of knowledge about practical ways of promoting sustainability. This paper was awarded with the top paper award under the environmental policy category for the Best Paper Awards of the journal "Environmental Science & Technology." It analyzes the increasing number of diesel cars which unintentionally released higher amounts of ambient particular matter. The study found that this ambient air pollution is capable to create climate change issues with air quality. Furthermore, this study concludes that carbon tax will happen when policy makers will only focus on climate change.

In this paper, we assess the quality of state-of-the-art regional climate information intended to support climate adaptation decision-making. We use the UK Climate Projections 2018 as an example of such information. Their probabilistic, global, and regional land projections exemplify some of the key methodologies that are at the forefront of constructing regional climate information for decision support in adapting to a changing climate. We assess the quality of the evidence and the methodology used to support their statements about future regional climate along six quality dimensions: transparency; theory; independence, number, and comprehensiveness of evidence; and historical empirical adequacy. The assessment produced two major insights. First, a major issue that taints the quality of UKCP18 is the lack of transparency, which is particularly problematic since the information is directed towards non-expert users who would need to develop technical skills to evaluate the quality and epistemic reliability of this information. Second, the probabilistic projections are of lower quality than the global projections because the former lack both transparency and a theory underpinning the method used to produce quantified uncertainty estimates about future climate. The assessment also shows how different dimensions are satisfied depending on the evidence used, the methodology chosen to analyze the evidence, and the type of statements that are constructed in the different strands of UKCP18. The deterioration and loss of our historic environment due to natural erosive processes, exacerbated by climate change, already outpaces available resources for preservation and will accelerate over the coming century. While this process is divisive and destructive, it is also bringing together international collaborators who are developing more holistic approaches to addressing heritage at risk. In 2018, an intensive fieldtrip and series of workshops as part of the Learning from Loss project brought researchers and practitioners from both sides of the Atlantic together with community stakeholders. Over twelve days, the delegates considered alternative futures for heritage at risk, exploring diverse perspectives and observing action previously taken at threatened sites by both heritage professionals and local communities, often working in collaboration. Recognising that not everything can be saved, the structured discussions and site visits revealed a number of insights into ways that action could be planned in the future. The suggestions also highlighted differences in the way that heritage is managed in the UK and the US. This paper summarises the findings of the field trip and discusses how there may need to be a sea-change in thinking in the United Sates in order to prepare for the growing disaster facing an increasing number of archaeological monuments [ABSTRACT FROM AUTHOR]

In this paper, we show that over the next few decades, the natural variability of mid-latitude storm systems is likely to be a more important driver of coastal extreme sea levels than either mean sea level rise or climatically induced changes to storminess. Due to their episodic nature, the variability of local sea level response, and our short observational record, understanding the natural variability of storm surges is at least as important as understanding projected long-term mean sea level changes due to global warming. Using the December 2013 North Atlantic Storm Xaver as a baseline, we used a meteorological forecast modification tool to create "grey swan" events, whilst maintaining key physical properties of the storm system. Here we define "grey swan" to mean an event which is expected on the grounds of natural variability but is not within the observational record. For each of these synthesised storm events, we simulated storm tides and waves in the North Sea using hydrodynamic models that are routinely used in operational forecasting systems. The grey swan storms produced storm surges that were consistently higher than those experienced during the December 2013 event at all analysed tide gauge locations along the UK east coast. The additional storm surge elevations obtained in our simulations are comparable to high-end projected mean sea level rises for the year 2100 for the European coastline. Our results indicate strongly that mid-latitude storms, capable of generating more extreme storm surges and waves than ever observed, are likely due to natural variability. We confirmed previous observations that more extreme storm surges in semi-enclosed basins can be caused by slowing down the speed of movement of the storm, and we provide a novel explanation in terms of slower storm propagation allowing the dynamical response to approach equilibrium. We did not find any significant changes to maximum wave heights at the coast, with changes largely confined to deeper water. Many other regions of the world experience storm surges driven by mid-latitude weather systems. Our approach could therefore be adopted more widely to identify physically plausible, low probability, potentially catastrophic coastal flood events and to assist with major incident planning. With climate change, many cultural landscapes will be lost or permanently altered. One approach to managing this is through international designation, through UNESCO, and the focus that it provides. National designations such as National Park status also offer a set of strategies for managing and adapting. This paper explores landscape designations in Japan and the UK focusing on the UNESCO World Heritage List. It is suggested that the UK's dualistic governmental structures for landscapes prioritise some attributes over others. This is examined through the recent inscription of the Lake District as a World Heritage Property and counterpointed through looking at the recent Landscape Review also known as the Glover Report. A case study on a Japanese approach to landscape designation is explored to suggest alternative approaches. Both country's relationship with international designation is discussed. Methodologies and theoretical approaches are examined with the conclusion that landscape change and loss are dealt with in Japan differently and arguably more effectively. [ABSTRACT FROM AUTHOR]

Food systems are significant sources of global greenhouse gas emissions (GHGE). Since emission intensity varies greatly between different foods, changing food choices towards those with lower GHGE could make an important contribution to mitigating climate change. Public engagement events offer an opportunity to communicate these multifaceted issues and raise awareness about the climate change impact of food choices. An interdisciplinary team of researchers was preparing food and climate change educational activities for summer 2020. However, the COVID‐19 pandemic and lockdown disrupted these plans. In this paper, we report on shifting these events online over the month of June 2020. We discuss what we did and the reception to our online programme. We then reflect on and highlight issues that arose. These relate to: (1) the power dynamics of children, diet and climate change; (2) mental health, diet and COVID‐19; (3) engaging the wider science, agriculture and food communities; (4) the benefits of being unfunded and the homemade nature of this programme; (5) the food system, STEAM (science, technology, engineering, arts and mathematics) and diversity; and (6) how our work fits into our ongoing journey of food and climate change education. There has been a succession of policy documents related to active travel published by the British government since the implementation of a National Cycle Network (NCN) in 1995. However, as the latest National Travel Survey (NTS) reveals, the number of journeys made by bike in the UK has remained steadfastly around only 2% (Department for Transport [DfT], 2018a). By using documentary analysis of the available official policy documents and statements, the aim of this paper is to make sense of the policies that have been published concerning active travel (AT) in England. This is done from a figurational sociological perspective. Three key themes emerge from the analysis: (1) the rhetorical, advisory level of the vast majority of the policies; (2) the reliance on a wide network of local authorities to implement AT policy; and (3) the focus placed on individuals to change their behaviour. Furthermore, the analysis reveals that despite a large number of policy publications from a range of government departments claiming to promote AT, little has actually changed in this time period in terms of a national agenda. Despite the successive policies, it seems there is little appetite on behalf of recent governments to make widespread infrastructural changes, where instead the focus has largely been on persuading the individual to seek more active modes of travel, increasingly for their own, individual 'health' gains. Highlights •The paper is based on documentary analysis of available official policy documents from UK government on active travel since 1996 • The findings reveal the largely rhetorical, advisory level of the vast majority of the policies, which contributes to a lack of overall success in promoting active travel • The lack of success is compounded further by a reliance on a wide network of local authorities to implement active travel policy, when most local authorities appear more concerned with transport issues related to motorised vehicles • The findings reveal that active travel policy has becoming increasingly focussed on health gains that might be made from increasing the number of trips made by bicycle • The overwhelming focus of the policy documents analysed, however, is on encouraging individuals to change their behaviour, a process regarded as 'healthism', and one most sociologists of health suggest is likely to fail as a result • We conclude by suggesting that if the government is serious about wanting to see a 'step change' in the way in which people travel, particularly over shorter distances, then there is a need to have a more forceful approach to implementing policy within local authorities at the same time as making more substantial infrastructure changes to encourage cycling [ABSTRACT FROM AUTHOR]
