Social theory implies that a rise in the expectation that many will participate in collective action can make participation in the action widely rational, giving rise to a ‘self-fulfilling prophecy’. I address this classic, yet understudied, proposition by surveying participation in a demonstration that the ‘Panama Papers Leak’ triggered in Iceland in 2016. The demonstration was preceded by a sudden rise of large-turnout expectations, and attracted one-fifth of an urban population, allowing me to obtain event-specific, population-representative survey measures of the focal constructs (N = 821). The findings support hypotheses about the role of large-turnout expectations in collective action. They confirm that protest support (i.e. the value placed in the goal of the collective action) both raises large-turnout expectations and moderates their effects on protest participation. In fact, large-turnout expectations were associated with participation only if individuals supported the protest. Also, the findings imply that large-protest expectations trigger interpersonal relational dynamics that further motivate participation. Synthetic cannabinoid receptor agonists (SCRAs) are a class of varied compounds that mimic the effects of natural cannabinoids found in cannabis. Because they have a wide range of diverse structures, they vary widely in their potency. The abuse of new psychoactive substances (NPS) in prisons was reported in many European countries and in the USA. In the present study, we have described the identification of SCRAs in 56 infused paper sheet samples, seized mainly in Brazilian prisons between 2016 and 2020. The materials were seized by local or federal law enforcement and analyzed by Sao Paulo State Police or Brazilian Federal Police using gas chromatography–mass spectrometry, attenuated total reflection-Fourier transform infrared spectroscopy, liquid chromatography–high-resolution mass spectrometry or nuclear magnetic resonance spectrometry. Most of these samples (87.5%) were seized in 2019–2020; seven different SCRAs were identified in samples, and the most frequently identified substances were MDMB-4en-PINACA (23.6%) and 5F-MDMB-PICA (36.4%), the newest SCRAs emerging recently. As observed in Europe and the USA, Brazil also shows the prevalence of indazole-3-carboxamides and indole-3-carboxamides among SCRAs seizures in the prison system. This phenomenon is spreading all over the world at this moment. These data on the prevalence could help to alert judicial authorities to shutting down the introduction of NPS, including SCRAs, into prisons to ensure safety and security for avoiding health risks of prisoners and staff, leading to positive effects in this population. To our knowledge, this is the first demonstration of SCRAs smuggling into prisons in Latin America.

Background: Firearm-related injury is a crisis that afflicts vulnerable populations of all ages, ethnicities, races and gender. The purpose of this white paper is to delineate the impact of firearm-related violence on the health and well-being of citizens and communities across Georgia based on the available literature and data. The aim of this white paper is to examine and characterize the currently available data on the impact of firearm violence and injury from a statewide perspective, principally as it relates to the National Violent Death Reporting System (NVDRS) report for Georgia. Materials and method: We performed a literature review to analyze data obtained through the the Web-based Injury Statistics Query and Reporting System (WISQARS™) and NVDRS. We used the data to characterize the types and extent of firearm injuries and deaths in the U.S. and Georgia. Results: We identified an overall mortality rate of 27% for all-types of firearm injuries. The estimated average annual age-adjusted firearm injury rate was 31.5 per 100,000 people. The case fatality rate for suicide due to firearm injury notably had the highest gun-related mortality rate by greater than 6-fold. Furthermore, from 2015 to 2016, the national mean annual case fatality rate was 84% for firearm-related suicide according to 2017 CDC report.Conclusion: Greater investment into research, education and prevention of gun-related violence among citizens in the state of Georgia is necessary. Although firearm-related aggravated assault due to interpersonal violence is common, the case fatality rate due to suicide has a greater than 6-fold higher rate of death.

In response to recent calls for major reforms to the American military justice system, which are apparently based on continuing Congressional concerns about sexual assaults in the military, the authors present statistical data on sexual assaults from a number of sources: national crime statistics; military crime statistics; crime statistics from several states, and statistics from a university. The authors also present information on the tremendous strides that have been made in recent years to protect the rights of military victims of sexual assault, noting that some of those rights are not found in federal or state criminal justice systems. Finally, the authors conclude that the rate of sexual assaults in the military is lower than for other civilian jurisdictions. Military victims report offenses at a higher rate than the jurisdictions examined.

In January, 2016, the Board of Directors of the American Professional Society on the Abuse of Children approved a position paper on allegations of child maltreatment and intimate partner violence in divorce/parental relationship dissolution. This commentary describes the range of dynamics that can lead to allegations of interpersonal violence in divorce/relationship dissolution, outlines the process employed in developing the position paper, and provides a description of the contents of the position paper.

Historians know a great deal more about the laws and policies that first created unauthorized status than the people who had to live within these constraints. What if we tell the history of the undocumented as a history of a people, rather than a history of a state-constructed category? Scholars have noted that unauthorized status exerts broad effects on the conditions of migrants’ everyday lives, but they have focused primarily on Latinx migrants in the late twentieth and early twenty-first centuries. The case of unauthorized migrants produced by the Chinese exclusion laws (1882–1943) demonstrates how the study of the undocumented must begin a century earlier. In order to denaturalize the conditions of the present, we must interrogate the shifting nature of undocumented life in the past.

New York State makes explicit policy provisions to protect the sexual rights of minor-aged women, women labeled with intellectual disability, and immigrant women. In this qualitative policy analysis, we used the principles of Nussbaum’s (2000) Capabilities Approach to examine whether marginalized women are actually able to exercise these rights. In Fall 2019 and Spring 2020, we interviewed 39 service providers in Buffalo, New York, to learn about the policies affecting diverse marginalized women’s sexual rights and sexual health resources. After verifying the accuracy of providers’ perceptions by triangulating these with the policies’ texts, we thematically analyzed providers’ comments to identify patterns in how policies shaped women’s sexual rights. We identified three categories of policy-based barriers: those that regulate women’s sexual rights by design; those that interfered with sexual rights by accident; and policies that obstructed sexual rights by default, largely because marginalized women and/or sexuality were not considered. We provide examples of how each policy-based barrier affects each group of marginalized women. Despite living in a state that formally recognizes their sexual rights, the actual sexual capabilities of minor girls, women labeled with ID, and immigrant women are attenuated by social policies. We consider the broad implications of the three types of policy-based barriers and offer specific recommendations for reducing these such that marginalized women are actually able to exercise their sexual rights.

The apparent understandings of knowledge for child protection social work practice which inform the New Zealand White Paper for Vulnerable Children are contrasted with the views expressed in the Munro Review of Child Protection in England. It is argued that the rational-technical view of child protection practice knowledge critiqued in the Munro Review is the driving influence in the White Paper. It is further suggested that the White Paper is underpinned by neoliberal conceptions of individuated responsibility which conflict with the socially situated and relational understandings which are native to the theory and practice of social work. Consequently, the socio-technical social work practice knowledge form recognised and promoted in the Munro Review is marginalised in the White Paper. It is also argued that the failings of the child protection system in Aotearoa New Zealand are more appropriately associated with political and managerial misapprehension of knowledge for competent practice than with the shortcomings of social work as a vehicle for effective child protection. It is suggested that it is high time for the social work voice to be rediscovered and reasserted if effective, relationally engaged, practice with high needs children and their families is to be developed and promoted in politically challenging times.

Purpose Most individuals regularly encounter fire, but certain uses are legally disallowed. Horsley (2020, 2021; in press) proposed the continuum of fire use theory (CoFUT), which posits that the legitimacy of fire use exists on a spectrum. This study aims to investigate the CoFUT and to elucidate the process of conceptualising legitimacy in a sample of legitimate fire users. Design/methodology/approach A sample of 16 legitimate fire users underwent semi-structured interviews regarding their own experiences with fire, the factors considered when determining the legitimacy of fire use and the relationships between those factors. The data extracted was subjected to conceptual analysis. Findings Analysis indicated that the legitimacy of fire use is best conceptualised along a continuum. Placement on the continuum required consideration of seven defining attributes: function; location; scale; materials used; characteristics of the actor(s); potential and actual consequences, and social acceptance. These attributes were shown to have interactive semantic relationships with one another. Practical implications A continuum approach to understanding fire use is a novel conceptualisation. Exposing the nuances that exist along the continuum could inform early intervention strategies aimed at fostering healthy relationships between young people and fire. Furthermore, practitioners working with arsonists would benefit from adopting a continuum perspective that allows for consideration of offenders’ individualised trajectory “up and down” the continuum of fire use. Originality/value Findings offer support for the CoFUT (2020; 2021; in press) and provide insight into how the legitimacy of fire use is conceptualised in legitimate fire users.

Purpose The purpose of this paper is to share nascent theory, suggesting there are five types of parricide offenders. The old theories are not valid: child abuse is not the primary motivator for parricide events. Design/methodology/approach This research draws on archival data derived from public sources (i.e. court records, offender statements, newspapers, etc.). Findings Child abuse is not the primary motivator for youthful parricide events. However, it appears to remain a factor in the parricide equation. The Good Child Postulate romanticizes youthful parricide offenders and could introduce potentially harmful positive bias into investigations, trials and treatment. The nascent theory suggests the five fatal personality clusters for youthful parricide offenders. Research limitations/implications The identified clusters are still being developed and statistically validated. More research and analysis is needed to delimit, refine and verify the five fatal personality types of parricide offenders and to create a clear, cohesive theory. Practical implications Murder in general has decreased over the past decade, parricides have not. A better understanding of the phenomena may help to slow the rate of parricide events. Law enforcement, natal families and the courts can help to improve rehabilitative outcomes if children could be recognized as the type of killer they are and treated differently during the investigative and defense phases of their cases. For example, if parents are placed on trial (i.e. are used by defense to mitigate/excuse the murders), some types of children will adopt the defense arguments laid out in court and feel no need for rehabilitation at all. Families of the murdered parents can come to a better understanding of what has happened – allowing them to grieve without being forced to defend the murder of their love one. This research serves as further correction for the promulgation of the notion that all parents who are victims of youthful parricide abused the perpetrator, thereby causing their own deaths. This does occur on occasion, but is not a complete picture of the phenomenon. Social implications Although murder, in general, has decreased over the past decade, parricides have not. The standing typology stymies fresh research and researcher’s abilities to explore models that may help to teach parents, law enforcement and other caring members of society how to prevent parricides in the future. Additionally, the Good Child Postulate works to create positive bias in the courtroom as attorneys for well-off, white children can easily build an imperfect defense for a population that is not actually the abused population. This has many social justice implications. Originality/value This information can be utilized by law enforcement, attorneys, the courts, parents and the prisons/therapeutic settings to better meet the needs of the youthful parricide offender.

Through the empirical optic of ‘dead papers’, this article highlights the lived complexities of documentary regimes in Global South contexts by exploring strategies and responses to the agency of migration documentation that are past their expiry date. Drawing upon 12 months of ethnographic fieldwork with African migrants and city-based actors such as property brokers conducted in two unplanned settlements of Delhi between 2015 and 2017, it focusses on the intersections between paperwork, im/mobility, and emergent ‘migration infrastructures’ (Xiang, Biao, and Johan Lindquist. 2014. “Migration Infrastructure.” International Migration Review 48 (1): 122–148) mediating the impermanent trajectories of racialised and legally precarious African migrants in Delhi. It argues that colonial era laws that criminalise visa transgressions necessitate flexible strategies of urban navigation for unauthorised migrants and substantially complicate their capacity to return to home contexts. In this way, the article highlights the role played by property brokers as situated intermediaries critical to urban transformations, whose entrepreneurial ‘connections’ are often instrumental in the facilitation of mobility within the city and beyond. In tracing the ways in which the mediations of such localised migration infrastructures regulate broader processes of transnational migration, the article considers ‘new’ entanglements between migrants and city actors as integral to a conceptualisation of exit practices for unauthorised migrants, beyond binary oppositions of forced/voluntary movement.

Richard Cardinal is a Metis boy from Fort Chipewyan. He now resides in the spirit world, along with many other Aboriginal children, after hanging himself from a birch tree in Alberta in the backyard of his sixteenth foster home. Richard is not forgotten, but reminds advocates for Metis children, Aboriginal children, all children, that we are in the midst of an ongoing crisis when it comes to caring for “removed” children. Not unlike many children in the care of the state today, Richard had been removed from his parents, removed from his home community, and finally separated from his siblings without his consent. He was placed in twenty eight different living situations: these included sixteen foster homes, twelve group homes and locked facilities, as well as time spent on the street while trying to escape from abusive foster parents. He died at age seventeen. It was a Metis organization that brought Richard’s plight into the public eye. The abuse, degradation, and inhumanity endured by this Metis child was exposed. However, in spite of his suffering, he was ostracized in the system for being difficult, while he became more and more suicidal.

Although crimes and the modus operandi of perpetrators across the world change constantly, some policing tools, especially in developing countries, remain the same. This study sought to assess Kenyan police officers’ satisfaction with the use of paper maps and push-pins (manual tools) in crime analysis, and identify challenges to the adoption of computerized tools such as geographical information systems (GIS) at a time when most operations are driven by technology. A descriptive survey targeting 120 Kenyan police officers was carried out at the National Police Service (NPS) headquarters in Nairobi, but only 94 (78.3%) officers responded. The study reveals that 42.3% of respondents found manual tools to be useful in crime mapping and spatial analysis, whereas 67.8% felt that they were easy to use. The study indicates that 55.0% of respondents were satisfied with manual crime mapping and spatial analysis, mainly because it was easy to use. The study also identifies several challenges to the adoption of GIS in crime analysis. The study concludes that majority of respondents found manual crime-mapping tools to be easy to use, but less useful although still usable in the absence of alternatives. The NPS should consider implementing pilot projects of computerized crime mapping and spatial analysis to allow stakeholders to assess police operations against multiple platforms.

In Canada, diverse people face violence and abuse at alarming rates as a result of their gender, perceived gender, or gender expression. This phenomenon is referred to as gender-based violence (GBV). Gender-based violence has many manifestations, including sexual assault, femicide, and intimate partner violence (IPV), as well as dowry-related violence, early or forced marriage and pregnancy, female genital mutilation, elder abuse, human trafficking, sexual harassment, cyber abuse, and many other forms, both visible and invisible. Crucially, GBV does not simply occur in the context of inter-personal relationships or as the result of perpetration by ‘bad men’; rather, GBV is a systemic issue that seizes upon and operates through longstanding pathologies and power dynamics—patriarchy, racism, colonialism, and transphobia to name few—rendering diverse people more vulnerable to victimization on the basis of their identity. Strategies, policies, and programs focused on ensuring victims and survivors can achieve economic security will form a vital component of any serious plan to address GBV. On this point there is notable consensus. Less agreement exists, however, when debate begins on the question of which strategies, policies, and programs ought to be implemented. In this discussion paper, we weigh in on this debate through an evaluation of an economic security tool over which there has been much fanfare in recent years: the basic income model. Two questions guide our analysis: (1) to what extent could a basic income disrupt the material conditions and forms of oppression which drive GBV, and thus reduce both risk and prevalence? and (2) to what extent would basic income be an effective support for those encountering/recovering from various forms of GBV? Our analysis is driven by two definitional assumptions about economic security and basic income. That is, we consider economic security to be a state in which criteria for financial security, stability, and continuity are fulfilled, and conceive of basic income as a class of policies that share principles of simplicity, respect, economic security, and social inclusion.
