The concept of bridging the digital divide between Africa and the rest of the world draws symbolically on nineteenth century diffusion theories of linear progress and twentieth-century theories of modernization and development. This paper examines information and communication technology (ICT) policies and public-access postings on http://www.bongoland.net. Bongoland evokes a quality of life that is hectic, frustrating, and slightly crazy. Where the language of policies envisions that technology will improve life in Bongoland, users' postings suggest that technology reinforces regional hierarchies. This essay argues that, despite the disarticulation of past and present at narrative levels in policy, the past and the present emerge as related in Bongonians' online postings. Purpose: The overall goal of the Saleema Initiative in Sudan is to promote long-term abandonment of female genital mutilation and cutting (FGM) through a contribution to changing social norms, attitudes, and intentions related to the practice. The initiative aims to create positive cultural associations with a girl remaining uncut, a new social norm. Saleema hypothesizes that branding the alternative to FGM (abandonment) will promote social norms change. In 2014, the lead author designed a monitoring and evaluation framework for Saleema in partnership with UNICEF, the National Council for Child Welfare (NCCW), and local organizations. Methods: The Saleema evaluation aimed to evaluate the effectiveness of the campaign in reducing pro-FGM social norms. A quasi-experimental design controlled for dosage of campaign messages delivered across the 18 states in Sudan to measure a dose-response effect. We operationalized social norms through a 4-item scale validated in previous research. Results: This paper reports on quantitative evaluation findings based on data gathered in from 2015–2017 and focuses on the dose-response relationship between Saleema exposure and changes in FGM social norms. We found that self-reported exposure was associated with reduced pro-FGM social norms (coeff. = -0.329, p < .001). Additionally, higher doses of Saleema, measured through an exogenous measure of campaign event exposure from an independent monitoring system was associated with reduced pro-FGM social norms (coeff. = -0.146, p < .001). Conclusions: Saleema was effective in reducing pro-FGM social norms. It is a promising strategy and findings contribute to the growing literature on social norms approaches to behavior change. Background: Media campaigns targeting young people are a valuable tool for promoting awareness about tobacco harm reduction (THR). Advocacy and communication efforts that inform about the risks of tobacco use, THR strategies, and smoking cessation methods can enhance policy compliance, minimize tobacco-related damages, and motivate individuals to quit smoking. This study investigates the understanding, perceptions, and capabilities of burgeoning public health advocates in effectively communicating smoking cessation and THR strategies in Africa. Methods: This research adopts a concurrent explanatory sequential design. The target demographic population consists of public health enthusiasts, healthcare students, health communicators, and budding journalists aged 18–30 in Nigeria. The questionnaire, validated through an extensive literature review, was distributed via Google Forms. From 450 individuals expressing interest in the THRjourno project, 415 agreed to participate, responding to open-ended questions on smoking cessation and THR among young people. Data were analysed with Microsoft Excel and IBM SPSS for quantitative aspects, while Atlas.ti was used for the qualitative interpretation of open-ended responses. Results: Of the 415 participants, 73.7% lacked prior knowledge or proper understanding of THR. Most respondents (60.0%) regarded Nicotine Replacement Therapy (NRT) as the most effective THR strategy, with 26.7% favoring e-cigarettes. A majority (73.3%) perceived NRT to be safer than smoking, while 48.3% believed e-cigarettes were safer. Approximately 70.8% agreed that THR products aid in smoking cessation. However, 38.3% were uncertain if these products are addictive. Participants referenced strategies/activities for creating awareness for THR, which include, "More advocacy and sensitization programs should be organized", and "These programs should engage people who smoke tobacco and nicotine products themselves as champions."Ambassadorial roles in public Universities should be granted to students as a medium to proliferate the central message of the THR. Conclusion: Identified barriers to effective THR communication included misinformation propagated by health professionals and the media, religious and cultural constraints, and challenges in reaching remote areas. Strategies to enhance THR communication encompass increased advocacy and communication, government engagement and policy development, simplification of THR messages, and capacity building and engagement of advocates and stakeholders. In recent years, mainstreaming knowledge management practices in government processes has assumed increasing importance. How have governments in Africa, if at all, incorporated knowledge management in governance and how inclusive has this process been? This paper will attempt to answer these key questions by examining the experiences and lessons learned in efforts to build knowledge management capacity across Africa. In doing so, the paper will provide a summary of the key presentations of the latest two-day conference, Knowledge Management as an Enabler of Change and Innovation in Africa (Cairo, 2007). Central to discussions was the need to create an enabling environment encouraging the adoption of knowledge management practices in Africa and the utilisation of indigenous knowledge assets as an important input in poverty alleviation strategies. More importantly, the paper outlines the challenges that can be observed and what opportunities for building the Africa Knowledge System are available. Governments often resort to communications surveillance in order to combat threats against national security. Communication surveillance infringes upon the right to privacy. In order to protect privacy, international law requires communication surveillance to be proportionate. However, very little has been written to justify why this right deserves such protection in Africa, given counter-arguments suggesting that where national security is threatened, the state must be permitted to do everything possible to avert the threat, and the protection of privacy is an inconvenience. This article addresses these counter-arguments by demonstrating that the right to privacy deserves protection because it is as important as defending national security. It analyses approaches taken by selected African countries to regulate authorisation of communication surveillance. This article questions the assumption that prior judicial authorisation is the ideal approach to regulating communication surveillance in order to guarantee proportionality, and it suggests a need to consider other alternatives. Background: In 2016 the first African emergency care clinical practice guideline (CPG) was developed for national uptake in the prehospital sector in South Africa, with implementation starting in 2018. Comprehensive uptake of CPGs post development is not a given, as this requires effective and efficient dissemination and implementation strategies that take into account the perceptions, barriers and facilitators of the local end-users. This study aimed to identify prehospital end-users’ perceptions of the emergency care guidelines, including barriers and facilitators for national decision makers, to strengthen CPG uptake in South Africa. Methods: Our study employed a descriptive qualitative research design, including nine focus groups with 56 operational emergency care providers across four major provinces in South Africa. Data was analysed using thematic analysis in ATLAS.ti. Ethics approval was provided by Stellenbosch University. Results: Themes related to provider perceptions, expectations and guideline uptake emerging from the data was unofficial and unclear communication, broadening versus limiting guideline expectations, conflicted personal reactions and spreading the word. Challenges to dissemination and implementation included poor communication, changes to scope of practice, and limited capacity to upskill existing providers. Facilitators included using technology for end-user documents, local champions to support change, establishing online and modular training, and implementation by independent decision makers. Conclusion: This study provides an overview of the perceptions of operational emergency care providers and how their experiences of hearing about and engaging with the guidelines, in their industry, can contribute to the dissemination, implementation and uptake of emergency care guidelines. Background: Medicines regulatory harmonization has been recommended as one way to improve access to quality-assured medicines in low- and middle-income countries. The rationale is that by lowering barriers to entry more manufacturers will be enticed to enter the market, while the capacity at the national medicines regulatory authorities is strengthened. The African Medicines Regulatory Harmonization Initiative, agreed in 2009, is developing regional platforms with harmonized regulatory procedures for the registration of medicines. The first region to implement medicines regulatory harmonization was the East African Community (EAC). The harmonization was based on the existing EAC Free Trade Agreement, which officially launched the free movement of goods and services in 2010. Methods and findings: In this study we conducted semi-structured interviews and performed document reviews. The main target group for our interviews was pharmaceutical companies. We interviewed 18 companies, including 64% of the total companies who had experienced the EAC joint product assessment procedure, and two EAC-based national medicines regulatory authorities. We found that generally pharmaceutical companies are supportive of the African-based MRH efforts and appreciative of the progress being achieved. However, many companies are now hesitant to use the joint product assessment procedure until efficiency improvements are made. Common frustrations were the length of time to receive the actual marketing authorization; unexpectedly higher quality standards than national procedures; and challenges in getting all EAC countries to recognize EAC approvals. Smaller, less attractive markets have not yet become more attractive from a corporate perspective, and there is no free trade of pharmaceuticals in the EAC region. Conclusions: Pharmaceutical companies agree that medicines regulatory harmonization is the way forward. However, regulatory medicines harmonization must actually result in quicker access to the harmonized markets for quality-assured medicines. The distribution of silent comic illustrations can facilitate the communication and transfer of scientific recommendations about sustainable land management (SLM) to local communities in countries where many people are illiterate. However, since there are cross-cultural differences in "visual languages", visualization styles need to be carefully selected as well as locals' comprehension of the illustrated recommendation evaluated systematically. Three agricultural recommendations were chosen for comic-style illustrations, distributed to six communities in the Mahafaly region of southwestern Madagascar and evaluated using a three-step, interdependent approach. The silent comics illustrated (i) composting of manure and its application to improve soil fertility; (ii) cautious utilization of succulent silver thicket as supplementary forage; and (iii) sustainable harvesting practices of wild yam. Results revealed that general understandability strongly depended on the community that was surveyed and on the environmental subject that was illustrated. We found a strong relationship between the general understandability of comics and the divergence that exist in communities' socio-economic structure. Education level was an important factor that explained a better understanding of respondents for the comic illustrating compost production, but not for comics that illustrated sustainable usage of silver thicket and wild yam harvest. Willingness to follow the recommended practice was impaired when respondents valued no change to the improved technique compared to the common one. Effects of respondents' socio-economic characteristics on the implementation of the recommended practice could not be clarified within this study due to the small subset of data. Based on the evaluation of recurring comments made by respondents and interviewers, we conclude that comics can be a useful communication tool to increase locals' awareness and comprehension for SLM practices. This, however, requires that drawing details used to facilitate farmers' ability to adopt a point-of-view inside the comic story are used thoughtfully as they might interfere with the central message. Background: Method-specific contraceptive prevalence varies widely globally, as huge variations exist in the use of different types of contraception, with short-term methods being the most common methods in sub-Saharan Africa (SSA). Evidence is scanty on the trends, patterns and determinants of long-acting reversible contraceptive (LARC) methods in SSA. This study aimed to address this knowledge gap. Methods: Using a pseudo longitudinal research design and descriptive and inferential statistics, we analysed Demographic and Health Survey data of eight countries selected on the basis of contraceptive prevalence rates across SSA. Multinomial logistic regression modelling was used to tease out the predictors of the uptake of LARC methods in the selected countries. Results: Findings exhibit a steady but slow upward trend in LARC methods across selected countries, as a marginal increase was recorded in LARC uptake over a 10-year period in many of the selected countries. Results established significant predictors of LARC methods uptake, including fertility-related characteristics, age, level of education, work status, wealth index and exposure to mass media. This study underscored the need to address various barriers to the uptake of LARC methods in SSA. It is recommended that governments at different levels undertake to cover the costs of LARC methods in order to increase access and uptake. [ABSTRACT FROM AUTHOR]

The factors that trigger sudden, seasonal movements of elephants are uncertain. We hypothesized that savannah elephant movements at the end of the dry season may be a response to their detection of distant thunderstorms. Nine elephants carrying Global Positioning System (GPS) receivers were tracked over seven years in the extremely dry and rugged region of northwestern Namibia. The transition date from dry to wet season conditions was determined annually from surface- and satellite-derived rainfall. The distance, location, and timing of rain events relative to the elephants were determined using the Tropical Rainfall Measurement Mission (TRMM) satellite precipitation observations. Behavioral Change Point Analysis (BCPA) was applied to four of these seven years demonstrating a response in movement of these elephants to intra- and inter-seasonal occurrences of rainfall. Statistically significant changes in movement were found prior to or near the time of onset of the wet season and before the occurrence of wet episodes within the dry season, although the characteristics of the movement changes are not consistent between elephants and years. Elephants in overlapping ranges, but following separate tracks, exhibited statistically valid non-random near-simultaneous changes in movements when rainfall was occurring more than 100 km from their location. While the environmental trigger that causes these excursions remains uncertain, rain-system generated infrasound, which can travel such distances and be detected by elephants, is a possible trigger for such changes in movement.
