Purpose: This study aims to identify and quantitatively evaluate the factors that influence the construction and demolition waste (CDW) policy instrument choice, and provide a systematic framework for local governments to select the appropriate policy instruments with a consideration of their specific situations. Design/methodology/approach: Literature review and expert interviews were conducted to identify the key factors. These factors were quantitatively evaluated via a questionnaire survey. Exploratory factor analysis (EFA) was employed to explore the underlying structure of these variables and organize the factors into a systematic framework. Findings: Resource, clarity of policy problem and goal, legitimacy, acceptance of targeted group and environmental concern of public are the five top variables, which should be emphasized in the selection of CDW policy. The respondents with experience in policymaking and those without experience had slightly different views on the importance of these variables. A total of six latent factors were identified and organized into a framework. Research limitations/implications: The questionnaire survey was conducted with government staff via a snowball sampling method, which may affect the representativeness of conclusions to a certain extent. Practical implications: This study provides a useful reference for local government to choose appropriate policies to address the CDW problem. Matching attributes of policy instruments with the policy goal and the problem is the starting point in choice of the CDW policy. The matched instruments will be further narrowed by social context, i.e. environmental concern and socioeconomic situation. The final selection must undergo bargaining between policymakers and targeted groups. Originality/value: Policy instruments choice is a complicated process, which is shaped by the interaction of many influential factors. However, the impact of these factors on CDW policy choice is largely overlooked. This study will contribute to the knowledge body pertaining to policy selection in the CDW field. Both developed and developing economies are under enormous environmental pressure due to a significant amount of construction and demolition waste (CDW). This presents urgent need for the recycling CDW. Mobile recycling of CDW has gained growing popularity in recent years, particularly in metropolis with high-dense population. This study aims to assess the environmental impact and benefit associated with the mobile recycling of demolition waste (DW), which was overlooked in previous studies on this topic. Using the Life Cycle Assessment (LCA), a total of 15 mobile recycling projects in Shenzhen were investigated. GIS was employed to measure the real distance to improve the precision of evaluation while social WTP was utilized to transform different impact indicators into a unified monetary value. The total environmental impact and benefit of mobile recycling was 0.42 RMB/ton (about US$0.06/ton) and 2.6454 RMB/ton (about US$0.38/ton) on average respectively. The average value of environmental impact at DW transportation, pretreatment, crushing and screening, residue disposal and recycled aggregate delivery stages was 0.11 (about US$0.02/ton), 0.04 (about US$0.01/ton), 0.16 (about US$0.02/ton), 0.10 (about US$0.02/ton) and 0.13 RMB/ton (about US$0.02/ton) respectively. Global warming potential (GWP) and land occupation (LO) were the top contributors to the total environmental impact. Environmental benefit primarily derived from the avoidance of land occupation. These results draw a comprehensive picture to better understand the mobile CDW recycling that provides a future direction to improve the CDW management. • Mobile recycling of construction and demolition waste is evaluated using LCA and GIS. • Multiple cases were assessed to decrease the dependence on specific project situation. • The mobile recycling of DW in all cases revealed good environmental performance. • GWP and LO were the top contributors to the total environmental impact. • Environmental benefit primarily resulted from avoidance of land occupation. To promote the sorting and recycling rate of construction and demolition waste (CDW), economically incentive policy has been widely adopted by developed economies. Referring to the successful landfill charge scheme in Hong Kong, a renewal CDW landfill charge scheme was assumed to be implemented in Shenzhen. Instead of thumb rules, this study employed contingent valuation method (CVM) to evaluate the local stakeholders' willingness to pay (WTP) for disposal of CDW. This study aims to set a reasonable landfill charge level instead of a theoretically ideal one in order to facilitate industry's behavioral change. In essence, this study attempts to find the tipping point that the stakeholders will change their waste handling behavior. The construction industry of Shenzhen was surveyed and a total of 106 valid questionnaires were collected. Results show the mean WTPs for disposal of Inert CDW, Half mixed CDW and Mixed CDW were RMB¥6.1, 24.0 and 33.6 (about US$ 0.89, 3.53 and 4.94) per ton respectively. Through regression analysis, firm size, ownership, position, environmental concern, perceived benefit and effectiveness were found to have significant effect on stakeholders' WTP for the disposal of CDW.
