The guided pathways model, comprising 14 different practices, is a framework for comprehensive, whole-college reform undertaken by community colleges to help all students choose, enter, progress through, and complete a program of study that enables them to secure sustaining-wage employment or transfer with junior standing in a major. Since its introduction in 2015, it has been adopted by hundreds of community colleges across the United States. This paper asks whether guided pathways practices implemented at 62 community and technical colleges in three states--Tennessee, Ohio, and Washington--are associated with improvements in student outcomes during the first year of college. Specifically, using institutional survey and rich administrative data, we construct measures of adoption of guided pathways reforms to examine the association between guided pathways practices and fall-to-fall persistence, college credits earned, college math credits earned, and STEM credits earned. Our study reveals substantial variation in the adoption of guided pathways reforms across the states and across community colleges within the states over time. While we cannot establish a causal relationship between guided pathways adoption and student outcomes, we find significant positive associations between the statewide adoption of guided pathways reforms and early student outcomes in Tennessee. The observed improvements in that state are likely the result of concurrent reforms--guided pathways and others--implemented simultaneously, rather than of guided pathways reforms alone. We do not find evidence of improved student outcomes in either Ohio or Washington following the launch of statewide guided pathways initiatives. Our findings suggest that complementarities among adopted practices within and across areas of practice--rather than the adoption of individual practices or the intensity of adoption--seem to drive larger improvements in early academic success across the three states. Our study is the first of its kind to explore the potential of guided pathways reforms in contributing to improved early academic success, representing a significant descriptive contribution given that whole-college reforms in higher education are understudied.

This paper assesses the reliability and validity of cognitive and socioemotional skills measures and investigates the correlation between schooling, skills acquisition, and labor earnings. The primary data from Pakistan incorporates two innovations related to measurement and sampling. On measurement, the paper develops and implements a battery of instruments intended to capture cognitive and socioemotional skills among young adults. On sampling, the paper uses a panel that follows respondents from their original rural locations in 2003 to their residences in 2018, a period over which 38 percent of the respondents left their native villages. In terms of their validity and reliability, our skills measures compare favorably to previous measurement attempts in low- and middle-income countries. The following are documented in the data: (a) more years of schooling are correlated with higher cognitive and socioemotional skills; (b) labor earnings are correlated with cognitive and socioemotional skills as well as years of schooling; and (c) the earnings-skills correlations depend on respondents' migration status. The magnitudes of the correlations between schooling and skills on the one hand and earnings and skills on the other are consistent with a widespread concern that such skills are under-produced in the schooling system. This paper presents credible and comparable evidence on intergenerational educational mobility in 53 developing countries using sibling correlation as a measure, and data from 230 waves of Demographic and Health Surveys. It is the first paper to provide estimates of sibling correlation in schooling for a large number of developing countries using high quality standardized data. Sibling correlation is an omnibus measure of mobility as it captures observed and unobserved family and neighborhood factors shared by siblings when growing up together. The estimates suggest that sibling correlation in schooling in developing countries is much higher (average 0.59) than that in developed countries (average 0.41). There is substantial spatial heterogeneity across regions, with Latin America and Caribbean having the highest (0.65) and Europe and Central Asia the lowest (0.48) estimates. Country level heterogeneity within a region is more pronounced. The evolution of sibling correlation suggests a variety of mobility experiences, with some regions registering a monotonically declining trend from the 1970s birth cohort to the 1990s birth cohort (Latin America and the Caribbean and East Asia and Pacific), while others remained trapped in stagnancy (South Asia and Sub-Saharan Africa). The only region that experienced monotonically increasing sibling correlation is the Middle East and North Africa. The recent approach of Bingley and Cappellari (2019) is used to estimate the share of sibling correlation due to intergenerational transmission. The estimates show that when the homogeneity and independence assumptions implicit in the standard model of intergenerational transmission are relaxed, the estimated share is much larger. In the sample of countries, on average 74 percent of sibling correlation can be attributed to intergenerational transmission, while there are some countries where the share is more than 80 percent (most in Sub-Saharan Africa). This suggests a dominant role for parents in determining the educational opportunities of their children. Evidence on the evolution of the intergenerational share, however, suggests a declining importance of the intergenerational transmission component in many countries, but the pattern is diverse. In some cases, the trend in the intergenerational share is opposite to the trend in sibling correlation. This study examines the emerging relationship between microcredentials and qualification systems. Information gathered through an online survey among European VET providers, national authorities, employee and employer organisations was complemented by in-depth country case studies and interviews with Cedefop's ReferNet network. Questions of whether and how microcredentials should be related to established qualification systems are at an early stage of consideration in most countries; the focus is on better defining and standardising their role within national qualifications systems. Existing trends towards modularisation and the recognition of prior learning provide potential avenues for realising the benefits of microcredentials in terms of flexibility and responsiveness, while also ensuring their quality for learners and employers. There is still significant debate over how to deal with microcredentials, and how to avoid potential negative effects, such as encouraging a shift away from holistic education towards short-duration learning based around reduced skill sets. Microcredentials are a complex phenomenon, particularly with regard to their relationship to qualifications. In recent years, there has been an acceleration in the availability and use of microcredentials in the labour market, raising questions about their relationship to VET and to qualification systems. The proliferation of microcredentials of different types across various sectors, occupations, education sectors and levels and countries, along with variations between countries in the nature of qualification systems -- which are undergoing change -- make this a complex landscape to research and analyse. To date there has been a lack of data at EU level informing decision-making in this area. This report aims to be a first step towards filling some key gaps in the knowledge around these topics, addressing three main research questions.

The study examined the effect of National Board Certified Teachers (NBCTs) on social-emotional competencies of fifth and sixth graders in the 2018-19 academic year in Spokane, Washington. The study used archival data and quasi-experimental design with matching to compare social-emotional competencies of students taught by NBCTs and students taught by non-NBCTs. The study examined 10 social-emotional competencies. The results suggest that NBCTs are significantly more effective than non-NBCTs at facilitating students' self-efficacy approximately 2 months after the start of the school year (effect size = 0.21). Results for self-management are in the same direction (effect size = 0.10), however not statistically significant. Findings for the remaining eight social-emotional competencies are not statistically significant, and the effect sizes are small. The results also suggest that NBCTs are effective at developing social-emotional competencies for students who are native English speakers for two social-emotional measures: self-efficacy (effect size = 0.23) and social awareness (effect size = 0.16). The study is the first attempt to rigorously examine the effect of NBCTs on students' social-emotional competencies. Although the evidence is encouraging, additional rigorous research is needed to make confident conclusions, particularly for students who are English language learners and from different racial/ethnic subgroups because of the small number of these students in the current study. Measures of student disadvantage--or risk--are critical components of equity-focused education policies. However, the risk measures used in contemporary policies have significant limitations, and despite continued advances in data infrastructure and analytic capacity, there has been little innovation in these measures for decades. We develop a new measure of student risk for use in education policies, which we call Predicted Academic Performance (PAP). PAP is a flexible, data-rich indicator that identifies students at risk of poor academic outcomes. It blends concepts from emerging "early warning" systems with principles of incentive design to balance the competing priorities of accurate risk measurement and suitability for policy use. PAP is more effective than common alternatives at identifying students who are at risk of poor academic outcomes and can be used to target resources toward these students--and students who belong to several other associated risk categories--more efficiently.

In this descriptive study, we use longitudinal student-level administrative records from 4 cohorts of high school graduates in Kentucky to examine the extent to which students persist and attain post-secondary credentials in the CTE fields of concentration they choose in high school. To our knowledge, this is the first paper to use student-level administrative data to examine how different fields of concentration in high school CTE are related to future postsecondary outcomes. We find that concentrating in a particular CTE field in high school is associated with both continuing on with that same field in college and obtaining a postsecondary credential in that field; this relationship is especially strong in health fields and especially for women in health. The secondary-postsecondary connection is the weakest among students concentrating in occupational fields in high school, who are also the most disadvantaged socioeconomically and academically before high school. Despite the existence of secondary-postsecondary pipelines of career interests, most students enroll and obtain credentials in fields that are "different" from the field of concentration in high school. In addition, relative to students with similar pre-high-school achievement as measured by grades and test scores, we find that CTE concentration in high school is strongly associated with being more likely to enroll in a two-year college and less likely to enroll in a four-year college.

The success of many students with disabilities (SWDs) depends on access to high-quality general education teachers. Yet, most measures of teacher value-added measures (VAM) fail to distinguish between a teacher's effectiveness in educating students with and without disabilities. We create two VAM measures: one focusing on teachers' effectiveness in improving outcomes for SWDs, and one for non-SWDs. We find top-performing teachers for non-SWDs often have relatively lower VAMs for SWDs, and that SWDs sort to teachers with lower scores in both VAMs. Overall, SWD-specific VAMs may be more suitable for identifying which teachers have a history of effectiveness with SWDs and could play a role in ensuring that students are being optimally assigned to these teachers.

Ensuring that students are ready for college when they graduate from high school has important implications for students, educators, education policymakers, and other stakeholders. This study focuses on an examination of the relationship between the National Assessment of Educational Progress (NAEP) grade 12 mathematics assessment and college entry to identify benchmarks on the NAEP grade 12 Mathematics Assessment that are indicative of the skills prerequisite for college enrollment. Using data from High School Longitudinal Study of 2009 (HSLS:09) and the 2013 NAEP overlap sample, this study identifies college preparedness benchmarks on the Grade 12 NAEP mathematics assessment including college enrollment, selectivity of the college enrolled, remedial course-taking, enrolling in STEM major, and persistence in postsecondary education. Results provide validity evidence for the NAEP achievement levels in terms of college preparedness, especially the NAEP proficient and NAEP college preparedness indicator.

This study linked ninth-grade student background data and school-reported high school transcript data from the national High School Longitudinal Study of 2009 (HSLS:09) to student item responses on the 2013 National Assessment of Educational Progress (NAEP) mathematics assessment to examine the relationships between high school coursework and end-of-high school mathematics achievement. In a series of marginal maximum likelihood regression analyses, we find that STEM course GPAs, credits earned in AP/IB math and science courses, higher levels of math course content, and course-taking in chemistry and physics are all positively associated with NAEP math achievement. These relationships persist even when gender, race/ethnicity, early grade 9 mathematics achievement, and socioeconomic status are included as covariates. Cluster analysis of students with high estimated achievement suggest multiple paths to high mathematics achievement for students with both high- and low-socioeconomic status backgrounds.

We present a model of endogenous schooling and earnings to isolate the causal effect of parents' education on children's education and earnings outcomes. The model suggests that parents' education is positively related to children's earnings, but its relationship with children's education is ambiguous. Identification is achieved by comparing the earnings of children with the same length of schooling, whose parents have different lengths of schooling. The model also features heterogeneous preferences for schooling, and is estimated using HRS data. The empirically observed positive OLS coefficient obtained by regressing children's schooling on parents' schooling is mainly accounted for by the correlation between parents' schooling and children's unobserved preferences for schooling. This is countered by a negative, structural relationship between parents' and children's schooling choices, resulting in an IV coefficient close to zero when exogenously increasing parents' schooling. Nonetheless, an exogenous one-year increase in parents' schooling increases children's lifetime earnings by 1.2 percent on average.

Nearly two decades into the "completion agenda" in higher education, many community colleges have adopted collegewide reforms designed to improve stubbornly flat rates of student success and address persistent equity gaps. The longer-term effects of such collegewide reforms may take years to observe. In the meantime, college leaders need to know whether changes they make in the short run are associated with longer-term student success. Measuring the progress and effects of institutional reform is particularly vital in economically important STEM fields. Drawing on administrative records from transfer-intending community college starters across three states, this study develops and explores potential indicators of early STEM program momentum. We find that a relatively simple set of STEM momentum metrics--notably early completion of calculus or non-math STE coursework specified in statewide STEM transfer pathways and, to a lesser degree, the prerequisites to such courses--are reliable indicators of subsequent STEM transfer and bachelor's degree attainment. Our findings provide support for the use of the STEM momentum metrics to formatively evaluate reforms aimed at strengthening STEM transfer outcomes and closing equity gaps in STEM bachelor's degree attainment.

This study examined the performance of English learners (ELs) taking the ACT® test with testing supports, as compared to ELs and non-ELs taking the ACT without supports or accommodations. Contextual factors were also explored, including high school experiences and demographic characteristics such as low-income and first-generation college student status that may be associated with their scores. Results indicate that ELs tended to score substantially lower than non-ELs, and ELs who tested with supports tended to score lower than ELs who tested without supports. ELs in both groups, particularly those testing with supports, tended to take fewer core academic courses, fewer honors or AP courses, and had lower high school grades than non-ELs. ELs in both groups, particularly those testing with supports, were also more likely to be non-White, low income, and/or first-generation college students. Regression analyses found that demographic and contextual factors, along with limited English proficiency, played a substantial role in predicting the performance of ELs taking the ACT, both those testing with and without supports. It is important that ELs are provided with a rigorous education that includes instruction in both English language and core academic content to ensure that they have equitable opportunities and experiences as compared to their English proficient peers.

The empirical management literature has found that the education of both managers and the workforce more generally appears to be an important driver of better management practices. This article sets out how such relationships might be conceptualised, and suggests that in a complementarities framework, modern management practices can be thought of as a type of skill-biased technology. It then summarises the literature that has explored the relationships between human capital and surveyed management practices in manufacturing firms and other sectors, highlighting the handful of papers that have found a positive correlation between management practices and measures of local skills supply. It concludes with a discussion of the policy implications that stem from what we know so far, together with avenues for future research that could shed more light on the causal mechanisms at play. In recent ACT mode comparability studies, students testing on laptop or desktop computers earned slightly higher scores on average than students who tested on paper, especially on the ACT® reading and English tests (Li et al., 2017). Equating procedures adjust for such "mode effects" to make ACT scores comparable regardless of testing mode. However, it remains possible that the mode effects are different for different groups of students. For example, differences in performance between paper and online testing may be different for groups with different levels of comfort taking tests on computers. Thus, a general mode adjustment may be inappropriate. The purpose of this study was to explore the possibility of differential mode effects by gender, race/ethnicity, and ability using data from three recent mode comparability studies (Steedle, Pashley, & Cho, 2020). Results indicated that mode effects in English, reading, math, and science did not vary significantly between genders or race/ethnicity groups. Analyses detected significant interactions between mode effects and ability because mode effects tended to be smaller for lower ability examinees. Fortunately, equating processes appropriately adjust scores for differential mode effects by ability.

The decision about how and when to open schools to in-person instruction has been a key question for policymakers throughout the COVID-19 pandemic. The instructional modality of schools has implications not only for the health and safety of students and staff, but also student learning and the degree to which parents can engage in job activities. We consider the role of instructional modality (in-person, hybrid, or remote instruction) in disease spread among the wider community. Using a variety of regression modeling strategies to address unobserved heterogeneity, we find that simple correlations show in-person modalities are correlated with increased COVID cases, but accounting for both pre-existing cases and a richer set of covariates brings estimates close to zero on average. In Ordinary Least Squares (OLS) specifications, in-person modality options are not associated with increased spread of COVID at low levels of pre-existing COVID cases, but cases do increase at moderate to high pre-existing COVID rates. A bounding exercise suggests that the OLS findings for in-person modality are likely to represent an upper bound on the true relationship. These findings are robust to the inclusion of county and district fixed effects in terms of the insignificance of the findings, but the models with fixed effects are also somewhat imprecisely estimated.

This paper studies the impact of compulsory schooling on violent behaviour and victimization in school using individual-level administrative data matching education and criminal records from Queensland (Australia). Exploiting a legislative increase in the minimum dropout age in 2006, this study defines a series of regression-discontinuity specifications to show that compulsory schooling reduces crime but increases violent behaviour in school. While police records show that property and drugs offences decrease, education records indicate that violence and victimization in school increase. Thus, prior studies that fail to consider in-school behaviour may over-estimate the short-run crime-reducing impact of compulsory education.

Scholars recognize that K-12 teachers' social interactions, particularly within teaching focused relationships, are important to professional development. This is true whether discussions take place in formal or informal settings. Few studies, however, seek to link the teaching-focused relationships of "college faculty" directly to their instructional practice, nor to explore perceptions of what these relationships entail and how they influence teaching at the college level. Using surveys (n=868), interviews (n=83), and a social capital theoretical framework, this mixed-methods social network analysis explores associations between teaching focused "personal networks"--compilations of relationships surrounding individual faculty-- and the use of evidence-based instructional methods. We also explore faculty perceptions of how network interactions shape their teaching. Quantitative results indicate that the size, range, and strength of faculty teaching-focused personal networks positively correlate with the use of evidence-based instructional methods, while qualitative results point to the ways faculty see different kinds of network ties, relational mechanisms and objects, and returns influencing teaching practice.

Internships are widely promoted extra-curricular experiences that can have positive impacts on student outcomes, yet how specific elements of internships contribute to these outcomes and facilitate learning is understudied. In this sequential mixed-methods study, we use sociocultural learning theory to interpret data from surveys (n = 435) and focus groups (n = 52) with students at five postsecondary institutions. After stepwise linear regression analyses indicated that supervisor behaviors were significantly associated with intern satisfaction and career development, analyses of qualitative data revealed features of positive (clear communication, availability, feedback) and negative (unavailability, inattention to learning) aspects of supervision. These results highlight the value of legitimate peripheral participation in internships, and the need for colleges and employers to carefully design and monitor these pedagogic spaces.

This paper presents new benefit-cost estimates for the Tulsa universal preschool program. These calculations are based on estimated effects from previous papers of Tulsa pre-K on high school graduation rates and college attendance rates of students who were enrolled in kindergarten in Tulsa Public Schools in the fall of 2006. In this paper, educational effects from these prior papers are used to infer lifetime earnings effects and are compared with program costs. Our conservative estimates of earnings effects suggest that per pre-K participant, the present value of earnings effects in 2021 dollars is $25,533, compared with program costs of $9,628, for a benefit-cost ratio of 2.65. Compared to prior benefit-cost studies of Tulsa pre-K, this benefit-cost ratio is below what was predicted from Tulsa pre-K's estimated effects on kindergarten test scores, but above what was predicted from Tulsa pre-K's estimated effects on grade retention by ninth grade. This fading and recovery of predicted pre-K effects as children go through K-12 and then enter adulthood is consistent with prior research. It attests to the importance of the "soft skill" effects of pre-K and reminds us that short-term studies of pre-K provide useful information for public-policy decisions.

In this paper we compare two approaches to measuring the average rate at which students learn in a given school or district. One type of measure--longitudinal growth measures--relies on student-level longitudinal data. A second type--cohort growth measures--relies only on repeated aggregated, cross-sectional data. Because student-level data is often not readily available, cohort growth measures are sometimes the only type available. The estimated school and district learning rates reported in the Stanford Education Data Archive (SEDA), for example, are cohort growth measures based on aggregated data. Understanding how much researchers and policymakers can rely on these cohort growth estimates requires one to know how well, and under what conditions, the estimates obtained from this approach align with those based on longitudinal data. In this report we address these questions. We do so by using longitudinal student data from three states (Massachusetts, Michigan, and Tennessee) to construct both average gain score measures (longitudinal growth) and change-in-average measures (cohort growth) for each public school district and school serving students in any of grades 3-8 in the three states. We then compare the two sets of estimates in order to assess how well the latter replicates the former. We do this separately for districts and schools. We find that the longitudinal and cohort growth measures are generally highly correlated in these three states. On average, the cohort growth measures largely rank schools and districts similarly to longitudinal growth measures. The correlations at the district-level (r=0.87) are somewhat higher than the school-level correlations (r=0.80), which reflects the fact that there is less student mobility among districts than among schools. Additionally, in cases where student mobility in and out of schools or districts is high, the measures are less well aligned. Mobility rates are higher, on average, in small schools and districts, schools with long grade spans, and in charter schools. As a result the alignment of the two measures is weaker in these cases. We conclude that the cohort growth measures are useful proxies for longitudinal growth measures in most, but not all cases. Teachers play a critical role in establishing classroom and school environments that contribute to students' social and emotional development. This paper explores whether we can estimate a classroom-level measure of student growth in SEL by applying value-added models to students' [social-emotional learning] SEL. We analyze data from the 2016 and 2017 administrations of student self-report surveys, which contain responses from roughly 40,000 students in Grade 5 within five of California's CORE Districts. We estimate separate value-added models for each of the four SEL constructs assessed--growth mindset, self-efficacy, self-management, and social awareness--and for math and [English language arts] ELA academic growth. We find across-classroom-within-school variance of students' SEL outcomes, even after accounting for school-level variance. The magnitude of classroom-level impacts on students' growth in SEL appears similar to impacts on students' growth in ELA and math, although the growth models of SEL do not perform as well as growth models of academic outcomes. Results suggest that across-classroom-within-school impacts may be larger in magnitude than across-school impacts on students' SEL growth. Finally, we show that there are generally low correlations between classroom-level growth in SEL and classroom-level growth in ELA or math; however, growth mindset stands apart from the other three SEL constructs in that there is a moderately strong relationship. By assessing whether we can develop a sound approach for measuring classroom-level impacts on students' SEL, we aim to contribute to the growing body of knowledge about appropriate and innovative uses of data on students' non-cognitive and social-emotional learning. Existing research on self-management skills shows that measures of self-management predict student success. However, these conclusions are based on small samples or narrowly defined self-management measures. Using a rich longitudinal dataset of 221,840 fourth through seventh grade students, this paper describes self-management gaps across student groups, and confirms, at a large scale, the predictive power of self-management for achievement gains, even with unusually rich controls for students' background, previous achievement, and measures of other social-emotional skills. Self-management is a better predictor of student learning than are other measures of socio-emotional skills. Average growth in English language arts due to changing from a low to a high level of self-management is between 0.091 and 0.112 standard deviations, equivalent to almost 80 days of learning.

We use a novel database of student teaching placements in Washington State to investigate teachers' transitions from student teaching classrooms to first job classrooms and the implications for student achievement. We find that first-year teachers are more effective when they are teaching in the same grade, in the same school level, or in a classroom with student demographics similar to their student teaching classroom. We also document that only 27% of first-year teachers are teaching the same grade they student taught, and that first-year teachers tend to begin their careers in higher-poverty classrooms than their student teaching placements. This suggests that better aligning student teacher placements with first-year teacher hiring could be a policy lever for improving early-career teacher effectiveness.

This study compares the differences in the mismatch between the education and occupations of immigrants in Canada and the United States, operationalized by over-education. It further explores how the cross-country differences may be related to the supply of and demand for university-educated immigrants and the way they are selected. Using comparable data and three measures of over-education, this study found that university-educated recent immigrants in Canada were much more likely to be overeducated than their U.S. peers. The over-education rate gap between recent immigrants and the native-born was much more pronounced in Canada than in the United States. In addition, while labour market demand was associated with a lower level of over-education in both countries, a greater supply of university-educated recent immigrants was positively associated with a likelihood of over-education among recent immigrants in Canada, but not in the United States. Furthermore, in Canada, the over-education rate was significantly lower among immigrants who were admitted through some form of employer selection (e.g., immigrants who worked in skilled jobs in Canada before immigration) than those who were admitted directly from abroad. Overall, this study provides insight into how the immigration system interacts with broader aspects of the labour market to shape the labour market outcomes of immigrants.

Education researchers use surveys widely. Yet, critics question respondents' ability to provide high-quality responses. As schools increasingly use student surveys to drive policymaking, respondents' (lack of) motivation to provide quality responses may threaten the wisdom of using surveys for data-based decision-making. To better understand student satisficing (suboptimal responding on surveys) and its impact on data quality, we examined the pervasiveness and impact of this practice on a large-scale social-emotional learning survey administered to 409,721 students in grades 2-12. Findings indicated that despite the prevalence of satisficing in our sample, its impact on data quality appeared more modest than anticipated. We conclude by providing an accessible approach for defining and calculating satisficing for researchers, practitioners, and policymakers working with large-scale datasets.

A data set from an urban Midwestern school district was mined to explore how the technology-based reading enrichment known as Mindplay Virtual Reading Coach (MVRC) affects children's performance on the English Language Arts (ELA) Standards state-wide assessment (N = 6098 students from Grades 3 to 9). ELA data from two times points were available, approximately one year apart. ELA data were correlated with various data points obtained from MVRC, including the benchmark assessment administered at the beginning and at the end of the year. Results revealed large correlations across grade levels for the MVRC Composite score obtained from the MVRC Universal Screener, 0.40 < r < 0.74. Results also revealed that the amount of MVRC exposure was linearly related to an increase in ELA performance at the end of the year, largely independent of grade level and students' initial reading competence. Girls and boys benefited equally from MVRC exposure, as did children from different ethnicities. The most prevalent factor in predicting the ELA-MVRC relation was the type of school, with MVRC exposure having the highest benefits in non-failing elementary schools, compared to high schools.

Decisions to invest in human capital depend on people's time preferences. We show that differences in patience are closely related to substantial subnational differences in educational achievement, leading to new perspectives on longstanding within-country disparities. We use social-media data -- Facebook interests -- to construct novel regional measures of patience within Italy and the United States. Patience is strongly positively associated with student achievement in both countries, accounting for two-thirds of the achievement variation across Italian regions and one-third across U.S. states. Results also hold for six other countries with more limited regional achievement data.

This paper studies how the effectiveness of teachers varies by classroom composition. We combine random assignment of teachers to classrooms with rich measures of teacher effectiveness based on a popular observational protocol, Framework for Teaching, to overcome key endogeneity concerns related to measurement and matching. We find that complementarities between classroom composition and teaching practice play a significant role in student achievement. We identify two main mechanisms that are driving this result: (1) negative interactions between challenging and/or student-centered practices and heterogeneity in classroom prior achievement, and (2) positive interactions between classroom management skills and average classroom prior achievement. Our findings illustrate the multidimensional nature of teacher effectiveness and have important implications for prescribing teaching practice and evaluating teachers. Simulations show that teacher rankings change substantially simply from within-school classroom reallocations, suggesting the need for caution when using popular teaching evaluation rubrics in high-stakes settings.

Charter schools enroll a growing share of public school students, leading to concerns about the financial implications of charter schools for traditional public schools (TPSs). Using detailed expenditure data for school districts in California, I exploit variation in charter school enrollment across time and between districts to evaluate how district spending and overall financial health change as nearby charter sectors expand. I find that larger charter enrollment shares are associated with lower levels of per-pupil spending and reduced fiscal health in TPSs. However, these relationships in some cases exhibit significant nonlinearities and are much smaller in magnitude than what has been observed in other states. Consequently, larger charter enrollment shares are not associated with differences in the proportion of expenditures allocated to various activities, goods, or services. Differences between these results and those from similar analyses in other states may be explicable in terms of California's economic and policy context, providing lessons for policymakers.

This study develops, validates, and applies a typology of teachers using labor market data. We construct our typology by applying a correlated topic model to 17,000 personal statements teachers submitted as part of their applications to open positions in Wisconsin public schools. We identify seven types of teachers active on the labor market: Inclusivists, Idealists, Nurturers, Generalists, Classroom Experts, Guides, and External Experts. Using a combination of quantitative and qualitative methods, we explore trends within and among types as well as demographic relationships and labor market behaviors. This research provides novel insights into the philosophies, mission, vision, and values of teachers; links these characteristics to teachers' job market preferences; and provides a sound psychometric foundation for these measures of teacher type to be applied in subsequent research.

The Canadian literature on postsecondary access has identified many of its key determinants including parental education and income, academic performance, and sex. However, relatively little work has investigated the independent role of disability in postsecondary enrollment. This study fills that gap by estimating the relationship between mental health and neurodevelopmental conditions diagnosed in childhood (available from the National Longitudinal Survey of Children and Youth [NLSCY]) and postsecondary enrollment during early adulthood (available from the tax credits on the T1 Family File [T1FF]). The study is possible as a result of the recent linkage between the NLSCY and T1FF. The findings suggest that 77% of youth who were not diagnosed with any long-term health condition in their school years (the comparison group) enrolled in postsecondary education (PSE) by their early 20s. In contrast, 60% of youth diagnosed with a neurodevelopmental condition (NDC) enrolled in PSE in the same time frame (a gap of 17 percentage points), while only 48% of youth diagnosed with a mental health condition (MHC) enrolled in PSE (a gap of 29 percentage points compared with youth in the comparison group). Youth diagnosed with both an NDC and an MHC were even less likely to enroll, with only 36% going on to PSE (41 percentage points behind youth in the comparison group). Differences in sex, academic performance and family background (e.g., parental income and education) explain only about one-third of these gaps. Among the MHCs, the most common diagnosis was Attention Deficit Hyperactivity Disorder (ADHD). Youth with an ADHD diagnosis were less likely to pursue PSE than youth diagnosed with other types of MHCs such as emotional, psychological or nervous difficulties. These findings suggest that youth diagnosed with NDCs and MHCs in their school years face barriers to enrolling in PSE that are distinct from those confronting other youth.

We study the effect of preferences for boys on the performance in mathematics of girls, using evidence from two different data sources. In our first set of results, we identify families with a preference for boys by using fertility stopping rules in a large population of households whose children attend public schools in Florida. Girls growing up in a boy-biased family score on average 3 percentage points lower on math exams when compared to girls raised in other types of families. In our second set of results we find similar strong effects when we study the correlations between girls' performance in mathematics and maternal gender role attitudes, using evidence from the National Longitudinal Survey of Youth. We conclude that socialization at home can explain a non-trivial part of the observed gender disparities in mathematics performance and document that maternal gender attitudes correlate with those of their children. While the direct impacts of minimum wage changes on employment have received considerable attention, these policy changes have the potential to impact skill attainment by changing the opportunity cost of college enrollment. Using institutional data on college enrollment and program completion, we find that enrollment falls markedly among students at public two-year institutions in response to increases in the minimum wage. The largest enrollment effects are seen for those students who are enrolled in part-time courses of study at community colleges. The effect of minimum wage changes on credential attainment is limited to modest effects for women at the associate degree level, suggesting that the changes primarily impact the enrollment of students who are unlikely to have been diverted from degree attainment.

The aim of the OECD Career Readiness project is to identify patterns of teenage attitudes and activities that are associated with better transitions into employment by analysing multiple national longitudinal datasets. This paper looks for further evidence of the link between teenage activities, experiences and career-related thinking and adult career outcomes by analysing 10 new datasets from eight countries. Overall, the results of this paper find further evidence that secondary school students who explore, experience and think about their futures in work frequently encounter lower levels of unemployment, receive higher wages and are happier in their careers as adults. The findings of this paper are analysed together with the evidence from the two previous working papers of the Career Readiness project, concluding that there is international evidence to support 11 out of the 14 potential indicators that were explored as indicators of career readiness.
