The IEEE International Conference on Plasma Science (ICOPS) is held annually, sponsored by the Plasma Science and Applications Committee (PSAC) of the IEEE Nuclear and Plasma Science Society (NPSS). The 47th IEEE NPSS ICOPS was organized ONLINE from December 06 to 10, 2020, by the National Institute of Education, Nanyang Technological University, Singapore. The ICOPS2020 was co-organized together with the 2nd Asia-Pacific Conference on Plasma and Terahertz Science (APCOPTS) which is envisioned as the future Asian version of the ICOPS series of conferences. The ICOPS2020 was initially planned as an onsite physical conference from May 24 to 28, 2020, at Marina Bay Sands, Singapore. However, due to the COVID-19 pandemic, it was shifted to online virtual conference. The conference’s technical program included a wide range of plasma science and technology topics, which ranged from basic and fundamental research to traditional and emerging technology applications. Since the ICOPS2020 was co-organized with APCOPTS, it also had a very strong coverage of fields related to terahertz science and applications. A total of 627 presentations from scientists and participants from over 41 countries were made at ICOPS2020 with a record total registration of 754. All presentations were recorded and were available to the registered participants for 90 days after the conference was over. The program also included a women-in-engineering talk by Jackie Y. The COVID-19 pandemic has exposed several chinks in the armour of public health infrastructure across the world. However, the impact of the pandemic has been assessed primarily from the perspective of the 'privileged' members of society. The experiences of the 'other' world inhabited by the marginalised communities, who have had their livelihoods crushed under the weight of the pandemic, have been scarcely documented. As thousands of migrant workers were more scared of death caused by hunger rather than the disease itself, the various steps taken by different countries to curb community transmission have unveiled the ugly side of these measures. For example, as several states such as the US, the UK, Singapore, Hong Kong, and India/Bharat imposed lockdowns, border closures, quarantines, inter alia, the most vulnerable section of the human population has been the migrant workers, especially those individuals who were employed in the unorganised sector. Thus, the global health crisis has unravelled deep-rooted deficiencies, racial biases, and an overall lack of concern and empathy for the lesser privileged, apart from the growing socio-economic divide between the rich and the poor. This research paper aims to explore the impact of the COVID-19 pandemic on migrant workers in the informal sector by exploring the measures imposed by the US, the UK, Singapore, Hong Kong, and India/Bharat and analyse how their fundamental rights, including the right to development, were compromised. As it is in medicine, so it is in law: the rules for when one can give legally valid consent to medical treatment differ for minors and adults. This paper analyses Singapore's first judgment concerning medical decision-making by and on behalf of mature minors: a Family Court decision on Gillick competence in the context of COVID-19 vaccination. This paper is a post hoc analysis and critical reflection of an unplanned methodology change made in the face of the unforeseen disruption brought by Covid-19 pandemic to a longitudinal study on children (N=462) from low-income families in Singapore. The research team was thrown into a state of intense ambivalence between waiting for life to come back to normal so that face-to-face survey could be resumed or to reformulate the methods and keep to the designed time intervals. This paper documents the framework that guided the urgent decision made for the change of data collection methods from f2f to video call survey, the trade-offs, implications on ethics and implementation results. Corroborating mixed post-hoc analysis methods of five qualitative focused group discussions with 39 survey interviewers who implemented the video-call survey, and statistical analysis of the consistencies of survey results over 3 time points, it was found that utilizing video call methodology did not lead to substantial difference in survey quality. The findings of this paper underscore the need for social science researchers to recognize the inevitability of uncertainties in the research fields and the need to strengthen one's preparedness for change while closely attending to the possible ethical implications. Background: Much has been written about the changes in use and perspectives of telepractice among speech and language therapists (SLTs) during the global COVID‐19 pandemic. However, no long‐term study has been done to examine whether there is a permanent shift in attitudes towards telepractice as the world adjusts to new norms and endemic COVID‐19. Aims: To compare the speech telepractice use and perspectives of SLTs at two time points of the pandemic: during and after the height of the pandemic. Methods & Procedures: Two online surveys were distributed a year apart among SLTs in Singapore. The first survey was disseminated during an initial lockdown period in 2020 and the second survey was done in 2021 when Singapore was starting to reduce strict quarantine and safe‐distancing regulations. These surveys were distributed via communication channels of the local speech therapy association. A total of 115 and 71 responses to the survey were collected in 2020 and 2021, respectively. Responses were captured and analysed using descriptive statistics and statistical analysis while qualitative content analysis was used to derive key themes from open‐ended questions. Outcomes & Results: Telepractice use across all age groups and client types peaked at the height of the pandemic. Even as lockdown measures were eased, telepractice utilization was still higher than what it was before the pandemic. Dysphagia management was the only area where SLTs reduced their use of telepractice during the stabilization phase. After more experience with telepractice during the height of the pandemic, SLTs acknowledged the benefit of being able to use a wide range of media through telepractice and were less worried about not having the resources or knowledge to set up telepractice. SLTs also reported increased confidence in providing telepractice, which was reflected in their willingness to continue to provide telepractice even after the pandemic ends. Conclusions & Implications: The increase in use of telepractice during this pandemic is likely to be sustained as a majority of respondents believed they would continue to provide this mode of service delivery even after the pandemic ends. However, clinicians will still have to assess for client suitability, as clients with more complex medical or behavioural issues may still require in‐person therapy. Additionally, dysphagia management via telepractice will still be limited given that swallow presentations may be more variable. Lastly, although generic resources are helpful for clinicians, the long‐term sustainability of telepractice can be boosted by the sharing of resources that are suitable for the local context. WHAT THIS PAPER ADDS: What is already known on this subject: Current studies have examined telepractice use and perspectives of SLTs before and during the COVID‐19 pandemic. Despite the evidence for the efficacy of telepractice, uptake was low due to perceived lack of training and resources. Although more clinicians provided telepractice during the pandemic, many still doubted its efficacy over in‐person therapy and most studies concluded that longer term studies are required to ascertain if SLTs will continuing providing telepractice after the pandemic. What this paper adds to existing knowledge: This study shows that there is a definitive shift in perspectives in favour of telepractice after the pandemic, as clinicians continued to provide telepractice across most service areas even without lockdown restrictions. The previous challenges of insufficient resources, knowledge and privacy concerns were reduced with more experience in providing telepractice. Although client suitability remained a major barrier, more clinicians saw benefits of easy access to therapy and range of resources used as benefits that they could harness from telepractice. What are the potential or actual clinical implications of this work?: A majority of respondents stated that they are more confident in providing telepractice and would want to continue providing this service delivery mode after the pandemic, so more training and resources suitable for the local contexts can be provided by national associations to sustain this. This paper aims to investigate whether the predictive performance and behaviour of professional forecasters are different during the COVID-19 pandemic as compared with the global financial crisis of 2008 and normal times. To this end, we use a survey of professional forecasters in Singapore collated by the central bank to analyse the forecasting records for GDP growth and CPI inflation for the period 2000Q1–2021Q4. We first examine the point forecasts to document the extent of forecast failure during the two crises and explore various explanations for it, such as leader-following and herding behaviour. Then, using percentile-based summary measures of probability distribution forecasts, we study how the degree of consensus and extent of subjective uncertainty among forecasters were affected by crisis conditions. A trend break is observed in the subjective uncertainty associated with growth projections after the onset of the COVID-19 crisis. In contrast, both subjective uncertainty and the degree of consensus in inflation projections were essentially unchanged in crises, suggesting that the short-term inflation expectations of forecasters were strongly anchored. Aviation emissions that are dispersed into the Earth's atmosphere affect the climate and air pollution, with significant spatiotemporal variation owing to heterogeneous aircraft activity. In this paper, we use historical flight trajectories derived from Automatic Dependent Surveillance–Broadcast (ADS-B) telemetry and reanalysis weather data for 2019–2021 to develop the Global Aviation emissions Inventory based on ADS-B (GAIA). In 2019, 40.2 million flights collectively travelled 61 billion kilometres using 283 Tg of fuel, leading to CO 2 , NO X and non-volatile particulate matter (nvPM) mass and number emissions of 893 Tg, 4.49 Tg, 21.4 Gg and 2.8 × 10 26 respectively. Global responses to COVID-19 led to reductions in the annual flight distance flown and CO 2 and NO X emissions in 2020 (- 43 %, - 48 % and - 50 % respectively relative to 2019) and 2021 (- 31 %, - 41 % and - 43 % respectively), with significant regional variability. Short-haul flights with durations < 3 h accounted for 83 % of all flights but only for 35 % of the 2019 CO 2 emissions, while long-haul flights with durations > 6 h (5 % of all flights) were responsible for 43 % of CO 2 and 49 % of NO X emissions. Globally, the actual flight trajectories flown are, on average, ∼ 5 % greater than the great circle path between the origin and destination airports, but this varies by region and flight distance. An evaluation of 8705 unique flights between London and Singapore showed large variabilities in the flight trajectory profile, fuel consumption and emission indices. GAIA captures the spatiotemporal distribution of aviation activity and emissions and is provided for use in future studies to evaluate the negative externalities arising from global aviation. This paper contributes to debates on human–technologies relations and labour geographies. It thinks through how the adoption of automation is mediated by the conditioning effects of atmospheres in space. Taking the occassion of the COVID‐19 pandemic, the paper presents a case of how atmospheres are capable of determining the trajectories of automation, and providing the guiding backdrop for technological (un)development. Drawing on 40 semi‐structured interviews conducted with airport labour in Singapore in 2020 at the height of the COVID‐19 pandemic, the paper offers an analysis of how airport workers variously and viscerally capitulate to, abandon, and/or desire to collaborate with automation, in ways that are both unstable and atmospherically implicated. To the extent that these affective responses have the potential to change the course of technological and labour futures in airport infrastructures, atmospheres — especially those deliberately advocated by the state and airport management — are also a political force to be reckoned with. The paper concludes with a discussion on how a focus on atmospheres can push geographic research on automation in productive and interesting directions. This Special Issue of Global Media and China responds in part to Stuart Hall's famous 1996 invocation, 'Who needs identity?' – to study 'specific enunciative strategies' utilized within 'specific modalities of power' so as to consider identity discourses of the present and of the future. This issue draws upon empirical observations presented and debated at the 2019 Chinese Internet Research Conference held in Singapore in May 2019, as well as theoretical contributions in identity politics and social media, the chosen site or 'modality of power'. This editorial and critical essay reflects upon, complemented and supported by the papers in this issue, the critical and conceptual frameworks that are emerging to critique the global and local complexities, diversity and dynamics resulting from the deeper integration of social media into the everyday lives of Chinese Internet users. It presents an overview of the 2019 Chinese Internet Research Conference proceedings in terms of how social media is used to wrap personal politics into a widening range of identity groupings around gender, class, citizens, pop culture and religion in ways that signal the future of newer forms of identity politics among Internet users in China. Since social media posts and exchanges, while geographically sourced and situated, often transcend their boundaries, the arguments presented here goes beyond China and are global. The shareability of identity mediated by individual, state and public discourses on social and 'anti-social' media during the COVID-19 pandemic within China, Singapore and Australia leads to novel ways of understanding identity politics in globalizing China and strategic uses of Chinese identity. The novel coronavirus began spreading worldwide since 2020 leaving behind hundreds of thousands of Indian Diaspora stranded. Indian diasporas are heterogeneous, diverse and are perceived as wealthy, dynamic and generally thriving, especially in highly developed countries. However, the COVID-19 pandemic has brought to light both strengths and weaknesses of these diasporas. Thus, this paper explores the various ways in which COVID-19 has impacted the lives of the high-skilled Indian diaspora in Singapore. In explaining their varied experiences, I used the concept of commonality. Through a qualitative study, collected data shows their struggles of commonalities embraced by COVID-19. In spite of living an affluent lifestyle in Singapore, they confront uncertainty, pain, fear of losing the loved ones back home. They are nevertheless happy and content, and are very grateful for the ways in which their Singapore have supported them during troubled times. [ABSTRACT FROM AUTHOR]

Borrower hardship, while a critical issue, is not often addressed by consumer protection frameworks across the Asia–Pacific. The widespread use of payment holidays during the COVID-19 crisis provides a significant case study on the importance of having borrower hardship provisions as a consumer protection tool. This paper compares the pre-pandemic availability of payment holidays in three Asia–Pacific jurisdictions: Australia, Singapore, and Hong Kong. It evaluates their existing legislative frameworks, as well as regulatory and industry guidelines on borrower hardship, and contrasts this with their use of payment holidays during the pandemic. Where there were existing industry guidelines on borrower hardship, lenders were able to spearhead an industry-wide approach towards payment relief without regulatory intervention by governments. Beyond the pandemic, the paper argues that self-regulation has potential for protecting borrower interests by standardising the scope of, and the procedure for, obtaining hardship relief. It argues that there is a need for a greater prevalence of industry codes of conducts governing lenders' approach towards borrower hardship across the Asia–Pacific. [ABSTRACT FROM AUTHOR]

With the emergence of Property Technology, online listing data have drawn increasing interest in the field of real estate–related big data research. Scraped from the online platforms for property search and marketing, these data reflect real-time information on housing supply and potential demand before actual transaction data are released. This paper analyzes the interactions between the keywords of online home listings and actual market dynamics. To do so, we link the listing data from the major online platform in Singapore with the universal transaction data of resale public housing. We consider the COVID-19 outbreak as a natural shock that brought a significant change to work modes and mobility and, in turn, consumer preference changes for home purchases. Using the Difference-in-Difference approach, we first find that housing units with a higher floor level and more rooms have experienced a significant increase in transaction prices while close proximity to public transportation and the central business district (CBD) led to a reduction in the price premium after COVID-19. Our text analysis results, using the natural language processing, suggest that the online listing keywords have consistently captured these trends and provide qualitative insights (e.g. view becoming increasingly popular) that could not be uncovered from the conventional database. Relevant keywords reveal trends earlier than transaction-based data, or at least in a timely manner. We demonstrate that big data analytics could effectively be applied to emerging social science research such as online listing research and provide useful information to forecast future market trends and household demand. An important challenge in the study of complex systems is to identify appropriate effective variables at different times. In this paper, we explain why structures that are persistent with respect to changes in length and time scales are proper effective variables, and illustrate how persistent structures can be identified from the spectra and Fiedler vector of the graph Laplacian at different stages of the topological data analysis (TDA) filtration process for twelve toy models. We then investigated four market crashes, three of which were related to the COVID-19 pandemic. In all four crashes, a persistent gap opens up in the Laplacian spectra when we go from a normal phase to a crash phase. In the crash phase, the persistent structure associated with the gap remains distinguishable up to a characteristic length scale ϵ * where the first non-zero Laplacian eigenvalue changes most rapidly. Before ϵ * , the distribution of components in the Fiedler vector is predominantly bi-modal, and this distribution becomes uni-modal after ϵ *. Our findings hint at the possibility of understanding market crashs in terms of both continuous and discontinuous changes. Using the dynamic connectedness framework of Antonakakis et al. (2020), this paper explores the financial stress spillover characteristic across nine Asian countries during major economic, political and public health emergency events, especially during COVID-19. We first find a substantial increase in the intensity of total financial stress spillover across nine Asian countries during COVID-19. Second, there are clear differences in the financial stress spillover networks across Asian countries during different economic and political events. In particular, in the first three months after the outbreak of COVID-19, there was considerable month-to-month variation in the financial stress spillover network. Singapore and Japan are the major net transmitter and receiver of financial stress shocks, respectively, during all considered events. During COVID-19, China, as the first country to detect and contain COVID-19, is the strongest net financial stress shock receiver in March 2020, but transmitted net financial stress shocks in February 2020, when the epidemic in China is serious. In this paper, we investigate how digital inclusion of disabled people can be promoted in order to facilitate their online arts consumption during COVID-19 when the digital transformation of arts consumption was inevitable. While barriers towards disabled people for arts consumption have been studied widely, their digital inclusion has been overlooked. We explore drivers and prerequisites towards digital inclusion of disabled people based on a case study of an international online theatre-making collaboration involving 17 disabled artists, carers, and staff between two disability arts organizations in Australia and Singapore. Our digital inclusion framework includes three key drivers, i.e., enabling digital access, creating a safe online space, and building digital literacy and highlights the importance of preconditions providing for people of all abilities, technical and communication support. We suggest five digital inclusion strategies for disability arts organizations to align their inclusive practices to enable and sustain online arts consumption of disabled people. The ongoing COVID-19 pandemic has created unprecedented social, financial, and moral disruptions across the globe despite global efforts to reduce the transmission of the novel coronavirus. Currently, vaccinating populations against COVID-19 has emerged as the most sustainable strategy to help countries recover from the socioeconomic effects of COVID-19 while protecting public health. To meet vaccination targets, some countries have adopted policies that rely on varying levels of coercion. This paper analyses the ethical implications of coercive vaccination policies implemented in Singapore and Italy, which impose barriers to accessing healthcare on the unvaccinated. These two cases are compared to the vaccine mandate in New Zealand, which did not restrict access to healthcare for the unvaccinated. This analysis draws on key considerations from Kass' ethical framework for assessing public health intervention. This analysis is relevant to countries considering similar policies to increase vaccination uptake for infectious diseases. Since healthcare is a fundamental good, a critical question is whether imposing barriers to accessing healthcare services is an ethically justifiable consequence of the choice to remain unvaccinated. The uncertain future that the world faces has forced us to rethink our fundamental paradigms of teaching and learning. To meet new demands, students need to possess adaptability and resilience to thrive lifelong. In tandem, teacher educators need new dispositions, competencies, skills and knowledge to prepare pre-service teachers for such demands. This paper articulates key issues that international and Singapore teacher education faced at the start of the COVID-19 pandemic and what priorities were taken. It presents interview findings conducted on pre-service teachers and highlights some dilemmas faced, allowing for a critical evaluation of a Postgraduate Diploma in Education programme. The research aimed to gather insights on the aspects of the programme that participants found most relevant to their teaching role. Challenges posed by the pandemic on education in Singapore naturally surfaced. Assessment systems reward certainty and thrive on predictability. However, the COVID-19 pandemic has punished our assessment systems severely for over reliance on controlled premises for our high stakes assessment, and this should compel us to re-examine the reliance on certainty and control in our assessment policies and reforms. Singapore is a useful context to examine such re-examination of assessment imperatives on a national scale. The city-state typically orchestrates its major policy reform with great discipline, standardisation, and detailed co-ordination. However, such qualities may not be ideal for its assessment reform needs in the post-pandemic future. Three recent assessment reforms are examined as examples of pre-pandemic assessment policies predicated on certainty. This paper discusses whether such reforms are fit for post-pandemic purpose(s), and argues for shifting the emphasis of assessment from securing examination reliability to developing learners' assessment resilience. Given the Covid 19 Pandemic that swept the world suddenly during the period of 2019 even till 2021, resulting in severe measures being adopted by national governments, such as national lockdown to reduce the exponential rate of infection, it is important to examine the impact of this pandemonium on the port efficiency of the second largest port in the world. The crux of this paper is to examine the impact of the Coronavirus disease on port efficiency of one of the largest and busiest port in the world using the Malmquist Productivity Index. The paper will examine the trend in productivity and the drivers of productivity for the Maritime Port of Singapore for the years 2010-2020. Furthermore, assess the measures put in place to mitigate the impact of coronavirus. The measures put in place can be adopted by order ports as best practice to combat the scourge of the coronavirus disease. The key findings in the paper are: (1) An established consistency in the efficiency levels of the Maritime Port of Singapore despite the pandemic. (2) The drivers of port productivity for the port of Singapore are technology and efficiency. This paper explores the ethical challenges in deciding whether to vaccinate individuals lacking the decision-making capacity needed to provide informed consent during a public health emergency like COVID-19. The best interests standard ordinarily governs such decisions, which under the law in jurisdictions like England, Wales and Singapore takes into account the individual's past wishes and present preferences. However, in a public health emergency, the interests of third parties become more salient: those whom the unvaccinated individual might expose to infection have an interest in the individual's being vaccinated. While current mental capacity law has not been interpreted to take such public health considerations into account, we argue that such considerations are nevertheless ethically relevant, and can legitimately be weighed up alongside other considerations such as the preferences of the individual and impacts on their health. This is most relevant for individuals lacking decision-making capacity who have previously declined or presently resist vaccination. The public health impact of vaccination may in some instances be enough to outweigh preferences of the individual and justify providing vaccination against their past or present wishes. The COVID-19 pandemic laid bare the problem of fake news as one of the defining challenges of our time. The sudden proliferation of fake news and its direct impact on public health and safety led to increasing attention to pre-bunking interventions as a possible tool against the risks of fake news. These studies claimed that it is possible to use pre-emptive interventions such as games to induce cognitive resistance against the deception techniques deployed by fake new producers. We wanted to test if this method could be as effective in a non-Western context, and in an on-going catastrophic risk event. This paper presents the results of a replication study of Roozenbeek and van der Linden's gaming experiment with certain modifications tailored to the case of Singapore in 2020 in the midst of the COVID-19 pandemic. We could not replicate the results of the original study. However, we found factors that could have accounted for the different results, including high levels of trust in English mainstream media and the government, and positive attitudes towards censorship. We also found that participants were most resistant against conspiratorial deception techniques but also more vulnerable to impersonation techniques. We reflect on what the results of our study say about the limitations of psychology-focused interventions and the need for a wider suite of interventions targeting different levels of analysis, including sociological factors and the risk context. The outbreak of the COVID-19 pandemic in Singapore has resulted in the adoption of home-based learning (similar to remote or distance learning' worldwide) due to periodic school closures in Singapore. The media and academia have diverse views on the effectiveness of this alternative mode of education. This study draws data from teachers' interviews and students' focus group discussions of an ongoing large-scale baseline study on mother tongue education to reveal teachers' and students' perceptions of home-based learning. Findings showed that the participating teachers generally mimicked physical lessons online during home-based learning, and they faced difficulties in monitoring students' tasks online. Though students enjoyed the freedom of doing their learning tasks at their own pace, they were concerned with the lack of teachers' support and the social-emotional support from peers. With the feedback and reflections from teachers and students, it was observed that despite the availability of technology and online infrastructure, teachers need readiness for transiting between physical teaching and online instruction, whereas students need readiness for self-directed learning. From students' feedback, it was also noted that parents need readiness for educational technology and support for their children. To better prepare teachers, students, and parents for home-based learning, it is recommended that the developers provide more dedicated resources that take into consideration the different characteristics (e.g. orthography) of each language subject. Parents should also assume a greater role in monitoring their children's learning on behalf of the teachers for better effect in home-based learning. [ABSTRACT FROM AUTHOR]

The Mass Rapid Transit (MRT) is one of the major modes of public transportation in Singapore. Understanding the mobility patterns of MRT passengers has implications for improving transportation efficiency. As a city‐state with a high population density, Singapore provides a representation of balanced urban dynamics that informs smart urban planning. In this paper, we investigated and visualized (using both static maps and dynamic web map applications) the spatiotemporal characteristics of Singapore's MRT commuting patterns before the COVID‐19 pandemic (January 2020) and during the first outbreak (May 2020) and the Omicron wave of the pandemic (February 2022), using MRT smart card data. We also investigated the relationship between the passenger flows of individual MRT stations and the nearby land use types. Our results showed that the spatial patterns of Singapore's MRT commuters match the polycentric urban structure. In addition to central areas, several regional centres were identified as passenger hotspots in multiple time periods. Furthermore, during the outbreak of the pandemic, especially in the period of the 'circuit breaker', there was a major decline in MRT passenger flows and a decrease in average MRT commuting distances during weekend/holiday peak hours. Digital disinformation presents a challenging problem for democracies worldwide, especially in times of crisis like the COVID-19 pandemic. In countries like Singapore, legislative efforts to quell fake news constitute relatively new and understudied contexts for understanding local information operations. This paper presents a social cybersecurity analysis of the 2020 Singaporean elections, which took place at the height of the pandemic and after the recent passage of an anti-fake news law. Harnessing a dataset of 240,000 tweets about the elections, we found that 26.99% of participating accounts were likely to be bots, responsible for a larger proportion of bot tweets than the election in 2015. Textual analysis further showed that the detected bots used simpler and more abusive second-person language, as well as hashtags related to COVID-19 and voter activity—pointing to aggressive tactics potentially fuelling online hostility and questioning the legitimacy of the polls. Finally, bots were associated with larger, less dense, and less echo chamber-like communities, suggesting efforts to participate in larger, mainstream conversations. However, despite their distinct narrative and network maneuvers, bots generally did not hold significant influence throughout the social network. Hence, although intersecting concerns of political conflict during a global pandemic may promptly raise the possibility of online interference, we quantify both the efforts and limits of bot-fueled disinformation in the 2020 Singaporean elections. This review examines the impact of COVID-19 on the substance-abuse landscape and climate with particular attention on Singapore's. Substance-abuse has received the least attention during the COVID-19 outbreak and this pandemic has further sheared the problem's visibility and the provision of care for this population of sufferers. The authors examine the current literature to look at the access and utility of street drugs due to border closure, the influence of the pandemic on prevailing drug behaviours as well as the effect of social distancing on drug-users. Two case studies are described. The paper serves to illuminate the ever-present problem of substance-abuse even during a viral pandemic and to remind the local government and healthcare system to continue efforts in caring for this group of patients. The East Asian experience in tackling COVID-19 has been highly praised, but this high-level generalisation neglects variation in pandemic response measures adopted across countries as well as the socio-political factors that shaped them. This paper compares the early pandemic response in Singapore and Hong Kong, two Asian city-states of similar sizes, a shared history of SARS, and advanced medical systems. Although both were able to contain the virus, they did so using two very different approaches. Drawing upon data from a cross-national, probability sample Internet survey conducted in May 2020 as well as media and mobility data, we argue that the different approaches were the result of the relative strength of civil society vs. the state at the outset of the outbreak. In protest-ridden Hong Kong, low governmental trust bolstered civil society, which focused on self-mobilisation and community mutual-help. In Singapore, a state-led response model that marginalised civil society brought early success but failed to stem an outbreak among its segregated migrant population. Our findings show that an active civil society is pivotal to effective outbreak response and that trust in government may not have been as important as a factor in these contexts. Introduction: Military forces around the world face an increased risk of the spread of communicable diseases, due to the close living quarters and congregated nature of the military camps. The Singapore Armed Forces (SAF) implemented a multi-pronged surveillance and containment strategy to reduce the risk of a coronavirus disease 2019 (COVID-19) outbreak within the local military camps. This paper details the epidemiological investigations of the COVID-19 cases in the SAF and highlights the strategies and public health measures undertaken, aligned with the national COVID-19 control strategy, to reduce the risk of COVID-19 transmission in the military camps. Materials and Methods: Medical data of our military personnel who were infected with COVID-19 during the first 180 days of the pandemic were extracted from the military electronic health records. Contact tracing and activity mapping results were obtained from unit-level epidemiological data. A review of the organization's response plans, instructions, and orders was conducted to collate the measures implemented across the same time period. Results: Prompt contact tracing and activity mapping was done for each of the 24 SAF military personnel diagnosed with COVID-19 between February 2020 and June 2020, with possible links among the cases identified and investigated. Conclusion: A combination of strategies in the formulation of public health measures based on key principles of early warning and surveillance, prompt diagnosis, and early containment were successful in preventing the formation of COVID-19 clusters within the SAF. This will provide a framework for the management of future pandemics within the military setting, driven by strong governance and leadership, to meet the military's need to maintain operational readiness in a safe manner. Aviation emissions that are dispersed into the Earth's atmosphere affect the climate and air pollution, with significant spatiotemporal variation owing to heterogeneous aircraft activity. In this paper, we use historical flight trajectories derived from Automatic Dependent Surveillance–Broadcast (ADS-B) telemetry and reanalysis weather data for 2019–2021 to develop the Global Aviation emissions inventory based on ADS-B (GAIA). In 2019, 40.2 million flights collectively travelled 61 billion kilometres using 283 Tg of fuel, leading to CO2, NOX, non-volatile particulate matter (nvPM) mass and number emissions of 893 Tg, 4.49 Tg, 21.4 Gg, and 2.8×1026, respectively. Global responses to COVID-19 led to reductions in the annual flight distance flown, CO2, and NOX emissions in 2020 (-43 %, -48 % and -50 %, respectively relative to 2019) and 2021 (-31 %, -41 % and -43 %, respectively) with significant regional variability. Short-haul flights with duration < 3 h accounted for 83 % of all flights, yet only for 35 % of the 2019 CO2 emissions, while long-haul flights with duration > 6 h (5 % of all flights) were responsible for t43 % of CO2 and 49 % of NOX emissions. Globally, actual flight trajectories flown are, on average, ~5 % greater than the great-circle path between the origin-destination airport but this varies by region and flight distance. An evaluation of 8,705 unique flights between London and Singapore showed large variabilities in the flight trajectory profile, fuel consumption and emission indices. GAIA captures the spatiotemporal distribution of aviation activity and emissions and is provided for use in future studies to evaluate the negative externalities arising from global aviation. The COVID-19 pandemic has precipitated an unprecedented education crisis, causing severe disruption to global education systems. One consequence has been an increased demand for online educational platforms, leading to a shift from face-to-face to online teaching. This was the case in Singapore where online educational provisions were quickly adopted and implemented by institutions providing continuing education and training to adult learners. This paper reports on the data from a survey of 258 participants on the accessibility and effectiveness of the different modes of learning (i.e. online learning, face-to-face learning, and a combination of both) based on comparisons prior to and after the onset of COVID-19. The findings indicate that familiarity with online platforms enhances the potential efficacy of online provisions of continuing education and training, but also illuminate issues concerning the kinds of experiences required for effective continuing education and training, with implications for providers and educators in and beyond Singapore. Introduction: Singapore was one of the earliest countries affected by the COVID-19 outbreak, requiring our emergency department to respond urgently to this surge. A designated Fever Area (FA) with a resuscitation room was rapidly set up to manage patients at risk of COVID-19. Our paper describes measures put into this new area to optimise safety outcomes of these patients. Methods: Plan-Do-Study-Act (PDSA) cycles incorporating in-situ simulation in the FA resuscitation room were conducted. Using varied resuscitation scenarios and facilitated debriefing, we identified safety gaps and took immediate steps to rectify them in a collaborative manner involving various respective stakeholders. Results: Following reflective debriefing and studying of work processes, latent safety threats were identified resulting in successful improvements and modifications to protocols, equipment, staffing and processes in the FA resuscitation area. Conclusion: PDSA cycles involving in-situ simulation helped to identify safety threats and refine work processes in a newly set up FA facility. As a result, our healthcare team was more prepared to manage the complexities of COVID-19 patients in a highrisk environment. [ABSTRACT FROM AUTHOR]

Introduction: With the COVID-19 pandemic, Singapore underwent a national lockdown in which most organisations, including schools were closed. Halting face-to-face tutorials resulting in decreased clinical contact for medical students. Prior to the pandemic, we had developed the Virtual Integrated Patient (VIP). Equipped with conversational technology, it provides students online practice in various clinical skills such as history-taking, physical examination and investigations. The aim of this paper is to describe the supplementary use of VIP in the second-year class, in which a pilot study was conducted. Methods: The VIP platform was introduced to the cohort and used to supplement the teaching of history-taking in the "Communication with Patients" (CWP) module for second-year students. Traditionally, CWP tutorials involve face-to-face history-taking from standardised patients (SPs). Students, who consented to participating in the trial, had an additional 3 weeks' access to VIP to practice their history-taking skills. They completed a survey on their user experience and satisfaction at the end of the 3 weeks. Results: Out of the 106 participants, 87% strongly agreed or agreed that using VIP helped in remembering the content while 69% of them felt that VIP increased their confidence and competence in history-taking. Conclusion: VIP was well-received by students and showed promise as a tool to supplement history-taking tutorials, prior to students' encounter with SPs and real patients. Hence, this trend showed its potential as an alternative when clinical rotations were delayed or cancelled. Further research can be done to evaluate its effectiveness in this context. Aim: To understand nurses' responses to COVID‐19 and identify their uptake of changes in the procedure required for the management of COVID‐19 in an inpatient psychiatric ward. Background: The infection risk for COVID‐19 in an enclosed inpatient psychiatric ward is high due to living arrangements in the ward and the nature of the infectious disease. Introduction: This paper describes inpatient nurses' experiences, challenges and strategies deployed at the institutional and national levels to contain the spread of infection. Methods: Written feedback was collected to understand nurses' responses and identify their uptake of changes in procedure following the COVID‐19 outbreak in the ward. Findings: Nurses felt shocked, worried, isolated, expressed a lack of confidence, and experienced physical exhaustion. COVID‐19 specific challenges were highlighted in the delivery of safe and quality nursing care. Nurses were satisfied with the hospital policy and strategies implemented during the outbreak, acknowledging the importance of support from nursing leaders. Discussion: Practical support and strong nursing leadership have been imperative in the battle against the COVID‐19 outbreak in the psychiatric hospital. Psychiatric nursing care was maintained with a modified management and treatment approach. Implications for Nursing practice: Nurses' willingness to adjust to the reconfiguration of operations to accommodate changes has been crucial for the healthcare system to run effectively. Good practices and policies established during this crisis should be developed and established permanently in nursing practice. Implications for Health Policy: Prompt and effective contingency planning and policymaking at the national and institutional level, targeting human resource management and infection control, can introduce changes and alternative options for nursing care in a pandemic. Conclusion: With support from influential nursing leaders, strategies and policies are imperative in ensuring the successful management of COVID situations in an inpatient psychiatric setting. In this paper, we have implemented a large-scale agent-based model to study the outbreak of coronavirus infectious diseases (COVID-19) in Singapore, taking into account complex human interaction pattern. In particular, the concept of multiplex network is utilized to differentiate between social interactions that happen in households and workplaces. In addition, weak interactions among crowds, transient interactions within social gatherings, and dense human contact between foreign workers in dormitories are also taken into consideration. Such a categorization in terms of a multiplex of social network connections together with the Susceptible-Exposed-Infectious-Removed (SEIR) epidemic model have enabled a more precise study of the feasibility and efficacy of control measures such as social distancing, work from home, and lockdown, at different moments and stages of the pandemics. Using this model, we study an epidemic outbreak that occurs within densely populated residential areas in Singapore. Our simulations show that residents in densely populated areas could be infected easily, even though they constitute a very small fraction of the whole population. Once infection begins in these areas, disease spreading is uncontrollable if appropriate control measures are not implemented. [ABSTRACT FROM AUTHOR]

The COVID-19 pandemic has caused great disruption in schooling around the world. This has triggered me to reflect on educational change in Singapore and some related issues the pandemic has raised. Using "Timely Change, Timeless Constants" as an organizing framework, this paper examines the educational changes that are happening in Singapore and amidst such changes, the timeless constants that should be affirmed. In particular, the move towards a blended learning approach needs to help students develop the capacity for independent learning, not just replicate classroom teaching in the virtual medium. Also, despite needing to adapt very quickly to the pandemic, Singapore should continue to build its education system in a balanced and steady manner, reaffirming the important roles that school leaders, teachers and schools play in the society. Aim/purpose. The aim of the paper is to point out the social impact of public libraries in the crisis situation caused by the COVID-19 disease pandemic in the context of their position within the contemporary concept of smart cities, whose starting point is that information, knowledge, digitalization and technology (intellectual capital) are drivers of the economy and overall social development. Approach/methodology. The benchmarking method is used. The Croatian practice in which libraries are, for the most part, not yet recognized as an integral part of the concept and strategy of smart cities has been compared with the library practice in Singapore, the world leader in libraries' involvement in the national strategy of a smart nation. The analysis of social media posts compares the business strategies used by the Singapore's and Croatian public libraries in public relations during the first wave of the COVID-19 disease pandemic in the first half of 2020. Their goal was to maintain the social impact of libraries after the closure of physical spaces during quarantine (lock-down) in order to continue to perform informational, educational, cultural and social roles and tasks in digital or electronic form. The subject of the comparison is the posting on Twitter from February to September 2020 in the case of libraries in Singapore, and two public libraries in Croatia on Facebook from March to September 2020. The two Croatian libraries operate in the two leading Croatian smart cities - in the category of large Croatian cities it is The Rijeka City Library, and the category of medium-sized Croatian cities it is The Fran Galović Public Library in Koprivnica. The results. The paper results provide new insights into the business operation of libraries in crisis situations in Croatia and abroad with regard to their place in the strategic-developmental and political-management concepts of their countries and communities. Practical implications. An insight into the activities of libraries during the COV-ID-19 disease pandemic is a contribution to the consideration of library practices in a crisis situation on the one hand, and a basis for planning systematic crisis management in Croatian libraries both nationally and locally. The coronavirus 2019 (COVID-19) outbreak poses a serious public health risk. To date, the disease has affected almost all countries in the world. The enormous scale of the outbreak and the relative lack of knowledge and information regarding a new virus, as well as the unpredictability of events, make it challenging for leadership teams to respond. This paper shares how we have reconfigured our radiology leadership team into a smaller disease outbreak task force (DOTF) to respond and coordinate all related efforts during this ongoing COVID-19 pandemic. The DOTF format is modelled after the military with domain groups looking at manpower, intelligence, operations, and logistics matters on a daily basis so that timely decisions can be made and action plans executed promptly. In managing the DOTF, discipline, flexibility, and teamwork are key principles, and these are built upon a strong foundation of focus on infection prevention and control, and patient and staff safety as well as staff well-being. The DOTF has positioned us well to confront the many challenges to date. We believe it will also help us navigate the complex issues that will arise with future surges in cases and in formulating strategies to manage exit from the present and future lockdowns. In this paper, we aim to provide professional guidance to clinicians who are managing patients with chronic liver disease during the current coronavirus disease 2019 (COVID-19) pandemic in Singapore. We reviewed and summarised the available relevant published data on liver disease in COVID-19 and the advisory statements that were issued by major professional bodies, such as the American Association for the Study of Liver Diseases and European Association for the Study of the Liver, contextualising the recommendations to our local situation. The novel coronavirus, now known as COVID-19, was first reported in China in December 2019 and became a global crisis by March 2020. Both adaptive and maladaptive behaviours were observed in response to aspects of the crisis, some of which appeared to be contradictory to coping and curbing the threat of COVID-19. For instance, the purchase and use of surgical masks and sanitisers could be understood as logical health-oriented behaviours relevant to coping with the COVID-19 pandemic. The breaching of social distancing measures and forwarding unverified news, however, might have done more harm than good. In applying the proximal and distal defences proposed within the Terror Management Health Model (TMHM), this article suggests explanations for these behaviours as individuals' attempts to alleviate anxiety arising from reminders of their mortality. Information from local newspapers and media is used to highlight and identify common behaviours observed in the pandemic, and the TMHM is applied to explain these behaviours. This paper briefly concludes with a call for empirical validation of the TMHM for the behaviours observed in relation to COVID-19, and for the use of TMHM conceptualisations to develop countermeasures to reduce maladaptive behaviours in the current, and future, pandemics in Singapore. Public trust in the authorities has been recognised in risk research as a crucial component of effective and efficient risk management. But in a pandemic, where the primary responsibility of risk management is not centralised within institutional actors but defused across society, trust can become a double-edged sword. Under these conditions, public trust based on a perception of government competence, care and openness may in fact lead people to underestimate risks and thus reduce their belief in the need to take individual action to control the risks. In this paper, we examine the interaction between trust in government, risk perceptions and public compliance in Singapore in the period between January and April 2020. Using social media tracking and online focus group discussions, we present a preliminary assessment of public responses to government risk communication and risk management measures. We highlight the unique deployment of risk communication in Singapore based on the narrative of 'defensive pessimism' to heighten rather than lower levels perceived risk. But the persistence of low public risk perceptions and concomitant low levels of compliance with government risk management measures bring to light the paradox of trust. This calls for further reflection on another dimension of trust which focuses on the role of the public; and further investigation into other social and cultural factors that may have stronger influence over individual belief in the need to take personal actions to control the risks. In this paper, we aimed to provide professional guidance to practising gastrointestinal (GI) endoscopists for the safe conduct of GI endoscopy procedures during the current coronavirus disease 2019 (COVID-19) pandemic and future outbreaks of similar severe respiratory tract infections in Singapore. It draws on the lessons learnt during the severe acute respiratory syndrome (SARS) epidemic and available published data concerning the COVID-19 pandemic. It addresses measures before, during and after endoscopy that must be considered for both non-infected and infected patients, and provides recommendations for practical implementation. On March 11, 2020, the World Health Organization (WHO) declared the coronavirus (COVID-19) outbreak a pandemic. As the evolution and implications of the COVID-19 crisis are still unfolding, we posit that exploring the experiences and strategic responses of Asian countries may shed light on ways to combat COVID-19 for the rest of the world. In this paper, we first articulate the importance of resilience, strategic agility, and entrepreneurship in the context of the fight against COVID-19. Then, with the focus on China, South Korea, and Singapore, we discuss the impact COVID-19 is having on economies and businesses, governmental support for businesses and societies, and implications for global supply chain disruptions. We hope that the global health system will recover quickly, and that the world economy will be revitalized with the contributions and collaboration of science (including social science), industry, and governments. School closures were implemented in the first quarter of 2020 to halt the spread of the COVID-19 epidemic. Without adequate preparation time, students and teachers faced the problem of transitioning from face-to-face to online classes. Educational therapy sessions in the Dyslexia Association of Singapore were affected too. This study sought to explore educational therapists' experiences and perceptions of online teaching and learning with school-going age students with dyslexia in an online environment during the COVID-19 pandemic. To accomplish this, a phenomenological approach was employed using in-depth interview techniques with ten educational therapists from the DAS. A six-stage thematic analysis by Braun and Clark (2006) was employed to determine the themes for this study. The findings revealed four key themes: a) benefits of virtual educational therapy, b) challenges of virtual educational therapy, c) perceived success factors and conditions for an effective virtual educational therapy, and d) after-effects of educational therapy for educational therapists. Details in the findings could help educational therapists design better virtual lessons in the future. While online platforms may not be ideal for dyslexic learners, educational therapists believe that age and technological capability contribute significantly to the feasibility of virtual educational therapy. Recommendations for further research include a) a study to explore dyslexic learners' perspectives and experience of online learning, b) a survey of online learning with other programmes, not just the literacy programme and lastly, c) an investigation into the mental health and well-being of dyslexic learners and educational therapists while participating in online learning. Tourism development (TO) is seen as a viable solution to address economic policy uncertainty (EPU) risks. However, previous studies have largely ignored the relationship between short, medium, and long term by decomposing TO and EPU index at different time-frequency scales, especially in Singapore. In this study, the Wavelet tools analysis and a rolling window algorithm are employed to re-visit the causal relationship between EPU, industrial production index (IPI), government revenue (GR), and tourism development (TO) in Singapore from January 2003 to February 2022. The findings revealed the heterogeneous effects of EPU on TO at different time horizons in terms of importance and magnitude over time. A rise in EPU results in a decline in TO at the low frequencies, indicating that EPU has a detrimental effect on TO over the short term. Conversely, in the long term, an increase in TO results in a decrease in EPU. Furthermore, the outcome also indicated that there is a uni-directional causality running from TO to EPU, GR and IPI. Expressly, we confirm that the negative co-movement is more pronounced in the aftermath of the COVID-19 crisis, particularly for EPU, and GR at low-medium frequencies throughout the research period. The findings provide tourism policymakers with insight to develop strategic plans for tourism development that consider the effects of economic policy uncertainty. By understanding how uncertainty impacts tourism, governments can tailor development strategies to mitigate risks and capitalize on opportunities. [ABSTRACT FROM AUTHOR]

This paper studies the effectiveness of several pandemic restriction measures adopted in Singapore during the COVID-19 outbreak. To this end, the classical Susceptible-Exposed-Infectious-Recovered (SEIR) model widely used to describe the dynamic process of epidemic propagation is extended to an area-based SEIR model with the consideration of exposure to infections during commute and quarantine. The proposed model considers infections within areas and infections occurred during the commute of individuals. A case study of the Singapore MRT system is presented to show the effectiveness of pandemic restriction policies implemented in Singapore, namely social distancing, work shift and Circuit Breaker (CB) and phase advisories. A long-term investigation of COVID-19 pandemic in Singapore is performed, and the disease transmission dynamics in 2020–2021 (which covers the first wave and second wave of COVID-19 pandemic in Singapore) is modelled.
